Home prices in the Hamptons hit new records as wealthy New Yorkers fled the Covid-19 troubles of the city for the beach, according to a new report.

The median price of a single-family home in the Hamptons reached a record $1.1 million in the second quarter, an increase of 25% over last year's second quarter, according to the report from Miller Samuel and Douglas Elliman. The average sale price hit $2.1 million, as the sale of several eight-figure mansions drove up the average.

The rebound in the Hamptons, after nearly two years of weakness in 2018 and 2019, shows how the coronavirus is remaking the real estate landscape, as affluent people flee big cities for the suburbs and vacation communities. While the Hamptons has long been the summer playground of the Manhattan elite, brokers say the current wave of buyers are making the Hamptons their main home, returning only occasionally to the city for meetings or events.

"These aren't weekenders, or people just here from Memorial Day to Labor Day," said Gary DePersia, a top broker in the Hamptons with Corcoran. "They plan to be here full time for the duration."

DePersia said he recently sold a house for $10 million after a bidding war, to a buyer who was moving from New York City. "The buyer said he just doesn't need to be in the city as much anymore since he can do so much through technology," he said.

Overall sales in the Hamptons fell slightly in the second quarter, by 15% compared with last year, as brokers were banned from showing homes in person for much of quarter. But the decline was much less than in Manhattan, where second-quarter sales fell 54%. When the lockdown ended in June, sales in the Hamptons exploded. Signed contracts nearly doubled in June, according to Jonathan Miller, CEO of Miller Samuel.

Adding to the allure of the Hamptons is that many of the top restaurants, art galleries, stores and luxury brands in Manhattan have opened outposts there, to follow the wealthy buyers. That's given full-time residents more to see and do, and pulled even more business from New York City.

Miller said that even after a vaccine, many wealthy families will spend less time in the city, and so they're upgrading or buying more year-round homes in the Hamptons.

"I call it 'co-primary' residences," he said. "It's not just using the Hamptons for summers and occasional weekends. It's equal to their Manhattan residence."

The strong quarter also shows how Covid-19 has been a windfall for suburbs and beach communities like the Hamptons, which have lagged in the housing rebound after the Great Recession. The Hamptons saw seven straight quarters of declining sales in 2018 and 2019, and the median sales price of a single-family home dipped to $812,500 in 2018.

The declines led to social-media and news commentary that the Hamptons was "dead" as a status symbol and real estate market.

"This has given the Hamptons a new lease on life," Miller said. "The pandemic may have started the trend, but it's the technology, and the acceptance of working from home now, that will make it more lasting."

Queen and Swarm of Bees Land on Towel at Cape May Beach – NBC 10 Philadelphia

Beachgoers in Cape May, New Jersey, had a close encounter with a swarm of bees and their Queen.

Dean Bloemer, of Cape May, told NBC10 he first noticed several bees swarming around a mans umbrella on the beach on Perry Street around 3:30 p.m. Tuesday. He then saw an entire swarm land on a womans towel about 50 feet away from him.

At that time we turned around and a woman was saying, Oh my goodness, bees are landing on my towel, Bloemer said.

Bloemer later found out that the swarm was following the Queen Bee that had landed on the towel. A crowd gathered to watch though they kept their distance.

"People are going crazy," Wayne Carson said. "And then they all landed on one towel and it looked like a huge beehive on one towel."

About an hour later, Allen Brown, a beekeeper by hobby, arrived and was able to safely capture the Queen and most of the bees.

"Never seen or heard of it on the beach," Brown said.

Brown put the towel and as many of the docile honey bees as possible into a box and brought them to his backyard in West Cape May. There were no reports of anyone being stung.

Brown told NBC10 the bees likely ended up on the beach while looking for a new hive.

"They land there to protect the Queen," he said. "And they're just hanging around the Queen, watching her as they send out scouts in all directions to find a new home."

Brown said the bees already seem to be adapting well to their new environment and beachgoers shouldn't worry about seeing them again.

"I believe they found a home," Brown told NBC10. "Made it easy for them."

Brown said he'll continue to try to collect the bees still lingering around the lifeguard stand at the beach if needed.

Meanwhile, those who witnessed the spectacle are still buzzing about it.

"It was like you thought the locusts were coming except they were bees," Ina Brown told NBC10. "It was one of those odd moments in time in 2020 that you experience only probably once in your lifetime."

It introduces us to Kate Larkin, a scientist who takes part in a secret project to resurrect extinct species that will, in theory, help to re-engineer the planet. Questions of ethics and biological authenticity circulate the project, only to grow more complex when the scientists extend their work to bringing back one of humanity's closest ancient relatives a Neanderthal. After the baby's birth, Kate begins to question the very things that make us human.

Timely and beautifully written, Ghost Species is an elegiac exploration of science and compassion against a backdrop of planetary trauma. In this interview, I asked James what inspired the novel, what he learned about the real-life science of recreating ecosystems, and his feelings about the future.

Amy Brady: Before we discuss Ghost Species specifically I'd like to talk about your writing interests more generally. Your previous novel, Clade, dealt acutely with the climate crisis, and you've written essays about the issue as well. What continues to draw you to the subject of climate change in your writing?

James Bradley: I have a friend who talks about "the knowledge," by which she means that moment when you fully appreciate the scale and urgency of the climate crisis and its implications. I'm not sure I really think it's quite as simple or as singular as that it seems to me most of us continue to resist that understanding in various ways, and to struggle with the complex and often frightening feelings that come with it but I think she's right that once you've got there, nothing is the same. Politics, art, love, relationships: they're all transformed. A lot of my writing over the past decade or so has been trying to think my way into that awareness, and then to try to make sense of what you do with it once you're there.

Amy Brady: Ghost Species explores the questions surrounding the science and ethics of de-extinction. Unlike other novels I've read on the subject, yours feels remarkably plausible. Tell us about your research process and what surprised you the most about what you learned.

James Bradley: I decided quite early on that I didn't want to spend pages and pages discussing the technicalities of the science, partly because I didn't think most readers would be terribly interested in them, partly because I felt they'd detract from the emotional questions that seemed to me to be at the heart of the book. But interestingly, my route into the idea was actually a bit like the one Davis, the billionaire who finances the project, follows. So I began by reading about rewilding and recreating ecosystems rather than reading about the nuts and bolts of recreating extinct species in the lab. That led me to the story of the ways in which reintroducing wolves to Yellowstone altered the physical structure of the rivers, and that led me to the idea that you might try to slow down the melting of the permafrost by using de-extinct ice age animals to re-engineer the climate in the north, in the way Sergey and Nikita Zemov are in Siberia.

Perhaps because I began thinking about ecosystems and interconnectedness and cycles of energy, when I came to start looking at the actual science of de-extinction I was less focussed on the technicalities than I was on the question of what extinction and by implication de-extinction might mean, not just as a metaphor for all the ways in which environmental crisis is upsetting and unhinging time and temporality, but for the kind of loneliness we all feel in a world where so much is being lost all around us.

Amy Brady: A question at the heart of your new novel is whether an extinct animal or even an extinct human relative, the Neanderthal can be considered "real" once resurrected. Is this a question that scientists are taking seriously? Is it one that you yourself have landed on an answer to?

James Bradley: When an animal or a species disappears from the world it's not just their biological identity that's lost, it's also a way of being in the world, and a whole host of complex entanglements with other species and their environment. That absence is profound and immense, but it also means that even if we do find the means to bring back vanished species, they will lack those connections and meanings. For Eve that disconnection is manifested through a larger sense of separation and loneliness, the feeling she's always an outsider. But what also happens in the book is that both Eve and some of the other recreated species begin to change and adapt to go wild, I suppose and as they do their lives begin to take on new shapes and new meanings, although not necessarily the ones their creators might have expected.

Amy Brady: Your novels emphasize compassion, how humans can find deep wells of love and sympathy and beauty even in times of great distress. So often in public debate climate change is discussed in terms of fear and anger, or on the other side of the spectrum, hope and courage. What roles might love and compassion play in not only climate debate, but perhaps in climate action?

James Bradley: I think it's really difficult to describe the scale or the trauma of last summer's bushfires here in Australia. Dozens of people were killed, thousands of homes were destroyed, and a whole range of animals and plants were pushed to the brink of extinction. But as I wrote at the time, what was really striking wasn't the anger and fear and grief, all of which was real and palpable (and given our government's appalling record on climate, justified), it was the outpouring of generosity and kindness. Truckies and tradies organized food deliveries, other people set up websites to find people who'd lost their homes a place to stay, members of the Muslim and Sikh communities took food to the firefighters, all of whom were volunteers, and many of whom had been fighting the fires for weeks or even months on end, and people gave millions of dollars to charities.

That didn't come out of nowhere. People did it because they saw people were suffering, and they wanted to help. That recognition other people's suffering is real is incredibly important, because once we do that it's much harder to look away, or to treat other people's lives as expendable.

Amy Brady: Speaking of love, I loved your protagonist Kate Larkin. Where did she come from? Is she inspired by anyone in real life?

James Bradley: I think all my writing is pretty personal, but with this book I really wanted to find a way of writing that erased all the barriers between me and the work, so I was writing out of somewhere very intimate, and undefended. I did that because I wanted to find a way of articulating a range of feelings of grief and fear that I usually need to keep under control so I can keep functioning. But it also meant I ended up using a lot of material from my own life in a pretty direct way: certainly the material about parenting and children is drawn from my own experience, and addiction and alcoholism have had a big impact on people very close to me. I suppose that desire to write without distance is also about the context in which I wrote the book. I began it just after my father died, and my mother died just as I was finishing it, and it's very much bookended by those losses, and a recognition of what they both meant to me.

Amy Brady: Climate change is often depicted as a slow-moving phenomenon, but so much has happened since the last time we did an interview together for this column in late 2017 a mere two and a half years ago. North America experienced one of its worst hurricane seasons in history, and Australia suffered one of its worst bushfires in history. And that's just in our respective home countries. I asked you back in 2017 if you were hopeful for the future, and you gave a thoughtful and elegant answer that I will paraphrase as "I'm wary of despair." Have your feelings about what's in store for us changed? Are you still at least cautiously hopeful about what the future might bring?

James Bradley: When I wrote Clade one of the things I wanted the book to do was to push back against the idea the future is set, and make a space for possibility and change. I think over the past few years it's become much harder to hold onto the idea we might avoid the worst of what's coming. Having said that, I still think despair is a cop-out and an indulgence, and that even if the odds of staying under two degrees of warming are now slim, there's a big difference between two degrees and three, or three degrees and four, and which of those we end up with depends on what we do now.

Amy Brady: What's next for you?

James Bradley: It's a really good question! In fact, I've just finished a draft of a new novel, and I'm working on a book of non-fiction about the ocean, but both of them are still a way off. In the meantime, I've got a couple of long essays that should be out in the next few months, and I'm working on a couple of articles and a new novella. So I've got a lot of things on the boil, which is always nice.

Broadcast operations and Octagon are in a quarantine bubble

UFCs much-hyped Fight Island officially kicked off last weekend with UFC 251, the first of four events to be held in two weeks at the one-of-a-kind compound created on Yas Island in Abu Dhabi. With a full quarantine bubble in place, UFCs production-operations team worked with NEP to create a broadcast center from scratch inside the Flash Forum, the venue in which the fights are held.

Weve done fights all over the world using all kinds of different [production] facilities, but the unique aspect here is that we were able to build out our back-of-house infrastructure into portable rooms separated by solid walls here at the venue, says Craig Borsari, EVP, operations and Production, UFC. NEP brought in a flypack so we were able to install the equipment across this network of rooms, interface the rooms together, and essentially create a broadcast-operations center right in the venue.

NEP Singapore provided the flypack and additional equipment to create UFCs BOC inside the Flash Forum, which comprises a main control room and separate rooms for tape, graphics, audio, and transmission. The arena is essentially cut in half, with one half housing the Octagon and performance spaces and the other housing the production facilities and warm-up areas for fighters.

With peak temperatures breaking 100F on a daily basis, outdoor production facilities were not an option, and keeping the sizable amount of equipment cool has proved a sizable undertaking.

NEP Singapore provided the flypack for UFCs Fight Island BOC

The biggest technical hurdle has been keeping the equipment in the central engineering room from NEP Singapores flypack at the proper temperature and climate due to the extreme heat and humidity in this part of the world, says Tim OToole, senior VP, event production, UFC. To combat this, we isolate the heat-generating equipment in separate cabins with extra air-conditioning units. We constantly monitor the rooms climate with both a hydrometer and multiple thermostats. The rest of the production workspaces are located in temporary, [ceiling-less] room structures inside the Fight Island venue, where there is ample AC and ventilation.

In addition to the climate-controlled environment, the separate rooms provide a more COVID-safe environment for production teams. In addition to being separated by movable walls, all production staffers are required to wear masks, socially-distance inside the arena space, and regularly disinfect their workstations.

UFC has four manned and two robotic cameras covering the octagon

UFC and production partner Concom have deployed 19 cameras at Fight Island, including 14 Sony HDC-4300s (two operating in 6X slo-mo). Six cameras cover the action in the Octagon: four manned handhelds and two Talon robotic heads from Inertia Unlimited (one above the Octagon mounted on a truss in the lighting grid, one outside the Octagon mounted on a separate truss). The production team is also using one RF Steadicam and a 24-in. Jimmy Jib arm, which plays a key role in fight coverage.

Since we dont have fans inside the arena, says Borsari, we were able to bring the jib into a position that we never have used before. We put the jib in the six oclock position, which would usually be right in the middle of the floor section of seats. That affords us the ability to get very close with the jib-arm camera head and actually cover the fights with it instead of just using it for our walkouts, wide shots, and tale-of-the-tape like we have in the past.

Outside the Octagon, there are two cameras backstage in locker rooms (one becomes the third camera for pre/post shows at the ESPN desk), two for post-show interviews (separate cameras for the reporter and fighter), and two desk cams for ESPN+ pre/post shows.

Inertia Unlimited has also supplied five Marshall CV502 POV cameras. Three are dedicated to on-air talent (so that they can maintain social distancing), and two are attached to BR Remote robotic heads mounted on the apron deck of the Octagon (pointed at fighters coaches to capture their instructions during the fights or their reactions for replay at the end of the fights).

With still no fans in the stands, UFCs production team continues to provide viewers with an unprecedented level of audio access inside the Octagon.

Although the microphone complement remains roughly the same as for a typical UFC PPV production, the audio-production team has been able to capture nearly pristine sounds of body and head blows, fighters hitting the mat, interactions in fighters corners, and even dialogue between fighters.

Weve been extremely happy with the audio-production group, says Borsari. And I think our fanbase has been pleasantly surprised with just how much it enhances the experience of watching our fights. Theres no doubt that, with UFC 251, you were hearing things that you just never would hear typically during a fight of that magnitude. Instead of being in a sold-out [arena], we are in a very intimate location where you can hear audio that gives you a whole different perspective of the power of our athletes.

In terms of on-air talent, UFC and ESPN have a pre/post-show studio desk, and announcers calling the action are positioned about 12 ft. from the edge of the Octagon (10 ft. from each other and separated by plexiglass). As was the case for post-fight interviews at UFC Apex events in Las Vegas last month, instead of standing shoulder to shoulder, the commentator and the winning fighter are in separate locations and conduct the interview via headset and are presented on-screen in a two-box format.

To safely travel the largely U.S.-based production crew of 75+ people, Borsari coordinated with the UFC event-operations team, which arranged for 11 charter flights from Las Vegas, London, Sao Paulo, and Moscow.

Each crew member was required to deliver a negative COVID-19 test 24 hours prior to boarding the charter and then was required to pass another test upon arriving at the hotel in Abu Dhabi (remaining under a 48-hour quarantine while the test was processed). Yet another test is required to be taken within 24 hours of each event.

Once an individual enters the 10-sq.-mile Fight Island quarantine zone where all personnel and fighters are housed and the arena is located they are not permitted to leave, and the perimeter is monitored by a strict security presence at all times. Anyone who leaves the zone must be retested and quarantine for 48 hours before reentering.

The environment that they have created within the quarantine bubble is as safe as it possibly could be, says Borsari. Building the broadcast-operation center inside the arena helped us separate individuals from one another. Our first priority is keeping everyone healthy and safe, and we feel like weve done that.

UFC has held several fights in Abu Dhabi in the past. However, establishing reliable transmission for a major PPV event is never an easy task, especially during a pandemic.

With that in mind, OToole and the UFC team worked with PSSI/Strategic Television (with assistance from IMG Studios at Stockley Park in London) to design an ultra-redundant transmission scheme that includes two Ku-band satellite uplink trucks, one Ku-band flyaway antenna system, and one C-band flyaway antenna system at the Flash Forum.

These four systems provide redundant satellite paths with direct line-of-sight to Eutelsat 7B and AsiaSat 5, covering all of UFCs licensed partners in Europe and the Pacific Rim. To maintain diverse pathways, the signals are downlinked at SES in Israel, NEP Connect in the UK, and Telstra Australia for fiberoptic transport to the U.S. via the Telstra Global Media Network (GMN). SES, PSSI International Teleport, and a PSSI Live Mobile Teleport at UFC APEX uplink all feeds to North American licensees. For additional redundancy, an ASI signal has been established via IP contribution between the Fight Island and the PSSI International Teleport via the Nextologies Global IP network.

Given the reportedly massive PPV audience for UFC 251, UFCs four-event Fight Island experiment got off to a rousing start. With two more events in Abu Dhabi over the next two weekends (following UFC 251 and a Fight Night event on July 15), Borsari and his team are looking to maintain the momentum.

Its incredibly rewarding because this is such a unique series of events for us, he says. Theres a certain energy for everybody who is involved in this event: you can truly feel it as youre walking around within the bubble. Were just all very proud to be part of it and proud to be able to provide some live sports content to people all over the world.

Climate change, and species extinction, all seem so distant from our ability to control and yet all these changes begin locally, and what each of us does matters.

Clintons leadership has created a Comprehensive Plan for the development of our community through 2032, in which they state under the heading, Housing Development that Respects the Natural Environment, The City of Clinton has topography that provides physical features including slopes and floodplain. Environmental regulations strive to protect these features as distinct benefits for 'quality of life.' Any housing developments that may be considered must be designed in a manner to preserve and protect natural features and preserve ag land to the extent possible. Also, the city should be committed to preserving the existing character of the estate area through less intensive land development.

Unfortunately in the real world, our governing bodies appear to have few tools to ensure this vision for our future is followed, and those that we do have arent utilized. While a property owner in Clinton has the right to cut any trees they wish on their property, city ordinances require the preservation of trees in new developments unless they require removal for the placement of specific improvements.

When asked what GPS positioning devices or surveyors' assistance was being utilized in conjunction with the tree removal crew to ensure ordinances are adhered to, Clinton City Attorney OConnell interjected that it was not the intent of the ordinance to inhibit the construction of new developments. Whereas the United State Supreme Court regularly debates the intent of the founding framers of our Constitution, the rest of us must adhere to the language of the laws.

The developers of the proposed Riverstone Crossing have decimated the once beautiful and fragile ecosystem at the heart of our city in direct violation of our ordinance. There is a process for the authority to build such a development, including approval of the City Engineer, the City Planning Commission and the City Council prior to such developments being started.

When the developer submitted plans for a new subdivision, he was obligated to follow the Tree Preservation Ordinance and the steps necessary for the authority to begin the development, before work was begun. Despite his protests of being mischaracterized, the apparent blatant, reckless, and obscene disregard for the ordinances of our community, the concern of neighbors, and preservation of what was once a pristine ecosystem, speak for themselves.

The topography of the area isnt conducive to development, and the demographics of our city wont support the successful development of this proposal. Bondholders may well be forced to complete the improvements while the city will be left to address the erosion issues of a failed subdivision. An immediate injunction should be sought to stop the further unauthorized destruction and a moratorium as provided for in Tahoe-Sierra Preservation Council, Inc. v. Tahoe Regional Planning Agency until the communitys vision for development is thoroughly followed and the community reaches a decision.

The spat between Chetan Bhagat and Anupama Chopra has turned into an all against one fight. Bhagat, who got attacked from left and right for his tweet against Chopra, has now opened the floodgates towards all the elites in the film industry and media. He replied to them one by one creating more controversies while doing so. He said in one of his tweets, If I win, any Indian can win. What will the elitists do then?

Suchitra Tyagi, former radio jockey turned film critic mocked Bhagat for his opinion. In reply to his tweet, she said, Dont act over smart okay Chetan. Bhagat replied to her and called her an elite snob. He added that she is a talentless, mean spirited person who had the fortune of learning English and now feels superior and constantly mocks other Indians. He added, These are the people responsible for creating a bullying culture.

Madhu Menon, who is a chef, often gets himself in soup with netizens over one issue or the other. He mocked Chetan Bhagat and called his writing rubbish. Menon is the same person who wished for a few riots when PM Modi announced demonetization in 2016. Chetan replied to him saying that Menon often talks about mental health. However, he never had any issues writing about Bhagat in public. He added, Also, again, a talentless person who cant write one engaging paragraph certifying Indias #1 writer.

Abhinav Bakshi, who claims to be a digital consultant and wrote articles for different publications, came in support of Anupama Chopra. Calling Bhagats tweet an uncouth attack, he said even if Vidhu Vinod Chopra did everything that Bhagat claims, Anupama should not be held responsible. In a reply, Bhagat said that he is not holding her responsible for whatever happened. But she kept quiet then and is pontificating to me now. You know words like uncouth, doesnt automatically mean you understand what I said, he added.

Shomini Sen, film critic at WION, pointed out that he does not have the right to threaten professionals for doing their job. He has to tweet sensibly. You are just playing to the gallery. Shame on you, she added. Bhagat, in his reply, said that he had not threatened anyone. I am simply addressing snobs and elitists and telling them not to play dirty. Again, read sensibly. Dont get rattled, he added.

Krishan Partap Singh, author, who is famous for his anti-Modi stand, reminded Bhagat about free speech. He said, Free speech and expression? Art and criticism? Anything ring a bell? Bhagat replied that he knows about free speech and expression. Did you read the fair and sensible? Dirty tricks are not a part of your patronising questions btw, he added.

Chiki Sarkar, Publisher and founder of Juggernaut Books came in his support and said that she is always astonished about how much hate people show Bhagat for being a famous commercial writer. To which Bhagat jokingly replied and said it happens because he is awesome and a threat for the elitist ecosystem.

Producer-director Vivek Ranjan Agnihotri quoting one of Bhagats tweet asked him if he means to point towards the eco-system of parasites and predators. Chetan replied, You know it better sir Ji. You have dealt with them for a long time, referring to the never-ending spat between Agnihotri and the likes of Swara Bhaskar and others.

It seems like Chetan Bhagat has touched a painful nerve of the elite ecosystem, that made all of them react hastily without factoring in the consequences of their statements.

How do we create learning environments that inspire passion and how do we scale them to work in even the largest institutions?

At the Deloitte Center for the Edge we have identified three attributes of people who have a particular form of passion the passion of the explorer which is associated with performance improvement. They have:

This kind of passion is quite rare in todays business world. And yet, our research indicated that more than 50% of workers have at least one of these attribute of passion to build on. Whats more, in our research we found 75 companies that had made changes to the work environment to help accelerate learning. This helped people solve problems more effectively and support future collaboration. Motley Fool, for example, employs a chief collaboration officer, whose sole job is to encourage active collaboration. Its internal social network helps employees find others with specific areas of expertise; it even recommends connections with people with similar passions, skills, experience, or interests.

Not every company is going to take these steps, but there are two more things managers can do to help employees apply passion at the workgroup level:

Encouraging long-term thinking outside the executive suite can also inspire workers to raise their aspirations and focus on what matters, deepening long-term commitment

Hong Kong is Freer Than You Think – TIME

On July 14, U.S. president Donald Trump signed an executive order ending Hong Kongs preferred trading status. In it, Trump cited several reasons in support of his decision that are nothing more than political rhetoric and slogans based on twisted facts. In essence, by enacting the Hong Kong National Security Law (NSL), the Chinese Government was said to have violated the Sino-British Joint Declarationthe announcement signifying Hong Kongs handover from British to Chinese sovereignty in 1997as well as the autonomy promised to Hong Kong under that agreement.

There could be nothing further from the truth.

Firstly, the Joint Declaration made no reference to matters of national security, nor did it say which power had the exclusive right to make national security laws. It is an affront to common sense to suggest that the high degree of autonomy granted to Hong Kong should somehow deprive Beijing from legislating for the safety of the whole nation. Article 18 of Hong Kongs constitution, the Basic Law, stipulates that national laws can be applied to Hong Kong by way of promulgation and thus holds open the possibility that there are matters outside the autonomy of Hong Kong. National security is precisely such a matterand it is the responsibility of any federal government, including that of U.S., to legislate on it.

Secondly, the NSL strikes a proper balance between safeguarding the interest of the entire nation and protecting individual rights of people of Hong Kong under the one country, two systems political formula.

Article 4 of the NSL confirms that the two most respected international conventions on human rights, and other similar safeguards in the Basic Law, will continue to apply.

Article 5 further confirms that the rule of Law will also continue to apply.

Most significantly, Article 40 stipulates that Hong Kong will have jurisdiction over all cases under the NSL save those rare situations covered by Article 55which, essentially, are cases in which China is facing a major and imminent threat to national security, where there is foreign involvement, or when the Hong Kong government is unable to govern.

These clear provisions suggest that the central government is showing considerable respect for the special situation in Hong Kong.

In the vast majority of cases, the main responsibility for the enforcement, application and adjudication of the NSL will lie with Hong Kong enforcement agencies and courts. Thus, any suggestion that that the NSL will not be properly appliedor applied in such a way as to be in breach of human rights standards or the rule of lawis a serious accusation totally without basis or evidence against the integrity of our enforcement agencies and judges.

In any event, let us not forget human rights and freedoms are not without limits. The International Covenant on Civil and Political Rights, which applies to Hong Kong, says very clearly that every right and freedom enshrined therein is subject to legal restraint by reason of national security. This is a universal standard, understood even in the U.S.

Lastly, it is worse than superficial to think Hong Kongs high degree of autonomy is just about freedom of speech or expression. The autonomy of Hong Kong is about our ability to maintain our own financial, economic, and legal systemsand having our own independent judicial, currency, fiscal, logistics, international flight management, land, health care and social welfare systems. Its about having our own economic, trading, cultural and sports status internationally, not to mention our own electoral system, our own independent right to carry out political reform, and more as defined in the Basic Law.

Even as regards the freedom of speech and expression, any visitor in recent days will testify that after the passing of NSL nothing much has changed. People and the press continue to vilify the SAR and central government in Beijing if they want to without repression. Media that are leaving are doing so of their own accord, not because they have been expelled. Those who want to come or leave are free to come or leave. There have been no mass arrests and no exodus. These facts speak for themselves. And they all show that Hong Kong is freer than you think. Today and tomorrow.

Tell the whole truth

Journalisms first obligation is to tell the truth.

I am the guy you put on the front cover of the July 16/17 edition of the Times and determined to be against mask wearing by noting the following: Some people are following the mask mandate in Cuyahoga County while others are not.

I am angry, angry for the lack of integrity in actions by your publication. Professional journalism, as I understand it, involves presenting and confirming facts (unless in an OP/ED). Even a criminal facing court or a famous person is given the courtesy of responding with a statement to an upcoming publication. According to the American Press Institute, journalisms first obligation is to the truth, with an allegiance to citizens, while relying on a professional discipline for verifying information. You did no fact checking and did not ask me for a comment in response to your intended photo or caption.

So here are the facts: I was not wearing a mask at the time the photo was taken, I was riding my bike until moments before, and was in compliance with CDC social distancing guidelines. The caption did not mention that because I was not provided the opportunity to comment.

I understand and support freedom of the press. I do, however, believe in reporting facts and proper follow up by reporters. Had your team checked their facts I would not have been singled out and used as an example by your paper with your opinion of what was happening in that moment.

This is not about wearing or not wearing masks, social distancing, or following CDC guidelines, this about checking facts on such a controversial topic, or any topic for that matter, if you choose to put someone in your publication.

Please remember that truth, accuracy, objectivity, impartiality and fairness are fundamental to codes of ethics for good journalism. I am sure you can do better.

I have listened to most of Gov. Mike DeWines press conferences since the beginning of the coronavirus pandemic.I didnt vote for him, but I approve and appreciate his leadership on this issue. Mature adults understand the need for certain regulations and limits, and in my opinion Gov. DeWine has treated Ohioans as mature adults from the start. He has given science-based reasoning for his orders.Wearing a mask is uncomfortable, wed rather not wear one, but mature adults see the need and comply.

Some Ohio adults apparently are immature, they defied the reasonable order to mask-up and they balk at the request to do so now. Some threw tantrums at the Ohio Statehouse, even spitting on reporters.Gov. DeWine lost his capable and caring director of the Ohio Department of Health because of their menacing behavior. Like teenagers, maybe these protesters felt they were grown-up enough and dont need to be told what to do.So, Gov. DeWine has lately been giving reasonable recommendations instead of orders.Now community spread is increasing, COVID-19 cases are rising. Gov. DeWine delivered a heartfelt and logical plea last week that I would summarize like this:Ohioans, grow up dont make me ground you.

Chester needs stability

The tenure of Chester Township Trustees Joe Mazzurco and Ken Radtke has witnessed some of the highest employee turnover in the past 20 years, and it is not exclusively about competitive wages.

We have seen a parade of Mazzurco/Radtke Road Department supervisors come and go. The most recent was paid almost double the salary of his predecessors.He did not leave for financial reasons.

Concern and eyebrows were raised when Mr. Mazzurco and Mr. Radtke hired Trustee Frank Kolks wife for the assistant fiscal officer position. She did not leave for pay equity reasons, please read her letter of resignation.

The universal secretary resigned, but not for financial reasons.Mr. Mazzurco, Mr. Radtke and ousted Fiscal Officer Craig Richter created this job, and it was a poor decision. This position will no doubt now be filled with a part-time staffer, as it should have been previously.

Others have resigned for a myriad of reasons, none of which involve salary, with the exception of the Chester Township Fire Department.

In September of 2018 the firefighters and EMS staffreceived a $5 per hour across the board pay increase. In May of 2019, Chester Township residents passed a $1 million levy to respond to the Chester Fire Department demand that without the levy, firefighters will continue to leave.

Two of the firefighters who aggressively campaigned for the new full-time positions and successfully completed polygraph testing, psychological assessments, FBI/BCI background checks and extensive pension physicals before starting full-time, have already resigned.

William J. Bulman, hired on March 22 resigned June 3 and Ryan C. Zittkowski hired on March 23, resigned July 1, 2020,wrote identical template statements: I am pursuing an opportunity that offers a fair market wage, competitive workweek, reasonable time off and the protection of a union contract.

If the Chester Township Fire Department cannot offer a fair market wage, competitive work week, reasonable time off, and the protection of a union contract, maybe we should return to privatization or seek possible countywide regionalization of fire and emergency medical services.

Pepper Pike just fine right now

The Beech Brook rezoning project spear-headed by Bryan Stone of Axiom Development and fully supported by Mayor Richard Bain is fascinating in that for months both men have failed to comprehend why opposition to rezoning exists. Mayor Bain is quoted as saying; I think a lot of the objections relate to the development plan and not necessarily the rezoning. In keeping with that mindset, for months Mr. Stone has been scrambling, reportedly talking to residents for feedback, adjusting and then readjusting his development plan to try to win over a majority of voters come November.

From the very start, however, the opposition to rezoning Beech Brook has made its objective clear; no rezone. Mr. Stone has apparently not heard the many voices nor seen the countless yard signs letting it be known that bulldozing the 68-acre mostly pristine property in favor of more retail, more offices and the three homes per acre lots that would come with voter approval of rezoning Beech Brook is simply not acceptable no matter what the development plan contains.

In fairness to Mayor Bain, when hes not touting how great the Axiom development would be to visit and enjoy the amenities to be offered he has mentioned that he believes more commercial development for Pepper Pike is, in general, a good thing. As he puts it, A monoculture is a very unstable ecosystem.

Increasing the commercial to residential ratio in Pepper Pike may be considered a good reason to rezone Beech Brook under some circumstances, but this is far from being a valid reason today.First, Pepper Pike is not a monoculture. Pepper Pike is predominately residential but there is already plenty of commercial activity at the Lander Circle area. Also, our city is not unstable by any means as evidenced by our growing $12 million rainy day fund accumulated over just the past few years resulting from an already increased tax base and excellent management from Mayor Bain and Pepper Pike City Council.

The plain truth of the matter is that Mr. Stone is asking the citizens of Pepper Pike to simply do him a favor. There is absolutely nothing in it for the citizens of Pepper Pike to vote to rezone unless they enjoy witnessing a grotesque destruction-construction project resulting in an eyesore for the remainder of time.

Saying no to rezone is the only sensible response unless our civic leaders are able to provide a compelling reason to dramatically alter this entire section of Pepper Pike such as demonstrating financial distress that tax revenues from such a development could cure. Until then, asa resident of Pepper Pike for a majority of my life since 1959, I can confidently say that so long as we continue to elect competent and conscientious mayors and council members like the ones we have today, there will be no need to rezone any property for multi-use purposes. Pepper Pike is just fine as is and will be for a long time to come.

Best upcoming Xbox Series X games: The top next-gen games for 2020 and beyond – Pocket-lint

The next generation of console gaming is rapidly approaching, with the Xbox Series X hitting stores at the end of 2020. Of course, no console is much without games - not even the "most powerful" in the world.

That's why we've put together a list of the games that have either been confirmed already, or hinted at coming to the Xbox Series X in the coming year or so.

Some will also be part of the monthly Xbox Game Pass membership scheme, which will save you a stack of money. And some will also be part of Xbox's Smart Delivery programme, meaning that if you buy them for Xbox One you'll get them on Series X for free.

So here are the best upcoming games for Xbox Series X we've heard about so far. Enjoy.

Halo Infinite is scheduled to be one of the launch games for Xbox Series X, so will also be available during the holiday season. As with a few games on this list, it will be part of Xbox's Smart Delivery initiative, whereby you can buy the game on Xbox One and get the Series X version for free as a download when you upgrade to the new machine.

As for the game itself, Infinite will see the return of Master Chief after a five year hiatus and is being called a "spiritual reboot", with bigger maps and freedom to tackle objectives in your own order.

The latest in Codemasters long-running arcade racing series, Dirt, is coming this October for most formats and Xbox Series X when the console is available.

Most exciting perhaps is that it will have Uncharted 4's Nolan North and Troy Baker playing your rival and mentor respectively. That's a real nod to proper games fans.

Having already released for PS4 in Japan earlier this year, Xbox (specifically future Xbox Series X) owners will be thrilled it is coming to their platform too.

It's the eighth in the Yakuza series of games, and will be a launch game for the next console. It features turn-based combat, with an involving storyline that takes the action out of Tokyo for once, to Yokohama.

This year's Assassin's Creed game is set in the Viking age, with main character Eivor leading a settlement of norsemen on English soil. However, when King Alfred has other ideas for the land, it leads to a long and bloody adventure.

Like Odyssey and Origins, Valhalla will feature considerable RPG elements. And sailing will return, this time in longboats. Skol!

Developed by Chinese studio FYQD, Bright Memory: Infinite will be an expanded, enhanced version of first-person shooter Bright Memory, currently available on Steam for PC.

It's a near-future shooter, with melee combat elements as well as hardcore gunplay. And, looking at the trailer, will likely make great use of the Series X's ray tracing abilities.

What can be said about Cyberpunk 2077 that hasn't been said before? CD Projekt Red's long-awaited sci-fi role-player always looked like a next-gen game in waiting and so it will prove to be. However, like Halo Infinite, it is also coming out for the current generation consoles and features Smart Delivery, so you will be able to buy the Xbox One version and update for free once you own an Xbox Series X. Very nice indeed.

A greatly enhanced version of Blooper Team's superb indie cyberpunk thriller, Observer, will be a launch title for Xbox Series X. It stars the late Rutger Hauer and will feature not only improved graphics, but new gameplay elements and extra story segments.

Xbox-exclusive The Ascent is an action RPG based in a cyberpunk futuristic world, something that seems to be on trend this year - what with Cyberpunk 2077 also coming up.

Blooper Team's second game for Xbox Series X will continue its tradition of dabbling in psychological horror, but The Medium also features a soundtrack byAkira Yamaoka - the composer behind the eerie musical scores of Silent Hill.

Systemic Extinction is a three-player online co-op shooter where mankind must survive in a land now ruled by mutated dinosaurs. Queue fast-paced velocirator chases galore.

A new JRPG series from Bandai Namco is always welcome and the anime overtones of Scarlet Nexus make it stand out among the other ray traced games here. It is set in the far future and features some "explosive action". Hopefully we'll see more on it soon.

Developed by People Can Fly (Bulletstorm, Gears of War: Judgment), Outriders is an all-new intellectual property that could prove to be an early hit on the platform. It is a third-person online shooter in the style of Destiny, but with a far darker tone. At least, that's what we've taken from the early reveals so far.

The mind-bending franchise is returning, and we've got a glimpse of Jack Black's vocal chords in action for it. The above trailer looks like a great big slice of fun, with visual variety the name of the game.

A new, superb trailer has got us even more excited for this long-awaited RPG sequel. We also saw previous footage running with ray-tracing at an Nvidia event during Gamescom 2019, so have a great idea what to expect on Xbox Series X with its similarly capable graphics.

An all-new IP for Deep Silver, Chorus is a space-flight combat shooter featuring Nara and her sentient starfighter Forsaken. There will be plenty of space dogfights, but we're hoping there'll also be open world (universe) play and a deep storyline, although it's hard to tell from the trailer right now.

The next Forza game is looking absolutely jaw-dropping in terms of fidelity, and while we know it's not going to drop anytime soon, it's clear that this will end up being one of the best-looking racing games ever made. We can't wait to dive in.

Ninja Theory's first Senua game - Hallblade: Senua's Sacrifice - not only wowed with its almost photorealistic graphics, but the clever, well informed grasp on mental health issues was much lauded. The sequel looks even more stunning, based on a trailer made entirely using the in-game engine. The action-adventure will be available on the current generation Xbox, but we suspect it'll be the Series X version everyone will be talking about.

A beloved franchise is returning with the as yet simply-titled Fable, bringing players back to Albion and its topsy-turvy world of moral extremes. The teaser we got gives us almost nothing to go on, but we're sure it'll promise much more witty humour and fantasy tropes.

The State of Decay franchise lives on, and will drop a third iteration on Xbox Series X - the first trailer looks absolutely amazing, even if it's got no gameplay to share. It looks like animals are getting infected, though, which could be a game-changer when it comes to making your way around. Hopefully we'll learn more soon.

When we first saw the trailer, we thought someone was making a game of Ridley Scott's Prometheus - or the abandoned ship section of Alien. Scorn, from debut studio Ebb, is about as HR Giger-esque as it comes, with first-person horror overtones and creepy audio. Definitely one to watch.

A first-person adventure/puzzle game set in the 1930s, Call of the Sea promises 4K graphics at 60fps minimum. It'll also be Smart Delivery ready, so you can play it on Xbox One and upgrade for free to the Series X version when you get the console.

Although Techland is yet to officially confirm Dying Light 2 is coming for next-gen machines, its release delay and sheer scope suggest that it is a shoo-in for the new consoles. The game is a sequel to the amazing first-person parkour zombie-a-thon we're still playing to this day, but it takes the concept to an all-new level. Every action and decision you make in the game will affect the entire gameworld - with different factions growing and fading depending on your choices.

Ubisoft has announced that several of its existing and forthcoming games will be available on Xbox Series X - we just don't know when. Still, putting Rainbow Six Siege on the platformer is a no-brainer to us. The multiplayer online shooter has an enormous following and it is that kind of hardcore gaming market that will likely be formed of early adopters.

This was one of our favourite games of last year's E3 and was originally scheduled for release on current gen machines on 6 March 2020. However, thanks to Ubisoft getting cold feet after the seemingly rushed release of Ghost Recon: Breakpoint, it held back its jewel in the crown until the following fiscal year for extra polish. That means it could appear anytime between April 2020 and March 2021.

That makes it an ideal launch candidate for Xbox Series X. Especially as, from what we've played so far, the play as anyone in the game mechanic lends itself well to a new era of advanced gaming.

After releasing a playable teaser for PC on Steam, which was very well received, THQ Nordic decided to greenlight a fully remastered, remade version of RPG Gothic. It also announced that it will be coming to the next-generation consoles too.

Ubisoft's new game series - from the in-house studio behind Assassin's Creed - was one of the games delayed in a recent purge. However, it has now been confirmed for next-gen machines as well as existing consoles. And, we expect the action-adventure to be part of the Xbox Series X launch lineup.

Another Ubisoft game with no fixed release date as yet, Rainbow Six Quarantine caused quite a stir during the company's E3 2019 presentation. It dispenses with the real-world combat-style themes of Siege - instead shifting to survival horror, with three-player teams battle an infected population.

There is no trailer for Gollum as yet and it is unlikely to see the light of day for a while yet, but we do know that the game with be a story-driven action-adventure and from a studio well-versed in such things. We also know it's coming to next-gen consoles.

We've not heard a peep about The Elder Scrolls 6 since its tease at E3 2018. However, if it doesn't come to Xbox Series X we'll eat our big floppy hats.

Like The Elder Scrolls 6, little is known about Starfield right now. It is thought to be a sci-fi RPG though and something of a departure from the Fallout franchise.

Well... it might have been, except Ive found that lots of people dont quite know what to do with women of my age who dont come with human cargo.

Its not all their fault, I suppose. When people ask if you have any children, a no never explains the whole story. Instead, its the beginning of a whole new one.

Is it a no because you tried and failed, is it a no because you didnt meet the right man and your eggs withered and died, is it a no because you hate children (and have cultivated an evil cackle to match), or is it a no because you just didnt fancy it?

Or is it actuallynone of the above?

Now you could say that the subject of children is a sensitive and potentially charged issue for many women, and therefore not really anyone elses business.

And although youd be absolutelyright, that isnt a very practical thing to say, because people doask if you have kids all the time. The problem is that after youve reached a certain age, most of those people tend toexpect an automatic yes.

Instead you throw the no curveball, and the nice person youre talking to will look quickly down at the floor, out of the window or into their drink, not quiteknowing what to say next. Because youre a nice person (most of the time, anyway), you will try to make them feel better by hastily justifying your barren state.

This will usually lead on to something along the lines of: I dolike children honest! Ive got loads of nieces/nephews/godchildren! (delete as applicable). Just in case perish the thought anyone got the impression that there might be something a bitwrong with you. Something a bitunnatural.

The words that have evolved to describe female barren-ness dont exactly help matters. Childless and childfree are supposed to determine whether you actuallywanted to have a child and failed, or you made a choice not to have any.

Job done.

Be honest: what sort of person do you immediately picture when you hear the words childless and childfree?

The first is probably a lonely woman crying in a bobbly cardigan; the second a hedonist who drinks too much wine and spends lots of money on shoes. Both of them probably have at least one cat. One of them is cursed by her inability to have children; the other hates them instead, so both are probably best avoided in polite company.

But such a narrative is false; statistical evidence has wholly debunked these claims and a new study has actually found no racial bias against blacks in police shootings.

Further, even the blown-up stories in the media helping to build the false narrative are built on lies: The Black Lives Matter movement earned its claim to fame by promoting the lie that Michael Brown was fatally shot by white officer Darren Wilson while he was surrendering with his hands up.

This is false. It never happened. Instead, Brown was believed to have been reaching for Wilsons gun moments before he was shot and killed in an act of self-defense. This was evidenced in the Justice Departments own investigation, which completely exonerated Wilson of wrongdoing.

Still, even today, Black Lives Matter protesters chant the lie over and over again.

2. Black Lives Matter calls for anarchy, and they follow through on it.

Black Lives Matter protesters staple chant is no justice, no peace. They have also explicitly called to dismantle this system.

And yes, they act on those calls for anarchy.

For instance, in response to the acquittal and total exoneration of law enforcement office Darren Wilson, movement members set the city of Ferguson, Missouri on fire. Innocent people had their businesses trashed and looted while the peaceful people of Missouri (black and white alike) awakened to find their city in shambles, literally on fire.

Further, just this weekend, over 300 people were arrested at Black Lives Matter protests held in New York, Chicago, Minnesota and Louisiana.

3. Black Lives Matter has explicitly called for dead cops and the lynching of white people.

Black Lives Matter members have disturbingly called for the murder of innocent white people, white police officers in particular.

A radio host affiliated with Black Lives Matter agrees with an anonymous caller demanding that white people be a sacrifice for alleged racially-motivated police brutality. The caller suggests that after black people murder innocent white people, they should hang them from a tree, take pictures of it and send it to mother f*ckers.

4. Black Lives Matter has pushed for segregation, even from Black Lives Matter sympathizers and their own members who are not black.

In November of 2015, Black Lives Matter members openly promoted segregation: Activists at the University of Missouri demanded a blacks only healing space where white allies and sympathizers of their cause were kicked out. This counterproductive move was in response to perceived racial injustices and white privilege at the college.

Earlier this month, Black Lives Matter members reportedly refused to sell a white supporter of the movement a Black Lives Matter t-shirt because of the color of his skin. Apparently the t-shirts were reserved for blacks only.

5. The Obama Administration has legitimized Black Lives Matter.

Despite all the racist, hateful acts committed and promoted by members of the Black Lives Matter movement, our president continuously legitimizes the group.

As recent as February of this year, Mr. Obama invited race-hustlers and prominent Black Lives Matter figures such as Deray McKesson to speak about race at the White House. He reportedly told McKesson and the other so-called activists that they have done outstanding work and made history.

People like Brittany [Packnett] who served on our Police Task Force in the wake of Ferguson and has led many of the protests that took place there and shined a light on the injustice that was happening. People like Deray McKesson who has done some outstanding work mobilizing in Baltimore around these issues and to see generations who are continuing to work on behalf of justice and equality and economic opportunity is greatly encouraging to me.

Of course, the left as a whole, Democratic presidential candidates Hillary Clinton and Bernie Sanders and the mainstream media at large, have also pitched in to legitimize and pander to the hate group.

Why the Black Lives Matter movement doesn’t want a singular leader – POLITICO

Meanwhile, other portions of the movement are organizing bigger national actions. Woodard Henderson, along with the SEIU, the Fight for $15 advocacy group and other unions, orchestrated a strike for Black lives on Monday, with thousands of workers in more than 25 cities walking off the job.

Jessica Byrd, a strategist with Three Point Strategies and leader in the Movement for Black Lives, wakes up at 4 a.m. most days to prepare for the online Black National Convention on Aug. 28, which aims to engage 4 million Black people across the country. Ahead of the convention, roughly 1,000 Black activists will meet virtually to craft a 100-day agenda for a potential Joe Biden administration, which will be unveiled at the national gathering.

We have a new election cycle in which we are a central force, whereas in 2016, there were headlines saying that Black movement didn't care about elections, said Byrd, who oversees the Electoral Justice Project for the Movement for Black Lives, which launched in 2017.

Federal lawmakers have already responded to the dramatic shift in public attitudes toward Black Lives Matter, with the Democratic-led House passing a sweeping police reform bill at the end of June. Though multiple senior lawmakers have rejected the "defund the police" push, activists see the bill as just a starting point. They countered with their own piece of legislation: the Breathe Act, which seeks to eliminate federal agencies and programs that invest in and expand law enforcement.

We wanted to be clear that we could speak for ourselves, said Woodard Henderson. That we could actually write our own federal legislation that is incorporating the policy demands that we've been raising.

The bill has yet to formally be introduced by a lawmaker in Congress, but first-term Reps. Ayanna Pressley (D-Mass.) and Rashida Tlaib (D-Mich.) participated in its rollout with the Movement for Black Lives. Pressley, members of the Congressional Black Caucus and activists with the Movement for Black Lives are in ongoing conversations about the proposal.

I am thankful for M4BLs leadership and stand ready to work alongside them to fight for structural change, legislate accountability, and move in the direction of justice and healing, Pressley said in a statement to POLITICO.

But other national policy pushes growing out of the movement have inspired dissension within it.

One of the most widely known policy plans to come out of the Black Lives Matter movement is the 8 Cant Wait proposals from the racial justice group Campaign Zero. The package is composed of restrictive use of force policies for local police departments including banning chokeholds, mandating de-escalation and warning before shooting which the group argued would decrease killings.

Deray Mckesson, co-founder of Campaign Zero, said the platform was meant to normalize police reform policies. If the police are going to exist tomorrow, they should have dramatically less power tomorrow, he told GQ. But the release of 8 Cant Wait in early June was met with swift criticism from a number of activists who felt the proposals did not go far enough in a climate where calls to defund the police were gaining wider acceptance. Within a week, Campaign Zero co-founder Brittany Packnett Cunningham announced her departure from the organization in response to the backlash. Campaign Zero issued an apology on its website, saying its campaign unintentionally detracted from efforts of fellow organizers invested in paradigmatic shifts that are newly possible in this moment.

Black Lives Matter Activist: Abolishing The Police ‘100%’ Means Just That – Here And Now

Black Lives Matter protests continue nearly two months after the death of George Floyd, who died after a white Minneapolis police officer kneeled on his neck.

Floyd's death sparked worldwide demonstrations that brought thousands to the streets, and people are still out there, including Miski Noor, an organizer and activist with Black Visions Collective.

Noor has been on the streets of Minneapolis every day since Floyd was killed. All four police officers involved in Floyds death have been charged, and now protesters have their eye on a larger goal defunding, and eventually abolishing, the police.

When activists say they want to abolish the police, they 100% mean they want no more police, Noor says.

What we're saying is that whatever it is that we're envisioning together to move toward is much safer than what currently exists, she says, because what currently exists is a police system that is entrenched in and comes from slave catching and union busting and that is incapable of keeping so many of us in mostly marginalized communities safe.

The Minneapolis city council unanimously pledged to abolish the citys police force last month and replace it with a Department of Community Safety and Violence Prevention.

Abolishing the police force will require amending the citys charter, and activists are in the process of putting an amendment on the ballot in November, Noor says. According to a draft amendment, the new department would consist of peace officers working to ensure public safety through a holistic, public health-oriented approach.

The idea of defunding the police has caught the attention of other governments across the country, with many leaders pledging to reallocate funds meant for the police force into other initiatives, such as mental health services. But the movement has also drawn ire from critics, who say getting rid of police will lead to more violence.

Of course, people are scared, but our people don't know life without police and can't imagine it in so many ways, Noor says. So as organizers and as abolitionists, it's our responsibility to hold people in their fear and then ask them the questions of what actually [does] keep them safe.

Activists who support police abolition point to statistics that show where police havent been effective in curbing violence. They say marginalized communities are overpoliced but they still experience an undue amount of violence.

In Minneapolis for example, reporters at the Star Tribune found that in 2019 only 56% of homicide cases were solved by police. In 2016, the Minneapolois police cleared only 22% of rape cases.

Noor also points to a specific example where the police responded but didnt act.

I was involved in the 18-day police occupation of the fourth police precinct when Jamar Clark was murdered. It's about to be the fifth year anniversary of his murder this coming November, she says. And while we were protesting, white supremacists came and shot at us, and five people were shot and the police were right there and did nothing.

Ahead of the upcoming election, many conservatives are using the movement to defund the police to discredit Democrats. Noor says she is not concerned about alienating people because this moment is different.

Now it's a different world. We're inside of a pandemic, and inside of that, there's been police terror, which has led to an uprising, she says. And a lot of that is because of the missteps and poor decision-making of the current president, and the voters and the people will reckon with him for that.
