As cities across the country consider ways that they can address the growing inequities throughout their communities, an important element is where a municipalitys money is located and how it is leveraged for greater social impact. As cities begin to set a path for economic recovery post-COVID-19, local leaders should consider their municipalitys relationship with its financial partners as another means towards eliminating economic inequities caused by institutional racism and financial exclusion.

By now, millions of Americans have received their stimulus funds as part of the federal COVID-19 relief CARES Act legislation. This includes 120 million direct deposit payments, 35 million paper checks mailed to residents of cities and towns across the country and 4 million payments via pre-paid debit card. For most of these people, payments were deposited into their trusted financial institution a bank or credit union. But for many others particularly low wage essential workers such as grocery clerks, childcare workers, security guards, and ride-share drivers who lack access to a bank account they relied on high-cost alternative financial services. These services include check cashers or pawn shops which they used to access the funds minus a substantial fee many cannot afford.

There are roughly 5,200 FDIC-insured commercial banks and savings institutions in the U.S. Among the five largest are JPMorgan Chase, Bank of America, Wells Fargo, Citibank, and U.S. Bank. These traditional banks offer customers services beyond just checking/savings accounts, they also provide a variety of financial products from home mortgages, car loans, to small business and personal loans. But these institutions and services, are not typically available in Black, Indigenous, and Communities of Color (BIPoC) because of discriminatory redlining practices authorized by the Federal Housing Administration in partnership with state and local governments, and the private industry. The legacy of redlining has led to decades of disinvestment in social, housing and economic services. As a result, many BIPoC communities have a large share of check cash financial services and are home to thousands of unbanked households households that do not have an account at a banking institution.

In 2017, an FDIC study found that approximately 8.4 million households were unbanked and an additional 24.2 million were underbanked (households with a checking or savings account but who also obtained predatory financial services outside of the banking system). Also, nearly half of Latinx (43 percent) and Black (47 percent) households are either unbanked or underbanked. Instead, these households rely on predatory alternative financial services such as check cashers or pawn shops.

Several of the top large banks have racially discriminatory patterns that are well-documented when it comes to locating branches and making loans. These practices include charging Black and Latinx individuals higher fees and rates on mortgages, targeting undocumented immigrants and Indigenous communities to open accounts and lines of credit without their knowledge and even racial discriminatory hiring practices. In addition, the shuttering of Black-owned banks leaves fewer options for financial services particularly for businesses owned by people of color.

Recently, more cities are looking at the creation of public banks as a potential solution. In 2019, the state of California passed legislation that would allow up to 10 cities or counties to create public banks. This legislation has moved several cities like Long Beach, San Francisco, and others to look at the possibilities. This momentum builds off the state-owned Bank of North Dakota (BND) currently the only public bank operating in the US. BND prioritizes public access over profit and offers fair banking services to North Dakotans when private banks cant or wont. It does this through a partnership with other financial institutions and serving as the backstop for those loans that private banks dont feel they can offer.

In addition to supporting public banks, cities can play a key role connecting more BIPoC, and low-income residents, to financial services through established financial institutions that prioritize safe, affordable, and wealth-building financial products and services. Community Development Financial Institutions (CDFI) and credit unions are among them. How to do this?

It is important for local leaders to be aware of their citys financial partners and what they do. Cities can conduct an impact analysis to determine how current financial services affect residents and how such services can improve the lives of BIPOC and low-income people, and as a result the overall financial health of their municipality. A few questions to consider:

Once you have the collective information you can then see how or if there is an opportunity to leverage your municipal financial activities in a way to build a stronger community for all of your residents.

Now more than ever, city leaders have an opportunity to alleviate unfair and unjust economic conditions that have resulted from years of institutional and structural racism, and an opportunity to build wealth in Black, Indigenous, and Communities of Color. A citys financial security depends on the financial security of all its residents through partnerships with community-oriented financial institutions and innovative strategies such as public banking equitable financial inclusion can become a reality.

Saugatuck ice cream shop denies it received or even asked for millions of federal coronavirus relief funds – Detroit Metro Times

Owner Lisa Freeman says she learned that her 'Round the Corner Ice Cream LLC was listed as being approved for the funds after journalists, including a reporter from The Detroit Free Press, reached out for confirmation following the release of the database.

"I answered the phone and I thought this was some kind of a joke," Freeman told the Freep.

A representative from the SBA told the paper that the number listed is the amount of funds approved, and not necessarily the amount dispersed. But Freeman says she did not request or even receive the $2 million.

"This is a grave error," she added. She says she asked for and received $20,000 for her ice cream store and less than $100,000 for a spice and tea store chain she also owns.

The small, seasonal ice cream shop only employees 10 people. But the company was listed among corporations that received more than $150,000, including Zehnder's, Buddy's Pizza, and National Coney Island, which all employ 250 people or more.

The apparent error in the PPP loans is just one of many that have surfaced so far, raising concerns that the federal government doled out the money haphazardly. Publicly traded corporations like Shake Shack drew backlash for taking PPP money intended for small businesses.

Somewhat amusingly, the anti-welfare Ayn Rand Institute also requested and received PPP funds.

Rentals and real estate sales are booming in the Hudson Valley and Catskills, along with the rest of rural New York. The Times Herald-Record ran a Sunday feature on the local red-hot market, which is a snapshot of a region divided: on the one hand, local excitement about at least one part of the economy doing well, and on the other, a real apprehension about an influx of tourists and relocators from more infected parts of the country. Airbnb found a 40 percent rise in searches for properties in the Hudson Valley, Catskills, and Adirondacks over the Fourth of July weekend this year, the paper reports.

Coronavirus affects the lungs. In a brutal phrase used to describe what COVID-19 does to the body, doctors sometimes say that patients are drowning on land: in advanced cases of the disease, the lungs flood with inflammatory cells, cutting off the patients access to oxygen. It seems obvious to assume from the way the disease progresses, and the way other coronaviruses work in the body, that the novel coronavirus is first and foremost a respiratory infectionand thats what scientists thought at first. But as more research emerges, some medical scientists think that COVID-19 is a vascular infection, a disease that may enter through the respiratory tract but that spreads in and attacks blood vessels. The good news, if research lends more weight to that theory, is that drugs like statins that are used to treat vascular disease may have some benefit against coronavirus too. ABC News in Australia reported last week on a recent paper in the journal Cell Metabolism that found that statins were associated with a slightly lower mortality risk in COVID-19 patients, though the paper also suggested worryingly that statin use might also make patients more susceptible to infection.

The New York State Department of Health says a controversial state nursing home policy isnt to blame for the deaths of more than 6,000 nursing home residents in the state, according to a report released by the agency on Monday. The March 25 policy prevented nursing homes from denying admission to COVID-19-positive patients on the basis of infection, and was in place until May 10, when the state reversed course. In a press conference about the report, state health commissioner Howard Zucker told reporters that the peak in COVID-19 nursing home deaths in New York came a week before the peak of nursing home admissions, and coincided with a peak of COVID-19 deaths among nursing home staff. State health officials concluded that nursing home outbreaks were mostly sparked by infected staffers in mid-March, before the order went into place.

On Twitter, The City reporter Josefa Velasquez pointed out that its difficult for reporters to fact-check the DOHs claims because of how the state has reported nursing home data: Fatality data for specific nursing homes wasnt released until April 15, making comparisons with earlier data difficult, and nursing home residents who die in hospitals arent counted by the state as part of nursing home fatalities, making it impossible to calculate how many nursing home residents have died in the pandemic. Unless we know the exact methodology, this report is just the state Dept. of Health validating itself, Velasquez wrote. The state legislature plans to hold hearings to investigate the issue, although a date has not yet been set.

The travel quarantine order that New York, New Jersey, and Connecticut jointly implemented could soon expand to 21 states covering more than half of the US population, according to a USA Today Network New York analysis. The order applies to travelers coming from a state with at least 10 daily positive COVID-19 cases per 100,000 residents or at least a 10 percent positive test rate, each measure calculated on a rolling seven-day average. Three states not currently on the listDelaware, Kansas, and Oklahomameet at least one of those criteria, and Wisconsin and New Mexico are close. There are already 16 states on the quarantine list.

The Trump administration has released a list of businesses that got more than $150,000 in PPP loans, and its got some head-scratchers, including, perplexingly, the Ayn Rand Institute, which was approved for a loan of between $350,000 and $1 million. The loans to companies on the biggest-borrowers list made up just 13 percent of businesses getting funds, but accounted for almost three-quarters of the money loaned, CNBC reports.

And because older Americans are more likely to be white than younger ones, the disparities are even starker when making comparisons within an age group: for instance, Latinos between 40 and 59 have been five times more likely to be infected than whites of the same age. The Times notes that the data do not include recent cases, and is missing a lot of information: There are many cases for which racial and ethnic information was never collected.

Cases are ballooning across a growing swath of the US, and the lack of any clear federal response is making this a dangerous moment for the country. So what should we do now? The Guardian asked six global public health experts how they thought the nation should tackle the threat now, having missed key early opportunities to keep the virus from spreading. A common theme among the answers was the need for a coherent federal message from Trump, top federal advisors, and the CDC, but also a sense of despair over the slim odds of that happening. Columbia University disaster preparedness expert Irwin Redlener spoke directly to state governors: There is no clear exit strategy from this, sad to say. If I were speaking to governors, my advice would be to stop any efforts to reopen immediately. Just stop, he said. The White House is living in a dreamland that everything is under control but you dont have to follow that lead. Instead, give more power to the mayors, especially of the larger cities, to encourage mask-wearing and social distancing.

LOWER HUDSON VALLEYCounty coronavirus pages: Rockland, Westchester, Putnam

The number of confirmed COVID-19 cases in Chappaqua linked to the Horace Greeley High School drive-in graduation has risen to 27, Westchester County Executive George Latimer confirmed in his press briefing Monday. Four municipalities have cases from the cluster: Chappaqua (21), Mount Kisco (3), Bedford (2), and Pleasantville (1).

Westchester County is cutting back on the number of public COVID-19 briefings given by Latimer and other town and county officials, moving from daily briefings Monday through Thursday to a Monday once-a-week briefing.

Should wearing masks be mandatory? The Town of New Castle is debating the question, and might become the first municipality in New York to act. The Examiner News reports that the town board will hold a public hearing on a proposed law that will require masks on public and private property, as well in places of business in most situations, with fines between $250 and $500 for failure to comply.

As of Monday evening, Putnam Countys COVID-19 dashboard had not been updated in more than a week. The countys last update was published on the county website on Monday, June 29, and included data through Thursday, June 25. According to data from New York State, 12 people have tested positive in Putnam County in the last week.

MID-HUDSON VALLEYCounty coronavirus pages: Orange, Dutchess, Ulster, Columbia

Cases continued to rise in Ulster County over the weekend. Data on the countys coronavirus dashboard show 169 confirmed active cases as of Sunday, July 5, up from 119 on July 1. Ulster County Executive Pat Ryan told the Daily Freeman on Monday that in addition to several clusters found in the county last week, a new cluster emerged over the weekend, traced to a youth softball team that traveled to Pennsylvania for a tournament in violation of state guidelines. Ryan also said hes concerned that a Saturday rally in uptown Kingston to protest coronavirus-related restrictions could lead to even more cases. Some 200 people attended the Occupy Peace rally, most of whom were not wearing masks.

CATSKILLSCounty coronavirus pages: Sullivan, Delaware, Greene, Schoharie

People are over-loving favorite waterfall spots like Fawns Leap in Hunter, and local officials are worried about the increasing impact of trash, crowding, and public use of the great outdoors as a toilet. Overuse of the Catskills most spectacular swimming holes is nothing new, but the pandemic is exacerbating the situation, the Daily Mail reports. There is going to have to be a study done and if they elect not to provide additional parking and monitoring, theyll have to close it, said Greene County coroner Hassan Basagic, who has become something of a local celebrity for daring the 75-foot plunge into Fawns Leap into his mid-70s.

A federal judge on Monday denied a request to allow Orthodox Jewish sleepaway camps to open in the Catskills in contravention of the states ban. Although the State of New York has made progress in limiting the transmission of the virus in recent weeks, the recent resurgence of positive COVID-19 cases in several states raises concerns and is a painful reminder that the fight is far from over, Chief Judge Glenn Suddaby of the Northern District of New York wrote in a 43-page ruling.

Sullivan County officials are relieved that case counts in the county have gone down, the Sullivan County Democrat reports. The county currently has 14 active cases, up slightly from last week, but a far cry from its numbers in March and April, which reached a peak of 516 active cases. Sullivan County Public Health Director Nancy McGraw has told The River that the county had outbreaks early on in several local food processing facilities, but that public health outreach efforts helped to halt them. McGraw hopes that local and state efforts will continue to pay off for Sullivan County: Weve never dealt with a pandemic like this before. So in the beginning we had no idea what we were facing, and how severe it could be. Now that were seeing our interventions have been successful we want to continue on that trend, she told the Democrat.

Schoharie County Public Health reported that one county resident tested positive for COVID-19 over the weekend, the countys first new positive case since June 23. The county currently has just one active case.

More SAEs With Biologic Agents vs Placebo in Treatment of Psoriasis? – Dermatology Advisor

The exclusion of patients with worsening psoriasis from meta-analyses of trials that examine biologic therapies for type-plaque psoriasis reveal that serious adverse events (SAEs) are higher with biologic therapies than placebo, which suggest that findings from many meta-analyses do not reflect the real-world safety of biologic agents for psoriasis. This is according to a study research published in the British Journal of Dermatology.

In this study, researchers from France analyzed 51 randomized clinical trials in the Living Network Cochrane Review that compared a biologic therapy to placebo in patients with moderate to severe plaque psoriasis who required systemic treatment (N=24,820).

Trials included in this analysis included 1 anti-tumor necrosis factor (TNF) alpha arm, 1 anti-interleukin (IL)-17 arm, 1 anti-IL-23 arm, and 1 anti-IL-12/23 arm. The primary outcome of the analysis included the number of SAEs with biologic agents vs placebo after cases of psoriasis worsening were excluded. An additional secondary outcome included the number of adverse events (AEs) of special interest.

The mean age of the overall population was 45 years, and the mean baseline PASI score was 20.5. A higher percentage of patients included in all 51 trial were men compared with women (69% vs 31%, respectively). Approximately 25% (n=6287) of the population were randomly assigned to a placebo group.

In the analysis that included cases of psoriasis worsening, there was no statistically significant difference between biologic therapies and placebo in terms of the risk for occurrence SAEs (risk ratio [RR], 1.09; 95% CI, 0.88-1.36; P =.43). When the investigators excluded cases of psoriasis worsening, however, biologicl therapy was associated with a significantly higher risk for SAEs (RR, 1.30; 95% CI, 1.02-1.65; P =.03).

Separated by drug classes, the analysis revealed RRs of 1.68 (95% CI, 1.11-2.54; P =.01) for anti-TNF-alpha, 1.28 (95% CI, 0.88-1.85; P =.20) for anti-IL-17, 0.95 (95% CI 0.59-1.52; P =.83) for anti-IL-23, and 1.18 (95% CI 0.72-1.94; P =.51) for anti-IL-12/23. The small number of AEs of special interest in these analyses prevented the researchers from examining this outcome.

According to the investigators, the reporting of psoriasis worsening has changed over time, which made indirect comparisons not possible by network meta-analysis.

Based on these findings, the investigators added that the results for SAEs overall and SAEs excluding disease worsening should be presented in the results of RCTs and so in systematic reviews and meta-analyses.

Psoriasis, superficial fungal infections, seborrheic dermatitis, actinic keratosis, and herpes simplex were the most common dermatologic diseases observed in patients with coronavirus disease 2019 (COVID-19) up to 3 years before their COVID-19 diagnosis, according to study research published in Dermatologic Therapy. Psoriasis was most common in the 3 months prior to a COVID-19 diagnosis in this study, which the researchers suggest could have been caused by the stress burden associated with the pandemic.

The retrospective study included 93 patients with COVID-19 (mean age, 55.2819.32 years) who had been admitted to a dermatology outpatient clinic in Turkey in the last 3 years before receiving a diagnosis of COVID-19. Patients were categorized as those who presented to the clinic in the last 3 months, 1 year, and 3 years prior to the COVID-19 diagnosis. A total of 6 patients from the overall cohort were in intensive care, whereas 4 became exitus.

Superficial fungal infections (25.8%), seborrheic dermatitis (11.8%), actinic keratosis (10.8%), psoriasis (6.5%), and eczema (6.5%) were the most common dermatologic conditions in the patients with COVID-19 who had dermatologic diseases 3 years prior to their infection. There were 52 patients with COVID-19 who visited a dermatology clinic for dermatologic diseases in the last year for superficial fungal infections (21.2%), seborrheic dermatitis (13.5%), actinic keratosis (11.5%), psoriasis (9.6%), herpes simplex (5.8%), and eczema (5.8%).

A total of 17 patients with COVID-19 (median age, 58 years) presented to a dermatology outpatient clinic for the last 3 months prior to their COVID-19 diagnosis. In these patients, the most common dermatologic diseases were superficial fungal infections (25%), psoriasis (20%), and viral skin diseases (15%).

Limitations of the study included the small sample size, retrospective design, and the inclusion of patients from a single center in Turkey.

Based on their findings, the researchers wrote that the potential similarity between cutaneous and mucosal immunity and immunosuppression suggests that patients with certain dermatologic diseases are particularly more vulnerable to the COVID-19.

Psoriasis injection okayed for limited use to treat COVID patients: Drug controller – Outlook India

New Delhi, Jul 10 (PTI) India''s drug regulator has approved Itolizumab, a drug used to cure skin ailment psoriasis for "restricted emergency use" to treat COVID-19 patients with moderate to severe acute respiratory distress, officials told PTI on Friday.

Considering the unmet medical needs to treat COVID-19, Drugs Controller General of India, Dr V G Somani, approved monoclonal antibody injection Itolizumab, an already approved drug of Biocon, for restricted emergency use for the treatment of cytokine release syndrome in moderate to severe acute respiratory distress syndrome patients due to COVID-19, they said.

"The approval was given after its clinical trials on COVID-19 patients in India was found satisfactory by the expert committee comprising pulmonologists, pharmacologists and medicine experts from AIIMS, among others, for treatment of cytokine release syndrome, an official told PTI.

"It is already an approved drug of Biocon for treating psoriasis for last many years," the official said.

Written informed consent of each patient is required before the use of this drug, he said. PTI PLB RAXRAX

Gold heads for weekly gain as it holds above $1,800 an ounce – MarketWatch

Gold futures ended lower on Friday, but held ground above $1,800 an ounce to score a fifth weekly gain in a row as the spread of coronavirus in many U.S. states and other countries raised the need to hedge against risk amid continued uncertainty over the economic outlook.

The fundamental drivers stimulating appetite for gold remain firmly in place, with the medium to longer term outlook pointing north, Lukman Otunuga, senior research analyst at FXTM, told MarketWatch. However, where gold trades in the week ahead will be heavily influenced by how prices behave around the psychological $1,800 level.

August gold GCQ20, -0.03% fell by $1.90, or 0.1%, to settle at $1,801.90 an ounce on Comex, while September silver SIU20, +0.64% rose 9 cents, or 0.5%, to $19.053 an ounce.

Gold futures ended lower on Thursday, pulling back after scoring a settlement Wednesday at the highest since September 2011, but the haven metal held ground above $1,800 an ounce after data showed weekly U.S. jobless benefit claims remained well above 1 million.

After charging to levels not seen in nine years, gold may experience a technical correction back towards the $1,780-$1,765 region before bulls gather fresh momentum on risk aversion, said Otunuga.

For the week, gold rose roughly 0.7% from last Thursdays settlement, which was the weeks last session due to the Independence Day holiday. The metal now has tallied a fifth weekly rise in a row, and trades up by more than 18% for the year to date. Silver was up about 4% for the week.

Analysts have tied golds rally in part to a continued fall in bond yields, which have eroded or eliminated the opportunity cost tied to holding non-yielding assets such as gold. The 10-year Treasury note yield TMUBMUSD10Y, 0.641% was lower for the week, trading at 0.619% in Friday dealings, a day after closing at its lowest since April 24.

Gold also has kept its appeal amid worries that aggressive stimulus efforts could spark inflationary pressures.

In a note dated Thursday, analysts at Goldman Sachs wrote that gold is a function of two primary factors: Fear which drives investment demand in developed markets, and Wealth which drives consumer demand in emerging markets.

An environment where the U.S. recovery slows due to a second wave of virus cases, but China, the worlds largest retail gold buyer, is recovering strongly is ideal for gold, as this would put downward pressure on U.S. real rates via the Fear channel and increase EM demand for gold via the Wealth channel, they wrote.

U.S. underperformance is also bearish the dollar, which helps gold by boosting the dollar purchasing power of consumers outside the U.S., they said.

Given all of that, the analyst said they have even greater conviction in their bullish $2,000 an ounce 12-month price target.

Among other metals on Comex, September copper HGU20, +2.50% rose 2.1% to $2.8975 a pound, for a weekly gain of more than 5%. October platinum PLV20, -0.18% shed 0.1% at $845.90 an ounce, tacking on around 1.7% for the week, and September palladium PAU20, +1.28% added 1.6% to $1,994.40 an ounce, for a weekly rise of over 3%.

WASHINGTON President Donald Trumps last political rally in Oklahomashowed the risks of campaigning in the age of coronavirus.

His planned rally in New Hampshire could bea test run for how those type of big campaign events will go forward in the future if they go on at all.

This rally is really a make-or-break moment for Trump, said Dan Eberhart, an energy company executive and GOP fund-raiser. This needs to be a success to prove out the strategy that in this kind of COVID environment, these kinds of rallies still have legs, still have purpose and that this type of campaigning can continue.

So far the latest push isn't going according to plan: The White House and Trump campaign announced Friday that the New Hampshire rally expected on Saturday would be postponed. Trump officials cited Tropical Storm Fay in postponingthe eventand vowed to reschedule soon.

Trumps New Hampshire rally, which was expected to be at an airport hangar at the Portsmouth International Airport at Pease, was plannedas the president is trying to recharge his struggling campaign amid a recent spike in coronavirus cases and as polls show him trailing the presumptive Democratic nominee, former Vice President Joe Biden, in November.

The event wasshadowed by questions over what went wrong at his rally last month in Tulsa, Oklahoma.

Even amid lingering concerns over the coronavirus pandemic, campaign officials hyped up that event and boasted that they had received requests for 1 million tickets. Turnout was far smaller than expected, with just 6,200 people showing up and leaving Trump addressing a lot of empty seats in a 19,000-capacity arena.

Whats more, eight campaign staffers on the advance team and two Secret Service agents who worked in Tulsa ahead of that event tested positive for coronavirus. Tulsas top health official said Wednesday that the rally and the protests that accompanied it likely contributed to the citys recent surge in coronavirus cases.

The event that had been set forSaturday would have beenTrumps second in-person rally since much of the country went into lockdown over coronavirus. Thenumber of coronavirus cases in the U.S. have topped 3 million, more than 133,000 Americans have died from the disease and as the U.S. continues to set a daily record of new cases.

The Trump campaign said it intended todistribute face masks at the event and will encourage attendees to wear them, even though Trump himself has resisted wearing a mask in public.

In New Hampshire, therally has raised red flags for many local officials concerned about the potential spread of coronavirus from the event. A handful of Portsmouth officials want to mandate that face masks be worn by people attending the event, but Mayor Rick Becksted doesnt favor such a mandatory policy and says the city has no jurisdiction over the federally owned land where the event will be held.

Republican Gov. Chris Sununu has said it is imperative attendees at the rally wear masks but that he wont mandate them. Sununu has said he plans to meet Trump at the airport when he arrives, but that he wont attend the rally.

Holding political rallies while much of the nation is concerned about coronavirus poses real risks for Trump, said David McLennan, a political science professor at Meredith College in Raleigh, North Carolina.

He is a visual reminder of the coronavirus as he speaks, McLennan said. Hes speaking in front of big, often unmasked crowds and sometimes not-so-big crowds at a time when everybody is paying attention to these (coronavirus) numbers to some degree.

That being said, Im not sure the president has any other tools for his campaign. Hes kind of between a rock and a hard place in that thats what he did in 2016 to great effect.

Trump is trying to replicate the campaign formula that worked well for him in 2016, said Dante Scala, a political science professor at the University of New Hampshire.

The old saying is campaigns are ultimately reflections of the candidate, Scala said. I think for the candidates own morale, he feels the need to be out and about and doing these sorts of things that served him well the last time he ran for office.

Trump lost New Hampshire to Democrat Hillary Clinton by just 2,736 votes. A poll last month by St. Anselm Colleges New Hampshire Institute of Politics showed him trailing Biden in the Granite State by 7 points.

But while a campaign rally will help fire up Trumps base and provide him with a made-for-television moment, it is unlikely to move other voters into his camp and might even turn off suburban voters, Scala said.

In New Hampshire, his real dilemma right now is in the prosperous suburbs, where you find a lot of college-educated voters who are well off, Scala said. They likely still have their jobs and so forth, but they are anxious about whats happening and what will come.

What some fear will come along with the rally is a spike in coronavirus in a state that has fewer than 6,000 reported cases.

Living in New Hampshire feels a bit like living in a bubble because in the state the numbers of cases is very low and the number of hospitalizations is low, Scala said. All of the metrics point in the right direction. But for a New Hampshire voter looking around the country, we feel very much like an island.

So for the president to come in does feel a bit like its impinging on that bubble. There are all of those concerns of what he brings with him. People come in from out of state. Will it cause a spike in cases? It will raise the anxiety level at a time when a lot of people are understandably very anxious.

Regardless, Trump needs a robust turnout on Saturday to reboot his campaign and move on from what happened in Tulsa, Eberhart said.

The rallies are a barometer of voter sentiment, the living embodiment of Trumps slumping popularity, he said. If the New Hampshire crowd is anemic, it sends the signal to donors that public support for the president is subpar and that they may be throwing good money after bad. He needs a full house and a raucous crowd to recharge his re-elect campaign.

If he doesnt get that, he needs to find another way to reach voters, Eberhart said.

The Tulsa rally was widely panned by the media, he said. If the same happens in New Hampshire, he cant hold a third and a fourth (rally) and just have it continue to pull down the campaign. Its just not going to work. (The campaign) has to rebound or he has to completely shift to some other way of campaigning.

Teen sensation is among a select band of players to hit goals in consecutive league games for the Red Devils and his talent is hard to play down

On a night when Manchester United made Premier League history,another moment of magic from 18-year-old Mason Greenwood inspired them to victory.

Ole Gunnar Solskjaer sat relatively silently on the sidelines at Villa Park as he watched his side extend their unbeaten run to 17 games in all competitions and become the first team in Premier League history to win four consecutive games by a three-goalor highermargin.

United cruised to this3-0 victory over Aston Villa and it was Greenwood again providingthe standout moment.

Solskjaer has been keen to downplay any links between Greenwood and great players of Uniteds past but its now hard to ignore the comparisons between the teenager and the clubs all-time leading goalscorer Wayne Rooney.

Remember the name!, commentator Clive Tyldesley roared when Rooney burst onto the scene for Everton in October 2002 when he washailed as the coming force in English football.

Greenwood had just turned one and will have had no idea of Rooneys heroics that day against Arsenal. But now, 18 years later,he has taken on the mantle of the most exciting young talent to push through in a generation.

His work off the ball has been praised as much as his goal scoring and it was another confident performance from the attacker, who has nailed down his position in the starting XI. But for all the praise of his work rate and pace it is his goals which are setting him apart from the rest.

Spare a thought for any defender trying to deal with him.A coach might demand that a centre-back shows an attacker onto his weaker footbut Greenwood doesnt have one.

Some wonderful work from Anthony Martial in the build-up to United's second goal,after winning the ball back off Tyrone Mings, preceded a sublime finish from Greenwood. From outside the box - andwith his supposedly weaker right foot - he beat Pepe Reina with a rocket of a strike.

That brought his total to 16in all competitions and nine in the league;the last teenager to score that many in a single league campaign was a certain former United No.10 in Rooney.

Solskjaer might not want to attract thecomparisons but the evidence is there for all to see. The homegrown prospecthas the talent that could be key to Uniteds fast-flowing attacking front line for years to come.

His goal, which came in added time in the first half, settled a tie which at first United were slow to get in to. Solskjaer named an unchanged side for the fourth consecutive league game, the first time United had done so since November 2006, but their effortswere fruitless early on despite the possession they enjoyed.

While Villa pressed the visitors in the opening exchanges, Unitedlooked lethargic and not at all like the fast attacking team we have seen since the restart.

Anwar El Ghazi and Douglas Luiz both had efforts from range which werent anything to test David de Gea. On another day Jack Grealish would have given them the lead when he got on the end of a great ball from Ezri Konsa but the United target could only volley his effort over the bar at the far post.

Paul Pogba was then caught in possession and Trezeguet fired a warning sign as his effort ricocheted off De Geas post.

A controversial penalty decision moments later, however, ensured United took the lead. Fernandes pirouetted on the ball and brushed intoKonza as he did so. The Portuguese was looking for the contactbut VAR backed referee Jon Moss decision. Fernandes duly dispatched from the spot for his seventh league goal of the season.

United sparked into life after the goal with a power injected into their front line that had been missing in the opening half hour. Greenwood, Martial and Marcus Rashford all had driving runs into the box that had to be dealt with by Reina before Greenwood scored Uniteds second before the break.

Solskjaer will say he is not interested in records but becomingthe first side to win by a three-goal or higher margin for four consecutive league games is some feat, especially a team that not so long ago was looking for consistency and creativity.

Pogba, who put in another classy performance in the hub of Uniteds midfield, got the third. A Fernandes corner was delivered straight to the Frenchman waiting on the edge of the box. He took one touch before perfectly guiding his curled shot into the bottom corner.

United were in cruise control by that stageand it gave Solskjaer the opportunity to rest his key men. Aaron Wan-Bissaka, Greenwood, Martial, Nemanja Matic and Fernandes all came off ahead of another busy week.

The United boss might decide to rotate his squad with three big fixtures to come but one things for sure; Greenwoods going to be key. Remember the name.

How is AI taking automation to the next level and how is this combination relevant in the present context?

The first stage of automation was about replacing repetitive processes involving humans with an algorithm. Now, we are moving to the stage where we not only want to replace the repetitive processes but are also using intelligence to interpret and understand the data.

For instance, in a large business that has been getting invoices from different types of vendors and in different formats like PDF or paper documents, in their invoice automation processing pipeline, they will have to build intelligence that can recognize the different invoice types and fields and their role in the invoice structure and then populate their ERP system with that information.

Intelligence can also help in deciding actions that require both checklist and context-based processes.

Intelligence can be put in the pipeline to assist humans in making faster and more accurate decisions.

Cost would discourage many companies, especially smaller business, from automation. How do you ensure that they are not left behind again in the race to automation?

I agree that licensing costs are a challenge, especially for smaller organizations.

I think it is also a question of how service providers like us put an ROI (return on investment) picture in front of the customer.

This topic often comes up in our conversations with customers and we typically try to position it in terms of what kind of value they can derive and how they can amortize the cost around it.

Typically, there is the challenge of IT integration and time, and human effort required and that also needs to be factored in the ROI.

People more wary of others viewing Covid-19 fake news than themselves survey – Yahoo Finance UK

People are more worried about the amount of coronavirus misinformation others are exposed to than themselves, a survey suggests.

Six in 10 Britons (60%) told Ofcom they are concerned about the potentially harmful information others may see online related to the virus, compared with just over a third of respondents (36%) who were concerned about their own consumption of such fake news.

It comes as 29% of respondents revealed they have come across false or misleading information about Covid-19 in the last week, down from a peak of 50% during the third and fifth week of lockdown.

Those who come across fake news did so fairly frequently, with more than six in 10 (62%) saying they had seen some at least once a day and one quarter (25%) a few times a week.

The regulator which has spoken to 2,000 adults every week since lockdown was announced found that claims linking 5G to the virus remain the most commonly seen piece of misinformation, although their prevalence has decreased over time.

Conspiracy theories about 5G have been a particular problem in the UK during the crisis, with dozens of mobile masts across the country subjected to attacks.

Elsewhere, consumption of news about coronavirus remains strong but has dropped off from 99% at the start of lockdown to 85%.

Liberty and responsibility: SC rulings on internet restrictions in J&K uphold balanced constitutionalism – The Indian Express

The January 10 judgment of the Supreme Court on internet restrictions in Kashmir was criticised as one ignoring rights and remedies. The May 11 judgment on the same issue was described as an abdication of duty. The former judgment, in Anuradha Bhasin vs Union of India, laid down guidelines to test the validity of internet suspension orders and their periodic review. The May 11 judgment, in Foundation for Media Professionals vs UT of Jammu & Kashmir, ordered the constitution of a special committee to review the orders passed by the J&K authorities by applying the safeguards laid down by the Court in its January 10 judgment. In a recent webinar hosted by CAN foundation Harish Salve cautioned: Everybody who has a point of view today thinks the Supreme Court is a national dartboard, on which everybody who has a point of view, has the right to throw a dart. This must stop.

The case is about internet availability in Kashmir, which has a vexed background and a complex geo-political history. It has been on the receiving end of well orchestrated and incessant proxy war waged by an unstable neighbour. The repeal of Article 370, re-organisation of the erstwhile state of Jammu and Kashmir and the prospect of a brighter future for Kashmir, Jammu and Ladakh, propelled our neighbour into a desperate mode. The COVID-19 crisis has only added to the complexity of the situation on the ground. The recent turn of events bear a testimony to this trend. The excessive firepower and hostility at the LoC and the urgency and recklessness of terrorist activities in the Valley exposes the scheme of using even the pandemic to wreak havoc.

Any analysis of merits and demerits of the SC orders should start from this background information, as a strict analysis of the law, without facts, is a purely academic exercise. An important facet of modern terrorism is the use of the internet.

Cyber terrorism is a contemporary phenomenon, wherein terrorists use the internet to influence, communicate and fund violence on a realtime basis. There is no gainsaying that Kashmir is also prey to such technology.

On August 5, 2019, internet services for the entire union territory of Jammu and Kashmir was suspended. A case was filed before the Supreme Court seeking to quash the internet restrictions imposed under the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017. Strangely, the eminent counsel, arguing the case for the petitioner, conceded that he did not want to challenge the constitutionality of the Rules, rather he was only concerned with their application. Accordingly, the Court, being cognisant of the fact that the Rules do not completely secure the rights of citizens, read into the Rules certain valuable safeguards such as periodic review. The J&K government implemented the SC order by easing internet restrictions in a graded manner.

The situation of Kashmir is dynamic. The government has to be the front-line enforcer of the law laid down by the SC. The Court recognises that the imposition of restriction should be on a proportionate basis. In the past month, more than 10 terrorism incidents have been reported, with more than 15 soldiers/civilians killed. Due to the continuous onslaught of terrorism, internet restrictions may have to be used often for the protection of human lives.

The constitution of the special committee by the Court is in furtherance of balanced constitutionalism. The Constitution provides for rights under Part III to be enforced by all the organs of the government. Accordingly, the Court cannot be understood to be the sole protector of rights the executive and legislature have an equal responsibility.

The framework the Supreme Court has created by its two judgments rightly applies this principle. First, the SC created standards for the executive to apply, including reading in the proportionality requirement. Through its recent May order, the Court has created an important forum to review the orders passed under the Rules. Now, the onus is on the government to show how it complies.

The first step for the government is to gather inputs from individual districts across J&K to assess whether the internet is being misused to circulate fake news. Once such intelligence is gathered, the materials are required to be placed before the concerned authority. The Court necessarily alluded to the fact that restrictions cannot be imposed for the entire union territory through omnibus orders they need to be tailored district-wise. The findings ought to be based on verifiable data. Further, the government should consider bringing a narrowly tailored legislation to curtail fake news, not only for Jammu and Kashmir but also for the rest of India. The safeguards and caveats ensure that the function of the Supreme Court as an apex interpreter of law remains intact, while leaving the calibration to the executive based on the ground situation.

The supposed clarion-call of some learned academicians and members of legal fraternity of abdication of duty by the Supreme Court seems to have completely missed the hard facts in the Valley.

It will be apposite to quote a few prophetic lines of one of the greatest legal doyens, Nani A Palkhivala: It is true that eternal vigilance is the price of liberty. But it is true, in even a deeper sense, that eternal responsibility is also part of the price of liberty. Excessive authority, without liberty, is intolerable; but excessive liberty, without authority and without responsibility, soon become equally intolerable. Liberty has a hypnotising sound; while, unfortunately, responsibility has no sex appeal.

Tropical Storm Fay to bring rain, rough surf to Delaware; some beaches closed to swimming – The News Journal

Some parts of Delaware could see as much as four inches of rain today due to Tropical Storm Fay. 7/10/20 Wochit

A tropical storm that formed off the East Coast Thursday could dump up to 7 inches of rain on isolated areas of the Mid-Atlantic Coast Friday, as well as some flash flooding and rough surf.

As the storm moves north, it's likely to produce 2-4 inches of rain in Maryland, Delaware, New Jersey, Pennsylvania, New York and southern New England, according to the National Hurricane Center's 5 a.m. briefing Friday.

By 10 a.m., the storm was flooding several roadways throughout the state. The Delaware Environmental Observing System is showing that 4.97inches of rain has fallen on Rehoboth Beach near the Boardwalk in the last 24 hours.Scroll down for a full list of impacted roads.

As of 11a.m. Friday, it was about 25 miles off the coast of Delaware and moving north at 12mph. It's expected to move along the Mid-Atlantic coast Friday, moving more inland some time late Friday night or on Saturday. Once that happens, the storm is expected to weaken, according to the hurricane center.

The isolated bursts of heavier rain could result in flash flooding,but "widespread river flooding is not expected at this time." Delaware is under a flash flood watch until 4 p.m. Friday. Some other areas of the state, like Rehoboth Beach, are now under a flash flood warning, in effect until 12:30 p.m.

A tropical storm warning has been extended to now include Fenwick Island and southern Delaware Bay. It extends north to Rhode Island. The warning means tropical storm conditions are expected in the warning area. As of 8 a.m., tropical storm force winds reaching 39 mph or greater extended 140 miles from the center of the storm.

A rip current statement, warning of a high risk of dangerous rip currents, is in effect at New Jersey and Delawarebeaches through Friday evening. The storm is expected to bring large waves reaching 7-9 feet along Delaware and New Jersey coastal waters.

That has prompted lifeguard captains in Rehoboth Beach, Dewey Beach and Bethany Beach to temporarily close the beaches to swimming. In Bethany, the situation will be reassessed after high tide around 1 p.m.

In Rehoboth Beach, Captain Kent Buckson said he's trying to keep people off the beach altogether for everyone's safety.

"They can spectate from the Boardwalk, but they don't need to be walking down there," he said, noting that the surf Friday morning is extremely rough. Saturday could be a sunnier day, but rip current risks could linger.

Bethany Beach Patrol Captain Joe Donnelly said the beach will remain open for walking and exercise, although the narrowness of the beach's current state during high tide won't provide a lot of space for activity. The sands in Dewey Beach also remain open.

"The water will be closed at least through high tide and then we'll see how the afternoon develops," Donnelly said.

The threat of tropical storm winds on land is very low, according to the National Weather Service, except for along the New Jersey coast. As of 11a.m. Friday, Tropical Storm Fay had maximum sustained winds reaching 60 mph with higher gusts. A weather station in Lewes was reporting sustained winds of 40 mph with gusts reaching 49 mph on Friday.

The storm should move north of Delaware by Saturday morning.

The National Weather Service forecast for Wilmington shows a 100% chance of rain on Friday with a high of 81 degrees. A chance of showers and thunderstorms continues through Monday.
