How to rethink therapy to address Black trauma in the wake of Covid-19 – The Philadelphia Citizen

In a moment where many Americans are celebrating independence, our nation remains tethered to a rapidly growing pandemic that shows no signs of abating.

Over the last week, the United States consistently set daily records for the number of coronavirus cases. The federal government claims this is because we are testing more. They continue to equivocate about the importance of wearing masks. And the White Houses next strategy is to tell us to learn to live with the deadly virus in our midst. Either they are crazy; or we are.

The discourse on disparities in health care has become a feature of our understanding of the many ways that the coronavirus and Covid-19 continue to impact our communities. Now, as the numbers continue to spike, mental health professionals are sounding an alarm. The pandemic will produce mental health aftershocks that will result in increased cases of anxiety, depression and possibly suicide.

And much like underlying health conditions and Covid-19 mortality rates, these mental health aftershocks will have a disparate impact on the Black community.

In 1851, Dr. Samuel Cartwright argued that enslaved Black people who fled their oppressive conditions suffered from drapetomaniafrom the Greek terms drapetes (runaway slave) and mania (madness). Based upon this racist pseudo-scientific logic, Frederick Douglass, Harriet Tubman, Harriet Jacobs and Kunta Kinte were all drapetomaniacs.

Given the ongoing protests for Black liberation in the streets of America, maybe there are more drapetomaniacs in this nation than there ever have been. Count me in their number.

The Black communitys skepticism of mental health care is informed by the racialized history of American medicine, but it has deleterious consequences for Black Americans who are afflicted with mental health challenges.

You simply cannot be healthy if you are not mentally healthy, Dr. Eunice Peterson, a board-certified psychiatrist, tells me. The Black American community has a collective consciousness of the institutional racism and discrimination that exists in our countrys health care system because institutions and individuals continue to contribute to the databank.

Like many other mental health professionals of color, Peterson points to the Tuskegee experiment, female sterilization initiatives, and the harvesting of Henrietta Lacks DNA as notorious examples of how racism infects the interface between Black folks and mental health care.

Dr. Mohammadreza Hojat, a psychologist and researcher at Thomas Jefferson University, argues that there are many hurdles that will impact how the mental health aftershocks from Covid-19 will be addressed overall, but particularly for the African American community.

Disbelief in the mental health care system is first among them, he says. Other hurdles include the full range of challenges that Black people regularly face in order to access health careaffordability, proximity and/or transportation and the cultural competence of mental health care providers.

Dr. Hojats recent Inquirer op-ed warns that there will be a drastic uptick in the demand for mental health care. Loneliness, social distancing, the un-mourned loss of life, joblessness, and various issues related to Covid-19 will produce more cases of anxiety, depression and other mental maladies.

But these concerns are only compounding mental health issues that have long existed among Black Americans in large urban centers like Philadelphia, where pockets of concentrated poverty, under-resourced schools, over-policing and the erosion of residential infrastructure cultivate fertile grounds for neighborhood violence. This violence leads to what Drexel Universitys Healing Hurt People refers to as sustained traumatic stress reactionsthere is no post for Black communities.

The Black communitys skepticism of mental health care is informed by the racialized history of American medicine, but it has deleterious consequences for Black Americans who are afflicted with mental health challenges.

Jamal Ford, a youth resources coordinator for the PA CARE Partnership is deeply concerned about how Black mental health aftershocks from the Covid-19 quake will continue to disparately impact an already vulnerable community. In the wake of this pandemic, when reporting structures are back to normal, you will see a rise in reported suicide attempts, child abuse and mental illness diagnoses, Ford says.

There may not be a return to normal at all, much less in the reporting structures for mental health concerns. But in order to address the aftershocks, the gap between the Black community and the entire mental health enterprise must be directly addressed.

Ronald Crawford, is a North Philadelphia-based therapist who uses hip-hop to treat trauma in his patients because, he says, a lot of black men express their identity through hip-hop culture. Crawford tells me that Black people will suffer in silence with mental maladies because of the stigma of seeking help and because of the long history of alienation from mental health care informed by an absence of empathy and cultural competence in the fields of counseling, therapy and overall mental health care.

According to Crawford, even when Black folks overcome the history of racism and the community-based stigma of mental health care, they may be receiving the wrong mental health treatment. Most of the people that are giving Black people therapy are giving them white-people therapy, he says.

For Crawford (and others) this means that they must radically revisit their own professional training in order to make their services relevant for their constituents. Given the fact that drapetomania was actually a mental health thing, the notion that Black therapy must specifically redress historical white supremacy and racism in mental health services resonates with the impending challenges that Black Americans will face in the mental health aftermath of Covid-19. Crawford is not alone in his assessment of the problem of or in his sense of the pathway forward.

The stigma associated with seeking mental health care in the Black community is a thorny mix of historical racism, culturally exclusive therapeutic practices and the intra-communal sense that turning to formal mental health care suggests a particular kind of vulnerability shaped by the very racism (and racist practices) that alienates would-be Black clients and clinicians alike.

One mental health professional still believes that Black folks desire mental health care despite these long standing impediments. We want the therapy; we just want to sit across from somebody who understands us, they say.

Saleemah McNeil is an experienced family therapist and the lead at the Oshun Family Center in Philadelphia, a center that takes a deliberately African-centered approach to its mental health services. The Association of Black Psychologists (ABP) has formally adopted an African-entered approach to their work as well. According to them: Black/African centered psychology recognizes: the Spirit that permeates everything that is; the notion that everything in the universe is interconnected; the value that the collective is the most salient element of existence; and the idea that communal self-knowledge is the key to mental health.

The value placed on the collective and the embrace of communal self-knowledge resonate with the culturally competent innovations needed in this moment. Black mental health care requires some sense of collectivism given the historical alienation of Black people from mainstream/traditional mental health services. And self-knowledge at the community level creates space for mental health professionals to tap into distinct experiences in order to treat mental health challenges over-indexed in the Black community. Still, McNeil is clear on the challenges ahead: As therapists we are seen as part of the racist system; and there isnt a lot of buy-in from the Black community.

McNeil argues that training in predominantly white institutions has pitfalls for Black mental health care providers who are committed to working in the Black community. The whole therapy world is a very Eurocentric world, she explains. McNeil recalls that certain ideas were repeatedly referenced in her training: Black folks are the hardest to get to therapy, the hardest to retain in therapy and the hardest to treat in therapy.

In order to make an intervention in the predominately white world of mental health and therapy, Black service providers will have to continue to explore innovative ways of addressing the mental health needs of their communities.

Mr. Crawford integrates hip-hop into his work in compelling ways that center the culture of his patients. They listen to the musictogether sometimesand Crawford challenges and encourages his clients through value clarification exercises designed to wrestle with the materialism, misogyny, violence and drug use often referenced in the music. This same kind of listening practice allows Crawford to use psycho education to directly confront the glorification of opioids and other drugs in the music and the culture.

This work also requires Crawford to mine the constructive aspects of the music and culture as well. He works with his clients to process the ways in which some contemporary artists wrestle with their own mental health, experiences in therapy and their problems with addiction in some of the most transparent music in the genre. He cites the music of J. Cole, Jay-Z, Logic, and Eminem amongst many others.

Crawfords embrace of hip-hop culture as a methodological approach for building trust with his young Black clientele is an important way of reimagining what therapy can be in the Black community. He admits that even he was wary of seeking therapy or counseling when he needed it most as a young man wrestling with trauma and addiction. His experience mirrors those of many people in the Black community who associate therapy or seeking mental health counseling with signs of personal weakness.

The violence that we experience in our communities, at the hands of law enforcement and the violence of a pandemic that disparately impacts our communities presents yet another challenge during these challenging times.

One basic intervention, McNeil says, is to make going to therapy a more conventional feature of our conversations amongst friends and family across the community. Other mental health professionals believe that certain interventions will be specifically cultural in naturelike drumming, dance, guided meditation and mindfulness practices.

MBK Cares has been hosting online Zoom sessions during quarantine that have provided mental healthcare for over a thousand peoplemostly Black men. Community Health Workers certified as peer specialists at the Center for Nonviolence and Social Justice at Drexel University use a peer-to-peer counseling model pairing young men who have survived violence-related trauma with their peers who are reeling from their experiences.

BEAM, the Black Emotional And Mental Health collective located in Los Angeles, is mission-committed to enhancing access to mental and emotional healthcare for Black people. They pursue this mission through education, training, advocacy, and the creative arts. BEAMs offerings include programs designed to reimagine Black masculinity and a communal mental health literacy event called Black Healing Remixed. Programmatic healthcare efforts like those offered by BEAM, MBK Cares and others suggest that important models for how to center Blackness in mental health care already exist.

Given the current and impending challenges for mental health professionals committed to serving the Black community, access to and affordability of care are also viable concerns for the foreseeable future.

Recently, McNeil initiated a fundraising campaign to provide free mental health care services for the Black community in Philadelphia. The response and the results of her effort have been astounding. Her initial goal was to raise $5,000 to provide free mental health resources to people of color in the Philadelphia area. To date she has raised more than $90,000 and in our interview she speaks candidly about her gratitude for the support. She is also committed to figuring out the most efficient ways to make this initiative sustainable beyond the pandemic moment.

Much like underlying health conditions and Covid-19 mortality rates, mental health aftershocks will have a disparate impact on the Black community.

This is a time where hopelessness can set in, she explains. Without a robust effort to address mental health in the Black communityin this pandemic momentthe consequences of ignoring these issues will reverberate for generations. But McNeil remains optimistic and resolute. Oshun Family Center is committed to providing a space of refuge and healing for the Black community, she says.

Mental health is a less visible but significant underlying condition in the global pandemic.

Black Americans are 20 percent more likely to experience anxiety and depression. Black people are more likely to experience PTSD.

The violence that we experience in our communities, at the hands of law enforcement and the violence of a pandemic that disparately impacts our communities presents yet another challenge during these challenging times.

If escaping brutal oppression for the allure of liberation has been our mental health legacy, then the current moment is not much different than 19th-century America. Historically we might have been able to run away from the brutal conditions of plantation life; but in order to escape the racial trauma that continues to capture our minds, we will have to slip the yoke of enduring stigmas and embrace the culturally relevant innovations in mental health care.

Some of our closest friends frequent Lake Tahoe and have said that American Century Championship celebrity golf tournament is one of the most enjoyable summer trips you can make.

This year was obviously different with the Covid-19 pandemic making sports and travel difficult.

However, they still played the tournament and it was a fun watch during a long and hot weekend.

The Arizona Cardinals were heavily represented as Larry Fitzgerald finished in 25th place, Patrick Peterson finished in 18th place and former quarterback Carson Palmer finished in 11th place in the 2020 event.

No fans on the course, but the boat parade still happened on the 17th hole, which reminds you of hole 16 at TPC Scottsdale during the Waste Management Open.

The celebrity tournament is played a bit different, as scoring is based on points one point for a par, three for a birdie, zero points for a bogey and a loss of two points for a double bogey or worse.

Former tennis pro Mardy Fish won the tournament, while former Buffalo Bills big man Kyle Williams finished in second.

Put it on the list of things you need to experience one time if youre a golf fan.

Loveland man who allegedly held 2 salesmen at gunpoint to appear in court Thursday – Loveland Reporter-Herald

The Loveland man who allegedly held two door-to-door salesmen at gunpoint in June will have his next court appearance Thursday.

Scott Gudmundsen, 65, is scheduled to appear for a disposition hearing in front of 8th Judicial District Judge Caroll Michelle Brinegar at 10:30 a.m. Thursday.

Gudmundsen is facing two counts of felony menacing, a class 5 felony; two counts of prohibited use of a firearm, a class 2 misdemeanor; two counts of false imprisonment, a class 2 misdemeanor; and one count of impersonating a police officer, a class 6 felony.

The charges stem from a June 11 incident in which Gudmundsen allegedly pointed a gun at two door-to-door roofing salesmen outside his Loveland home. According to an arrest affidavit, Gudmundsen told the two men that they were members of antifa and that he would shoot them.

At one point, Gudmundsen allegedly kneeled on the neck of one of the salesmen, who is an African American football player for Colorado State University, and jammed a gun into his back.

Gudmundsen was taken into custody at the scene by Loveland police officers and booked into the Larimer County Jail, then was released on bond. He relinquished all of his firearms and ammunition as a condition of his charges.

Gudmundsen was previously at Mountain Crest Behavioral Health Center in Fort Collins, which he was booked into shortly after the alleged assault for inpatient treatment after he was released on bond.

According to the Larimer County Jails inmate tracker, he is currently in custody in the jail. His bond was increased to $50,000 at a hearing July 9, according to online court documents, a significant increase from his original $500 bond.

Gudmundsen was arrested by Fort Collins Police Services on July 15 on charges of failure to comply, according to the jail dashboard.

The Asia-Pacific, or rather the Indo-Pacific, is worried with the Middle Kingdom that, under Ruler Xi Jinping, is increasingly turning expansionist. So much so that when the Japanese Prime Minister, Shinzo Abe, tried to resurrect his 2007 idea of a Quad or a democratic Asian security diamond, it found resonance.

The Quad, or the Quadrilateral Security Dialogue, involves besides Japan, the US, Australia and India, all of which see an increasingly economically and militarily powerful China flexing its muscle in the region and beyond. They want to keep the sea lanes from the Indian Ocean to the western Pacific free. But can the Quad form the kernel of a larger Asia-Pacific alliance like the NATO (North Atlantic Treaty Organisation)?

In 1947, in the aftermath of the Second World War, the UK and France signed a Treaty of Alliance and Mutual Assistance to ward off any attack by Germany or the Soviet Union. A year later, this alliance was opened to Benelux and it became the Brussels Treaty Organization. Soon enough, talks expanded for a military alliance that would also include North America.

Thus, the North Atlantic Treaty was signed in 1949 by Western European nations plus the US, Canada, Portugal, Italy, Norway, Denmark and Iceland.

Then, all the Western economies, except the US, were more or less in the same boat, trying to recover from the devastations of the War. Crucially, none of them looked to, leave alone being dependent on, the nation they saw as their key adversary the Soviet Union.

But fast-forward to today. Not just most of Asia even the Quad members are dependent on Chinese supply chains. This alters the equation considerably.

Though the US and Japan should be able to reduce the dependence on China in some time, it will take a while for Australia and far longer for India, which actually has the most to gain from a NATO-like alliance. The other Asian nations are more acutely dependent on Chinese trade, and will need really persuasive arguments to come on board.

If indeed the US wants to create an alliance to counter, if not take on, China, it must first work to wean away Asian nations from dependence on China by, perhaps, sharing technology, shifting its supply chains out of China to other destinations, and opening its market to other nations.

Recall that Washington had opened both the political and economic doors wide to China. The epochal visit of President Richard Nixon in 1971 opened the political door. President Bill Clinton opened the economic door wider through the US-China Relations Act of 2000. These are the two key reasons for the rise and rise of the Middle Kingdom.

And it is necessary for Japan and Australia, with their technology advantage, to aid in this initiative. India, too, must help in the areas it has an edge such as IT/ITeS. Once the economic front is secure, Asian nations may feel more confident about the alliance and its leadership.

The Quad can even consider taking over the Indo-Japanese Africa Asia Growth Corridor (AAGC). This is a multi-pronged initiative to enhance capacity and skills, infrastructure and development projects, and people-to-people partnership. It can well dovetail with a plan to wean countries, especially in Asia, away from China. It will provide a credible, and democratic, alternative to Chinas Belt and Road Initiative.

While India, Japan and Australia feel most threatened by China and will be anxious to get an alliance going, the US must make clear its plans for the region and take the lead. It, after all, remains the most powerful country in the world and none of the other Quad members has the heft to shape events in the region. The US stationing two carrier groups in South China Sea is indication that Washington is taking the Chinese threat seriously. Quad can build on that.

And, only if the Quad members act in concert and with a purpose will Beijing take them seriously. As will the Asean, which wields considerable influence in the region. The Association of South-East Asian Nations will need to be roped in if the alliance is to become a reality first, and a force multiplier subsequently, in the shape of a NATO-like body.

PARIS--Despite Ankaras attempts to portray Turkish President Recep Tayyip Erdogan as working closely on Libya with US President Donald Trump, Washington distanced itself Wednesday from Turkish military moves in the Mediterranean that are directly related to the conflict in the North African nation.

Trumps national security adviser said the US is very sympathetic to France in its dispute with Turkey over a naval standoff in the Mediterranean Sea between the two NATO allies, which was blamed by Paris on the Turkish navys aggressive behaviour.

The festering row between France and Turkey has exposed NATOs struggle to keep order among its ranks, and its diminished US leadership under Trump. It has also shown Turkey to be trying to take advantage of NATO divisions and of Washingtons mixed signals to try to impose its diktat in the Mediterranean and intensify its military intervention in Libya without regard for European concerns.

NATO allies shouldnt be turning fire control radars on each other. Thats not good, national security adviser Robert OBrien told reporters in Paris on Wednesday. He said Trump is available to help defuse tensions, thanks to his personal relationships with Erdogan and French President Emmanuel Macron.

OBriens statements were interpreted by experts as a sign of emerging discomfort in Washington about Ankaras abrasive behaviour vis-a-vis Europe over Libya, oil and gas drilling and the Hagia Sophia episode.

The Turkish presidency said Tuesday that Erdogan and Trump had agreed during a phone call to cooperate more closely, as allies, to promote lasting stability in Libya.

According to French accounts of the June 10 incident, the frigate Courbet was illuminated by the targeting radar of a Turkish warship that was escorting a cargo ship.

France said it was acting on intelligence from NATO that the civilian ship could be involved in trafficking arms to Libya in violation of the UN embargo. The Courbet was part of the alliances Operation Sea Guardian, which helps provide maritime security in the Mediterranean.

Turkeys foreign minister accused France of lying, and Turkeys ambassador to France said the French navy was harassing the Turkish convoy.

Macron has also accused Turkey of flouting its commitments by ramping up its military presence in Libya and bringing in jihadists and mercenaries from Syria.

The United States is by far the most influential of the NATO allies but has played a less prominent role under Trump, who has publicly berated European members and Canada for not spending enough on defence budgets. Trump has threatened to take US troops out of Germany without consulting allies and has pulled out of multiple international agreements that Europeans regard as important to their security.

Not Necessarily Done When You’ve Won: On Kicking a Great Power When It’s Down – War on the Rocks

Backed up by exhaustive research in primary and secondary sources, Rising Titans, Falling Giants undermines large areas of conventional wisdom in security studies. In this scholarly tour de force, Joshua Shifrinson argues that the optimal strategy for a rising great power vis--vis a declining peer is to crush it, or at least weaken it, if it can do so without risking its own security and if the target is not needed for dealing with challenges from other great powers. Friendlier strategies are called for only when those conditions are not met. According to Shifrinson, leaders of a rising great power would be foolish to weaken a declining peer if it could help contain, divert, or otherwise weaken a more pressing great-power challenge. Hence, the United States and the Soviet Union each attempted to bolster the faltering British Empire in the immediate wake of World War II, in hopes that it could prove helpful against the other. Only when London opted clearly for the U.S. camp did Moscows dominant strategy shift to weakening Britain.

But, Shifrinson warns, it would be equally foolish for a great power perhaps out of a surfeit of caution or in an effort to come to some great-power concert arrangement to pass up the chance to cut down a declining peer if the circumstances were ripe. This is a strong claim that runs against much of international relations scholarship. Shifrinson is saying that even though the peers decline is increasing the rising great powers security, and even if the decliner is cooperative, that is no reason not to grab even more relative power so long as the decliner cannot help against other great powers and lacks the ability to resist. When the Soviet Union declined in the 1980s, it could be of no use to the United States in battling other great powers because there werent any. According to Shifrinsons predation theory, Washingtons optimal response to this strategic setting was to weaken the Soviet Union as much as it could in view of Moscows inability to fight back. When the Soviet Unions capability to credibly use force in Central Europe waned in 198990, U.S. leaders were therefore right to ramp up from the mainly covert and generally ineffectual weakening strategies they had deployed for most of the Cold War, for want of more potent alternatives, to measures truly meant to push Russian power back east of the Elbe. But when the Soviet Union itself began to come apart, Washington sagely restrained itself from intense weakening strategies due to the credibility of Russian power so close to home.

Shifrinsons book forces scholars to think about rise-and-decline dynamics in a new way, one not fixated on power transitions. It shows how great powers strategies can vary from predatory to cooperative with a novel power-centric explanation that appears to outperform competing explanations in key cases. Shifrinsons admirably rigorous research sheds new light on lesser known aspects of the Cold War, especially the Soviet Unions relatively supportive policies toward the British Empire in the early post-World War II period and Americas predatory policies toward the Soviet Union in 198991.

The Realist Logic Behind NATO Expansion

But the biggest piece of conventional wisdom that Shifrinson undermines is one that he does not talk about: the popular notion among realist security studies scholars that America ought to have abandoned its leadership role or primacy in post-Cold War Europe. I hardly need to remind readers of this publication of the hugely influential arguments presented by the likes of Eugene Gholz, Daryl Press, Harvey Sapolsky, Barry Posen, Stephen Walt, John Mearsheimer, Chris Layne and many other luminaries in the field of security studies that once the Soviet Union declined the United States no longer had a national interest in preserving its primary role in European security via NATO. With a theory that is born of familiar realist roots, Shifrinson reaches the opposite conclusion.

The key practical divergence between predation theory and the theories deployed by advocates of NATO abandonment is the threshold for a U.S. onshore presence in Europe. The conventional wisdom among Come Home, America scholars is that the United States needs to be in Europe only if there is a credible threat of military hegemony in the region. The very stimulus that such theories argue should trigger the United States to pull back Soviet decline and the corresponding evaporation of the threat of hegemony is what predation theory sees as a reason for expanding U.S. commitments. If you want to weaken Moscows power, as predation theory says you should, you dont pull back; you dont even stand on the defense by merely preserving NATO as a hedge. No, you lean forward and expand NATO to sweep up former Soviet allies in Central Europe.

It is important to stress that even though Rising Titans, Falling Giants is about the end of the Cold War and thus concerns actions that predate the big debate about whether to come home or to expand NATO, Shifrinson shows that the die was already cast during this period:

[B]y March 1990, U.S. strategists began exploring ways of expanding NATO further in Eastern Europe and gaining influence over members of the rapidly dissolving Warsaw Pact; within months policymakers were debating whether and when to signal that Eastern European states could join the alliance. Dominance was the name of the game.

And that meant no coming home, no restraint, no offshore balancing, no concert of powers with Moscow as an equal player, and no new security architecture in Europe to replace NATO.

Given the centrality of NATO and Europe to U.S. grand strategy, predation theory is a novel entry into this longstanding debate. Typically, the Come Home, America position is contrasted with an array of arguments that, for lack of a better word, seem more defensive than the theory Shifrinson develops in Rising Titans, Falling Giants. They portray continued U.S. primacy in Europe as necessary for preventing the reemergence of security competition among European states, for warding off Yugoslavia-style wars of nationalism and irredentism, for hedging against a possible Russian resurgence, and for helping elicit European cooperation on a range of non-security matters such as economic policy. They generally have a broader conception of U.S. security requirements that go beyond great-power politics and greater sensitivity to non-security interests. Predation theory, by contrast, occupies the same turf as the Come Home, America arguments, but is focused like a laser beam on classical security interests and the great-power chessboard.

Predation theory strikes me as more akin to a carefully developed, contingent version of offensive realism, arguing that it makes sense for great powers to pursue security aggressively but not wantonly, choosing their peer victims carefully. Shifrinson notes this affinity with offensive realism but stresses the ways in which his approach can explain cooperative great-power strategies where offensive realism cannot. Needless to say, in naming it predation theory, Shifrinson also wants the more offensive implications of his argument to register. And they should register in this debate a debate from which offensive realist power-grabbing arguments have been largely absent.

Indeed, realist arguments in favor of abandoning U.S. primacy in Europe are so prominent that many people conflate realism with grand strategic restraint, forgetting that from the same basic school of thought one can derive arguments for the strategic sagacity of kicking great powers while they are down. And Shifrinsons extensive research documents decision-makers expressing precisely this kind of logic within the corridors of power, whatever reassuring liberal rhetoric they may have adopted for public consumption.

Overall, Rising Titans, Falling Giants offers a great deal of evidence that runs counter to popular realist portrayals of the causes of U.S. primacy-seeking. Scholars like Mearsheimer and Walt are puzzled by Americas post-Cold War expansionism and attribute it to motivations outside the security realm. But in the pages of Rising Titans, Falling Giants, Shifrinson offers deep and thorough research on the internal deliberations that resulted in the grand strategic choice to sustain and extend U.S. primacy in Europe. This copious documentation reveals U.S. decision-makers who are attuned to changes in the distribution of power and [who] privilege the resulting concerns and opportunities when shaping strategy. There is scant evidence here of the reckless liberal crusaders, drunk with power, who star in Mearsheimers The Great Delusion, or of the complacent, self-serving, bubble-dwelling denizens of the blob who feature in Walts The Hell of Good Intentions. Instead, we see, well, realists: leaders [who] recognized that preying on the Soviet Union improved the relative power of the United States, affording it advantages in peacetime negotiations and improving the odds of wartime victory. Sound like realism to you?

Probing the Prescriptive Power of Predation Theory

Now, as someone who is on record arguing against abandoning NATO and coming home, I might be suspected of deriving unwarranted implications from Rising Titans, Falling Giants. After all, as noted, Shifrinson himself does not tout the books implication for this hoary grand strategy debate. If I have misread the books implications for that debate, the format of this roundtable gives him the opportunity to correct the record. So, let me close with a discussion of two potential objections to the implications I have derived here.

First, Shifrinson does not use normative language, as I have done, instead writing about his theory in terms of prediction and explanation. But that is a distinction without a difference, for he posits that great powers are rational and driven first and foremost by the desire to secure themselves. If, as he writes, predation theory provides the most powerful and consistent account of rising state behavior, it follows that he is claiming that what the United States did to the Soviet Union as the Cold War wound down is what a rational rising great power interested in security should have done.

Second, it could be that predation theory and the theories that have yielded the Come Home, America argument converge in recommending that a less primacy-oriented U.S. strategy is needed for Europe as Russias decline and Chinas rise continue. If so, it would be a service to the grand strategy debate for Shifrinson to spell out this logic. Presumably, at some moment Chinas rise might become salient enough to raise Moscows strategic value as a counter to Beijing, and so predation theory might call for a total revamping of the U.S. position in Europe to bolster or even strengthen Russia. If so, one wonders when in this process the revamp should have occurred, according to the theory: When is China strong enough and Russia weak enough to warrant trading U.S. leadership in Europe for Moscows help versus Beijing? According to predation theory, when in the post-Cold War period if ever does Americas policy of sustaining primacy in Europe and keeping Russia out begin to undermine U.S. interests?

Rising Titans, Falling Giants presents its arguments and first-rate empirical research efficiently and with verve. Shifrinson proves that the classical explanatory architecture that we know as realism, which has been with us in one form or another for centuries, can, when wielded by a smart and hard-driving scholar, still deliver novel insights.

Orchard Therapeutics Announces Orphan Drug and Rare Pediatric Disease Designations for OTL-203 for the Treatment of MPS-I – GlobeNewswire

BOSTON and LONDON, July 20, 2020 (GLOBE NEWSWIRE) -- Orchard Therapeutics (Nasdaq: ORTX), a global gene therapy leader, today announced that the company has received both orphan drug designation and rare pediatric disease designation from the U.S Food and Drug Administration (FDA) for OTL-203, anex vivoautologous hematopoietic stem cell (HSC) gene therapy in development for the treatment of mucopolysaccharidosis type I (MPS-I).

We are pleased by the FDAs acknowledgement of the critical and urgent need to develop additional treatments for MPS-I given the severe, life-limiting nature of the disease, said Bobby Gaspar, M.D., PhD., chief executive officer of Orchard. The underlying causes of lysosomal storage disorders such as MPS-I have been notably difficult to address, and we are encouraged by the early evidence of our hematopoietic stem cell gene therapys approach to potentially treating this condition. The orphan drug and rare pediatric disease designations provide important momentum for the OTL-203 clinical program, which we remain committed to advancing as quickly as possible for patients in need.

The FDA grants orphan designation, also referred to as orphan status, to drugs intended for the treatment of rare diseases that affect fewer than 200,000 people in the US.1 This designation affords Orchard certain benefits, including tax credits for qualified clinical testing, waiver or partial payment of FDA application fees and seven years of market exclusivity, if approved.2 Separately, rare pediatric disease designations are granted for rare diseases that primarily affect children under 18 years old with recipients of this designation being awarded a priority review voucher, upon approval.3 The priority review voucher may be redeemed, transferred, or sold.4

Orchard recently announced new interim data from an ongoing proof-of-concept clinical trial evaluating the safety and efficacy of OTL-203. The first primary outcome measure was met with all eight patients achieving hematologic engraftment. Additionally, improved motor skills compared to baseline, stable cognitive scores, and normal growth was seen in the first two patients with at least one year of follow-up. Orchard expects to release full proof-of-concept results and initiate the registrational study for OTL-203 in 2021.

About OTL-203 and MPS-IMucopolysaccharidosis type I (MPS-I) is a rare, inherited neurometabolic disease caused by a deficiency of the alpha-L-iduronidase (IDUA) lysosomal enzyme, which is required to break down sugar molecules called glycosaminoglycans (also known as GAGs). The accumulation of GAGs across multiple organ systems results in symptoms including neurocognitive impairment, skeletal deformity, loss of vision and hearing, and cardiovascular and pulmonary complications. MPS-I occurs at an overall estimated frequency of one in every 100,000 live births. There are three subtypes of MPS-I; approximately 60 percent of children born with MPS-I have the most severe subtype, called Hurler syndrome, and rarely live past the age of 10 when untreated.

Treatment options for MPS-I include hematopoietic stem cell transplant and chronic enzyme replacement therapy, both of which have significant limitations. Though early intervention with enzyme replacement therapy has been shown to delay or prevent some clinical features of the condition, it has only limited efficacy on neurological symptoms. OTL-203 is an ex vivo autologous hematopoietic stem cell gene therapy being studied for the treatment of MPS-I. Orchard was granted an exclusive worldwide license to intellectual property rights to research, develop, manufacture and commercialize the gene therapy program for the treatment of MPS-I developed by the San Raffaele Telethon Institute for Gene Therapy in Milan, Italy.

Oxford, UK 20 July, 2020: Oxford Biomedica plc (LSE:OXB) (Oxford Biomedica or the Group), a leading gene and cell therapy group, notes that AstraZeneca UK Ltd ("AstraZeneca") has announced interim results from the ongoing Phase I/II COV001 trial, led by Oxford University on AZD1222 which showed the SARS-CoV-2 vaccine candidate AZD1222 was tolerated and generated robust immune responses against the SARS-CoV-2 virus in all evaluated participants.

COV001 is a blinded, multi-centre, randomised controlled Phase I/II trial with 1,077 healthy adult participants, aged 18-55 years. It assessed a single dose of AZD1222 against a comparator meningococcal conjugate vaccine, MenACWY. Ten participants also received two doses of AZD1222 one month apart.

The results published in The Lancet confirmed a single dose of AZD1222 resulted in a four-fold increase in antibodies to the SARS-CoV-2 virus spike protein in 95% of participants one month after injection. In all participants, a T-cell response was induced, peaking by day 14, and maintained two months after injection.

Neutralising activity against SARS-CoV-2 (as assessed by the MNA80 assay) was seen in 91% of participants one month after vaccination and in 100% of participants who received a second dose. The levels of neutralising antibodies seen in participants receiving either one or two doses were in a similar range to those seen in convalescent COVID-19 patients. Strong correlations were observed across neutralisation assays.

The controversy relates to Market Me Consulting Limited, a public-relations agency, which has benefited from coronavirus-related contracts through an unsolicited proposal. The initial contract was in the sum of $15.9 million and another contract was awarded in the sum of $31 million for the Jamaica Moves programme in June 2019.

Allegations on social-media platforms claim that Tufton and one of the principals of Market Me Consulting Limited may be having an affair. This triggered a caustic statement on Thursday from the minister, who threatened legal action against those responsible for the filthy and scandalous claims.

These disgusting, vicious, and false attributions made under the cover of social media have caused great pain and suffering and are clearly aimed at damaging my career, as well as causing emotional distress, he stated prior to the presser.

Tufton also said he has reported the matter to the Counter-Terrorism and Organised Crime Division of the Jamaica Constabulary Force. He has also placed the issue in the hands of his attorneys to use all available legal steps to ensure the prosecution of these cybercriminals, and, in any event, to seek recourse in the civil courts when their identities are ascertained.

Hundreds of whales slaughtered in Faroe Islands ritual turning ocean blood red – NEWS.com.au

Animal rights groups are mourning the loss of hundreds of whales, slaughtered on a remote north Atlantic island in a controversial annual festival thats been running for more than 1000 years.

Every summer, those living on the Danish-owned Faroe Islands slaughter hundreds of whales and dolphins as they prepare for the harsh winter months ahead.

The Grindadrp festival involves hunters rounding the animals up with their boats before forcing them into a shallow bay and slaughtering them with spears.

The mass killings are integral to the communitys food supply, however the festival is also a controversial one as the brutal hunt turns the surrounding ocean red.

This years festival involved the killing of 252 pilot whales and 35 dolphins, according to animal rights organisation Sea Shepherd.

The organisation, whose ships have been banned from entering the bay, described the hunt as barbaric.

In a statement, Sea Shepherd said: 252 long finned pilot whales and 35 Atlantic white sided dolphins were killed in Hvalba last night after the huge pod was found off Sandvik, reported The Standard.

This is the first organised Grindadrp hunt of 2020 with the meat from the hunt distributed first to the approximately 70 hunt participants from the boats and those killing on the beach and then the remainder to villages on Suuroy with all recipients then free to sell their share of the meat if they so wish.

The Faroe Islands, which is about halfway between Norway and Iceland, passed legislation in 2014 to ban the Sea Shepherd organisations boats from its waters after the animal rights group was able to block the hunters and disrupt the annual slaughter.

The organisations ban from the archipelago mean there arent any pictures from this years hunt, however photos from last year show how quickly the water turns red from the killings.

More than 100,000 pilot whales swim close to the Faroe Islands each year with the Faroese typically hunting around 800 whales annually.

ORCA, another animal rights organisation based in California, also mourned the deaths of the animals.

Louisiana, Army Corps at Odds over Repair of Barrier Island Hit by TS Cristobal – Insurance Journal

Tropical Storm Cristobal ate away the beach of Louisianas only inhabited barrier island to the huge sand-filled tube at the core of a protective levee, and the Army Corps of Engineers says permits and studies keep it or anyone else from repairing much of the beach until well after hurricane season.

State and local officials say the work needs to be done now because its hurricane season and expected to be an intense one, The Times-Picayune / The New Orleans Advocate reported. Two tropical storms formed before the seasons official June 1 start, and Tropical Storm Fay, which hit New Jersey last week, was the earliest sixth-named storm on record.

This is an emergency situation. Hell, youve got half the beach thats gone, and some parts there is no beach, Chip Kline, head of the state Coastal Protection and Restoration Authority, said during a CPRA meeting Wednesday.

But without an imminent threat such as a hurricane bearing down on the island, the Corps schedule for previously planned work on the levee it built in 2014 is bound by earlier agreements and permitting timelines, said the Corps deputy district engineer, Mark Wingate.

The storm in early June damaged nearly 2,000 feet (610 meters) of the levee along the islands west side, sweeping away about 85 feet (26 meters) of sand outside the levee to expose the tube, which locals call the burrito.

Another storm could burst the tube, destroying homes and businesses behind it, says Mayor David Camardelle. Im worried to death this island will be cut in half, he told the newspaper in June.

The second phase of a $15 million Corps project would add 400,000 cubic yards of sand across the beach, behind five recently completed stone breakwaters installed as phase 1. But the beach work is not scheduled to start until January, with completion expected in June 2022.

Were prepared to take some temporary action on our own, and do some temporary fixes in the event theres a storm in three weeks, Kline told Corps representatives Wednesday. At least wed have some rocks or some additional sand to protect that segment of levee.

CPRA wants to take over the project and get the sand in as soon as possible, with the Corps reimbursing it for costs, which could top $8 million.

The Corps unwillingness to agree to full reimbursement rankled Kline.

That is ridiculous to me, he said. CPRA and Jefferson Parish paid for repairs after a mild winter storm in 2016. The Corps wouldnt papy because the damage was not caused by an extraordinary event like a hurricane, agency officials said.

It was supposed to withstand a Category 3 hurricane but continues to fail during tropical storms and rainfall events, Kline said.

Some Grand Island residence are urging people to oppose the Amazon "Project Olive" development in the town.

A massive, 3.8 million-square-foot distribution center for a tenant widely believed to be Amazon won't come to Grand Island anytime soon if it ever does.

The developer behind what is code-named Project Olive, Texas-based Trammell Crow Co., informed Supervisor John Whitney on Monday that it had "placed the project 'on pause,' that was their words," Whitney said during a Town Board work session.

One of the property owners, Michael Huntress, confirmed the project is "on hold" but urged the Town Board to approve the development because of its economic benefits and because it is an acceptable use for the 145-acre site on Long Road.

Representatives of the developer had planned to speak at Monday's work session but canceled earlier in the day, Whitney said. Kimberly Nason, an attorney with Phillips Lytle, who represents Trammell Crow, did not respond to a request for comment late Monday.

Whitney's announcement leaves the fate of the controversial mega project, which is large enough to hold two Walden Gallerias, up in the air and comes one week after the development suffered a major setback.

On July 13, Planning Board members voted against Trammell Crow's request to rezone the property from light industrial use to a planned development district. FLORIDA HISTORICAL SOCIETY The Pelican Island National Wildlife Refuge on the Indian River Lagoon in East Central Florida became the first national wildlife refuge in March 1903.

By the late 1800s Floridas wildlife populations, specifically birds, were dwindling due to over-hunting for plumes.

Pelican Island, a small three-acre mangrove island, hosted thousands of brown pelicans, spoonbills and other waterfowl that utilized the island as a rookery for their young.

In 1881 a German immigrant named Paul Kroegel moved to the Sebastian River area, noticed the unique assemblage of birds, and decided to protect the island himself.

Many famous naturalists, including Frank Chapman, visited Kroegel and they appealed to President Theodore Roosevelt on Kroegels behalf.

Roosevelt signed the executive order making Pelican Island the first federal bird reserve, the forerunner to the national wildlife refuge system.

Kroegel was hired as the first warden overseeing the island.
