Due to confusion among shareholders and the short time frame previously set, especially for shareholders holding in street name, we are responding to shareholder concerns and extending the deadline to the close of business on Friday, January 18, 2013. The licensing and assignments of the technologies will also be delayed until that date.

Rise of the cyborgs

Of all the powers that we have imagined for the cyborg, which do we most covet? Their ability to see and sense detail in the environment? The ability manipulate things with the dexterity and power of a machine? Or perhaps it would be to command vast amounts of information which can be processed at tremendous speed?

If you chose none of those, you chose as any cyborg likely would have. The cyborgs greatest power, that from which it derives the most satisfaction (to use that term loosely), must be the ability to see itself. As humans, we are a mystery unto ourselves. If we were suddenly presented with one of our own organs from beneath our skin, before the panic set in, we would be taken by the awe and mystery that a mother must feel after the delivery of her child. To know the mass inside our skull will be to know ourselves and to control what we might become.

How are we to do this when the little that we really know of the brain today has come only after its peril? Without sufficient foresight and precaution we probably wont. If care is taken to preserve existing structure and function while mapping and expanding the brain according to the principles which construct it, the addition of machine components which might interact at the level of the perceived mind, may give us the power we have imagined for the cyborg. The best hope we have of maintaining the integrity of our existing neural structure in the face of the onslaught of new computing machinery, is to bridge the two with additional, nonessential wetware which we can afford to radically and perhaps reversibly, modify.

How much extra room might we have in our heads for any of this? On average we have around 1700ml of available space in our skull. 1400ml of that is the brain itself, 150ml is for the blood, and 150ml for the cerebrospinal fluid (CSF) in which the brain floats. An additional 30ml of CSF circulates inside a network of chambers in the center of the brain known as the ventricular system. It is here that perhaps the best site for the first extensive cyborg mods exists.

The ventricles are lined with a particular kind of cell that is very similar to the stem cells that generate new neurons. New cells generated here (and in parts of the olfactory system) generally migrate to predetermined locations, but artificial conduits for these newly generated neurons might direct them into close association with new hardware. While there are many ways that these new neurons might communicate with hardware, those that afford for them the use of their existing transmitter systems would be the least demanding.

The ventricular system is a perfect location to add recording and stimulation electrodes or optodes (the optical equivalent of electrodes.) Many areas of brain central to memory formation and retrieval, but often compromised in disease border the ventricles. To therapeutically pace or stimulate the fornix, the major output of memory systems within the hippocampus, from within the adjacent lateral ventricle makes a lot more sense than destructively plunging right through intact tissue. Small devices can be introduced fairly non-invasively through a natural opening called the median aperture at the base of the 4th ventricle underneath the cerebellum. There is so much anatomical variation among different people that surgeons today would scarcely consider trying to find these tiny openings, but as robot control and in-surgery imaging are increasingly brought to bear, the least invasive methods will be preferred.

A COUNCILLOR fears Southends beaches could be shut as erosion of the foreshore unveils an ever increasing number of Second World War explosives.

Peter Wexham, Lib Dem councillor for Leigh, claims the apparently increasing levels of ordinance being found on the foreshore of Leigh, Chalkwell, Southend and Shoebury is a clear sign the covering layer of mud is eroding.

The retired fisherman said: This stuff is explosive and if we are starting to get 30 or 40 at a time the beaches could be shut off if there is that much ordinance left out there.

It seems to be getting worse. It has gone up from single figures to finds in their 30s.

The Echo reported that the Army had to be called to detonate 32 shells found by bait digger Peter Tutt on New Years Eve.

The coastguard regularly calls in the bomb squad after shells left over from the world wars are uncovered by fishermen, bait digger and bathers along the estuary.

But Mr Wexham, who has been raising concerns over the erosion of the foreshore since last August, fears the number of shells found each time has increased dramatically over the past year, suggesting the mud is receding.

He said: I can only assume it shows the erosion is going further out towards the edge of Hadleigh Ray between Westcliff and Chalkwell.

The Huachuca Astronomy Club has asked the City of Sierra Vista to consider adopting a more strict ordinance limiting residential lights to preserve the areas dark skies.

SIERRA VISTA Local stargazers urged the city to adopt a comprehensive residential light pollution code to preserve the areas uniquely dark skies at Thursdays regular city councilmeeting.

Everett Maynard, a Sierra Vista resident, and Huachuca Astronomy Club President Bob Gent lauded the city for its commercial restrictions but said its time to focus on the residential side, when they addressed the council during Call to the Public. The club worked with the city to design a commercial code that was adopted in2008.

I believe that most of us can agree that there is an aesthetic value to us preserving the darkness of our night skies, Maynard said. There is also an obvious commercial or business interest in preserving the night skies as well The night skies of southern Arizona are recognized the world over as being among the most well-preserved night skies in the industrializedworld.

That has attracted a legion of amateur astronomers to the area, hesaid.

As Sierra Vista continues to grow, there will necessarily be an increasing amount of light pollution and destruction of this valuable natural resource, Maynard said. Currently the city code only includes two sentences, which he feels is inadequate and is less strict than Cochise Countyscode.

Maynard and Gents suggestion would only limit the use of powerful outdoorlights.

Residential lights tend to be less of an issue than commercial, but its true that the city has yet to take a serious look at that part of the code, Community Development Director Don Brush said. In addition to tackling the commercial issue, the city has replaced its lights at ballfields and worked with Sulphur Springs Valley Electric Cooperative to make sure street lights areshielded.

Currently, commercial lights are restricted to 200,000 lumens peracre.

ST Aerospace wins $450m of deals in Q4

Singapore Technologies Engineering's aerospace arm wrapped up the fourth quarter of last year with new contracts worth about $450 million.

The new contracts - for airframe, component and engine maintenance, as well as engineering and development - are to be carried out at ST Aerospace's global network.

The fourth quarter also saw ST Aerospace redelivered 165 aircraft for airframe maintenance and modification work. For passenger-to-freighter (PTF) conversions, it also redelivered five converted Boeing 757-200 freighters, bringing the total number of PTF redelivery last year to 16.

Besides airframe redeliveries, ST Aerospace processed 9,847 components, 61 landing gears and 78 engines for both commercial and military customers.

In Singapore, it added a narrow-body aircraft hangar at its Changi facility for its airframe maintenance, repair and overhaul (MRO) business.

The new hangar is expected to begin operations by the end of third quarter this year. It will be able to accommodate two narrow-body aircraft such as the Boeing 737 and Airbus A320, contributing an additional 200,000 man-hours every year.

In the US, VT Aerospace (which is a subsidiary of Vision Systems, the US headquarters of ST Engineering) has completed the acquisition of a full stake in Volant Aerospace for US$13.1 million (S$15.9 million).

Volant will be managed as part of the aerospace sector's global MRO network to offer one-stop turnkey cabin retrofit services.

On the cabin refurbishments front, ST Aerospace's brand, Aeria Luxury Interiors, has secured a contract for the interior modification of a Boeing 767-200ER VIP aircraft. The deal covers project management, design, engineering and installation.

Singapore, 14 January 2013 ST Aerospace today announced that its wholly owned subsidiary ST Aviation Resources Pte Ltd (ST Aviation Resources) has dissolved ST Aviation Resources 1 Limited (STAR1). STAR1 is a wholly owned dormant subsidiary of ST Aviation Resources.

Incorporated in the territory of British Virgin Islands in 1996, STAR1 was created as a special purpose vehicle to enter into a joint venture investment that owned and leased one aircraft to an Asian airline. STAR1 has remained dormant since end 2006 upon the completion of the aircraft lease programme, and the subsequent sale of the aircraft in the same year.

The dissolution of STAR1 is not expected to have any material impact on the consolidated net tangible assets per share and earnings per share of ST Engineering for the current financial year.
