The head of the Catholic Church in the Philippines has harshly criticized a government campaign of alleged extrajudicial killings of drug suspects that has claimed thousands of lives, calling it a "humanitarian concern" that cannot be ignored.

Police have killed an estimated 3,200 people in the past 14 months in encounters they claim involved suspects who put up armed resistance. Another 2,000 have died in drug-related killings in many cases carried out by motorcycle-riding masked gunmen who human rights groups say are either police in disguise or their hired hit men. In a single day last week, police in the Philippines killed a record 32 people in drug raids, according to Reuters.

"We knock on the consciences of those who kill even the helpless, especially those who cover their faces, to stop wasting human lives," Manila Cardinal Luis Tagle said. "The illegal drug problem should not be reduced to a political or criminal issue. It is a humanitarian concern that affects all of us."

Tagle was supported by Archbishop Socrates Villegas, who said Sunday that church bells would ring every night for the next three months to spark greater awareness of President Rodrigo Duterte's crackdown.

"The sounding of the bells is a call to stop approval of the killings," Villegas said in a statement read Sunday in churches in his district in Pangasinan province, according to The Associated Press. "The country is in chaos. The officer who kills is rewarded and the slain get the blame. The corpses could no longer defend themselves from accusations that they 'fought back.'"

The Church was initially silent about the anti-drug campaign, but has in recent months stepped up calls for its end.

Duterte's campaign, which has drawn international criticism, has gotten high marks from President Trump, who in a leaked transcript of a phone call praised the Philippine leader for an "unbelievable job on the drug problem."

Duterte has compared his crackdown in the Philippines to the Holocaust, saying he'd like to deal with drug addicts the way that Nazi Germany dealt with the Jews.

The War on Drugs’s ‘A Deeper Understanding’ Review: Classic … – The Atlantic

The War on Drugs has one of those band names that isnt supposed to mean anything. But listen to the Philadelphia bands wonderful fourth album, A Deeper Understanding, and, you may, in fact, think about drugsand more specifically, clichs surrounding drugs and rock-and-roll history.

Bandleader Adam Granduciel is a student of that history, and his music often poses questions few rock fans may have thought to ask. Like, What if Don Henleys The Boys of Summer was 10 minutes long? or Why cant we live inside the fourth minute of Bruce Springsteens Jungleland forever? But he taps the past with a sensibility thats new. The sounds of 60s psychedelia are here, yet not the questing, form-free sensibility associated with psychedelics. Signifiers of 70s and 80s excess also abound, but the twitchy bravado or desperate intensity that critics might have described as coked out doesnt. Rather, these songs pulse steadily and patiently, doling out climaxes of euphoria at carefully considered intervals. With apologies for using one of the iffiest tropes of record reviewing: This is classic rock on MDMA.

Grizzly Bear Capture the Beauty of Connection

Granduciel and a shifting cast of band members have been recording under the War on Drugs name since 2005, with their greatest commercial and critical breakthrough arriving via 2014s Lost in the Dream. That albums standouts Red Eyes and Under the Pressure perfected a formula for immersing listeners: Over a chugging and unfailing rhythm, the band tunefully layered guitar heroics, vintage keyboards, and Dylanesque vocalsall cloaked in dreamy reverb. The songs infiltrated streaming-service playlists, publications year-end lists, and the consciousness of the rock mogul Jimmy Iovine, who proclaimed the bands impending hugeness. Granduciel signed to a major label, Atlantic Records, and has now delivered an album of spectacular scale and ambition.

Its the rhythm that first defines most of the songs on A Deeper Understanding, with drum and bass interlocking for, say, a Creedence Clearwater Revival shamble, or a Tom Petty toe-tap. Once established, the groove is almost never interruptedeven as the song mutates for five, six, or 12 minutes. This is a technique most reminiscent of 70s German rockers like Neu!, but also, structurally, of techno and house music. For Granduciel, its a way to achieve something novel and, perhaps counterintuitively, unpredictable. He told Vice, I dont like drums dictating the song; like when you hear a fill and then you know the chorus is coming up.

The reliable hum lends itself to easy listeningand easy criticism. You can clean your house or host a dinner party to A Deeper Understanding, absolutely, and as it filters in you might find yourself thinking, I like this song, the one with the pretty piano part, or this one, which reminds me of Free Bird, only to eventually realize there are a number of tracks that fit those descriptions. Drive-by absorption might also make certain listeners write off the band as it transgresses common ideas of coolness and taste. The singer Mark Kozelek, for example, infamously once heard The War on Drugs playing on a distant festival stage and sneered at their beer commercial lead-guitar shit. That wasnt an inaccurate description, to be fairbut it sold short the full scope of the music.

Its the close listen that reveals Granduciels real talent. In interviews, hes talked about obsessively fussing over every sound in the mix, and the payoff from that attention is serious: Each instrumental element is crisp and fully rendered, familiar yet fresh. Synthetic strings, for example, may not have been this capable of producing actual emotion, since, well, the early-80s that Granduciel so often references. Some of the albums most powerful guitar-shredding passages, played full blast, will make it seem as if an amp is plugged in in your living room.

But the point is not only the feel of these sounds. Granduciel writes generous, poppy hooks and deploys them at the moment of maximum possible impact. The guitar line that defines Strangest Thingone of the best songs of the yeardoesnt arrive until 2 minutes and 40 seconds in, transforming what had been a wistful comedown tune into something massive, like Purple Rain played on cathedral bells. On that song and elsewhere, it becomes clear Granduciels arrangements arent nearly as repetitive as they may initially seem. Melodies emerge, move among instruments, and then seem to die. Rebirth, minutes later, is always possible.

In the rare occasions that Granduciel varies the rhythm of a song, the effect on the listener is like that of a seismic event. I jumped a few times listening to the awesome new-age-y workout of In Chains: first when a drum fill did, for once, announce a chorus, and later when the songs heartbeat hiccuped into the classic Be My Baby pattern. Contrastingly, the 11-minute single Thinking of a Place unwinds into a lush, long portion without drums. When the songs main groove snaps back in, its like a magician pulling off a revealscarily sudden, but also smooth. Such moments show that through the ever-pretty, ever-nostalgic haze of his arrangements, Granduciel wants to keep the senses and the mind awake.

Does music this visceral need to mean anything? Granduciel sings in a pleasing but unvarying rasp, and he likes obvious rhymes: All my waiting was in vain / I walked alone in pain / Through an early morning rain, etc. Generally the songs tell of striving, endlessly, for blissin another person, in a place, or in ones self. So if it seems on-the-nose for him to sing of a sky painted in a wash of indigo or of somewhere they can make it rain diamonds, its worth remembering that music, across eras, has often been about envisioning paradise through sound. Hes executing that mission with extreme care, finesse, andmost remarkablyconsistency. The best passages of A Deeper Understanding are shot through with sadness simply because they eventually have to end, but with this high, you can expect another wave soon.

Duterte’s war on drugs could put Philippines youths in harm’s way, critics say – Fox News

High school students in the Philippines will be subject to random drug tests starting in September, raising safety concerns as President Rodrigo Duterte intensifies his war on drugs.

Drug tests will be randomly administered at secondary schools, both private and public, with the aim of preventing drug use and rehabilitating those already consuming them, Department of Education guidelines say.

"Random drug testing for students is considered by the government as entirely a 'health' issue and aims to provide appropriate interventions to those who will be tested positive for dangerous drug use, which will help the student stop further use and/or abuse of the substance," a government statement said.

Any student testing positive for drug use will be sent for counseling and intervention by social workers, the guidelines state.

The move to test younger school students follows a previous government order for mandatory drug testing among students at universities and colleges.

But the plans have drawn sharp criticism from multiple human rights groups, which claim the government cannot be trusted to ensure that students who test positive for drug use wont become targets in Duterte's war on drugs, which has led to some 12,500 killings since the president took office in June 2016.

Human Rights Watch Asia Director Phelim Kine slammed the policy, saying the government is putting the students in harms way.

The timing of the policy remains unfortunate as the country is in nationwide condemnation of Dutertes bloody war, following the slaying of a 17-year-old schoolboy, the Telegraph reported.

Kian Delos Santos was reportedly shot by undercover police officers after they dragged him to a dirty alleyway and asked him to run with a gun only to shoot when he did.

The police claim the teenager shot first and was a drug runner but witnesses and video footage have contradicted the allegation.

CEBU CITYA group of human-rights lawyers in Central Visayas has joined calls for President Rodrigo Duterte to stop the governments bloody war on drugs and to create an independent commission to look into the spate of drug-related killings in the country.

In a resolution, the Free Legal Assistance Group (FLAG) denounced the summary executions which the lawyers described as barbaric, unconstitutional, and very un-Christian.

Our country today has become one huge national slaughterhouse where suspected drug users and pushers have been gunned down with impunity by vigilantes and police officers, said FLAG-7 led by its chairman Democrito Barcenas.

Copies of the FLAG-7 resolution will be sent to the Office of the President and Senate President Aquilino Pimentel III for their information and guidance.

FLAG-7 said the killings, a number of which are perpetrated by police officers, have continued since President Duterte launched an intensified campaign against illegal drugs in July 2016.

The human rights group said an independent commission composed of retired Supreme Court justices with proven integrity, probity, and independence must be created to conduct an impartial investigation on the uncontrolled series of killings.

The planned Senate investigation is merely a damage control and cannot ferret out the truth because it is dominated by President Dutertes spineless apologists, FLAG-7 said.

FLAG-7 is the first and largest group of human rights lawyers established in the nation. The group, which aims to protect and promote of human rights and civil liberties, was founded in 1974 by former Senators Jose Diokno, Lorenzo Taada and Joker Arroyo during the Martial Law Era under President Ferdinand Marcos.

Based on the records of the Police Regional Office in Central Visayas (PRO-7), 205 drug suspects were killed in alleged shootouts with policemen in the region while 213 others were killed from unidentified gunmen from July 1, 2016 to August 15.

Chief Supt. Jose Mario Espino, director of PRO-7, maintained that drug suspects who were killed in legitimate police operations placed the lives of the operatives in danger.

At least 11,122 drug suspects were arrested in Central Visayas from July 1, 2016 to August 15 while 109,301 drug users and pushers surrendered at the onset of Oplan TokHang or Toktok Hangyo, a police door-to-door anti-drug campaign where drug suspects were asked to surrender and sign documents renouncing their drug-induced life.

Since the war on drugs started last year, the PRO-7 has seized a total of 40,042 grams of shabu (methamphetamine) worth P472.5 million. JPV

The War on Drugs salute working class America with their black-and-white "Pain" video. Director Emmett Malloy filmed the psychedelic rock sextet as they float down the Schuyikill River in their native Philadelphia on a cargo ship emblazoned with their band name.

The clip, which Malloy shot on cinematic 16 millimeter film, alternates between close-ups and overhead shots of the wind-blown group with glimpses of everyday Philadelphia natives working and riding bicycles.

"Pain" is the second single from the War on Drugs' fourth LP, A Deeper Understanding, out August 25th. Last week, the band issued the sprawling "Up All Night," which follows previously released album cuts "Holding On,""Thinking of a Place" and "Strangest Thing."

The War on Drugs will kick off a North American fall tour September 18th in Portland, Maine. After concluding that run of dates in the U.S. and Canada, the band will head to Europe in November.

Humans are damaging the fragile Galapagos ecosystem. Maybe coffee can help save it. – KOSU

No one comes to the Galapagos Islands for coffee. But Scott Henderson is hoping to change that.

There are no giant tortoises around his farm in the highlands of Santa Cruz, the most popular of the islands. No marine iguanas or blue footed boobies. Just Henderson and his ripe red coffee beans.

His farm, calledLava Java,is the soup to nuts operation of gourmet coffee. He grows the beans, picks and husks them, soaks them to ferment off the sugars, dries and roasts them, and then sells them to foreign visitors craving more than a glimpse of the islands famous wildlife.

The whole coffee idea was to find a way to tap into these 200,000 high-end Starbucks addicts out in the bay on these nice boats and five-star hotels, Henderson says.

But he and his wife, Maria Elena Guerra,arent aiming to become coffee barons. They came to the Galapagos 25 years ago as conservationists. And their farm is actually more about trees than coffee.

In particular, a species of tree called scalesia, native to the Galapagos, but largely wiped out since the arrival of humans.

Probably at one time there were hundreds, thousands who knows, lots and lots of these trees at this elevation, Henderson says of the highlands region. He and his wife originally bought their farm in part to restore the scalesia forest.

They are one of the most important species, Henderson says. So many of the birds and the insects that are the foundation of the Galapagos ecosystem depended for some part of their life cycle on that tree. So thats why we went on and planted a couple thousand of them.

And the couple realized that coffee might be the cash crop they needed to finance their restoration dream.

We may not have a perfect, restored Galapagos highland ecosystem, but weve got all the elements of it, Henderson says. And what pays for that to happen is coffee.

Shade-grown coffee can fetch premium prices because it can cut the use of unsustainable farming practices. It has become the coffee you drink if you care about the planets health and can afford to pay a little more.

And then there are benefits to the local ecosystem, which trickle down to its most humble creatures, including a species of moth that feeds only on the scalesia.

Without the trees, the moths disappear, which has a knock-on effect through the islands. The government is so worried that it has a plan to reforest scalesia across the islands by 2050.

Hendersons plan is giving that effort a head start.

It may seem idealistic to think an American expat and his Ecuadorean wife could restore a Galapagos ecosystem, but local biologist Heinke Jagar of the Charles Darwin Foundation says theyre kind of doing it.

Its a good example of what would work as a model for other farmers, Jagar says.

So far,many other locals seem to like the idea too.

We protect the forest, says Paul Salinas, who buys beans from Lava Javaand other local growers for his shop OMG Coffee, one of the high-end cafes near the Santa Cruz harbor.We inspire [other] little farms to stop using diesel, so they are moving [to] solar, some of them. ... So we are generating change."

Theyre also generating something new a one of a kind product grown in the islands cold ocean air, volcanic landscape and scalesia forests.

Salinas says the flavor of Galapagos coffee is unique.

But just how good is a shade-grown, ecosystem-restoring Galapagos brew? Youll have to go there to find out.

Of course youve always wanted to see the blue footed boobies, right?

A new study shows rehabilitation work on Haifa's beaches contributes to the swift spread of the matuta victor, an invasive swimming crab species

Work being done to rehabilitate the beaches in the Haifaarea is one of the reasons for the swift spread of an invasive swimming crab, according to a study published this week. Covering the beach with sand created a convenient environment for reproduction, and from there the crabs moved to other beaches, endangering populations of local creatures.

The new study was published in the Journal of Natural History and was conducted by two researchers from the natural history museum in Florence, along with Dr. Bella Galil of the Steinhardt Museum of Natural History in Tel Aviv University and independent researcher Moti Mendelson.

The researchers kept track of the spread of the swimming crab, matuta victor, in the Indian and Pacific oceans. It arrived in the Mediterranean via the Suez Canal and was first spotted in the Haifa Bay area five years ago.

This discovery led to a more systematic surveillance of the crab and its lifestyle, about which little was known. The surveillance discovered a significant increase in the crab population in two main centers, one near the Kiryat Yam beach and the other near the Nahal Naaman estuary in northwestern Israel, which suffers from high levels of pollution.

The researchers believe that the pollution in Nahal Naaman and the additional sand in Kiryat Yam created the conditions for the increase. The sand covered the living creatures on the beach and removed competitors. The pollution also adversely affected the crabs competitors and made it easier for it to reproduce.

We created conditions for them like Club Med and turned it into an export industry to other countries, which arent exactly happy about it, said Galil. They reproduced rapidly and reached the Lebanese coast. Now the crabs are on other beaches, including those in Antalya, Turkey, 1,500 kilometers from Haifa Bay.

The swift population increase apparently exacerbated the competition for food. The researchers documented fights over food among the crabs, which included hitting with their legs and pincers and attempts to hold a rival crab and turn it onto its back. This is something that hasnt been observed among crabs anywhere else.

The increase in the population of these crabs causes the sidelining of local crab species and is considered a threat to the ecological system. In light of what happened in Kiryat Yam, Galil thinks the Enviromental Protection Ministry should consider the effect of the domination of invasive species when approving plans for the artificial supplying of sand on the beaches. There is an inclination to expand the use of this method in the coming years to protect the cliff adjacent to the beach, which is in danger of collapsing due to contact with the waves. The sand is meant to serve as a protective layer for the cliff.

More than 600 global brands are advertising on fake news websitesand they don’t seem to care – Quartz

Storyzys business is alerting brands to their presence on fake news sites. By and large, the advertising communitys response is simply appalling.

French startup Storyzy spotted six hundred forty-four brands on questionable sites ranging from hardcore hyper-partisan fake news sites to clickbait venues hosting bogus content with no particular agenda, except making a quick buck.

Storyzy showed me the list of brands that fund the fake news ecosystem, but didnt want Monday Note to publish it. Never mind. With 600+ advertisers, you can expect many household names to show up. And they do: tech companies, banks, retailers, airlines, cosmetic companies, luxury goods companies, universities, and NGOs. Reputed media brands ended up on hyper-partisan and fake news sites. As shown below, The New York Times was spotted on RealtimePolitics and The Wall Street Journal on Americas Freedom Fighters:

While some advertisers know and choose to turn a blind eye, most of the brands feeding the fake news industry do so completely unaware of their complicity.

In fact, they are caught in a combination of negligence and greed from media buyers and the cohort of intermediaries that rule the digital advertising sector.

The real surprise comes from the brands reaction once they are notified. Normally, one would expect most of them to take radical measures to notify the chain of intermediaries, such as media buyers or trading desks.

To alert advertisers caught on junk or blatant fake news sites, Storyzy sends them an email with eloquent screenshots attached.

We contacted about 400 brands, says Pierre-Albert Ruquier, marketing director and co-founder of Storyzy. Reaction varies. Some clearly dont care and dont even bother to respond. The biggest advertisers usually refer us to their media buying partners. We talk to most of them, even though we are often received coldly. Weirdly enough, we are also sent to large consulting firms that advise big clients on brand safety issues. The vast majority of advertisers dont know where their ads land. Or choose to ignore it. Thats why when they refer us to their media buying agency these wont budge. The reason is that almost all campaigns are ROI-based, a field dominated by behavioral targeting and retargeting.

In other words: Most of the brands dont really care where their ads show up as long as the overall return on investment is fine. One of the worlds largest hotel chains told us they dont mind showing up on questionable sites if it is the result of a retargeting process, which is a convenient way to say that, as long as they can invoke deniability, performance supersedes any damage caused to the brand, or ethical considerations such as fueling a vast network of misinformation. And if by chance the brand does care, they cant always trust intermediaries whose incentives are tied to the campaigns financial performance.

Such a combination of deniability and greed is toxic. It explains the millions of dollars that contribute to the well-being of a fake news/junk news system, one that needs not worry about survivability. (Misinformation media are, in addition, super efficient at maximizing bang for their own buck: their production costs are but a tiny fraction of those required for legit sites.)

Storyzy derived its current business from expertise in fact-checking that goes back to 2012. At the time, the startup was called Trooclick; its goal, using natural language processing and machine learning algorithms, was detecting false information in financial news.

Five years later, the initial product expanded to a more general quote verification system called Quote Verifier.

Currently, the service is available via a paid-for API (access to the web site, however, is free). This function is at the core of the companys fake news detection.

According to Ramon Ruti, CTO and co-founder of Storyzy, extracting quotes in a reliable fashionand being able to find and properly attribute indirect quotesis complex and requires layers of techniques: sentence splitting to detect misleading sentences boundaries like in certain acronyms; morphosyntactic analysis, to understand the nature of each word; topic and named entities extraction; reported speech extraction, for both direct and indirect speech; and other tweaks to deal with language ambiguity and newswriting imprecision.

Each day, Storyzy collects and sorts 50,000 new quotes in English lifted from 5,000 trusted and untrusted sources. The quote is a quintessential element of journalismespecially in the Anglo-Saxon world. Quotes are also the most often forged and the most hijacked items used by fake news sites. Even if a fake quote can be debunked in a matter of hours, the delay is largely sufficient for broad viral propagation on social nets. Hence the utility of the quote verifier to quickly pinpoint false information. Combined with other signals, it proves quite effective at fingering fake news sites.

Quotes also have great value for documentation purposes. Storyzy is currently building a private website for a global media brand to be used by journalists, fact-checkers, and moderators who will verify quotes, attribution, and context; the service will be plugged on the publishers CMS to warrant the accuracy of archived quotes.

For its brand safety-related business, Storyzy is just warming up. A few months ago, the company started to provide a list of 750 questionable websites to its customers, and more bad sites are added at a rate of 20~30 a month. Storyzy is also working on a full monitoring service to ensure brand safetyfor those who are interested.

Dr Rochelle is a practicing orthopedic surgeon in Arkansas. He incorporates the TMS diagnosis and treatments in his practice. Alan Gordon is a psychotherapist in private practice in Santa Monica who specializes in the treatment of chronic pain using the the TMS approach. He is a co-founder and the Executive Director of the Pain Psychology Center, a TMS treatment center in Los Angeles. He is also a board member of the Psychophysiologic Disorders Association (PPDA). Could this miner help you secure financial independence faster than … – AOL UK

With its story capturing the imagination of so many private investors, it's no real surprise that 1.2bn cap polyhalite producer SiriusMinerals(LSE: SXX) remains one of the most traded stocks on the London Stock Exchange.

Last week's interim results made reference to "excellentprogress" being made on the company's Woodsmith Mine and associated infrastructure with development progressing on time and on budget.

Having completed all highways and enablement works and most of the preparations at the site, CEO Chris Fraser stated that the company now eagerly anticipated the commencement of shaft sinking activities. He also reported that Sirius was continuing to engage with commercial partners around the globe and that interest in the company's POLY4 product "remainsstrong".

Of course, there's still a very long way to go and many hurdles to overcome before the mine becomes operational, which probably explains why the share price is still struggling to stay above the 30p mark. Nevertheless, I remain bullish on Sirius and its ability to grow its investors' wealth steadily over the next few years, particularly with the company now comfortably occupying a space in the relatively stable FTSE 250 index following its move from the junior market.

For those who simply can't wait for next four years to elapse however, there may be an alternative.

It may be a minnow compared to Sirius butBluejayMining(LSE: JAY) is quickly winning friends thanks to the potential of its relativelylow-cost Pituffik Titanium project in Greenland --independently verified as being the highest grade ilmenite mineral sand deposit in the world.

According to today's interim results, Bluejay's work programme for the year is now "welladvanced" with managementaiming to begin constructing the mine plant in early 2018 and a full exploration licence expected during H1.Offtake discussions with potential customers are progressing and likely to conclude within the next 3-6 months.

Thanks to the levels of visible ilmenite concentrations being so great, Bluejay's proof-of-concept bulk sampling programme is also "exceedingexpectations" to such an extent that stockpiling is now forecast to begin far earlier than planned assuming production rates can be maintained. This puts Bluejay in an excellent position to begin selling its product as soon as the relevant licence is received.

Like Sirius, Bluejay's project has been warmly received by the local community as well as many government and environmental agencies. June's oversubscribed placing -- allowing Bluejay to boast a net cash balance of 5.8m at end of H1 -- also means the company's popularity among institutional investors (including Prudential plc) continues to grow.

The shares have climbed over 200% since last August, leaving the company with a market cap of 136m. Based on comments from CEO Rod McIllree however, the coming months could be "equallytransformative". In time, he believes that the Pituffik project could completely transform the titanium industry. All this before Bluejay's wider asset portfolio in Greenland and Finland is even considered.

While mining projects carry significant risk, both Bluejay and Sirius could be excellent medium-to-long term investments for those determined to become financially independent. That said, while the North Yorkshire Moors are a far more hospitable environment than that faced by Bluejay, it could be that the latter's relatively simple production model could reward holders a lot sooner.

With their ability to generate huge capital gains for investors, it's no surprise that mining stocks appeal to those investors keen to secure financial independence sooner rather than later.

BRIDGEPORT, W.Va (WDTV)- Question: My dad recently passed away. He had a Roth IRA as well as a 401(k). As a non-spouse beneficiary, can I roll over the accounts into my personal Roth IRA and 401(k) accounts?

Answer (John Halterman, Beacon Wealth Management): "Let's start with, can you roll the money over into your personal account? That answer is actually no. Only spouses can roll over a Roth IRA into their own Roth IRA and a 401(k) can be rolled over into your own Ira. But in this type of situation since you are not a spouse, what do you need to do is what we call an inherited Roth IRA or an inherited IRA. So both of those can be rolled over into an account, it's going to be in your name, just not going to be in your personal Roth IRA and 401(k)."

Q: How with the taxes affect me?

Answer (John Halterman, Beacon Wealth Management): "The Roth IRA, because it's a Roth IRA, it's actually going to be tax-free in the future to him. When you rollover money into an inherited, you do have to take what we call the required minimum distribution. But in the Roth portion, because of the tax for account there will be no taxes. Now for the 401(k), because it's going into an inherited IRA, and you have to take required minimum distributions, those will be taxed as ordinary income. One's tax-free and one's going to be taxed."

Focus on long-term growth – The Mountaineer (subscription)

RALEIGH So far in 2017, North Carolina is adding jobs at a slower pace than the national and regional averages. Thats a noticeable change from recent trends but its a reason only for concern, not for panic or pontification.

Through July, the states economy has added about 32,000 net new jobs this year, with total employment growing by .7 percent. Thats a rate of increase lower than the national average (.9 percent) and the average of the 12 Southeastern states (1.1 percent). During 2016, by contrast, North Carolinas rate of job growth exceeded both averages. The same is true for the longer-term trend, measured from 2012 to 2016.

Republicans might like to pin our job-creation slowdown on Democratic Gov. Roy Cooper, who took office in January. But that would be premature. Regardless of whether you like Coopers picks or policies, its too soon for them to have affected significantly a state economy estimated at $530 billion in goods and services.

Democrats might like to blame the Republican legislatures conservative fiscal and regulatory policies, which began in 2011 and then dramatically expanded in 2013. But that would be logically incoherent. Did these policies first boost North Carolinas job-creation rate above the national and regional averages, and then suddenly pull it down in 2017?

Moreover, it would be odd to attempt to disprove the economic benefits of smaller government, lower taxes, and less-burdensome regulation by pointing to the higher employment growth being enjoyed by regional competitors such as Florida, Georgia, and Tennessee, as these states rank even higher than North Carolina does on measures of economic freedom.

So trying to turn the states relatively weak performance in job growth since the beginning of the year into a political bludgeon is unjustified and unhelpful.

I would similarly urge North Carolinians against panic. The future of the state, and the prosperity of its residents, can be neither measured nor determined in seven-month increments of time. We face significant challenges, due primarily to structural changes in the national and international economy. Some jobs and industries that were viable in the past are no longer viable and politicians who tell you otherwise are fooling you, themselves, or both.

What we should focus on is a comprehensive, long-term strategy for encouraging sustained economic growth. Governors and legislatures dont control the money supply, set trade policy, or run fiscal deficits. They affect economic growth by influencing the creation and deployment of valuable capital assets that make it much easier and less expensive to produce goods and services, make those goods and services much higher in quality, or some combination of the two.

Some of these assets are physical ones. Others are forms of human capital, such as the education and skills of workers and entrepreneurs or the social trust that allows households and businesses to make plans and strike deals with confidence.

Governments clearly have a role to play in building and maintaining physical assets such as highways. Governments also have a role to play in human capital, such as funding schools and establishing a fair and consistent system for enforcing contracts and adjudicating disputes.

But most capital assets are privately created, privately owned, and privately managed. The private sector is the lead actor in the story of economic growth and job creation, with the public sector playing an important but supporting role. Fiscal conservatives never forget that when governments collect taxes to spend on a public program, that removes dollars from the pockets of their original owners, at least partially supplanting an investment that would otherwise be made voluntarily and skillfully.

North Carolinas future rests on wise investment by both the public and private sector, with a strong emphasis on the latter and on innovators hatching new ideas and turning them into new industries.

State leaders have prudently built up the governments cash reserves, just in case the current slowdown in job-creation rates leads to something worse. More importantly, however, they have enacted policies to welcome and foster private investment in North Carolina over time.
