Cedar Rapids is making cautious but tangible progress on police reform – The Gazette

Cedar Rapids officials this week took a significant step to bolster oversight of the citys police force.

The Cedar Rapids City Council on Tuesday directed the city manager to draft an ordinance instituting a new citizens review board of police, which would vet investigatory reports from the police chief. Council members reviewed a memo from city staff laying out the basic structure and responsibilities of the forthcoming board.

Cedar Rapids citizens review board would be less powerful than the one activists envisioned at the outset of the planning process. In July, the local group Advocates for Social Justice published a paper calling for much broader authority to formally reprimand officers, initiate its own investigations, and hire and fire the police chief.

None of that made it into the plan, and some of it might not be allowed under Iowa law. The city favors a review model, which is more restrained than other potential board structures.

As council members repeatedly said this week, this is only the beginning of the citys police reform endeavors, not the end. While we urge the city to continue exploring ways for stronger citizen control, we applaud them for moving forward on the first iteration of the citizens review board.

Cedar Rapids government officials took up police reform talks at the demand of racial justice protesters responding to the deaths of George Floyd and other Black Americans killed by police.

In June, the council adopted a police reform agenda with the review board as its centerpiece. The resolution also included significant investments in equity programs, strict body camera requirements and decriminalization of marijuana. The councils action this week is laudable, but it does not solve systemic racism in local government.

In developing a plan for the review board, the city received more than 2,000 survey responses, which mostly favored creating a citizen review board.

Iowa City is the only other community in Iowa with a review board, which is similar to the one proposed for Cedar Rapids. Advocates there also are calling on the city to embolden the Community Police Review Board to take a more active role in overseeing the police department.

We know racial justice and police reform organizers will press Cedar Rapids and Iowa City to beef up their police accountability mechanisms, and we hope city leaders will take heed.

Progress on economic aid elusive as jobless filings remain high – MSNBC

When it comes to weekly unemployment filings, our whole understanding of "normal" flew out the window six months ago. For example, as regular readers know, it was considered a catastrophe during the Great Recession when jobless claims topped 600,000.

But in 2020, as the coronavirus pandemic started taking a brutal toll on the U.S. economy, Americans confronted an entirely new set of standards -- to the point that it seemed like relatively good news last month when initial jobless claims fell below 1 million for the first time since March.

Progress has nevertheless been hit or miss, though the new report from the Labor Department this morning pointed in a more encouraging direction.

In the week ending October 17, the advance figure for seasonally adjusted initial claims was 787,000, a decrease of 55,000 from the previous week's revised level. The previous week's level was revised down by 56,000 from 898,000 to 842,000. The 4-week moving average was 811,250, a decrease of 21,500 from the previous week's revised average.

It seems hard to believe, but today's report is the best we've seen on initial jobless claims since the crisis began in earnest in March. That said, we've now had 30 consecutive weeks in which the number of Americans filing for unemployment benefits was worse than at any time during the Great Recession.

All of which leads us back to the point we discussed last week at this time: the country still needs economic relief as the coronavirus pandemic continues to take a brutal toll.

A breakthrough, however, remains elusive. Senate Republicans held an unsuccessful show vote yesterday on a "skinny" aid package, even as House Speaker Nancy Pelosi (D-Calif.) and Treasury Secretary Steven Mnuchin continued their negotiations.

The California Democrat had originally set a deadline for Tuesday, at which point she was prepared to give up on a pre-election agreement, but the discussions have apparently been constructive enough that Pelosi has extended her self-imposed deadline in the hopes of reaching a breakthrough this week.

But even if a bipartisan deal comes together, Senate Majority Leader Mitch McConnell (R-Ky.) has made clear that he and his Republican conference have no real interest in passing a robust economic package. Would Donald Trump be able to twist the arms of his GOP allies and give the economy a boost? Watch this space.

Halfway point: United Way announces 50% progress toward fundraising goal – Salisbury Post – Salisbury Post

SALISBURY At a little over halfway through its 2020 fundraising campaign, the Rowan County United Way is right where it should be.

During a meeting on Wednesday afternoon at Gerry Wood Honda, United Way Executive Director Jenny Lee and Campaign Chair Andrew Smith announced that the campaign has raised $774,291.92 so far, which is 51.6% of the way to the total goal of $1.5 million.

While Smith said that he was pleased with the progress thats been made, he encouraged fundraisers to remain focused as the campaign enters its homestretch.

We know that the last quarter of this thing, its kind of like the fourth quarter as we move into it, is where the real rubber meets the road, Smith said. We cant give up now. Were over halfway there, but that last little bit is always a challenge.

At the previous report meeting on Oct. 7, the campaign was 43.3% to its total goal after raising $649,227.39. Two of the divisions that made major progress since then are the presidents division headed by Salisbury Utilities Director Jim Behmer, which is now 40.5% to its individual goal, and the commercial two division led by Commissioner Jim Greene, which is 88.6% to its goal after raising $55,847.62.

Carol Ann Houpe, who leads the education division, was proud to announce that her division is 70% of the way to its goal despite challenges presented by COVID-19. Houpe said that Salisbury High School has raised more than $7,000 by itself.

The United Way campaign received a special donation during the report meeting when local Realtor Cary Grant approached the microphone and pledged $3,000 in honor of several people, including Gerry Wood, who hosted the report meeting at his Honda dealership. Grant praised Wood for his support of the Rowan County community. A native of Wales in the United Kingdom, Wood relocated to Rowan County decades ago after living in Toronto for several years.

Hes been able to help everything within his power with several clubs and organizations and also with the promotion hes done here in his business, Grant said.

Grants donation will be counted and reported with the new total at the next report meeting in two weeks.

At each report meeting, Lee and Smith have highlighted the United Ways community investment partners 19 local organizations that fall into one of four community needs categories. Community investment partners that promote healthy lifestyles were emphasized at the report meeting Wednesday. Hope Oliphant, the executive director of Main Street Marketplace and Meeting Place, gave an update on the organizations plan to implement a hydroponic garden that will serve the China Grove community.

One of the things that weve heard over and over again from people is that, while they receive food stamps, they cant always afford fresh, affordable foods. They mostly can buy processed foods that make their money go further, Oliphant said. This is an opportunity for us in our market to be able to sell produce at a very low, affordable price.

Soon, the market will begin growing lettuce, herbs and micro-greens using the hydroponic system. Those fresh vegetables will be available to families in need.

Im grateful for United Way. This would never be possible without them understanding our vision for this, said Madison Ellenburg, who oversees marketing for Main Street Marketplace and Meeting Place.

Throughout this week, United Way has representatives fundraising at Freightliner. The success of that effort could be critical to the campaigns overall success, Smith said.

Smith said that he thinks a lot will happen with the campaign in the next two weeks. The final report meeting will be held on Nov. 4 at Cloninger Toyota and the campaign will conclude on Nov. 13.

In prerecorded message, state of the university address highlights progress on last years goals – Daily Record-News

In his last state of the university address, Central Washington University president Jim Gaudino stood in front of a green screen in a prerecorded video, outlining the progress the institution has made on goals he set during last years speech.

For the past several years, I have reported by all measures, the state of the university is excellent, Gaudino said during the prerecorded video. I have applauded the hard work of the faculty and staff, administrators and our alumni, and I thank you all for your commitment to our students. I also told you Central is on the cusp of greatness, even in the face of our current challenges, I firmly believe that to be true.

Gaudinos first goal was to increase freshmen to sophomore retention from 71 to 80% in five years. The rate improved last year from 71 percent to 73 percent. He also noted that this years sophomore class is the largest in 10 years.

Gaudino attributed these increases to identifying and helping students that need it as soon as possible. He then laid out a more aggressive goal of increasing that number to 85% retention in the next 10 years.

The key to reaching that milestone will be using data analytics to anticipate when a student needs help, Gaudino said.

In line with his next goal of increasing workforce diversity by 5% in five years, Gaudino outlined several examples of students of color excelling at CWU because of their mentor relationships with people who they could identify with. Gaudino said due to adopting policies requiring people of color on all search committees and increasing the diversity of hiring pools, that number was up 1.5% from last year.

Gaudinos third goal from last year was to enhance sustainability efforts on campus. He listed a host of accomplishments, including Wildcat Farms development, compostable containers from dining, and switching to sustainable copy paper.

During the video, Gaudino recognized professor Bobby Cummings with a new award, the Lifetime Achievement in Diversity award, one that will be named after her.

I speak on behalf of the many people youve inspired, supported, taught and mentored, when I say thank you and congratulations, Gaudino said.

In a prerecorded statement, Cummings said the award makes all of her work over the years worth it.

Im so happy to receive this because it validates all of the service, all of the social justice work Ive done on this campus for over 25 years, she said. I dedicated my life to being a person who is part of the greater good who sees the best in all human beings and fights for their dignity and worth to be recognized in this universe.

Gaudino also recognized several other award recipients, including:

Many people in the Twin Cities area know something about the history of Rondoa primarily Black neighborhood in St. Paul that was demolished in the late 1950s and early 60s to make way for the I-94 freeway. Fewer know about the history of I-35W, but thats something U of M professor Greg Donofrio and his students are working to change.Beginning after the passage of the Federal Aid Highway Act of 1956, interstates 94 and 35W were part of the massive nationwide effort to build an interstate highway system throughout the United States, creating convenience for many, but serious and persistent harmful consequences for people who were often poor, and often Black.In 1960, the areas where interstates 35W, 94, and Highway 55 were built were home to about 80 percent of the Twin Cities Black population. And because redlining and other discriminatory housing practices had already pushed Black people into blighted or less desirable neighborhoods, it was both cheaper to build the interstate through these neighborhoods and likely to be met with less resistance from these communities, who had less social and political influence. The pattern was repeated in cities and neighborhoods throughout the nation. In total, nearly 30,000 peoplemany of whom were people of colorwere displaced in the Twin Cities.

Thousands who lived in these houses and apartments lost their homes. People who rented their homes were not compensated at all, those who owned often felt they were compensated poorly, and there was no assistance with moving expenses or with finding a new home.With deep involvement from the Twin Cities community, the Minnesota Historical Society, and students in Donofrios Heritage Studies and Public History (HSPH) graduate program (which he directs), Donofrio is leading the creation of A Public History of 35W. The project seeks to understand how 35W disrupted and divided a middle-class Black neighborhood in South Minneapolis, and to document the many ways in which the freeway has had long-term public health and wealth impacts for people living along its length between 94 and Highway 62As far as we can tell, no one has dug into a freeway at this level of detail, says Donofrio.Co-leading the project is Denise Pike, a 2018 graduate of the HSPH program whose work as a student Donofrio credits with sparking the 35W project. With her classmate Kacie Lucchini Butcher, Pike co-curated the exhibit Owning Up: Racism and Housing in Minneapolis at the Hennepin History Museum. For their exhibit, Pike and Lucchini Butcher used research from the award-winning Mapping Prejudice project, based at the University of Minnesota. And from that exhibit sprang many conversations, says Pike.So we had educators, lawmakers, doctorsevery type you could imagine came to see the exhibit and talk with us. It had a far-reaching effect on how people talked about race and racism in our community, says Pike.Pike says that she and Lucchini Butcher were repeatedly approached by residents asking if theyd explored the construction of 35W.Donofrio took that cue as an opportunity. "A Public History of 35W" is part research, part outreach, and part education: a publicly accessible archive of documents, photographs, and oral histories about the construction of 35W; stories from among the thousands of residents who were displaced; and public events where citizens can learn, discuss, and contribute to the project.One student who gravitated toward the project is 2020 HSPH graduate Tyler McDaniel. Inspired by Pikes work, McDaniel created workshops for children to artistically interpret the history of South Minneapolis and 35W as part of his capstone project.Over two days last spring, McDaniel presented the history of 35Ws construction to 8th-grade students at the Clara Barton Open School and facilitated an activity where the students created small art pieces to fill a 20-foot map of 35W on the classroom whiteboards.

It was really cool to get to hold dialogue with young people and open up space for them to talk about their own experiences related to displacementa couple students were even able to relate their own displacement back to the freeway, says McDaniel.Hes now adapted the project into an interactive online story for educators. Through it, community members can submit their own creative responses.My hope is that exploring history in this way will not only be a learning experience, but will help younger people to conceptualize the hidden histories beneath their feet and rethink the built environment that they interact with in their daily lives, he says.Ultimately, A Public History of 35W will be presented as an exhibit at the Hennepin History Museum in 2021.For her part, Pike believes the project is just another milestone in the work that still needs to be done. The exhibit in 2021 wont be an endpoint. Just like the Owning up exhibit wasnt an endpointthe best part is our involvement with the community afterwards, she says.

Even though it may be a while until guests can enter the Grid and ride TRON Lightcycle / Run at the Magic Kingdom, work continues to move ahead on the illuminated canopy structure. As weve been following construction every step of the way, we stopped by to see whats new!

As we passed by the Tomorrowland Light & Power Co. building, we could see a piece of the illuminated canopy being hoisted into place.

The curved segment has plenty of triangular sections to hold the LED panels that will light up the outside of the attraction.

Pieces of the canopy continue to lay on the ground in front of the show building, but as weve shown previously, more sections are being installed.

Meanwhile, walking through the Barnstormer queue, we saw another piece just to the left of the concrete column secured and waiting to be lifted.

Over on the support structure, a very tall ladder has been placed along one of the beams, allowing construction workers to access the higher portions.

To protect the coasters track during the canopys construction, an orange tarp has been laid down over the affected areas.

We managed to get an eagle-eyed glimpse of construction workers high up on the support structure.

The day before, when we looked closer to the show building, we didnt see any progress on the platform under the track, lending credence to the theory that work could be solely focused on the canopy structure for the time being.

The support framework towers high above Tomorrowland. And if thats impressive, imagine how the finished product will look!

In a cherry picker, workers finish sealing up the show building before work possibly stops temporarily.

We got a better look at the canopy segments getting ready to be lifted from the Tomorrowland Speedway. From this angle, a portion of the white framework rests near a crane.

The segment in the center continues the wave-like pattern of the segment to the right of the crane. Because of the canopys design, its seems very likely that theyll be building the parts closest to the ground first.

From this spot, its easy to see how the LED panels will fit into the structure once its complete.

Sometimes, pulling away can give you a clearer picture. From further back, we can see that the wave awaiting its next segment.

As the sun started to come out, we could see even more pieces waiting near the Speedway track.

Even though we dont know for sure what, if anything, is being done inside at the moment, at least from the outside, quite a bit of the attraction will look finished for a while. While we wait to experience the attraction, you can check out a full POV ride-through of its sister coaster, TRON Lightcycle Power Run, in Shanghai Disneyland below:

Sanford Youth League: 'still lots to do' but making progress

The Sanford Youth League board shared an open letter to Little League baseball and softball parents and other interested parties via various social media channels recently, providing updates on the status of the SYL fields which were destroyed by flooding this past spring.

According to the board, the facility inside Sanford Village Park will not be rebuilt in time for the 2021 season, but the league has been able to secure alternate fields in Lee, Mills, and Edenville townships on which to play ball in the spring. Volunteers have been working this fall to prepare those fields for play, and the board is seeking additional volunteers to pitch in and help get them ready by the start of the spring season.

The board also noted that "while there's still lots to do," the park has been largely cleared of debris due to the help of several local construction and excavating companies and that plans are definitely underway to start rebuilding the park in 2021.

"The Village of Sanford, which owns the park, has been a wonderful partner to SYL, continuing to include our organization as a key stakeholder on plans for rebuilding," wrote Andy Clark, the SYL's tournament director and director of communications and fundraising. "Rowe Engineering has also donated their expertise in drawing up some concepts for the rebuild. Next, the Village will take those to FEMA to work through the fundraising process.

"Given this progress in such short time, SYL is optimistic a rebuild will take place in 2021," he added.

In addition to the loss of the fields, the SYL also suffered the loss of all of its equipment, including baseball and softball gear and landscaping equipment used for maintaining the fields. Thus far, the league has raised approximately $52,000 to help offset those losses via a variety of community fundraisers, sponsorships by local businesses, individual donations from community members and local businesses, and the league's GoFundMe campaign.

Newswise SAN ANTONIO, TEXAS (October 19, 2020) Texas Biomedical Research Institute (Texas Biomed) Professor Luis Martinez-Sobrido, Ph.D., recently released study findings, alongside colleagues at the University of Alabama at Birmingham and Aridis Pharmaceuticals, Inc. indicating that a human monoclonal antibody (hmAb) 1212C2 showed promise for further clinical development for preventative use or as a therapy for SARS-CoV-2, the virus that causes COVID-19. Earlier this year, the consortium of scientists isolated specific B cells from patients infected with SARS-CoV-2 and developed a panel of hmAbs that not only bind to SARS-CoV-2 infected cells, but also neutralize the ability of the virus to infect cells. The hmAb 1212C2 was subsequently licensed to Aridis Pharmaceuticals.

Taking the study a step further, the scientists have shown, as outlined in the study on BioRxiv, that delivering hmAb 1212C2 directly to the lung through inhalation using Aridis proprietary formulation and plasma half-life extension, or by injection showed significant reduction in viral load in the lungs.

Antibodies are proteins produced by the bodys immune system to fight off infections. Monoclonal antibodies are commercially or experimentally produced antibodies derived from the original antibody producing cell. Scientists worldwide have shown that the Receptor Binding Domain (RBD) region of SARS-CoV-2s Spike protein is a key target for any drug that aims to stop the virus from attaching to cells through the human angiotensin converting enzyme 2 (ACE2) protein. If the virus cant attach to the cell, it cant infect and propagate. The hmAbs were discovered by the labs of Dr. James Kobie and Dr. Mark Walter at the University of Alabama at Birmingham in collaboration with Dr. Martinez-Sobrido.

In both lab and animal experiments, hmAb 1212C2 produced a preventative and therapeutic effect against SARS-CoV-2. In hamster models, delivering formulated and plasma half-life extended hmAb 1212C2 through a nebulizer at low dosage produced a significant reduction of the virus and lessened disease progression in the lungs.

These are critical findings as we look to develop vaccines and therapies that are not only effective, but also efficiently manufactured and easily administered to patients, Dr. Martinez-Sobrido explained.

Nearly 40 million people globally have contracted COVID-19 with more than one million deaths, and the worldwide pandemic is not slowing down. Neutralizing antibodies developed either by natural infection or through vaccination, or administered as a therapeutic are critical to the overall protection of the human population.

Administering targeted human antibodies that bind tightly to SARS-CoV-2 is a promising approach to advance therapies. We must have more effective therapies to reduce the death rate from this ongoing pandemic. I am excited about the opportunity to advance hmAb 1212C2 with Aridis Pharmaceuticals, said Dr. Larry S. The cohort of scientists licensed hmAb 1212C2 to Aridis for further development as both a possible prophylactic for preventing COVID-19 and as a treatment for COVID-19, while also looking at opportunities to use this hmAb in combination with other hmAbs, or with other antiviral therapies.

Im Definitely Getting Less Vitamin D Since Ive Been Cooped Up IndoorsBut What Does That Actually Mean? – Well+Good

If Im telling the truth, Ive been outside my apartment maybe three times this weekand thats a generous estimate.

Since I started strictly working from home, Ive accepted the fact that the inside of my not-so-spacious New York apartment is where youll find me for the foreseeable futurewhich also means my former Florida gal days of soaking up ample vitamin D are far, far behind me.

But it turns out Im not the only one lacking in vitamin D, and its not just a WFH-specific problem either. According to Michael A. Smith, MD, director of education at Life Extension, many people in the U.S. have insufficient vitamin D levels (more on the difference between deficient and insufficient below), and they have for some time.

These insufficiencies are nothing new to 2020, Dr. Smith says. Its more the product of an issue that were starting to recognize now.

In fact, a recent study showed that up to 30 percent of aging adults are actually vitamin D deficient, and sunlight alone is not likely enough to increase their vitamin blood levels to any significant degree, says Dr. Smith.

These insufficiencies are nothing new to 2020.

Lacking vitamin D isnt the only way I recognized spending more time at home might be affecting my health. Given the heightened stress of 2020 in general, I havent been totally feeling like myself. So, I decided to chat with Dr. Smith about what I can do about it.

Stress can zap your body of all vitamins and minerals, Dr. Smith says. Stress is an activator of your system. It turns on your drive for fight or flight. And, since theres a vitamin D receptor in every type of cell in the human body, he explains, its connected to many of those systems.

According to Dr. Smith, the easiest first step to get my well-being on track is supplementing, so after chatting with him, I picked up Life Extension Vitamin D3 to try for myself. I didnt feel like I could pin-point my exact vitamin D insufficiency signals (my mood goes up and down all the time), but that doesnt mean there might not be consequences later on, according Dr. Smith. Its important to understand that vitamin D is such a key nutrient for so many body processes, he says. You need sufficient levels of it to support heart, immune, and bone health. Heres to taking measures now that my 50-year-old self will thank me for.

Now that I know the importance of vitamin D for both my immediate and long-term health, I recognized I needed to make a few changes. Off the bat, Dr. Smith suggested trying to reduce the stress in my life. Stress is a zapper of energy and micronutrients, he says. For people who deal with it, its not uncommon to truly be [vitamin D] insufficient because their body is just on all the time.

Some of the best ways to reduce stress, according to Dr. Smith, are going outside and exercisingtwo things that on their own also help to increase your vitamin D levels (and two things I could definitely do more of).

Another way to target stress is to use supplements to promote better relaxation. In addition to vitamin D (which can also help maintain healthy blood pressure), Dr. Smith suggested I take a multivitamin (for overall health), melatonin (to ensure Im getting high-quality zzzs), and Life Extension Enhanced Stress Relief, which helps to raise more relaxation hormones and battles that always-on feeling, Dr. Smith says.

Drilling contract seen as an N.L. oil industry win following a series of pandemic setbacks – CBC.ca

The province's oil and gas association is heralding anew drilling contract in the Flemish Pass as a rarevictory for the struggling Newfoundland and Labrador offshore oil industry.

CNOOC Petroleum North America is set to create a single exploration well in the area next spring.

"It is certainly positive news for our industry and for the supply and service sector that Noia represents," said Charlene Johnson, chief executive officer for the Newfoundland and Labrador oil and gas industries association.

The Chinese company has contracted U.K.-based Stena Drilling Ltd. to drill the Pelles A-71 well, with work starting between April and June2021, and lasting for some 90 days.

The company will use the Stena Forth, a harsh-environment drill ship capable of drilling in water depths up to 3,000metres. The campaign will create roughly 370 direct and indirect jobs, said Johnson, and inject tens of millions into the province's economy.

It's the latest step in efforts to expand oil production beyond the four producing fields in the Jeanne d'Arc Basin.

But it's the only exploration activity planned for next year, despite some $4 billion in exploration commitments having been made by oil companies in recent years.

The global pandemic has threatened that activity, and industry boosters are hoping CNOOC's continued confidence in the offshore will motivate other oil majors to take similar action.

"We would love to see more than one well being drilled next year," said Johnson.

Johnson is hoping thata program announced by the provincial government last month will encourage companies like CNOOC, BP and others to drill more wells in frontier areas like the Flemish Pass and the Orphan Basin intheir quest to find the next big discovery.

The province has promised to provide cash to companies to help defer the cost of an exploration well, which can cost up to $100 million each.

The money will come from downpayments made by companies on exploration projects that have been defaulted because the work was not done in a specified period of time, typically six years.

A company must hand overa 25 per cent down paymentonwork commitments to the offshore petroleum board when it is awarded exploration rights on a land parcel. As such, the board is now holding roughly $1 billion in cash from oil giants like ExxonMobiland BP.

Under this new program, if companies forfeit that cash, the province will use it to entice other companies to drill wells.

It's conceivable that up to $46 millionin security payments could become available next year alone, with thatfigure steadily increasing in future years.

The province is still working out the details of how companies can access these funds, and no approvals have yet been made.

In a statement to CBC News, an official with the Department of Industry, Energy and Technology said CNOOC is "very interested" in the program.

Johnson is hoping the program will be the incentive needed for CNOOC to do a second or even a third exploration well next year.

But she said it's vital for the province to reveal the program parameters as soon as possible so companies can have some certainty.

"That may have an impact in terms of influencing the number of wells next year if it's attractive enough," she said.

CNOOC has a 100 per cent working interest in two exploration licenses, and has described the area it plans to explore as "world-class" with a "large hydrocarbon potential."

The company has already acquired 3D seismic information on the area it plans to drill, andhas said it aims to "build long-term, sustainable success in the region."

CNOOC had planned to drill what's known in the business as a wildcat well this past spring and summer in the same area, using the Stena IceMax at a reported daily fee of $299,000.

But that campaignwas shelved because of thepandemic.

It was one of a long list of setbacks that have rocked the oil industry this year.

With oil prices cratering this past spring because of a combination of the pandemic and an oil price war between Russia and Saudi Arabia, oil companies began slashing spending.

Drilling on the Hibernia platform and work on a series of extension tiebacks have been suspended, a long-planned life extension project for the Terra Nova FPSOis under review, Equinor's Bay du Norddevelopment has been deferred, and the West White Rose extension project is stalled at roughly 60 per cent completion.

As a result, the industry has been shedding jobs in large numbers, and the supply and service sector is reeling, said Johnson.

With climate changes worries as a backdrop, there's widespread agreement that the transition away from hydrocarbons will occur in the coming decades in order to reduce greenhouse gas emissions.

That's why it's vitally important that exploration drilling is intensified, said Johnson, so the province and its citizens can benefit from the resource before it's too late.

The sooner new discoveries are made, she said, the sooner construction on new oil producing platforms would commence.

Sir Keir Starmer urged the prime minister to end his corrosive approach which results in local battles for cash.

He told the Commons: This is a prime minister who can pay 7,000 a day for consultants on track and trace, which isnt working, can find 43 million for a garden bridge that was never built but he cant find 5 million for the people of Greater Manchester.

I really think the prime minister has crossed a Rubicon here, not just with the miserly way that hes treated Greater Manchester, but the grubby take it or leave it way these local deals are being done.

Its corrosive to public trust to pit region against region, mayor against mayor, council against council, asking them to trade away their businesses and jobs.

Mr Johnson said he was proud of the governments support to the entire country, adding: I think its the height of absurdity that he stands up and attacks the economic consequences of the measures were obliged to take across some parts of the country when he wants to turn the lights out with a full national lockdown.

The prime minister said he would do whatever it takes to get the country through the crisis and rejected the circuit-break idea, adding: Itd involve closing schools, itd involve shuttering businesses with all the psychological, emotional damage that lockdown of that kind brings.

SNP Westminster leader Ian Blackford said the treatment of Greater Manchester this week was something the people of Scotland were all too familiar with, before piling on pressure over the furlough scheme.

He said: Next week, just as the pandemic is worsening, the Tory government will scrap the furlough scheme in a move that will cause a wave of mass redundancies across the UK.

Meanwhile, behind closed doors the prime ministers complaining that he cant get by on his 150,000 salary.

So, can I ask the PM, if hes finding life such a struggle, how on earth does he expect many workers to get by on just 5.84 an hour when the Tory cuts to furlough sink in?

Mr Johnson responded: Actually, Im proud of what weve done to support people on low incomes throughout this period and indeed before. It was this Government that raised the living wage by record amounts.

Weve just increased Universal Credit by about 1,000 a year and he makes the point about furlough and, as he knows, combine UC with the jobs support scheme that weve just announced and workers will be getting 80% of their salary.

We will get this country through this crisis and we will continue to support people of low incomes throughout the period.

According to the minutes of the NCTE General Body Meeting circulated on October 13, the council has approved extending of the validity of TET certificate from seven years to life time and its provision will have prospective effect. The Council considered the agenda item and approved the validity of TET certificate changing it from 7 years to life time. This provision would have prospective effect and for those who have already passed out (already having TET certificate), NCTE will take legal opinion and will act accordingly, reads the minute of the 50th GB meeting of NCTE.

Theres new life in the goonies once barren Bexar County acres will yield a much-needed harvest for area food pantries – San Antonio Express-News

Bexar County has reclaimed bare land on the East Side once called the Goonies, planning to turn it into a verdant, productive 10 acres to be known as the Greenies Urban Farm.

In a few months, fresh broccoli, cauliflower, kale and cabbage will be on kitchen tables across the San Antonio area through food pantries. Those were the vegetables planted this week.

The farm is a collaboration between the Bexar County Commissioners Court and the Bexar County Texas A&M Agriculture Extension agency.

A commemorative planting ceremony Thursday celebrated the near completion of the first phase of the farm, which sits on 10 acres of undeveloped land the county acquired in 2016 from the Union Pacific Railroad.

Precinct 4 Commissioner Tommy Calvert said the farm has been several years in the making.

Bexar County will be responsible for the development and maintenance of buildings at the site which include the new AgriLife Extension county office.

The Agriculture Extension team will offer expertise and community education on health and wellness issues.

President Bollinger continues to drive the University to explore innovative ways for applying our expertise and knowledge to the many other urgent challenges facing society. We see this in the work of Columbia World Projects, in the recently announced Columbia Climate School, and in our expanding network of Global Centers. President Bollinger also has lent his voice to many of the most important debates of our time including academic freedom, the values of our democracy, affirmative action, and freedom of speech and press. He has led the creation of one of the most diverse and accomplished communities of students and faculty in the nation, urging the continued dedication of substantial resources for faculty recruitment and career development of those from underrepresented groups. And he has done all of this while making it a priority to teach and mentor students every year.

In partnership with Lee, the two of us and our fellow Trustees will be doing all we can to continue Columbias forward momentum. We also wish to recognize Jean Magnano Bollinger. An accomplished artist, she is Lees wife and partner in this journey and our gratitude to her is immense. Jeans involvement in the life of the University, her contributions to this institution, and her friendship, are beyond measure. We thank them both for an abiding commitment to Columbia and for their continued service to the University.

Tor is a network of virtual tunnels that allows people and groups to improve their privacy and security on the Internet. It also enables software developers to create new communication tools with built-in privacy features. Tor provides the foundation for a range of applications that allow organizations and individuals to share information over public networks without compromising their privacy.

Individuals use Tor to keep websites from tracking them and their family members, or to connect to news sites, instant messaging services, or the like when these are blocked by their local Internet providers. Tor's hidden services let users publish web sites and other services without needing to reveal the location of the site. Individuals also use Tor for socially sensitive communication: chat rooms and web forums for rape and abuse survivors, or people with illnesses.

Journalists use Tor to communicate more safely with whistleblowers and dissidents. Non-governmental organizations (NGOs) use Tor to allow their workers to connect to their home website while they're in a foreign country, without notifying everybody nearby that they're working with that organization.

Groups such as Indymedia recommend Tor for safeguarding their members' online privacy and security. Activist groups like the Electronic Frontier Foundation (EFF) recommend Tor as a mechanism for maintaining civil liberties online. Corporations use Tor as a safe way to conduct competitive analysis, and to protect sensitive procurement patterns from eavesdroppers. They also use it to replace traditional VPNs, which reveal the exact amount and timing of communication. Which locations have employees working late? Which locations have employees consulting job-hunting websites? Which research divisions are communicating with the company's patent lawyers?

A branch of the U.S. Navy uses Tor for open source intelligence gathering, and one of its teams used Tor while deployed in the Middle East recently. Law enforcement uses Tor for visiting or surveilling web sites without leaving government IP addresses in their web logs, and for security during sting operations.

Welcome Screen

Our old screen had way too much information for the users, leading many of them to spend great time confused about what to do. Some users at the paper experiment spent up to 40min confused about what they needed to be doing here. Besides simplifying the screen and the message, to make it easier for the user to know if they need to configure anything or not, we also did a 'brand refresh' bringing our logo to the launcher.

Censorship circumvention configuration

This is one of the most important steps for a user who is trying to connect to Tor while their network is censoring Tor. We also worked really hard to make sure the UI text would make it easy for the user to understand what a bridge is for and how to configure to use one. Another update was a little tip we added at the drop-down menu (as you can see below) for which bridge to use in countries that have very sophisticated censorship methods.

Proxy help information

The proxy settings at our Tor Launcher configuration wizard is an important feature for users who are under a network that demands such configuration. But it can also lead to a lot of confusion if the user has no idea what a proxy is. Since it is a very important feature for users, we decided to keep it in the main configuration screen and introduced a help prompt with an explanation of when someone would need such configuration.

As part of our work with the UX team, we will also be coordinating user testing of this new UI to continue iterating and make sure we are always improving our users' experience. We are also planning a series of improvements not only for the Tor Launcher flow but for the whole browser experience (once you are connected to Tor) including a new user onboarding flow. And last but not least we are streamlining both our mobile and desktop experience: Tor Browser 7.5 adapted the security slider design we did for mobile bringing the improved user experience to the desktop as well.

Tor is an "onion-routing" network that protects your privacy online.

If you're new to internet privacy and security, you've still probably already read references to something called Tor -- a widely hailed piece of internet-connected software with its own internet browser. Tor is embraced by privacy aficionados for its reliable encryption and its history of covering users' internet tracks.

At first glance, the terminology around Tor can seem intimidating and alien. Don't worry, though. It's simpler than it seems.

Back in the mid-'90s, when the US Navy was looking into ways to securely communicate sensitive intelligence information, a mathematician and two computer scientists emerged from the Naval Research Lab with something called "onion routing." It was a new kind of technology that would protect your internet traffic with layers of privacy. By 2003, The Onion Routing project, acronymed Tor, was in the hands of the public, where its vast network of users -- the engine enabling Tor -- has since continued to grow.

Today, thousands of volunteers all over the world are connecting their computers to the internet to create the Tor network by becoming "nodes" or "relays" for your internet traffic.

At a basic level, Tor is a type of internet-connected network with its own internet browser. Once you connect to the internet with the Tor browser, your internet traffic is stripped of its first layer of identifying information as it enters the Tor network, and is then sent bouncing through those relay nodes, which serve to encrypt and privatize your data, layer by layer -- like an onion. Finally, your traffic hits an exit node and leaves the Tor network for the open web.

Once you're in the Tor network, it's nearly impossible for others to track your traffic's manic pinballing path across the globe. And once you leave the Tor network via an exit node, the website you view (assuming it has HTTPS in front of its address) isn't sure which part of the world you're hailing from, offering you more privacy and protection.

Normal web browsing is easy with Tor. Head to the official site and download the Tor browser. Follow the installation instructions as you would with any other program. When you open Tor for the first time, the program will ask you to either configure your connection (if you're in a country where Tor has been banned, like China or Saudi Arabia) or simply connect. Once you click connect, Tor may take a few minutes to find a set of relays to connect you through.

But once you're in, you can use Tor just as you would any other browser. You'll also be prompted to review your Tor browser security settings. If you're aiming for maximum privacy, I'd advise leaving the settings on their default selections.

If you start experiencing slower-than-normal speeds, you can nudge Tor into action by checking for a quicker connection path to the website you're trying to view. In the top right corner of the Tor browser, click the three-line menu icon and select New Tor Circuit for this Site.

The privacy-focused Brave browser also has an option to route traffic through Tor when inside a private window.

Because Tor is a volunteer-run network, speed can often be an issue. As your traffic moves from node to node, you're likely to notice more speed loss than you would, for instance, with most commercial virtual private networks. This becomes particularly noticeable if you try to watch streaming Netflix content over Tor or make voice-over-IP phone calls or video calls with an app like Zoom. Tor technology isn't necessarily built to provide seamless audio-video experiences.

Speaking of videos, there are also limits to the amount of privacy Tor can offer you if you enable certain browser media plugins like Flash. Likewise, your browser's JavaScript plug-in -- which enables you to view a lot of websites' embedded media -- can still leak your IP address information. Torrenting files with Tor also exposes you to privacy risks. Because of these risks, Tor's privacy settings have these kinds of plug-ins disabled by default.

If you're just looking to do general, daily internet perusal using a browser that will better hide your traffic from spying eyes, Tor probably isn't the best choice due to its slow speeds and incompatibility with most embedded media. But if you're concerned enough about privacy around a particular topic of internet research (and you don't have a VPN), Tor is probably the best choice for you.

In some cases, yes. Most of the time, however, it takes some know-how to be able to configure your VPN's connection to work in harmony with Tor. If you don't get it right, you can risk making both Tor and your VPN ineffective when it comes to protecting your privacy. We recommend getting familiar with both types of software before marrying the two.

On the plus side, however, a successful combination of the two can be useful. While Tor protects your internet traffic, your VPN can be set to encrypt the internet traffic of any other applications running on your device in the background.
