Aerospace industry takes off in the Chihuahua desert – KGBT-TV

CHIHUAHUA, Mexico (Border Report) The aerospace industry is flying high in Chihuahua despite COVID-19.

Forty-five American and European airplane and helicopter parts manufacturers now have a presence in the state, and Paris-based Safran just announced a $10 million expansion in the capital.

These factories churn out anything from turbines to landing-gear components, from airplane seats to life rafts and sliders. The industry now employs more than 60,000 workers in Mexico and most of that countrys $8 billion in aerospace exports wind-up in the United States.

Industry officials attribute the growth to various factors. Being close to the U.S. border cuts down on transportation costs. Automotive maquiladora suppliers have been able to adapt and serve the aerospace sector. And, above all, states like Chihuahua are getting good at developing a skilled labor force.

When I go recruiting companies in advanced manufacturing, they ask about land and infrastructure, of course. But the main concern is having a trained workforce, said Jerry Pacheco, president and CEO of the Border Industrial Association.

He said states like Chihuahua which borders Texas and New Mexico have a 50-year track record of working with U.S.-run maquiladoras and are getting very good at providing skilled employees for each industry.

Aerospace has taken off in Chihuahua for two main reasons: the supply base and that skilled labor force, Pacheco said. We have lots of young people with technical skills. And we have copper-wiring companies that supply the auto industry and that overlaps into aerospace. In essence, the aerospace industry is piggy-backing on the auto industry.

Mexican universities graduate thousands of engineers a year. But the bulk of the work remains manual. Vocational schools and training centers bear responsibility for making sure young people out of high school and older workers with limited schooling can use and service million-dollar machinery and reliably put together airplane fuselage.

Keep driving south on Mexican Highway 45 (the old Pan-American Highway) and you might miss the earth-toned buildings of an industrial park in the outskirts of Chihuahua City.

The park is home to half a dozen maquiladoras and Cenaltec, the state-owned Center for High Technology. Its an institution that prior to the pandemic was training an average of 2,500 workers per month.

We have lots of students from technical schools, but most are between 20 and 35 years old and are production workers, said center Director Aaron Olivas Ochoa. Many people work in maintenance or production lines. But when youre servicing a machine you need to know electricity, when youre working with helicopter rotors, you need very specific skills.

The center played a pivotal role in the Safran expansion. A company official earlier said one of the conditions for opening a new plant in Chihuahua City was for the state to provide trained workers.

The center resembles a maquiladora, with wide, open aisles and machines neatly spaced. Inside, instructors teach factory workers how to do plastic-injection molding, program tool and die machines and apply rivets to metal thatll become the body of an aircraft.

Olivas said he realizes that some people may find learning in a classroom difficult. Thats why the center is 80% hands-on.

We make sure they have the practice they need to be productive when they (step into) the plant. Otherwise, they might spend six months learning how to operate a machine, said Jorge Luis Fernandez, one of the instructors at Cenaltec.

If a worker applies the wrong amount of force on a mock airplane part, no one gets hurt and the worker just learned what to avoid the next time. Electrical pods give workers supervised training without the risk of electrocution or damaging an expensive machine at a factory.

On a corner of the building, Jose Ramiro Cedillo taught maquiladora worker Jorge Cano how to program a tool and die cutting machine.

The student seemed tentative at first, but quickly caught on.

Victor Acosta, another worker, watched from the sidelines.

Making airplane parts is a big responsibility. You must make a quality product and you feel proud knowing that what you make at the factory is used all over the world, Acosta said.

The Chihuahua City native said hes worked in maquiladoras since finishing school. We learn the processes before going on to the production line. They have very strict quality controls, he said.

Cedillo said hes been involved in worker training for several years. His students range from young Mexican engineers to skilled workers in California, Arizona and Texas.

All of us (instructors) have experience in the industry. What we do here is provide accelerated training programs in regards to machining, dimensioning, milling, turning, he said. They go from zero to being able to get the job done and move on to a higher salary.

Cenaltec officials say maquiladoras have donated many of their training machines and raw materials.

Some even bring their personnel for specialized training at the center, while others allow the trainees to complete their instruction at the plants, under the supervision of Cenaltec instructors.

The training can take anywhere from 25 hours for some certifications, to 350 hours to turn production-line workers into skilled aerospace manufacturing specialists. The state runs four campuses, one each in Chihuahua City, Juarez, Cuauhtmoc and Parral.

How To Upload Your Garmin Workout During the Outage – DC Rainmaker

For the last 18 or so hours, Garmin.com has been unavailable. And, if we know anything about endurance sports its that if a workout isnt uploaded to Strava, it definitely didnt happen. So, Im here to help you get the Kudos you deserve.

Now of course, theres rumors and speculation out there on the cause of Garmins outage, none of it is concrete (and none of it from Garmin, except to say theyre down totally down). What is concrete though is the fact that Garmin and the entire platform is down. Dead-down. Totally unresponsive like your legs the day after a marathon. Ultimately, every company out there has their Oh snap sized outage. No matter how big or small, it eventually happens. For Garmin, today was eventually.

The good news though is that if theres one thing to give Garmin credit for here, its that *EVERY* Garmin wearable, bike computer, hiking handheld, and so on, can be plugged into any computer and easily uploaded to any site you want. Be it Strava, TrainingPeaks, Myspace, or even MapMyRun. And, if you were around this block a few years ago before Bluetooth in watches you might even still remember how to do it.

I note this because not all wearables actually support using a computer during an outage. In fact, surprisingly few do (such as not Polar, Suunto, Fitbit, COROS, and more). Whereas most bike computers do (including Wahoo, Lezyne, Stages, Sigma, and Hammerhead). Ive never really understood why wearable companies are so against it, whereas bike computer companies do it just fine.

In any case, like Garmin.com, thats neither here nor there. So, lets get your workout up to Strava.

Note: For those with much older FR310XT, FR910XT, and some of the FR405/410 models, you can still do things locally, but you need slightly different instructions. See this comment here in the comments section, which outlines the steps. Theres a few variants of how you can do this, none of which is hard. Both variants are outlined below.

Update: Unrelated to this post (but in case people are ending up here looking for a solution), some people have reported issues where their Garmin wont save activities anymore. This is both related and unrelated to the outage issue. Essentially the pattern is all those people had 199 activities on their units. and it turns out that behind the scenes Garmin Connect was clearing out the older activities to make room for the next one when it synced. But with that piece not online, the garbage man didnt clear it out. To remedy this, simply move a chunk (or all) of the files in the Activities folder to your computer. Its the same folder this entire post is about down below in each section, so you can just follow those steps and simply remove the older activities (which have undoubtedly synced long ago).

First, find the cable. Undoubtedly you know where that is, since its what you charge your Garmin with. However, if you have a Garmin Edge device which uses micro-USB (if newer) or mini-USB (if older), just be sure that if its not the Garmin cable (which are literally labeled with Garmin at the end), that its a data transfer cable and not just a charging-only cable. Ive got plenty of micro-USB cables that are charge-only, and they wont work. In short, if the device doesnt show up in your computer, then youve got a charge-only cable.

Step 1: Plug the device in: This is simple. Itll automatically turn on, wait a few seconds.

Step 2A: (non-Music devices) Open Windows Explorer: For this step, Im just showing you where the file is, before we actually upload it. Its a practice run. Once your Garmin device shows up, itll usually have a Garmin icon and a drive letter. Inside that, youll find a folder called Garmin, and then another folder called Activities. Within that, if you sort by date modified, youll find a bunch of files. Your file is the one dated today, or, if not dated like a normal file, then itll be the most recent one.

Step 2B: (Music devices) Open Windows Explorer: In the case of music-enabled devices (like a Garmin Forerunner 245/645 Music, Forerunner 945, Fenix 5 Plus Series, Fenix 6 Pro Series, Vivoactive 3 Music, Vivoactive 4, Venu, etc), these will show up slightly differently. Youll see them listed by their full name without a drive letter, and then below that, youll need to go into the Primary folder, and then the Garmin, then Activity folders to find your activity file.

Step 3: Upload the file: Now, navigate over to your platform of choice, and choose the file to upload. For this example, Ill use Strava. In the upper right corner, select the drop-down + icon, and then choose Upload activity.

Step 4: Choose to Upload File: Now, simply hit Choose Files:

Step 5: Upload the file: Thatll pop-open a dialog box, which allows you to choose the file. Navigate back to the same place as before. Pro Tip: If you still have that Windows Explorer window open from before, then you can click on your file and select Copy, and then paste it into the File Name spot below and itll find it automatically. Either way, hit Open.

And with that youre done! Your workout is now available and good to go and available on Strava! In a few seconds youll be able to edit all the usual fields and save it:

Rinse, repeat for any other workouts during the outage (especially if this thing lasts a while).

Thats because the Garmin wearables are in MTP mode, which is great for music, but sucky for accessing the normal files. Youll need to install a little (and crazy-widely used) utility called Android File Transfer, as well, and then close/quit Garmin Express if you have it installed/running on your Mac (itll block access otherwise). Normally this utility is used to allow Macs to connect to Android phones. But works here well.

Once youve got it installed, open it up (again, remember to fully close Garmin Express first), and then plug in your Garmin device. Itll show up just like below. Then, simply navigate to the Garmin > Activities folder within that to find the file.

Step 3: Upload the file: Now, navigate over to your platform of choice, and choose the file to upload. For this example, Ill use Strava. In the upper right corner, select the drop-down + icon, and then choose Upload activity.

Step 4: Choose to Upload File: Now, simply hit Choose Files (you may need to first select File from the left side):

Step 5: Upload the file: Thatll pop-open a dialog box, which allows you to choose the file. Navigate back to the same place as before. Again, youre going to Garmin > Activities, and looking for the most recent file, updated today, hit Open.

And with that youre done! Your workout is now available and good to go and available on Strava! In a few seconds youll be able to edit all the usual fields and save it:

Ok, with that good luck! Note, theres no method available to get things like steps, distance walked, or anything else onto other platforms (never really was, save some corporate wellness programs). That data is actually sitting on your watch in little .FIT files, but by itself it wont sync without Garmin Connect being online. And given thats not online, youre not getting that data.

Fear not though once Garmin.com is back up, that data will simply flow over to your account.

Also dont worry about duplicates on Strava. Its smart enough to easily detect a duplicate file, and so when Garmin eventually syncs your workouts behind the scenes, it just discards duplicate files. This is a feature I test every single day. So it works pretty darn well.

Garmin outage: did Garmin pay the ransom to revive Garmin Connect? – T3 (US)

After almost a week of suspense, it seems the Garmin Outage story is finally over at least for now. In the Garmin Connect app, instead of the ominous 'Server Maintenance' warning window, Garmin watch users are relieved to see a different message:

As relieved as we all are, we can't help but wonder: did Garmin pay the $10 million ransom, as requested by the 'Evil Corp', or have the developers found a way to eliminate the threat somehow without paying the money? The Times suggests "Garmin must have paid a large ransom to recover computer files stolen by hackers", but until any official communication is received from Garmin, we can't be sure.

The Garmin outage has been the hottest topic last weekend in running and cycling circles but it seems like the panic is over and everyone can calm down finally as Garmin announced on Twitter that "many of the systems and services affected by the recent outage, including Garmin Connect, are returning to operation".

However, the company also added that "some features still have temporary limitations while all of the data is being processed".

The ransomware attack on Garmin thought to be the work of 'Evil Corp', a group of Russian hackers who allegedly mainly targets US corporations, The Guardian reports. Garmin services started to go offline Thursday 23 July 2020 and many of the most popular services, including Garmin Connect and most of the Strava integrations, were unavailable to users over the weekend period.

As reported by The Independent on Monday morning, Garmin Connect was supposedly coming back to life, although at that point most users still reported issues with Garmin Connect. The website and the Garmin webshop was available, however.

Garmin issued a few statements on Twitter, stating the outage also affected its call centers and that they were unable to receive any calls, emails and also couldn't fire up online chats either, making a lot of Garmin watch users rather anxious.

In case you are worried about your personal information being leaked due to the attack, on its FAQ page, Garmin reassured users that there has been "no indication that this outage has affected [the users] data, including activity, payment or other personal information." That is not the same as saying your data definitely hasnt been stolen, but its a lot better than nothing. But never mind that, what about your run and cycle data? Is it lost forever?

As many people also pointed out, workouts can be directly uploaded to Strava using a USB cable but we wonder how many people actually went through the hassle of manually uploading their workouts this way when they could have just waited five days for the issue to be resolved.

Despite the fact you can't upload data to Garmin Connect, most Garmin watches have the ability to store training data on the device so you can still log exercises and sync them with Garmin Connect once you can.

The Garmin Fenix 6 Pro, for example, has 32GB of internal memory, plenty of space to store hundreds of workouts. Cheaper Garmin watches have way less, of course, so maybe dont try for any personal bests until this gets fixed.

The Garmin Outage has been going on since last Thursday when initially users noticed that certain Garmin online services are unavailable (making my life harder too as I was halfway through writing up my Garmin Instinct Solar review). Since then, Garmin issued the following statement on its Garmin outage FAQ page:

"Garmin Ltd. was the victim of a cyber attack that encrypted some of our systems on July 23, 2020. As a result, many of our online services were interrupted including website functions, customer support, customer facing applications, and company communications. We immediately began to assess the nature of the attack and started remediation.

We have no indication that any customer data, including payment information from Garmin Pay, was accessed, lost or stolen. Additionally, the functionality of Garmin products was not affected, other than the ability to access online services. Affected systems are being restored and we expect to return to normal operation over the next few days.

As our affected systems are restored, we expect some delays as the backlog of information is being processed. We are grateful for our customers patience and understanding during this incident and look forward to continuing to provide the exceptional customer service and support that has been our hallmark and tradition."

Its Time to Redefine Broadband Speeds – Gizmodo Australia

Lets face it: A 25 Mbps download speed isnt enough internet these days. It wasnt necessarily enough before the current pandemic, but with many families now working and going to school from home, those with the minimum broadband speed have probably discovered there isnt enough bandwidth to go around. Which is why its time for the FCC to change its already weak definition of minimum broadband, a measly 25 Mbps download, 3 Mbps upload, to something that accurately reflects the internet needs of households today.

Im just one person and 25 Mbps would not come close to meeting my needs, especially since I regularly play online games, stream 4K videos, and download hundreds of gigabytes of game data for all the laptops I review for Gizmodo. If thats not enough for me, its not enough for a family trying to manage work and school from home during the pandemic right now. BroadbandNow wants the new definition to be a minimum of 100 Mbps download, 25 Mbps upload to reflect the shifting needs of an increasingly digital economy. Considering all the video streaming and gaming many households do on a daily basis, 100 Mbps is the right minimum amount.

In its latest The State of Broadband in America published this morning, BroadbandNow points out that covid-19 continues to prove to policy makers that reliable internet connection is an absolute necessity in the modern world. Yet much of the U.S. still does not have access to what the FCC defines as minimum broadband. Under the current definition, 93% of the U.S. has access to at least 25 Mbps download, 3 Mbps upload. Much of that remaining 7% (or 21.3 million according to the FCC) is rural America, part of what is called the Digital Divide, or households in the U.S. that dont have reliable, affordable access to the internet.

That number is likely higher, though, due to the way the ISPs have reported their internet coverage to the FCC in the past. ISPs were allowed to claim they served an entire area if just one house subscribed to their service within that area, so its more like 42 million dont have minimum broadband access as defined by the FCC, according to BroadbandNow. Though a 2019 study from Microsoft and Nextlink says that number could be as high as 162 million people across the United States. Thats nearly half.

Tricky accounting by ISPs is only part of the problem. In 2015, the FCC changed its minimum broadband definition to the current one from 4 Mbps download, 1 Mbps upload, which had been implemented in 2010. The change in 2015 reflected President Obama and FCC Chairman Tom Wheelers desire to close the Digital Divide, especially in rural America. That changed when Trump took office and appointed Aji Pait to the Chairman role. Pai has led the charge dismantling net neutrality allowingAT&T to bring back zero-rating schemes and Cox to create a paid add-on to its services for people who want to prioritise their gaming internet traffic. Tell me how this helps people get reliable, affordable internet access again?

Taking into account the intervals of time in between the FCCs definition changes, and how much technology has changed in the last five years alone, were overdue for a new, official broadband standard. But the FCC has traditionally been behind the times on this sort of thing. When it first defined broadband back in 1996, it was a measly 200 Kbps download, 200 Kbps upload. For a mind-boggling 14 years it remained the same, even though by the late 2000s video streaming and online gaming were commonplace thanks to services like Netflix and Xbox Live.

The FCCs broadband speed guide is also still wildly out of touch with how many households connect to and use the internet in their every day lives today too. It says multiplayer online gaming requires a minimum of 4 Mbps. If youve ever tried to play Overwatch, PUBG, League of Legends, World of Warcraft, or any other similar type of game at that low of download speed, you know thats impossible. Because while ISPs work to provide a minimum you likely know minimum doesnt mean fast or reliable.

Worse, the FCCs minimum speed definitions only take into account a single device. The higher your internet speed, the better your ability to transmit larger packets of data simultaneously to multiple devices. Even ISPs like Xfinity acknowledge this. If Im watching a movie on Netflix in Ultra HD 4K video while another person in my household is trying to play Overwatch, and we only have a 25 Mbps internet connection, were both going to experience lag because our router splits bandwidth between the two devices.

Imagine being in a household where both parents are working from home and the kids are attending school online, all trying to video conference at the same time with only a 25 Mbps or less connection. Audio and video get out of sync, or lag so bad everyone youre talking to turns to still images and then you have to restart the program because your internet connection wasnt fast enough to catch up with all the data that was trying to be transmitted to your computer.

Gaming via a cloud streaming service like Google Stadia or GeForce Now also comes with the same set of issues and bandwidth demands, and perhaps more noticeably, too. Ive previously tested both services at a download speed of 5 Mbps and encountered massive lag, video pixelation, and connection drops.

BroadbandNow is right in saying the FCC needs to redefine minimum broadband as 100 Mbps download because that will take into account many households that stream video or game on multiple devices at once, and make sure there is enough bandwidth to cover them all. But even if the FCC does eventually decide to redefine minimum broadband, its unlikely that ISPs will be on board with it. If the standard was 100 Mbps, that would mean only 75% of the U.S. would be served under the current infrastructure according to BroadbandNow, and would force ISPs to play catch-up. All while limiting many consumers to choose from only one ISP (two if they won the jackpot) in their area and charging outlandish monthly prices for speeds under the FCC defined minimum. I live in a major city and AT&T fibre still isnt available in my area but theyll charge me $US50 ($70) goddamn dollars a month for 18 Mbps, which forces me to get my internet from the only other ISP in my area, Spectrum.

Companies like AT&T and Frontier Communications have been reluctant to take FCC funding to expand minimum broadband access to rural America too. In a December 2019 filing in response to new requirements for the rural broadband fund, Frontier Communications said a 20 Mbps upload target provides little to no additional benefits to the end user customer. The new rural broadband fund requirement increased the upload target from 10 Mbps to 20 Mbps, which still falls well under the FCCs own definition of high-speed internet. Rural broadband access is closer to 2010 standards than it is to modern standards. And back in 2015, AT&T said rural customers didnt need more than a 4 Mbps download speed.

This sounds like ISPs are making generalized assumptions about people who live in rural parts of the country. Oh, you live on a farm in the middle of nowhere? Why would you need internet to milk cows? The United States Department of Agriculture put it best in a 2019 report:

Digital technologies in agriculture, including Precision Agriculture, can substantially increase crop and animal yields, improve distribution, and reduce input costs. However, without reliable, affordable high-speed Internet connectivity at both the farmhouse and in the field, many of these technologies cannot realise their full potential. As a result, producers face inconsistent ability to tap into and master new technologies, compromising the higher productivity and greater profitability needed to sustain and grow United States agriculture, meet the dietary needs of a growing global population, and maintain national competitiveness in international markets.

In other words, dearest ISPs, if you wanna keep throwing stakes on the barbecue every weekend or juice in your kids sippy cups, farmers need at least the minimum defined broadband, or higher, to make having access to these technologies worth it.

But thats only one part of the picture in rural America. Groups like the newly formed American Connection Project Broadband Coalition (ACPBC), comprised of companies like Land O Lakes and Microsoft, and organisations like Minnesota Farmers Union, are advocating for better rural broadband and the benefits that it will bring: more resources for remote education, health and mental health services, and job opportunities, just to name a few.

The American Connection Project Broadband Coalition represents a mix of companies from tech, health care, agriculture, and more who understand the ramifications of our countrys broken internet infrastructure and who have the willingness and expertise to help address this need, said Beth Ford, president and CEO of Land OLakes, Inc. Earlier this month, the ACPBC sent a letter to President Trump and congressional leadership urging them to take real steps toward closing the digital divide.

In the middle of this pandemic, the internet has become far more of a panacea rather than an easy means to do business or binge true crime shows. But even during normal times millions of Americans still lack access to reliable, affordable internet. It may take a while to get ISPs on board with providing equitable access across the entire nation, but at least the FCC can get with the times and accurately reflect appropriate internet download/upload speeds for the average U.S. household.

WCS to Open School Year with 9 Weeks of Remote Learning After a Vote at Tuesday Night Meeting – High Country Press

Based on guidance from local health officials, the Watauga County Board of Education voted Tuesday to begin the 2020-21 school year with 9 weeks of remote instruction for students.

School officials announced what Superintendent Scott Elliott called a modified Plan B that helps us phase our students and staff back into school while also doing everything possible to protect the health and safety of our community. Previously, school officials announced that students will return under a 23 Flex plan where students attend school in person for two days and work remotely for three days.

Over the past several weeks, weve invested a great deal of time and energy into plans for reopening our schools on the Governors Plan B schedule. Of all the plans available to us, Plan B is the most challenging to implement but it gives us the best opportunity to meet the many different needs of our students. Elliott stated. Unfortunately, right now our local public health trends continue to move in the wrong direction. After extensive conversations with our local public health partners and after hearing the concerns of many of our staff members and parents, I think this modified plan gives us our best chance to get students back into school safely as soon as possible.

Elliott explained that all students in Kindergarten through 12th grade on the 23 Flex plan will start the school year in an all remote format on August 17. If local conditions allow, students will return to in person instruction under Plan B on the 23 Flex plan on October 19.

Families who applied for the all online Watauga Virtual Academy (WVA) will be contacted by school personnel by August 5th and given the option to decline WVA if they have changed their mind since applying. The WVA students will also begin on August 17 and will remain in the WVA through the end of first semester.

We realize the change to remote learning for the first nine weeks will cause some families to rethink their enrollment in the virtual academy, Elliott said. We need to know no later than August 5 if those families want to switch back to the 23 Flex plan now that we are starting remotely. Once those decisions are made, we ask families to stick with those plans for at least the first semester. We will not be able to reschedule students, teachers, and courses once we make those decisions based on start of year numbers.

Elliott went on to explain that, while the school system is starting the year remotely, it is not exactly adopting the states all remote Plan C protocols.

We will continue to operate under the Plan B safety protocols but with an emphasis on serving the students most in need of school based services while most other students are at home full time, Elliott said. Teachers and staff will work from the school building to ensure they have access to all their resources, time to plan together, and the opportunity to see small numbers of students as needed.

School officials will allow small numbers of students to come to the school site by appointment to receive specialized assistance and support. These likely will include support for students with disabilities, students who need counseling and therapeutic services and students who need access to high speed internet to download assignments and upload completed work.

The school system will also allow students in each of the districts eight Pre-K programs to attend school in person.

Board of Education Chairman Ron Henries praised the revised plan.

We think this plan strikes the right balance between protecting our staff and students while also providing some much needed services to students who really do suffer through remote instruction. I applaud Superintendent Elliott and his staff for listening to all the concerns and considering all the options. There are some students who need support that can only be provided at school, and hopefully conditions will allow those students to be served in a safe way.

Elliott commented on the monumental task ahead.

The guidance we have received from the Department of Health and Human Services is intended to help protect our students and staff, but it is going to be difficult to implement, Elliott said. Also, the guidance seems to be changing daily. This phased reopening will give our staff the opportunity to slowly implement those protocols while giving public health officials more time to monitor changing conditions in the community.

The decision comes after a recommendation from Watauga Countys local health department, AppHealthCare, that schools consider delaying the start to in-person instruction for students while the county monitors what has been an upward trend in COVID-19 cases.

We continue to see our numbers of positive COVID cases going up, stated AppHealthCare Director Jennnifer Greene. While we currently have a lower impact from cases than in other areas of the state, these are the kinds of decisions which will hopefully keep our community from becoming one of those hot spots.

Superintendent Elliott and I agree that the best thing for students is for them to be in school. We are seeing many different health concerns emerging among children in our community because of this interruption to their lives. School is a safe and healthy place where so many needs are met. We will continue to support the school system to move forward with their plan to get students back into the school buildings as soon as possible.

Greene also acknowledged the COVID cases among young adults aged 18 to 24 and concerns about the return of students to Appalachian State in the coming weeks. The nine week remote start for the school system will allow us to monitor changing community spread of the virus and determine the impact on our school families.

Watauga County Schools Superintendent Scott Elliott said the boards decision to begin schools with a period of remote learning was difficult, but necessary in light of the countys COVID-19 metrics and guidance from AppHealthCare.

Elliott said that while the system preferred to have students back in school buildings, he was confident that lessons learned over the remote learning period this Spring would ensure that students would have better experience in the coming nine weeks.

When we entered remote learning in March, our teachers had only a few days to prepare, Elliott said. Given that immense time constraint and workload, they did an outstanding job. As we go into remote learning this fall, Im confident that our teachers and students will be even better prepared to have a positive and productive remote learning experience.

Science and skulduggery: Newton, Hooke and the missing portrait – TheArticle

Isaac Newton has a strong claim to be one of the greatest men who ever lived, but he was not a very nice one. His Principia established the laws of motion and gravity, his Opticks did the same for light and he was the first mathematician to use a version of differential calculus. But his pride in his own priority and suspicion of plagiarism led him to behave like an absolute monarch in what was known as the Republic of Letters.

As President of the Royal Society, Newton used his institutional power to crush his rivals and trash their reputations, pursuing them beyond the grave. As Master of the Mint, he was even more ruthless: he used his judicial power to ensure that forgers who came before him were executed. His pathological vindictiveness and paranoia embroiled him in lifelong disputes and litigation.

And Newton had much to hide. His secretive experiments in alchemy were eccentric enough, but his voluminous researches into theology and ecclesiastical history led him to a unitarian theology that risked professional suicide. Denial of the Holy Trinity was heresy and, had it become public, would have destroyed his academic, scientific and social status.

Newtons own reputation has now come under the spotlight again. One of several long-running disputes which absorbed his time and energy involved the Secretary of the Royal Society, Robert Hooke. Hooke was a great polymath in his own right. He is immortalised by Hookes Law, which governs elasticity, and helped Christopher Wren to rebuild London after the Great Fire. Hooke is celebrated above all as the discoverer of the cell, thanks to his pioneering use of the microscope. Indeed, his engravings of the flea and other denizens of the microscopic world in his Microcosmographia remain one of the great revelations of the 17th century scientific revolution.

Hitherto, it had been thought that no portrait of Hooke had survived. According to Professor Larry Giffing, an American biologist, such a likeness exists and was sold to a private buyer at Sothebys in 2006. Dr Giffing argues that this image of an anonymous mathematician is by the well-known artist Mary Beale and depicts Hooke at the age of 50. He argues that this was the portrait that hung in the Royal Societys original meeting room at Gresham College. More provocative and speculative is his claim that Newton deliberately suppressed the portrait when he took over as President in 1703, the year of Hookes death. Dr Giffing believes that the picture includes an orrery and a drawing embodying Hookes theory of the elliptical orbits of the planets the very subject of his dispute with Newton.

Such a pictorial reminder of his rivals claims might indeed have triggered Newtons paranoia and he was quite capable of going to almost any lengths to assert his own priority. The Royal Society moved premises to Fleet Street soon after Hookes death and no more is heard about his portrait. But there is no proof that Newton would stoop so low as to consign his rivals only likeness to oblivion. At most, the evidence against him is circumstantial. And even if Dr Giffing is right, it does not prove that Hooke really was plagiarised by Newton or vice versa. A leading article in the Times goes too far when it asserts: Had Newton and Wren never lived, we might be accustomed to Hookes picture on British banknotes.

That was never likely to happen. Hooke was a great scientist and perhaps an underrated one. Newton, though, was a scientific genius, perhaps the greatest of all time. As his contemporary Alexander Pope put it: Nature and Natures laws lay hid in night: God said, Let Newton be and all was light.

The truth is that the author of the Principia deserves his preeminence. He almost certainly did discover the inverse square law of universal gravitation before Hooke, just as he worked out his version of calculus, known as fluxions, before the great German philosopher and mathematician Leibniz although the latter devised a better form of notation that is still used today. Newtons obsessive campaigns against these competitors merely diminish him in the eyes of posterity.

Why, then, did Newton mind so much about priority? The answer seems to be that he was a perfectionist who waited many years before committing his results to print. By then, others had already published theirs with the predictable consequence that disputes abounded. Hooke was a victim of the inevitable imperfections of early modern science, which often proceeded informally. Hooke undoubtedly grasped the ideas that underlay Newtons laws, without being able to demonstrate them. But Newton ought to have been more generous in acknowledging his contribution in the Principia, as he did those of others.

Today, it is easy for scientists who are impatient with learned journals to create their own home pages, using sites such as academia.edu , where they can upload their papers and make them accessible to their peers. This ease of publication has not abolished arguments over priority or plagiarism, though it has made them easier to resolve. Today, Newtons disputes with Hooke, Leibniz and Flamsteed might have caused less bitterness.

But there is a new problem. There are thought to be more than 100 million published scientific papers. Nobody can read them all, nor even all that is published in their own fields. It is a good thing that no scientist now has the power once wielded by Newton for such intellectual power may corrupt just as surely as political power. Yet the possibility remains that a Hooke may languish somewhere, neglected and unjustly maligned, because he or she has defied the consensus. If at last we can put a face to Hookes name, it is time to do him posthumous justice.
