NATO jets intercept Russian spy plane

A Russian spy plane has been intercepted by the North Atlantic Treaty Organisation jets over the Baltic Sea, the alliance says, amid heightened tensions in the region, BBC reports.

Estonia summoned Russias ambassador on Wednesday after its military said the Ilyushin-20 plane had entered its airspace for about a minute.

But Russia said the plane had been on a training flight and had not violated Estonian airspace.

Russia has been accused of several recent border violations in the region.

The conflict in eastern Ukraine, which the West says Russia has stoked by supporting the rebels, has prompted sanctions against senior figures in Moscow and bans on EU goods in response.

In the past week, non-Nato member Sweden has been searching for a submarine reportedly sighted in its waters in the southern Stockholm archipelago some 48 kilometres (30 miles) from the capital. The suspected submarine is widely assumed to be Russian.

Last month, Estonia accused Russia of abducting one of its security officials on the border.

NATO said the Ilyushin plane had taken off from the Russian Baltic coast enclave of Kaliningrad on Tuesday and was first intercepted by Danish F-16 jets when it approached Denmark, before flying north towards Sweden.

Intercepted by Swedish planes, the Ilyushin entered Estonian airspace for less than a minute and was escorted out by Portuguese F16s, the alliance said.

A Russian defence ministry spokesman said the military plane had taken off from Khrabrovo airfield in Kaliningrad and flown over neutral waters of the Baltic Sea.

Detective dodges questions about allegations made during rape investigation

CHATTANOOGA, TN (WRCB) - The Chattanooga police officer at the center of a TBI criminal investigation appeared in court Friday.

Detective Karl Fields was in court, testifying as the lead investigator in Cordalro Strickland's murder case. But most of the questions revolved around the criminal investigation into the detective, prompting Fields to plead the Fifth Amendment over 15 times.

Fields was put on administrative leave last month, following allegations of inappropriate contact with a woman who filed a rape report.

There were questions whether or not the detective could testify in the upcoming murder trial while he was under a criminal probe himself. On Friday, attorneys argued whether or not a jury could hear the most recent allegations against the police officer.

"I'm currently on administrative leave," Fields said.

"Why are you on administrative leave?" asked Strickland's attorney, Brandy Spurgin.

"Undergoing investigation by internal affairs and TBI," Fields replied.

The legal fallout is crossing over into some of the cases Fields worked, namely Strickland's, who is charged with first degree murder in the 2011 shooting death of Melvin Fennell.

Fields answered questions about the case, but he was also grilled about his inappropriate contact with the alleged rape victim.

"Did you joke with another officer that videos in that case were YouTube material?" Spurgin asked.

Sometimes the First Amendment guarantees access to public records (generally limited to court records). Often Freedom of Information Acts and Public Records Acts are seen as fulfilling broader First Amendment values, by facilitating speech about how the government operates. But in Thursdays Roe v. Anderson (W.D. Wash. Oct. 23, 2014), a federal district judge relied on the First Amendment to block a state public records request.

Washington law requires erotic dancers to get licenses, and the Washington Public Records Act apparently mandates the release of licenses generally, including these licenses. But the dancers, the district judge held, have raised serious questions regarding whether this violates their First Amendment rights, because revealing their names and other personal information can expose them to harassment and threats to their physical safety. (Compare Doe v. Reed (2010), which applied First Amendment scrutiny to disclosure of the names of petition signers, though held that, given the government interests supporting such disclosure, the disclosure was indeed constitutional.) According to the Steve Maynard (Tacoma News Tribune), the man who requested the names said he was curious and he wants to pray for the strippers. I would pray for those dancers by name, David Van Vleet said after the hearing. Im a Christian. We have a right to pray for people.

I should note that this case might be relied on by analogy in Second Amendment cases, in situations where people try to use public records laws to get the names of registered gun owners, or of registered holders of gun carry licenses. (The Supreme Court said, in D.C. v. Heller (2008), that there is no constitutional right to concealed carry, but some courts the Seventh and Ninth Circuit and the Illinois Supreme Court have held that there is a constitutional right to some form of carry, and in some states a license is required for any sort of carrying.) Its always uncertain, of course, how much courts will accept such analogies.

In any event, here are some excerpts from the opinion:

I. FINDINGS OF FACT

10. Under PCC 5.14.100 and 5.14.110, managers and dancers at an erotic dance studio are required to apply for and maintain managers and dancers licenses that are issued by the Auditor. Under PCC 5.14.080 and 5.14.090, these licenses expire and are renewed on an annual basis.

11. Dancers at Dreamgirls at Foxs identify themselves to patrons by a pseudonym commonly known as a stage name. The purpose of the stage name is to maintain the dancers privacy and to protect them from stalking, harassment, discrimination, public embarrassment, and violence when they are outside the club.

15. Defendants Anderson and Pierce County are subject to the requirements of the Washington Public Records Act, (hereinafter PRA) .

16. The manager and dancer licenses issued and maintained by Defendant Anderson are public records as defined RCW 42.17.020, subsections (36) and (42).

17. Agencies such as the Auditors Office and Defendant Pierce County are required by the PRA to disclose public records upon request to anyone making the request and disclosure of the records is mandatory. The only public records protected from disclosure are those specifically mentioned in a statutory exemption.

PHILADELPHIA (CBS) The Pennsylvania chapter of the American Civil Liberties Union says it is preparing to file a lawsuit to get the states new Revictimization Relief Actoverturned.

Signed into law on Tuesday, the law whichthe ACLU says is unconstitutional bans conduct by criminal offenders that causes mental anguish to their former victims.

We are cautiously optimistic that a federal judge will take a quick look at this and say, Youve got to be kidding me, Vic Walczak, legal director of the ACLU of Pennsylvania, tells KYW Newsradio.

The price of bitcoin has continued to slide, falling by a further 3% over the last 24 hours to take its market capitalisation below $5bn, (2.5bn).

Dogecoin and peercoin also saw their values fall by a similar margin, while litecoin, darkcoin and namecoin remained relatively stable.

The biggest mover across all markets was solarcoin, a digital currency distributed to incentivise the use of solar energy over the next four decades. Solarcoin rose in value by 65% since yesterday to take its market cap above $250,000, (156,000).

Senior vice president at Eurex Exchange Javier Tordable called bitcoin a "fad" at a panel discussion at Saxo Bank's Trading Debates this week.

Tordable did suggest that the block chain through which bitcoin transactions are processed holds potential for storing and sharing data in the future.

"We are very interested in the technology behind it, the block chain," Tordable said, according to CoinDesk, before stating that he would like to explore the idea of storing data in a "multi-channel" or distributed manner.

Online streamingservice Twitch has started accepting dogecoin as a payment option for its premium service.

Dogecoin is the second cryptocurrency to be accepted by the populargaming venue, after it began accepting bitcoin earlier this year.

Google-owned Twitch offers other unusual payment methods to its 55 millionmonthly viewers, including Burger King and Subway gift cards.

Comets Ride Kenins and Eriksson to Victory over the Rampage

October 24, 2014 - American Hockey League (AHL) Utica Comets Ronalds Kenins two-goal night, and Joacim Eriksson's 38 save performance powered the Utica Comets to a 5-2 victory over the San Antonio Rampage in front of a sold out crowd at the Utica Memorial Auditorium on Friday Night

It didn't take long for the Comets to start the night's barrage of goals. Just 20 seconds after Jensen was sent to the box for hooking, Dustin Jeffrey broke out of the neutral zone to the left of San Antonio's goaltender Dan Ellis with a 2-on-1 with Brandon DeFazio. DeFazio added his second short-handed goal in as many gamess after he one-timed the pass from Jeffrey past Ellis just 4:21 into the game.

After successfully killing off Jensen's holding penalty, the Comets continued to lay on the pressure and found the back of the net again at the 13:33 mark. Kenins was credited with his first American Hockey League goal after he deflected a Peter Andersson slap shot up and over Ellis and into the back of the net.

Once the Comets killed off a string of four power play opportunities for the Rampage in the second period, they took their turn on the power play. Kenins was able to find the back of net again at the 16:36 mark of the second, for his second goal of the night. O'Reilly wristed a shot on goal, Kenins got his stick on the shot which deflected the puck up. The puck bounced off of a Rampage defenders' helmet, and slowly trickled across the goal line. Bobby Sanguinetti picked up the secondary assist on the play.

San Antonio finally got the puck past a Comets goaltender for the first time this year when Logan Shaw took a quick slapshot from the point. The puck deflected its way past the glove side of Comets goaltender Joacim Eriksson. It was the first goal scored by the opposition at The AUD in 182:34 minutes of gameplay, which takes the scoreless streak all the way back to April 18th when they faced the Toronto Marlies in their second to last game of the season.

The game ended with a flurry of goals which started when Comets' defender Travis Ehrhardt took a holding penalty at the 14:37 mark of the third period. Steven Kampfer of San Antonio was able to set up in the attacking zone and wristed home a shot past Eriksson. Up until that goal, the Comets had killed 24 consecutive penalties to start the season.

Two empty net goals in the final minute and a half of the game sealed things up for the Comets. Nicklas Jensen pushed the Comets lead to 4-2 with an empty-net goal from the red line. It looked like a communication breakdown between the Rampage bench and Dan Ellis led to Ellis skating to the bench for the extra attacker as Jensen broke the puck of the Comets zone. Looking at the empty net, Jensen fired the puck in the net from center ice. Ehrhardt and O'Reilly picked up assists on the goals.

Now down two goals, the Rampage tried the empty net approach again. Dustin Jeffrey picked up his third goal of the year with an empty-net goal with just 12 seconds to play. DeFazio and Archibald recorded the assists.

Eriksson was named first star of the game after he faced a total of 40 shots and turned away 38 for the night. This was Eriksson's first win of the season.

The Comets are back at it again tomorrow night at 7 p.m. at The AUD as they face the Toronto Marlies for the third time this season. In their last two meetings, the Comets walked away with three of four points. All fans in attendance will receive a special Comets flag.

UC San Diego named stem cell 'alpha clinic'

In a push to further speed clinical development of emerging stem cell therapies, Sanford Stem Cell Clinical Center at UC San Diego Health System was named today one of three new "alpha clinics" by the California Institute for Regenerative Medicine (CIRM), the state's stem cell agency.

The announcement, made at a public meeting in Los Angeles of the CIRM Governing Board, includes an award of $8 million for each of three sites. The other alpha grant recipients are the City of Hope hospital near Los Angeles and University of California, Los Angeles.

"A UC San Diego alpha clinic will provide vital infrastructure for establishing a comprehensive regenerative medicine clinical hub that can support the unusual complexity of first-in-human stem cell-related clinical trials," said Catriona Jamieson, MD, PhD, associate professor of medicine at UC San Diego School of Medicine, deputy director of the Sanford Stem Cell Clinical Center, director of the UC San Diego Moores Cancer Center stem cell program and the alpha clinic grant's principal investigator.

"The designation is essential in much the same manner that comprehensive cancer center status is an assurance of scientific rigor and clinical quality. It will attract patients, funding agencies and study sponsors to participate in, support and accelerate novel stem cell clinical trials and ancillary studies for a range of arduous diseases."

The alpha clinics are intended to create the long-term, networked infrastructure needed to launch and conduct numerous, extensive clinical trials of stem cell-based drugs and therapies in humans, including some developed by independent California-based investigators and companies. These trials are requisite before any new drug or treatment can be approved for clinical use.

The clinics will also emphasize public education to raise awareness and understanding of stem cell science in part to combat "stem cell tourism" and the marketing of unproven, unregulated and potentially dangerous therapies and help establish sustainable business models for future, approved stem cell treatments.

"Everything we do has one simple goal, to accelerate the development of successful treatments for people in need," said C. Randal Mills, PhD, CIRM president and CEO. "Stem cell therapies are a new way of treating disease; instead of managing symptoms, cellular medicine has the power to replace or regenerate damaged tissues and organs. And so we need to explore new and innovative ways of accelerating clinical research with stem cells. That is what we hope these alpha stem cell clinics will accomplish."
