The researchers found a 40% increase in child coronavirus cases in the states and cities that were studied during those two weeks.

The age range for children differed by state, with some defining children as only those up to age 14 and one state -- Alabama -- pushing the limit to 24.

While more classrooms are scheduled to reopen this week, some students who just started the school year must go back to virtual learning because of new infections among students and teachers.

Florida schools will reopen despite CDC guidance

But schools in at least 12 Florida counties will reopen this week for in-person learning, according to the Florida Education Association and school district websites.

Last month, the director of the Centers for Disease Control and Prevention said officials in counties where the test positivity rate is higher than 5% might consider keeping classrooms closed to students.

Yet out of those 12 counties where schools will reopen this week, at least nine had test positivity rates higher than 5% as of Saturday, according to the Florida Department of Health.

Students who returned to school must stay home again

North Paulding High School in Georgia made headlines after a student posted a photo of a packed hallway, with virtually no one appearing to wear a mask.

At least "six students and three staff members who were in school for at least some time last week ... have since reported to us that they have tested positive," Principal Gabe Carmona wrote in a letter to parents.

"We could have just delayed opening like many other schools," she said. "They kind of sent us to school and used us as guinea pigs to see what would happen later on."

The Cherokee County School District in Georgia said 19 students and four teachers or staff members have tested positive for since the start of the school year one week ago.

At least 16 schools across the county are impacted, the district said. Students and teachers affected must quarantine for two weeks.

'This is all wholly preventable'

Yet many Americans still aren't heeding the basic advice that would significantly reduce the spread -- and would help get more students back into classrooms safely, doctors say.

"We're still generating 50,000 to 70,000 new cases a day, 1,000 Americans are dying every day," said Dr. Ashish Jha, director of the Harvard Global Health Institute. "This is all wholly preventable."

Nationwide, 299 deaths were reported on July 5. On August 5, that number had jumped to 1,372. And for five days in a row last week, more than 1,000 Americans died each day.

'No way' for a vaccine by November

"I don't see how that would be possible," said Dr. Paul Offit, a vaccinologist at Children's Hospital of Philadelphia.

After that, researchers have to wait to see who gets sick with Covid-19, and who doesn't. Some volunteers will be getting a placebo instead of an actual vaccine.

Health officials have tied a resurgence in new cases to social gatherings among younger people, who can pass the virus to vulnerable populations.

Dr. Anthony Fauci had a message for those who might not take safety measures seriously: "Don't be the weak link in the chain."

"That's the message we've got to get to young people," he said during a webinar with the Alliance for Health Policy. "Obviously they're not doing anything deliberately and maliciously, but what they're doing is inadvertently -- they're propagating the outbreak."

And many Americans are now moving around as much as they did before the pandemic, said Dr. Christopher Murray, director of the Institute for Health Metrics and Evaluation at the University of Washington.

"If you look at the mobility data collected from cell phones in many parts of the country, we're almost back to pre-Covid levels of mobility," Murray said. "So we're just not being as cautious as other people are in other countries."

Some investors, though, had grown skeptical.

On March 9, Andrew Left of Citron Capital, which is shorting Inovios stock and stands to profit if it declines, began publicly questioning Inovios approach to devising a coronavirus vaccine and accusing it of engaging in serial stock promotion. He later issued a report comparing the company to Theranos, the disgraced blood-testing company, and cataloging Inovios history of promoting and then failing to produce vaccines.

Inovios stock price plunged 66 percent, though it would soon soar to new heights thanks to optimism about its potential vaccine.

Days later, shareholders sued Inovio in federal court in Pennsylvania. Citing Dr. Kims remarks at the White House and earlier comments he made on Fox Business Network about having created a vaccine, the suit claimed that the company had capitalized on widespread Covid-19 fears by falsely claiming that Inovio had developed a vaccine. In April, another group of shareholders filed a separate suit in the same court, accusing Dr. Kim and Inovios board of mismanagement and unjustly enriching themselves, among other things.

Inovio has disputed Mr. Lefts critiques, but the company publicly clarified that it had developed a vaccine construct essentially a road map not an actual vaccine. Inovio has not publicly responded to the pending shareholder lawsuits.

Over the past 10 years, insiders at Inovio have sold more than $25 million in stock, according to the financial data provider Equilar. Last year, Dr. Kim was forced to sell about half his Inovio shares causing the stock price to drop by more than a third after he used his shares as collateral to borrow money and was caught in a so-called margin call, requiring him to immediately repay his loan.

This year, following steep run-ups in Inovios stock price, insiders have sold $3.8 million in shares. (Earlier this year, Inovio banned executives from engaging in short-term or speculative transactions in the companys securities, including pledging and purchasing company securities on margin.)

San Diego County Reports 417 New COVID-19 Cases, One Death

San Diego County health officials have reported 417 new COVID-19 infections and one additional death, raising the county's totals to 32,747 cases and 594 fatalities since the onset of the pandemic.

Four new community outbreaks were confirmed Saturday, all at businesses, according to the county Health and Human Services Agency. In the past seven days, 24 community outbreaks were confirmed.

The number of community outbreaks remains above the trigger of seven or more in seven days.

A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.

The one new COVID-19 death, reported on Saturday, was a man in his 60s who had underlying medical conditions. He died on July 26.

Of the total positive cases in the county, 2,745 or 8.4% required hospitalization, and 687 or 2.1% were admitted to an intensive care unit.

The county reported 6,236 tests Saturday, 7% of which returned positive. The 14-day rolling average percentage of positive cases is 5.3%. The state's target is fewer than 8.0% testing positive. The 7-day daily average of tests is 8,000. City News Service

San Diego County health officials today reported 551 new COVID-19 infections and seven additional fatalities, raising the county's totals to 32,330 cases and 593 deaths since the onset of the pandemic.

The new deaths four men and three women occurred between July 29 and Thursday, and ranged in age from 49 to 90. All had underlying medical conditions, according to the health department.

The county reported 9,472 tests Friday, 6% of which returned positive. The 14-day running average of daily positive results is 5.1%. The state's target is fewer than 8% testing positive.

San Diego County health officials reported 652 new COVID-19 infections and three additional fatalities Friday, raising the county's totals to 31,779 cases and 586 deaths since the onset of the pandemic.

The new deaths a woman and two men occurred between July 29 and Wednesday, and they ranged in age from 60 to 77. All had underlying medical conditions, according to the health department.

The county reported 11,501 tests Friday, 6% of which returned positive. The 14-day running average of daily positive results is 4.9%. The state's target is fewer than 8% testing positive.

City Attorney Files Civil Action To Shut Down Bankers Hill Rental Property

The San Diego City Attorney's Office took legal action Friday to shut down a short-term vacation rental property in Bankers Hill it alleges was the site of several "raucous parties" amid the COVID-19 pandemic.

The property located at 2970 Second Ave., dubbed "The Ashley" in an Airbnb listing, was also illegally renovated, the City Attorney's Office said, leading to a civil enforcement action citing more than 20 violations of state and local laws. Civil penalties and a permanent injunction against property owner David Contreras Curiel and property manager Alexander Mendez are being sought.

The City Attorney's Office said more than a dozen complaints were lodged by neighbors due to parties held at the rental, some of which occurred while COVID-19 restrictions on large gatherings were in effect. City News Service

County Positive Test Rate Continues Downward Trend But Still Higher Than State Allows

San Diego County health officials Thursday reported 263 new COVID-19 infections and five additional fatalities, raising the county's totals to 31,127 cases and 583 deaths.

The three men and two women died between July 23 and Aug. 4 and ranged in age from 57 to 87. All had underlying medical conditions, according to the health department.

The county reported 11,106 tests Thursday, 2% of which returned positive. The 14-day running average is 4.9%. The state's target is fewer than 8% testing positive.

Of the total positive cases in the county, 2,681 or 8.6% required hospitalization and 674 or 2.2% were admitted to an intensive care unit. Officials estimate more than 24,000 people have recovered from the virus.

The rate of the population testing positive has dropped to 105.7 per 100,000. The state's goal is to be below 100 per 100,000. One week ago, the rate was 134.4 per 100,000 in the county.

The number of people hospitalized due to COVID-19 also continues to trend downward, with 392 in regional hospitals as of Thursday, including 125 in intensive care units.

The percentage of people testing positive for the illness who have been contacted by a county contact tracer in the first 48 hours has increased from 7% on July 18 to 73%. The county's target for this metric is more than 90%, but 70% is good enough to get it out of the "failed" trigger category.

A half-dozen additional community outbreaks were reported Wednesday, bringing the number of community outbreaks in the county in the past week to 31. The latest outbreaks were reported in a preschool, a restaurant, two healthcare settings and two businesses. City News Service

SDSU Fall Sports Will Start After Sept. 26, Pending Pandemic Updates

San Diego State University will not begin any of its fall sports earlier than Sept. 26 due to the ongoing pandemic, the university's athletics department announced Thursday.

This follows guidance from the Mountain West Conference Board of Directors, which decided Wednesday to adjust conference team schedules to allow additional monitoring of ongoing COVID-19 developments and adjustments to keep student-athletes safe.

The SDSU Aztecs football team will shrink its schedule to 10 games and most other fall sports will only play conference opponents. City News Service

San Diego County Reports 348 New COVID-19 Cases

San Diego County health officials reported 348 new COVID-19 cases and 10 additional deaths Wednesday, raising the county's totals to 30,864 cases and 578 deaths.

County Supervisor Nathan Fletcher said Wednesday that California had reported issues with private labs and reporting, meaning some additional cases might be retroactively added to both local and statewide case totals in coming weeks.

Of the total positive cases, 2,655 or 8.6% required hospitalization and 666 or 2.2% were admitted to an intensive care unit. Officials estimate more than 24,000 people have recovered from the virus.

The rate of the population testing positive has dropped to 105.7 per 100,000 people. The state's goal is to be below 100 per 100,000. One week ago the rate was 134.4 per 100,000 a trend which could potentially get San Diego County off the state's watch list.

The county reported 6,981 tests Wednesday, 5% of which returned positive. The 14-day running average is 5.3% and the county has recorded 631,968 total tests since March.

Additionally, the number of people hospitalized due to COVID-19 continues to trend downward, with 392 in regional hospitals including 125 in intensive care units.

The percentage of people testing positive for the illness who have been contacted by a county contact tracer in the first 48 hours has increased from a dismal 7% on July 18 to 73%. The county's target for this metric is more than 90%, but 70% is good enough to get it out of the "failed" trigger category.

Five additional community outbreaks were reported Wednesday, bringing the number of community outbreaks in the county in the past week to 30. The outbreaks were reported in a preschool, a restaurant/bar setting, a faith-based organization and two in businesses.

There have been 164 community outbreaks reported since stay-at-home orders in March, with 1,220 cases and 11 deaths linked. In skilled nursing facilities, 145 deaths have been linked to 59 outbreaks. City News Service

San Diego County health officials Tuesday reported 290 new COVID-19 cases and three additional deaths, among the lowest numbers in the past month.

The county's total caseload stands at 30,516 and the number of fatalities at 568. Officials estimate that more than 23,900 people have recovered from the virus.

One caveat to those relatively low numbers is the number of tests the county recorded Tuesday is the fewest in more than a month, with just 4,168 reported. Of those, 7% returned positive above the county's rolling 14-day average of 5.4%.

County Supervisor Nathan Fletcher on Monday described July as a "roller coaster" but said the end of the month showed promising trends, which he hopes will carry on into August and beyond.

The rate of the population testing positive has dropped to 114.9 per 100,000 people. The state's goal is to be below 100 per 100,000.

Additionally, the number of people hospitalized due to COVID-19 continues to drop, with 381 in regional hospitals including 120 in intensive care units the fewest in more than a month.

The percentage of people testing positive for the illness who are contacted by a county contact tracer in the first 48 hours has increased from a dismal 9% in late July to more than 60% now. The county's target for this metric is more than 70%.

First San Diego County Business Owner Faces Charges For Violating Coronavirus Health Order

The San Diego County District Attorney's Office charged a business owner for violating the county's public health order that was put in place at the start of the coronavirus pandemic to help mitigate the spread of the virus.

This is the first time a business owner in San Diego County has been charged for violating the county's public health order.

San Diego County District Attorney charges against owner of Ramona Fitness owner for failing to comply with the county public health order related to the COVID-19 pandemic.

Peter San Nicolas, the owner of Ramona Fitness Center, was charged with five separate counts of refusing to comply with the California Emergency Services Act in a complaint filed Friday.

San Diego County Public Health Officer Dr. Wilma Wooten said during a Monday news briefing that law enforcement became involved following multiple attempts by the county to get San Nicolas to comply with the public health order.

The San Diego District Attorney's Office issued the following statement:

"We understand and sympathize with the significant hardship placed on businesses who are required to remain closed. But public health orders are in place to safeguard the health of everyone in our community amid this deadly pandemic. Along with our law enforcement partners, we work with businesses to give them opportunities to achieve voluntary compliance. But when the public health order is ignored and the law is broken, the public's health is at risk and we will file charges."

County Reports No New COVID-19 Deaths, 343 More Virus Cases

San Diego County public health officials reported the number of total COVID-19 cases in the region has crossed 30,000, even as other numbers appear to be improving.

A total of 343 new cases Monday raises the county total to 30,226. No new deaths were reported Monday, keeping that number at 565.

Of 6,536 tests the county recorded Monday, just over 5% of them returned positive, bringing the 14-day rolling average of positive tests down to 5.3%. The state's target is fewer than 8% of tests returning positive.

County Supervisor Nathan Fletcher described July as a "roller coaster," but the end of the month showed promising trends which he hopes will carry on into August and beyond.

The only metric the county appears to be getting worse on is the spread of community outbreaks. Newsom Continues To Focus COVID-19 Response On Central Valley

Gov. Gavin Newsom is continuing to focus California's response to the coronavirus on the state's Central Valley, where case numbers continue to grow. During an update today, Newsom said while some parts of the state are seeing a stabilization or even declines in COVID-19 numbers, the Central Valley is seeing an increase in positivity rates, hospitalizations and the number of COVID-19 patients in intensive care.

"Disproportionately, this disease is impacting our diverse communities," Newsom said. "Disproportionately impacting the Latino community. Disproportionately impacting the community in the Central Valley."

Though California's COVID-19 positivity rate is 7 percent, several counties in the Central Valley which has a large Latino population are seeing much higher numbers, including Tulare at 13.9 percent, Merced at 14.9 percent and Kern at 24.4 percent.

"And that's why our targeted interventions disproportionately are focusing on essential workforce, on farmworkers, on critical workforce and hospitality, retail sector and the like, that is being impacted by this disease," Newsom said.

To address the issue, California is using the model it first deployed to help Imperial County following a massive COVID-19 outbreak there. While includes deploying state and federal personnel to help slow the transmission of the disease through investigations and contract tracing, provide support to hospitals and help manage outbreaks. WHO chief points to ‘green shoots of hope’ in COVID-19 pandemic – UN News

I know many of you are grieving and that this is a difficult moment for the world, WHO chief Tedros Adhanom Ghebreyesus said on Monday, in his latest briefing to journalists.

But I want to be clear, there are green shoots of hope and no matter where a country, a region, a city or a town is its never too late to turn the outbreak around.

Tedros underlined two elements for addressing the pandemic effectively, namely that leaders must step up to take action and citizens need to embrace new measures.

He praised New Zealand as a global exemplar in the pandemic. This weekend the country celebrated 100 days with no community transmission of the virus, while Prime Minister Jacinda Adern has also stressed the need to remain cautious.

Rwandas progress is due to a similar combination of strong leadership, universal health coverage, well-supported health workers and clear public health communications, he added.

The UNs top official also commended nations in Southeast Asia, the Caribbean and the Pacific, which took early action to suppress the virus.

Countries such as France, Germany, the Republic of Korea, Spain, Italy, and the United Kingdom, which faced major outbreaks, also were able to suppress the virus to a significant extent, after taking action.

Throughout the pandemic, WHO has been recommending measures such as rapid case identification, contact tracing, physical distancing, mask wearing, and frequent hand washing.

Tedros said countries facing new spikes of the disease are now using all the tools at their disposal.

He cited recent stay-at-home measures implemented in the UK, as well Frances decision on the compulsory use of masks in busy outdoor spaces in Paris.

Strong and precise measures like these, in combination with utilising every tool at our disposal are key to preventing any resurgence in disease and allowing societies to be reopened safely, he said. And even in countries where transmission is intense, it can be brought under control by applying an all of government, all of society response.

The WHO chief stressed that virus suppression is crucial for societies to re-open safely, including for students to return to school.

My message is crystal clear: suppress, suppress, suppress the virus. If we suppress the virus effectively, we can safely open up societies, he said.

WHO has underlined its support to Lebanon following the devastating explosion last week that destroyed large parts of the capital, Beirut, leaving more than 200 dead according to news reports on Monday, more than 6,000 injured, and hundreds of thousands homeless.

WHO has issued a $76 million appeal for Lebanon, while staff are on the ground working alongside Lebanese and other UN partners to assess the impact on the health sector.

The agency is shipping $1.7 million-worth of personal protective equipment (PPE) itemsto supplement COVID-19 and humanitarian supplies destroyed by the blast.

We are also working closely with national health authorities to enhance trauma care, including through the deployment and coordination of qualified emergency medical teams, Tedros told journalists.

Were also mitigating the COVID-19 impact, addressing psychosocial needs and facilitating the rapid restoration of damaged health facilities.

The COVID-19 Risks You May Take, And Create, While Traveling – WBUR

Travel is a growing challenge in efforts to contain the coronavirus. Take the case of a man with COVID-19 symptoms who boards a flight to Massachusetts after a work trip to North Carolina. He doesnt want to ride out a serious illness in a hotel room. A woman from the Boston area develops a sore throat, her first sign of COVID-19, as she and five companions drive north from Florida, dropping off three passengers in New Jersey.

And then theres the family of four who lands at Logan Airport after visiting relatives in Texas. Theyve taken three flights and stayed overnight in a hotel because they missed a connection. Two days later, three members of the family test positive for the coronavirus. Its hard to fathom all the surfaces they touched and the individuals they may have exposed to the virus.

Its a lot, says Lorna Kiplagat, a contact tracer assigned all three cases, a lot of people.

Kiplagat says the travelers in each case isolated as soon as they got home. Her challenge, and that of Massachusetts'Community Tracing Collaborative, is to try and trace the trail of infection. The woman in the car from Florida couldnt remember details about the rest areas or restaurants shed stopped at along the way. With the airline passengers, Kiplagat can collect travel records: all the flight details, seat assignments and notes about movement on the plane.

Then you send that off, says Kiplagat, who is on loan to the contact tracing program from the Lowell Community Health Center. You cant follow after that, you dont know.

Kiplagat can't be sure what happens after the information gets passed on to other agencies and states. Theres little chance fellow air passengers will be warned about a potential exposure in a timely manner. Here are the steps to making a notification:

Each step is a delay that makes tracing a case and getting to someone who may be spreading the virus more difficult, says Adriane Casalotti, chief of government and public affairs with the National Association of City and County Health Officials.

Casalotti says her members, the key contact tracers in most states, are already frustrated by testing shortages and delayed test results as they try to contain the virus.

When you look at these multi-state, multi-methods of transportation challenges, it really is daunting, she says.

Travelers can help by wearing masks, staying at least six feet from anyone besides their regular close contacts and washing their hands often. Heres another tip from Joe Allen, an associate professor at Harvards Chan School of Public Health: Be extra careful before you even board a flight.

The time on the airplane is probably the lowest risk for the whole travel experience when youre flying, says Allen. Thats because cabin air passes through purifying filters, known as HEPA filters, as recommended by the CDC and is replaced 10-12 times an hour.

But think about everything else that takes place when you travel by air, Allen says. You maybe rode in a subway or a taxi or an Uber. You waited in a security line for sure. You waited to check in your bags, you congregated at the gate, you were maybe crowded into a packed jetway.

Allen is urging airlines and airports to improve ventilation inside those jetways. Infectious disease doctors worry about all the places with stagnant air where travelers congregate, such as airports, bus and train stations.

Airlines have increased cleaning and vigilance about wearing masks. Many ask passengers before boardingif they have symptoms or have been exposed to the coronavirus. An airline industry trade group is asking the TSA to do temperature checks but the TSA says temperature is not a uniformly reliable detection measure. Kiplagat, the contact tracer, says the country needs fast test results now as college students travel to distant campuses.

I wish they had instant testing at the airport, just get tested and get your results right there before you board the flight, she says. I think thats the only way out.

But there arent enough rapid, accurate tests available right now. And theyd likely detect a significant number of people who still test positive even though theyve recovered from COVID-19, says Dr. Gabriela Andujar Vazquez, an infectious disease doctor at Tufts Medical Center. Andujar Vazquez says her main worry is about the return to full airplanes even though she understands the need to recover lost revenue.

The concerns are about crowding, she says. Trains and buses are the same, making sure theres a maximum capacity that allows for physical distancing even with a mask.

Don't travel unless it's an emergency, saysAndujar Vazquez, who also works in the hospitals travel clinic.

I would avoid it as much as possible, she says, especially if you see that the state where youre going has a lot of cases.

Andujar Vazquez urges travelers to check the rules for destination states. Twenty five states have imposed travel restrictions during the pandemic. Many, including Massachusetts, require a 14-day quarantine for anyone entering from a higher risk state. The list of states with restrictions is changing as case counts rise and fall.

Lawsuits in Kentucky, Maine and Hawaii have challenged these restrictions with mixed results. Its not clear if the suits will mean fewer states try to limit travel or if residents see them as an excuse to ignore existing orders.

Some public health and elected leaders say they sympathize with the urge to travel and the challenge of deciding when and where to go.

Its difficult to navigate risk in those situations and keep making public health the easy choice when it feels really hard, says Casalotti. These travel cases really show that no matter what corner of the country you live in, we are all in this together.

Students arriving to begin classes at SUNY-Potsdam will go through an unusual drive-thru when they arrive on campus to get tested for COVID-19.

On a call organized by Congresswoman Elise Stefanik, President Kristin Esterberg said her school has asked the thousand-plus students attending classes in person to start self-isolating before the semester starts.

Self-quarantine at home for seven days, she said, and then as soon as they arrive on campus, there'll be drive-thru testing.

Students will need to self-quarantine in their residence halls until they get their test results back.

Students return to colleges and universities across the North Country this month. To ensure they do not bring the novel coronavirus with them, those schools say they plan to test and quarantine arriving students, working with labs that can provide timely testing results. They will continue with random testing to try and detect any outbreaks on campus later in the year.

Students from states considered COVID-19 hot-spots have already arrived at Clarkson University, also in Potsdam, for the fourteen-day quarantine required by New York State.

President Tony Collins said the Clarkson has also reconfigured spaces where students gather on campus.

We've been through every facility and we've laid out classrooms, dormitories, he said, de-densified the seating arrangements.

To isolate any students who become ill at SUNY Plattsburgh, student health center director Kathleen Camelo said the university has built structures outside the on-campus clinic where staff can test and treat any students suspected of COVID-19.

They have heating, electricity, air conditioning, she said. They're sturdy structures; they can be taken down when this pandemic is over, but they're here to last for the year.

Not all colleges in the North Country plan to bring most of their students back to campus.

North Country Community College has three locations in Essex and Franklin Counties. Since most students normally commute from home daily, the college has opted to go mostly online.

We couldn't see how we could contain the virus in a way that would help to ensure the safety and health of our campus community and the broader community, explained the college's president, Joe Keegan. Some students in hands-on fields like nursing will still receive in-person instruction.

University leaders across the region discussed troubled finances, stemming from a combination of state funding cuts, drops in enrollment and the loss of room and board fees. Thats before the added costs of COVID-19-related safety measures.

Kristine Duffy, President of SUNY Adirondack, also warned the impacts of the pandemic could most severely impact low-income and non-traditional students.

The college plans to open the library and computer labs to those who do not have the equipment or internet connection to follow lessons online. However, she noted, even for students with high-speed internet at home, If K through 12 remains primarily remote [and] more people are working from home, even folks that have access are finding that their environment just is not conducive.

Some students may decide to sit out the year, said SUNY Plattsburgh President Alexander Enyedi.

I worry that many of our most vulnerable students, the ones who are financially distressed at this point in time may never return to higher ed, he said.

President Trump signed four new executive actions, bypassing Congress in an effort to ease some of the burden of the coronavirus pandemic.

It comes as the U.S. reaches another sobering milestone of 5 million coronavirus cases.

The president signed the four new executive actions on Saturday.

Now the recently-expired $600 a week supplement to unemployment benefits would be cut to $400.

The president said only some states will be expected to chip in about a quarter of the money for the benefits.

Another big change is a measure to defer student loan payments and payroll tax withholdings for some workers.The president said there may still be room to negotiate with Deomocrats on a new coronavirus relief package.

Weve gotten much of what we wanted and they didnt get what they wanted and they would have. And I guess they still could, in all fairness, he said.

But Democrats say the presidents new actions are unlawful, making it even more important for Congress to make a deal on a new stimulus package.

Speaker of the House Rep. Nancy Pelosi says, The presidents meager, weak and unconstitutional actions further demand that we have an agreement.

And Sen. Chuck Schumer, SENATE minority leader, says, Its so put together in a crazy way. If he just would have renewed the $600, as we do in the HEROES bill through January, things would flow smoothly.

The presidents new measure on evictions is another big sticking point for Democrats and Republicans.

It would not renew a freeze on removing tenants from properties with government-backed mortgages. Instead, it would have the government look for ways to help those on the brink.As we just mentioned, part of President Trumps executive actions require states to cover 25% of federal unemployment payments.

If they dont, unemployed workers wouldnt receive any federal assistance.

This comes as many states are facing significant budget challenges during the pandemic.

Michigan projected a more than $3 billion shortfall earlier this year.

Once again, the president has refused to work together with Congress on a bipartisan recovery package that supports our states, families, frontline workers, and small businesses. He has routinely proven that hes more focused on his chances in the November election than fighting the virus that has killed more than 160,000 Americans.

The presidents recent actions do nothing to protect the millions of unemployed Americans who need to put food on the table for themselves and their families. He cut federal funding for unemployed workers and is requiring states that are facing severe holes in our budgets to provide 25% of the funding. His refusal to provide full federal funding to states across the country to help us combat this virus will hurt the brave men and women on the front lines of this crisis, like our first responders, health care workers, child care workers, and more.

The president has repeatedly said that its time for our kids to return to school for in-person learning, but he wont work with Congressional leaders to provide districts with the support they need to keep students, educators, and support staff safe. His executive actions yesterday do nothing to protect our kids from the spread of this virus.

Its time for the president to do the right thing, stop playing political games, and work with Congress on a recovery package that will help us fight this virus, protect working families, and send our kids, educators, and support staff back to school safely.

Many Americans have adopted pets amid Covid-19. But beware the costs – CNBC

Many Americans are adding to their families amid Covid-19.

While you might think that means babies, it's actually pets.

A new survey from TD Ameritrade finds that 33% of Americans have considered fostering or adopting a furry friend now that social distancing is the norm. Across generations, that rate is highest for millennials, who came in at 50%, versus Gen X, at 33%, and baby boomers, 25%.

And while 89% of respondents said their dogs and cats help them feel less lonely at this time, there's something else potential pet owners should be aware of: the high costs that can come with that companionship.

The survey found that 47% of dog owners said that having a pet is more expensive than they had thought it would be, while 41% of cat owners said the same.

Dog owners spend up to $1,201 a year on average on their pets, according to the survey. Food was the largest expense, followed by veterinary care, grooming and other supplies.

Meanwhile, cat owners shell out up to $687 per year on average about half what dog owners spend. Food, veterinary care and pet supplies rank also rank among their highest expenses.

Most survey respondents said they consider their pet their best friend, "fur baby" or starter child.

That means they are willing to shell out large payments if their pets get sick. Dog owners said the average maximum they would be willing to spend on treatment is $3,307, while cat owners said they would be willing to spend $1,991.

Many pet owners indicated they are also willing to engage in some more complex financial planning, including buying pet insurance, having funeral ceremonies, including pets in their willsand anticipating joint custody arrangements if they were to split with their partners.

But pet parents also admitted to more celebratory splurges. Some surveyed also said they have either bought or would consider purchasing a Christmas gift for their pet, buying them a Halloween costume or throwing them a birthday party.

Because the cost of owning a pet can add up, it's important to plan in advance, said Chris Bohlsen, director of investor services at TD Ameritrade.

"You want to think of the future and what can you do to protect yourself financially when owning a pet," Bohlsen said.

Fostering a pet can help you understand whether you're up to long-term ownership and what kind of animal would be ideal for you. Generally, the bigger the pet, the larger the food costs, he said.

Once you do decide to commit to pet ownership, having insurance will help mitigate some of the unexpected expenses that crop up.

Another important thing to keep in mind is whether the pet will fit into your lifestyle post-pandemic.

"Consider what life changes you may go through over the long haul, as well," Bohlsen said.

TD Ameritrade's survey was conducted online between April and May. It included 1,008 adults ages 24 and up with at least $10,000 in investable assets.

Gov. Wolf Announces $96 Million for Small Businesses Impacted by COVID-19 – pa.gov

Application Period for Final Round of Funding Now Open

Governor Tom Wolf today announced that $96 million in state grants have been awarded to 4,933 Pennsylvania small businesses that were impacted by the COVID-19 public health crisis and subsequent business closure order.

Businesses in every Pennsylvania county received grants in this first of two rounds of funding, and 2,512 grants or 51 percent were awarded to historically disadvantaged businesses.

As we continue to address this public health crisis, its critical that we also focus on our states economic recovery and supporting our small businesses across the state, which continue to be impacted by our necessary mitigation efforts, Gov. Wolf said. This funding will go a long way to help small businesses, including historically disadvantaged businesses, at a time when they need it most.

The COVID-19 Relief Statewide Small Business Assistance funding was developed in partnership with state lawmakers and allocated through the state budget, which included $2.6 billion in federal stimulus funds through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, of which $225 million was earmarked for relief for small businesses.

The Department of Community and Economic Development (DCED) distributed the funds to the Pennsylvania Community Development Financial Institutions (CDFIs), which are administering the grants through three programs: $100 million for the Main Street Business Revitalization Program, $100 million for the Historically Disadvantaged Business Revitalization Program, and $25 million for the Loan Payment Deferment and Loss Reserve Program.

The COVID-19 pandemic unexpectedly affected small businesses across the commonwealth, an unfortunate circumstance that could not have been predicted or prepared for, said DCED Secretary Dennis Davin. However, through the collective action of the Wolf Administration, the General Assembly, and the CDFI Network, Pennsylvanias hardest hit and most at-risk businesses will be able to access the funding they need to shore up their resources and regain sound financial footing as we move into recovery.

The second and final round of funding is open starting today through 11:59 PM on Friday, August 28. Eligible applicants not awarded in the first round do not need to reapply and will be rolled into the next round for consideration. More information on the COVID-19 Relief Statewide Small Business Assistance Program, including how to apply, is available on DCEDs website.

The PA CDFI Network targeted these funds to reach the smallest and most vulnerable businesses across the state and we received an immense response with close to 50,000 applications submitted in the first round and more than $860 million in total requests, said Daniel Betancourt, chairman of the PA CDFI Network and President & CEO of Community First Fund. We are grateful to be part of this first step with Governor Wolf and the Pennsylvania Legislature to get much needed resources to the small businesses that have been so adversely impacted by the pandemic.

The grants may be used to cover operating expenses during the shutdown and transition to re-opening, and for technical assistance including training and guidance for business owners as they stabilize and relaunch their businesses.

These grants and the relief they will provide are testament to what we can do when we prioritize the right initiatives, said state Sen. Vincent Hughes (D-Philadelphia, Montgomery), Democratic chairman of the Senate Appropriations Committee. It is because of collaboration and a collective focus that today we were able to deliver help to the auto body shops, the barbershops, the beauticians, the pizza shop owners, the soul food establishments and other businesses across the commonwealth. It is critical to understand that there is still a great deal of need and must continue to direct resources and aid to our small business community to help it recover from the devastation of the pandemic.

"As a result of our being informed of nine cases of Covid-19 at North Paulding High School following the first week of in-person instruction, along with the possibility that number could increase if there are currently pending tests that prove positive, we have consulted with the Department of Public Health and are temporarily switching the instructional method to Digital Learning at NPHS," the letter from Paulding County Schools Superintendent Brian Otott said.

The high school will only offer digital learning Monday and Tuesday. Tuesday evening families will be informed of whether remote instruction will continue or if students can return to school, the letter said.

Meanwhile, "the school will be thoroughly cleaned and disinfected," Otott wrote. The school district will also work with the Georgia Department of Public Health to identify anyone else who had close contact with the confirmed patients and have yet to be identified.

Principal Gabe Carmona wrote in a separate letter Saturday that "six students and three staff members who were in school for at least some time last week ... have since reported to us that they have tested positive."

One student at a middle school in the county, Sammy McClure, Sr. Middle School, has tested positive for the coronavirus, according to a letter sent by Principal Jaynath Hayes to parents Sunday.

The student was in school "for at least some time last week" and reported to the school that they have tested positive, the letter said.

The school is being cleaned by custodial staff and is following DPH recommendations, according to the letter.

The school is asking anyone whose child exhibits symptoms to have them tested as soon as possible and notify the school.

Last week, the high school in Dallas, Georgia, -- about 40 miles from Atlanta -- attracted nationwide attention thanks to a photo posted on Twitter by sophomore Hannah Watters. The viral image showed Hannah's classmates in a crowded school hallway with few visible masks. The school district resumed classes August 3.

Hannah previously told CNN she shared the photo because she was concerned for the safety of her classmates and school staff, as well as the wider community.

"We're all pretty concerned about going back," Hannah said of her friends Sunday. "And I know a lot of my teachers are, too."

She added, "We all want to go to in-person. I have no intention of shutting the county down, the state down, because I know a lot of people don't learn well online, I don't learn well online. ... I want to be able to have some type of normality this year ... but we can't if we're not safe."

In his letter Sunday, Otott apologized to families for "any inconvenience this schedule change may cause, but hopefully we all can agree that the health and safety of our students and staff takes precedence over any other considerations at this time."

'Good and necessary trouble,' student says

Dr. Jonathan Reiner, a CNN medical analyst and professor of medicine at George Washington University said Sunday it was nice the school would be disinfected. But he said it wouldn't have a large effect on containing the virus, pointing to the virus' high rate of spread in Georgia.

"The virus isn't being transmitted by the school, it's being transmitted by the people who attend the school," he said. "It's in the community. Disinfecting the school isn't going to have a big impact."

Otott previously said in a letter to the community that the viral photo was taken out of context and that class changes in high school were a challenge.

"It is an area we are continuing to work on in this new environment to find practicable ways to further limit students from congregating. Students are in this hallway environment for just a brief period as they move to their next class," the superintendent wrote.

He added: "There is no question that the photo does not look good. ... Wearing a mask is a personal choice, and there is no practical way to enforce a mandate to wear them."

Otott's letter also said the district anticipated needing to make "adjustments." The district previously decided to make Thursday and Friday virtual learning days for students receiving in-person instruction, "so that all of our schools can step back and assess how things are going so far," Otott said.

Hannah said she was initially suspended for posting the photo. But on Friday, her mother told CNN the suspension had been reversed. Lynne Watters spoke with the school's principal Friday morning, she said, and was told her daughter would not be suspended and a suspension would not appear on her record. Hannah can return to school on Monday.

Hannah doesn't regret sharing the photo, she told CNN.

"I'd like to say this is some good and necessary trouble," she said Thursday. "My biggest concern is not only about me being safe," she said. "It's about everyone being safe because behind every teacher, student and staff member there is a family, there are friends, and I would just want to keep everyone safe."

Hannah said Sunday that she had received backlash and "threats" for sharing the photo. According to Hannah, her family and friends have received screenshots from group chats that included threatening language against her.

Hannah said she understands some students, especially seniors, might be worried about having their last year of high school taken from them, but said she doesn't want that.

"I just hope that sooner or later everyone can understand that I'm not trying to shut it down and when I did expose the school district, it wasn't to cancel the senior year, not to go after anyone," she said. "It was just to keep us all safe."

US tops 5 million Covid-19 cases, with five states making up more than 40% of tally – CNN

The number means the country holds about a quarter of global cases of the virus and also tops the list with the most reported deaths in the world. Of the country's 5,036,387 estimated cases, 162,851 have been deadly, according to data collected by John Hopkins University.

To put the number in perspective, that means the United States has had more Covid-19 cases than Ireland has people. The number of cases is also slightly higher than the entire population of Alabama.

To put the speed in which the number is growing in perspective: It took the country 99 days to reach 1 million, 43 days to hit 2 million, 28 days for 3 million and 15 days to surpass 4 million on July 23. The number has jumped to 5 million in 17 days.

"This is such a sobering number," said Dr. William Schaffner, a professor of infectious diseases at Vanderbilt University.

"That's a huge number of cases and a very large number of hospitalizations and deaths -- and more to come," Schaffner said. "Because over much of this country, this virus is spreading unimpeded because so many folks are not getting with the program to contain it."

As of this week, five states account for more than 40% of US infections: California (with the most cases in the country), Florida, Texas, New York and Georgia.

"Our daily numbers remain low and steady, despite increasing infection rates across the country, and even in our region -- and we had the lowest one-day positive rate since we started," Gov. Andrew Cuomo said in a statement Sunday. "That's an incredible achievement, all thanks to the hard work of New Yorkers."

Florida reported 6,190 new cases on Sunday -- the 13th consecutive day the state reported more than 6,000 cases, according to CNN's tally. There are more than 527,000 cases among residents in the state, according to the state Department of Health.

In Texas, the governor extended his disaster declaration as the state reported its highest seven-day positivity rate: 19.41%. The previous high, 17.43%, was recorded around mid-July. More than 481,000 infections have been reported statewide and about 7,872 people remain in hospitals.

Schools begin welcoming students back

Local school districts will decide what their reopenings will look like, whether they choose to return in-person, conduct remote learning or opt for a hybrid model.

Officials will be "looking like hawks at the numbers," Carranza said. "If the numbers of the positivity rate start inching upwards and if it gets to 3%, we will remote learn for the entire system."

In Georgia, many schools have already reopened.

"I guarantee you, any number of people brought the virus to this event and it will spread among many of the participants and will be taken back to their homes where they will spread it further," Dr. Schaffner from Vanderbilt University told CNN on Sunday. "This is an accelerant of the outbreak that we're having in the United States today."

South Dakota has so far recorded one of the lowest number of cases with about 9,605 infections, according to Johns Hopkins data.

Dr. Carlos del Rio, an infectious disease professor at Emory University, isn't worried about the rally itself because it will mostly be outside, he said. Instead, he said he fears what will happen after hours, when people go to restaurants, bars and begin congregating indoors.

"I'm quite concerned that this event could potentially be a disaster," he said. "There could not only be a lot of transmission there, but a lot of people could get infected there and go back to their home states and take the virus over there."

Sunday Total Numbers: 122,712 Total Cases; 1,223 Total Deaths

NASHVILLE, Tenn. (WKRN) The Tennessee Department of Health hasconfirmed additional cases and deaths related to COVID-19 across the state on Sunday, August 9.

The health department reported 2,127 new cases, bringing the state to 122,712 total cases, a 2% day-to-day increase since Saturday. Of the total cases, 120,911 are confirmed and 1,801 are probable.

Tennessees seven-day new cases average now sits at 1,869 additional cases per day.

TDH also confirmed 8 additional deaths, bringing Tennessee up to 1,223 total deaths.

Out of the confirmed positive cases, 80,997 have recovered, an increase of 657 recoveries.

The latest number of hospitalizations went up by 42 to 5,304. A note on the departments website states this total is an indication of the number of patients that were ever hospitalized during their illness and not an indication of the number of patients currently hospitalized.

Of the 122,712 cases, 59,804 are male (49%), 61,562 are female (50%), and 1,346 are pending (1%).

Tennessee has conducted 1,711,319 tests with 1,588,607 negative results. The percentage for positive cases remains around 7.2%. Sundays update added 27,597 tests to the states total.

Earlier Sunday, Metro Public Health Department officialsreported22,904 cases of COVID-19 in Davidson County.

On July 28, Nashville Mayor John Cooper announcedthe orderclosing all bars in Nashville and requiring restaurants serving alcohol to shut down by 10 p.m. dailyhas been extended through at least mid-August.

All transpotainment vehicles are banned from the streets of Nashville and Davidson Countyas of July 31, regardless of whether there is alcohol on-board, according to the Metro Public Health Department.

Metro Police saidthey will issue citations to anyone who defies Metro Public Health ordersby not wearing masks. The news comes after weeks of criticism aimed at Nashville leaders fornot ticketing crowds of maskless people partying downtown. On Thursday, Metro police issued 16 civil citations to people on Broadway for violating Nashvilles mask mandate. On Friday, a man was arrested on Broadway after refusing to wear a face mask, according to Metro Police.

On Friday, Cooper announced Public Health Order 10 that prohibits open consumption, possession, and late-night to-go sales of alcoholic beverages in downtown and midtown Nashville.

Nashville is still in the modified Phase Two, but the city could advance to Phase Three of the Roadmap to Reopening again in a few weeks, which would mean bigger crowds near bars and restaurants downtown. Some Metro council members are floating around anidea they believe would boost business while reopening the area safely.

On July 28, Governor Bill Leeannounced the State of Tennessees recommendations to reopen schools for the 2020-2021 school year.The governors plan for re-opening schoolsis getting criticized by some state leaders.

The Williamson County School district is starting the year with one of its campuses closed when it was scheduled to have students learning in-person.

The director of the Tennessee Association of School Nurses said frustration was the best word to describe how school nurses felt as students head back to classrooms across the state this week.

Putnam County Schools released an update on Friday regarding the first week of school during the COVID-19 pandemic. According to Director of Schools Corby King, one student at Cookeville High School this week tested positive for COVID-19 and was in close contact with other students. Those students have been reportedly contacted and have been placed on a 14-day quarantine.

Also on Friday, Coffee County Schools announced it will move to a hybrid schedule beginning Wednesday, August 12due to anincreasein active COVID-19 cases.

It’s taking a week for contact tracing to reach COVID-19 patients – Mission Local

Sushi is in the news of late. In yet another attempt to grab the brass ring of the defining San Francisco image in times of COVID-19, an enterprising restaurateur is offering diners the option of consuming $200-a-head sushi dinners in a cordoned-off corner of Mint Plaza, only a few meters from where homeless people congregate.

Conspicuous consumption an arms length from misery is commonplace enough in San Francisco that someone may want to think about translating that line into Spanish and making it our city motto on our new city flag. But what really pushes this moment into that wondrous realm of San Francisco self-parody is that diners are ensconced within tiny, transparent geodesic domes of the sort Buckminster Fuller might have designed for exhibitionists.

Well, nobody wants to think about that. But it did get us thinking about sushi. No matter how much you pay for sushi and no matter how good it is, its a substance with an extremely limited shelf life. Leave it sitting around for even a little while and, soon, its worthless.

And that got us thinking about San Franciscos attempts to corral COVID-19. In every realm that has managed to get a handle on this pandemic, the turnaround time between someone deciding to get a test, getting the results, and, if positive, being tracked down by a contact tracer and case investigator is minimal a day or two.

Ideally, says Dr. Darpun Sachdev, who heads the Department of Public Healths contact tracing efforts, it would only take 48 hours from someone developing symptoms and/or contemplating a test to receiving a call from a contact tracer.

But thats not happening. If you want to get a test in San Francisco, the current wait at city sites tends to hover between nine and 11 days. Getting your results can take several days more or, in all too many instances of late, the better part of two weeks.

These glacial turnarounds make a mockery of any attempt at contact tracing.

Among the multitudes of COVID data the city posts online, you wont find the elapsed time between someone being swabbed and receiving a call from a contact tracer.

But its there if you give the data a deep swabbing. And Peter Khoury did that.

The Mission District data scientist combed through the day-by-day testing results through the latter two-thirds of July, measuring how long it required for positive cases categorized as unknown to be reclassified as emanating from a known contact or the more ambiguous community spread.

That cant happen without a contact tracer or case investigator speaking to an individual and, in doing so, Khoury gleaned that it takes six to nine days after a person has had a swab shoved up their nose for them to receive a call from a contact tracer. Thats a weighted average but, we repeat, six to nine days.

In six to nine days, an individual can cough on half the residents of San Francisco. Pretty much all a contact tracer or case investigator can do after so much time has elapsed is watch the rear end of the horse as it disappears into the distance, having long since galloped out the barn door.

Youre not going to be effective with contact tracing if its more than three days, says Dr. John Swartzberg, a UC Berkeley clinical professor emeritus specializing in infectious diseases and vaccinology. Six-to-nine-day delays essentially negate the point of contact tracing. Its horrifying.

San Francisco, then, is putting great deals of money and effort and brainpower behind testing and contact tracing, but to what effect? This city has bought plate after plate of $200 sushi and left it to rot.

Everyones busy now, but its only nine seconds long. You have time.

Try focusing on just one column. Youll notice cases keep trickling in and being sorted, even days and weeks later.

After youve done that, watch how the yellow unknowns are gradually recategorized by case investigators into blue from known contact and orange community spread.

Its not quite playoff baseball at AT&T Park, but there is a lot of orange to see here. Too much: In June, the city was able to nail down the source of an infection just about as often as it was forced to assign the ambiguous community spread. But in July, with far more cases, community spread beat out from known contact by a 2-to-1 margin.

What does this mean? It means that not only is this city undergoing a COVID-19 surge, but we dont really know where its coming from and how its spreading.

The ratio of known to unknown origins is something for us to be paying attention to, says Sachdev. What we would ideally see in this epidemic, if we were able to control it, is more and more people being identified having had a known contact somebody with COVID-19 and thereby suggesting were on the right track.

But we arent. Rather, its the opposite of that.

The six-to-nine day delays really arent the fault of Sachdev or her charges; they cant start running until the baton is in their hands, and its just taking too damn long for that to happen. The data culled by Khoury, in fact, indicates that contact tracers are making calls pretty quickly: within hours or, at most, two days, of the city receiving results.

But when they do reach people, theyre not learning the information wed most want to know.

And thats bad news for everyone.

In case youre wondering, yes, peoples memories do fade significantly after a few days, rendering contact tracing even more difficult and ineffectual. Dr. Kim Rhoads isa UC San Francisco professor of epidemiology and biostatistics, and the director of community engagement for the cancer center. Shenotes that Oaklands Roots Clinic, anticipating long delays, simply hands test subjects a pen and pad and asks them to keep track of their contacts beforehand just in case.

This pen-and-pad technology would be a good idea here. And, no, San Francisco contact tracers dont ask you about going to stores or riding on the bus they focus on people you spent in-person time with for 15 minutes or more; unsurprisingly, most close contacts turn out to be family or roommates.

So we could do better. But thats not really the point.

Rather: Contact tracing is the governments coup de grce against COVID-19 if everything else is going well. But its hard to overstate how far that is from the case.

There is, right now, simply too much COVID-19 in the population for contact tracing to be effective.

Swartzberg pegs this at only about 3 percent. And thats around the ratio of positive tests in San Francisco these days.

With exponential spread, 3 percent well, you dont have enough contact tracers to balance the number of people to be contacted, adds Rhoads.

COVID positivity in the United States is nearing 2 percent: Contact tracing, nationally, will soon not be useful, she says.

That, too, is horrifying.

If it wasnt clear before, its crystal clear now that Ozarks Independence Day pool revelers and non-mask-wearing Texas mall shoppers and Georgia politicians forcing kids back into packed high schools were making grave mistakes.

But, albeit to a lesser extent, so were we. Considering the limited testing and contact tracing resources at its disposal, California and San Francisco clearly chose overly aggressive paths to re-opening.

And without adequate testing and contact tracing, we dont have too many more options other than shutting down.

Government officials arent wrong to urge people to wear masks and keep physically distant and wash their hands and, generally, not behave like selfish idiots. But, after a while, it feels like a dodge. We need to do all of these things, but unless we can effectively test and trace, we are doomed to a Groundhog Daylike repetition of re-openings and re-closings.

Like so much else these days, nobody knows when well develop that ability. Or if.

Were not going to go back to normal. So much will be destroyed after this, says Rhoads. And if where government isnt able to help, communities will have to help themselves.

Communities will need to build that up. I see this as practice on how to work together.

It is quite the silver lining to state well build a better world after this one crumbles.

But, like that COVID test slot 11 days down the road or aging sushi well take what we can get.

The FAA sent its notice of proposed rulemaking Airworthiness Directive (AD) to the Office of the Federal Register. Once published, there will be a 45-day public comment period regarding the design changes and new requirements for operating the MAX featured in the AD.

Under the new AD, Boeing 737 MAX operators would be required to make a flight control computer software update and revisions to their Airplane Flight Manuals (AFM). Other proposed requirements include installing new MAX display system (MDS) software, changing the horizontal stabilizer trim wire routing installations, completing an angle of attack sensor system test, and performing an operational readiness flight.

Shells new SkyPad Data Exchange enables end-to-end digital integration for airline customers through a tablet that connects pilots and apron operators with cloud-based computer systems, moving closer to fully digitized refueling operations.

The tablet application is compatible with a wide range of airline companies' digital platforms, allowing integration with airline systems that adhere to IATA Fuel Data Standards. The Shell SkyPad is also enhanced with a new real-time communications tool, enabling instant contact between the apron operator, the pilot and the back offices, allowing them to electronically track, update and exchange fuel figures throughout the refueling process.

Developed in collaboration with SAP and Lufthansa, many of Shells airline customers are already using the app, with Lufthansa the first to integrate it into its systems.

Shell SkyPad Data Exchange, a solution jointly developed between Shell, SAP and Lufthansa, is another important step into fully digitalizing and automating the apron, said Kia Liedtke, head of fuel purchasing at Lufthansa Group. The established real-time communication makes the fueling process significantly safer, faster and more efficient. We strongly believe in the innovative approach of Shell SkyPad Data Exchange and are convinced that this will make a significant difference on the e-fueling market.

Textron Aviation introduced the next generation in its flagship turboprop family, the Beechcraft King Air 360/360ER, with cockpit avionics systems supplied by Collins Aerospace and Innovative Solutions & Support (IS&S) ThrustSense Autothrottle.

According to Textron, IS&S is providing its ThrustSense Autothrottle system for the King Air 360, which features an automatic take-off and go-around mode that can take the engine up to max power in a few short seconds. Another new system featured on the 360 is the new digital pressurization controller, which automatically schedules cabin pressurization during both climb and descent, reducing pilot workload and increasing overall passenger comfort.

Pressurization gauges have also been integrated with the Collins Aerospace Pro Line Fusion flight deck.

The aircraft is currently in production with customer deliveries expected to begin later this year, according to Textron.

Latitude Technologies is supplying its Operational Loads Monitoring System (OLMS) and Air Tanker Information System (ATIS) as factory OEM options for Viking Air Limiteds CL-415EAF amphibious aerial firefighter aircraft.

Austro Control, the air navigation service provider (ANSP) for Austria, is replacing its air traffic control voice and data network to a new structure where all of the nations controller working positions will be operated from one of two new data centers.

Through a new system provided by Frequentis, VCS3020X, Austro Control will go through a two-phase process to modify the ATC center in Schnirchgasse, Vienna while also expanding the system at the Schwechat, South West Vienna ATC center to a second center which will serve as the so-called UNIT working positions of all federal state airports throughout the course of the expansion, according to Frequentis.

In the future, air traffic controllers' working positions throughout Austria will be able to operate voice communications from either of the two data centers. During the expansion of the system landscape, the network will also be further digitalized and modernized with frequency services. Aircraft radio frequencies will be made available as a virtualized service, Frequentis said in an Aug. 5 press release.

One of the leaders in unmanned traffic management (UTM), Unifly, announced a new CEO to shift the company's focus into accelerating growth.

After five years as chief executive, Marc Kegalaers is passing the baton to Leon van de Pas, a experienced executive specializing in bringing disruptive innovations to market. Van de Pas has worked in both emerging startups and multinational corporations such as Philips, Gemalto, Tele Atlas and HERE Technologies.

Unifly has successfully established itself as a strong contended in the increasingly crowded UTM field. In 2019, the company demonstrated its ATM/UTM integration capabilities through its support of Volocopter's demonstration flight at Helsinki Airport in Finland, alongside AirMap and Altitude Angel.

More recently, Unifly was selected by Nav Canada to deploy a nationwide UTM system in Canadian airspace, currently designed to support current regulations for drone flights within visual line of sight.

After five exciting and intense years, I will be stepping down as CEO of Unifly," said Kegalaers. "I am very proud of what we achieved in such a short time span. Unifly has become an industry leader in the new world of Unmanned Traffic Management. The company raised over 23 million euro in capital with major VCs and strategic investors. Wisk, a joint venture between Kitty Hawk and Boeing to commercialize urban air mobility, appointed Eric Johnson as senior vice president of engineering. He will also serve on the company's Executive Leadership Team.

Though Wisk remains focused on certifying and commercialized its autonomous two-seat aircraft, which has completed more than 1,300 flight tests to date across seven aircraft in California and New Zealand, Wisk has hinted at developing other, perhaps larger, aircraft as well. In announcing Johnson's position with the company, Wisk dropped another hint, noting that his role is to include "overseeing the development of current and future aircraft," as well as for executing the companys technical vision and roadmap and directing a number of engineering teams.

Johnson joins Wisk from his role as chief engineer with Boeing NeXT, the company's forward-looking arm that is focused on "next-generation air vehicles" its term for urban and regional air mobility and airspace integration challenges. The last public announcements from Boeing NeXT were in October 2019, when the company unveiled progress on its cargo air vehicle and launched an exploratory vehicle partnership with Porsche.

Prior to that position, Johnson was Product Development Chief Engineer for the Boeing 777X program and Chief Engineer and Airplane Level Integration Team Leader for the 777-8 program. He also has held multiple management and engineering positions at Boeing and formerly McDonnell Aircraft Company in Airplane Safety, Electromagnetic Effects, Flight Sciences, Flight Test, Certification and Sales.

Calif.-based Inspired Flight this week introduced the IF1200, a heavy-lift hexacopter drone that can carry payloads of up to 8 kg and fly for up to 40 minutes. Featuring an open-system architecture based on the PX4 autopilot, the versatile and flexible platform gives users complete control over the aircraft, providing a complete solution that can be tailored towards a wide range of applications including utility inspection, aerial surveying, public safety, and defense.

The IF1200 is designed, tested and produced entirely in the U.S. with domestically-sourced electronics, making it a potential replacement for the DJI M600 as the Chinese company is increasingly facing bans by Congress for federal use.

The IF1200 supports a wide range of optical cameras, commercial and mil-spec EO/IR cameras, and LiDAR systems, and features the ability to write GNSS data directly onto captured images for georeferenced photogrammetry and inspection applications. The open architecture and Universal Payload Interface allow for the integration of nearly any third-party tech stack, providing a highly flexible platform for OEM or experimental UAV applications.

Hermeus Corporation, an Altanta, Ga.-based startup developing hypersonic aircraft primarily for commercial use, was awarded a $1.5 million Phase 2 prototyping contract by AFWERX to further develop its Mach 5 engine prototype, successfully tested in February, and aircraft design.

Partnering with the U.S. Air Forces Presidential and Executive Airlift Directorate, under the initial contract Hermeus will explore the necessary modifications to meet Air Force mission requirements within the Presidential and Executive Fleet, according to co-founder AJ Piplica.

By leveraging commercial investment to drive new technologies into the Air Force, we are able to maximize our payback on Department of Defense investments, said Brig. Gen. Ryan Britton, program executive officer for the directorate. The Presidential and Executive Airlift Directorate is proud to support Hermeus in making this game-changing capability a reality as we look to recapitalize the fleet in the future.

Prior to the award, the Hermeus team alumni of SpaceX, Blue Origin and Generation Orbit designed, built and successfully tested a Mach 5 engine prototype in just 9 months, though the company estimates bringing an aircraft to market is likely to take a decade or more.

While the next Air Force One, expected to be delivered next year, will be a modified Boeing 747-8, its clear the Air Force is interested in something quite different and quite a bit faster for the generation of executive aircraft after that.

But first, Hermeus will have to raise more money. A seed round and $1.5 million from AFWERX wont build an airplane and certainly not one that travels at Mach 5.

COVID-19 is likely to delay the delivery of 18 to 24 Lockheed MartinF-35 Lightning II fighters by several months, a company official said on Aug. 6.

Our goal for this year was to deliver 141 [F-35] airplanes, Steve Callaghan, the vice president of F-35 business development for Lockheed Martin Aeronautics, told reporters during a virtual meeting to discuss the companys F-35 bid for the Canadian Future Fighter competition and the F-35 program overall.

Due to the COVID impacts to our supply chain, well have a difficult time achieving that goal, he said. As [U.S.] Undersecretary of Defense for Acquisition and Sustainment [Ellen] Lord has said, major defense acquisition programs across the board are expected to see about a three-month production delay. Thats true in our case. We expect F-35 delays to last two or three months. At this time, we expect to see an impact of approximately 18 to 24 aircraft.

Government-owned Israel Aerospace Industries has just reported the most profitable half-year in its 67-year history despite the coronavirus pandemic.

The defence and aviation firm, based in Lod, designs and builds anything from planes, drones and fighter jets to missiles and lunar landers, and this week reported the highest sales ever recorded in any annual halfway point in company history.

Bumper half-yearly profits of 1.6 billion came despite global supply line challenges posed by the coronavirus, which particularly affected companies like IAI that export the majority of their products, and which have a commercial aerospace business.

Chief executive Nimrod Sheffer, who announced that he would be stepping down recently, said: We have developed unique technologies for combatting the coronavirus and closed major deals.

These included leasing IAIs armed Heron drones to Greece, as Athens aims to counter a perceived threat posed by its long hostile neighbour Turkey, which has a version of its own Heron unmanned aerial vehicle.

IAI also built the wings for the new supersonic T-38 jet fighter, signed a deal for adapting business jets for spy missions, converted passenger jets to cargo configuration for courier firm DHL, and developed Israels national communications satellite Dror-1.
