ROADTOWN, BVIOctober 5th 2020Officials from the BVI Tourist Board will discuss the draft reopening protocols with stakeholders specific to their respective tourism sectors starting this week.

Premier and Minister of Finance, Honourable Andrew A. Fahie said that it is critical that Government meets with stakeholders in the service industry at this juncture as it actions its reopening plans for the Territory.

Premier Fahie said, As I have said on many occasions, we are in this together, Government officials, Government agencies and private sector in ensuring that our guest are welcomed in the safest manner possible and that our communities remain safe as well.

The Premier, who is also the Minister for Tourism, said that the discussions are expected to be productive as the industry experts get an opportunity to review the plans and give input which will ultimately aid in the finalization of the COVID-19 protocols for that industry.

Meanwhile, Chairperson of the BVI Tourist Board, Mrs. Kenisha Sprauve said the board is eager to lead the discussions with its industry partners as they finalize the COVID-19 health and safety protocols for the various sectors of the Tourism Industry.

She said, The frank and impartial discussions will be the perfect opportunity for experts in the various industries to lend their voices to the COVID-19 strategies proposed for the reopening.

Mrs. Sprauve added that the meetings will be held virtually and stakeholders who have not received an invitation can contact the BVI Tourist Board for the meeting details.

Wednesday October 7with small hotels, guesthouses and villas

Thursday, October 8 with licensed taxi operatives

French bank BNP is asked for information on Jeffrey Epstein’s wealth – Independent.ie

France's BNP Paribas is the latest bank to be subpoenaed about Jeffrey Epstein's finances as part of an effort by the attorney general of the US Virgin Islands to locate and recover money for the late financier's sex abuse victims.

ttorney General Denise George has sent a subpoena to the Paris-based bank's New York office seeking "documents and information" as part of a suit she filed against Epstein's estate and six related companies in January.

Epstein, who was found dead in his Manhattan jail cell while awaiting trial on sex-trafficking charges, had a private island in the US territory where he took many of his abuse victims.

Ms George's suit alleges violation of the territory's civil racketeering law and sought forfeiture of Epstein's private island in the territory as restitution for his victims and unspecified damages.

A spokeswoman for BNP Paribas didn't immediately respond to either a call or email seeking comment about Ms George's request.

In July, Ms George's office subpoenaed several US-based financial companies, including Wells Fargo and Citigroup, as well as Israel's Bank Leumi to try to trace Epstein's money. She has also sought documents from hedge fund billionaire Glenn Dubin and his wife, Eva Andersson Dubin, as well as Leon Black, the billionaire chairman of private equity firm Apollo Global Management, about their dealings with Epstein.

A representative for the Dubins has previously said "that they are horrified by and were completely unaware of Jeffrey Epstein's unspeakable conduct." Black has also said he knew nothing about and was "deeply troubled" by Epstein's conduct.

Authorities on the island have also said they are conducting a criminal investigation into whether Ghislaine Maxwell participated in his sex-trafficking ring.

BVI Tourist Board Meets With Major Tourism Industry Partners – Government of the Virgin Islands

The British Virgin Islands Tourist Board and Film Commission held a meeting with tourism industry partners from the private-islands, resorts and large hotel sectors last evening.

The meeting which was considered a success was the first in a series with key industry stakeholders in various sectors of the local tourism industry to be held over the next two weeks.

The session was done virtually with the use of the Microsoft Teams Platform and had over 80 participants.

Premier and Minister responsible for Tourism, Honourable Andrew A. Fahie, addressed the meeting and stated that it was imperative that the Government meet with tourism stakeholders to finalise the health protocols as it prepares to open the Territory on December 1st and that he was extremely pleased with the participation and contributions made by the stakeholders.

Premier Fahie said, We were able to share our plans with them and welcomed their feedback. We presented a positive and engaging discussion that will be beneficial in enhancing our guest experience during the COVID era while ensuring that safety remains a priority. I look forward to more discussions with our other industry partners because we are in this together.

Junior Minister for Tourism, Honourable Sharie de Castro said the meeting with the stakeholders within the tourism industry was important so that their collective voices can be heard and their concerns recorded.

Honourable de Castro said, I believe we were able to explain how far we are in the process, their role in ensuring our preparedness for December 1st and how we intend to support their efforts. I left feeling encouraged, as the partners who participated showed that they are eager to do what is necessary for us to successfully reopen.

The Junior Minister thanked the stakeholders who participated and stated that their contribution was very meaningful and appreciated. She added that she also looked forward to hearing from more industry partners during this consultation phase.

Director of Tourism, Mr. Clive McCoy said, We are meeting with our stakeholders to ensure that they have an opportunity to review our opening plans and protocols and provide input, to ensure that we have the safest reopening protocols. Their input and commitment is very important to a successful reopening on December 1st.

Chairperson of the BVI Tourist Board, Mrs. Kenisha Sprauve also stated that following several one-on-one meetings with industry partners, which helped to shape the draft protocols, the board thought it was time to meet with stakeholders collectively, to get their feedback on the said protocols before they are finalised.

I think we had a successful meeting last evening and look forward to meeting with the other stakeholders as we work together to provide a safe and enjoyable experience for our guests when we welcome them with BVILove beginning on December 1st, she said.

You can arrange a private charter to go diving at Belizes famous Blue Hole and other nearby sites too.

Belizes main airport, just north of Belize City, is a two-hour flight from Houston, Miami, and Mexico City, and under five hours from L.A. and Toronto. Once youve arrived and cleared Customs and health checks (see below), Cayo Espanto will arrange for someone to greet you, help you with your luggage, and escort you to the domestic side of the airport. From there, youll take the short flight to San Pedro on Ambergris Caye. After that, hop in a boat for the 10-minute ride directly to your villa.Helicopter transfers are possible too.

Entry rules depend on whether youre a Belizean citizen/resident, long-stay foreign national, traveling for business, or traveling for tourism (see this chart). There are currently no bans based on nationality or country of residence.

Belize is gradually reopening and has designated a Safe Corridor to limit interactions and virus transmission between international travelers and local communities (see Belizes FAQ). A Tourism Gold Standard Program was created to provide a range of hotels (Cayo Espanto is one of them), restaurants,transportation, and tour operators/guides that have implemented new Covid procedures.

Belize has a Covid Health App which youre required to download before arrival. Youll need to fill in some information in advance, receive a Unique ID, and, each day of your stay, the app will check in with you and ask you about your symptoms (Cayo Espantos wifi makes it easy to comply).

Belize encourages tourists to bring certification of a negative PCR test taken within 72 hours (and some passengers will be randomly selected for a second test). For those who are unable to get an advance test, theres a test on arrival available at a cost of $50 US. A positive COVID test means quarantine at the travelers expense and two negative test results are required to exit quarantine.

Make sure you bring your mask with youtheyre required by law in the airport and in all public spaces in Belize. Ideally youll put one on to protect your houseman when he comes to your villa, but otherwise you can forget about the pandemic during your Cayo Espanto stay.

A private search team claiming to have found possible signs of life on uninhabited islands near where the Gulf Livestock 1 cargo ship sank is urgently seeking government help as cash for its air scouts runs dry.

The ship disappeared below rough waves, forcing the ship's 43 crew into life rafts.

In the hours and days following the sinking, Japan's Coast Guard (JCG) rescued three survivors; one would tragically die.

However, a privately funded search operation, led by family and friends of Mr Mainprize, claims to have found signs of life on the Tokara Islands - a chain of 12 small islands off Japan's coast.

Of the 12 islands, only seven are inhabited with an estimated population ranging from 40 to a total of 600 people across the entire archipelago.

"We have been privately funding a search and rescue for two and a half weeks and we have narrowed it down into an area," Harry Morrison, a search spokesman and close friend of Mr Mainprize, told nine.com.au.

"We're finding a lot of debris form the boat, we've found two dead cattle on an island.

"We've found parts of a life raft, we've found life rings, we've found life jackets."

Photos taken from the air search show debris from the cargo ship, life rafts and life jackets on the shorelines.

The search group has spent $50,000 of donated money on the fixed-wing flights and $75,000 on the helicopter flyover.

The expenses have dwindled their more than $116,000 in funds raised to just $4000.

With another typhoon forecast, the group has been given tomorrow and Saturday as crucial search days to revisit the islands.

Yet, tragically they don't have the cash to undertake the new searches.

Mr Morrison said the next proposed search had hoped to take in the Amami Islands.

"There's one island basically we have found the roof of a life raft on an island and it looks to be that plastic covering of the life raft was taken off," he said.

"When we found this life raft, we contacted JCG and told them and got no response for them.

"Communication with the Japanese Coast Guard has been very limited."

Mr Morrison said the JCG "didn't say yes but they didn't say no" when the group asked if they could search parts of the islands.

By September 10, the dedicated search had been called off with the JCG continuing to search for survivors, but only as part of its regular patrols.

The strength of Typhoon Maysak and a second typhoon had hampered the search effort.

The Australian and New Zealand governments have both offered assistance to Japan in the search, however Japan is yet to accept the offer.

Another large scale search for survivors is being conducted from California and on the shorelines of Japan.

"I was contacted to assist with the hope of SAR on behalf of a (Australian) family member and we decided to work as a collaborative effort on behalf of all the families," Shawn Alladio, President of International Rescue Instructors Association, told nine.com.au.

Ms Alladio said the main aim of the search is to support the families remotely and provide search and rescue expertise through her company's bases in Japan and Taiwan.

"We are using EOS satellite imagery. Nobody has travelled to Japan because of COVID quarantines. So, this is all done through public assistance and our companies or others friends in the respective countries," she said.

"Our company in Taiwan has been conducted searches for debris along their shores in the field."

The benefits of these tours extend beyond skipping queues and crowded check-ins at the airport to also ensure that every single step you take on your holiday has been accounted for to be as safe as possible.

Air Charter Service, the worlds largest global aircraft charter broker, has also reported a 75 percent increase in inquiries this May and June as compared to last year, citing that those who usually travel first class commercially have now made the leap to private jet travel for a peace of mind, especially its older clients.

This extreme privacy doesnt end in the air. VistaJet has partnered with a network of world-leading travel experts and properties to facilitate point-to-point journeys for its members. Theres a vineyard tour for that too, where youll cycle through beautiful France with Dean Stott former special forces operator and holder of two world cycling records who will (thankfully) also stop for wine tasting along the way.

As you can imagine, the possibilities are endless even during times like these. Understandably, many are still not keen to venture beyond home turf, so planners like US-based TCS World Travel have itineraries focused on regional excursions with private experiences, so youll avoid crowds as much as possible. Similarly, OneFineStay has also announced that its top destination is now Los Angeles, compared to last years Paris and Milan. The private rental service gives the affluent an opportunity to book entire premises to avoid potential CoViD-19 contact, with services like private chefs and nannies who have been trained for safety protocols.

Air Charter Service hasnt put together actual packages, but offers a series of destinations that can only be accessed by private jet think Necker Island, Richard Bransons private island retreat in the British Virgin Islands, and Calivigny, an 80-acre private island in Grenada. Wed gladly be marooned on any one of those, to be honest.

Business travellers might lead the recovery of post-coronavirus travel, but we all know that traffic wont be back to 2019 levels until at least 2023. Still, its a sign of the times. Humans were programmed to explore, only now they have a responsibility to do so safely. At least we wont have to turn to months-long expeditions on board ships for that.

Cayman Islands Removed from the EU Blacklist | Weil, Gotshal & Manges LLP – JD Supra

The EU has yesterday removed the Cayman Islands from its list of non-cooperative jurisdictions for tax purposes (the EU blacklist).

Cayman was put on the EU blacklist in February this year (please see here and here) and its removal from the list yesterday will be a relief to many who have entities, arrangements and/or investments involving the Cayman Islands and who have been waiting for the outcome of todays review meeting.

Other changes to the EUs blacklist announced yesterday include Anguilla and Barbados having been added to the blacklist.

The EU blacklist is next due for review and possible change in February 2021.

The removal of the Cayman Islands from the EU blacklist will be welcomed by private fund sponsors who often structure their investment funds using Cayman Islands entities, passive investors who invest in such funds or who otherwise make investments through Cayman Island vehicles and by active businesses for whom the Cayman Islands features in their corporate structures.

Since February a minority of taxpayers, for example those under contractual obligations to avoid EU blacklist jurisdictions, have undertaken restructurings or redomiciliations for existing Cayman structures, or have opted for alternative holding jurisdictions over the Cayman Islands for new structures. Most private fund sponsors, investors and businesses with existing structures involving the Cayman Islands have however opted to take more of a wait and see, optimistic approach particularly given hopes that the Cayman Islands would take the necessary steps to be de-listed following the October 6, 2020 scheduled review meeting.

Key considerations in relation to yesterdays announcement include the following:

Yesterdays development will be a relief for the Cayman Islands and for those who invest in or through Cayman entities or structures. However it remains to be seen whether there are any residual effects, for example whether private fund sponsors and investors now take a more searching look at structuring new investments through Cayman going forward given its historic EU blacklist association. Alternatively, the successful steps taken by the Cayman Islands to improve its tax policy framework resulting in its being removed from the EU blacklist may be perceived by many as reinforcing the choice of the Cayman Islands for their structures and arrangements. In all cases this should be carefully weighed up taking into account all relevant factors and with input from tax and other advisors.

These New Luxury Blimps Hope to Become the Superyachts of the Skies – Robb Report

Less than a century ago, the airship was the symbol of elegant travel, gliding silently across the skies. The explosion of the Hindenburg changed the fate of airships in an instant, giving them the reputation of floating bombs.

A number of companies in the U.S. and Europe are trying to stage a comeback for these floating giants, marketing them not only as an antidote to loud, emissions-spewing jets, but also as a much more civilized way to travel.

The Airship 2.0 is certainly a different beast from the zeppelin of 100 years ago. The latest generation relies on non-combustible helium, and bulletproof materials that like vectran, mylar and kevlar to make the balloon both lightweight and durable.

Companies like Flying Whale in France and U.S.-based Skunk Works, the research arm of Lockheed Martin, are designing airships to carry cargo and medical supplies to remote locations around the world. Skunk Works says its airships could be used as passenger carriers if buyers want to modify them after purchasing the design.

California-based Aeroscraft has a 220-ft. airship in production that uses solar power for propulsion. The company says it can be used for jaunts, such as trips between Hawaiian islands. Aeroscraft forecasts that it will be another three to five years before its airship receives FAA certification for passenger travel.

The company has also been working on concepts like the Neona, a futuristic, donut-shaped flying saucer. More UFO than floating superyacht, the company did not give a timeline for when Neona might go into production.

A U.K. company is leading the charge for creating airships that will undertake passenger journeys, much like a cruise ship or yacht. Hybrid Air Vehicles said its floating goliaths will offer private passenger travel beginning in 2024. These full-featured airships will have lounges, master suites, offices and spas. The company says it will also offer sushi counters or in-room refrigerators for long-distance cruises.

HAV has launched a full-scale prototype of its Airlander 10 and has a much larger airship, the Airlander 60, for transporting cargo.The Airlander 10 has a base price of $50 million, while models with full specs cost an additional $10 to $20 million. The company says it has 15 letters of intent for the airships, though it has yet to sign any private individuals. Luxury travel groups plan to use them for safaris, hopping from one camp to the next, or another operator wants to fly the airships from Svalbard, Norway, and land near the North Pole.

Sinceairshipsdont need runways, they are perfect for out-of-the-way destinations or hopping between private islands. These levitating leviathans can reach 300 feet in length, with cabin space of about 150 feet. Theyre much slower than airplanes, though they still cruise at about 80 mph.

Our ability to operate without runways means that we can fly point-to-point, company spokesperson Rebecca Zeitlin told Robb Report. That means that someone with an estate outside London and a chateau in the French countryside can make a much more direct journey than London to Paris.

Turks and Caicos is open, but some resorts are closed – Travel Weekly

Several resorts that had reopened in the Turks and Caicos have had to temporarily shut their doors again due to a spike in Covid cases, according to premier Sharlene Robinson.

The destination's Providenciales Airport and private jet terminals had reopened to international travelers on July 22.

The now-closed properties include the Alexandra and Blue Haven resorts, members of the four-property Turks and Caicos Collection. Their reopening dates now are set for Oct. 15.

The Collection's Beach House resort currently is housing medical personnel and visiting government staff and has not announced a reopening date.

The fourth property, Ambergris Cay, a private island resort with its own airport, 10 beachfront suites and several three- and four-bedroom luxury villas, is fully open and operating.

Como Parrot Cay, another private island resort, has suspended all new arrivals and has not yet announced a new reopening date.

"We are taking a proactive stance, and while we have full confidence in the diligent work of the Ministry of Health, our brand requires us to go further," the resort said in a statement.

Club Med Turquoise has delayed its reopening to Oct. 24; Beaches Turks and Caicos moved its opening date to Oct. 14.

Robinson imposed new curfews through Aug. 31 from 10 p.m. to 5 a.m. on Providenciales, North Caicos and Parrot Cay, reduced to 10 the number of people who can gather in public on those three islands and set a 25-person gathering limit for Grand Turk, South Caicos, East Caicos and Middle Caicos.

But if you dont mind splurging on first or business class when booking a holiday, you might now, in a post-pandemic world, consider justifying the extra cost for the privacy, safety and flexibility that comes with booking a private jet. Particularly as big airlines like Qantas, Singapore Airlines and Lufthansa are scratching their first class offerings.

Buyouts of hotels and islands are a bastion of the new norm, but its the journey to and from the destination that guests are now focussing on, particularly if they are travelling in bubbles. Chairman and founder of SHY Aviation, Giles Vickers-Jones, says that theyve seen requests for private jets double this summer. Just because you go club class, it doesnt mean you cant afford a jet, he told Telegraph Travel.

What were finding is that people who have travelled BA business around Europe or Emirates first class are now saying that they want the security and safety that travelling by private jet affords and they want to know the aircraft were using is thoroughly cleaned, which it is.

Katie Ananina is building her citadel, and selling others on the dream.

For the past year, the Russian emigre has jumped among the U.S. cities of Miami, Houston, San Francisco and Denver, plus Puerto Rico, random islands in the Caribbean and Guadalajara, Mexico, trying to find the right location to establish a base camp. Its part of her lifestyle as well as her job.

Ananina is the founder of Plan B Passport, a business that works primarily with Bitcoiners to obtain legal residency status in their choice of six tax-haven nations. Its an offshoot of Migronis Citizenship, a resettlement business, which itself has five offices globally.

You go to the butcher that has the best meat, and farmer for the best fruits and vegetables, so do you shop for the lifestyle that you want? Ananina said, dialing in from Guadalajara in April where she was awaiting an anarcho-capitalist meetup. If it suits you better to own a passport from a tax haven, why wouldnt you do that, right?

While tax avoidance has been around since the first tax was levied, the crypto-rich empowered by a technology that pays no heed to borders and driven by an ideology critical of all centralized authorities are bringing it to the next level.

Like its larger parent company, Plan B offers information on how to legally optimize ones tax strategies by moving lives, possessions or assets to the best jurisdictions, according to its website. Ananina also hosts free 20-minute consultations and the occasional web seminar. Recently, shes been looking for ways to break into the private island real estate market, thinking the nouveau riche of the coming bull run will be able to afford such luxuries.

This open approach to tax avoidance is perfectly legal. And given that multinationals often shuffle money around to avoid paying billions in taxes, you could argue its normal these days.

A lot of people are doing it. Like, more than you would think, Ananina said.

Ronen Palan, an Israeli-born economist and Professor of International Political Economy in the Department of International Politics at the City University London who studies tax havens and offshore finance, agreed its becoming more popular among the ultra-wealthy, but said its difficult to determine exactly how many individuals are eschewing their tax burdens by moving abroad.People dont usually identify themselves as tax evaders, he said.

The actual number of people that physically relocate is a small portion of those that avoid paying taxes, Palan said over Zoom. But its common enough for there to be an established term: We call these individuals PNTs, permanently not there.

Wealthy individuals, you find they have three houses, three domiciles, to ensure they are never in one country sufficiently long to become a tax resident, he said. Theres also a growing number of people willing to drop even the pretense of a residence.

At the individual and family level, many of todays expatriates and tax arbitrageurs follow the obscure advice of the libertarian financial adviser Harry D. Schultz. He coined the term Three Flag Theory to describe a strategic approach to life and citizenship where people plant flags in different countries based on their favorable tax, regulatory and economic frameworks.

Proponents get as many passports as necessary or obtain legal permanent residence status in tax haven nations, offering them the chance to shuffle capital and business documentation around. They become citizens of the world, or perpetual travelers, to maximize their profits and minimize their obligations to the state.

You can have one foot in New York and one in the Cayman Islands and have responsibilities to no one but yourself, Palan said. While the roots to this lifestyle may be found in libertarianism Bill Maurer, director of UC Irvines Institute for Money, called it late capitalist nomadism Palan said its less complicated: Many people enjoy the benefits of states. But they dont like paying taxes.

Others have taken Schultzs theory and run with it. Frank M. Ahearn, author New York Times best-seller How to Disappear, translated it to six flag theory. Today, its common to see at least one flag representing an electronic haven in cyberspace, referring to a country with lenient regulations for maintaining private or corporate servers.

Considering that the theory was first circulated over 30 years ago, you would think that by now most governments would have caught up with it and closed all the loopholes that enable it, said Marc Gras, managing director of Far Horizon Capital, a company that works with businesses to relocate. They have not.

While western nations continue to fail to close the gaps, poorer countries, primarily in the global south, but also wealthy nations like Monaco are attracting high-net-worth individuals with simplified immigration policies and lenient definitions of residency. The ideal haven nation will enable visa-free travel with a number of countries, and have limitations on taxing income earned outside their borders. Many have low, or non-existent, tax policies on wealth and capital gains.

Countries are literally competing for your wealth, Ananina said. Its why shes excited to do the work her career enables.

Ive been looking at my past and feel like my whole life has been preparing me for bitcoin, anarchy and flag theory, she said. If I cant be absolutely stateless, I will hold some papers that will help me lead the life that I want to live. I will get as many papers as I can and its going to give me more freedom, she said.

Ananina is not alone in her pro-bitcoin, anti-state and very online convictions. One of the Bitcoin networks earliest advocates, Roger Ver, is also a follower of Flag Theory and an example of living to maximize ones personal autonomy understood by having zero debts to the state.

Go where youre treated best, Ver said during a recent phone call. Ver has been a Kittician, a citizen of St. Kitts & Nevis, since 2014 after leaving the United States for good in 2006.

From the moment they tossed me in prison, I knew I was never going to live in the U.S. again, he said. (Ver was convicted in 2002 for selling explosives over eBay.) The day I was allowed to leave, I left. It took a further eight years to renounce my citizenship.

He said many of his cryptocurrency friends are citizens of the small Caribbean island nation, population 52,441. Though hes clear citizen doesnt necessarily mean his neighbors have ever stepped foot on the island. About two years ago, there were about 100 of us that met up, he said.We spent the afternoon pounding on our laptops in tropical paradise.

Ver said he gets queried on how to move abroad at least once a week. His advice? Deal with reputable agents that know the people and the process, he said. Speaking from the experience of being scammed twice for substantial sums of money, he said, unscrupulous people will try to trick you. You want feet on the ground.

A veritable cottage industry of businesses like Ananinas Plan B has sprung up to prevent situations like Vers.

These businesses work with governments citizenship by investment units, so people can pay a fee, fill out a few forms and claim their benefits. While the process varies by nation, in most cases, citizenship can be bought for six figures. Its not cheap, Ver said.

While Plan B Passport is likely the first to cater exclusively to the crypto-rich, many companies view it as a profitable new sector within the immigration industry.

Migronis has helped resettle approximately 500 people since August 2012, Martyn Kovalko, head of marketing for the firm, said over email. Of those clients, about 10% came from the crypto community before Plan B was spun out, he estimated.

Far Horizon also boasts early crypto investors, exchanges and initial coin offering (ICO) operators among their clientele, Gras said. While he declined to name names, he did confirm many have accumulated substantial amounts of cryptocurrencies.

Its not difficult to imagine a perpetual traveller holding non-state-backed currencies, or someone into crypto thinking favorably of Flag Theory.

One could say that the Flag Theory concept and bitcoin (or cryptocurrencies) were both originally based out of libertarian principles such as freedom, autonomy and a disinclination to accept authority and centralized power, Gras said.

The concepts amplify one another. Distributive tools like the internet have led to an interest in the philosophy, Gras said, adding the number of flag theorists stand at a record high.And crypto has only made it easier to escape the boundaries of the state. Moving hundreds of thousands of dollars through the banking system is bound to raise an eye, according to Ronen Palan.

There are various rules, particularly anti-money laundering rules, that have been introduced which require compliance. Essentially, banks have to know who owns the account and the source of the money, Palan said. They ask questions.

But with bitcoins radical ownership, people can move their wealth instantly without checking in with compliance officers, Ananina said. You dont have to worry about selling your assets in the U.S. or figuring out how to move them through the banking system to an offshore account, she said. You just pick up calculator, move to another country and you have your wealth with you.

While jet-setting may appeal to some, theres a certain type of Bitcoiner who prefers to stay close to home, building out local systems independent of, and adversarial to, the state.

Justine, who goes by MsHodl on Twitter, is doing that in the Sierra Nevadas, the mountain range straddling the border between California and Nevada. Shes refurbishing an old farmstead owned by her family, with help from her stepfather and mother, and the occasional electrician and plumber.

I was dreaming of a citadel before I heard the word, Justine said. Citadel is used in the Bitcoin community to refer to an idyllic version of tomorrow where individuals come together voluntarily to work and live off the land. The idea is to build systems that can exist with minimal contact with governments and corporations. When discussing the practicality of building a citadel on an unimproved private island, Katie Ananina said, Were anarchists, we do not care about running water.

Citadels are both the antithesis and corollary of the concept of the digital nomad that the larger tech sector has embraced. Bitcoiners build citadels to shield their vast troves of wealth from governmental overreach and the hordes of no-coiners but they are also purposefully situated somewhere specific, somewhere worth defending.

While Justine agrees with people who flee the state to avoid their taxes, she said financial autonomy is just one aspect of self-sovereignty. To become truly independent, sometimes it means settling down and building. Ultimate freedom comes with a lot of responsibility, and taking ownership, she said.

On the ground, many businesses are open with capacity restrictions: restaurants, for instance, can only operate at 50 percent capacity.

The picturesque Balkan country of Montenegro has just added the United States to its list of approved countries from which tourists can visit. U.S. travelers will need to present either "a negative PCR test result for a new coronavirus (SARS-CoV-2) or a positive result of an antibody to a new coronavirus (SARS-CoV-2) class IgG obtained by ELISA serological test," per the Institute of Public Health of Montenegro. There are no published specifications as to when the tests need to have been administered, but we recommend checking with the U.S. Embassy in the country before booking any flights.

And yet another Balkan country makes this list. North Macedoniafamous for its sculpture-filled capital, Skopjeis welcoming Americans with hardly any restrictions. Travelers from the United States must simply have their temperature taken when they arrive at the airport. If they have a fever, they will receive further evaluation from medical professionals. Rwanda, one of the few countries where you can see mountain gorillas in the wild, has opened its borders to Americans, but it has a rigorous testing protocol in place. Americans must arrive with a negative COVID-19 PCR test taken within the last five days, but they'll also have to undergo additional PCR testing upon arrival in the country, followed by a 24-hour quarantine in a specially designated transit hotelall on the traveler's dime.

One of the least-visited Caribbean nations, Saint Vincent and the Grenadines is a group of 32 islands, of which only nine are inhabited. Americans are welcome to visit them all, as long as they arrive with a negative COVID-19 PCR test taken within five days of arrival or are willing to take a test locally and quarantine while awaiting the results. There's a notable exception, however: guests traveling to resorts or hotels on their own private island can arrive with a negative antibody test taken within five days of arrival.

Serbia is known for its thriving capital Belgrade, quaint historic towns, spectacular landscapes, and wine. The country has no restrictions on Americans coming from the United States, but Americans who are traveling to Serbia via North Macedonia, Croatia, Bulgaria, or Romania must present a negative COVID-19 PCR test taken within the last 48 hours upon arrival. Once in the country, face masks are required in all indoor spaces, as well as outdoor areas where social distancing isn't possible.

Between Mt. Kilimanjaro, the Serengeti, and Zanzibar, Tanzania has some of the biggest tourism draws in East Africa. Luckily for Americans, the country is open to visitors right now. Per the U.S. Embassy in Tanzania, "All travelers whether foreigners or returning residents whose countries or airlines require them to provide negative testing for COVID-19 as a condition for traveling will be required to present a certificate on arrival." It's a little unclear what that statement means for Americans, specifically, so it's best to contact the Embassy directly before booking a trip.

Whether you're looking to explore the city streets of Istanbul or the landscapes of Cappadocia, Turkey is waiting with open arms. Foreign tourists, including Americans, don't need to show any test results, but upon arrival in Turkey, they'll be checked for COVID-19 symptoms. If they show any signs of illness, they may undergo a thorough medical evaluation. While there is a curfew in place for residents, visitors are not subject to it.

Jeju Island has taken strong measures to prevent the spread of COVID-19, realizing early on the importance of strengthening its contact tracing capabilities while ensuring the privacy of its residents and visitors. Jeju Island collaborated with ICONLOOP to develop this first-of-its-kind system. Starting this week, Jeju Island will experience it firsthand.

This cooperation with Jeju Island is opening new possibilities for real-life application of blockchain DID authentication in the post-COVID-19 era, said Jong-hyup, Kim, CEO of ICONLOOP. The contact tracing system is serviced through ICONLOOPs DID authentication mobile app service called Zzeung, which protects the privacy of all users. Zzeung was designated as an innovative financial service (MyID) by Koreas Financial Services Commission in recognition of its high convenience and security.

Heres how it works: When visitors arrive on Jeju Island, they are required to download the Zzeung mobile app and verify their identity using a Korean telecom service. In the background, a verifiable credential is issued via a public blockchain network to guarantee that there is no forgery or tampering of any information. Then, visitors are required to set up fingerprint authentication or a PIN code, issuing a separate verifiable credential via a private blockchain network. Both verifiable credentials are safely stored on the visitors mobile device. When visitors check into tourist attractions using QR codes, only the verifiable credential tied to fingerprint or PIN (which contains no personal information) is transmitted for record-keeping on a highly secure private blockchain network. Each visitors personal identifying information and records of where they visit are separated to ensure personal privacy. In an event a COVID-19 case is discovered, a rapid epidemiological investigation and tracing can be conducted by the Jejus crisis response team.

A key feature of the app is user convenience. Scanning a QR code is a familiar, fast check-in process for many people, especially in South Korea, and is cost-effective for business owners. Business owners do not need to collect and handle any personal information, which also frees them from any legal risk.

ICONLOOP and Jeju Island recently began a pilot program for provincial government offices. On August 24, the operation will expand to include more than 50 private businesses. Beginning in September, this new contact tracing system will be officially operated to private businesses in the 8 districts of Jeju Island.

A bridesmaid at Princess Diana's wedding to Prince Charles was a guest on Jeffrey Epstein's island and twice flew in one of his jets.

Great-granddaughter of Sir Winston Churchill, Clemmie Hambro, has revealed she flew on the billionaire paedophile's Gulfstream jet after visits to his ranch in New Mexico and private island Little St James.

The now 44-year-old was just 23 at the time of the trips in 1999 and an employee at Christie's auction house in New York.

The ranch visit was for work to help the former Wall Street financier select some art, and the other was via personal invitation, she said in a statement for ongoing court proceedings.

Epstein - who took his own life prior to standing trial last August - would allegedly fly his abuse victims into Little St James, in the US Virgin Islands, and was with Miss Hambro on both flights she took, according to records.

British socialite Ghislaine Maxwell, 58 - accused of acting as Epstein's madam, and who is in prison in New York awaiting trial next July - was also present for one trip.

Now a writer and mum-of-four, Miss Hambro's details were also listed in the tycoon's 'little black book' of contacts.

Unearthed by the Daily Mail, the flight logs show, alongside Epstein and Maxwell, she flew from Santa Fe - where the billionaire's Zorro Ranch is located - to Teterboro, New York, on February 21, 1999.

Exactly a month later on March 21, Miss Hambro flew back to the same NY airport from St Thomas, used to access Little St James.

In her statement, she said of the second trip, she "didn't really know anyone there, didn't really enjoy myself, and never went back".

"My heart breaks for all the survivors, now I know what happened on that island," she continued.

"In the course of those two trips, I was not abused, nor did I see anyone abused, or anything untoward happen, with minors or otherwise.

"I have been completely horrified about the revelations of his conduct since then. I was clearly very lucky, my heart goes out to those who were abused by him, and I trust they get the justice they so deserve."

How to Visit Someones Island in Dreams in Animal Crossing: New Horizons – How-To Geek

The promised second summer update forAnimal Crossing: New Horizonshas been released, and it restores the ability to visit another players island in your dreams. Before you can do so, though, youll need a Nintendo Online membership.

Before you launchAnimal Crossing: New Horizonson your Nintendo Switch, be sure youre connected to the internet todownload the latest software update. Youll need to be running version 1.4.0 or higher to access the new summer update content.

If youre connected to the internet before you launch the game for the first time, the launcher will automatically notify you that a new software update is available.

If you missed the automatic update notification, navigate to theAnimal Crossing: New Horizons gamelauncher on your Nintendo Switch Home screen. Press the Plus Sign (+) button on your right Joy-Con controller to open the Options menu.

Youll see Ver. 1.4.0 or higher in the top-left corner under the game title if youre updated to the latest version. If not, select Software Update, and then choose Via the Internet to download the latest update to your Nintendo Switch.

Press the A button on your controller to submit any changes. After the game updates and launches, a prompt will inform you that your save data will be updated to the latest version release.

To begin your dream-walking journey, take a nap in any bed in your house. If you dont have a bed, check your mailbox. Nintendo has sent players Lunas Bed just for accessing the update! After dozing off, youll appear in a dream realm and be greeted by Luna.

Luna grants those who share their island a Dream Address, which players can exchange and use to visit each others islands in the dream-state. Think of it as a friend codefor dreaming.

An internet connection is required and you must have a Nintendo Online membership to visit and receive visitors when accessing the new dreaming feature. Luna will remove all items from your inventory before you embark.

To invite people to your island, climb into a bed. You do this by tilting the directional analog controller next to the bed in your home. After youre in bed, select Yeah, I Want to Sleep . . . from the menu.

When you wake up, youre greeted by Luna. After a short introduction, Luna will ask if youd like to dream or share your dream.

If you want to receive visitors to your dream island, select Id Like to Share a Dream. An internet connection is required to upload the current state of your island and share it as a Dream.

Luna will give you a few warnings before you can upload your dream to the internet. First, when sharing the dream of your island, other playersincluding those you dont knowwill be able to visit a version of your island. However, they can only do so if they have your 12-digit dream address code. They can also visit your island when youre offline.

This means player-generated data about your island and its residents will be public. This data includes all of the following:

Visitors to your dream can also bring back any design on display in your Customs Designs Portal.

This is no different than inviting a friend or random players to visit your island, though. They cant make any changes to your island. However, as long as the dream address exists, anyone can visit it.

After you listen to Lunas rules and conditions, select Im Ready!

Luna will connect to the internet to save your game, and then upload the current state of your island to a dream state. A 12-digit Dream Address you can share is assigned to the uploaded dream and its also uploaded to her library. Anyone who has this 12-digit code can visit this dream state of your island.

You can talk to Luna once per day and request that she update the current state of your island to her dream library (the internet).

If youd like to visit another players dream island, asecure internet connection is required. When youre ready, repeat the steps above to locate a bed and fall asleep. Then, select I Want to Dream from Lunas list.

After the short introduction we explained above, Luna will ask if youre ready to visit another players dream island. Choose Yes, I Am! from the menu. Luna will connect to the internet to save your game, and then you must input the dream address of the island youd like to visit.

Input the 12-digit code, and then press the Plus Sign (+) button on your right Joy-Con controller to move forward.

Luna will ask you to confirm the name of the island youre visiting. If the name of the island is correct, select Yes, It Is! and Luna will connect to the internet.

When you appear on the dream island, Luna will give you a quick explanation of how things work.In dreams, nothing is permanent because nothing you do is saved, so explore to your hearts content.

When youre ready to leave, just hop back into bed and select I Want to Wake Up!

Youll wake up in your bed with your belongings returned to you.

By default, your characters dream address is set to appear on your passport and your islands map. If you dont want it displayed, you must ask Luna to change the settings.

To do so, hop into your bed to enter the dream state, and then select Yeah, I Want to Sleep.

When Luna appears, select About the Dream I Shared, and then choose Adjust Dream Address Privacy. You can also delete a dream address by selecting Delete the Dream.

Luna will present the option to change your dream address to private. Select Yes. Make It Private from her menu to do so. Shell confirm shes set your dream address to private. Press B on your right Joy-Con to exit the dream state.

You can confirm these changes once youre outside of Lunas dream realm. To confirm these changes, press the ZL shoulder-button on your left Joy-Con controller to bring up your Nook Phone menu.

Select Passport and take a look at your islands Map to make sure the dream address was removed. The image below shows what a passport looks like when the dream settings are public.

There doesnt appear to be any way to visit another island without a dream address (sorryAnimal Crossing: New Leaf fans!). With this new addition to the game, though, players can create a dream island to share creative and awe-inspiring designs and layouts with visitors.

Dreaming can be a fun way to visit a friends island and get some inspiration without arranging a Dodo Airlines visit (which also requires your friend to be online).

Resorts reopen in Maldives as travel restrictions lift – Breaking Travel News

Following the reopening of Maldivian borders to international visitors on July 15th, Maldives Marketing & PR Corporation has announced that 146 of its 156 resorts in operation will reopen to guests by the end of October.

Each will be expected to follow health and safety measures set out by the ministry of tourism.

A total of 43 resorts have already opened in the Maldives to date.

In August, a further 28 resorts will open their doors to the public, including Joali Maldives, all four properties in Coco Collection and Centaras Maldivian portfolio of resorts.

An additional 46 resorts will open in October, including Outrigger Konotta Maldives Resort, Reethi Faru Resort and Niyama Private Islands Maldives.

This will mean 94 per cent of resorts in the Maldives will be open for business ahead of the key winter sun travel months when many UK holidaymakers traditionally escape to warmer climates.

In line with the comprehensive Covid-19 safe tourism guidelines and hygiene certification programme issued by the Maldivian ministry of tourism in June, all 156 resorts situated in the island nation will be required to take protective measures, ensuring the safety of tourists and also staff working in the industry.

Speaking about the reopening of resorts in the Maldives, Thoyyib Mohamed, managing director of Maldives Marketing & PR Corporation (MMPRC), said: Following the issue of detailed Covid-19 safe tourism guidelines and the reopening of our international borders on July 15th, the Maldives is now fully prepared to welcome back tourists to our island nation, with safety being the destinations top priority.

Over 40 resorts in the Maldives are already open to guests and a further 103 will reopen before the month of November, so we look forward to welcoming back UK holidaymakers to our beautiful islands.
