Things are going insanely well for people in computer science. I mean, our work is everywhere. Nearly every process imaginable is powered by a machine at the middle. The computer has transformed communication, retail, how we access information and how we navigate around the world. Computers are winning.

Things are even better in A.I. We are at the beginning of a renaissance of interest and utilization of intelligent systems in an ever-widening sphere of influence. It started with the big tech companies (Google, Apple, IBM, Facebook). Now it is expanding every day as advancements in machine learning, voice and image recognition, and intelligent analytics move into the enterprise -- at an increasingly faster pace, driven by over half of the Fortune 500 believing that A.I. is crucial to their future.

As I have conversations with many of these companies that are looking to adopt emerging A.I. technologies (most based on machine learning), there are two issues for them that keep popping up: "How do we integrate these technologies into our workflow and decision-making?" And even more crucial: "How do we integrate them into existing best practices, business rules and methodologies?"

That is, how do you integrate analytic systems that can learn to recognize entities in images, categorize activity as fraudulent or even predict the sales of different products based on weather information, with the business thinking on how to deal with these situations? How do you integrate systems that "think fast" with the deeper reasoning of the business strategies that require you to "think slow"? How are companies going to integrate the machine's ability to recognize with the human ability to reason?

My concern is the potential of companies to become disappointed and disenchanted with A.I. -- just as it is re-emerging -- because these questions go unanswered. (Narrative Science has its own take on the solution, but that is a discussion for a different time.)

I am finally a little relieved about this issue because Elemental Cognition, the company founded by David Ferrucci (the man who drove the work on IBM Watson), has come out of stealth mode and revealed that its mission is to solve this problem.

On its website, the company defines the following challenge:

Today's AI systems can help you locate the closest restaurants or find answers to simple questions.

But, these systems cannot grasp the underlying meaning of language or provide rich explanations behind their answers.

The next grand challenge in AI is to build systems that truly understand.

Elemental Cognition's technology seems to be aimed at the problem of going beyond the simple recognition/response models that dominate the A.I. landscape right now. I suspectFerrucci is building out a technology that will combine outputs of deep learning and other machine-learning systems with the ability to draw inferences from, reason about and support decisions using the facts that they generate.

I have faith in Ferrucci for a very specific reason: He is less a scientist and more an engineer. His history at IBM was one of building toward the solution rather than in service of a theory. He succeeded in building a system that leveraged existing technologies, but was built in such a way that it did the job at hand and did it exceedingly well.

There are other companies that claim to be building out general machine intelligence, but most of them are trying to prove a point. As far as I can tell, Ferrucci is trying to solve a problem.

There was an inflection point with machine learning a few years ago. We had the data, the machines and the raw compute power to learn at a level we had never seen before. We gave the machine the ability to look at the world and recognize what it saw. While the science related to this inflection point wasn't new, the engineering was.

In order for A.I. to make it to the next stage of development, we need a similar inflection point for the reasoning part of the equation. We need to empower the machine with a deeper ability to think about the words it hears and the situations it observes. I believe that the science is already in our hands. Now, we just need the right engineers to decide that they want to see it happen.

So join me in welcoming Elemental Cognition to the party. We're all in this together.

It has become common practice for attackers to use Artificial Intelligence (AI) and Machine Learning (ML) to link tools together so that they can be run in parallel when conducting an attack.

Attackers use AI and ML to take the results from one tool and then allow the other tools to "learn" about the finding and use it against other systems. As an example, if a one tool finds a password, that tool can feed the information to another tool or bot that may conduct the exploitation of one or many systems using the discovered password.

AI and ML allows for an attacker to program a toolset or bot to act like a "real" attacker. As an example, the tool or bot may launch a phishing attack against an organization and then take the results of the phishing tool and conduct other types of attacks just as a human would.

Attackers are building toolsets and bots that use AI and ML techniques to evade detection and blocking the methods already in place within most organizations. Many of these tools (typically open source) can be easily obtained from the Internet. This gives anyone the ability to run the tools against target organizations.

In an article in Wired President Obama expressed his concerns about AI-enabled bots attacking nuclear weapon silos and causing a launch. This intimates that the threat of AI and ML enhanced attacks are a major concern even at the highest level of government.

Google has unveiled the second generation of its smartwatch software, which will place artificial intelligence (AI) in the companys wearables for the first time.

Android Wear 2.0, which will begin rolling out to all current Android Wear smartwatch users in the coming weeks as an update, will include Google Assistant, the tech giants AI virtual helper which responds to voice commands.

Google also revealed the first two new devices that would run the software the LG Watch Style and Watch Sport as the tech giant looks to take on the Apple Watch.

Deep Learning and AI An Overview

This is the epoch of artificial intelligence (AI), when the technology came into its own for the mainstream enterprise. AI-based tools are pouring into the marketplace, and many wellknown names have committed to adding AI solutions to their product mixGeneral Electric is pushing its AI business called Predix, IBM runs ads featuring its Watson technology talking with Bob Dylan, and CRM giant Salesforce released an AI addition to their products, a system called Einstein that provides insights into what sales leads to follow and what products to make next.

These moves represent years of collective development effort and billions of dollars in terms of investment. There are big pushes for AI in manufacturing, transportation, consumer finance, precision agriculture, healthcare & medicine, and many other industries including the public sector.

AI is becoming important as an enabling technology, and as a result the U.S. federal government recently issued a policy statement, Preparing for the Future of AI from the Subcommittee on Machine Learning and Artificial Intelligence, to provide technical and policy advice on topics related to AI.

Perhaps the biggest question surrounding this new-found momentum is Why now? The answer centers on both the opportunity that AI represents as well as the reality of how many companies are afraid to miss out on potential benefit. Two key drivers of AI progress today are: (i) scale of data, and (ii) scale of computation. It was only recently that technologists have figured out how to scale computation to build deep learning algorithms that can take effective advantage of voluminous amounts of data.

One of the big reasons why AI is on its upward trajectory is the rise of relatively inexpensive compute resources. Machine learning techniques like artificial neural networks were widely used in the 1980s and early 1990s, but for various reasons their popularity diminished in the late 1990s. More recently, neural networks have had a major resurgence. A central factor for why their popularity waned is because a neural network is a computationally expensive algorithm. Today, computers have become fast enough to run large scale neural networks. Since 2006, advanced neural networks have been used to realize methods referred to as Deep Learning. Now, with the adoption of GPUs (the graphics processing unit originally designed 10 years ago for gaming), neural network developers can now run deep learning with compute power required to bring AI to life quickly. Cloud and GPUs are merging as well, with AWS, Azure and Google now offering GPU access in the cloud.

There are many flavors of AI: neural networks, long short-term memories (LSTM), Bayesian belief networks, etc. Neural networks for AI are currently split between two distinct workloads, training and inference. Commonly, training takes much more compute performance and uses more power, and inference (formerly known as scoring) is the opposite. Generally speaking, leading edge training compute is dominated by NVIDIA GPUs, whereas legacy training compute (before the use of GPUs) by traditional CPUs. Inference compute is divided across the Intel CPU, Xilinx/Altera FPGA, NVIDIA GPU, ASICs like Google TPU and even DSPs.

TSA screening program risks racial profiling amid shaky science study – The Guardian

A new study based on thousands of internal Transportation Security Administration (TSA) documents has excoriated a controversial screening program as reliant on dubious behavioral science and amounting to surveillance of scores of unsuspecting air travelers, particularly Muslims and Latinos.

The study, conducted by the American Civil Liberties Union (ACLU) after a years-long transparency lawsuit, may add to the anxiety of travelers in the Donald Trump era and particularly non-Americans, whom Trumps executive orders on immigration explicitly note do not enjoy legal privacy protections.

In particular, the TSA documents indicate a substantial focus on Arabs, Muslims and Latinos, despite repeated TSA assurances that the Department of Homeland Security (DHS) component does not profile travelers based on ethnicity, race or religion.

Because the techniques that the TSA are using are not grounded in valid science, those techniques raise an unacceptable risk of racial and religious profiling, said the ACLUs Hugh Handeyside, one of the attorneys in the TSA lawsuit.

The documents show the use of those techniques become a license to harass. They can easily give way to implicit or explicit bias.

The study reveals that the TSA concluded in internal investigations that its officials engaged in such profiling. At Newark Liberty international airport in New Jersey, a supervisor, ultimately demoted, instructed profiling of passengers based on race and made improper law enforcement referrals to Customs and Border Protection.

At Logan airport in Boston, agents implemented a procedure for profiling or identifying illegal aliens, something beyond the mandate of the TSA. Investigations of TSA profiling allegations also occurred at Chicago, Honolulu and Miami airports.

One behavioral-detection officer [BDO] cited in the report observed: Ive seen BDO managers lie to cover up their mistakes [and] make questionable decisions based on the way someone looks, ie cute, Asian, Black, etc Whats worse is Ive heard a BDO manager refer to passengers as towel heads when speaking in a meeting with other management AND subordinates.

TSAs program, Screening Passengers by Observation Techniques, or Spot, is intended as an additional check on potential onboard hijackings or airport attacks. Spot instructs plainclothes agents to conduct surreptitious interviews with travelers who have cleared security checkpoints and trains them to identify supposed signs of deception.

In 2013, the watchdog Government Accountability Office recommended limiting funding for Spot until TSA can provide scientifically validated evidence demonstrating that behavioral indicators can be used to identify passengers who may pose a threat to aviation security. A 2016 DHS inspector generals report stated that TSA employs 2,660 staff at 87 airports.

The passenger should not suspect that they have undergone any deliberate line of questioning, a Spot document instructs, contributing to the ACLUs conclusion that plainclothes Spot officers conduct surveillance covertly.

One TSA document on behavioral cues singles out a trancelike state; inappropriate clothing; avoiding direct contact with others.

Other alleged indicators include exaggerated yawning; excessive grooming gestures; fast eye blink rate; a lack of eye contact; excessive fidgeting, clock watching, head-turning, shuffling feet, leg shaking and more. A male with a fresh shave and lighter skin on his lower face is considered an indicator of concealed Muslim zealotry.

The ACLU lawsuit unearthed extensive scientific research undermining Spots premises that such behavior indicates deception at all.

A striking finding in the literature is that liars do not seem to show clear patterns of nervous behaviors such as gaze aversion and fidgeting, according to a 2007 article in the journal Law and Human Behavior. A 2006 review of the literature found that people who are motivated to be believed look deceptive whether or not they are lying.

Although the available science indicates that behavioral observation is little more reliable at indicating deception than flipping a coin, the ACLU found no evidence that the TSA reformed Spot to accommodate the evidence. Instead, the study called into question repeated statements the TSA has provided to Congress assuring that widely accepted principles supported by leading experts in the field of behavioral science and law enforcement underpin Spot.

[I]t appears highly unlikely that behavior detection officers could reliably assess deception or mal-intent through brief encounters with total strangers in a context as fluid and harried as an airport terminal, the ACLU study said.

In 2015, the Intercept revealed that Spot included on its list of signs you might be a terrorist activities including excessive throat clearing and contradictory instructions like gazing down and widely open staring eyes.

Handeyside said: We are just not convinced that this program can be implemented at all without raising an unacceptable risk of unlawful racial religious profiling. We think it should be discontinued.

Miller named to fellowship

Pardee Hospital vascular surgeon Dr. Craig Miller, FACS, has been named a 2017 National Library of Medicine Michael E. DeBakey Fellow in the History of Medicine. As part of his fellowship, Miller will research and write a comprehensive biography of Michael E. DeBakey.

In February 2016, the National Library of Medicine received a generous gift from The DeBakey Medical Foundation to support enhanced access to the Michael E. DeBakey Archives at the NLM and to establish the Michael E. DeBakey Fellowship in the History of Medicine.

On behalf of the entire Pardee Hospital team, I would like to congratulate Dr. Miller on this outstanding achievement, said Dr. David Ellis, FACOG, chief medical officer of Pardee Hospital. Not only is Dr. Miller a talented vascular surgeon, he is also an accomplished author and scholar. We are fortunate to have him as part of the Pardee family.

Over the course of the next year, fellows will undertake their research projects onsite in the History of Medicine Division of the Library, primarily in the Michael E. DeBakey archives which reflect the vast range of subjects from DeBakeys professional career from surgery to health care policy, medical libraries and expanding access to medical information, medical technology to medical ethics, military medicine to veteran health, humanitarianism to international diplomacy in the medical arena. The librarys DeBakey archives contain correspondence, administrative records, diaries, transcripts, publications, speeches, conference and awards material, subject files, photographs, and audiovisual media, which reflect the vast expanse of DeBakeys life, achievements, and interests as a world-renowned medical statesman, innovator, and champion of humanitarianism and life-long learning.

Miller practices at vascular surgery at Pardee and provides both diagnostic and therapeutic vascular imaging services. He performs procedures on both an inpatient and outpatient basis at Pardee Hospital, as well as in the Vascular Surgery office. Miller treats a wide variety of vascular conditions, from varicose veins to aneurysms to lower extremity arterial disease. He is a fellow of the American College of Surgeons.

Miller earned his medical degree from the Ohio State University College of Medicine. He completed an internship and residency in surgery at the Ohio State University Medical Center. He then completed a fellowship in vascular and endovascular surgery at the University of California at San Francisco and was a fellow of the university's Gastrointestinal Research Laboratory. His research has been published in numerous medical publications.

He is the author of "The Making of a Surgeon in the 21st Century," which is in its third U.S. edition and has been translated into several languages, and "The Big Z: The Life of Robert M. Zollinger, M.D.," which has been nominated for the Welch Medal, awarded to the most outstanding book on American medical history. Miller is also a Scholar-in-Residence at the Ohio State Universitys Medical Cultural Heritage Center.

Celebrating Black History: Detroit Techno icons – Mixmag

Underground music was built on love, unity, respect, and inclusivity. Mixmag is celebrating Black History Month over the next four weeks in commemoration of electronic music's most cherished and revered artists who embraced these founding values.

This week, we're putting our hands up for Detroit, the birthplace of North American techno and the starting point for many of the undergrounds most legendary, forging talents.

There's no discussion of Detroit Techno without mention of The Belleville Three. The legendary trio made up of Kevin Saunderson, Juan Atkins and Derrick May are celebrated as the founders of the seminal genre. The trio met in high school, became close-knit friends and were all heavily influenced by the downtrodden socio-economic status of Detroit at the time. Motifs of violence, economic collapse and cultural despair led to industrial and desolate themes.

Through it all, the three embraced music and each became icons in their own right. Juan Atkins became known as The Initiator, Derrick May The Innovator and Kevin Saunderson The Elevator.

After forging an incredible underground culture within the city and helping grow what is now known as Movement Electronic Music Fesitval, Saunderson, Atkins and May branched off into their own projects with the labels KMS, Metroplex and Om and Transmat, respectively.

After an extended hiatus as The Belleville Three, the trio finally plan to return and share the stage at this years Coachella and Movement in Detroit.

MANILA, Philippines Leftist members of Cabinet and some lawmakers at the House of Representatives on Tuesday appealed to President Rodrigo Duterte to reconsider his stance over the peace talks with the National Democratic Front of the Philippines (NDFP) in the wake of the militarys declaration of an all-out war against the New Peoples Army (NPA).

Defense Secretary Delfin Lorenzana made the pronouncement following President Rodrigo Duterte's decision to lift the government truce and suspend peace talks with the communist group.

In a joint statement, Secretaries Rafael V. Mariano (Department of Agrarian Reform), Judy M. Taguiwalo (Department of Social Welfare and Development), and Liza L. Maza (National Anti-Poverty Commission) reminded both parties in the peace negotiations to come to terms with the compelling reasons why (they) have come to the negotiating table in the first place which is, for the welfare of the poor Filipinos.

The three Cabinet members said We will continue to engage within the Cabinet and the rest of the administration towards the resumption of the talks and to strengthen the civilian voice in the peace process.

Gabriela Rep. Emmi De Jesus said an all-out war against communist rebels would only bring the Duterte administration back to square one, thwarting significant strides made in previous agreements such as the framework for the comprehensive agenda on socioeconomic reforms.

We express serious concern over (Defense) Secretary Delfin Lorenzanas statement as it is a signal fire for a repeat of the bloody counterinsurgency war of past administrations, said De Jesus.

Going full-throttle against perceived communists will only worsen the militarization of communities across the country and escalate the human rights violations on civilians, she added.

De Jesus said a militarist approach would further entrench the root causes of armed conflict.

It has brought unrest to communities, military occupation of Lumad schools, and displacement of thousands of families, the Gabriela lawmaker said.

De Jesus urged both panels to exhaust all options to go back to the negotiating table, saying what was most important at this point was the discussion of long-term solutions to the impoverishment of the Filipino people.

Bayan Muna Rep.Carlos Isagani Zarate, for his part, denounced the all-out war declaration, noting that the Philippine government-NDFP peace process is not yet officially terminated in accordance with signed and binding agreements.

Zarate was referring to the Joint Agreement on Security and Immunity Guarantees, which states that the peace talks can only be terminated upon the issuance of a written notice by one party to the other.

The said notice would take effect thirty days from its receipt.

Zarate reiterated his call for the President to give the quest for peace another chance by allowing both parties to iron out agreements for a bilateral ceasefire as well as socioeconomic, political and constitutional reforms.

Meanwhile, Albay Rep. Edcel Lagman warned against the possibility of a martial law declaration, describing it as a perilous aspect of the recent development after the collapse of the peace talks.

It will not only abrogate the peace process but would also intensify the determination to declare martial law based on the all-out war against supposed rebels, Lagman said.

The 1987 Constitution specifies that the president could impose martial law for just 60 days and only to stop an invasion or a rebellion. Congress can revoke the measure within 48 hours while the Supreme Court can review its legality.

Maza (National Anti-Poverty Commission) on the peace negotiations with the National Democratic Front of the Philippines (NDFP):

As heads of national government agencies tasked to address poverty and improve the quality of life of the Filipino, we believe that the GRP should move the peace negotiations with the NDFP forward. The current agenda on the table, the Comprehensive Agreement on Social and Economic Reforms (CASER), is the most substantive agenda in the negotiations and is key to lasting peace and long-term poverty eradication. We are one with the peace advocates, legislators, and individuals who urge both parties to resume the talks. We will continue to engage within the Cabinet and the rest of the administration towards the resumption of the talks and to strengthen the civilian voice in the peace process.

After 15 years of impasse, the peace negotiations have made historic strides on many fronts. This time, by pursuing peace, and through the political will of President Duterte, the talks have been productive. The Government and the NDFP have never been closer in their articulation of a shared vision of a society that addresses the root causes of war poverty and inequality.

In the 3rd round of talks in Rome, both parties surpassed earlier expectations and were able to exchange initial views on their respective drafts of the CASER. They have reached a common understanding of the problems on the agrarian unrest in the country and have agreed in principle to the free distribution of land to farmers and farm workers. Both parties also reached a decision to accelerate the negotiation process through simultaneous discussions of technical working committees of the remaining substantive agenda, as the discussion on the CASER commences.

The Reciprocal Working Groups on Political and Constitutional Reforms (RWGs-PCR) were able to exchange views on the proposal to form a federal form of government and the need for safeguards and constitutional guarantees as demanded by the people.

Both parties were looking forward to meeting again in the fourth round of talks to flesh out these agreements and move to address the issues of land reform and rural development, national industrialization and economic growth, access to social services, patrimony and sovereignty.

While the government carries on with negotiating the agreements, the agencies under the Human Development and Poverty Reduction Cluster are working on the direct, immediate and substantial benefits that are advantageous to the poor and the marginalized sectors of the society.

Recognizing the urgent need for genuine change, the President has made a commitment to lift nine million Filipinos out of poverty by the end of his term. The statement adds weight to the Government's work in implementing a genuine agrarian reform, building its industries, and promoting social welfare and development as an integral part of poverty alleviation.

The foremost concern of both parties in the peace negotiations is the interest of the Filipino people to address the roots of poverty and achieve a just and lasting peace. It is unfortunate that the talks have now come to a standstill.Let each side come to terms with the compelling reasons why we have come to the negotiating table in the first place. For it is the welfare of the poor Filipinos, in the millions, that is at the core of the peace negotiations. Let us give just and lasting peace a chance. Continue the GRP-NDF peace talks and pursue socio-economic and political reforms for the people.

President John Magufuli yesterday added weight on the crackdown on narcotics, directing the national security and defence forces to apprehend all suspects irrespective of their status.Nobody should be spared in this war against illicit drugs; no matter how famous or what status that person has in the society, Dr Magufuli ordered. He stressed further, Be it a politician, minister, a police officer, a son or daughter of a big wig, the law should follow its course.

The Commander-in-Chief of the Armed Forces commended Inspector General of Police (IGP) Ernest Mangu for his bold move to suspend police officers who were recently accused by Dar es Salaam Regional Commissioner (RC) Paul Makonda of cooperating with drugs dealers.

I know there was a lot of pressure on you from some people who made phone calls, but you stood firm, otherwise you wouldnt be here today as the IGP. The drugs have effects on the young workforce but are still being sold like groundnuts.

I usually get very upset when law enforcement agencies are accused for wrongdoing but I am happy that you took actions. The war on drugs is tough but we must fight it, Dr Magufuli told the IGP.

He directed security and defence forces to act tough on the whole chain involved in the illicit drugs, starting with the underdogs and eventually drug barons.

Those using and peddling the narcotics will have to mention the whole supply chain, he stated.

Dr Magufuli also tasked the Acting Chief Justice, Prof Ibrahim Juma, to expedite the trials of drug-related cases currently pending at courts.

There is a suspected drug kingpin currently being detained in Lindi but I wonder why he is not produced in courts for prosecution, wondered the president. Although Dr Magufuli did not mention the suspect he was apparently referring to Ali Khatib Haji, alias Shkuba (46), a suspected drug baron who was arrested in 2014 and is currently remanded in the Lindi prison.

President Magufuli disclosed as well that he had agreed to hand over the MV Dar es Salaam ship, initially meant to carry passengers between Dar es Salaam and Bagamoyo, to the TPDF to enable the army to intercept drugs and smuggled goods in the Indian Ocean.

As per request by the former Chief of Defence Force General Davis Mwamunyange, I decided to hand over the ship to the army to intensify patrols against drug traffickers and smugglers in the Indian Ocean, President Magufuli noted.

The President was speaking at the swearing-in of the newly appointed Chief of Defence Forces (CDF) General Venance Mabeyo and Chief of Staff Lieutenant General James Mwakibolwa at State House in Dar es Salaam.

Dr Magufuli also swore in the Commissioner General of the Prisons Department, Dr Ally Malewa, Secretary of the Public Service Commission, Mr Nyakimura Muhoji and two ambassadors, Paul Mella and Samuel Shelukindo.

Last Friday, IGP Mangu suspended 12 police officers, pending investigations, over their alleged links to drugs dealers in Dar es Salaam. The suspension came only few days after the Dar es Salaam RC had issued a list of suspects of drug dealers and facilitators, including the law enforcers and local celebrities in the music and movie industries. - Tanzania Daily News.

Philippine President Rodrigo Duterte has threatened Korean gangs involved in the countrys illegal drugs trade with death. Duterte, who promised to continue his war on drugs until the last day of his presidency in 2022, told local media that Korean criminals wouldnt be treated differently just because they are not Filipino.

Dutertes aggressive crackdown on drugs he initiated in the summer of 2016 has so far resulted in more than 7,000 deaths across the country according to Philippine National Police records.

In January, Duterte apologized to South Korea for the death of Korean businessman Jee Ick-joo, 53, in October, which rights groups believe was linked to the anti-drugs policy. It was reported by the ABS-CBN news channel that the the Philippine National Police Anti-Illegal Drugs Group ( AIDG) had no evidence Ick-joo was involved in the illegal drugs trade.

Ick-joo was abducted from his home in Manila in October 2016, and taken to police headquarters where he was strangled. The police officers responsiblewho are now in custodythen tried to extort money from Mr Jee Ick-joos family by pretending he was still alive, according to the New York Times.

After the murder, Duterte called for a crackdown on rogue police elements, promising to bring those responsible to justice and disbanding the AIDG. Police chief Roland Dela Rosa expressed remorse over the death, but emphasized the case of Mr Ick-joo was isolated. However, in a press conference last Friday, Dela Rosa said the Korean mafia were to blame.

As a result of Dela Rosas claim, President Duterte has threatened to apply the crackdown seen in his drugs war to Korean gangs, who supposedly operate out of the southern city of Cebu. The president claims the mafia are known for operating human and drug trafficking rings, prostitution and kidnapping. The Philippine Drug Enforcement Agency (PDEA) confirmed they are aware of elements of mafia existence in Cebu on Monday morning, but authorities are still searching for evidence that such a crime syndicate which could have carried out the kidnapping of Ick-joo exists. Senator Ping Lacson told the Inquirer, a Filipino newspaper, that the Korean mafia angle might be farfetched.

Justice Secretary Vitaliano Aguirre II of the Philippines told local reporters that he was working with South Korea to determine the nature of the alleged mafia: Our office is coordinating and contacting the Korean embassy if they have a police attach or anyone to that effect that could help us [find out] about this Korean mafia, if ever it exists.

In the meantime, Duterte wants the Koreans to remain friends. South Koreans are the largest group of tourists to the Philippines annually. The Korea Times reported that the president said: "They're always welcome here. Korea is our friend. It has helped us in so many ways. To law-abiding Koreans, you will be protected, treated equally as Filipinos."

The Newest Challenge in Gambling: Finding Growth – Motley Fool

One consistent theme for gaming stocks over the past two decades is that growth hasn't been hard to come by. Ever since Steve Wynn opened the Mirage in Las Vegas in 1989, it seemed like the industry was on a tear to build bigger and better casinos around the world. First Las Vegas and Atlantic City were built out, then Macau and Singapore came online, and now there's an East Coast gaming boom.

But growth for casino operators is becoming harder to come by, and that may signal a major shift for the gaming industry. Maybe it's even time for gaming companies to look past growth to returning cash to shareholders?

For most of the 1990s and 2000s, the world's two most important gaming markets were Las Vegas and Atlantic City. Gaming companies rapidly built new casinos, which drew more customers, which led to more casinos being built, and an upward cycle emerged. But in the last decade, the pattern has been a little different.

As the chart above shows, gaming revenue in Las Vegas has stagnated over the past decade, and Atlantic City's numbers have fallen off a cliff. It's no wonder that no major resort has been built in Las Vegas in six years (the Cosmopolitan, which went bankrupt during construction but opened in December 2010, was the last) and Atlantic City can't even keep new casinos operating. Growth has dried up in both markets.

For many years, gaming companies focused their growth dollars on Macau, where Las Vegas Sands (NYSE:LVS), Wynn Resorts (NASDAQ:WYNN), and MGM Resorts (NYSE:MGM) have all opened properties. But Macau has suffered its own hardships over the last three years.

So, three of the biggest markets in gaming are all experiencing challenges, if not downright collapses. What can the gaming companies do to grow?

When there aren't any big growth markets, gaming companies have gone looking for opportunity in other locales. MGM Resorts recently completed National Harbor near Washington, D.C., and has a resort under construction in Springfield, Massachusetts. Wynn is building a property in Everett, Massachusetts, just outside of downtown Boston; Las Vegas Sands opened Sands Bethlehem in northeastern Pennsylvania.

The problem with all of these resorts is that they're entering, and further diluting, the barely profitable East Coast gaming market. They're also searching for growth in areas where gambling and high-end resorts aren't really a staple, which could be a big risk, long term. The decline of regional gaming was a big reason Caesars Entertainment's largest subsidiary was forced into bankruptcy, and why Foxwoods, Trump, Revel, and Stations Casinos have either had financial trouble or gone into bankruptcy. Yet it's these same regional markets where it has proved difficult to make money that major casinos are building in.

Gone are the days where casino companies could just expand up and down the Las Vegas Strip. That was the tactic that made MGM, Mirage, Mandalay Group, and Caesars Entertainment what they were before they consolidated. So if growth opportunities aren't attractive anymore, it may be time to try another strategy.

Rather than bringing new casinos to markets that aren't all that attractive to begin with, gaming companies could transform themselves into cash flow machines for investors. Las Vegas Sands has started paying a dividend and currently yields 5.6%, while Wynn Resorts pays a more modest 2.1% yield. With growth options limited, paying dividends may be the best use of cash in today's casino business. That's a change from what investors have expected in the past, but today's gaming giants may become tomorrow's dividend aristocrats, given the limited opportunities they have for growth.

Yep. Gambling winnings of any kind are taxable income, and Uncle Sam wants his cut.

So if you had winnings from the Super Bowl, a fantasy league or even the local lotto, make sure you tally them all up with the money made in Vegas last year.

All gambling winnings are reported as "Other Income" on line 21 of your Form 1040.

Your losses, on the other hand, are limited.

You only can deduct your losses to the extent of your winnings, says Nathan Rigney of The Tax Institute at H&R Block.

So if you won $1,000 last year but lost $1,500, you can only report $1,000 in losses.

The other $500 is, well, lost.

And you can't carry those losses back or forward, like you can in other situations, notes Cari Weston, director of tax practice and ethics for the AICPA.

It gets worse. Your losses are reported on line 28 of your Schedule A - Itemized Deductions.

So if you are a high earner, your itemized deductions may be reduced because of the overall adjusted gross income limitation. Then you won't be able to deduct the full amount of your gambling losses.

The good news is that losses from one kind of gambling are deductible against gains from another kind.

So let's say in 2016 you played the lotteryevery week at $10 a pop and didn't win a thing. But you did hit it big at your Church bingo night and won $3,000. Since you had winnings, you at least can take a deduction for the $520 you dropped (wasted) on the lotto.

Older gamblers face worse odds for addiction – Times Herald-Record

Q. I see lots of seniors in casinos. They come in by the busload. I was wondering whether older people have more problems with gambling than younger people?

A. About 1 percent of all adults in the United States have a serious gambling addiction. The statistics on senior gambling indicate that compulsive gambling is a greater problem among older adults than adults in general.

One study found that 10 percent of seniors were at risk gamblers. The study said a gambler was at risk when wagering more than $100 in a single bet, or betting beyond what was affordable.

A federal study found that the percentage of over-65 Americans who recently gambled jumped from 20 percent in 1974 to 50 percent in 1998, a surge unmatched by any other age group.

New Jersey's Council on Compulsive Gambling has created a program to educate seniors about gambling addiction. According to the council, about 5 percent of the seniors who gamble appear to have a problem. The Council should know about this subject; Atlantic City is in New Jersey.

A study by the state of Florida found that retirees make up 34 percent of casino regulars gamblers who brought their money four or more times a year. The casinos help out by sending buses to senior centers to pick up potential bettors.

The American Psychiatric Association classifies compulsive gambling as an impulse-control disorder. Imbalances in the brain chemicals serotonin, norepinephrine and dopamine may be factors in compulsive gambling. Many people are able to control their compulsive gambling with medications and psychotherapy, and with the aid of self-help groups.

Gamblers Anonymous provides a 12-step program patterned after Alcoholics Anonymous. GA has more than 1,200 U.S. locations and 20 international chapters. You can find GA on the internet at gamblersanonymous.org. The phone number for GA is 626-960-3500.

GA offers the following 20 questions to help people decide if they have a compulsion to gamble and want to stop. Most compulsive gamblers will answer yes to at least seven of these questions.

1. Did you ever lose time from work or school due to gambling?

2. Has gambling ever made your home life unhappy?

3. Did gambling affect your reputation?

4. Have you ever felt remorse after gambling?

5. Did you ever gamble to get money with which to pay debts or otherwise solve financial difficulties?

7. After losing did you feel you must return as soon as possible and win back your losses?

8. After a win did you have a strong urge to return and win more?

9. Did you often gamble until your last dollar was gone?

Tom Brady and the New England Patriots were not the only ones breaking records at Sunday's Super Bowl as gamblers in Nevada set a new mark for betting on the NFL's championship game.

The $138.5 million that was bet in Nevada's 196 sports books easily surpassed the previous high of $132.5 million for last year's Super Bowl, according to unaudited figures released by the Nevada Gaming Control Board on Monday.

Nevada sports books kept a combined $10.9 million from Super Bowl bets, or 7.9 percent of the total money wagered on the game, down from the $13.3 million, or 10.1 percent, they kept last year.

The sports books have now come out ahead in nine consecutive Super Bowls, their last loss coming in 2008 when the New York Giants beat New England.

The Patriots, led by Brady, entered Sunday's game in Houston as a three-point favorite over the Atlanta Falcons but had to pull off the greatest Super Bowl comeback to register the win.

In doing so, Brady also set a number of individual records, including becoming the first starting quarterback in the NFL to win five Super Bowls.

Last week was quite eventful for the gambling industry with revenues for January rising marginally in Macau. Though this marked the sixth consecutive month of growth, following the extended slump of over two years, the slow improvement signifies that the recovery might not be that smooth.

On the other hand, the Nevada Gaming Control Board announced a decrease in revenues in the region in December.

In a separate development, Penn National Gaming Inc. PENN posted mixed fourth-quarter and full-year 2016 results. Though earnings compared favorably with Zacks Consensus Estimate, revenues missed the mark.

Recap of the Weeks Most Important Stories

1. Gross gaming revenues for January rose 3.1% on a yearly basis to approximately $2.4 billion or 19.3 billion patacas, per the Macau Gaming Inspection and Coordination Bureau. This marked the sixth successive month of gains, thereby continuing the revival in Macau.

However, the rise was below the 8% increase recorded in Dec 2016 and the median estimate of an 8.5% gain by Bloomberg analysts. New resorts continue to attract tourists and leisure gamblers, giving a boost to revenues. However, casino operators are bearing the brunt of cannibalization effect with the latest properties drawing in crowds at the expense of existing ones. Moreover, the January figures indicate that the Chinese New Year holidays, which began late last month, will not be as big of a boon as anticipated.

Notably, a tough operating environment in Macao weighed on the stock in 2015 and for the most part of 2016. Notably, the crackdown on corruption in China compelled Macau officials to impose restrictions on high rollers to stop billions of dollars from being siphoned off illegally from mainland China to Macau.

Consequently, this lowered footfall at local casinos. A slowdown in China, tighter visa policies, political unrest and a smoking ban on mass market gaming floors compounded the woes. In fact, the anti-graft corruption drive undertaken by the Chinese government is still keeping VIP gamblers at bay.

Nonetheless, efforts undertaken by Macau operators to revive revenues by wooing tourists and recreational gamblers with family-friendly resorts and more non-gaming facilities have started yielding results as evident from gambling revenue growth in the past six months. Thus, though the worst may be over but the slow progress suggests that Macaus recovery is going to be quite volatile and choppy.

2. According to the Nevada Gaming Control Board, Nevada gambling revenues dropped 2.7% in Dec 2016 from the year-ago period to nearly $956.1 million. The decline follows the fall in November. More specifically, casino revenues in the Las Vegas Strip which accounts for more than half of Nevadas total revenue were down 1.7% year over year in the month. However, Reno recorded a 14.1% rise in casino revenues.

3. Penn National Gaming posted fourth-quarter 2016 earnings of 5 cents, which compared favorably with Zacks Consensus Estimate of a loss of 14 cents. Meanwhile, the figure also improved over the year-ago quarters loss of 11 cents on the back of higher revenues. Moreover, results were significantly better than managements expectation of a loss of 15 cents.

Net revenue of $742.9 million increased 1.2% year over year due to a rise in revenues at South/West, Midwest and Other segments, partially offset by a decline in the Northeast segment. However, this Zacks Rank #5 (Strong Sell) company missed the consensus mark by a mere 0.07% and also fell slightly short of the managements guidance.

Over the last five trading sessions, share price movement of the major gambling stocks witnessed a mixed trend. While Boyd Gaming Corp. BYD gained the maximum at 3.5% followed by Caesars Acquisition Companys CACQ rise of 0.7%, Wynn Resorts Ltd. WYNN and Melco Crown Entertainment Ltd. MPEL recorded a decline of 5.5% and 3.8%, respectively.

However, over the last six months, the price performance of gambling stocks has been predominantly positive. Among the stocks that appreciated the most were Caesars Acquisition Company and Melco Crown that gained 33.0% and 21.4%, respectively. On the contrary, Wynn Resorts recorded a decline of 1.4% over the same time frame.

RECALL: Canned dog food has traces of animal euthanasia drug – KUTV 2News

(KUTV) A canned dog food company is issuing its first recall in 82 years after the death of a Washington pug was traced to tainted product.

Nikki Mael of Washougal, Washington, said she fed four of her dogs Evanger's Hunk of Beef with Au Jus wet food on New Year's Eve. Fifteen minutes later, Mael said all four dogs started to behave strangely so she took them to an animal hospital, where one later died.

One still suffers seizures, Mael said, but she is unsure of any long-term effects on the other two.

According to its website, Evanger's learned about the incident on Jan. 2 and "started action immediately." The company fully paid the amount listed on Mael's YouCare page and promised to investigate the incident.

On Jan. 29, Evanger's announced it had found traces of a drug used to euthanize animals pentobarbital in cans of its Hunk of Beef Au Jus. The company believes the drug came from animals used in the dog food.

Evanger announced an official recall of all beef products manufactured in June 2016.

The recall affects products sold in Washington, California, Minnesota, Illinois, Indiana, Wisconsin, Ohio, Pennsylvania, New York, Massachusetts, Maryland, South Carolina, Georgia and Florida. Products labeled 1816E03HB, 1816E04HB, 1816E06HB, 1816E07HB and 1816E13HB that expire in June 2020 may contain traces of pentobarbital and should not be fed to pets.

The company has said Hunk of Beef is its top-selling product and that pets likely consume more than one million cans of Hunk of Beef each year.

A situation in Canada should send a clear message to 25 U.S. states considering doctor-assisted suicide.

Two years ago, Canada's Supreme Court legalized assisted suicide and there are hints that the country has moved toward devaluing human life.

Alex Schadenberg of the Euthanasia Prevention Coalition tells OneNewsNow a January 23 survey suggests that assisted suicide has had savings of up to $138 million a year for the government.

Now considering the cost problems that we have with healthcare in Canada, he tells OneNewsNow, this is one more carrot before the people in order to now say, Well euthanasia's not only going to cause the deaths of people who supposedly are asking for it but on top of that, it's a social good because it saves money.

The savings is being compared to the cost of quality medical care, including pain management.

Just a few weeks ago, a study was released on the possibility of organs being donated from victims of euthanasia.

And so now you have the whole mixed up stew where we're talking about organ donation euthanasia and saving money for the health care system from euthanasia, and somehow this is going to be controlled? he asks.

The true issue is about doctors having the legal right to kill their patients, he warns "and it will soon be out of control in our country as well if we don't start turning the corner [to decide against euthanasia] soon.

The countries in Europe that have legalized euthanasia have seen a similar abuse of euthanasia. In the Netherlands, a woman with dementia changed her mind about accepting doctor-assisted suicide but was forcibly held down while the doctor went ahead with the lethal drug.

Schadenberg contends the only way to avoid that kind of downward spiral in the U.S. is to not legalize euthanasia to begin with.
