Cayman Islands leader freed on bail as corruption probe continues
GEORGE TOWN, Cayman Islands (Reuters) - The embattled leader of the Cayman Islands was released on bail after a second day of questioning on Wednesday, following his arrest on suspicion of theft and corruption in the notoriously secretive offshore Caribbean financial center.
Premier McKeeva Bush, a veteran politician and head of one of the world's best-known tax havens, was detained on Tuesday at his home by members of the Financial Crime Unit of the Royal Cayman Islands Police Service.
He was freed on police bail late on Tuesday, following a full day of questioning by the authorities, but was taken back into custody for further questioning on Wednesday morning, police said.
On Wednesday afternoon, police spokeswoman Janet Dougall said in a statement that the 57-year-old premier had been "placed on police bail until early February 2013, to allow further investigations to take place both here and abroad in connection with the allegations made against him."
The statement added that "a considerable amount of property, including computer equipment" had been seized during searches stemming from the investigation of Bush, which was "still very active."
Police and other officials have declined to spell out specific details of the probe targeting Bush, saying only that it included allegations of theft, misuse of a government credit card and abuse of office over the alleged importation of explosives without valid permits. The explosives were to be used by a local firm in a large construction project.
Bush himself has not spoken in public since his arrest but his chief of staff urged Caymanians to pray for him and to keep in mind that everyone is "innocent until proven guilty."
A veteran politician, Bush has been the target of ongoing corruption probes for more than a year now. Bush's arrest on Tuesday drew pointed calls for his resignation to avoid further embarrassment to the palm-fringed financial hub, which is the offshore home for most of the world's hedge funds.
"The eyes of the world are now focused on the Cayman Islands and watching what happens here," said an editorial in the online edition of the Caymanian Compass newspaper.

National Poll: Most Older Adults Receive Ineffective Depression and Anxiety Care, Don’t Know Associated Health Risks
NEW YORK--(BUSINESS WIRE)--
Large majorities of older Americans with depression, anxiety, or other mental health disorders are receiving treatment that does not meet evidence-based standards, and many do not know that depression can put their health at increased risk, according to a national survey, Silver and Blue: The Unfinished Business of Mental Health Care for Older Adults, released today by the John A. Hartford Foundation.
The survey focused on 1,318 Americans age 65 and older. Key findings include:
Depression is a common and serious medical condition second only to heart disease in causing disability as well as harm to peoples health and quality of life. Mental health problems affect nearly one in five older adults, according to the Institute of Medicine. Depression is not a natural part of the aging process, but almost one in three people surveyed (27%) believed it was.
It is a needless tragedy that so many older people are still receiving mental health care that does not measure up, said Christopher Langston, PhD, program director for the John A. Hartford Foundation, which funded and directed the survey.

People 65 and over and currently in treatment for depression, anxiety or other mental health issues were asked whether their provider took any of six specific actions, all of which have been shown to improve outcomes dramatically and are key elements of evidence-based collaborative care models.

Governor says Pa. won't set up health exchange
HARRISBURG, Pa. (AP) Pennsylvania will not set up its own health care exchange under the federal Affordable Care Act, at least not for now, Gov. Tom Corbett said Wednesday, putting the state on a course to join others led by Republicans that will let President Barack Obama's administration run its exchange.
Setting up a state-based exchange would be irresponsible, Corbett said, as he faulted federal authorities for what he called inadequate answers to his questions about cost and other issues.
"Health care reform is too important to be achieved through haphazard planning," Corbett said. "Pennsylvania taxpayers and businesses deserve more. They deserve informed decision making and a strong plan that responsibly uses taxpayer dollars."
The Corbett administration also is rejecting the option of running the exchange as a partnership with the federal government, spokeswoman Christine Cronkright said. But she also noted that the administration has the ability under the law to re-evaluate every year whether to get involved.
Corbett said it "would be irresponsible to put Pennsylvanians on the hook for an unknown amount of money to operate a system under rules that have not been fully written."
The exchanges are to be up and running Jan. 1, 2014.
Many Democratic lawmakers, insurers and hospitals wanted Corbett to set up a state-run system. As Pennsylvania's attorney general in 2010, Corbett joined a federal lawsuit with officials from other states challenging the constitutionality of the landmark federal health care law that was ultimately upheld by the U.S. Supreme Court.
Reaction broke down along partisan lines among Pennsylvania's congressional members and in the state Legislature.
The state Republican Party thanked Corbett for rejecting the exchange. The Washington, D.C.-based group Americans for Prosperity, which was founded by billionaire energy executives Charles and David Koch, had urged Corbett along with other governors to reject it. The group even sent a news release 20 minutes before he released his decision publicly Wednesday, saying they expected Corbett to "bring Christmas early to Pennsylvania" by rejecting an exchange.
State Sen. Daylin Leach, D-Montgomery, said Corbett's reasons for not participating appeared to be more thoughtful than some Republican governors who refused to participate strictly on partisan or ideological grounds. A better test of Corbett's interest in helping the uninsured will come when he decides whether to pursue a federally funded expansion of Medicaid under the law, Leach said.

New Georgia Hospital Collaborative Announced at American College of Surgeons Quality Forum
CHICAGO, Dec. 12, 2012 /PRNewswire-USNewswire/ -- Today, the American College of Surgeons (ACS), in association with the American Cancer Society, hosted the ACS Surgical Health Care Quality Forum Georgia, the 11th program in a series of events to drive national discussions on effective quality improvement methods that surgeons, physicians and hospitals are using to improve patient safety and reduce costs. Presenters also announced the creation of the Georgia Surgical Quality Collaborative, a statewide effort to encourage information-sharing among hospitals and utilize the ACS National Surgical Quality Improvement Program (ACS NSQIP) to focus on improving outcomes in key areas of surgical care.
The forum also featured a panel of Georgia health care leaders and a rich discussion on how state hospitals, academic institutions, health plans and government institutions are using quality improvement programs, including ACS NSQIP, to improve patient outcomes and increase the value of health care.
"We are at a critical period in health care delivery where we have the opportunity to be leaders in bringing quality improvement programs to Georgia in an effort to benefit our patients and reduce costs," said forum co-host LaMar McGinnis, MD, FACS, past president of ACS and senior medical advisor and liaison to the American Cancer Society.
"Regulators are continuing to realize the value of using clinical outcomes data versus administrative claims data to measure and track quality," said David B. New Georgia Surgical Quality Collaborative Announced Led by the ACS Georgia Chapter, nine hospitals have agreed to participate in a state-wide collaborative, with five additional hospitals slated to join in 2013. The goal of the collaborative is to share information from ACS NSQIP and compare surgical outcomes with each other and with other hospitals nationwide. The ACS NSQIP database collects preoperative, intraoperative and 30-day outcome variables on more than 117,000 major surgical procedures.
"This collaborative is a significant milestone to improve care for surgical patients in our state because it allows us to create a positive learning environment among all participating hospitals and work together to determine where improvement is needed most," said John Sweeney, MD, FACS, W. Dean Warren Distinguished Professor of Surgery, and chief, Division of General and Gastrointestinal Surgery, Department of Surgery, Emory University School of Medicine. "As it stands, hospitals can't fix errors if they don't know a problem exists. Examining and comparing clinical outcomes data with our peers from each corner of the state will help us move the needle to improve patient outcomes and reduce overall health care costs."
A recent study by Sweeney, et al., "Risk Factors for 30-Day Hospital Readmission among General Surgery Patients," was published in the September 2012 issue of the Journal of American College of Surgeons and showed postoperative complications drive readmissions citing surgical site infections (SSI) as one of the biggest contributing factors (22.1 percent). Studies show that hospitals participating in ACS NSQIP prevent an average of 250-500 complications, and save 12-36 lives and $3 million per hospital, per year. With the average cost of surgical complications equaling $11,000 per occurrence, the combined potential savings of 4,500 hospitals could add up to $13-26 billion each year and a total savings of $260 billion over a period of 10 years.
Forum Presenters Discuss Benefits of Quality Programs Keynote speaker Kenneth E. Thorpe, PhD, Robert W.
