Jackson examines the root problem: A Governmental Monopoly for Schools resistant to change. She quotes Milton Friedman, "Vouchers would widen the range of quality education options for parents through competition and choice." She also interviews scholars from the free market-oriented Heartland Institute who posit that the Teachers Unions are literally bankrupting the State of Illinois, as they've already done in California.
