State Crime Computer Plans Bogging Down Over FBI Rules

The state's planned new super crime computer the centerpiece of criminal-justice reform in Connecticut is in danger of bogging down over FBI rules on who can see the expanded offender data that would be instantly available to anyone with access to the new system.

Thursday, in their first meeting since a state audit blasted the long-delayed project on several fronts, some of the heavy-hitters on an oversight board filled with top criminal-justice officials expressed frustration over months of failed attempts to have the state police agree on a set of data controls.

An office within the state police acts as the FBI's representative in Connecticut on federal rules governing criminal-justice information sharing systems. The FBI makes sensitive criminal data available to law-enforcement across the country, and there are limits on who has access to that information.

In Connecticut, some non-law enforcement agencies will eventually be in the network. The board voted Thursday to move ahead only with criminal justice agencies and wait to include the public defenders office and department of motor vehicles.

Other states with information-sharing networks have reached compliance agreements with the FBI.

"We can't go on this way,'' said Chief State's Attorney Kevin Kane. At Kane's urging, the top members of the project team will make another concerted effort to work out the parameters with the state police.

The new super computer approved after the triple murder and home invasion in Cheshire in 2007 exposed deep chasms between criminal-justice agencies would for the first time link police, courts, prosecutors, public defenders, corrections, probation, and parole together in a record-sharing network.

The project has a price tag of at least $24 million, and would require the hiring of at least 19 new state employees with specialized technical knowledge. Last year, after State Attorney General George Jepson received a whistleblower's complaint, state auditors John Geragosian and Robert Ward found that communication break-downs between the project team and the oversight board threatened to drive up costs by millions of dollars and put the the project at the risk of failure.

Since Gov. Dannel P. Malloy has repeatedly said he is fully committed to the project, the problems have been bewildering to some legislators and even members of the oversight board.

NFL Computer Picks Seattle vs. Denver Super Bowl Matchup

A Denver Broncos vs. Seattle Seahawks Super Bowl has been hyped since mid-season and oddsmakers made that potential matchup the most likely scenario on their wagering menus before the NFL playoffs began.

Now the Odds Shark prediction computer is on record with picking the same, as it projects the Seahawks will defeat the San Francisco 49ers 30-27 and it likes the Broncos to defeat the New England Patriots 37-33.

Oddsmakers and computers have these games just about the same as both games would fall right on the number, said Jack Randall in an interview from OddsShark.com on Thursday. Denver was favored by four points while the host Seahawks were favored by three at most shops monitored by the odds aggregation site.

The computer was 4-0 against the spread on Wild Card Weekend and 4-0 straight up in the divisional playoff round. Last week, the machine was just 2-2 ATS while picking the winners in all four games.

On the season, the computer remains below 50 percent at 122-133-7 ATS. It is more respectable picking winners straight up, with a 164-99 overall mark.

The Seattle pick supports a recent trend that has seen the Seahawks win six straight playoff home games. Seattle is also 8-2 ATS in its past 10 at home against San Francisco and 21-3 straight up in their past 24 games as favorites.

The Denver prediction follows a pattern where the home team has won and covered all three playoff meetings of these teams. The Broncos are also on an 8-3 ATS streak in 11 recent games, while the Patriots have slumped to a 2-7 ATS record in their past nine road games overall.

A Seattle-Denver Super Bowl would pay out at +130 if that matchup materializes after Sunday. A San Francisco-Denver matchup is a second choice as a +275 proposition.

A Seattle-New England championship game is the next most likely scenario according to oddsmakers at +325, while the 49ers versus the Patriots is +500.

Officials: 4,000 officers will be at Super Bowl

EAST RUTHERFORD, N.J. (AP) - The game plan for security at this year's Super Bowl will include deployment of nearly 4,000 local police and private security officers, airport-style screening for those entering MetLife Stadium and a host of other measures visible and invisible to the average fan, law enforcement officials said at a briefing on Wednesday at the stadium.

The plan has been in the works for more than two years and relies in part on lessons learned at past Super Bowls, including the power outage at the 2013 game in New Orleans.

"That's one of the things we took a hard look at," said Col. Rick Fuentes, superintendent of the New Jersey State Police.

This year, officials are working closely with utility companies to ensure there's ample backup power. Sanitation agencies also are in the mix, with the plan calling for 900 snow plows to be on standby if needed to keep the roads open on game day, Feb. 2.

Up to 700 state troopers will be on patrol in and around the stadium on Super Bowl Sunday, Fuentes said. The National Football League is providing 3,000 private officers to bolster security.

The officers have rehearsed during the past year "for all kinds of types of situations, whether crime was afoot or the weather went off the rails," Fuentes said.

Behind the scenes, FBI analysts manning a command center with surveillance camera feeds and computer data will work around the clock on the week of the game to monitor potential terror threats, said Aaron Ford, head of the FBI's Newark office. Heavily armed tactical teams, bomb squads and hostage negotiators will be ready to respond if necessary, he added.

The FBI and other agencies have "prepared for just about every contingency we can possibly think of to ensure this is a safe and secure event," he said. "Much of the work will go unnoticed."

In New York City, there will be beefed-up security at several pre-Super Bowl parties and other events. The New York Police Department will deploy extra patrols, bomb-sniffing dogs and helicopters to secure "Super Bowl Boulevard," a three-day NFL extravaganza in Manhattan on Broadway between 47th and 34th streets, NYPD Bureau Chief James Waters said.

Stem cells are found in plentiful supply in embryonic tissue, but are also found in adult tissues. These cells have the ability to self-renew, giving rise to countless generations of new cells with varying abilities to differentiate into specific cell types. By introducing stem cells into an area of damage or pathology, the body can be encouraged to repair and renew regardless of how old the trauma is. Stem cells also show application for inhibiting the death of cells (apoptosis) through disease, making them candidates for use in treating degenerative illnesses such as Lou Gehrigs disease, Multiple Sclerosis, Parkinsons disease and Alzheimers.

Stem cells from embryos are considered more flexible in terms of their ability to become either new liver cells, new neurons, new skin cells, and so on, whereas adult stem cells tend to be more restricted to the tissue type from which they were taken. New research is showing that this might not necessarily have to remain the case however, with the plasticity of adult stem cells now under investigation. Stem cell use carries little risk of the resulting tissues being rejected, it appears safe, efficient, and almost endless in its possibilities for application.

Potential Stem Cell Treatments

Conditions such as cardiovascular disease, diabetes, spinal cord injury, and cancer, among others, are considered possible candidates for stem cell treatment. Cures for some of these diseases could be closer than previously thought with clinical trials already showing impressive results where stem cells have been used in cases thought intractable. The rapid rate of progression in research and clinical use means that some of the controversial issues, such as the use of embryos as a source of stem cells, have been overcome, with governments around the globe subtly altering their legal policies in order to accommodate new scientific advances. In the US, Bill Clinton was the first president to have to consider the legal issues surrounding stem cells, and subsequent presidents have been forced to readdress the issues time and again in line with medical discoveries. Worldwide, governments have remained generally cautious over the use of this technology but are gradually improving funding access, whilst keeping an eye on the ethics of stem cell treatment, in order to explore the tremendous benefits that appear possible. The credibility of research remains a concern, with some stem cell studies discredited by ethics committees after initial general acceptance of their veracity.

Stem cells may be garnered from living adult donors and, indeed, already are in the case of bone marrow transplants. More usually they are taken from discarded embryos leftover after IVF treatment, or from the placenta after birth. Previously the removal of stem cells resulted in the destruction of these embryos, but now it is possible for scientists to remove the stem cells without this occurring. This development negates some of the criticism faced by the technology from religious groups and ethical bodies over the sanctity of life and the attribution of sentience and autonomy to embryos, gametes, and the foetus. Clearly, some debate remains about these issues in relation to stem cell research, but recent improvements in methodology may remove the need for these considerations completely. Clinicians have demonstrated the possibility of taking adult stem cells and seemingly teaching them to become cells of a different type to their site of removal, effectively returning them to a similar state to that of the embryonic stem cell. Whilst stem cells from embryos remain more reliable and more economical to work with, the use of adult tissue-derived stem cells could revolutionize the research in this field.

As well as stem cell use in pathology and disease, there are also applications in personal aesthetics such as the regeneration of hair follicles and an end to baldness through stem cell treatment. Stem cells are also considered useful in regenerating the skin after injury, without the scarring usually associated with repair. There are reports of paralyzed patients becoming mobile after years in a wheelchair through the use of stem cells injected into the spinal cord, and the rapid disappearance of tumors in brain tissue after stem cells were injected.

Stem cell treatment provides an exciting possibility to change the face of modern medicine, alleviating pain and suffering, and improving the prognosis for millions withe diseases previously thought incurable.

Although the general public considers stem cell therapy an innovative, cutting-edge treatment, the fact is that this kind of therapy already has a lengthy history. In the past, however, stem cells were difficult and very expensive to obtain. Luckily, the advent of improved equipment and techniques has meant that stem cells can now be acquired through a simple procedure.

If the area in question has an insufficient blood supply, this is termed an area of hypoxia, otherwise known as low oxygen content. Hypoxia areas can include the rotator cuff, the joints, meniscus tissue, and other spots with tendon injuries. Typically, these areas are unable to heal properly without help, as the body does not send enough repair cells to the afflicted areas. The inadequate supply of blood in these areas means that the body fails to sense the injury. Fortunately, we are generally able to treat the area, if the injury isnt severe, with platelet-rich plasma. This works by effectively mimicking a blood supply, allowing the platelets to sense the injury and release growth factors, which then prompt the body to send various stem cells to the area.

In most cases, 2 oz. (60 cc) of bone marrow aspirate is required. The aspirate includes platelets, mesenchymal stem cells, and other kinds of stem cells used in adult stem cell therapy. After aspiration, the bone marrow is placed inside a special container, which in turn is placed into a machine known as a centrifuge. The centrifuge spins the material at a high rate of speed, and this process separates the platelets and stem cells from the remainder of the blood products. It is this concentration of bone marrowcalled BMAC, or bone marrow aspiration concentratethat is reintroduced to the injured area during stem cell therapy.

Once this is accomplished, the platelets then release signal proteins and growth factors that activate the stem cells. Its important to understand that stem cells by themselves are unable to repair the injured area. These cells have to be properly directed, and platelets perform this function. In effect, stem cells are construction workers and the platelets are their supervisors. Once they are activated, these stem cells perform a variety of valuable functions. Apart from repairing damage to the injured areas, stem cells help damaged cells repair themselves and participate in the repairing process.

Generally, the repair process takes two to three months to complete, but in most cases improvement can be noticed before then. About four to six weeks after the stem cell injection, the patient receives a platelet-rich plasma injection on the afflicted area; this is followed by another injection four to six weeks afterward. These injections enable the stem cells to continue growth and multiply into cartilage tissue.

BRUSSELS -- Belgian medical researchers have succeeded in repairing bones using stem cells from fatty tissue, with a new technique they believe could become a benchmark for treating a range of bone disorders.

The team at the Saint Luc university clinic hospital in Brussels have treated 11 patients, eight of them children, with fractures or bone defects that their bodies could not repair, and a spin-off is seeking investors to commercialize the discovery.

Doctors have for years harvested stem cells from bone marrow at the top of the pelvis and injected them back into the body to repair bone.

The ground-breaking technique of Saint Luc's centre for tissue and cellular therapy is to remove a sugar cube sized piece of fatty tissue from the patient, a less invasive process than pushing a needle into the pelvis and with a stem cell concentration they say is some 500 times higher.

The stem cells are then isolated and used to grow bone in the laboratory. Unlike some technologies, they are also not attached to a solid and separate 'scaffold'.

"Normally you transplant only cells and you cross your fingers that it functions," the centre's coordinator Denis Dufrane told Reuters television.

His work has been published in Biomaterials journal and was presented at an annual meeting of the International Federation for Adipose Therapeutics and Science (IFATS) in New York in November.

Spirituality and Religion May Protect Against Major Depression By Thickening Brain Cortex

Newswise NEW YORK, NY A thickening of the brain cortex associated with regular meditation or other spiritual or religious practice could be the reason those activities guard against depression particularly in people who are predisposed to the disease, according to new research led by Lisa Miller, professor and director of Clinical Psychology and director of the Spirituality Mind Body Institute at Teachers College, Columbia University.

The study, published online by JAMA Psychiatry, involved 103 adults at either high or low risk of depression, based on family history. The subjects were asked how highly they valued religion or spirituality. Brain MRIs showed thicker cortices in subjects who placed a high importance on religion or spirituality than those who did not. The relatively thicker cortex was found in precisely the same regions of the brain that had otherwise shown thinning in people at high risk for depression.

Although more research is necessary, the results suggest that spirituality or religion may protect against major depression by thickening the brain cortex and counteracting the cortical thinning that would normally occur with major depression. The study, published on Dec. 25, 2013, is the first published investigation on the neuro-correlates of the protective effect of spirituality and religion against depression.

The new study links this extremely large protective benefit of spirituality or religion to previous studies which identified large expanses of cortical thinning in specific regions of the brain in adult offspring of families at high risk for major depression, Miller said.

Previous studies by Miller and the team published in the American Journal of Psychiatry (2012) showed a 90 percent decrease in major depression in adults who said they highly valued spirituality or religiosity and whose parents suffered from the disease. While regular attendance at church was not necessary, a strong personal importance placed on spirituality or religion was most protective against major depression in people who were at high familial risk.

Miller is also affiliated with the College of Physicians and Surgeons at Columbia University. Her co-authors were Ravi Bensal at the College of Physicians and Surgeons and the New York State Psychiatric Institute (NYSPI); Priya Wickramaratne at the College of Physicians and Surgeons, the Mailman School of Public Health at Columbia and NYSPI; Xuejun Hao and Bradley S. Technology and religion are continuing to find new ways to interact with each other.

In recent weeks, new iPhone apps have been developed to aid people in their spiritual lives. One of these apps called SoulPulse actually lets people measure their spirituality in real time, according to Religion News Service.

Currently, 714 people are using the app, which allows users to answer two surveys every 14 days, according to the apps website. Users will answer questions about their spiritual awareness and even what theyre thinking about including when they sleep, the apps website said.

After the 14 days are up, users receive a report that shows how spiritual they were and patterns about spirituality and religion, the company website said.

The app and study were created by Pastor John Ortberg and Bradley Wright, an associate professor at the University of Connecticut, RNS reported. Ortberg came up with the idea because he was interested in studying human psychology and spirituality, according to RNS.

Why do people change or not change? Why is change so hard? What do you need to know about yourself to become your best self? These seem like gaping holes in our knowledge, Ortberg told RNS.

Ortbergs app isnt the only one with spiritual connections thats been making headlines recently. The Huffington Post published an RNS article that showed six different religious-themed applications that cant be found on the iPhone, including one that sorts out Jewish celebrities.

Enlightening Tihar’s prisoners – spiritually and skillfully

By Rajnish Singh, New Delhi, March 24 : Fifty-seven-year-old Gabriel, a Nigerian, never thought that making powdered colours for the Holi festival in Delhi's Tihar Jail would lead him on the path of spirituality and soothe his conscience, blotted after spending 37 years of his life in criminal activities.

Gabriel, a drug peddler who also forged passports, is an undertrial and has been lodged in jail No. 3 of South Asia's largest prison located in west Delhi for the last five years.

"I wasted 37 years of my life in petty crimes. the last five years I have repented for my mistakes and I am a new man now," Gabriel told IANS.

So drastic has been the life-changing experience for Gabriel that he now counsels young prisoners on how to reform their lives once they are free.

"He is helping the youngsters here in mending their ways and focussing on the right things. He is definitely helping us," Tihar spokesperson Sunil Gupta told IANS.

Gabriel is among 88 prisoners - 50 male and 38 female - who are undergoing reformation sessions with the help of meditation as well as imbibing soft skills that will help them get employed once they complete their sentences.

Apart from learning to make colours, an initiative introduced in December 2012 by NGO Divya Jyoti Jagrati Sansthan (DJJS), the inmates are also taught how to make incense sticks and herbal beauty products, among others, which are then made available in various malls and markets.

"We greatly emphasize on helping them (inmates) spiritually and teach them yoga and meditation as it prepares them for the normal world outside. They learn to be at peace with themselves," DJJS spokesperson Swami Vishalanand told IANS.

Tihar Jail Director General Vimla Mehra told IANS: "While making colours or beauty products, the prisoners learn a new skill which will help in their rehabilitation after they have completed their terms."

"The spiritual wisdom teaches them to tread on the right path of life," she added.
