Every generation, and individual, has to rediscover the arguments for free speech for themselves.Some people learn from major incidents.Some when the censors come for someone close to them, or an opinion that they hold.Others come to believe in free speech because they realise that while being offended on occasion might be terrible, it is nowhere near as terrible as any system designed to make being offended impossible.

Fortunately there are short-cuts to finding the best defences of free speech.The English language provides an especially rich tradition on which to draw.From many centuries of literature allow me to list just four works: two classic, two modern.

The first John Miltons Areopagitica (1644) is really an argument for the freedom of the printing press.Miltons argument was unsuccessful at the time, but became one of the foundation arguments for free speech.Apart from the beauty of the language, Miltons work is remarkable for conceding that those intent on censorship do have a legitimate fear.For Books are not absolutely dead things, but doe contain a potencie of life in them.Yet, As good almost kill a man as kill a good book; who kills a man kills a reasonable creature, Gods image; but he who destroys a good Book, kills reason itself.

On Liberty by John Stuart Mill appeared two centuries later (in 1859) and yet the sentiments are remarkably close to Milton.Mills work remains the classic defence not just of the right of free speech but the necessity of it: the right from which every other right flows.Mill says:

If all mankind minus one, were of one opinion, and only one person were of the contrary opinion, mankind would be no more justified in silencing that one person, than he, if he had power, would be justified in silencing mankind.

Mill goes on to outline four reasons why a society must allow itself to hear contrary opinions.

First, if any opinion is compelled to silence, that opinion may, for aught we can certainly know, be true. To deny this is to assume our own infallibility.

Secondly, though the silenced opinion be an error, it may, and very commonly does, contain a portion of truth; and since the general or prevailing opinion on any subject is rarely or never the whole truth, it is only by the collision of adverse opinions that the remainder of the truth has any chance of being supplied.

Thirdly, even if the received opinion be not only true, but the whole truth; unless it is suffered to be, and actually is, vigorously and earnestly contested, it will, by most of those who receive it, be held in the manner of a prejudice, with little comprehension or feeling of its rational grounds.

And not only this, but, fourthly, the meaning of the doctrine itself will be in danger of being lost, or enfeebled, and deprived of its vital effect on the character and conduct: the dogma becoming a mere formal profession, inefficacious for good, but cumbering the ground, and preventing the growth of any real and heartfelt convictions, from reason or personal experience.

In every age there have been those who cannot cope with this: some who feel the temptation to silence what they dont like; others who become lacklustre in their arguments.

Few people have done more in recent times to force people to relearn the fundamentals than the Ayatollah Khomeini did when he issued his fatwa in 1989 against the British author Salman Rushdie for the crime of writing a novel.That episode in which some members of the British government, among others, failed to rise to the challenge sparked a number of re-runs and updates of the classic arguments.Most succinct and comprehensive is Jonathan Rauchs Kindly Inquisitors: the new attacks on free thought (1993) which began to think through the question of how an increasingly pluralistic society might navigate these waters.Rauch is admirably clear and unflinching: No one who demands centrally enforced equal time or preferential treatment for his beliefs should be accommodated in the slightest, no matter how strong his political grievance.The fact that youre oppressed doesnt mean you know anything.

A decade later and the liberal democracies had to go through the argument again, this time sparked by cartoons rather than a novel.The man who was at the centre of one of those controversies the Danish journalist Flemming Rose also wrote the best recent work on free speech The Tyranny of Silence[2014].Roses book makes some historical points that should be a warning.Not least his survey of how post-World War One Germanys hate-speech laws helped rather than hindered the Nazi rise to power.But Rose makes another point which is even more sorely needed today.Which is that an increasingly diverse society basically only has two choices before it.Either we agree that increasing diversity of people means we need to restrict diversity of speech and thought in order to keep the peace.Or and this is his recommendation we realise that as a society grows more diverse so you have to get used to hearing more and more things including things you might not want to hear.

Well have to grow up, in other words.Lets see if we do.

AS regular readers of this column will probably have gleaned, I am not a big fan of the Tory government. But that doesnt mean I wont say when it gets something right, hence my applause for Gavin Williamsons recent commitment to protecting free speech at universities.

In a recent newspaper article the UK Education Secretary was impressively straightforward about his intentions: if universities in England dont do more to defend and safeguard free speech, the Government will.

It seems strange and discombobulating that such a fundamental right, which is already etched in law, needs to be restated or protected, especially in our institutions of learning and research. After all, what are universities for if not to debate, scrutinise and test old, current and new ways of thinking?

But the chilling frequency and virulence of recent campaigns by students and activists seeking to completely shut down conversations around certain issues highlights the pressing need for action.

And were not just talking any more about the no-platforming of offensive thinkers and speakers at university union events. Over the last months around the UK weve seen increasing numbers of protests and petitions against members of teaching staff who are accused of holding offensive, upsetting and inappropriate views, accompanied by calls for them to be silenced or even sacked.

There have also been calls for entire areas of teaching and academic research to be withdrawn or have funding removed, for conferences to be cancelled, all because students deem them too upsetting and offensive. University managers have sometimes been too quick to bow to pressure, highlighting societys increasing confusion and lack of confidence in dealing with issues of free speech.

Granted, the debates at the centre of current brouhahas are complex and controversial: Israel and Palestine, gender identity and womens rights. They are also very important. But not as important as the wider need to protect our right to talk about them. Even if you couldnt give a monkeys about the Gender Recognition Act, the things you care passionately about could be next on the list of views deemed offensive. You, too, could be cancelled.

How could it have come to this? How could folk, especially younger folk, be so easily and willingly prepared to give away their own freedoms? Why dont they relish countering arguments they disagree with rather than silencing them?

Social media has much to answer for, of course, not least the silos and bubbles many of us spend our digital lives in, the echo chambers that reflect our own views right back, the need for every issue to be black or white. When opposing views appear, they immediately seem shocking. Frustration ensues. Then anger. Then offence. Then hysteria.

Such behaviour all too easily carries dangerously into real life. How long before its wired into our DNA?

Its interesting that the Tories that have taken up the cause of free speech at universities. Has there been a swing towards right-wing libertarianism? Could it be to take the pressure off Boris Johnson over racist, sexist and homophobic comments he has made in the past? Both seem plausible.

Regardless of the reasoning, I welcome the action, which serves us all well in the end, especially with Labour and the SNP tied in knots over anti-semitism and trans rights, rather than focusing on the wider implications of these debates for free speech.

Mr Williamson is being clear and sensible. If universities dont adopt strong codes of conduct that champion academic freedom and free speech while explicitly recognising that this may sometimes cause offence, the Government will change the legal framework to strengthen free speech and clarify the duties of institutions such as student unions.

I would like to see the Scottish Government follow this lead. Guidance currently exists for Scottish universities, produced by the Equality and Human Rights Commission, but recent events - not least the extreme reaction to discussion of gender identity and its impact on womens rights - suggest it is not working.

Any focus on free speech is a reminder to all that while feeling offended is real and unpleasant, it is merely that: a feeling. Yes, feelings matter. But they dont give anyone an automatic legal right to silence someone else.

If maturity means agreeing with something that is said, even when you dont particularly like the person saying it, it also means accepting that the world is full of views you disagree with. Especially if you spend most of your life on social media. Some of it will be abhorrent and horrible, insulting and offensive. But that doesnt mean it cannot be said at all.

ZWIJNDRECHT, Belgium DEME Offshore and Herrenknecht have agreed to build a subsea drill that will be deployed at the Saint-Nazaire offshore wind farm in France.

This is said to be the first wind farm to use drilled XL-monopile foundations.

In 2019, a consortium including DEME Offshore and Eiffage Mtal was awarded the EPCI contract for 80 foundations for the French wind farm. The scope includes the design, fabrication, transportation, and installation of the steel foundations.

The 480-MW Saint-Nazaire offshore wind farm, owned by EDF Renewables and Enbridge, will be located between 12 km and 20 km (7.5 mi and 12 mi) off the coast of the Gurande peninsula in western France.

The XL-monopile foundations have to be installed on a difficult rocky seabed. The companies are fabricating a subsea drill specifically for the project. The subsea drill will be deployed from DEME Offshores installation vessel Innovation.

Bart De Poorter, general manager of DEME Offshore, said: Installing drilled XL-monopiles is a new step forward in the offshore wind industry.

Ulrich Schaffhauser, member of the board of management of Herrenknecht AG, added: The offshore foundation drilling enables mechanized installation of monopiles, thus providing ecological and economic advantages compared to conventional methods.

UK has ‘washed its hands’ of offshore jobs – reNEWS

Union GMB Scotland has accused the UK government of washing its hands of the responsibility to deliver local offshore wind jobs.

The workers group was responding to comments made by Scottish Secretary Alister Jack (pictured) who told parliament on Wednesday that fabrication taking place overseas is the market economy.

Jack was addressing a question about the fabrication in Indonesia of jacket foundations for EDF Renewables 450MW Neart na Gaoithe wind farm.

He also said the UK needs to find a better way of efficiently delivering offshore wind components.

GMB Scotland organiser Hazel Nolan said: Alister Jack has unwittingly revealed the truth: the UK government has washed their hands of their responsibility to deliver renewables jobs here in the UK.

Far from the market economy, what we are seeing is yards here in the UK being abandoned by our government and left to compete with heavily state subsidised yards abroad.

The Scottish and UK governments have failed to produce an industrial strategy to match the rhetoric on green jobs and its energy consumers here in the UK that are propping up this rigged market with spiralling energy bills.

EDF Renewables UK chief executive Matthieu Huesaid:We dont recognise many of the statistics being quoted here. However, only this week, we have outlined details of four supply chain events to be held in Scotland at which Scottish companies will be introduced to the Tier 1 contractors for Neart na Gaoithe."

He added: "We are committed to generating as much work as possible here in Scotland. The full extent of the benefit to the Scottish supply chain will become clear once all Tier 2 and Tier 3 contracts have been awarded.

NEW LONDON, Conn. (WTNH) Improvements to the state pier in New London are going forward. Governor Ned Lamont says the project will bring more jobs and a world-class offshore wind center.

Governor Lamont announced Tuesday the state and its partners at Gateway Terminal, Orsted and Eversource, have reached a final agreement on a harbor development plan for the state pier in New London through a combined public-private investment of $157 million.

We got to think about a renewable carbon free future and wind power is our future, said Governor Ned Lamont.

Connecticut can be the Saudi Arabia of wind power, offshore wind generating power in a cost, very economical with everything else, at a price thats coming down dramatically.

This pier allows us to greatly accelerate maritime traffic in and out, interconnecting the rail service coming in.

The governor said the project will expand the use of carbon-free energy sources.

Danish-based company, Orsted, has built offshore wind centers around the globe.

Thomas Brostrom, the CEO of Orsted, told News 8, It basically takes a lot of fossil fuels away and replaces fossil fuels. It is as clean as you get. It basically harvests the strong winds that you see at sea and you bring them to shore.

The project will create hundreds of permanent jobs and is planned to become a transportation hub for companies. The first phase of the project will be infrastructure upgrades.

There will be a lot of transportation. A lot of the vessels will be coming out of there, supplies coming out of there so we see a lot of other needs.

Whether it is catering transportation needs, we are going to do some dredging there and of course port enhancements for a vessel that will be 500 feet long, 150 wide.

Construction is expected to begin in early 2021 and be completed by August 2022.

Petrofac and MODS partner on project management tool – Offshore Technology

Oil and gas service provider Petrofac has signed a deal with drilling technology company MODS for exclusive use of a data hub for project planning within the UK continental shelf.

MODS developed its Virtual Manager Experience product as a multi-purpose management hub. In a statement, the company said it has documented productivity increases of 20-70%.

Petrofac will be the only engineering, procurement and construction contractor to have use of it on the UK shelf. A spokesperson said the company would offer the system to all Petrofac clients there.

The VME enables materials tracking using QR codes or radio frequency tags, and can assemble document packs for teams. It incorporates 3D modelling of the integrity of bolt or compression joints, a progress tracker, scheduling manager and a tool for project handovers.

A spokesperson for Petrofac told Offshore Technology: Traditionally the industry manages project processes with paper-based drawings, procedures and reporting.

VME changes the goalposts by providing our teams with a single device where all information can be accessed and reported on in real-time, significantly reducing the administration burden and importantly allowing our supervision teams to spend more time in the field on value-adding activities.

[The system] is by far the most advanced and mature product of its type that has been proven internationally on both brownfield and greenfield projects, and will form the backbone of our offshore projects offering.

The company added onshore operations would improve and the technology would increase its ability to report on project delivery readiness.

Europe installed a record 3.6GW of new offshore wind capacity in 2019, according to statistics released by WindEurope.

10 new offshore wind farms came online across five countries. The U.K. accounted for nearly half of the new capacity with 1.7GW, followed by Germany (1.1GW), Denmark (374MW) and Belgium (370MW). Portugal installed 8MW of floating offshore wind.

Europe now has 22GW of offshore wind. The U.K. and Germany account for three-quarters of it. Denmark, Belgium and the Netherlands share nearly all of the rest.

The average size of the offshore turbines installed last year was 7.8MW. A 12MW offshore wind turbine was installed in Rotterdam.

The average size of offshore wind farms has increased from 300MW in 2010 to over 600MW. The largest is Hornsea 1 in the U.K. 1.2 GW.

The launch of the new Portuguese floating project WindFloat Atlantic, funded by the E.U.s NER300 program, means Europe now has 45MW of floating offshore wind. France, the U.K., Norway and Portugal are all developing new floating projects. France plans to auction a large-scale floating wind farm in 2021.

Offshore wind costs continue to fall significantly. Last years auctions in the U.K., France and the Netherlands delivered prices for consumers in the range of 40-50/MWh ($44-55). This is cheaper than building new gas, coal or nuclear.

2019 also saw investment decisions in four new offshore wind farms, representing 1.4GW in capacity and 6 billion ($6.6 billion) in investments.

The European Commission says Europe needs between 230 and 450GW of offshore wind by 2050 to decarbonise the energy system and deliver the Green Deal. This requires Europe to build 7GW of new offshore wind a year by 2030 and ramp up to 18GW a year by 2050. The current level of new installations and investments would not meet that.

Subsea supply chain taking on more offshore wind work – Upstream Online

The subsea supply chain is gaining increasing work from the offshore wind sector as the North Sea takes the lead on cleaner energy projects, while oil and gas operators continue to rein in spending, according to consultancy Wood Mackenzie.

Speaking at the Subsea Expo in Aberdeen on Tuesday, Mhairidh Evans, principal analyst for the upstream supply chain at WoodMac, said: The subsea market picked up significantly in 2018, after a 20-year global low for new contracts in 2016.

The North Sea was a big part of that recovery with almost 30% of new subsea wells sanctioned in 2018 and 2019 being in the UK or Norway, Evans said.

However, as oil and gas operators continue to rein in spending, WoodMac expects 2020 to be flat due to a gap in the chain between supply and demand.

That means we may yet see more consolidation in the supply chain, Evans added.

She warned the industry not to bank on a new oil and gas upcycle because past levels of activity and spend are no longer relevant.

The future of offshore will be shaped by brand-new forces such as digitalisation and decarbonisation. The most successful companies will be those who rip up the reference book and adapt to change quickly, Evans said.

The oil and gas market remains by far the largest sector for the subsea supply chain today, but offshore wind is starting a big growth trajectory, she added.

WoodMac forecasts investment in offshore wind will more than double between now and 2025 to reach 45 billion ($49.2 billion) per year and expects much of this investment to be in Europe.

There are opportunities all across the subsea supply chain in offshore wind, and it is turning the heads of many of the industrys biggest players, Evans said.

Recently, the International Energy Agency (IEA) said offshore wind investments stand to grow and could attract about $1 trillion by 2040.

The Paris-based agency said that due to the expected growth in the clean energy sector, the oil and gas industry could be staring at a $400 billion business opportunity through synergies over the next two decades.

IEA analysis found that offshore wind capacity in the European Union stands at almost 20 gigawatts and is set to rise to between 130GW and 180GW by 2040.

China could also be set to play a major role in offshore winds long-term growth, because farms can be built off the major population centres spread around its east and south.

By around 2025, China is likely to have the largest offshore wind fleet of any country, overtaking the UK, the IEA report said.

Chinas offshore wind capacity is set to rise from 4GW today to 110GW by 2040, but policies designed to meet global sustainable energy goals could push that even higher to above 170GW, the IEA said.

ISC and WSP Join Mayflower Wind Offshore Substation Roster – Offshore WIND

Danish engineering services company ISC Consulting Engineers has won a contract to design the offshore substation for the Mayflower Wind offshore wind project in the USA.

Back in January, Bladt Industries and Semco Maritime secured a contract to fabricate and deliver the offshore substation for the project located approximately 40 kilometers south of Nantucket, Massachusetts.

As a sub-contractor to Bladt Industries, ISC will perform the engineering design works together with Semco Maritime and the US partner WSP.

The offshore substation will consist of a topside of 4,400 tons and a 3,000-ton jacket foundation.

The EPC scope is to be delivered by Bladt Industries and Semco Maritime and comprises engineering by ISC and Semco, procurement and construction works, including steel structure and jacket foundation by Bladt Industries, as well as design, procurement and installation of electrical equipment, auxiliary systems, and inter-array cables by Semco Maritime.

The offshore substation is scheduled for delivery from Bladt Industries site in Denmark in 2024.

The Mayflower Wind project has been chosen by the Commonwealth of Massachusetts to supply 804MW of offshore wind capacity with the expected start-up in 2025.

The project is being developed by Mayflower Wind Energy LLC, a joint venture of Shell New Energies US and EDPR Offshore North America.

Not necessarily, but we believe that diversification and asset allocation are the only two free lunches in the investment world.

We all know that Consumer Price Inflation (CPI) as measured by Statistics South Africa aims to track the change in the price of a basket of goods (deemed to be the average goods and services consumed by South Africans). We also know that individual CPI can be a lot higher than headline CPI if your personal basket of goods differs from the average basket.

Two big costs for middle class South African families are the cost of medical scheme membership and the cost of education. The prices of these services/products have increased at or near double-digit inflation for years. This is a worldwide phenomenon and attributable to the fact that these sectors are both labour intensive and employ people with scarce skills. An article The Great Affordability Crisis Breaking America published by The Atlantic, describes the hollowing out of the US middle class due to the increasing cost of healthcare, education and childcare.

The graph and tables below show that to keep up with inflation on medical insurance premiums and the cost of primary and secondary education, an after-tax return of between about 7.5% and 11.3% is required.

Between 2012 and 2018 contribution increases ranged between 7.2% and 11.3% while inflation, as measured by CPI, ranged between 4.6% and 6.4%. Despite the fact that annual salary adjustments have not kept up with contribution increases, the number of medical scheme members has grown, showing that middle-class South Africans consider medical scheme membership a necessity.

Table A below shows the increase in the cost of education at selected schools around the country over the last two years. For the purposes of this article, we looked at a range of government and private primary and high schools in middle/ upper areas. Costs exclude uniforms, deposits, discounts for upfront discount payments, compulsory foundation contributions, E-learning devices, school lunches, registration fees, school outings and school transport. Cordeaux Reservoir near Wollongong topped 70 per cent of capacity, an increase of three-quarters since Friday, when the most intense four-day rain event to hit Greater Sydney since 1990 moved in.

Rains should ease in coming days. Any wild weather is likely to be generated from the remnant low formed from tropical Cyclone Uesi. The tempest, however, will remain well offshore.

As of Wednesday afternoon, Uesi was still a category 2 cyclone, located to the west of New Caledonia, about 1000 kilometres from Australia, Diana Eadie, a bureau forecaster said.

The recent rains have finally started to reach the very dry regions of inland NSW. Wyangala dam on the Lachlan River has seen its level rise from 1.8 per cent about a week ago to 13 per cent capacity, WaterNSW said. Keepit all but dry since January 2019 has risen to 4.9 per cent capacity.

Water Minister Melinda Pavey has defended her department's decision to temporarily lift embargoes on pumping water for "a small number" of farmers, allowing them to draw from the Barwon-Darling system.

Embargoes were placed on the North West for pumping and, for the first time in the history of the Murray Darling Basin, flood plain harvesting - to get the water as far down the system as possible, Mrs Pavey said.

However, big rains topping more than 250 millimetres in some locations across the Namoi and Lower Gwydir had resulted in large volumes of overland flow on the floodplains, threatening to cause property damage.

"These suspensions are only temporary and restrictions are expected to be put back in place [on Friday]," she said.

It is a relief to see naturally occurring flows running all the way down the Barwon River from Mungindi to Walgett, likely to replenish town supply weirs at Brewarrina and Bourke and were hopeful even down to Menindee Lakes, Ms Pavey said.

Ms Pavey's office expects flows of 10-30 billion litres will reach the Menindee Lakes system out of the current flows.

Communist Party ousts provincial leader at the center of the outbreak.

Chinas ruling Communist Party fired the leader of the province at the center of the new coronavirus outbreak on Thursday amid widespread public anger over the handling of the epidemic.

Jiang Chaoliang, the party secretary of Hubei Province, is the highest-ranking official to lose his job over the handling of the coronavirus outbreak, which has killed more than 1,100 people in recent weeks.

Mr. Jiang will be replaced by Ying Yong, the mayor of Shanghai. The selection of Mr. Ying may underline the continued political control of Xi Jinping, Chinas top leader. Before being transferred to Shanghai in a fairly senior role in 2008, Mr. Ying had come up through the political ranks in Zhejiang Province, which is Mr. Xis political base as well.

After the outbreak first emerged in Wuhan, the capital of Hubei Province, the leadership came under intense scrutiny for playing down the virus and delaying reports of its spread. The province then took drastic measures that included imposing a lockdown not only on Wuhan but also on tens of millions of people in surrounding areas.

For hospitals in Wuhan, already overwhelmed with patients, that cordon worsened a shortage of medical supplies that has continued.

A surge in new cases and deaths as diagnostic tools expand.

Early on Thursday, officials announced that nearly 15,000 new cases and 242 new deaths were recorded in a single day in Hubei Province, the center of the coronavirus outbreak, largely because the authorities there had expanded their diagnostic tools for counting new infections.

Until now, only infections confirmed by specialized testing kits were considered accurate. But those kits have been in such short supply and so many sick people have gone untested that the authorities in Hubei have started counting patients whose illness have been screened and identified by doctors.

The result was a sudden and large spike in the overall tally for the coronavirus: more than 1,300 people killed and well over 50,000 infected.

The change in how cases are counted is only one factor that has made it difficult for experts to determine the true scale of the epidemic. In fact, the shifting landscape of how infections are defined and confirmed has led to significant variations in the estimates for the extent of outbreak.

As Japan announced 44 new coronavirus cases on a cruise ship quarantined in the waters off Yokohama, bringing the total to 218, the countrys health minister said on Thursday that the authorities would begin allowing some passengers to disembark and serve out the remainder of the quarantine period on shore.

The minister, Katsunobo Kato, said that, if they first test negative for the virus, passengers 80 or older, those with existing medical conditions and those assigned to cabins without windows or balconies would be taken to facilities for confinement until the quarantine is scheduled to end on Feb. 19. Those who test positive will be taken to hospitals.

Of the newly confirmed cases, Mr. Kato said, 43 were passengers and one was a crew member.

The cruise ship, the Diamond Princess, arrived in Yokohama on Feb. 3, and passengers were expecting to go home the next day. But after learning that a man who got off the ship in Hong Kong had tested positive for the coronavirus, the Japanese government quarantined all 3,700 passengers and crew members on board. The quarantine period is scheduled to last for two weeks.

Separately, the Cambodian government said on Wednesday it would allow another cruise ship, the Westerdam, to dock in Sihanoukville. The ship had been denied permission to stop in Japan, Guam, Taiwan and the Philippines, despite having no diagnoses of coronavirus.

The Dalai Lama has canceled his public events because of the coronavirus outbreak, his office says.

As a precautionary measure, in view of the coronavirus (Covid-19) outbreak, all engagements of His Holiness the Dalai Lama remain indefinitely postponed, a statement says.

No other events appear on the schedule.

The Dalai Lamas office has also issued an appeal, urging Tibetans across the world to collectively pray for the speedy resolution to the crisis and the well-being of humanity.

The coronavirus outbreak has infected more than 45,000 people in Asia, according to statements from health officials. India, where the Dalai Lama lives, has at least three confirmed cases so far, according to the World Health Organization.

A big tech show has been canceled.

One of the worlds biggest technology trade shows was canceled on Wednesday as the coronavirus outbreak continued to disrupt the global business calendar.

Every year since 2006, Mobile World Congress has drawn representatives of major tech companies to Barcelona to gather in giant conference halls to launch products, hobnob with industry luminaries and discuss deals and partnerships. The event typically draws more than 100,000 attendees from nearly 200 countries across the world. This years event was scheduled to begin later this month.

But on Wednesday, the industry group that organizes the trade show, the Global System for Mobile Communications Association, said it was canceling the event because of the coronavirus outbreak, travel concern and other circumstances.

The cancellation of the show became inevitable when major companies including Nokia, Ericsson and Vodafone pulled out. The association had announced safety measures to try to keep the show on track, including not admitting people who had been to affected parts of China.

Last year, Mobile World Congress carried political significance when the U.S. government sent a delegation to warn wireless companies against using equipment sold by the Chinese tech giant Huawei.

Canceling the event is a blow to the city of Barcelona, which has hosted the conference for years and enjoys a strong economic boost from the thousands of attendees putting their company expense accounts to work at restaurants, hotels and corporate events.

United Airlines said Wednesday that it would not resume flights connecting the United States with mainland China and Hong Kong until April 24, extending an earlier suspension, after a similar announcement by American Airlines.

Demand for such flights declined sharply in late January as concern over the severity of the coronavirus outbreak began to take hold, according to data from the Airlines Reporting Corporation, an industry-owned transaction clearinghouse.

In the first few weeks of January, sales of tickets from the United States to mainland China were down slightly compared to the same weeks the year before, but by the fourth week of January, demand was down 59 percent year over year. Ticket refunds that week were up 534 percent, according to data based on 1.8 million tickets sold in January 2019 and 2020.

Some of the coronavirus testing kits sent to states have flaws and do not work properly, the Centers for Disease Control and Prevention said on Wednesday.

The C.D.C. began sending the kits to states to allow them to conduct their own testing and get results faster than they would by shipping samples to the C.D.C. in Atlanta. The failure of the kits means that states still have to depend on the C.D.C., which will delay results by several days.

On trial runs in some states, the kits produced results that were inconclusive, Dr. Nancy Messonnier, director of the National Center for Immunization and Respiratory Diseases, said at a news conference on Wednesday.

Dr. Messonnier told reporters that the kits had been sent to 30 other countries as well, but said later Wednesday that she was mistaken.

There have been 13 confirmed cases of the infection in patients in the United States so far.

What was supposed to be a short detour on her way to begin another semester of studies in Australia has turned into an anxious limbo for one Chinese student when that country joined others in banning travelers arriving from mainland China.

Now, Iris Yao must wait on Jeju Island, off the coast of South Korea. According to the current regulations, she cannot make her way to Australia until she has been out of China for at least 14 days. Alone in a foreign country and made to feel like a pariah has left Ms. Yao, 22, depressed and frustrated.

She is one of tens of thousands of Chinese travelers whose plans have been upset by rapidly changing regulations thrown up across the region as the coronavirus has spread.

Ms. Yao arrived on the resort island last month for a short stay on her way back to her university in Sydney, Australia, from her hometown in Zhoushan, China. Since then, she has been virtually marooned on Jeju Island, known for its white sand beaches and volcanic landscape.

It might be slice of paradise, but she has not found it relaxing. Instead of the warm welcome once extended to wealthy Chinese tourists, the islands locals have met Ms. Yao and other Chinese visitors with worry, discrimination and fear.

Some restaurants on the resort island have banned Chinese citizens. Employees at one asked her not to speak Mandarin while eating there, fearing she would scare away customers.

The fear toward the virus is everywhere, she said. I think its unfair for all Chinese citizens; they are not allowed to go into restaurants or cannot speak Mandarin.

London is experiencing its first case of coronavirus, the British authorities said on Wednesday.

The patient, who is the United Kingdoms ninth case, contracted the virus in China and is being treated at Guys and St Thomas Hospital in London.

Britain has confirmed nine cases of coronavirus infections, with five believed to be linked to a British businessman who may have contracted the virus in Singapore. The man, Steve Walsh, is believed to be the cause of five additional cases in France.

On Wednesday, Mr. Walsh released a statement saying he has been released from the hospital and returned home, even as public health officials continue to try to trace the contacts of some of the people he is believed to have infected.

The strategic incident director of Britains National Health Service, Prof. Keith Willett, said Mr. Walsh had developed only mild symptoms of the virus and had made a full recovery.

He is no longer contagious and poses no risk to the public, Professor Willett said in a statement. He is keen to return to his normal life and spend time with his family out of the media spotlight.

The Chinese authorities have approved a broad strategy for trying to bring the coronavirus outbreak under control while restarting economic production, state news outlets reported Wednesday evening.

President Xi Jinping ordered that tax cuts be drafted and put into effect.

Premier Li Keqiang, the countrys No. 2 official, and the countrys cabinet called for major construction projects to begin across the country as soon as possible.

State-owned enterprises were told to cut rents. Banks were ordered to keep interest rates low.

City governments were told to make sure that workers who went home for the Lunar New Year holiday could reach their jobs.

The two most powerful political bodies in China the Standing Committee of the Communist Party Politburo and the governments cabinet of ministers each issued similar orders. Both groups produced hints of the fairly broad stimulus program that many economists expect soon.

None of the announcements directly addressed the difficult balancing act that China now faces: how to put more than 700 million workers back on the job without creating conditions that could allow the virus to spread.

The Ministry of Education in China instructed schools on Wednesday to find ways to keep the countrys 190 million primary and secondary students busy during the suspension of the school year, but it discouraged any significant efforts to provide classes online.

In a notice posted on its website, the ministry urged provincial school administrators to draw up detailed study plans for students who, like everyone else, are largely confined to their homes.

The ministry encouraged reading and physical exercises and, if possible, online tutoring, though it also warned that primary-school students especially should not spend too much time online. It also announced that special programing on Chinas national education television channel, CETV 4, would begin next week; the network had a similar role during the SARS epidemic in 2003.

The coronavirus epidemic that began in Wuhan has now thrown the countrys schools and universities into chaos. Some provinces, including Liaoning and Sichuan, plan to reopen primary and secondary schools on Feb. 17, at least for now, while others have already postponed the school year until at least March, including Shanghai, Zhejiang and Guangdong.

The delays could have the greatest impact on those students preparing for the major national exams for high school and college held at the end of spring.

The United States will allow nonemergency consulate employees in Hong Kong and their families to leave because of the coronavirus outbreak, a State Department official said on Wednesday.

The decision to allow voluntary departures was made in response to continuing uncertainty surrounding the outbreak and practical considerations such as school closings, the official said.

The consulate in Hong Kong will remain open and continue to provide regular services.

A similar decision was made to allow nonemergency State Department personnel and their families to leave mainland China in late January.

The State Department chartered flights and evacuated about 850 people from Wuhan, where the outbreak began late last year, including employees of the United States Consulate in the city.

Hong Kong has 50 confirmed coronavirus cases and one death. The State Departments travel advisory for the city is at Level 2, the second-lowest of four levels, and recommends that visitors to Hong Kong exercise increased caution because of the outbreak.

This month, the warning for mainland China was raised to 4, the highest level.

Do not travel to China due to the novel coronavirus, it said.

The coronavirus outbreak in China has generated economic waves that are rocking commodities markets and disrupting the supply networks that act as the backbone of the global economy.

In Australia, after hauling hundreds of thousands of tons of iron ore to China, returning freighters can face a 14-day quarantine.

One of the worlds largest copper mining companies, BHP, has been in talks to possibly delay shipments to Chinese ports.

And China is turning back deliveries of liquefied natural gas, potentially disrupting shipments from Qatar to Indonesia.

Were seeing a rippling out, said Ed Morse, global head of commodities research at Citigroup in New York. And we dont see it stopping.

Prices for key industrial raw materials such as copper, iron ore, nickel, aluminum and liquid natural gas have plummeted since the virus emerged.

And manufacturers, mining companies and commodity producers of all stripes are weighing whether they will be forced to cut back on production for fear of adding to a growing inventory glut.

Airbnb will suspend bookings in Beijing until May 1, the company said on Wednesday.

The decision was made in accordance with guidance issued by the government to all companies in the short-term rental industry, a spokesman for the company said. He added that existing reservations would be refunded.

Airbnb has also waived cancellation fees for travel to and from mainland China until the end of February. Travelers who had booked stays in Hubei, the province at the center of the outbreak, can cancel reservations without charge until April 1.

The company had continued to accept reservations throughout China during the busy travel season before and after the Lunar New Year holiday, even as the government started to lock down cities and impose road restrictions to stop the spread of the virus.

The company also said it would set aside $10 million to support hosts in the next few years, during the recovery period of the local tourism industry.

As far as phone bills go, the free international data roaming on T-Mobile, Sprint and Google Fi might seem attractive, but none of those companies want you roaming for 12 months. You might need to pause your service. Call your provider to verify. In reality, local SIM cards are the way to go, giving you inexpensive local phone calls and data.

The ideal, of course, is to have a job you can do remotely. Many bosses might say no to your working remotely. However, many jobs can be done just fine from afar; you just need to prove you can be productive when not in an office. I suggest trying to work from home a few days a week and expand from there. A word of caution: This is far more difficult than you might imagine. Working from home takes discipline, and working while in a fascinating new city even more so. This may be the dream, but it is far more challenging than the fantasy might appear.

One of the easiest ways to reduce your costs is to work for a hostel. For a few hours a day you can help out the hostel, usually by cleaning or replacing sheets, and in return you can stay there for free. These special visas allow you to explore a country for up to a year, sometimes two, while working occasionally. Theyre not meant as a back door to staying permanently, only to aid in making some money during extended travels. If you are still a student or a recent grad or open to teaching, there are more options.

Make sure you have a credit card that doesnt charge international fees. Wirecutter, the New York Times company that reviews products, recommends several that also have no annual fees. Cash is becoming less necessary in many countries, but having an A.T.M. card that reimburses A.T.M. fees is an added bonus. NerdWallet has a detailed look at some options. I have a card through Schwab that requires you to also open an investment account, but both are free and you can use just the checking account, if you want.

Single Mom Leaves LA Behind To Trot The World With 11-Year-Old Son – CBS Los Angeles

LOS ANGELES (CBSLA) A single mom who used to work in Hollywood left it all behind to travel the world with her 11-year-old son and she says she is doing it without a family fortune, sponsorships or becoming an Instagram influencer.

Crissy Whalin says she had been working in radio and entertainment for 20 years when she was fired five years ago.

For those of you in Hollywood, your job is not always the cure, she said with a laugh from her rented flat in Paris.

At that crossroads, she had a decision to make with her son, and the desire to travel kept coming up. Whalin says she crunched the numbers and decided she and her son Zephyr could do it with her savings of $20,000.

Over the past 18 months, the mother-and-son duo have traveled to 95 cities in 39 countries. Theyve been to every continent except Antarctica.

I just wanted to show that you could do this with a small budget, and what would be the benefits and the rewards that you would find in your life by doing this, if this is something youve always wanted to do, she said.

But how can one trot the globe without a huge monetary cushion? Whalin says they wash their clothes in sinks and cook their own food. They spend about $25 to $85 a night for accommodations, which goes far in some places, but sometimes means a humble place to sleep in others.

The benefit in having no money is that you end up having to live a little bit more local and you end up getting more connected to the local cities that you visit because youre not staying in a resort or an all-inclusive, Whalin said.

Her son continues to take sixth grade classes online, while she earns money with two different companies, booking guests and consulting.

Im showing my son the world, not showing him an extended holiday, she says.
