What Is RPA in Government and How You Can Implement It Today? – FedTech Magazine

What Is Robotic Process Automation?

RPA is commercial automation software that mimics the way a human would complete a task, notes Maureen Fleming, program vice president for integration and process automation at IDC. Each task is broken down into the steps required to perform the work manually, she says. Then different types of automation techniques are applied to each step and chained together into a flow. On playback, each step emulates the human step until the task is completed.

Sometimes, not every task can be automated, Fleming says. In that instance, the RPA software runs the automation but pauses for human feedback, then continues running, she adds

Robert Zebroski, program manager for RPA in the Defense Logistics Agencys Information Operations department, says that because RPA software mimics human actions to accomplish computer-based activities, it enables employees to spend more time on higher-value tasks.

DLA, which provides logistical support to the military, uses RPA to more efficiently respond to Freedom of Information Act requests, in finance and other aspects of its operations.

At DLA, we define it as an important technology that automates manual, repetitive tasks, returning valuable time to our knowledge workers while speeding up supply chain management practices and furthering our culture of innovation, he says.

There are several foundational technology elements needed to make RPA run efficiently and effectively.

Most organizations adopt commercial RPA platforms for task automation, Fleming says. Before the advent of RPA, when a task needed to be automated, software developers would have had to custom-code the automation or build embedded macros in things like Microsoft Word or Excel, Fleming says.

RPA generates the automation in a builder, or studio environment, then initiates the automation through a variety of mechanisms that move the code to a software robot, where it performs the task, she says. In essence, the code is built in the platform studio. In production, that code is called up and interpreted and run by a software robot.

Robotic desktop automation is software that can run on an end users computer, Fleming says. Notably, all RPA platforms run in a data center environment, and some RPA platforms run in a public cloud, Fleming says. These cloud-based RPA tools are increasingly packaged as a service, and RPA vendors operate commercial Software as a Service services for RPA. Other vendors provide a hosted private cloud model.

Automation Anywhere can extend to a hybrid configuration that centrally manages software robots. Those robots can run in the cloud, as agents on end-user computers, and on servers running in enterprise data centers, Fleming says.

DLA is using RPA technology to more efficiently respond to Freedom of Information Act requests.

This model allows agencies to gain benefits from a SaaS operating model while also running some of the software robots privately in the data center, Fleming says. That offers a balance of doing work that is confidential and protected by nature while also running other robots securely in the cloud, she says, adding that IDC expects to see more vendors move to this type of model.

GSA CFO Gerard Badorrek says there is a relatively low barrier to entry for adopting RPA, and that agencies can get started with an RPA pilot by simply installing RPA software on their desktops or in a virtual environment.

The technology is relatively easy to learn, and the coding is intuitive. It is fairly easy to build a few automation pilots that demonstrate the potential of RPA, he says.

However, to build a robust program, Badorrek says agencies need to fit RPA within their existing technology infrastructure and requirements, which requires partnering with the IT organization and other relevant stakeholders to ensure the software is approved, ensure the authority to operate is achieved, obtain necessary approvals for individual automations (security, privacy and credentialing) and deploy an enterprise RPA platform.

At DLA, the agencys initiative to modernize and centralize its applications and platforms allowed it to implement and grow its RPA program successfully, Zebroski says.

As most of our agency applications were accessible via web portals, intranet or internet, it helped make our RPA journey a lot more efficient and smoother, he says. Accessing those applications in the same method as a DLA user would, which we were able to do for the DLA RPA bots by creating them as a non-person entity, was one of the key drivers for our success.

Zebroski says that achieving this would not have been possible without a solid security component such as a hardware security module. As the DLAs bots needed to navigate the government landscapes and applications, which use certificate-based authentication, an HSM allowed us to securely store the required private keys for our bot software certificates, which were then used to navigate our applications.

The DLA has also focused on scaling efficiently and in a cost-effective manner, which has been possible due to DLAs pursuit of a cloud-based deployment.

The use cases for government parallel use cases in business, Fleming notes.

Those use cases include automated Excel-based consolidations, websites to capture changes to data, automated address changes across all government systems requiring the new address, automated filling out of forms and applications, registration processing, claims processing, preparing data, automated ordering, order processing and performing financial validations.

All of those RPA uses speed up work and reduce errors, according to Fleming.

Task automation projects typically center on benefits that speed up process cycle times by performing more work faster. They reduce errors by replacing manual data entry, they avoid the need for new hires and they stand in when volumes are irregular for example, in spikey periods tied to different time periods, Fleming says.

In business, the holiday shopping season causes spikes in activity. For government, the same can be said for tax season for the IRS, or the decennial count for the Census Bureau.

With RPA, you dont have to hire as many people during the seasonal peaks, Fleming says. So, you get quality, speed, lower seasonal labor costs, more frequent validation work that was previously ignored because of labor costs, etc.?

GSA has incorporated RPA into critical finance, human resources, IT, procurement and administrative processes, according to Badorrek, and has 58 automations deployed that create over 150,000 hours of annualized workforce capacity. GSA has a pipeline of 25 automations in development that are aimed at solving agencywide business challenges in both administrative and mission organizations, Badorrek says.

GSA is using RPA to increase the accuracy and quality of businesses processes, as well as compliance and throughput, according to Badorrek. For example, he says, one of GSAs automations reduced the time it takes to manually make structured contract modifications from one hour to only six minutes, with the added benefit of zero typographical errors and a complete audit trail of the changes.

The contract specialists are now freed up to perform more higher-level analytical work, Badorrek adds.

At DLA, the agency has saved more than 200,000 labor hours with the 82 RPA bots it has launched in the past year, DLA CIO George Duchak told FedScoop in late May. DLA had initially estimated that RPA would save 50,000 labor hours.

Zebroski says DLA uses automations in different areas across the enterprise, with a significant and growing operational impact.

For example, DLA automates processing of FOIA requests daily to gather solicitation bids from records management and redact sensitive information prior to response by FOIA officers.

In terms of inventory management, the DLA is operating five automations to assist resolution specialists with creation of causative worksheets for transactional reconciliation between the SAP configuration of electronic bank statements and the Distribution Standard System.

In the area of finance, DLA currently employs 13 automations to help with audit readiness and evidential matter, and five automations to assist support agreement managers with managing general terms and conditions and the Treasury Departments G-Invoicing.

RPA also helps the DLA be audit-ready by reducing errors and maintaining measurable, documented processes, Zebroski says.

NEW DELHI :With the coronavirus pandemic prompting people to stay indoors, the need for automation in enterprises has grown substantially. While traditional use cases, such as banking, still remain, companies in the government, healthcare, education and MSME (micro, small and medium enterprises) sectors are seeing faster adoption of automation to stay afloat, said Manish Bharti, president, India and South Asia, UiPath, a robotic process automation platform. Edited excerpts from an interview:

How have enterprises used automation to pivot during the current challenges?

While enterprises have long dealt with strategic risk management and business continuity planning, very few anticipated or planned for the difficulties that an event like a pandemic creates. Given the steep rise in covid-19 casesand the lockdown, managing the sheer load of work and processing the same became crucial pain points. By using Robotic Process Automation (RPA), companies and the government are solving these challenges by bringing agility to their operations.

Additionally, as remote working protocols continue to be a dominant trend and social distancing norms push companies towards automation, it has given relief to their overburdened teams. Many are now assessing the power of cognitive RPA in managing work.

The pandemic has also disrupted or stressed global supply chains. It is expected that this will compel business leaders in retail, manufacturing and other conventional industries to start exploring technology.

How has the surge affected costs? Which sectors are seeing faster adoption?

In the scenario of covid-19, the common thread across organizations is to save costs, do more with less, and be conservative, wherever possible. However, the awareness and interest around automation has increased manifold.

Organizations are fast beginning to realize that automation is the way ahead. Depending on the size of the companies, different models have emerged. Smaller companies prefer a moratorium or deferred payment, larger organizations that have already invested in automation are expanding their usage of bots prudently, and other organizations prefer a pay-as-you-use cloud model.

While automation has always seen momentum in verticals, such as BFSI (banking, financial services and insurance), manufacturing, retail, telecom and media, now governments, healthcare, education and MSMEs are turning their focus to it in a big way.

Is the existing workforce ready for the increased use of automation?

Even in a pre-covid world, Indian talent was extremely well placed to capitalize on the fast-growing RPA industry. Currently, there are more than 42,000 HIA (hyper intelligent automation) developers in India with Bengaluru (35%) and Delhi (18%) being the central hubs, according to the study by Zinnov. And, as multiple sectors will adopt RPA, there will be a huge demand for talent in technical roles, including for automation developers and architects, domain process roles like automation analysts, test engineers, support analysts and data analysts, and management roles such as head of automation and CoE (centre of excellence) head. This will create a need for people to also upskill.

Existing office workers, they will definitely face a change in the way they function.

Todos Medical Expands Extraction Reagent and ANDiS 350 Extraction Automation Capacity to Support COVID-19 Testing in the USA – BioSpace

REHOVOT, Israel, NEW YORK, NYand Shanghai, China, July 10, 2020 (GLOBE NEWSWIRE) -- via NEWMEDIAWIRE --Todos Medical Ltd.(OTCQB: TOMDF), anin vitrodiagnostics company focused on the distribution of a comprehensive suite of solutions for the screening and diagnosis of COVID-19 and the development of blood tests for the early detection of cancer and Alzheimers disease, today announced that it has expanded its agreement with 3D Medicines Corporation for COVID-19 testing products.

Under the terms of the newly signed Medical Device Contract Manufacturing Agreement, Todos has been granted the exclusive right to seek out US Food & Drug Administration (FDA) Emergency Use Authorization (EUA) for 3D Meds SARS-CoV-19 and, as well as exclusive branding and distribution rights to 3D Meds qPCR test kits in the United States. 3D Med recently completed an expansion of its extraction reagent manufacturing capacity, by adding 1,000,000 extraction reagent production per week (~140,000 per day) that can be used towards deployment in the US.

The current daily testing volume in the United States is approximately 550,000 tests/day. The full deployment of 3D Meds additional extraction capacity would allow for an increase of approximately 25% in total US testing capacity per day. Todos has completed validation of 3D Meds qPCR kits and pre-loaded extraction reagents and automated machines at its partner CLIA/CAP certified lab Provista Diagnostics, Inc. in Alpharetta, GA.

Additionally, 3D Med has successfully validated pool testing at a ratio of 10:1, and Todos intends to complete pool testing validation here in the United States in the next several weeks so that it can seek US FDA EUA over the summer of 2020 and be ready to deploy pool testing broadly for Back to School and Return to Work testing, which Todos expects to ramp up significantly in the second half of Q3/2020. Pool testing of 10:1 would potentially increase capacity to a maximum of 1,400,000 tests per day.

July 9, 2020 Metrics are a new frontier for automating certain cybersecurity measurements, according to Mariam Baksh, a staff correspondent at Nextgov.

In a Thursday Nextgov webinar, moderated by Baksh, panelists discussed the benefits of utilizing automation to gather data for more informed metrics, in order to ultimately solve pressing cybersecurity issues in both the federal and private sector.

Its important to remember when we say metrics, we just mean measurements, said Brandon Valeriano, senior advisor of the Cyberspace Solarium Commission.

Automation and metrics are currently being utilized by the Continuous Diagnostics and Mitigation Program, a leading effort to reduce cyber risk and provide asset visibility to the federal government.

By distributing automated tools to federal agencies, their ability to monitor and manage the threat of cyber vulnerabilities is strengthened.

The goal of CDM is to improve the federal governments respective security posture, said program manager Kevin Cox.

Agencies are not aware of their attack surface, Cox said, referring to all of the places an advisory is able to exploit a network.

When the CDM program was utilized, researchers found that agencies have 75 percent more assets than they were manually reported, Cox said.

The objectives of the program are to reduce agencies threat surface, increase visibility into the federal cybersecurity posture and improve federal cybersecurity response capabilities.

Valeriano, who Baksh mentioned had more experience in the private sector than his fellow panelists, spoke of utilizing metrics and automation to solve an alternative problem.

Were generally collecting data on security risks for no real purpose of analysis, Valeriano said. We only know about what were already looking for.

Valeriano called for utilizing metrics to develop a better situational hyper-awareness, so eventually attacks could be predicted and mitigated.

Other panelists reported that they are not doing the type of work that Valeriano described, revealing a division in development between segments of the private and public sector.

Automation is the way to go, said Vijay DSouza, director of the information technology and cybersecurity team at the Government Accountability Office. The more tools you have to handle the vast amounts of data were dealing with the better.

However, automation may not catch major threats, such as attackers going for harder to exploit targets, DSouza said.

To solve this, a marriage of artificial intelligence and human intelligence is ideal, he said.

Intel’s automated inventory planning: How it swapped ‘rule-of-thumb’ for algorithms – Supply Chain Dive

The paper defines the savings as the "first-year reduction in inventory carrying cost."

The "multiechelon inventory optimization" model turned an inventory management process that previously relied on "rule-of-thumb heuristics and spreadsheets" into one where planners accept an algorithm's automatically generated inventory targets 99.5% of the time, the researchers said.

As the researchers point out, the importance of getting inventory levels right was something Intel, a company that has been manufacturing for decades, understood quite well.

"Since Intels first device rolled off the manufacturing line, holding too much inventory has wasted capacity and holding too little has risked revenue," the researchers wrote. The effort got some push back in the early days with comments suggesting it wouldn't work or the current method was functioning fine. But when a former factory manager was appointed as the VP of supply chain, "he felt there must be a better and more scientific way to set inventory targets than just planner rule-of-thumb estimates applied across all products," the paper reads.

The automation of the process has allowed planners to focus on more complicated inventory issues within the company, the paper said.

"All facets of calculating the inventory targets (e.g., processing data inputs, calculating targets, publishing summary statistics) were automated, freeing planners to handle only the exceptions the truly problematic SKUs on allocation or newly launched in uncertain markets," the researchers wrote.

Intel began piloting the new inventory model in 2005 with its boxed CPU channel, which sells microprocessors in retail-branded boxes through distributors and local computer manufacturers. It resulted in an 11% reduction in inventory investment while total demand was satisfied on time more than 90% of the time, the paper said.

But in the pilot, workers would still manually override the algorithm about 50% of the time. The researchers tweaked the algorithm to improve its fit before rolling it out more widely across the company.

The pilot only ran on some of the SKUs within the boxed CPU business, which provided the researchers with a control. The new method satisfied demand on time at a higher level than the old method while keeping lower inventory levels. Notably, the SKUs using the new model also "avoided the wild fluctuations in inventory that the control group experienced during the turbulent markets of the Great Recession," the paper said.

In 2011, Intel began rolling out the model to its vendor-managed inventory, which was a year-long effort.

As for forecasting the demand for new products, Intel began mapping products to tie current items to its most-similar predecessor. The company relied on a number of variables to make the comparison including price, division code, market segment and microprocessor brand. The company only uses a product's data to forecast demand if it has 22 weeks of demand data. If it doesn't, then it forecasts the demand using historical data from other products.

Planners were able to override the algorithm's suggestions throughout the pilot, but the frequency of this trended down throughout the project as the model improved.
