The opioid overdose crisis has painfully ravaged communities across Canada for years. The COVID-19 pandemic has only exacerbated this protracted crisis by reducing or shuttering much-needed harm reduction services. Tens of thousands of people have already lost their lives.

Yet even in the face of such crises, the government has still not abolished the long-failed effort to stamp out drug use through criminal penalties, which has wasted public funds while fuelling needless suffering, disease and death.

But after decades of pressure for change, things are changing and political leaders need to act decisively.

Last week, the Canadian Association of Chiefs of Police (CACP) called for an end to the criminalization of simple drug possession (i.e. possession for personal use). Police chiefs across the country now agree that the evidence suggests decriminalization for simple possession as an effective way to reduce the public health and public safety harms associated with substance use. The report affirms that a compelling case has been made for transformative change to Canadas current approach to drug possession.

The experiences of people who use drugs those whose lives, health, and safety have been most egregiously harmed by criminalization offer perhaps the most compelling case for ending the war on drugs, which is really a war on people, who are often the most marginalized and disproportionately Black and Indigenous.

Add to this the overwhelming scientific evidence of the many harms arising from the criminalization of simple possession, the long-standing recommendations from many public health and harm reduction experts, the unanimous recommendation of UN agencies, and now the agreement of police chiefs across the country.

This overwhelming support should be more than enough for policy-makers to take action. Now. Without further delay.

We have seen during the time of COVID-19 that policy can be deployed well and quickly to address a public health crisis. The current federal government repeatedly says that it will be guided by science and evidence, and by respect for charter rights. And weve heard a lot from all levels of government lately that, in responding to COVID-19, they will be guided by public health advice from experts.

But somehow, when it comes to drugs, the repeated public health advice to decriminalize simple possession has been ignored.

Simply put, criminalization kills. Decriminalization of simple drug possession is an important tool that must be deployed if we want to end the overdose crisis.

So what needs to be done?

Parliament must amend the Controlled Drugs and Substances Act to repeal the criminal prohibition on simple possession of drugs, full stop. A majority of parties represented in the House of Commons support decriminalization. A bill already introduced in Parliament (Bill C-235) would do this; it should proceed without delay.

But legislative changes take time, and urgent action is needed today. Fortunately, the solution is simple: Canadas minister of health can effectively decriminalize simple drug possession by granting a nationwide exemption under section 56 of the Controlled Drugs and Substances Act.

Its truly that easy and could easily be that quick. Its a signature, from one minister, requiring no further consensus than what the evidence, experts, and now law enforcement have already provided. Theres no need for more study, more committees, more delay.

Already, 160 civil society organizations across Canada have asked the health minister to do just this, most recently in a joint letter delivered six weeks ago.

Restoration and Retribution: A Tale of Two Criminal Justice Systems – The McGill International Review

In light of George Floyds death and the resurgence of Black Lives Matter protests across the United States and the globe, attention has turned to the deeper, systemic issues in America which extend far beyond police brutality. One of these is a much needed reassessment of the United States criminal justice system and how its sentencing structure and penal history has led to some of the highest crime and recidivism rates in the world. In stark contrast, Norway has some of the lowest violent crime and recidivism rates and is hailed for being home to Halden Prison, described as one of the most humane prisons in the world. In this noteworthy moment of opportunity for change within the United States, the Norwegian prison system can serve as a guiding example for reform across America.

The roots of the differences between Norways and Americas incarceration systems can be traced to their penal histories. In the United States, policing informally developed throughout the colonial period, and professional policing began to arrive in most major US cities in the mid-1800s. The first publicly funded, organized American police force was established in Boston in 1838, and by the 1880s all major US cities had municipal police forces. The Boston police force, originally private, was made a public cost after merchants convinced the city it was for the collective good, even though they primarily wanted to cut costs for themselves. Whereas Northern states first used police forces to protect shipping interests, in the South the development of policing was interlinked with the preservation of slavery. Modern police organizations in Southern states came directly from slave patrols, first created in the Carolina colonies in 1704. The slave patrols were tasked with chasing down runaway slaves and preventing slave revolts. Following the Civil War, they were used as a means of controlling and disenfranchising Black citizens and enforcing Jim Crow segregation laws.

Americas mass incarceration rates and infamously high prison populations, however, did not start to dramatically increase until the 1970s. Americas sudden increased incarceration rate was closely tied to drug arrests, a trend sparked by President Richard Nixons war on drugs and tough on crime policies. During the 1970s and 1980s, politicians from both the Republican and Democratic parties used fear and thinly veiled racial rhetoric to push punitive policies which disproportionately impacted people of color. Under President Ronald Reagans administration (1981-1989), the total prison population essentially doubled from 329,000 to 627,000.

Norways criminal justice system differs fundamentally from Americas due to its restorative justice approach, which focuses on rehabilitating offenders through reconciliation and reintegration into the community at large. Contrastingly, the US penal system focuses on retributivism, which seeks to punish offenders and execute high sentences for the purpose of deterrence. It is important to note that Norway has not always approached the incarceration system through its current principle of restorative justice. Prior to the 1990s, Norway had a punitive justice system which was criticized for its harsh living conditions. During the late 1960s, a prison movement which developed across the Scandinavian region led to the abolishment of forced labor systems and juvenile detention centers, and a new outlook towards the Nordic penal system. During the 1970s and 1980s, Norways incarceration rates followed a similar pattern to the United States because they also cracked down on drugs, leading to an increase in prison population rates. But in 1998, Norway undertook a sharp shift away from retribution to focus on rehabilitation. The Norwegian Ministry of Justice reassessed the correctional services goals and methods by emphasizing education, job training, and therapy for prisoners. A second wave of reform came in 2007, when the country began to emphasize new policies on helping inmates find housing and jobs even before their release. Today, Norway has a radically humane correctional system which prioritizes releasing prisoners back into society and aims to be empathetic towards offenders. The ethos of Norwegian justice relies on the principle that the rule of law should be enforced based on what is deemed fair and moral. In the US, justice is used as a mechanism for deterrence, and retribution not rehabilitation is the objective of incarceration. Although the composition of American versus Norwegian society differs extensively, Norways transition from a fundamentally punitive justice system to a rehabilitative one demonstrates the viability of such reforms.

The fundamental differences between the principles which bolster Norways and Americas criminal justice systems have extensive societal impacts for the two countries. Norway has an average sentence of around eight months and a maximum life sentence of 21 years which can be renewed indefinitely by five years at a time; the country also banned capital punishment for civilians in 1902. Contrastingly, Americas average sentence is 27 months and it has both life imprisonment and capital punishment. While Norways incarceration rate is just 75 per 100,000 people, in America there are 707 individuals behind bars for every 100,000 people. Norways recidivism rate is 20 per cent, whereas 76.6 per cent of prisoners in the US are rearrested within five years. Such figures demonstrate the inherent implications between an incarceration system which focuses on rehabilitation back into society versus one which prioritizes retribution. Another vital distinction is how Norway upholds inmates civil rights, where prisoners maintain the right to vote unless a criminal is convicted of an act of terrorism or political violence. The US has a long history of felony disenfranchisement that is upheld by the 14th Amendment of the Constitution, which preserves a states power to restrict an individuals right to vote due to a criminal conviction. In the US, 38 states temporarily suspend the right to vote for those convicted of a felony crime during the period of their sentence, and in three states (Kentucky, Virginia, and Iowa), a persons right to vote is permanently revoked based on a felony conviction. As of 2016, 6.1 million Americans were denied the right to vote because of disenfranchisement due to a criminal offense conviction. Such felony disenfranchisement laws disproportionately impact African Americans; an estimated one in thirteen Black Americans of voting age is disenfranchised due to past convictions, a rate more than four times greater than that of non-African Americans. Evidently, the denial of voting rights to felons and those with prior felony convictions has the potential to largely impact voting demographics and the types of criminal policies which are advanced.

Norways leading global example arguably carves the path towards a more humane approach to both criminality and the nature of justice itself. Successful reform in the US will require an ideological shift in the way Americans view the purpose of criminal justice so that prisons can be culturally understood as places to rehabilitate individuals back into the community, rather than mechanisms to perpetually punish past mistakes with no restorative way forward. By modifying its sentencing structures, reinstating inmates voting rights both during and after sentences, and incorporating the principle of restoration into the daily routine of prison life, the United States could improve prisoners ability to return as full members of society and address its deep issues of mass incarceration, high recidivism rates, and felony disenfranchisement. This moment in American history needs to be viewed not only as a time for protest and reflection, but also as a crucial juncture for systemic reform to correct the centuries of racial injustice in the nation. Whether this cultural shift is possible in the near future is entirely reliant upon the will of the American people to enact change.

Personal bankruptcies plunge during pandemic, but ‘a flood’ could be on the horizon – Yahoo Money

Even as the coronavirus pandemic battered the economy, forcing tens of millions of workers to file for unemployment and shuttering businesses large and small, a surprising trend emerged: The number of people filing for personal bankruptcy plunged.

In April, consumer bankruptcies dropped 47% from the same month last year, while May filings were down 43% year over year, according to the American Bankruptcy Institute. For the first half of the year, bankruptcies were 24% lower than the first six months of last year.

Experts pointed to numerous factors for the slowdown.

Courts and attorneys offices remained closed during state shutdowns. Evictions and foreclosures often precursors to bankruptcy because people want to save their homes were put on hold. Generous government support and forgiving creditors also kept many from falling into financial distress. Last, those on the brink of bankruptcy before the pandemic had more pressing issues to deal with.

Peoples mental inboxes are full, Professor Robert Lawless at the University of Illinois College of Law, who specializes in bankruptcy, consumer finance and business law, told Yahoo Money. There are a lot of things to sort out in their lives going to see a bankruptcy lawyer has been pushed further down on the to-do list for understandable reasons. I think that was a big part in the early days and weeks of the pandemic.

But the reprieve may be short-lived as the economy sputters, stopping and going as new COVID-19 outbreaks pop up, and as many of the temporary layoffs morph into permanent ones.

As government lifelines to help stabilize the economy begin to expire, bankruptcy provides a shield for households and companies facing intensifying financial distress, ABI Executive Director Amy Quackenboss said in a statement earlier this week, announcing the half-year bankruptcy statistics. We anticipate filings to begin increasing as a result.

How quickly people file for bankruptcy and how many will do so remain unclear, but bankruptcy attorney George Wade in Alexandria, Virginia, isnt very optimistic.

Everyone who files for unemployment is a potential bankruptcy, he said, noting that many of those who lost jobs wont be getting them back. Were in a state of suspended animation because the government is picking things up.

What happens, he asked, when many of the outside forces keeping people afloat are removed, starting with the expiration of the extra $600 in unemployment benefits at the end of the month and then the eventual resumption of evictions and foreclosures?

In the fall, there will be a flood of bankruptcies, he said. I think it will be a bloodbath.

Lawless is more skeptical. His past research on bankruptcies shows that people take a long time to choose bankruptcy, typically struggling through financial difficulties between two to five years before filing. Oftentimes, they are finally persuaded after a creditor sues them.

Its not like if people get laid off from a job today that they file for bankruptcy tomorrow, he said. It has a very long tail.

Lawless also noted that bankruptcy doesnt find unemployed people jobs; it solves debt problems. If they dont have debt, they dont file for bankruptcy, he said.

Debt rather than job loss has a tighter macroeconomic correlation with bankruptcy, going back to the explosion of filings in the late 1990s during the dot.com boom and then the increase during the Great Recession. Both of those periods were punctuated by high consumer debt.

Before the pandemic, consumer credit also had been rising, approaching but not yet reaching levels seen before 2008. But that doesnt mean Lawless doesnt expect an increase in filings as the pandemic and its rolling economic effects continue. He just expects many Americans to turn to other debt to sustain them until they finally reach a breaking point.

I think there will be more bankruptcies, but the shape of that curve may be more of a gradual run-up as debt problems accumulate, he said. We may look out two years from now and see there were a lot more people filing.

Two days after announcing that an employee at its Continuing Care facility in Mars Hill tested positive for COVID-19, Northern Light A.R. Gould said on Thursday that 198 residents and employees had tested negative.

A total of 201 tests were conducted after the hospital was notified that an employee who made contact with residents and staff July 8-11 had tested positive for COVID-19. That person, whose name has not been released, is the first confirmed case of COVID-19 in the Presque Isle area since the pandemic hit Maine in March.

Though the results of three tests remain, the announcement from A.R. Gould indicates that the virus had not spread inside the Mars Hill nursing home. Nursing homes have constituted some of the largest hotbeds for COVID-19 cases and deaths in the United States. Spread can occur quickly in a group home setting, affecting elderly residents who are most at-risk of dying from the virus.

According to federal data from the Centers for Medicare and Medicaid Services, 216,827 nursing home residents are confirmed or suspected to have contracted the coronavirus across the country; 37,213 have died. In Maine, there have been 197 total cases and 37 deaths.

Northern Light A.R. Gould President Greg LaFrancois said the lack of spread was a sign that the hospitals protocols including regular screening, use of personal protection equipment and mask requirements worked.

I am grateful to the community for its continued support, Northern Light Laboratory for their

immediate action, and the leaders and staff of Continuing Care in Mars Hill for keeping everyone safe, LaFrancois said.

A.R. Gould is working with the Maine Center for Disease Control and Prevention to determine which employees and residents would be tested a second time.

LaFrancois said contact tracing was also being done to determine if the employee who tested positive had contact with anybody outside the facility. He said he expects that number to be minimal.

US scientist Charity Phillips-Lander said: If life exists there it will probably be best maintained in the sub-surface.

Her team of boffins want Nasa to explore whether there are any signs of past or present life inside the lava tubes.

They suggest sending either a rock climbing robot, two-wheeled robot or an unmanned drone to explore the caverns.

The boffins anticipate technological advancements will make the mission possible within the next decade.

NASA wants your help identifying the birthplaces of planets – Digital Trends

Scientists know that planets form from disks of dust and gas that swirl around young stars, when clumps gradually form and gravity creates planets over millions of years. But they want to learn more about this process, so they need to find more of these protoplanetary disks for observations.

A new project from NASA aims to get the publics help with this, by inviting them to help identify disks through a website called Disk Detective.

Were trying to understand how long it takes for planets to form, astrophysicist Marc Kuchner, the Disk Detective project lead at NASAs Goddard Space Flight Center and the Citizen Science Officer for NASAs Science Mission Directorate, explained in a statement. Tracing the evolution of these disks is the main way that we know how long planet formation takes.

To help in this project, you can head to the Disk Detective page on the citizen science platform Zooniverse and select Get Started.The site will show you a tutorial on how to identify a planetary disk, then ask you to select from a list of options describing the objects shape which will help with classification.

The site has a massive dataset of 150,000 stars, so there are plenty of targets for volunteers to work through. Most of the stars in the dataset are M dwarfs, which are the most common stars in our galaxy, or brown dwarfs, which are cooler and less massive than other stars.

This system has the potential to bring real benefits to scientific research. We have multiple citizen scientists look at each object, give their own independent opinion, and trust the wisdom of the crowd to decide what things are probably galaxies and what things are probably stars with disks around them, said Disk Detectives director, Steven Silverberg, a postdoctoral researcher at Massachusetts Institute of Technologys Kavli Institute for Astrophysics and Space Research.

Other NASA citizen science projects include inviting the public to help navigate rovers around Mars, help pick a landing site on distant asteroid Bennu, and identify and map the worlds corals. The Disk Detective project has already assisted in some exciting discoveries such as the identification of the closest yet young brown dwarf disk to Earth.

NASA has been working on a new launch vehicle for its missions since 2011, aiming to create a next-generation rocket that can carry astronauts to the moon and eventually even to Mars. Now, it has completed work on a key part of the Space Launch System (SLS), the Artemis I launch vehicle stage adapter, which will connect the rockets core stage and the propulsion stage.

The adapter was build at NASAs Marshall Space Flight Center in Huntsville, Alabama, and has now been transported to NASAs Kennedy Space Center in Florida to be integrated to other rocket parts.

The launch vehicle stage adapter for NASAs Space Launch System rocket was the final piece of Artemis I rocket hardware built exclusively at NASAs Marshall Space Flight Center, Marshall Director Jody Singer said in a statement. This milestone comes as Marshall teams just completed the structural test campaign of the SLS rocket that confirmed the rockets structural design is ready for Artemis missions to the Moon.

The launch vehicle stage adapter is welded together as two separate cones that are then stacked on top of each other, Keith Higginbotham, the launch vehicle stage adapter hardware manager, explained in the statement. Marshalls expertise with an innovative process called friction stir welding and the centers large robotic weld tools made it possible to build some pieces of the rocket at Marshall while the core stage was built at the same time by Boeing at Michoud.

The Space Launch System project has come under fire for running behind schedule and over budget. However, NASA Administrator Jim Bridenstine maintains confidence that the mission can achieve its November 2021 launch date, with some caveats.

As reported by Ars Technica, Bridenstine said in a webinar this week that the mission has been affected by the coronavirus pandemic, but he is hopeful that the work from home precautions taken by NASA will allow the team to meet its launch deadline.

I think were okay for now, but if we dont get a grip on the coronavirus pandemic in the near future, its going to be difficult, he said. If the coronavirus pandemic is not an issue, then Im very confident in November 2021.

True, there has been an uptick in universities offering cybersecurity degrees, but more can be done to make a dent in the workforce gap. Chief information security officers (Cisos) need to also work to address this skills shortage in their own organisations, leveraging internal training, paying for certification courses and establishing effective mentoring programmes.

Organisations are recognising that they need to go beyond the traditional methods of recruiting talent from a small pool to fill security roles. One way is to focus on training and prioritising technology certifications.

The cybersecurity field is continually changing, and certifications are a valuable way to keep up with the evolving threat landscape, as well as to enable those without a technical background to train so they can transition into a career in cybersecurity.

Certifications can also build on the value of collegiate studies by helping professionals update their cybersecurity knowledge each time they choose to renew. They can also help non-traditional candidates move into a cybersecurity career by providing the knowledge they need for a variety of entry-level roles. By stressing the value of certifications, organisations can expand their talent pool to cover non-traditional candidates, degree-holding professionals from other fields, and other groups that may have not been considered in the past.

Training is also crucial. Organisations that invest in ongoing training and mentoring programmes will demonstrate a sense of devotion to their employees, which will encourage internal candidates to join the cybersecurity team. Peak season has come early for the e-commerce industry this year driven by consumers ordering goods online rather than shopping in brick-and-mortar stores. DHL said it was seeing peak season volumes as early as April, and hired additional staff in June as the volume uptick is expected to continue through the summer. FedEx's and UPS' operations have been strained by the pandemic, resulting in the suspension of service guarantees and the imposition of peak surcharges.

Scaling operations to meet demand while keeping workers safe is a concern, particularly for carriers and warehouse operators designated as essential services. This has led to an increasing number of firms looking to robotics and automation to help workers maintain a safe distance from one another.

While FedEx's robotic arms cover the amount of work done by three human staffers, the goal isn't to replace them as the carrier is continuing to hire staff to meet essential delivery needs, Smith said.

"Weve progressed our work with robots and automation," he said. "FedEx Ground has been working with Vecna Robotics to test their autonomous tuggers to facilitate the movement of oversized goods within their hub operations." The carrier began working with the company during peak season 2018, aiming to ultimately eliminate the need for human drivers in its Greensboro, North Carolina, facility.

FedEx also started exploring the use of small, autonomous delivery robots for same-day retail deliveries last year.

The logistics provider did not say whether it plans to add additional robotic sortation arms or deploy the technology outside of its Memphis hub.
