Op-ed | The space industry: A closer look at the new ecosystem – SpaceNews

One small step for man, one giant leap for mankind. Those immortal words belong to history. But in the long story of human evolution, 50 years is only the blink of an eye, hardly of import when measured against the rhythm of civilizations.

Fifty years is significant when measured in a human life span, affecting our ability to appreciate events; immersed in the day to day struggle of doing we easily can lose sight of the path we travel. Since Sputnik first launched and man set foot on the moon, the changes, evolution and expansion of human activities in space has been rapid and momentous. It is important to understand the trajectory we are on as we tackle the challenges in front of us and create our future.

The dynamic setting our course is the fundamental expansion of human experience, both in terms of actual humans and surrogate devices, our amazing exploration machines, off the planet and out into our solar system and the greater universe around us. Those who speak of space as the new frontier are touching upon the correct paradigm. Initially, the sole provenance of governments, the only entities that could afford to invest in complex, risky endeavors that had no basis in profit generation, space was unchartered territory.

As experience, knowledge and technological innovation amassed and quickly disseminated throughout the globe, the breadth and depth of space activities also expanded.

Today, in a relatively few decades, our bubble of human experience now encompasses a rich ecosystem of government entities, commercial/private sector actors and even areas of academia.

The boundary of the new frontier, once defined by merely escaping the planet, is being extended further outward beyond low Earth orbit.

But instead of journeying alone, as was necessary in the early years, government activities can be augmented by a wide array of existing and growing capabilities being developed in the private sector.

In low Earth orbit, we are striving to create an economic zone of activity that is not reliant solely on a government customer but is just one of many consumers.

This natural transition, as our frontier expands away from Earth, where low Earth orbit is no longer the single domain of government, but one where private enterprise is healthy and robust, is a daunting task. Times of transition always arebut it is one that we can achieve if we work collaboratively and comprehensively through the issues as a community.

But the definition of the community must expand. Those of us in the space industry have to readjust our thoughts about what encompasses the space industry. Just like the first pioneers who crossed the western plains of the United States looking for new places to settle, space for us has been an alien place; something we have had to wrestle, conquer, and with great fortitude plan to engage with.

However, for those multitudes that followed that first wave of pioneers across the vast western United States., traveling on established wagon tracks, stopping in small outposts for directions, provisions and a slice of semi-civilization, the trip, while certainly challenging and not without risk, was if not quite normal, certainly not exotic. And that is the same shift taking place in human engagement in space, especially with respect to low Earth orbit.

It is time for us, the traditional space community, to recognize that a wider community has shed the mythology and thinks about space as merely another place to do business; as an environment similar to a desert, the ocean, a large city, where people want to come and do something. Its hard to make such a huge mental shift for those of us still wrestling with the challenges of the frontier beyond low Earth orbit that remain the same, but the shift that is already taking place not only in the communities around us but also in the space workforce.

There are people entering the workforce today for whom it is normal that people live and work in space on a full-time basis. Think about thatit is taken for granted that people live and work in space. Which such a formative norm, the leap to expanding the type and number of people who live and work in space, expanding the use of space, expanding the breadth of people who want to take advantage of space is not really a giant leap for mankind but just another small step for man.

That is not to dismiss the fact that space is still very risky nor that we still have much to learn, but simply that the mental paradigm has shifted and will continue to move inexorably forward out into the solar system.

Consequently, it is not surprising, given the dynamic process of expansion occurring that today a broader group of people, outside of the traditional space community, have expressed interest, made investments, and are exploring ways to utilize space. It is actually quite astounding the amount of creative energy targeted at space for the last decade.

New entrants are proposing everything from space hotels, human transportation systems, man-tended laboratories, in-space manufacturing, energy harvesting, asteroid mining, fueling depots, Earth imagery, small satellite constellation-based internet services and the list goes on.

Accompanying the proposals is a separate but related collection of companies created to offer services from communication technologies, sensor platforms, training programs, propulsion technologies, specialized launch services and so on; another huge ecosystem of entrepreneurial activity. Not to be outdone, traditional space companies are also innovating leveraging years of experience to take advantage of the broad interest that has erupted around space. Clearly not every project or idea will be successful, and many will likely underestimate the risks, both financial and technological, after all we all know that space is hard, but the momentum of human expansion is taking us into this new frontier and thus we will go.

The question then becomes how to manage the evolving of such a diverse, dynamic ecosystem of space participants to achieve our collective goals? In addition to the traditional space community of engineers, scientists, technicians, and government agents we must add lawyers, entrepreneurs, investors of all stripes, insurance companies, standards organizations, university professors and their students, small business, artists, and entertainers, just to name a few.

In the past the space industry has been accused of talking to itself and now we have to learn how to reach out and engage with a much more diverse community with a myriad different agendas, concerns and motivations. Complicating the situation is the fact that the transition discussed here is taking place globally. Thus, the need for constant communication and open discourse becomes vital.

There are a multitude of topics that require discussion, coordination and education across the burgeoning ecosystem that include: identifying appropriate regulations and standards, establishing liability and applicable tenets of space law, how to develop business plans and secure funding, how to manage the space environment given increased activity, defining rules of conduct on orbit for both people and machines, the integration of air and space traffic into a manageable global system, and the dynamics of supply and demand in a frontier environment are just a few.

To complicate matters even further, all of the above issues are interwoven and cannot readily be addressed in total isolation.

The time is ripe for a platform which convenes the entire global ecosystem, not just the Aerospace industry, with the aim of facilitating the necessary conversations, targeting outcomes and tracking resolution of critical issues. Working together, coherently as a broad community of interest in space, we can succeed.

Merged Mining in Bitcoin: Contributing to Sustainability on the Bitcoin ecosystem – Equities.com

Merged mining simply means the process of mining two or more cryptocurrencies concurrently using the same mining resources without impacting on the overall mining performance on the Blockchain of either coin. Merged mining is one of the burning topics among stakeholders in the Bitcoin ecosystem because it could potentially solve some of the biggest scalability challenges of the cryptocurrency.

Interestingly, Satoshi Nakamoto had earlier outlined the idea of merged mining about a decade ago in a post on BitcoinTalk. In his words, I think it would be possible for BitDNS to be a completely separate network and separate blockchain, yet share CPU power with Bitcoin. The only overlap is to make it so miners can search for proof-of-work for both networks simultaneously.

Satoshi was a person way ahead of the times and now the Blockchain industry is starting to experiment with the idea. This piece examines the core features of merged mining to establish its potential impact in helping the Bitcoin network scale sustainably from a trader and investor POV.Heres how Merged mining potentially improves the Bitcoin network

Merged mining allows blockchain projects to leverage existing computational resources on a single robust and resilient network instead of running small fragmented networks in silos for individual projects. The biggest security concern surrounding Blockchain technology especially in projects running the Proof-of-Work consensus is the risk of the 51% attack.

A 51% attack occurs when a malicious player succeeds in owning enough hashing power that gives them the ability to control a Blockchain. Blockchains are typically run on decentralized nodes but the decentralization could be lost in an instant if someone manages to control more than half of the nodes in a network.

Smaller blockchains are always at risk of such attacks and the risk often posses the classic chicken and egg dilemma for innovators. Investors wont back a small blockchain because it is at risk of chain integrity attacks and the lack of investor funding makes it add to invest in resources that make the network ecosystem attractive enough for other stakeholders such as developers and miners.

With merge mining, smaller blockchain projects use an Auxiliary Proof-of-Work in which each Blockchain trusts the other Blockchains work and accept such work in the confirmation of transactions, verification of data, and mining new blocks. Hence, either the parent chain or the auxiliary chain can solve the cryptographic problem to find a solution and add the block depending on the difficulty level at which the miner solves the hash.

Blockchain projects can attract Bitcoin miners with the lure of additional revenue streams without an increase in operational costs. The Bitcoin miners will in exchange deploy their mining resources to securing the auxiliary chains to provide the new projects. In the final analysis, merge mining provides a win-win-win situation for the Bitcoin network serving as the parent chain, the miners that secure the network, and the auxiliary chains that piggybacking on an established network to drive the success of their project.

One of the major criticisms of merged mining is that it could expose the parent Blockchain to bloat from the auxiliary chains. Even though parent chains are technical independent of auxiliary chains, parent chains will still need to run the coin daemons of the auxiliary chains in the background. Hence, if such chains become abandoned (as some crypto projects eventually are), the parent chain might be bloated by the outdated and buggy chains taking up disk space, CPU cycles, bandwidth, and memory space.

Secondly, while merged mining doesnt necessarily require additional computing power, it requires more maintenance effort because mining pools need to deal with 2X more connections and 2X more distribution channels. Hence, theres always the risk that miners will go rogue if the vision of the network is not properly aligned with the incentive for miners.

From a cryptocurrency trading or investment standpoint, merged mining doesnt provide any direct utilitarian value. Bitcoin traders and investors typically do not have any reasons to be concerned with technical details such as bitcoin mining fees, Latency, Maximum Throughput or Cost per Confirmed Transaction.

Nonetheless, your understanding of how merged mining works when combined with other information such as the long-term scalability of Bitcoin could help you form a more informed opinion about the prospects of cryptocurrencies in the grand scheme of things.

Also, traders and investors need to understand that some crypto companies might overemphasize their merged mining with Bitcoin in the future. Theyll leverage every available resource possible to suggest that they are endorsed by Bitcoin just to hype their project and pump the price of their tokens.

For instance, Dogecoin has integrated merged mining with Litecoin over the last few years. Yet, the merged mining hasnt done anything to save the Dogecoin token from falling more than 50% in the last one year whereas Litecoin has only lost 2.69% in the same period as seen in the chart above. Merged mining doesnt require any activity from the parent chain; in fact, it doesnt even require the knowledge of the parent chain.

Hence, the performance of the coin of an auxiliary chain should be analyzed in terms of its market fundamentals, technical analysis, and tokenomics because the performance of the token of the main chain doesnt have much effect on the performance of the tokens on the auxiliary chains.

Merged mining reduces the competition for miners among Blockchain projects by allowing miners to deploy the same resources to different projects. Also, it could mitigate the risk of a 51% attack in new fledging blockchains and further enhance the development of new crypto projects that are moving the world closer towards the mass-market adoption of cryptocurrencies. From a trading standpoint, the announcement of a decision to pursue merged mining could make the price of a token jump even though such a bounce may not necessarily be sustained.

China has built ‘massive global data-collection ecosystem’ to boost its interests – The Guardian

The Chinese government is sweeping up vast amounts of data from all around the world to bulwark the nations security, but most critically to secure the political future of the Communist party, a new report argues.

Engineering Global Consent, a policy brief by the Australian Strategic Policy Institutes Dr Samantha Hoffman, argues that the Chinese party-state seeks to influence and where possible control global online and political environments so that public sentiment around the world is more favourable towards its interests. China has expanded its operations of influence into organisations such as universities in the UK, the US and Australia.

This expansion isnt always distinctly coercive or overtly invasive, Hoffman argues. While theres an important focus on technologies such as 5G, surveillance and cyber-enabled espionage, this narrow focus misses the bigger picture.

The Chinese Communist Party (CCP) has a much more ambitious vision for harnessing a broad suite of current and emerging technologies in support of its own interests, including devices that might be seen as relatively benign, such as language translation technologies.

The report says the CCP has established a massive and global data-collection ecosystem that uses state-owned enterprises, Chinese technology companies and partnerships with foreign actors and institutions including western universities to further its interests.

The report cites the global operations of Chinese company Global Tone Communications Technology Co Ltd (GTCOM), a subsidiary of a state-owned enterprise supervised directly by the Chinese governments Central Propaganda Department.

GTCOM, declaring itself the worlds leading company in big data and artificial intelligence, collects data from around the world in more than 65 languages, and analyses and processes that data for use by the government and corporate clients.

The company harvests massive amounts of data: just one of its platforms, Insidersoft, focused on traditional and social media, collects 10 terabytes a day the equivalent of 5tn words of typed text. Annually, it harvests between 2 and 3 petabytes equivalent to 20bn Facebook photos.

It collects information through online translation services, multilingual machine translation, and speech and video recognition software.

GTCOM works in cooperation with other Chinese firms such as Huawei banned from building Australias 5G networks over security and espionage concerns Alibaba Cloud, and Haiyan Data, which provides technology for the surveillance of minority ethnic Muslim Uighurs in Xinjiang province. It also has research arrangements with a global network of academics and research institutions to gather further data, some of which goes directly back to servers that the party-state controls.

In a 2017 interview the chief executive of GTCOM, Eric Yu, said the company was working with universities across the world and singled out the University of New South Wales, which is using its platforms YEEKIT and YeeSight for its big data projects.

The Guardian has approached UNSW for comment regarding the nature of its collaboration with GTCOM.

The University of Technology, Sydney has a collaboration with Haiyun Data. Begun in 2018, the collaboration investigates the digitisation of hand-written Chinese characters, which are harder for software systems to recognise.

The research could reasonably be used in many office environments globally, UTS said.

UTS said there was no joint artificial intelligence lab, as claimed on a Chinese-language website. The article is inaccurate and is a complete misrepresentation of our collaboration with Haiyun Data.

The policy brief argues that governments should strengthen data privacy laws and regularly update formal transparency measures such as Australias Foreign Influence Transparency Scheme.

The paper argues government must also treat countries differently, according to their unique interests and values. Country-agnostic policy approaches, for example, may feel politically correct but are detrimental for decision-makers and for publics, as they obscure realities by ill-defining the nature of the problem, Hoffman argues.

The release of the ASPI report comes at an acutely sensitive time for Australia-China relations, which have steadily worsened over a number of long-running issues, including foreign interference in education and politics, Chinese expansionism in the South China Sea, and growing military and aid presence in the Indo-Pacific.

Last week the home affairs minister, Peter Dutton, launched an extraordinary broadside at the Chinese Communist party saying while Australia has an incredibly important trading relationship with China, were not going to allow university students to be unduly influenced, were not going to allow theft of intellectual property and were not going to allow our government bodies or non-government bodies to be hacked into.

The comments inspired a sharp rebuke from Chinas foreign ministry spokesman, Geng Shuang, who said he hoped Australia will reject the cold war mentality and bias, and work to advance bilateral relations and mutual trust.

Despite the increasingly polemic rhetoric on both sides, formal cooperation continues between the nations. Chinese naval officers were invited to, and attended, the 2019 Pacific International Maritime Exposition 2019 in Sydney last weekend.

Australian and Chinese military personnel are also currently engaged on a 10-day bilateral training exercise, Operation Pandaroo, now in its fourth year on the island of Hainan.

The Australian defence department says the exercise is an example of constructive military engagement designed to build strong people-to-people links and understanding between junior officers, non-commissioned officers and soldiers.

Huawei, HKT, and GSA Jointly Release the Indoor 5G Scenario Oriented White Paper at 2019 MBBF – GlobeNewswire

Zurich, Switzerland, Oct. 16, 2019 (GLOBE NEWSWIRE) -- via NEWMEDIAWIRE -- During the 2019 Global Mobile Broadband Forum, Huawei, HKT, and GSA jointly release theIndoor 5G Scenario Oriented White Paper. This white paper describes indoor services in the 5G era and the requirements of different services for 5G networks. It also elaborates on the indoor 5G network planning and construction ideas that holistically take into account the characteristics of buildings and services in key scenarios such as stadiums, hospitals, and transportation hubs.

The Indoor 5G Scenario Oriented White Paper states that 4G has changed people's lives, but 5G is set to change societies. Building on 4G, 5G provides richer services and further extends industry boundaries. It is predicted that 80% of data traffic will occur indoors in the future. 5G provides basic data services and importantly, more applications for life, business, and industry. 5G will make people's work, lives, and travel more convenient and intelligent, by means of automatic driving, remote holographic conferences, remote VR, and immersive sports events or entertainment programs. 5G can help enterprises improve production efficiency and build smart production systems, such as smart factories and smart hospitals. For industry applications, 5G can help governments achieve efficient social governance.

Joe Barrett, the President of GSA, said: "5G will be closely related to vertical industries, which were completely independent of each other in the past. For example, in the future, 5G will become a vital part of smart building property infrastructure, just as important as water, electricity, and gas, and will become the core of smart city evolution. "

The white paper also points out that 5G construction has to serve improving user experience while adopting new business models. By building networks on demand, a new ecosystem can be nurtured to benefit both industry partners and operators. 5G construction will impose two major changes to operators' services:

>Business model reconstruction:Operators will have to shift from traffic monetization (relying mainly on connections) to traffic value monetization (inclusive of rate, latency, and slicing). In other words, operator business models must provide both intelligent platforms and services instead of merely traffic pipes.

>Vertical networking architecture:The new business model will inevitably drive network architecture toward integration with vertical industries. In addition to providing wireless connections, networks must also work with intelligent units in the industry to form a cloud-pipe-device architecture.

These two changes will eventually create new value in terms of interconnection, traffic, high speeds, low latency, and slicing. In the 5G era, even greater explosion of traffic will occur. Unlimited traffic packages will become a basic requirement, and the business value system will be reshaped. Operators need to increase the value of their operations by developing positive business cycles through differentiated value monetization methods based on rate, latency, and slicing.

In the 5G era, service requirements vary with indoor scenarios, and network construction must adhere to service requirements. Based on the successful global practices of Huawei, operators, and industry partners, the paper analyzes 5G use cases in typical indoor scenarios such as stadiums, hospitals, transportation hubs, and commercial buildings. It recommends indoor 5G construction solutions in terms of functional area design, solution selection, capacity planning, network reliability, network O&M, and operation, and offers a reference structure for E2E indoor 5G network planning, construction, O&M, and optimization in the industry.

> During the planning of indoor 5G networks, the features of different functional areas in a building must be taken into consideration. In addition, network planning design must be refined based on the B2C, B2B, and B2H service requirements of the functional areas to meet business and network requirements.

> Concerning indoor 5G construction, it is recommended to use all-scenario full-series indoor digital products to meet the demands of large capacity, low latency, and high performance. The unified digital integrated deployment platform can achieve the following: process-based implementation, data streamlining, IT-enabled operation, and visualized progress and quality management, thereby improving E2E deployment efficiency and quality.

> For enhanced O&M, the indoor 5G network is now illuminated through a geographic display of device faults and a grid-based indoor coverage display, improving O&M efficiency. Furthermore, indoor intelligent energy saving minimizes the power consumption of indoor sites.

Sheldon Yau, Senior Vice President of HKT Wireless Network Planning & Design, said: "In recent years, indoor traffic keeps increasing in HKT and accounts for more than 85% of the total traffic in 2019. 5G will further spur indoor data traffic breakout, but traditional passive indoor distributed systems cannot address the technology evolution and capacity challenges in 5G era. Hence, full fiber based Digital Indoor Systems must be constructed to provide supreme user experience, intelligent O&M, and efficient operation."

Duan Xuepeng, General Manager of Huawei's MBB Domain, said: "Indoor digital networks will become a high value ground of mobile networks. Indoor digitization has become an inevitable trend of industry development. Huawei is an industry-leading provider of E2E 5G indoor digital coverage solutions, with abundant experience in 5G indoor networking consultation and planning, 5G scenario-oriented solutions, 5G digital products and integration, and industrial eco-system development. Huawei is proactively promoting the 5G indoor digitalization progress of the world."

Currently, Huawei has helped 140 operators in 85 countries construct more than 60,000 indoor high-value sites. In the future, Huawei will continue to increase investment in digital indoor coverage solutions, deepen cooperation with operators and industry partners to explore new business models, construct a brand new industry ecosystem, and jointly build indoor 5G networks of higher intelligence, efficiency, and profitability.

Ecosystem creation vital ahead of 5G Orange SVP – Mobile World Live

LIVE FROM HUAWEI GLOBAL MBB FORUM 2019, ZURICH: Orange outlined the importance of creating an ecosystem of enterprise customers for 5G networks before commencing a full launch of the technology, to ensure there is a full suite of compatible services available.

Discussing Oranges plans to deploy the new network technology across its European footprint, Arnaud Vamparys, SVP of radio networks (pictured), said the company had made a good start with trials, innovation labs and various schemes in place to engage with third parties and flesh-out use cases.

The executive added it was important to co-innovate with players of all sizes. Ahead of a full 5G launch, Orange has discussed potential uses with companies ranging from innovative early stage start-ups to industrial giants.

Essential elementsOrange is scheduled to switch on the service in a number of its markets in 2020. In the meantime, the operator said it had engaged with more than 1,000 companies with several co-innovation projects already in place. It has also opened trial zones for the technology in 17 urban hubs across its footprint.

Before launching 5G it is mandatory to create a large ecosystem, Vamparys explained, noting that in addition to driving industrial interest, the company needed to wait until a range of consumer devices were ready.

We need sufficient numbers of smartphones and mid-range smartphones, he said. We need sufficient coverage in countries and from that we will be able to offer, from day one, an excellent quality of service for our customers.

Although it is yet to launch in any of its markets, Orange has actively promoted the industrial advantages 5G offers in its markets.

At an event held by its business services division in April, group CEO Stephane Richard pledged to focus its domestic rollout in areas with heavy enterprise footprints.

Sony Corporation, Music Industry Partners and Leading Artists Gather to Reveal a New Music Ecosystem with 360 Reality Audio – PRNewswire

Since the concept was first introduced at CES 2019, Sony's 360 Reality Audio has generated broad and enthusiastic support among industry partners and artists who are eager to share its power. Object-based spatial audio technology makes it possible for artists and music creators to produce a music experience by mapping sound sources such as vocals, chorus and instruments with positional information and placing them within a spherical space. When listeners hear content produced in the 360 Reality Audio music format, they experience an immersion into sound that closely mimics the omni-directional soundscape of a live musical performance.

Sony is working with music labels (Sony Music Entertainment, Universal Music Group and Warner Music Group), Live Nation, music distribution services and other music organizations to provide the technology for building a musical ecosystem around 360 Reality Audio, which will include the creation, distribution and playing of music content. Sony will also provide specifications for the 360 Reality Audio music format with the cooperation of Fraunhofer IIS, part of Europe's largest organization for applied research. Through these efforts, Sony is working to promote this new music experience to music creators, artists and music fans, with the aim of creating an entirely new world of music entertainment.

"360 Reality Audio is a proof point that innovation never stops," said Mike Fasulo, president and chief operating officer, Sony Electronics (North America). Horizon 2020 research: The health innovation ecosystem of Europe – Open Access Government

Bringing research to life and seeing it translated into real-world impacts, such as bringing important innovations to patients, is a complex process, in which many innovators fail. Evaluations of FP7 and completed health-related Horizon 2020 projects found that an estimated 80% of the results lacked real progress in terms of valorisation and advancement towards the market. This is a missed opportunity as health innovation is one of the major drivers of future growth in the knowledge-based economy and innovation in healthcare is crucial for providing benefit to citizens, as well as meeting established European priorities.

Several barriers are impeding the process of valorisation of EU-funded projects. These can relate to general barriers refer to barriers that hamper valorisation of research results in the life sciences industry or specific barriers that hamper valorisation specifically for FP7 Health and H2020 SC1 project results. For instance, once a project has ended, there is no mechanism in place to ensure that grant beneficiaries make any effort to carry out the proposed post-project exploitation or commercialisation plan and it may not be the case that all of the partners involved are otherwise incentivised or interested to keep the project going. In all cases, these barriers relate to the way the Health Innovation Ecosystem is organised.

The H2020 funded project UTILE (www.health-breakthrough.eu), is aimed at facilitating activities that translate promising health-related research results into innovations that will reach the market and have an impact on the healthcare system. This initiative presents the EU-Health Innovation Marketplace, which references all types of innovations with potential for future exploitation and/or commercialisation, primarily generated by EU Seventh Framework Programme (FP7) and Health and Horizon 2020 SC1 programmes. The UTILE Marketplace matched parties developing new innovations (partners within European projects, including academic research organisations, SMEs and large organisations) and organisations that act as facilitators for these innovations (including industry representatives, advisors, entrepreneurs, investors and other collaborative parties) and are searching for new research or business opportunities.

Valorisation of research does not take place in a vacuum, but rather through a series of steps and processes that depend upon various important partners and stakeholders and with access to various resources including not only know-how, experience and expertise (human capital), but also facilities, networks, financial resources and more: in short, valorisation requires an ecosystem in which it can take place. The fundamental rationale for designing the UTILE Marketplace as well as the other services UTILE provide finds its background in, what we investigated, is an effective Health Innovation Ecosystem.

Within UTILE, we developed a framework and outlined conditions for the development of an effective Health Innovation Ecosystem within Europe via feedback and insights from the UTILE Market and Stakeholder Advisory Committee (MSAC) consisting of Europes respected and experienced industry, investment and other innovation stakeholders. The developed framework distinguished four important elements for an effective Health Innovation Ecosystem and identified the perspective of experts in the field regarding these elements.

The four elements that make up the developed framework for an effective Health innovation Ecosystem within Europe are: 1. Excellent Science, 2. Access to capital, 3. Access to human capital and 4. Culture of innovation. Within UTILE, we investigated through interviews and round tables discussion the extent to which the relative supply of these elements, or lack thereof, are perceived as barriers to innovation within Europe. As is visualised in Figure 1, the major barriers are perceived for 3. Access to human capital and 4. Innovation culture & incentive

One of the final UTILE deliverables will be a series of policy recommendations addressing a number of issues but strengthening the European health innovation ecosystem will feature prominently and more attention will be paid to proposed solutions.

Binaries and Brews: Jailbreak Security Summit convenes hackers on NSA’s doorstep – CyberScoop

Written by Sean Lyngaas Oct 15, 2019 | CYBERSCOOP

Of the countless security conferences held across the globe, only one combines craft beer and malware analysis in the National Security Agencys backyard.

Every year, federal contractors andanalysts at Beltway cybersecurity companies gather for a day at Jailbreak Brewerys Laurel, Maryland, headquarters to trade specialized knowledgein digital forensics.

The training is really good; the beers are even better, said a Department of Justice employee sipping a Lemon Meringue Berliner Weisse.

The DOJ employee, who declined to speak on the record, has been coming since the summits inception in 2015. I learn something new every year, he said, before descending from the bar and taking a seat in front of the presentation stage.

That is the comfort zone that Kasey Turner, a former NSA employee, sought to create when he opened the brewery in 2014 with cybersecurity contractor-turned-entrepreneur Justin Bonner.

We wanted this to be everybodys own jailbreak, Turner told CyberScoop. Whatever drama is in your lifewhile you sit here and drink a beer, we hope that you dont think about that for a few minutes.

The brewerys name is a nod to the cybersecuritydefinition of a jailbreak: using a vulnerability to gain root access to a device and install whatever programs you like on it.

Its more about the freedom of the jailbreak, so to speak,Turner said. Youre setting your phone free from the network and all of the constraints that are put on it.

It was early Friday evening and Turner and his colleague Tom McGuire, another ex-NSA-er, were taking a break from the exertions of running the brewery to reflect on how their project had progressed. Around them, glasses clinked as attendees lingered long after the last speaker had finished to share stories and exchange contact information. 0Day IPA was available at the bar, the walls were adorned with Big Lebowski-themed art, and 90s grunge hummed through the hall.

Before cybersecurity became a multibillion-dollar and endlessly hyped industry, security conferences had this low-key feel.

They were small, they were intimate, and you pretty much went to them because there wasnt anywhere else to talk about this stuff, Turner recalled. This was your opportunity to meet with these people and talk with them and put a face to a handle.

Sarah Edwards, a Mac/iOS forensics specialist who, fittingly, presented on jailbreaking tools at the conference, said the event was fertile ground for collaborating with others in her niche. It helped drive home the many positive reasons to jailbreak a phone, she said, including to study the devices interactions with its applications in order to make them more secure.

While previous summits focused on SCADA systems or Internet of Things devices, this years theme was reverse-engineering malware.

We need to make reverse engineering accessible to more people, proclaimedapresenterfrom theJohns Hopkins University Applied Physics Laboratory, in between meditations on binary static analysis. Carbon Blacks Erika Noerenberg riffed on the ability of a threat-hunting tool to decrypt payloads, while Google Project Zeros Maddie Stone walked attendees through how she deconstructed a vulnerability exploited in WhatsApp.

Each of us in this room may have a different reason for analyzing [a bug], Stone said.

Mike Bell, a longtime NSA contractor, presented on Ghidra, the reverse-engineering tool that the NSA publicly released earlier this year.

Looking relaxed in a sailor hat after going outon a boatthe previous night with fellowpresenters, Bell talked about his hope that Ghidra would be a valuable resource for academic researchers. Bell, who had helped write some of Ghidras algorithms, stood at the bar, his chin raised slightly, exuding an eagerness about where the project would go next.

The simple fact is the team cant keep up with all the changes in industry, Bell said, explaining one reason why the NSA released Ghidra publicly.

The camaraderie on display is one reason Turner and McGuire say they want to keep the conference small and unassuming, a contrast to the pomp and glitz of other industry events. What started for Turner and McGuire as a means of catching up with former colleagues will stay that way, they said.

Having a conference at a brewery gets people going, Turner said. They talk to one another.

Deputy Executive Director (International Refugee Assistance Project)

EXECUTIVE SUMMARY

The International Refugee Assistance Project (IRAP) works through a robust network of staff, pro bono attorneys and law students to fill a major gap in access to legal aid for refugees, asylum seekers, and other displaced people. IRAP has become the first advocacy organization to provide comprehensive legal representation to refugees throughout the registration, protection and resettlement processes. As fear, division, hatred, and economic uncertainty persist in the global consciousness and manifest in discriminatory policies, speech, and actions, individuals across the world must respond by demanding and upholding commitments to justice. IRAP is leveraging its volunteers and resources to fight back and ensure that we continue to uphold the humanitarian tradition of welcoming those who need refuge.

IRAP is now seeking nominations and applications for the position of Deputy Executive Director.

Since its founding in 2008, IRAP has used legal aid, litigation and advocacy to protect and advance the rights of refugees, both domestically and internationally; the organization has also remained committed to developing the next generation of human rights attorneys through its work with law students. The global turn against refugee resettlement coupled with IRAPs highly effective model has led to a period of rapid expansion to meet new levels of demand. In the past two years, IRAPs annual budget has increased from $2 million to $9 million, and over the past six years, its staff has grown from ten to seventy-five.

As it builds capacity through this period of tremendous growth, IRAP seeks a Deputy Executive Director (DED) to provide strategic vision and leadership, lead infrastructure development and programmatic oversight, manage IRAPs dedicated and talented team, and steward the organizations continued development to maximize impact. Reporting directly to Becca Heller, IRAPs founder and Executive Director, the DED will work closely with staff across the organization and at all levels to foster IRAPs culture of collaboration and identify opportunities for increased support and development.

The ideal candidate will demonstrate a deep connection to IRAPs mission to use legal advocacy to find safe places to live and safe passage for the worlds most persecuted individuals. S/he/they will be an inclusive, passionate leader committed to combatting inequitable policies impacting refugees and other displaced people and to delivering the highest quality legal and advocacy services. S/he/they will bring at least eight years of progressive leadership experience in a legal and/or nonprofit setting, with demonstrable success in change implementation. The new Deputy Executive Director will be an experienced manager who excels at supporting, mentoring, and motivating staff; developing structures and processes that facilitate efficient and effective communication across leadership and teams within an organization; and supporting teams that work closely with individuals who have experienced trauma.

Call for Papers, ESIL Research Forum of the European Society of International Law

The ESIL Research Forum is a scholarly conference that promotes engagement with research in progress by members of the Society. It has a small and intensive format. The Forum targets scholars at an early stage of their careers. Approximately 15-25 paper submissions will be selected. During the Forum, selected speakers will receive comments on their presentations from members of the ESIL Board and invited experts.

The 2020 Research Forum addresses the topic:

Solidarity: The Quest for Founding Utopias of International Law

Solidarity is a founding utopia of international law. It has long appeared in the legal discourses of leading international law scholars as a value and political concept incorporated into international legal norms and evidenced in multilateral and bilateral treaties as an essential condition of interstate cooperation. As a principle of international law, it is mostly identifiable through the trust and confidence shown by states to one another in order to reap the mutual benefits of cooperation. In a broader sense, it also reveals a highly ambiguous ethical ideal not extraneous to the civilizing mission of a world order of interdependent states and communities addressing shared needs in a spirit of global cooperation and mutual responsibility. In response to the new global challenges faced by todays international legal system, solidarity has acquired a special prominencewith unprecedented developments in various fields of international law (e.g. trade law, environmental law, humanitarian law, disaster law, health law) while its utopian dimension has been stressed and expanded towards new directions.

The 2020 ESIL Research Forum aims to inspire thoughtful reflections on the genealogy of international solidarity by focusing on the actors, norms and processes influencing its evolution over time. Beyond the search for definitions, the scope of the Forumis to explore transformations and practical manifestations of this longstanding principle in the international legal community. Special attention will be given to international solidarity as interpreted by international and domestic courts and tribunals and to the analysis of some key areas where solidaristic paradigms have led to either positive outcomes or controversial repercussions.

Preference will be given to proposals in one of the following areas:

1.The historical boundaries of international solidarity

2. Solidarity and private law analogies

3.The invention of European solidarity

4. A human rights-based solidarity? Universal vs regional approaches

5. Peace and security: solidarity and the United Nations

6. International solidarity in emergency situations

7. Social solidarity economy and sustainable development

8. Civil society and transnational solidarity

9. International solidarity and burden-sharing: migration and refugee law

10. International solidarity and current trends: populism, nationalism vs multilateralism

Abstracts (of no more than 750 words) should be submitted to [emailprotected] by Monday 30 September 2019. Please include the following information with your abstract: your name, affiliation, email address, whether you are an ESIL member, plus a one-page curriculum vitae.

Successful applicants will be notified by email by 4 November 2019. Complete paper drafts will be required by 19 February 2020. Papers may in due course be published in the ESIL SSRN Conference Paper Series.

All those who take part in the Forum are expected to be ESIL members at the time of their participation.

Selected speakers will be expected to bear the costs of their own travel and accommodation. Some ESIL travel grantsand ESIL carers grantswill be available to offer partial financial support to speakers who have exhausted other potential sources of funding.

Speakers will be informed of several hotels that offer preferential rates to Research Forum participants. Lunch will be provided on both days, and a dinner for presenters, commentators and ESIL Board members will be hosted on the evening of Thursday 23 April 2020.

Cleansing the Doors of Perception – The Good Men Project

If the doors of perception were cleansed everything would appear to man as it is: Infinite. For man has closed himself up, till he sees all things thro narrow chinks of his cavern.

William Blake

Whether it is Blakes cavern, Platos cave, or the modern-day version of our contracted lives, we all seek more from life. We seek sustained happiness, wisdom, and human flourishing. We look for it down the dark alleys, seek it in the sunlight of outer achievements, mourn and attach to its fleeting visits chase it we do, but, over time, it always seems to outrun our efforts. That is the human longing for the immutable joyful essence of life. Through out the ages and across diverse cultures individuals have universally sought to realize this treasured human possibility. And, it is no different with ourselves.

Individuals and cultures have sought the fullness of human potential in various ways. To name a few shamanism, religious experience, mysticism, meditation, devotional practices, service, and entheogens among others. Each of these doorways has a singular aim to cleanse the doors of perception that obscure a larger life. When this cleaning occurs, we are once again able to see self and life as it is with unfettered and unobscured perception and awareness. That clarity of seeing reveals our natural home and the foundational and unchanging truth of self and reality. And that is the healing that ends all human suffering and leads to sustainable joy.

Of what must our perception be cleansed to see the truth of self and life? What has so narrowed and obscured our vision that we can no longer see beyond the boundaries of our learned idea of who we are? We are born into a human body with a sense of self that is a mere presence, an awareness that sees what is as is without the shaping and influence of conditioning of acquired history. But, from our original pristine consciousness emerges our name and personality, our egoic sense of I. We have personal experiences that are committed to memory. We acquire habits and perceptual patterns that shape how and what we experience. We develop ideas, opinions, beliefs, and judgments. Our collected lifetime learnings, called our ordinary I or ego self, becomes the world through which we interpret experience and react. All of our experiences are by necessity filtered through this acquired worldview. We learn to live in our bounded world called a personal prison by those who know better as if that was the only possibility. We live from youth on with the false belief and certainty that this is who we actually are, rather than who we have become. And that illusion of lifelong conditioning, is what obscures perception and a view of the good, the true, and the beautiful our natural state of being.

What happens when the cleansing takes place and we can once again see self and world as they naturally are? What happens when the ego structure fades from view and what the neuroscientists call the neural default mode is deactivated? What happens when our person our personal sense of self with all of its past history and ideas fades from view, losing its shaping influence? When this occurs, the clear eyes of perception and awareness once again reveal themselves, as if cleansed of the obscurations and shaping influences of ego and its history.

What we see is precisely the same world we saw before, but with a purity of perception and awareness uninfluenced by history and ideations. And that change in perception, that ability to see self and the world precisely as it is, rather than as a fabricated personalized world shaped by our inner stories, is the difference between heaven and hell, suffering and freedom, pleasure and spontaneous unchanging joy.

The world as it is is what Plato called the good, beautiful, and true. It has also been named the Tao, Christ nature, Buddha-nature, Satchitananda, Nirvana, Satori, Heaven and the endless other names that seek without success to name the unnamable, which can only be known through direct experience. All of these signifiers refer to the religious mind the simple, unfettered, and natural mind that the famed psychologist William James realized was a precious and cherished experience, arising across time and cultures. This profound experience, available to all and free from cultural or institutional shaping is indeed a religious mind. Our very nature, just as it is, is sacred and divine.

Self and life are finally seen as they actually are with awe, enchantment, sacredness, and a radical aliveness. What is so extraordinary is the ordinariness of it all. No complexity, just a simple being and presence that has always been there, but as adults has been filtered out by the confines of our limited self. Whatever method or grace reveals this profound experience of life, that glimpse may. at first be ephemeral, as the tenacious grip of the ego structure seeks to take over once again. But one of the characteristics of this experience is that there is a personal and unchanging certainty that arises, which over time, even when only retained in memory, withstands the assaults of logic or the ephemeral nature of this glimpse. One is unshakeable in the conviction that one has touched the truth of life and the essence of living, and that is how it is.

The experience within when the reality of self and life is experienced with clear perception is still, silent, and easeful as the world continues to move in its usual ways. Consider T.S. Eliots words from the Four Quartets:

At the still point of the turning world. Neither flesh nor fleshless;Neither from nor towards; at the still point, there the dance is .Except for the point, the still point,There would be no dance, and there is only the dance.

When we rest in the still point of pure awareness and pure perception, aware but undisturbed by the movements of life inner and outer, we are in the dance, the dance of life and that is being alive and awake. A simple yet profound grace and blessing.

Some may ask, How can we live in the world from such peace and stillness? My answer is simple and twofold. First, Can you tell me how we live in the world through our contracted ego? Not well. As the teacher J. Krishnamurti said, It is no measure of health to be well adjusted to a profoundly sick society. And second, consider those who have lived from these truths those of fame known as Buddha, Christ, and Ghandi and others whose names we dont know. They have all changed the world for the better. We will long remember their gifts their gifts of informed wise love and action. Wisdom and pure awareness is not passivity. It is an empowered life that heals.

There are many methods and paths that help us arrive at this experiential truth of living. Some individuals rely on a specific time-tested path that leads towards this realization several have already been mentioned above. Others gain a glimpse through particular life experiences: dance, music, art, intimacy, service, nature, and so on. In the latter instances individuals often do not know the significance of what they have touched. They only realize that they have touched a fleeting sense of oneness, joy, and inner peace. But to know the real significance of these glimpses and to use them as a powerful motivation to gain greater insight and freedom is an essential next step, if these glimpses are to be much more than a pleasant entertaining experience.

A special note here should be made regarding the entheogens, or psychedelic botanicals. When used with proper preparation, intention, guidance, and sacredness these natural botanicals have for millennia served individuals and influenced religious traditions through their ability to cleanse the doors of perception and open the religious mind- the mind that can see the truth of the enchanted and divine nature of self and life. As these entheogens become increasingly available for personal and medical use, we must remember their fundamental action they, however briefly, cleanse the doors of perception and provide us with an opportunity to taste and rest in the good, the true, and the beautiful. Stability and full integration of these glimpses requires ongoing inner growth.

What is first experienced as a glimpse must become our life. It is the essence of who we are. As we stabilize our deeper self, all of the positive qualities and virtues that we cultivate in day-to-day life arise spontaneously in our natural and essential self. They are seamlessly interwoven with our basic nature and appear in their full fruition as we gain stability in our essential self of intrinsic awareness. Fleeting happiness and pleasure arise as unchanging joy without a reason. Relaxation and inner peace arise as the peace that surpasses understanding. Knowledge and information arise as a non-cognitive all-seeing wisdom. Ordinary and well-meaning compassion arises as an all-encompassing compassion devoid of self-interest. Love arises as unconditional and selfless being. And political and social freedom give way to the greatest freedom freedom from the known, from the past, from fixed perceptions and tenacious reactive patterns. We are free to see what is as is and to live in the radical beauty of each passing moment. These, and more, are the gifts of cleansing the doors of perception.

Do not believe that these possibilities are beyond your capacity. If you hold this belief to be true, it will define you. It is a false belief.

You were born with these qualities, and they are there right now, this very moment. Just a little tweak and you will experience them. You have accomplished far more difficult ambitions. You can as well accomplish the supreme triumph of a lifetime, living in the truth and light of who you are. Yes, it may take a good mentor, study, the patience of dropping in and out, but if you persist you will win the gold for yourself and for a world desperate for healing.

NASA’s first all-female spacewalk will now take place this week – NBC News

NASAs first all-female spacewalk has been rescheduled for Thursday or Friday morning, the space agency announced today.

Astronauts Christina Koch and Jessica Meir had been scheduled to make the excursion from the International Space Station on Oct. 21, but NASA changed the date so that they could make an urgent repair to the stations power system.

"@Space_Station update: our first all-female spacewalk with @Astro_Christina and @Astro_Jessica will be Thursday or Friday to replace a faulty battery charge-discharge unit," NASA chief Jim Bridenstine said Tuesday on Twitter.

The spacewalk is now scheduled to begin at 7:50 a.m. ET on either Thursday or Friday. NASA will live-stream the outing beginning at 6:30 a.m. ET.

The astronauts will replace a battery charge/discharge unit that failed Oct. 11, after new lithium-ion batteries were installed during a previous spacewalk. The malfunction hasnt jeopardized the safety of the crew, the space station or any of the onboard experiments, according to NASA.

The all-female spacewalk will be the second of what NASA has called a spacewalk bonanza, with 10 outings scheduled through December. Three other spacewalks that had been planned for this week and next week have been postponed, according to the agency.

Originally, NASA had planned an all-female spacewalk in March. But that outing which was to have involved Koch and NASA astronaut Anne McClain was scrapped because there werent enough spacesuits of the right size available on the station.

NASA caught flak for the circumstances surrounding that cancellation. "Gotta love the irony that because women have never spacewalked together before there aren't enough suits so the spacewalk can't happen," one Twitter user said at the time. "What a joke."

This will be Meirs first spacewalk and Kochs fourth.

NASA’s Hubble space telescope just took incredible photos of a visiting comet from another star system – INSIDER

The second interstellar visitor ever detected is plummeting into our solar system, and NASA's Hubble telescope just snapped a clear photo of it.

The comet, known as 2I/Borisov, came from another star system, though astronomers don't know exactly where yet. It's named for the amateur astronomer who first spotted it on August 30: Gennady Borisov, who lives in Crimea. Nearly a month later, the International Astronomical Union (IAU) confirmed the object's interstellar origins.

Read more: It's official: The second interstellar visitor ever discovered is about to fly through our solar system

The comet is hurtling past the sun at speeds of 110,000 miles per hour, then is expected to fly near Mars this month, passing outside the planet's orbit and getting no closer to Earth than 190 million miles (300 million kilometers).

2I/Borisov is only the second interstellar object ever found to be passing through our solar system. The first such object, the mysteriousand cigar-shaped'Oumuamua(which a few scientists controversially arguedcould be alien in origin), sped past Earth at a distance of 15 million miles in October 2017.

"The main difference from 'Oumuamua and this one is that we got it a long, long time in advance, " Olivier Hainaut, an astronomer with the European Southern Observatory, told Business Insider in September. "Now astronomers are much more prepared."

NASA turned the lens of its most powerful space telescope, Hubble, toward the comet and snapped the clearest photo of it yet on October 12. The agency released the image on Wednesday. At the time of the photo, 2I/Borisov was 260 million miles from Earth.

"Whereas 'Oumuamua appeared to be a rock, Borisov is really active, more like a normal comet. It's a puzzle why these two are so different," David Jewitt, the astronomer who led the Hubble team that observed the comet, said in a press release.

The new image reveals a concentration of dust surrounding the comet's core, though the core itself is too small for Hubble to see. NASA has estimated that the core is between 1.2 and 10 miles (2 and 16 kilometers) in diameter.

That dust halo is characteristic of comets they hold ice that gets heated up by nearby stars, leading them to shoot out gas and grit into space. The dust could make 2I/Borisov simpler to track than 'Oumuamua, since dust brightly reflects sunlight.

The Hubble team also shared a time-lapse video clip (below) of the comet; the footage spans seven hours of observations, which is why stars are streaked across the background.

Observations of 2I/Borisov could tell astronomers about the structure and chemistry of the materials that form in whichever star system the object came from. So far, it looks a lot like the comets from our own solar system.

"Though another star system could be quite different from our own, the fact that the comet's properties appear to be very similar to those of the solar system's building blocks is very remarkable," Amaya Moro-Martin, an astronomer at the Space Telescope Science Institute, said in the release.

More Hubble observations of the comet are scheduled through January 2020, and astronomers have submitted proposals for even more after that.

"New comets are always unpredictable," Max Mutchler, another member of the Hubble team, said in the release. "They sometimes brighten suddenly or even begin to fragment as they are exposed to the intense heat of the sun for the first time. Hubble is poised to monitor whatever happens next with its superior sensitivity and resolution."

Meanwhile, astronomers are grabbing observation time with every other available telescope, including what Hainaut called the "big guys," like the Very Large Telescope in Chile.

Astronomers expect 2I/Borisov to be brightest in mid-December, when it will get closest to the sun. Mid-sized telescopes should be able to keep observing it until April 2020. After that, larger, more sophisticated telescopes can continue watching it until October 2020, when it will fade back into interstellar space.

Overall, the fact that 2I/Borisov was detected just two years after 'Oumuamua suggests that interstellar visitors may be far more common than scientists previously thought. A recent study found that a few such large objects likely enter our solar system every year, along with hundreds more small objects that are harder to detect.

Each new object that astronomers identify can teach us something new about other star systems.

"Here we have something that was born around another star and traveling toward us," Hainaut said. "It's the next best thing to sending a probe to a different solar system."
