Inside the Failure: 5 Takeaways on Trumps Effort to Shift Responsibility – The New York Times

WASHINGTON President Trump and his top aides decided to shift primary responsibility for the coronavirus response to the states during a critical period of weeks in mid-April, eagerly seizing on overly optimistic predictions that the pandemic was fading so the president could reopen the economy and focus on his re-election, a New York Times investigation found.

The investigation revealed that critical decisions about the handling of the virus during that crucial period were made not by the better known coronavirus task force, but by a small group of White House aides who convened each morning in the office of Mark Meadows, the presidents chief of staff.

One of their goals: to justify declaring victory in the fight against the virus. In that effort they frequently sought validation from Dr. Deborah L. Birx, a highly regarded infectious disease expert, who was the chief evangelist in the West Wing for the idea that infections had peaked and the virus was fading quickly.

Despite warnings from state officials and other public health experts, Mr. Trump stuck to a deliberate strategy by pushing responsibility onto the states almost immediately after introducing reopening guidelines. Then he quickly undermined the guidelines by urging Democratic governors to liberate their states from those very restrictions.

Interviews with more than two dozen senior administration officials, state and local health officials, and a review of emails and documents, show how a critical period in mid-April set the nation on a course to a new surge, with the United States logging more than 65,000 new cases of the virus each day.

Here are some of the key findings:

Officials in the West Wing viewed the White House coronavirus task force as dysfunctional, and they were increasingly dismissive of Dr. Anthony S. Fauci, the nations top infectious disease specialist, and officials from the Centers for Disease Control and Prevention, who they believed had been wrong in their early judgments about the course of the virus.

As a result, important elements of the administrations strategy were formulated out of sight in Mr. Meadowss daily meetings, populated by aides who for the most part had no experience with public health emergencies and were taking their cues from the president.

The group convened each morning at 8 as the coronavirus crisis was raging in April. In addition to Dr. Birx, the participants included Joe Grogan, the presidents domestic policy adviser; Marc Short, Vice President Mike Pences chief of staff; Russell T. Vought, the presidents acting budget director; Chris Liddell, a deputy chief of staff, and Jared Kushner, the presidents senior adviser and son-in-law; Hope Hicks, the protector of Mr. Trumps brand; and Kevin A. Hassett, a top economic adviser.

In the bureaucratese of their meetings, they referred to their goal as orchestrating a state authority handoff. As Mr. Meadows would tell people, Only in Washington, D.C., do they think that they have the answer for all of America.

Dr. Birx was more central than publicly known to the judgment inside the West Wing that the virus was under control and on a downward path.

But her model-based assessment of the outlook failed to account for a vital variable: how Mr. Trumps rush to urge a return to normal would undercut the social distancing and other measures that were holding down the numbers.

During the morning meetings in Mr. Meadowss office, Dr. Birx almost always delivered what the new team was hoping for: All metros are stabilizing, she would tell them, describing the virus as having hit its peak around mid-April. The New York area accounted for half of the total cases in the country, she said. The slope was heading in the right direction. Were behind the worst of it.

During much of mid-April, Dr. Birx focused intensely on the experience that Italy had fighting the virus. In her view, it was a particularly positive comparison, telling colleagues that the United States was on the same trajectory as Italy, where there were huge spikes before infections and deaths flattened to close to zero.

Dr. Birx would roam the halls of the White House, sometimes passing out diagrams to bolster her case. Weve hit our peak, she would say, and that message would find its way back to Mr. Trump.

The president quickly came to feel trapped by his own reopening guidelines, which put him in a box of his own making.

States needed declining cases to reopen, or at least a declining rate of positive tests. But more testing meant overall cases were destined to go up, not down, undercutting the presidents insistence that the priority was to get the economy cranked up again.

The result was to intensify Mr. Trumps remarkable public campaign against testing, which was among the most vivid examples of his rejection of any informed leadership role. And it highlighted how Mr. Trump often ended up at war with his own administrations experts and stated policies.

Mr. Trump shifted from stressing that the nation was already doing more than any other country to deriding its importance. By June the president was regularly making nonsensical statements like, If we stop testing right now, wed have very few cases, if any.

The presidents bizarre public statements, his refusal to wear a mask and his pressure on states to get their economies going again left governors and state officials scrambling to address a leadership vacuum that complicated their efforts to deal with the virus.

In one case, Gov. Gavin Newsom of California was told that if he wanted the federal government to help obtain the swabs needed to test for the virus, he would have to ask Mr. Trump himself and thank him.

After offering to help acquire 350,000 testing swabs during an early morning conversation with one of Mr. Newsoms advisers, Mr. Kushner made it clear that the federal help would hinge on the governor doing him a favor.

The governor of California, Gavin Newsom, had to call Donald Trump, and ask him for the swabs, recalled the adviser, Bob Kocher, an Obama-era White House health care official.

Mayor Francis X. Suarez of Miami, a Republican, said that the White House approach had only one focus: reopening businesses, instead of anticipating how cities and states should respond if cases surged again.

It was all predicated on reduction, open, reduction, open more, reduction, open, he said. There was never what happens if there is an increase after you reopen?

Not until early June did White House officials even began to recognize that their assumptions about the course of the pandemic had proved wrong.

In task force meetings, officials discussed whether the spike in cases across the South was related to crowded protests over the killing of George Floyd or perhaps a fleeting side effect of Memorial Day gatherings.

Digging into new data from Dr. Birx, they soon concluded that the virus was in fact spreading with invisible ferocity during the weeks in May when states were opening up with Mr. Trumps encouragement and many were all but declaring victory.

Even now, there are internal divisions over how far to go in having officials publicly acknowledge the reality of the situation.

A majority (55%) strongly or somewhat disapprove of the job Trump is doing as president, while a combined 39 percent strongly or somewhat approve, according to a survey from the Democracy Fund + UCLA Nationscape Project.Since April, hes been battered from both sides: His approval rating has dropped 7 percentage points. His disapproval rating has climbed 5 percentage points.

There's a bunch of dimensions here where Trump has done varying levels of worse compared to how he was doing just a couple months ago, said Robert Griffin,research director for the Democracy Fund Voter Study Group,noting the changes in Trump's overall approval rating, as well as voter sentiments on how the president has handled the pandemic and other key issues.In just about everything, youre seeing the sort of decline of how (voters are) sort of assessing his presidency.

The number of COVID-19 cases has continued to rise across the country, leading more than half of all states to haltreopening efforts and to implement new guidelines to try and tackle the ongoing rise of cases. Amid the pandemic, Americansalso still protesting against systemic racism facing Black Americans and other people of color. On top of that, the unemployment rate still hovers in double digits, though it has decreased since earlier this year.

Were just seeing ...a bad couple of months potentially for this president when it comes to his approval of the job he is doing with the American public, Griffin said.

Poll: Joe Biden leads Donald Trump by 15 points, his widest margin this year

Trump has also trailed in support in a head-to-head match-up with former vice president Joe Biden, the presumptive Democratic nominee. Over the past several weeks, polling has shown the former vice president ahead nationally and in key states. That trend is continuing, according to the Nationscape Insights analysis, a project of Democracy Fund, UCLA and USA TODAY.

When asked who they would support, nearly half of registered voters(49%) said they would support Biden in November compared to 41% who said they would support the president. That's slightly better for Biden and worse for Trump than April, when 48% of registered voters said they would support Biden and 43% said they would support Trump.

The Democracy Fund and UCLA Nationscape Project is a large-scale study of the American electorate designed to conduct 500,000 interviews about policies and the presidential candidates during the 2020 election cycle. The latest poll was conducted between July 2 and 8, surveying 6,006 Americans. There is a margin of error of plus or minus 2.2 percentage points. The older poll was conducted the week of April 9 to 15, surveying 6,118 Americans. The margin of error is plus or minus 2.2 percentage points.

The majority of Americans now disapprove of the way Trump is handling two issues that are seen by many as defining the November election, according to the survey.

When asked about Trumps handling of the coronavirus pandemic, the majority of Americans (56%) somewhat or strong disapprove of his performance, while 37% somewhat or strongly approve. That's an 8-point swing fromApril, when 45% of Americans approved of Trump's handling of the coronavirus and 48% disapproved.

When it comes torace relations, the majority of Americans (56%) somewhat or strongly disapprove of Trump's handling, with only 32% of Americans saying they approve of his handling. Trump's approval rating for race relations in April was at 34%, with 51% of Americans disapproving of his handling of race relations.

Trump's approval rating for his handling of the economy has also seen a slight change. A combined 44% of Americans somewhat or strongly disapprove of Trump's handling of the economy, with 46% of Americans saying they approve, according to the survey. That's worse than April, when half of Americans said they approved of Trump's handling of the economy and 40% disapproved.

One issue that didn't see much change was Trump's handling of health care. In both April and July, 50% of Americans disapprove of Trump's handling of health care policy. A combined 36% approved of it in July, just a 1 percentage point drop from April.

Griffin said that "there's long term trends that exists"on"how the American public perceives the two political parties and how well they handle different types of issues," such as health care and the economy.

He noted that history is likely why there wasn't a large change in how Americans view the president's performance in those issues, even amid a recession and a global pandemic.

"(Health care) was not an issue that on the whole,the American public was ready to present in a positive light," Griffin said.

"The American public just doesn't seem to be interacting with the pandemic in that fashion. There's much more of a concern around things being reopened and schools being reopened and concerns about jobs, than sort of the debate that has been transforming into 'how are we making sure that everyone is able to pay for all the costs associated with hospitalization?' or testing or anything like that.' "

CINCINNATI During a background briefing with reporters in December, President Donald Trump's reelection campaign team gave only passing mention of Ohio. Certainly no one suggested a full-scale fall advertising strategy for the state he carried convincingly in 2016.

But less than four months until this November's election, Trump is facing an unexpectedly competitive landscape in Ohio because he has lost ground in metropolitan and suburban areas, threatening the overwhelming advantages he has in rural areas, state data show.

Trump's campaign has budgeted $18.4 million in television advertising in Ohio for this fall, second only to Florida, according to campaign advertising tracking data.

Joe Biden, the presumptive Democratic presidential nominee, has named Aaron Pickrell, a former top Ohio adviser to Barack Obama's presidential campaign, as a senior strategist, Biden campaign officials said. Four other campaign staff members in the state were announced Friday. But the Biden campaign has not gone so far as to book its own television advertising in Ohio, where 18 electoral votes are at stake. Trump won Ohio by 8 percentage points four years ago.

Still, Trump's heavy investment in Ohio and a series of midterm and municipal government gains by Democrats since 2016 suggest the president probably will have even more difficult terrain in other pivotal states in the industrial heartland Pennsylvania, Michigan and Wisconsin that he won by much smaller margins.

These are all big, flashing warning signs, said former Obama senior adviser David Axelrod. If he were a patient, and you were a doctor, youd look at this and say, Youve got problems, buddy.

Republican presidential candidates have been steadily losing support in Ohio's once reliably GOP suburbs around Cleveland, Columbus and Cincinnati. But Trump's fall was particularly sharp, according to state voting data and census records compiled by Mike Dawson, a public policy consultant and creator of ohioelectionresults.com.

For instance, in the affluent northern Columbus-area suburb of Upper Arlington, Republican George H. W. Bush won by 34 percentage points in 1992. Twenty years later, Republican Mitt Romney's winning margin there was 8 percentage points. In 2016, Trump lost Upper Arlington to Hillary Clinton by 16 percentage points.

A similar picture emerged in the 10 wealthiest suburbs outside Cleveland in Cuyahoga County. In Franklin County outside Columbus, Trump lost nine of the 10 most affluent suburbs, a sharp decline from other Republicans over the past 24 years.

The trend was worst in suburban Hamilton County outside Cincinnati, where Trump's losing margin in the 10 richest suburbs was at least 50% of Republicans' total decline since 1992.

College-educated suburbanites in Ohio, particularly college-educated women, were not as supportive of the president in 2016 as theyve traditionally been of Republican presidential nominees, and that will continue in 2020," said Karl Rove, senior adviser to President George W. Bush's presidential campaign in 2004, when the Republican won election in part by narrowly carrying Ohio. Trump has a problem with them.

Andrea Granieri, 34, from the eastern Cincinnati suburb of Anderson Township, had been a lifelong Republican, until Trump.

I could not vote for Donald Trump. I just couldnt do it," Granieri said, noting the explanation she would owe her two children some day. I could not endorse the way he talks to people and how he talks about people."

Still, Rove said that Trump maintains a clear path to carrying Ohio: Its to repeat his 2016 performance in 2020."

That includes matching and, in some instances, exceeding his overwhelming margins in the GOP-heavy counties along the Indiana border and the struggling industrial Mahoning River Valley corridor and along the Ohio River to the south.

But Rove said Trump must also do what he did in 2016 in suburban Cincinnati, Dayton, Cleveland and Columbus."

History suggests that's going to be hard, some Ohio Republicans say.

Can the electoral leakage for Republicans in these first- and second-ring suburbs continue to be offset by running up the score along the Ohio River? said former state Republican Party Chair Kevin DeWine, a former state representative and second cousin to Republican Gov. Mike DeWine. We have to be honest as Republicans and say we are dangerously close to that tipping point.

During an August 2018 special election, Danny O'Connor came within 1,700 votes out of more than 200,000 of becoming the first Democrat in 36 years to win Ohio's 12th Congressional District, which includes once solidly Republican Delaware County. Trump came to campaign for O'Connor's opponent, Rep. Troy Balderson, and helped pull him to victory.

Democrats continued making inroads in 2018, picking up six suburban state legislative seats.

That November, Erik Yassenoff, in losing his bid for a northern Columbus-area district, became the first Republican candidate for Ohio General Assembly to lose Upper Arlington.

I think youre seeing people in the suburbs align more with the urban populations," Yassenoff said.

Ohio Democratic Party Chair David Pepper has watched as younger, educated and often more racially and ethnically diverse families have sought the top schools and other comforts of Ohio's booming suburbs since the mid-2000s.

The trend was especially clear last year as Democrats scored victories in local suburban elections.

"This is where the fundamental shift has happened, what used to be the base of the Republican Party, these larger, generally white-collar suburbs around Cincinnati, Columbus and Cleveland and Akron," Pepper said.

In Yassenoff's Upper Arlington, voters elected their first Democrats to its City Council. In nearby Hilliard, Democrats won their first seat on the City Council in three decades. There were similar Democratic municipal gains in Republican-leaning suburbs around Toledo and Dayton, as well as in communities outside Cleveland.

Perhaps most telling, southeast of Columbus in the old Republican suburb of Reynoldsburg, Democrats swept the municipal elections and elected three Black female council members, a first for the city.

What it tells us is that more people are becoming engaged and involved," said Meredith Lawson-Rowe, among the new Reynoldsburg council members.

Even as Trumps standing began to fall after the onset of the coronavirus pandemic, Ohio was not seen as a concern, campaign officials said. But polls in other states showing close races in Iowa, Georgia and even Texas have also now shaken the firm grip on Ohio.

Biden's team and national Democrats think they can compete at a minimum to force Trump to defend Ohio, perhaps with money that could be spent in its must-win regional neighbors.

Spokesman David Bergstein of the Democratic National Committee put it simply: Id say Trump is clearly facing headwinds in Ohio and hes being squeezed."

Three key events defined the Ethereum (ETH)-dominated decentralized finance (DeFi) space during Q2 2020. As mentioned in ConsenSys Q2 2020 DeFi Ecosystem Report, these events included: Bitcoin on Ethereum overtaking BTC on the Lightning Network (LN), three critical security incidents that led to $26 million in losses, and the release of COMP tokens and the yield farming craze.

In May 2020, the amount of Bitcoin on Ethereum (represented by tokens like WBTC which are a tokenized form of BTC) surpassed the amount of BTC on the LN, which is a layer-two scaling solution for the Bitcoin network.

As noted in ConsenSys report, this event was important because Ethereum developers argue that cross-chain interoperability is anti-maximalist, and is the more likely future of blockchain or distributed ledger technology (DLT).

The report added:

The teams enabling the tokenizing of BTC on Ethereum have been embracing this belief (cross-chain operability will improve blockchains), and it is paying off. Also, Ethereums DeFi ecosystem has such a strong gravity that even BTC holders have been finding ways to use it.

Compound, a leading DeFi protocol, introduced its COMP governance token during Q2 2020 (around mid-June 2020). COMP tokens have been distributed to Compound users, including borrowers and lenders, on a daily basis.

As mentioned in the report, the result has been that many DeFi users have been focused on maximizing their COMP yield (now called yield farming) by using various DeFi mechanisms to gain access to capital and then borrowing and lending (simultaneously in many cases by the same user, so basically lending funds to themselves) on Compound.

According to ConsenSys report, this event is important because:

Yield farming took the DeFi ecosystem by storm in the last two weeks of the quarter. Crucial metrics like ETH locked and daily active users soared after being fairly stagnant earlier in the quarter. However, data suggests the frenzy did not bring many new users into DeFi, demonstrating that DeFis innovation must be paired with education and UX before we see the DeFi community grow beyond its current borders.

As confirmed in the report, Uniswap, a leading non-custodial Ethereum-based exchange, Lendf.me, a DeFi protocol, and Bancor, a decentralized liquidity network, all experienced serious security issues during Q2 2020, which led to $26 million in assets being stolen. Notably, most of these assets were returned by the hacker(s).

The importance of these hacks, according to the ConsenSys Codefi team, are that we should realize theyre inevitable in new or experimental technology.

They added:

The DeFi community continues to develop strategies to hedge against [hacks and security breaches,] including: auditing services, security products, and insurance applications. All of this is benefited by the OS nature of DeFi, which allows third parties to monitor DeFi dapps, provide suggestions, and analyze attacks to help protect the entire community in the future.

Aljancic: Looking at the evolution of girls sports – New Philadelphia Times Reporter

(Editors note: This is part one of a four part series looking at girls high school sports)

My mom was an athlete among a family of athletes (her dad and two of her brothers were division I college football players). Growing up, she spent endless hours at the park competing with the neighborhood kids in a variety of games. But going to high school in the early 1960s, her school sports options were limited to being a cheerleader (which she chose over being majorette) and gym class. When they played basketball in Phys Ed., she was chosen to play the position of rover, which meant she could play on both ends of the court. To avoid overexertion, her teammates were restricted to one end: offense or defense.

Girls sports have exploded since those dark ages of a half century ago, thanks to the Title IX of the Education Amendments Act of 1972, a federal law that states: "No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance."

I interviewed area high school girls head coaches.

Part 1 looks at the evolution of girls sports.

QUESTION #1: What sport(s) did you play in high school?

SANDY VALLEY SOFTBALL COACH CORTNEY GEIGER (2009 Sandy Valley graduate): I played volleyball (setter), basketball, and softball (second base). My senior softball season was the first year Sandy Valley had ever made it to the state Final Four.

CARROLLTON BASKETBALL COACH CHANDRA MYERS (2005 Garaway graduate): Volleyball (middle hitter), basketball, and track (discus, and was a shot put state placer).

TUSCARAWAS CENTRAL CATHOLIC VOLLEYBALL COACH KRISTEN TRIVOLI (2000 Tusky Valley graduate): Volleyball (middle hitter) and basketball.

DOVER SOCCER COACH ANGIE PINION (2000 Reynoldsburg graduate): Once I got to high school, I only played soccer (right mid or right defender). I played for the school in the fall and played club in the spring.

NEW PHILADELPHIA VOLLEYBALL COACH CARLA PRY (1988 Canton McKinley graduate): I was a setter on the volleyball team and I swam in high school (freestyle, 100, 200, 500, relays), and went on to swim in college.

DOVER VOLLEYBALL COACH BETH MATHEWS (1987 Carrollton graduate): I played volleyball (my position changed each year depending on what the team needed), I was a forward on the basketball team, and pitcher on the softball team.

TUSKY VALLEY GIRLS AND BOYS CROSS COUNTRY AND TRACK COACH SANDY DEBOS (1984 Tusky Valley graduate): I had a wonderful childhood with wonderful parents (and two older brothers), and was in every sport and lesson imaginable from piano lessons, baton, dance, gymnastics, basketball, cross country, and track. I was outside all the time, and did not see most Disney movies until I had kids of my own. In high school, I ran cross country, played basketball for a few years, ran track from the 400 up and was on the gymnastics team all year (which was not a school sport).

DOVER BOYS & GIRLS SWIM COACH BRENDA WHERLEY (1983 Dover graduate): I swam on the Y swim team, Dover did not have a high school team yet.

QUESTION #2: What has been a good change/evolution for girls athletics in general since you were in high school?

COACH TRIVOLI (TCC Volleyball): I think girls have more opportunities to excel in athletics.

COACH WHERLEY (Dover swimming): A very positive change for girls' athletics since I was in high school is the variety of sports now available to girls. Such a great opportunity for girls to be involved in many different sports.

COACH MATHEWS (Dover volleyball): The evolution of girls' athletics has changed dramatically since the 80s. The equity of opportunities and facilities/equipment has been dramatic. I can remember wearing old warm-ups the boy's team no longer wanted for basketball and one softball season we did not play one home game because maintenance could not get the field ready on those days. Those inequalities would not fly in today's world. Today, girls are respected for choosing to get involved in athletics without stereotypical labels being attached. They are fierce competitors and passionate about their sports.

COACH PINION (Dover soccer): I think the support for girls athletics has increased since I was in school. I love seeing the large student section at our big games. Once people come to a game who are not as familiar with soccer, let alone girls soccer, are surprised at the fast pace, skill, and aggressiveness of our team.

COACH GEIGER (SV softball): A good change that I have seen in girls athletics is that female athletes are slowly becoming more recognized and supported for their talents. It would take a team making a good run during tournaments before the stands would be filled at an event. Although the stands aren't filled during all regular season games, teams and individuals are receiving more recognition.

COACH PRY (NP volleyball): A good change for girls sports is that their skills have improved such a great deal, that the public seems to be more willing to come and watch. The recognition by fans and the public that girls sports is competitive and exciting to be part of. Girls are now being recognized for their athleticism and accomplishments that they have earned.

COACH DEBOS (TV track and cross country): Tusky Valley has always been great as far as female athletics go. I think the biggest change in my sport is strength training. The kids are strength training more than they used to because they see the benefits that it provides even to distance runners. The stronger they are, the faster they will be and the fewer injuries they will have. Obviously Title IX has been great for female athletics, especially with the COVID-19 and many of the college sports being discontinued.

MACS THOUGHTS:

* Many of us that graduated in the 1980s can relate to Coach DeBos childhood of being outside all the time, and we somehow survived without cellphones to connect us to our parents. Like her, I was periodically stuck inside for tortuous piano lessons!

* Girls have vastly more opportunities nowadays. Many high schools like mine didnt have softball until the mid-1980s, and soccer until the mid-1990s or later, which are now two of the most popular girls youth sports.

* I am sure many female athletes of past generations can greatly relate to the second-class treatment that Coach Mathews described.

* Both the perception and recognition of girls sports has vastly improved over the decades. Coach Pry brought up an important result of this growth: "Young girls now have many athletic role models that they can look up to and emulate."

The LKS Faculty of Medicine of The University of Hong Kong (HKUMed) has collaborated with Institut Pasteur, Paris, to develop an approach to evolve molecules which are entirely alien to biology. The researchers have demonstrated the approach by evolving molecules which stick to a malaria biomarker. Critically, these special non-biological molecules are able to carry out tasks which normal biological molecules are intrinsically unable to do. These molecules can, for example, be used to determine the type of malaria with which a patient is infected. The research has just been published inProceedings of the National Academy of Sciences of the United States of America (PNAS), a top journal in the field of multidisciplinary science. One of the lead researchers of the study, Professor Julian Tanner, Professor and Associate Director (Teaching & Learning) of the School of Biomedical Sciences, Assistant Dean (Biomedical Sciences Curriculum), HKUMed, remarked, Evolution is a powerful idea that is at the centre of all of biology. This study harnesses the evolutionary idea of natural selection, but then applies it outside of the biological context, thus creating an evolution in a test tube approach. One can then use evolution instead of design to develop molecules which can solve challenges in diagnostics and therapeutics. If we can extend evolution well beyond the usual confines of biological molecules such as DNA and protein, then we can open an entire new toolbox which can transform medicine.

BackgroundEvolution is understood in biology as the process by which characteristics of organisms are inherited over successive generations under particular selective pressures. Evolution is guided by chance some members of a population are able to outcompete others which over time define the physical characteristics and behaviour of a species.

It is also possible to apply evolutionary selections to populations of molecules. In a similar fashion, molecules can be made to compete with each other for a particular characteristic. For example, this characteristic might be sticking to specific molecular markers which only exist in the presence of a disease. Such evolved molecules could then be used in diagnosing or treating a disease. This has previously been demonstrated for common biological molecules including DNA and proteins. However, it has always been a challenge to extend the idea of molecular evolution much beyond common biological molecules.

Study ResultsThe major challenge the team faced was how to develop an approach to allow point-of-care diagnosis of malaria that could distinguish when a patient is infected withPlasmodium falciparumparasites orPlasmodium vivaxparasites. This is important as the two parasite species cause malaria with different outcomes and typically require different drug treatments. However, the point-of-care approaches which had previously been developed for malaria diagnosis typically were only able to determine whether a patient had malaria, but were unable to distinguish which parasite had caused the malaria.

To solve this challenge, the team developed and applied an entirely new approach where unusual cube chemistries, called cubanes, are included into DNA, and integrated into an evolution in a test tube approach. Cubanes are never observed in biology, and hence this is a rare example of applying evolutionary principles to an entirely non-biological system. The research team discovered new types of DNA incorporating these unusual cubane chemistries which perfectly fit the binding pocket of a malaria biomarker which specifically indicatePlasmodium vivaxmalaria infection.

This is amongst the first ever studies where non-biological molecules have been incorporated into a molecular evolution experiment. The study presents not only a way forward for better point-of-care diagnostics for malaria, but also opens up a new toolbox for the development of molecules for diagnosis and treatment of many diseases.

Previous Study ResultsOver the last decade, the HKUMed team has been developing the use of aptamers for new approaches for diagnostics, particularly for the point-of-care diagnostics. The team had developed the idea of aptamers for malaria diagnostics with a previous study also published inPNASin 2013, originally just using normal DNA molecules. Subsequently, the team developed a wide variety of point-of-care tests for malaria as published inChemical Communicationsin 2015,American Chemical Society (ACS) Sensors in 2016 and Biosensors & Bioelectronicsin 2018. The team demonstrated approaches for diagnosis of reproductive disorders published inNature Communicationsin 2019. This is the first study where the team has extended the idea of aptamer selections out to chemistries which are alien to biology.

About the research teamThe current study was led by both HKUMed and Pasteur Institut, Paris. The two lead investigators are Professor Julian Tanner, Professor and Associate Director (Teaching & Learning) of the School of Biomedical Sciences, Assistant Dean (Biomedical Sciences Curriculum), HKUMed, and Dr Marcel Hollenstein, a researcher at Pasteur Institut, Paris. Dr Cheung Yee-wai, then HKUMed researcher and Dr Pascal Rothlisberger, Pasteur Institut, Paris, are joint first authors. Other HKUMed researchers include Dr Andrew Kinghorn, Mr Young Lo, and Mr Alvin Wong.

On July 10, Havildar Sambur Gurung (36), a soldier from Nepal serving in the Gurkha regiment, was killed in cross-border firing along the Line of Control in Nowshera sector of Jammu. Coming amidst the chill in the Indo-Nepal ties, Gurungs supreme sacrifice is a reminder about the strong ties between the Indian and Nepalese armed forces. Soldiers from Nepal form a significant part of the Indian Armys legendary Gurkha regiment. Here is a brief explainer on the origin and evolution of these ties:

Former Army Chief Gen VP Malik (retd), who has dedicated a chapter to Nepal in his book Indias Military Conflicts & Diplomacy, says Indias military connection with the Himalayan country goes back to the reign of Maharaja Ranjit Singh whose army in Lahore enlisted Nepalese soldiers called Lahure or soldiers of fortune.

British India raised the first battalion of the Gurkha Regiment as the Nasiri regiment on April 24, 1815. By the time the First World War started, there were 10 Gurkha regiments in the British Indian Army.

When India got freedom, these regiments were divided between the British and Indian armies as per the BritainIndiaNepal Tripartite Agreement signed in November 1947. Six Gurkha regiments with a lakh-odd soldier came to India, which went on to raise another regiment called 11 Gurkha Rifles to accommodate soldiers of 7th Gurkha Rifles and the 10th Gurkha Rifles, who chose not to transfer to the British Army.

Yes, any Nepali can join the Indian Army, both as a jawan and as an officer. A citizen of Nepal can take the National Defence Academy or Combined Defence Services exams and join the Indian Army as an officer. Col Lalit Rai, who received a Vir Chakra for the bravery of his battalion, the 1/11 Gurkha Rifles, during the Kargil war, is one such officer of Nepalese descent.

The Nepalese army also sends its officers for training to Indias military academies and combat colleges.

The Gurkha regiments, which have 35 battalions, recruit a large number of troops from Nepal.

Lt Gen DS Hooda (retd), the Northern Army commander during the surgical strikes of 2016, who was commissioned into 4th Gurkhas, vouches for the strong inter-personal ties between the soldiers and officers of the two countries due to the Gurkha regiments. Every year, our battalions commission a tour of Nepal. Young officers from India trek to traditional recruiting areas in the rugged Himalayas, meet the locals, and often live in villages with ex-servicemen.

Both the officers and the troops are fiercely proud of their war cry Jai Maha Kali, Ayo Gorkhali, the khukri, and their command over Gurkhali language. Lt Gen Depinder Singh (retd), former chief of the Indian Peace Keeping Force (IPKF), and an officer of the Gurkha regiment, recalls how in the initial years after Independence, any officer who could not master Gurkhali in three months was shifted to another regiment.

Yes, they enjoy the same benefits as the India troops both during service and after retirement. They get the same medical facilities as the Indian soldiers, and often medical teams from the Indian Army tour Nepal. Unlike the British, who started giving the Nepalese soldiers pension only a few years ago, the Indian Army has never discriminated against the Nepalese soldiers, who can avail of healthcare facilities in India as well. The Indian Army also runs welfare projects in Nepal villages, including small water and power projects.

Yes, this convention dates back to 1972 when then Field Marshal Sam Manekshaw, a Gurkha regiment officer, fondly called Sam Bahadur by his troops, was made the honorary chief of the Nepalese army. Ever since, the Army chief of India is the honorary chief of the Nepalese army and vice-versa.

Reality shows shortfalls of Trump’s claim to ‘best testing’ – Las Vegas Sun

WASHINGTON Here are some snapshots from what President Donald Trump describes as the nation with the best testing in the world" for the coronavirus:

In Sun Belt states wherethe virus is surging, lines of cars with people seeking tests snake for hours in the beating sun, often yielding results so far after the fact that they're useless.

In Pittsburgh, adults who are afraid theyve been exposed to the coronavirus are being asked to skip testing if they can quarantine at home for 14 days to help reduce delays and backlogs.

In Hawaii, the governor will wait another month to lift a two-week quarantine on visitors because of test supply shortages and delays that potential visitors are facing in getting results.

Testing has been a challenge everywhere, says Utah Republican Gov. Gary Herbert.

The White House insists its giving states whatever they need. But public health experts say the testing system is in shambles and federal leadership is lacking. Trump's persistent salesmanship about the prowess of testing in the United States is colliding with a far different reality for those affected by the explosion in coronavirus cases.

The long lines and processing delays are contributing to the virus spread and upending plans to reopen stores, schools and other activities that are vital to the economic rebound that Trump himself is intent on bringing about.

We have the best testing in the world, the president insisted Tuesday. He falsely claimed the cases are created because of the fact that we do tremendous testing.

But U.S. testing on a per-capita basis lags other countries that have done a far better job of controlling their outbreaks. And state, local and federal officials are warning of the consequences of testing bottlenecks including tests rendered useless because results come too late.

Its essentially worthless to have a test result that comes back after 48 hours, said Dr. Leana Wen, an emergency physician and public health professor at George Washington University who previously served as Baltimores health commissioner. She explained that after that time, the window to begin contact tracing and prevent additional infections has essentially closed.

We are nowhere near being able to rein in this virus with the amount of testing we have available at the moment, she added. Testing is the linchpin.

The Trump administration plays down the problem.

Adm. Brett Giroir, assistant health secretary, says more than half of U.S. states are processing test results in three days or less, adding everybody is doing a really good job as much as they can.

Guidelines issued by the Centers for Disease Control and Prevention recommend that states, as they lift final virus restrictions, have a turnaround time under two days.

White House press secretary Kayleigh McEnany suggests that it's states that need to do more.

There are various different types of tests in this country," she said Thursday. "Some take longer to process than others. But we have surged testing to the states and we encourage them to use it to their best ability and to process those tests as quickly as possible.

Yet even Republican governors say they need more federal help.

Maryland Gov. Larry Hogan, chairman of the National Governors Association, is deeply critical of the administrations testing response.

We expected something more than constant heckling from the man who was supposed to be our leader," Hogan wrote in an op-ed in The Washington Post this week. "Trump soon disabused us of that expectation.

On April 6, he declared that testing wasnt Washingtons responsibility after all," Hogan went on. 'States can do their own testing,'" he quoted Trump as saying. 'Were the federal government. Were not supposed to stand on street corners doing testing.'

Whoever is responsible for testing shortfalls, the result is working against Trump's own goals to move beyond the virus and get the economy moving.

In Hawaii, Democratic Gov. David Ige said a shortage of chemical reagents used in testing was one reason the state will delay a plan to make it easier for tourists to visit. It was a huge disappointment to many in Hawaii hoping for a surge in tourism to reopen hotels, get people back to work and reduce the states 22.6% unemployment rate.

In Pennsylvanias Allegheny County, which encompasses Pittsburgh and 1.2 million residents, health officials are trying to triage the demand for tests. Dr. Debra Bogen, director of the countys Health Department, is asking adults who are concerned that they were exposed, but do not have symptoms, to put off getting tested.

Even as the White House sticks with its rosy outlook, the U.S. governments top official in charge of coronavirus testing is urging Americans not to get retested for COVID-19 to confirm theyve recovered.

Its clogging up the system, Giroir said. He said U.S. officials will soon issue guidelines explicitly recommending against the practice, except for patients in the most severe cases.

The American Clinical Laboratory Association said many of its labs are being stretched beyond capacity or dont have the supplies they need, and this week encouraged members to give priority to those most in need, especially hospitalized and symptomatic patients.

I feel a bit like a broken record nothing has really changed, said Dr. Carmen Wiley, president of the American Association of Clinical Chemistry. "Theres a huge disconnect between what the task force indicates is happening and what we are truly experiencing in the field.

U.S. officials are aiming to increase the use of rapid tests to shorten turnaround times. Those tests can usually be developed in 15 minutes or less and be performed at testing sites, doctors offices and clinics. They tend to be less accurate than the tests that need to be processed at clinical laboratories.

This week U.S. health officials announced they would begin shipping rapid testing machines and kits to nursing homes in COVID-19 hot spots. The goal is to eventually provide the equipment to all nursing homes in the U.S.

The Health and Human Services Department has also been establishing surge test sites in hot spot areas to increase testing for vulnerable populations, said Devin OMalley a spokesman for Vice President Mike Pence, who is leading the coronavirus task force.

Lawrence Gostin, a public health expert at Georgetown University, called the Trump administrations claims about effective testing laughable.

The on-the-ground experience, in fact, is borne out by the data, Gostin said. We dont have the testing kits. We dont have the labs to process it. There are backlogs. All of this is very unhelpful.

Tens of thousands at beaches, parks ahead of expected lockdowns on weekends – The Times of Israel

Tens of thousands of Israelis flocked to beaches and national parks on Saturday for a final weekend swim, ahead of expected tighter restrictions on Fridays and Saturdays set to begin July 24.

Tseelon and Gofra beaches at the Sea of Galilee were shut due to overcrowding, and authorities asked visitors not to travel to the Dor, Beit Yanai and Palmachim beaches on the Mediterranean coast, which all reached capacity.

New public restrictions authorized by the government to combat the spread of the coronavirus entered into effect Friday at 5 p.m., limiting public gatherings until further notice and shuttering various leisure and fitness activities for the duration of the weekend.

A tighter weekend lockdown is likely to take effect from next Friday, including potential restrictions on movement and the closing of beaches.

On Friday, Dr. Hagai Levine, an epidemiologist who is the head of the Israeli Association of Public Health Physicians, criticized the expected beach closures, saying that transmission rates of the coronavirus were lower in outdoor areas.

Unfortunately, we see that our government is acting irrationally, and without an epidemiological basis. The beach is precisely the safest place, as the risk of infection in the open air is tens of times smaller than infection in an indoor place, he told the Kan public broadcaster.

It was a sentiment backed by beachgoers in the central town of Rishon Lezion, who told the Ynet news site that it seemed illogical to close the coastline.

As long as we keep our distance here with masks, no one can get infected. There are places that need to be closed, but here it is unnecessary, a woman named only as Ravit told the news site.

Ron, who works at Tzuk Beach in Tel Aviv, also disagreed with the potential closure. For me it doesnt make sense at all. They come and decide to close all the beaches for no real justifiable reason, he said. Its sad that next week there will be more people without a livelihood.

The government has been accused by some of making the decision to shut beaches without any scientific basis, and instead focusing on a comment made by Interior Minister Aryeh Deri of the ultra-Orthodox Shas party, who told Prime Minister Benjamin Netanyahu that the countrys beaches are like a can of sardines at the weekends.

A last-minute reversal by the government on Friday led to a decision to keep restaurants open until Tuesday, when they will be shuttered until further notice for all but takeaways and deliveries. The government changed course when it faced widespread threats by restaurant owners to defy the closure order.

Under the new rules, gyms and fitness studios closed at 5 p.m. on Friday until further notice. Gatherings of over 10 people indoors, and 20 outdoors, are also forbidden until further notice, but work groups and nuclear families are exempt.

Additionally, government offices will be limited to 50% capacity and will be closed to the public, except for online services, until further notice.

Meanwhile, only on weekends until further notice, shops will close but stores offering essential services, such as pharmacies and supermarkets, will be allowed to remain open.

Malls, markets, barbers, hairdressers, beauty parlors, libraries, zoos, museums, exhibition spaces, pools and tourist sites will also be closed on weekends.

Netanyahu on Thursday asked Knesset Law Committee Chairman MK Yaakov Asher to prepare legislation to be voted on next week that would grant the government the authority to declare full lockdowns on weekends.

Justice Minister Avi Nissenkorn vowed there will be no limits on demonstrations or on courts, even if a full lockdown is enacted down the road.

Im walking my dog down our lonely road in Newtown when a driver pulls over to ask directions.

Is there a beach around here?

The Pup and I were just pondering how to end this column about beaches. Then this guy arrives to serve as start and finish.

The driver and I stare at each other for a moment. Hes probably wondering why this would be a difficult question. Meanwhile, Im contextualizing. Thirty miles from the nearest sand along Long Island Sound might seem like around here to someone from, say, South Dakota.

Um, sorry, I finally reply. You probably saw the lake around the corner. Theres no beach.

Yes, Im being a tad strict with my beach definition. Having lived near a shoreline most of my life, I confess to mourning its absence since moving from Stamford a couple years ago. So does The Kid. He also misses city life, so we drive two hours with Mom to visit a friend in Queens, New York, for a one-day vacation at Americas largest urban beach.

Dont look, its a surprise, he warns before dawns early light. My eyes are still closed, so this game works for me.

But I am surprised, as he is making sandwiches for the first time in his eight years. He also crams blankets, a pop-up tent, umbrella, chairs and a bucket of beach toys into the trunk of our Honda Civic.

The Civic briefly surrenders a couple miles into the trip when the plastic undercarriage splash shield sags after popping a button. Not to be thwarted, I perform meatball surgery with zip ties.

One of the many wonders of Rockaway Beach is that it is free. The only price is the walk of shame in lugging said blankets, tent, umbrella, chairs, bucket and cooler from a space in front of a neighborhood house.

They refer to people like you as being Down for the Day, our friend says of her neighbors. She says some carry so much they resemble the Grinch tilting in his overstuffed sled.

The Kid and I further dress the part by wearing Hawaiian shirts. I make a silent pledge to don a Ramones Rockaway Beach T-shirt should we ever return to Hawaii.

Choosing a spot on the beach during the pandemic reminds me of movie-goers shuffling for the best seat in the Avons smaller theater in Stamford. A woman on the horizon settles into her spot. A family parks on her left, apparently too close for comfort. So she does the crab crawl to the right. A couple lands and traps her on the other side.

Beach policy calls for masks when not in the water, with parks staff offering them as needed. While social distancing is respected, people clearly dread bringing home a mask tan even more than COVID. As a nudge to passersby, I make masks from napkins and put them on a couple of Barbie dolls that were stowaways in the bucket of toys. It is a dud, as a pack of nearby high schoolers squeeze together for a self-declared moment-in-time selfie. If theres any age group to maintain social distancing from right now, its recently retired high schoolers.

My fellow day tripper, meanwhile, pretends to charge the waters like the Beatles running from girls at the opening of A Hard Days Night (hes been binging), poses as Mr. Narwhal rising from the Arctic waters in Elf, and rolls in the sand to do his impersonation of a cinnamon doughnut.

As always, I am able to mine curative powers from the ocean. Rather than rub salt to sting wounds, the salt water is a magical elixir of healing properties. It cures the toothache in my heel, the poison ivy in my soul and clears sinuses clogged with anxiety.

It also is a chance to consider the NOMB (Not on My Beach) issue from the other end of the periscope. The matter of New Yorkers storming beaches is a hot topic in Stamford right now, and has always sizzled in Greenwich. I get it, but have never been able to get past the elemental reasoning that the waterfront should be available to everyone.

So, here we are, Connecticut Yankees putting the flip-flop on the other foot. I learn that the Rockaway neighbors like to forego their driveways in favor of street parking to block out space invaders. Its like Shippan with street smarts.

So, 625 words and a day later, were back in Newtown trying to advise steamy travelers in search of sand. I recommend nearby hiking trails, only to read disappointment in their faces.

I can understand, I offer sympathetically. We used to live in Stamford and miss the beaches.

Oh, we came from Stamford, they reply.

I guess were all going against the tide.

LI residents expected to fill pools, beaches as possible heat wave rolls in – News 12 Long Island

Pools and beaches are expected to hit capacity this weekend as scorching temperatures are forecasted to hit Long Island.

With so many people expected, everyone is being reminded about the importance of social distancing.

Signs at Jones Beach are telling residents to stay away from one another as best as they can both while on the sand and in the water. People are also being asked to wear face coverings while on the boardwalk, in bathrooms and at the concession stand.

Capacities at state park beaches are set at 50% and state officials are warning drivers to avoid beach access roads during peak hours after major traffic jams on the Robert Moses Causeway occurred last weekend.

Pools across Long Island are also expected to get crowded.

Officials in the towns of Brookhaven and Huntington say residents must make reservations if they want to head to the pool.

Huntington Town Supervisor Chad Lupinacci says state guidelines only allow pools to have 70 people swimming at a time and around 150 people around the pool.

In Oyster Bay, pools are extending their hours to keep residents cool.

Town Supervisor Joseph Saladino says all community pools will stay open until 8:30 p.m. this weekend.

He says the pool will open at 11 a.m. and admission will be limited to town residents and non-residents with a permit. Capacity will also be reduced.

Gov. Andrew Cuomo says social distancing rules at parks, beaches and pools should be enforced at local governments.

Nassau County Executive Laura Curran says she is relying on residents and business to practice common sense.

"We do have enforcement arms out there, but they're just there to remind people about what they have to do," Curran says. "People are doing a great job and we need them to keep doing it."

Nassau County will be opening three cooling centers over the next four days in Hicksville, Wantagh and Uniondale.

Health experts are warning residents to avoid alcohol if they are out in the heat and to drink lots of water. They also are reminding everyone to apply and reapply sunscreen.

2 Rarely Seen Beaked Whales Die on Maine Beaches Within Weeks – NECN

A pair of whale strandings in Maine are concerningscientists and marine mammal rescuers.

Over the past month, two beaked whales, a rarely seen type of whale with teeth, have washed ashore and died in the state, first in June in York and then weeks later in Phippsburg.

Last Saturday, a Phippsburg family contacted Marine Mammals of Maine, which responds to strandings, after they saw what they thought was a pilot whale or dolphin that was beached on a mudflat.

They discovered her around that low tide period and heard her breathing, said Lynda Doughty, founder of Marine Mammals of Maine.

Divers in Thailand saw a whale shark with a nylon rope tied around its tail. The tense video shows one of the divers attempted to use a knife to cut off the rope but was unsuccessful.

She lives in Phippsburg and went to the flat to check on the whale.

While neither animal could be saved, Doughty said it is clear the two whales are two different species of beaked whale, one that's never been seen before in Maine.

She also said that, despite how sad the deaths are, they allow scientists to gather important information about an animal that typically lives in deep water, far offshore, with few specimens retrieved for study.

The last beaked whale spotted in Maine was a carcass thatwas found in Cape Elizabeth in 2014.

We do get to learna lot of valuable information from this species, and the dissection -- and actually the first whale and parts of the second whale -- will be going to the Smithsonian for them to look at as well, Doughty said.

The tissue analysis and research, especially into what contributed to the whales deaths, will take some time, quite possibly months.

Until then, Doughty said, its difficult to speculate what caused them to come so close to shore.

Its too early to tell and until we have all the facts wedont assume anything, she explained.

If someone does see a beaked whale or another mammal on the beach, Doughty said they can call the stranding hotline on the Marine Mammals of Maine website.

She advised people who are not trained to rescue these types of animals to stay away from them, because they will not know humans approaching them are there to help and may thrash at them in a dangerous way.

Gloucester beach parking lots to be closed to non-residents this weekend – The Boston Globe

After a sunny hot weekend that drove beach goers to Gloucester, beach parking lots will be closed to non-residents this weekend, city officials announced Tuesday night.

Reports of excessive traffic from residents prompted the closures that will be in place on July 18 and 19, according to a joint statement by the City of Gloucester, the Gloucester Health Department, and the Department of Public Works.

The last thing we want to do is close our parking lots to visitors, but our City was had an influx of traffic this past weekend, Gloucester Mayor Sefatia Romeo Theken said in the statement. We need to reduce the amount of traffic, which is a challenge we face every year but has certainly been compounded by the COVID-19 pandemic.

City staff will be working at Stage Fort Park, Good Harbor Beach, and Wingaersheek Beach parking lots to ensure non-residents do not park there, the statement said.

Romeo Theken said people who are looking to go outside after staying at home for months, along with limits placed on travel due to the COVID-19 pandemic, have made traffic worse for Gloucester residents.

It isnt a sustainable situation for our residents, she said.

Additionally, high tide is expected to take place early in the day at 10:21 a.m. Saturday and 11:07 a.m. Sunday, reducing the area of beach available for visitors, according to the statement.

Residents can get access to the parking lots with a 2020 beach sticker, a 2019 beach sticker, or a license and registration with a Gloucester address, the statement said.

Beaches in Gloucester are currently open to a limited number of non-residents on weekdays. Visitors are still allowed to park at public beach parking lots on weekdays, the statement said.

Visitors are asked to maintain at least 12 feet between toweling and blanket areas, according to the statement.

Gloucester officials will announce next week whether or not the parking lots will be open to non-residents for the weekend of July 25 and July 26, the statement said.
