Thermal Cycles in a Plant

Dear all,
In stress analysis, the no. of thermal load cycles are generally considered 7000 (so that the corresponding f=1). This is true for a plant life of 20Years.
My question is, If the plant design life is 30years, do we have to consider higher thermal cycles ?
