Whats This? A Bipartisan Plan for AI and National Security – WIRED

US representatives Will Hurd and Robin Kelly are from opposite sides of the ever-widening aisle, but they share a concern that the US may lose its grip on artificial intelligence, threatening the American economy and the balance of world power.

Thursday, Hurd (R-Texas) and Kelly (D-Illinois) offered suggestions to prevent the US from falling behind China, especially, on applications of AI to defense and national security. They want to cut off Chinas access to AI-specific silicon chips and push Congress and federal agencies to devote more resources to advancing and safely deploying AI technology.

Although Capitol Hill is increasingly divided, the bipartisan duo claim to see an emerging consensus that China poses a serious threat and that supporting US tech development is a vital remedy.

American leadership and advanced technology has been critical to our success since World War II, and we are in a race with the government of China, Hurd says. Its time for Congress to play its role. Kelly, a member of the Congressional Black Caucus, says that she has found many Republicans, not just Hurd, the only Black Republican in the House, open to working together on tech issues. I think people in Congress now understand that we need to do more than we have been doing, she says.

The Pentagons National Defense Strategy, updated in 2018, says AI will be key to staying ahead of rivals such as China and Russia. Thursdays report lays out recommendations on how Congress and the Pentagon should support and direct use of the technology in areas such as autonomous military vehicles. It was written in collaboration with the Bipartisan Policy Center and Georgetowns Center for Security and Emerging Technology, which consulted experts from government, industry, and academia.

The report says the US should work more closely with allies on AI development and standards, while restricting exports to China of technology such as new computer chips to power machine learning. Such hardware has enabled many recent advances by leading corporate labs, such as at Google. The report also urges federal agencies to hand out more money and computing power to support AI development across government, industry, and academia. The Pentagon is asked to think about how court martials will handle questions of liability when autonomous systems are used in war, and talk more about its commitment to ethical uses of AI.

Hurd and Kelly say military AI is so potentially powerful that America should engage in a kind of AI diplomacy to prevent dangerous misunderstandings. One of the reports 25 recommendations is that the US establish AI-specific communication procedures with China and Russia to allow human-to-human dialog to defuse any accidental escalation caused by algorithms. The suggestion has echoes of the Moscow-Washington hotline installed in 1963 during the Cold War. Imagine in a high stakes issue: What does a Cuban missile crisis look like with the use of AI? asks Hurd, who is retiring from Congress at the end of the year.

I think people in Congress now understand that we need to do more than we have been doing.

Beyond such worst-case scenarios, the report includes more sober ideas that could help dismantle some hype around military AI and killer robots. It urges the Pentagon to do more to test the robustness of technologies such as machine learning, which can fail in unpredictable ways in fast-changing situations such as a battlefield. Intelligence agencies and the military should focus AI deployment on back-office and noncritical uses until reliability improves, the report says. That could presage fat new contracts to leading computing companies such as Amazon, Microsoft, and Google.

Helen Toner, director of strategy at the Georgetown center, says although the Pentagon and intelligence community are trying to build AI systems that are reliable and responsible, theres a question of whether they will have the ability or institutional support. Congressional funding and oversight would help them get it right, she says.

Director of NIH speaks to News 2 about vaccine trial progress – WKRN News 2

NASHVILLE, Tenn. (WKRN) Dr. Francis Collins, Director of the National Institutes of Health said hes ready for answers. We all want to find out how to put this COVID-19 virus, this bad guy, in the rear-view mirror.

The NIH has started the mRNA-1273 vaccine trial in 89 clinical research sites in the US located in emerging hot zones.

We know this virus is out there in Nashville, said Dr. Collins, Its a place where we want to test it and see if it works.

The phase 3 trial will take place at Vanderbilt and the following volunteers are needed:Those over the age of 18 with frequent close contact with others who may be infected like health care, factory, and retail employees.

People over the age of 65 with or without risks.

And those younger than 65 with at least one risk factor such as chronic lung disease, asthma, cardiac disease, severe obesity, diabetes, or liver disease.

Its one dose on day one and another does on day 28 a two-dose vaccine, Collins explained, Then you get watched for 2 to 3 months to see what happens.

What would you say to those who are concerned that in an effort to prove efficacy quickly, youre compromising safety? asked News 2 Anchor, Alex Denis.

Thanks for that question, Alex, responded Dr. Collins, O think people are concerned. This government effort is called Operation Warp Speed which is supposed to indicate how rapidly were trying to move, but I think it makes people worried a little bit. Like, wait a minute, are you cutting corners here?

Dr. Collins continued by explaining the process.

The part were doing thats rapid is to deal with some of the bureaucratic delays which often take vaccines years to develop and none of those are being allowed. But the actual conduct of the trial, and the assessment of the results, will be as rigorous as its ever been and the FDA will not approve any vaccine that doesnt measure up to the highest standard of being safe and effective, Collins said.

Forward progress stopped on 200-acre grass fire in Gorman that slowed traffic on Interstate 5 – KGET 17

BAKERSFIELD, Calif. (KGET) Firefighters have stopped forward progress on a 200-acre grass fire burning near Interstate 5 Sunday night in Gorman. The fire continued to keep northbound traffic at a standstill.

The Post Fire has burned 200 acres and was reported at 15% containment. The Los Angeles County Fire Department said firefighters will stay over night in the area to contain hotspots.

The fire broke out just before 7 p.m. near Gorman Post Road and northbound lanes of I-5, LA County fire officials said.

CHP said all lanes of northbound I-5 at Smokey Bear Road, traffic from SR-138 to I-5 and Gorman Post Road were closed. Southbound lanes of I-5 remained open. Two northbound lanes on I-5 have reopened.

Here is the latest on road closures, according to Caltrans.

CHP reports smoke had spread across lanes of I-5. Southbound traffic has been moving.

With no preseason, Mason Rudolphs progress will not be evident – Behind the Steel Curtain

Steelers head coach Mike Tomlin once quipped that Landry Jones, his former backup quarterback, took more preseason snaps than any passer in the history of the NFL.

I dont know if there was any validity to Tomlins statement, but if Jones really does hold some sort of preseason record, it doesnt appear as if Mason Rudolph, Pittsburghs current backup quarterback, will ever break it. And thats because he, like every other Steelers player in 2020, will go an entire training camp without preseason football due to the ongoing Coronavirus pandemic.

Unfortunately for those wondering how far Rudolph has progressed this offseason following a 2019 campaign in which he started eight games in place of an injured Ben Roethlisberger, well never truly know.

Yes, its true that Tomlin has said many times what his players do in training camp often tells him just as much about their progress as what they do in preseason action. However, this is probably one time where some visual evidence in the form of in-stadium action would do Rudolph some good in terms of what his bosses think, what his critics think and, perhaps most importantly, what he thinks.

As Rudolph found out last season, filling in for a savior, a messiah, the franchise signal-caller, a future Hall of Famer, is never easy, especially when you dont come in and quickly show that you have this whole starting quarterback in the NFL thing down.

Rudolph didnt show much last year. This isnt to say he showed that he was horriblefar from it. Its just that he didnt show that he could one day fill Roethlisbergers enormous cleats when the big guy finally does decide to hang them up for good.

Again, he wasnt horrible, but his stat-line that included 176 completions on 283 attempts for 1,765 yards, 13 touchdown passes and nine interceptions was very backup quarterback-like.

Big deal, Rudolph is a backup quarterback, right?

Apparently, those numbers were alarming for those who spent the entire offseason banging the drum for the Steelers to sign a more dependable alternative. And then theres the elephant in the room which is the expectation that Rudolph, who the Steelers selected in the third round of the 2018 NFL Draft, could be the heir apparent at the quarterback position.

With zero preseason games to judge him by this summer, how is anyone going to ever be comfortable with Rudolph as the number two quarterback who is one snap away from having the fate of the 2020 season in his hands?

True, many young and unproven players will be in the same boat as Rudolph in the coming weeks, but the ones that actually make the team will have the opportunity to get their feet wet with some live action once the regular season begins in mid-September. As for Rudolph, he wont know where hes truly at as a third-year quarterback unless and until something happens to No. 7 (knocking on wood).

Im a card-carrying member of Team Rudolph when it comes to the Steelers decision to stick with him as their backup, but Im not going to know if I should let my membership expire until I see how much, if any, progress hes made from his 2019 roller coaster experience.

If 2020 is a perfect world for the Pittsburgh Steelers, next summer will roll around and we still wont know if Rudolph has made any progress as an NFL quarterback.

Neither will his bosses, his critics and, perhaps most importantly, Mason Rudolph.

Theres a great, big, beautiful tomorrow after all! Walt Disneys Carousel of Progress at the Magic Kingdom has finally reopened after nearly two days of downtime. The rotating theater failed to open yesterday during park open, and remained closed from park open today to virtually two hours before park close.

The Carousel of Progress currently boasts a 10-minute wait, with guests lined up past the ramp due to social distancing guidelines. Guests seem eager for a respite from the heat, as well as a dose of Disney history.

Earlier today, maintenance crews were seen on-site actively carrying out repairs.

Fans of the rotating show have noticed a number of issues with the attraction as of late, including faulty speakers and missing music tracks, and even more serious issues with the various animatronics, such as Johns hand falling off mid-show back in February.

With the beloved Carousel of Progress spinning once again, all thats left to repair in Tomorrowland is the ill-fated PeopleMover, which remains closed since the parks reopening.

Well continue to monitor the status of that attraction and many more throughout the Magic Kingdom for any further operational updatesnow thats progress!

FOSTER CITY, Calif. Given all the time that most of us have spent at home recently, its easy to lose sight of advances in technologies such as 5G that are generally more useful when were out and about.

Just as municipalities around the country used reductions in traffic to speed up road improvement projects and other infrastructure enhancements, several of the U.S.-based telco carriers have been working to bring 5G to life sooner than anticipated.

Last week, AT&T announced it achieved nationwide coverage for its 5G network,joining T-Mobile, which reached that important goal last December. The companies use low-band frequencies to achieve nationwide networks. Cellular signals, which are transmitted at these lower frequencies (600 MHz for T-Mobile and 850 MHz for AT&T), are able to travel long distances. This means companies can create a bigger network with fewer cell towers.

The problem is that the width of the lanes used to transmit data at those frequencies are very narrow, which means that the speeds are not much different from 4G. Thats certainly not what we were led to believe 5G was going to be able to do.

You can get significantly faster 5G download speeds using a technology called millimeter wave (mmWave), which transmits data at much higher frequencies (such as 39 GHz) and, most importantly, offers significantly wider lanesfor data traffic. The problem with mmWave is that the signals dont travel far (roughly a city block), and theyre highly susceptible to interference, includingfromwindows, wallsand even other people.

If you can get mmWave 5G service (which all three major U.S. carriers enabledbut only in a few cities), it can deliver download speeds that are 50 times faster than 4G. The huge caveatis that you have to be outside, not moving, with few people around and in the right section of the cities where the service is turned on.

In real-world tests of Verizons 5G network, which uses only mmWave, a measurement company called Open Signal found that people were getting 5G service only 0.4% of the time. If youve spent a lot of money on a 5G phone, thats probably not going to make you very happy.

The most interesting near-term options for 5G are around the mid-band spectrum, radio frequencies in the roughly 2.5-3.5 GHz range. Thanks to its acquisition of Sprint, T-Mobile is the only U.S. carrier using these frequencies, although AT&T and Verizon have talked about using them.

The quality of 5G service when using mid-band frequencies turns out to be a very solid compromise of good coverage (although not quite as wide as the low-band frequencies) with traffic lane sizes that should accommodate a very respectable speed increase of 10 times over 4G.

In addition to basic frequency developments, the carriers have been working on other enhancements to their 5G networks. AT&T announced about a month ago that it turned on a technology called DSS (Dynamic Spectrum Sharing), which allows 4G and 5G phones to use the same frequencies. AT&T can use some of its huge range of 4G coverage to carry 5G signals, which can lead to better coverage and faster download speeds.

T-Mobile is moving aggressively toward deploying 5G SA (Standalone) Mode. Basically, all aspects of the network the wireless connection to the cell tower and the internal core network that carries the data to and from various websites are optimized for 5G. This will translate into another feature thats been long-promised for 5G reductions in latency, or lag time. Up until now, all 5G networks have been in NSA (Non-Standalone) Mode, which mixes 5G radio connections with 4G core networks.

Response times for 5G phones havent been any better than 4G phones. 5G SA-based networks can offer a 40% improvement in latency, which, for an application such as mobile gaming, could mean the difference between shooting a monster or getting eaten by one.

There have been new 5G phones brought to marketacross a much wider range of price points, from $500 to more than $1,500. In addition to offerings from LG and OnePlus, Samsung is likely to introduce several more 5G-capable phones next week. Apple will bring the first 5G-capable iPhones to market in October based on hints from its recent earnings call.

From a pricing plan perspective, the good news is that most carriers don't charge any kind of premium for 5G, although their range of plan options for 5G phones are typically limited to somewhat pricier unlimited plans.

The bottom line is that we are much closer to a good-quality 5G experience in the USA than weve ever been. After years of hype around the subject, its nice to see some of the early promises start to come to life. Plus, the good news about wireless network enhancements is that many of them will quietly improve, which will bring better performance to the 5G phones you can buy today or in the near future without you having to do anything.

Thats a concept I think we can all get behind.

AstraZeneca stock climbed on Thursday, as new drug sales helped the British pharmaceutical giant beat expectations in the second quarter.

Late-stage trials for its experimental coronavirus vaccine, being developed with the University of Oxford, have also begun in the U.K., Brazil, and South Africa, the company said. The stock rose 2.8% in early trading and is now 16% up year-to-date.

Revenue rose 12% to $12.6 billion in the first half of the year, which the company said was driven by the performance of new medicines in emerging markets and its oncology portfolio. Sales of new drugs, including cancer medicines Tagrisso, Lynparza and Imfinzi, surged 42% and represented 50% of total global revenue.

As its rivals reported falling revenue in the second quarter, in contrast AstraZeneca reported revenue climbing 8% to $6.3 billion, beating estimates. Net profit for the quarter soared to $756 million from $130 million in the year-ago period.

GlaxoSmithKline and French peer Sanofi both said on Wednesday that with fewer visits to the doctor and trips abroad, lockdown measures had hit sales of drugs and vaccines.

Earnings per share (EPS) of $1.17 in the first half of 2020 jumped 108% from the same period in 2019, while its operating profit margin rose by 2 percentage points to 29%. The company maintained its 2020 guidance for total revenue to rise by a high single-digit to low-double digit percentage, and core EPS to rise by a mid-high teens percentage.

The Anglo-Swedish drugmaker returned to sales growth in November 2018 for the first time since 2014, as investment in new drugs began to reap rewards. The loss of patents on some key drugs had hit sales in the intervening years. Chief Executive Pascal Soriot described the return to growth as a turning point, predicting a period of rapid growth ahead. The company hasnt looked back since and has now achieved eight consecutive quarters of revenue growth.

The British pharmaceutical giant is also at the forefront of the race for a coronavirus vaccine, through its partnership with the University of Oxford. Phase I/II trial results, published earlier this month showed encouraging signs, and AstraZeneca said on Thursday that along with late-stage trials being under way in the U.K., Brazil, and South Africa, trials are also due to start in the U.S. The stock has risen 42% since mid-March lows, driven by the companys vaccine progress.

Looking ahead. Citigroup analyst Andrew Baum said the company could be on track to raise guidance later this year. AstraZeneca is our most preferred name in global pharma for the sixth year, he said, maintaining a buy rating on the stock.

The impressive first-half results show that even without the prospect of a world-changing coronavirus vaccine, AstraZeneca is an attractive proposition for investors. While there is still a long way to go in the push for a vaccine, the companys position in the race is another string to its bow.

How Tropical Storm Isaias unfolded on Staten Island: Felled trees, overturned cars and outages – SILive.com

STATEN ISLAND, N.Y. -- For an intense two hours, Tropical Storm Isaias whipped Staten Island with fierce wind and rain Tuesday, tearing up trees, bringing down live wires, knocking out power to 34,000 and forcing the complete closure of the Verrazzano-Narrows Bridge.

The rain stopped and the winds began to let up by around 2 p.m.

And by 4 p.m., blue skies had returned.

But the storm left significant damage in its wake, with scores of felled trees blocking roads from Tompkinsville to Tottenville, and tens of thousands left without power.

Here are the most important things you need to know right now:

HERE IS A LOOK AT HOW THE STORM UNFOLDED ON STATEN ISLAND

10:10 P.M. -- CON EDISON REPORTS 25,000 HOMES REMAIN WITHOUT POWER

Approximately 25,700 Con Edison customers remained without power on Staten Island as of 10:10 p.m., according to the agencys outage map.

9:15 P.M. -- STATEN ISLAND RAILWAY SERVICE RESUMED

The MTA said that it was working to restore full service to the railway Tuesday night.

8:07 P.M. -- MORE THAN 900 TREES REPORTED DOWN

The Parks Department said that more than 900 downed trees had been reported on Staten Island as of 7 p.m. Tuesday. Citywide, the agency said it was managing nearly 13,000 incoming reports of tree-related issues due to Tropical Storm Isaias, said Dan Kastanis, a spokesman with the Parks Department.

7:05 P.M. -- VERRAZZANO BROOKLYN-BOUND UPPER LEVEL REOPENS

An MTA spokesman said the FDNY removed the overturned tractor-trailer after extinguishing a fire that occurred and that all lanes of the Verrazzano-Narrows Bridge are now reopened.

6:45 P.M. -- NYC OEM ESTABLISHES COMMAND CENTER AT S.I. MALL

Borough President James Oddo said the NYC Office of Emergency Management established a command center at the Staten Island Mall.

Con Edison is reporting approximately 36,00 customers are without power as of 6:15 p.m.

4:30 P.M. -- TRUCK FIRE CAUSES VERRAZZANO CLOSURE

After all lanes of the Verrazzano reopened to traffic, a truck fire caused the Brooklyn-bound upper level to be closed.

4 P.M. -- TORNADO WATCH EXPIRES

A tornado watch issued by the National Weather Service for Staten Island is no longer in effect.

3:59 P.M. -- VERRAZZANO RE-OPENED

All lanes of the Verrazzano have re-opened to traffic in both directions. Residual delays can be expected.

3:56 P.M. -- LIVE WIRES CAUSE BLAZE IN GREAT KILLS

Live wires brought down by Isaias struck a house on Keegans Lane in Great Kills, causing a fire, a witness told the Advance/SILive.com.

A witness said the line hit the ground and fish-tailed and hit the back of the house, causing one big spark to come up in the rear of the home.

3:33 P.M. -- VERRAZZANO PARTIALLY RE-OPENS

After a prior closure, the New Jersey-bound lanes of the Verrazzano have re-opened to traffic on the upper level.

The lower level remains closed in both directions.

A large tree is blocking Victory Boulevard at Silver Lake Park Drive in Silver Lake. The tree ripped up a huge chunk of sidewalk as it came down.

3 P.M. -- FERRY SERVICE RESUMES

Staten Island Ferry service resumed 3 p.m.

Due to increased visibility and calmer winds, the #SIFerry resumed half hour service as of 3 p.m., the Department of Transportation announced on Twitter.

The ferry will run every half hour through 11 p.m. at St. George and 11:30 p.m. at Whitehall, at which point hourly overnight service will resume.

Scaffolding fell at a hotel construction site on Bay Street in St. George. A worker on the scene said there were no injuries as result.

The NYPD has one lane of traffic blocked near the site.

2:11 P.M. -- RAIN, WIND APPEAR TO BE LETTING UP

After about two hours of intense rain and wind, conditions appeared to have mellowed. The rain has ceased in most parts of the Island, and while the wind is still howling, it is not as intense as earlier.

There appear to be multiple bottlenecks and delays related to the closure of the Verrazzano. Cars can be seen piled up at exists on the Staten Island Expressway near the span. The NYPD is helping direct traffic at McClean and Lilly Pond avenues, near the entrance to the bridge.

Eastbound SR 20 blocked near Fidalgo Island after 2 killed in crash – KING5.com

Two people were killed in a fatal crash involving a wrong-way driver on SR 20 near Fidalgo Island.

All eastbound lanes of State Route 20 are blocked due to a fatal crash near Fidalgo Island on Wednesday.

Lanes are blocked just west of La Conner-Whitney Road, according to the Washington State Department of Transportation. The crash happened near the Swinomish Slough, according to Washington State Patrol.

Two people were killed when a wrong-way driver hit another car while traveling westbound in the eastbound lanes, according to WSP.

Eastbound traffic will be diverted south onto Reservation Road, according to WSDOT. Westbound traffic should expect occasional traffic stops.

Drivers should expect delays and avoid the area while crews investigate.

Report of witness tampering in Island County child abuse case – The Daily Herald

An 11-year-old boy ran to deputies for help and claimed he was being abused and continually threatened by his stepfather, who he believes is a serial killer, according to court documents.

In front of deputies from Island County Sheriffs Office, both the stepfather and the boys mother attempted to stop the boy from speaking with law enforcement, a deputys report states.

A concerned deputy took the boy into protective custody and handed him over to Child Protective Services, the report states. Both the sheriffs office and CPS investigated the case.

Based on the reports from the two agencies, prosecutors charged the stepfather, 53-year-old David A. Elm, in Island County Superior Court July 23 with assault of a child in the third degree and intimidating a witness. The charges were filed as domestic violence crimes.

In addition, prosecutors charged Carlyn L. Roberts, 34, with tampering with a witness, also a domestic-violence crime.

The investigation began after a Fort Casey Road resident reported to police that a little boy had come to his door, carrying a teddy bear and looking scared. The responding deputies found a truck on the side of the road, along with Elm, Roberts and the boy. The truck had run out of gas and Roberts, who was intoxicated, had kicked out the windshield, a deputys report states.

In front of two deputies, Elm angrily got into the boys face and threatened to beat him, the report states.

It seemed highly inappropriate and highly intimidating in nature, the deputy wrote.

Roberts told the boy not to be a rat or a snitch and spoke over him, presumably to shush him, the report states. Elm also sarcastically taunted the boy by telling him, Ill see you later, buddy.

Roberts also told a deputy that Elm was being followed by drones and tracked by the feds.

The deputies transported the family to the Coupeville boat dock so they could row out to a anchored boat they had been living on. The boy refused to go to the boat, saying he didnt feel safe, and a deputy took him into protective custody. The boy said he didnt have anything to eat that day, so the deputy took him to McDonalds and spoke with him.

The boy told the deputy that Elm hits him every day and also abuses Roberts in front of him, the report states. He said Elm regularly threatens to kill him, saying things like he was going to wrap an anchor around his foot and throw him overboard. The boy said he believes Elm will kill him and that Elm told him he is a serial killer, the report states.

The report describes a previous incident in which the boy rowed to shore by himself to escape from the boat, but the incident was handled by a different deputy, the report indicates.

The boy was taken to a pediatrician who found a large bruise on his ribs and bruises on his legs; the boy told the doctor that Elm had punched him, which was consistent with the injuries, the report states.

Both Roberts and Elm denied that the boy was being abused. Elm said he has a history of making up stories, the deputy wrote.

Former Secretary of State John Kerry took home the Verona trophy for the best overall corrected time in the spinnaker division of the Edgartown Yacht Clubs Round the Island race this weekend. Mr. Kerry won the trophy with a finishing time of 8:52:07, besting second place by six minutes and six seconds.

Mr. Kerry captained Lark, a 45-foot Alden gaff cutter that had been built in 1932 for Ralph Forbes of Naushon Island. In 1972, a tropical storm caused her to break loose and wreck along a rocky shoreline in Woods Hole. In the 1970s the boat underwent a restoration by Eric Little of Woods Hole, and then this spring was restored again by the Gannon and Benjamin boatyard in Vineyard Haven. It was re-launched on July 24.

Forty six boats crossed the starting line on Saturday morning, just outside Edgartown Harbor. The winds were light to start the day, making the most challenging part of the 54.7 nautical mile course, Mutton Shoal off of Wasque, even more challenging.

Mr. Kerry said his crew of friends and family planned to play the current as they approached the shoal. However, they caught a little bit of air and played it further to the East and we stayed out of trouble, he said.

On Lark with Mr. Kerry was Myles Thurlow, who built the mast and the spars for the boat, Ted Okie, Ginnie Hess, Michael Clayton and Mr. Kerrys brother-in-law David Thorne.

The winds began to pick up as the race progressed, making for great sailing conditions to finish out the race. Mr. Kerry said as Lark was coming around West Chop in the evening they had no clue where they stood in the standings.

I kept looking back and saying, Whos that guy? Why are they catching up to us? he said with a laugh.

After the official results were announced at the awards ceremony via Zoom Sunday, Mr. Kerry thanked everyone at the yacht club.

We really appreciate it, he said. It was hard to pull that off so I give kudos to the Edgartown Yacht Club for their great production.

The Round the Island race dates back to 1938. The race begins just outside the Edgartown harbor, then rounds Cape Pogue and Wasque before heading along the South Shore of the Island, up past the Gay Head Cliffs and into the Vineyard Sound for the final stretch back to Edgartown.

In addition to the Verona trophy, several other special perpetual awards were presented.

Jim Swartz on Moneypenny out of Edgartown with a time of 10:19:01 won the ocean race trophy, awarded to the boat with the best finish in each division by an Edgartown Yacht Club member.

Joshua Dennerlin on Phantom out of Westfield, N.J. with a time of 7:43:25 won the upbeat cup, awarded to the boat with the best overall finish in non-spinnaker classes.

Stephen Besse on Aprs out of Vineyard Haven with a time of 9:08:23 won the Eolis trophy, awarded to the double-handed overall winner.

Kenneth Luczynski on Vamp out of Kings Point, NY with a time of 9:32:40 won the Cook award, given to the boat with the best finish among service academy participants.

And the team trophy, awarded to the three-boat team made up of entries from a given club representing all classes with the best combined corrected time, went to the Hyannis Yacht Club with Robert Labdon on Camelot out of Brewster, Bill Marsh on Ruse out of Chatham and Scott Bearse on Slide Rule out of Hyannis finishing in 7:44:07, 9:31:56 and 9:38:59 respectively.

The winning vessels in each class are as follows:

Class one PHRF spinnaker A, Christopher Dragon XI, captained by Andrew and Linda Weiss out of Mamaroneck, NY, finishing in 9:25:33.

Egan: Two more die near NCC island. And we do nothing? – Ottawa Citizen

So, now what? Maybe a sign is not the answer. Maybe the NCC has too much shoreline, too many waterways, to properly warn people about dangers. And maybe discouraging fishing or swimming in the right spot is the wrong thing to do. Its a free country; nobody owns the river.

But I expected to find some kind of generic warning when I toured the island on a sombre Tuesday afternoon. (Does the NCC not tell you how fast to pedal on the bike path?) Only spotted marauding geese and squawking gulls, resting ducks with their heads tucked in, ecstatic black squirrels and giant maple trees, a stray bobber.

It is a sweet spot. From the east end of the island, there are views of Parliament Hill and downtown. For anyone stuck in an apartment in the west end, it is a quiet escape into feathers and sticks, below the grime of the city.

Attached to a fence on the north side (popular with whitewater paddlers) is a lifebuoy and a plaque that reads: In memory of all those taken by this river. Emergencies only PLEASE replace after rescue.

The river did it. The river took them, you see. Took all of them.

So, maybe a sign does nothing. (The NCC offers condolences to the friends and families but says it needs more information before deciding whether change in usage or access is required.)

But think of what the pandemic has done to our summer. Recreation patterns are disrupted, with trips cancelled, Britannia Beach closed, with the hottest July since Granddad was a pup, cooped-up people are venturing to new places along the river.

There's no longer a hotel you can stay at on the Toronto Islands but acottage for rent might be the next best thing.

The home, which was recently listed on Airbnb, could be a good option for those who want a staycation that's a bit different than your typical urban getaway.

As a result of the pandemic, a local Toronto designer named Bennett Milborne had time to fully renovate and furnish his home on theTorontoIslands.

"After living on the island for numerous years and planning renovations, the pandemic seemed like the perfect opportunity to seize the challenge of renovating,"Milborne told blogTO.

"It was quite the process and very daunting to be completed during the challenges of pandemic protocols but I couldnt be more thrilled to share it,"says Milborne.

Milborne says his background in design helped with interior selections and the creative process.

"Upon completion, I first opened the space up to friends and family and after stellar reviews decided to post it on Airbnb so more people could enjoy themselves,"he said.

The two-bedroom cottage boasts a laptop-friendly workspace as well as WiFi, a full kitchen, waterfront access, and epic views.

Unfortunately, the cottage does not allow pets and the canoe on site is not for guest use, according to the listing.

Milborne committed to Airbnb's enhanced cleaning protocol to ensure COVID-19-appropriate levels of cleaning and sanitization at his property.

"Each booking is automatically spaced apart for the enhanced cleaning process and there is a minimum of 24 hours between guests,"he said.

Milborne's property was a hot commodity when he first listed it but bookings have died down.

"The listing was up on Airbnb for roughly 20 minutes before the first booking request was received but since then I have received three new bookings with plenty of availability remaining."

Milborne told blogTO that his house is the perfect place for small groups of friends, families or even a couple's getaway.

It's a great escape from the city and Milborne says he is thrilled theres been a positive response so far.

"Being situated just eight minutes south of the city makes for the perfect retreat that's just far enough. I think people will enjoy the experience of taking the ferry and discovering the hidden beauty of the islands and all that they have to offer,"he said.

WELLINGTON, New Zealand (AP) Three men have been rescued from a tiny Pacific island after writing a giant SOS sign in the sand that was spotted from above, authorities say.

The men had been missing in the Micronesia archipelago for nearly three days when their distress signal was spotted Sunday on uninhabited Pikelot Island by searchers on Australian and U.S. aircraft, the Australian defense department said Monday.

The men had apparently set out from Pulawat atoll in a 7-meter (23-foot) boat on July 30 and had intended to travel about 43 kilometers (27 miles) to Pulap atoll when they sailed off course and ran out of fuel, the department said.

Searchers in Guam asked for Australian help. The military ship, Canberra, which was returning to Australia from exercises in Hawaii, diverted to the area and joined forces with U.S. searchers from Guam.

The men were found about 190 kilometers (118 miles) from where they had set out.

I am proud of the response and professionalism of all on board as we fulfill our obligation to contribute to the safety of life at sea wherever we are in the world, said the Canberras commanding officer, Capt. Terry Morrison, in a statement.

The men were found in good condition, and an Australian military helicopter was able to land on the beach and give them food and water. A Micronesian patrol vessel was due to pick them up.

SOS is an internationally recognized distress signal that originates from Morse code.

Part of the ERC mandate is to converge a wide range of academic disciplines in tackling challenges; another is to develop a diverse and inclusive workforce from across the United States. By partnering with industry and a broad community of students, faculty and professionals, the IoT4Ag Center will create an innovation ecosystem to continue these efforts into the coming decades.

The West, Midwest and East Coast are all represented in IoT4Ag, with collaboration nodes and education and research sites across the country, providing limitless opportunities for students, entrepreneurs and other stakeholders.

The IoT4Ag Center is divided into three integrated thrusts, with teams of researchers working on sensing, communication and response technologies.

IoT4Ag is housed in the School of Engineering, but the UC Merced branch, in the communication thrust, will include many others: the Center for Information Technology Research in the Interest of Society (CITRIS), UC Water, drone and energy researchers, management of complex systems experts, socio-economists and big-data analysts, as well as the community, region and state.

We want to include everyone who has a perspective on engineering ag, from farmers, farm workers and the children of farm workers among our student body to government and industry partners, Keske said. Like the rest of the team members, Keske will wear several hats as the initiative gets underway.

Shes responsible for diversity and inclusion, and said shes looking to hold focus groups, ask farmers and commodity groups to be on the advisory board for IoT4Ag at UC Merced and visit field sites to survey farm workers, as well.

Springboard raises $31 million to retool the technology workforce – VentureBeat

Mentor-guided online training platform Springboard has raised $31 million in a series B round of funding led by Telstra Ventures.

The raise comes amid surging demand for online learning, with Udemy recently reporting that course enrollment had risen 425% during the pandemic lockdown and Udacity disclosing that its annual recurring revenue (ARR) had grown 260% for the first half of 2020. Founded in 2013, San Francisco-based Springboard aims to plug the technology talent gap, offering a range of courses across coding, analytics, design, data science, and AI.

Prices vary, but the Data Analytics Career Track costs $5,500 when paid up front and offers students around 400 hours of coursework that must be completed within six months. It also comes with a job guarantee. There are also monthly payment plans or the option to defer tuition until the graduate starts a new job. As another example, the UI/UX design course costs around $10,000 when paid up front.

Traditional universities and online education platforms have often been criticized for not equipping students with the skills needed to thrive in the workforce, something Springboard specifically targets. Its data analytics program, for instance, was designed in partnership with Microsoft after the duo announced a tie-up last December as part of Springboards $11 million series A round. The program aims to train 5,000 students for analytics jobs in the coming years and includes important non-technical skills such as problem-solving, communication, and strategic thinking.

Every Springboard student is allocated a personal mentor, who works in a field related to the course and provides one-on-one feedback each week. Mentors hail from companies such as Oracle, Amazon, Uber, and Airbnb. This program is one of Springboards major selling points, as its links with technology companies have led to job offers from the likes of Google, Microsoft, Facebook, IBM, Zoom, and Verizon.

And while many companies have had to pivot their business models to support social distancing during the pandemic, Springboard has always facilitated remote education, which puts it in a strong position to capitalize on the new normal.

Springboard is also developing a new tool called Springboard introductions, a browser plugin designed to give students targeted introductions and job referrals from its community of mentors and alumni. For example, if someone is applying for a job through LinkedIn, Springboard could surface individuals already working at the company to provide a referral.

Both the recommender and introductions products are currently in development and are expected to launch around mid-September.

Tambay said Springboard saw 54% growth in student enrollment between March and June of this year, a figure that rises to 352% when comparing the year-on-year figures of June 2019 and June 2020. These are the kinds of numbers that attract investors. In addition to increased student demand, we are also seeing a ton of inbound investor interest in our space, Tambay added.

The surge in demand for remote learning and upskilling platforms has kicked countless VC investors into action, with Coursera recently securing another $130 million at a $2.5 billion valuation and Indias Toppr locking down $46 million. That Springboard has managed to raise a sizable round less than nine months after its previous raise underscores investors interest in remote learning as people scramble to train for in-demand industry roles.

Eighty-five percent of independent restaurants are at risk of closing by the end of the year, according to the Independent Restaurant Association. Many have turned to services like Doordash and Seamless to stay afloat.

Angie Mar, Executive Chef and owner of The Beatrice Inn in New York City, had to completely shift her business model in the midst of the pandemic.

We had to completely do a 180, she recently told Nightline. We pivoted to take out and delivery, which we had never done before Our takeout business is doing well, but, regardless, it's a fraction of the amount of money that we were making before.

Like restaurants, other industries have also been forced to embrace technology. The travel industry, which counts itself among the hardest industries, saw U.S. airline passenger volumes drop 75% compared to this time last year, according to the Transportation Security Administration. Hotels, another crucial aspect of the travel industry, have felt the impact as well.

Earlier this year, Marriott, one of the largest hotel chains in the world, had closed roughly 2,000 of its global locations. Although over 90% of the companys hotels are back open today, during the peak of the pandemic in April, the company saw revenue per room drop 90%.

With New York City in the fourth phase of its reopening plan, the hotel giant is using its Brooklyn Bridge location as an early adopter of its mobile technology. Via the Marriott Bonvoy app guests can check-in, check-out, order room service and toiletries and even open their room with a digital key.

As many of these industries implement new technologies to adjust to the new normal, there is still the looming question of whether or not jobs will return. Over 50 million people have filed for unemployment in the last six months and some wonder if technology will replace jobs lost during the pandemic.

As uncertainty continues to surround the trajectory of the virus and the timeline of a potential vaccine, industry experts are cautiously preparing to accept the new normal.

There is no going back to pre-COVID because that doesn't exist, Tsai said. We'll have already gone through this experience of being in this global pandemic and a lot of the challenges in society and technology in these industries are now exposed.

The guests are really happy with On Demand kind of experiences, Musk said. What you dont want to do is turn this into a fast casual experience or a fast food experience. This is not fast food. So, I think balancing that is important. But from a guest convenience and guest happiness perspective, and from a team safety perspective, its pretty hard to imagine going back.

Smart disinfection technology in the spotlight – Health Europa

The COVID-19 pandemic has triggered the launch of a number of innovative research and development projects aimed at integrating smart technology into a wide range of disinfection processes in hopes of mitigating the spread of the virus. HEQ examines the efficacy of some of the innovative technological solutions designed to contribute to infection control efforts.

Disinfection tunnels (DTs), or sanitisation tunnels, were briefly in vogue in China, India and Belgium in the early stages of the pandemic. Portable tunnels constructed from steel and PVC and measuring between 16 and 25 feet long are placed at the entrances to busy public spaces, such as markets, shopping centres, hospitals and business premises; users walk or cycle through the tunnels and are sprayed with a misted solution of sodium hypochlorite, a strong disinfectant. Disinfection tunnels can be static, where users stand in the middle of the tunnel and rotate while the disinfectant is sprayed in their direction, or dynamic, where the users path is sprayed as they move through the tunnel.

The evidence in favour of disinfection tunnels is sparse, however; and a study titled Disinfection tunnels: potentially counterproductive in the context of a prolonged pandemic of COVID-19 and published in the Public Health journal in June found that any asymptomatic patient would remain [infectious] as the virus in the nasopharynx and respiratory tracts remains viable, hence contributing to a false sense of security among individuals. There is no way to test the benefits, other than mental satisfaction, which is just like the confidence wearing a cloth mask provides and thereby enables people to venture out into public places.

The studys authors concluded: DTs are likely to be a wasteful expenditure of scarce resources. The World Health Organization has condemned the use of these sprays and tunnels and has released an advisory. The stress on these systems is not evidence based, unreliable, and flawed. While fighting this global pandemic, there is definitely a light at the end of the tunnel by practicing hand hygiene and social distancing, but not by passing through these DTs.

Disinfection by drone was initially deployed in China to sanitise large, open public spaces when COVID-19 first hit; and has since expanded to Europe and the US. Drones designed for outdoor use can be deployed to spray targeted doses of disinfectant chemicals over large open air facilities, such as parks, stadia, exteriors of hospital buildings and carparks; while smaller drones equipped with ultraviolet disinfection technology can be directed to disinfect indoor spaces including offices, theatres and museums. Many disinfection drones are equipped with Artificial Intelligence (AI) technology to enable remote piloting or route programming.

Particularly as more and more members of the public return to work following the easing of lockdown measures, public transport remains a key infection vector, due to its inherent combination of large groups of people in an enclosed space with limited availability of time and resources to complete a full disinfection of each vehicle between journeys. Passenger transport manufacturing firm Irizar has developed smart technology solutions to address the issue of infection control on buses, including a smart access control camera system placed at the front of the bus. The smart camera is equipped with a temperature sensor, enabling it to detect passengers with an elevated body temperature above 37C; and AI programming which allows it to detect whether or not a potential passenger is wearing a face mask, alert the driver with an acoustic signal and indicate to the unmasked passenger that they may not board.

In partnership with the Spanish Ministry of Health, Irizar has also developed an automatic disinfection system for buses and coaches. This system consists of a fixed outlet installed in the vehicles interior, which sprays disinfectant throughout the vehicle through a pneumatic nebuliser system. The disinfection process itself takes between 15 and 30 minutes, but the vehicle cannot then be used for another three to four hours.

KC Technologies, a Chinese smart technology firm, has developed smart helmet headsets capable of detecting people with a fever from up to five metres away and emitting an acoustic alarm when the wearer is in proximity to someone with a heightened temperature. The helmet, which has already been adopted by police officers in the cities of Chengdu, Shanghai and Shenzhen, is similar in appearance to a motorcycle helmet; and according to its developers, enables users to scan the body temperatures of hundreds of people and lock onto those with fever in less than two minutes. In addition to an integrated infrared body temperature sensor, the helmet is equipped with an facial recognition technology, an augmented reality visor enabling the user to view a subjects name and medical history, and a camera capable of scanning QR codes; as well as wifi, Bluetooth and 5G connectivity to facilitate the sharing of data with nearby hospitals.

Inspired during the COVID-19 lockdown to create the safest, most innovative, and most beautiful mask ever, Italian startup CLIU has developed a reusable face mask equipped with smart technology, featuring a transparent window allowing the users mouth to be visible to others, in order to optimise social engagement and avoid alienating people who rely on lip reading to communicate.

CLIU team member Fabrizio Lipani noted that the smart mask can be synced with a smartphone app, adding: CLIU offers the hi-tech version with integrated Bluetooth, microphone and GPS. Thanks to the dedicated app, you can check your CLIU to ensure it is functioning correctly. Additionally, you can check the filters consumption status and access real time information on your health, such as heart beats and breathing quality. Once the mask reaches the end of its lifespan, it can be dismantled and each component can be recycled.

Vail is betting that disinfection technology will make school, buildings safer during coronavirus – The Colorado Sun

Please dont ask me the specifics on this, says the longtime facilities manager of the 100,000 square-foot building.

The specifics of the Synexis Dry Hydrogen Peroxide biodefense system, the proprietary technology tucked into 86 ducts in the ceilings and walls of Vail Mountain School, are complicated, yet promising. Theyre also part of the reason the private school plans to begin educating its 450 students in classrooms five days a week later this month.

Although this building is among the first in Colorado to have the disinfection system installed, other school districts and public buildings are lining up for installation of the technology, too.

Deals are pending and demand is extremely strong in the state of Colorado, said Synexis Senior Vice President Douglas Bosma, who lives in the Vail Valley and whose children attend Vail Mountain School.

Its especially strong here in the high country, namely because we have gotten those big-name backers to go forward with the technology already, he said.

Bosma declined to name school districts or other municipalities that are interested in the system, saying he wanted to wait until deals were finalized.

Town of Vail officials looked at the Synexis system at Vail Mountain School and are planning to install dozens of the companys devices in public buildings and the towns 35 buses.

There is a simplicity of the system without needing chemical products that really piqued our interest right out of the gate, Town Manager Scott Robson said.

Vail is spending $160,000 on the first wave of installations in buses, town hall, recreation buildings and other indoor public spaces.

Robson said the town still is directing additional funds to additional cleaning, including use of electrostatic misting equipment to disinfect surfaces.

This is another tool in our cleaning effort, he said. I would expect that our initial use of this technology will grow. If you begin to look at the payback on our investment, we might be able to save on spending on additional chemicals and we wont have to close public facilities while we are cleaning. Its a pretty significant payback from a taxpayers perspective.

Robson said other municipalities are watching Vail and eager to see how the system works and how effective it is at controlling the spread of contagion.

At the end of the day, this is not just about public health, Robson said. Its about what are the tools we can implement to improve the economy and get society back to some level of normalcy.

Lenexa, Kansas-based Synexis was founded by James Lee, the inventor of Dry Hydrogen Peroxide gas technology.

Lee served in the U.S. Army specializing in defense against chemical, radiological and biological attacks and directed the chemistry department at West Point Academy. He founded Lee Antimicrobial in 2001 the predecessor to Synexis to help reduce the risk of microbial threats inside buildings using his patented Dry Hydrogen Peroxide biodefense systems.

Synexis has at least 17 patents, including one awarded last month for a device that produces non-hydrated purified hydrogen peroxide gas. The system uses UV radiation technology, which is widely used in wastewater treatment. The Synexis devices can be installed in rooms or ducts and produce hydrogen peroxide gas.

The company is purposely vague about just how the devices work but they use ultraviolet light and an air-permeable substrate structure to create the microbe-killing Dry Hydrogen Peroxide gas. The system requires air and humidity to activate the chemical process and is safe for breathing.

Vail Mountain School administrators arent saying how much they spent on the system, only that the amount was six figures. The devices, which run 24-hours a day all year long, are part of the K-12 schools contagion-limiting strategy that includes additional cleaning, masks, barriers and other protective equipment, and measures to limit crowding.

Head of School Michael Imperi hosted a town meeting last week with parents, faculty and staff to detail the schools safety plan for the coming academic year. Response to the new technology has been overwhelmingly positive, he said.

Lee built the technology as a tool to protect people inside buildings. Many systems can detect radiation or a chemical threat in real time but biological events are typically not recognized until there is a problem. The Synexis systems promise to eliminate viruses, bacteria, mold, insects, pollen and other organic compounds that can be distributed through the air inside a building.

The Synexis team is busy as demand peaks for the systems. All sales pitches are based on data, facts and a scientific approach, Bosma said.

We do not go on hypotheticals, he said. Everything we state or present has been backed with nine to 10 years of validation and credibility and testing, not only in third-party lab settings but in real world interventions, too.

For example, after a virulent bug leveled 25 Los Angeles Dodgers players and staffers in February 2018, the baseball team installed the Synexis systems in the clubhouse and illness rates fell. Several other professional teams have installed the systems in training facilities and clubhouses. The list of teams includes the Tampa Bay Rays, the Kansas City Royals, the San Diego Padres and the St. Louis Cardinals.

(Major League Baseball on Monday announced that 13 Cardinals players and staff tested positive for COVID-19 in the last week, on top of four of the teams players testing positive in early July. The team played four of its six games since the season restart at home, with two on the road in Minnesota.)

Synexis technicians measured microbial molecules in the air inside Vail Mountain School before installing the system and will return in two weeks to measure the bioburden essentially organic compounds in the air to gauge the effectiveness of the system.

In the initial testing, the technicians took samples in drawers and behind desks and other obscure spots to get a good baseline reading, Counselman said.

This is good for an independent school, said Kathleen Hogan, the schools director of marketing and communication. We have the (spacious) facility to make sure we keep kids distanced and we have the ability to invest in the technology.

The school, which charges $28,000 to $30,900 a year in tuition, will follow Eagle County public health guidelines but it is not tied to the mandates of the Eagle County School District.

Eagle County Schools last week released a 38-page guidebook for re-opening that includes details for mandatory masks, regular screenings and cleanings, and other strategies to limit crowding. Public schools will follow the countys epidemiological indicator that could require full remote learning for the first part of the school year if the number of new cases in the county does not fall soon.

(Since July 20, the number of new cases in Eagle County has fallen to a seven-day moving average of 6.29 cases, down from more than 15 in the middle of July.)

If Eagle County cases continue to fall, the district plans to begin in-person instruction four days a week for elementary and middle schools, beginning Aug. 25. High schoolers in the district will have a hybrid schedule blending remote and in-class instruction.

The plan has consequences for positive cases. If a single student tests positive for COVID-19, entire classes and even grade levels will be required to quarantine for 14 days, with some exceptions for teachers. Multiple positives will close schools for 14 days.

Vail Mountain School has an equally comprehensive plan in place and will follow the regulations issued by Eagle County public health officials.The school, like many in Colorados resort communities, has seen increasing demand for enrollment as urban families flee cities for homes in the mountains.

The schools gym has six of the Synexis devices. The library has four. The bigger classrooms have two and most of the rooms have one unit. Thats in addition to units on all six of the schools intake vents that distribute fresh air into the school.

One challenge: no one can leave windows open, which is a drawback for Vail, where late summer and fall temperatures are pleasant during the day.

There is a growing chorus of epidemiologists improving the science around the transmission of COVID-19. New peer-reviewed studies show the likelihood of catching the disease from a surface is low, contradicting earlier studies that suggested the virus could live on surfaces for as long as six days. The Synexis system cleans air as well as surfaces by spreading the hydrogen peroxide gas into every cubic inch of a room, Bosma said.

Its really giving a building an immune system, he said.
