Council mulls over eco-park environmental permit

SPELTHORNE Borough Council is looking at whether to seek a judicial review over the granting of an environmental permit for the controversial eco-park planned in Shepperton.

An email seen by the Herald & News from council leader Frank Ayers showed discussions were under way about whether to submit a legal challenge, after the Environment Agency granted the permit for the site in Charlton Lane.

Sita UK, which was granted planning permission for the waste disposal plant by Surrey County Council, said the permit gave the green light for the next stage of the application process - but the borough council, which has opposed the development, is now looking at the options available.

In his email, Cllr Ayers said: "Both the council's legal and planning department are looking at the EA decision, at first glance it would appear we would have very little chance of successfully mounting a legal challenge against the EA decision, however cabinet will wait for advice before reaching a final decision."

Spelthorne Against the Eco Park group member, Brian Catt, said: "We welcome the council to take some positive action to resist the application against the plant, and there seems to be grounds for appeal."

Commenting on the permit approval, Gareth Swain, regional manager at Sita Surrey, said: Were delighted to have received the environmental permit from the Environment Agency.

"Its an important step in creating the eco-park which will treat waste in a more cost effective and environmentally friendly way, while generating green electricity to power thousands of homes.

The eco-park's batch oxidisation gasification and anaerobic digestion system will deal with 40,000 tonnes of food waste and 60,000 tonnes of household rubbish a year, and will generate sufficient electricity to power thousands of homes.

The Department of Environment, Food and Agricultures Environmental Protection Unit, in conjunction with the Governments Analyst Laboratory has completed this years sampling and testing of sea water at the bathing beaches around the Island. The results, interpreted against the 1976 EU Bathing Water Directive, indicate only two beaches failed to achieve the mandatory standard, being Peel and Garwick (Baldrine). This is the best result since 2006 and the second best result since sampling commenced in 1989. This year beaches at Douglas Summerhill, Douglas Central, Douglas Broadway, Port Soderick, Port Grenaugh, Port St Mary, Port Erin, Fenella Beach in Peel, Glen Wyllin, Kirk Michael, Jurby, Port Lewaigue and Laxey all achieved the Good water quality standard whilst the beaches at Derbyhaven, Castletown and Bay-ny-Carrickey recorded Excellent quality bathing water. The results are a significant improvement on last year, which was particularly poor, when seven beaches failed to achieve the required standard for Good quality bathing water. The reason for such good results is not entirely clear as this season has experienced the heaviest summer rainfall since records began on the Island, and rainfall can lead to run-off from the land contributing to bathing water quality failures. This year the good and excellent results are consistent with those areas of the Island where sewage treatment via IRIS is complete, the 2 failures are both from areas where there is no sewage treatment. The Isle of Man Water and Sewerage Authority is progressing work on the Regional Sewage Treatment Strategy which will eventually pick up the remainder of the coastal sewage discharges for treatment, so far improvements are complete at Dalby, almost complete at Jurby and planned for Kirk Michael, all of which replace inefficient sewage treatment plants. It is hoped the continued progression of the Strategy will maintain the improvements in the quality of the Islands bathing waters. Brenda Cannell MHK, Member for The Department of Environment, Food and Agriculture said These results are very encouraging proving the environmental benefits of sewage treatment which would be difficult to demonstrate in the absence of the historic and continued monitoring. It is hoped that with progression of the Regional Sewage Treatment Strategy further improvements in bathing water quality will be seen. Local beaches get sand transfusions

SAN DIEGO - A massive dredging project is underway along San Diego County beaches in order to replenish the evaporating coastline.

In an attempt to give life back to oceanfront properties and beachgoers more room to play near the water, San Diego Association of Governments has construction crews in place digging, drilling, and altering the coast from the eroding coastline.

A pipeline is pumping sand from the ocean and kicking it onto the coastal lands.

Oceanside resident Hannes Niedner expressed his concern that waves are getting too close to his home.

Just last week, the tide hit the rocks near my place just swallowing the sand and making the beach invisible, said Niedner.

Oceanside is one of several locations getting a beach facelift. Crews will be working in Oceanside here for a few days, as well as similar projects in Encinitas and Solana Beach.

Space is hip again. Whether it's a Felix Baumgartner skydiving his way past the sound barrier setting Twitter and YouTube on fire or the space shuttle Endeavour pulling big crowds in the streets of Los Angeles, the final frontier is back in vogue.

Just as families the world over gathered around the box and wireless for the 1969 moon-landing, Baumgartner's 38.6-kilometre freefall from the edge of space had us staring in jaw-dropping awe at screens, setting social media alight. More than 8 million watched the livestream as the Austrian daredevil, perched on a balloon capsule surrounded by the black of space, lunged into the void and tumbled to the blue Earth below. During the jump, half of Twitter's global trending topics discussed the jump, and the first photo of his triumphant air punch landing posted on Facebook was shared 29,000 times and liked 216,000 times in 40 minutes.

On the same day in Los Angeles, thousands of people lined the streets to cheer the slow crawl of the retired shuttle's final 20-kilometre journey from the airport to the California Science Centre, where it will go on display. A constellation of eager spectators had camped out the night before.

The space trend has been growing since August coincidentally, the same month astronaut Neil Armstrong died when the SUV-sized Curiosity rover made a "death plunge" to the surface of Mars, slowing from 21,600 km/h to zero in seven minutes. The hair-raising landing appeared live on the twin screens at Times Square in New York, and was streamed to Xbox 360 dashboards worldwide.

The blogosphere promptly erupted, the ensuing coverage making a minor celebrity of flight director Bobak Ferdowski, 32. His multicoloured Mohawk haircut, created especially for the landing, scored him 54,000 new Twitter followers some making marriage proposals. A parody music video, We're NASA and We Know it (set to the tune of American electropop duo LMFAO's hit song) was out within days, and has so far had 2.5 million views.

Social media is now what television was to the early days of the space race; but it's also a more personal way for the closet space fan in all of us to connect directly with the exploration of the cosmos. Take the rover Curiosity: it has 1.2 million followers on Twitter, to whom it tweets its daily routine as well as links to pictures and video: A scoopful of Mars helps the science go down. Ready to 'rinse & spit' regolith to clean my sampling system.

NASA astronaut Mike Massimino, whose Twitter handle is @Astro-Mike, has 1.3 million followers, many of whom watched live as he became the first person to tweet from space. And shows like Big Bang Theory (23.5 million fans on Facebook) whose characters banter about Mars rovers and physics non-stop have helped make rocket science a lot cooler than it used to be.

Soon, space won't be just a vicarious pursuit: it'll be a place people will visit in their thousands. Cashed-up space entrepreneurs are popping up everywhere: Jeff Bezos (of Amazon.com fame) with his company Blue Origin; Richard Branson's Virgin Galactic; and Elon Musk of PayPal and Tesla Motors fame with Space X.

Researchers replicate white dwarf photospheres in lab using X-ray machine

(Phys.org)Researchers at Sandia Labs have used a large x-ray machine to create high-density plasma that approximates the photosphere of white dwarf stars. The team has posted a paper describing the process and how it can be used to assist astronomers to the preprint server arXiv.

White dwarfs are stars that have used up most of their fuelthey're made of mostly carbon and are covered by gasses similar to an atmosphere. Scientists use spectroscopy to identify the elements that make up the photosphere of such stars, and then use the blurringthe result of surface pressureto work out each star's gravity. With that information, researchers can calculate the star's radius and mass. This method is not precise, however, as researchers have found differences between calculations made using this method versus those found by measuring a star's movement through space.

To gain a better understanding of the nature of the gasses that surround white dwarfs, the research team at Sandia used an x-ray machine called the Z Pulsed Power Facility to heat a thin strip of gold held inside a hydrogen filled chamber. At temperatures of 10,000K, the hydrogen becomes high-density plasma (ionized gas), which, the team reports, bears a striking resemblance to gases covering white dwarf stars.

The researchers explain that by re-creating the conditions that exist in the photosphere surrounding white dwarfs they will be better able to understand what is going on with the stars themselves, as they cannot be seen through the gasses. Changing the conditions under which the plasma is created in the lab allows for the creation of a variety of gas cloud types which, in turn, allow the researchers to fine-tune their results. Eventually, they will be able to mimic conditions on individual white dwarfs, resulting in improved calculations used to describe the underlying star.

The x-ray machine is also capable of generating magnetic fields that are similar to those of white dwarf stars. By exerting such fields on the plasma generated, the researchers hope to gain a better understanding of how magnetic fields near white dwarfs impact the spectra of the gasses that surround them, which should help give a clearer picture of the stars themselves.

Abstract Astrophysics experiments by Falcon et al. to create white dwarf photospheres in the laboratory are currently underway. The experimental platform measures Balmer line profiles of a radiation-driven, pure hydrogen plasma in emission and in absorption for conditions at T_e ~ 1 eV, n_e ~ 10^17 cm^-3. These will be used to compare and test line broadening theories used in white dwarf atmosphere models. The flexibility of the platform allows us to expand the direction of our experiments using other compositions. We discuss future prospects such as exploring helium plasmas and carbon/oxygen plasmas relevant to the photospheres of DBs and hot DQs, respectively.

BioShock Infinite devs jump ship to Microsoft

Following reports in August that two of Irrational Games' top developers--director of product development Tim Gerritsen and 13-year studio veteran and former art director Nate Wells--had left the company, it now appears that the BioShock Infinite studio may have lost another two of its team members.

According to Superannuation and Kotaku, Irrational Games combat design director Clint Bundrick and artificial intelligence lead Don Norbury had both left the studio earlier this month to join, as detailed by their individual LinkedIn accounts (here and here).

Following the departure of Gerritsen and Wells in August, Irrational announced that the original BioShock art director, Scott Sinclair, would fill Wells' role amid reports of multiplayer cancellations. Irrational later brought in Epic Games production director Rod Fergusson to help complete the game.

BioShock Infinite was announced in 2010, and was originally scheduled to be launched this month. In the run up to the 2012 Electronic Entertainment Expo--at which it was not present-- it was announced that the game would be delayed to February 2013.

When BioShock Infinite does ship, it will do so with great sales expectations. In August 2011, one analyst suggested that the game would be a significant financial boon for Take-Two, saying that it could ship 4.9 million copies.

BioShock Infinite is set in a chaos-plagued airborne metropolis called Columbia. Gamers assume the role of Booker DeWitt, a former member of the feared Pinkerton National Detective Agency, which was the nation's largest security company in the late 19th century.

There is no more powerful concept in futurist writings then the notion of artificial intelligence. The ability for humans to create machine-based life that thinks on its own and acts on its own has the potential to make our lives dramatically better - or worse, depending on what kind of science fiction you read. But getting there won't be easy.

Artificial intelligence has long been a pipe dream of scientists and science fiction writers. In reality, though, we are nowhere near the practical application of artificial intelligence. True artificial intelligence implies a conscious machine with subjective experiences and thoughts; self-aware, sentient (with the ability to feel) and the capacity for wisdom (sapience).

Apples Siri voice-activated personal assistant and Googles search algorithms are examples of the current state of artificial intelligence. Neither acts on its own nor perceives intentions. You can have a conversation with Siri by interacting with a collection of pre-loaded answers, but there is no intelligence behind it. Siri merely uses a set of rules to select the most appropriate canned answer to your question.

Siri and Google search are examples of what is called weak artificial intelligence - or machine intelligence not intended to match the capabilities of human beings. A weak AI engine could recognize characters, play chess or drive a car. But a machine performing intelligent actions is not necessarily acting intelligently. There is a difference between a smart machine (one that can take various inputs and act accordingly) and one that has its own cognitive capabilities. A smartphone can know many things about its surroundings, but does it know to call Mom when your fiance dumps you?

Strong AI lies on the other end of the spectrum. Strong AI presupposes that a machine can match or exceed the intelligence of a human. It can think on its own and perform intelligent calculations as well or better than a human could. Strong AI, as defined by engineering researchers and philosophers, does not currently exist. To find strong AI you need to turn to the science fiction realm of The Terminator, The Matrix or Isaac Asimovs I, Robot.

AI combines the theoretical with the philosophical before even getting into the nuts and bolts of how it can be achieved. How do you quantify the theoretical capabilities of a sentient computer when one does not yet exist?To even think about achieving artificial intelligence, one must first answer a very old and still very confusing question: exactly what is intelligence?

Humans consider themselves intelligent because they have the capacity to make sense of the world through a series of brain functions. The human mind integrates many different kinds of sensory information and performs computations to create assertions and judgments.

Take a look at the person closest to you. What do you see?

In your mind you see Dick or Jane - because your brain tells you that the person is Dick or Jane. What you are actually seeing is a variety of agents and individual components that your mind associates with Dick or Jane. Your brain makes instant, complicated computations that define what you see - and then more calculations to decide how to react to that object, perhaps to communicate with it. The neural network that is the human brain works in a complicated web to determine the world around it.

In the realm of artificial intelligence, the classic way to determine intelligent behavior is via the Turing test. FAA Grants Second Safety Approval for Spaceflight to the National Aerospace Training and Research (NASTAR) Center:

Southampton, PA, USA. October 16, 2012 - The NASTAR Center, the premier commercial aerospace training and research center in the world, earned its second safety approval from the FAA for the center`s Falcon 12/4 Altitude Chamber. Bizjet Engine MRO Activity One Focus for GKN Aerospace at NBAA 2012

The GKN Aerospace activity on booth C7127 at NBAA, in Orlando, FL, from 30th October to 1st November, 2012, will include its newly acquired business jet engine support activity as well as the companys performance enhancing winglets and aerostructures operations, its engine nacelles, market-leading cockpit and cabin windows and ice protection technology.

GKN Aerospace completed the acquisition of Volvo Aero on 1st October, 2012, creating GKN Aerospace Engine Systems - an operation that takes its place among the leading three aero engine component suppliers globally and includes an established OEM authorised facility. Since 1982, this facility has provided servicing for the complete range of Honeywell TFE731 turbofan engines - which equip aircraft such as the Bombardier Learjet, Dassault Falcon, Raytheon Hawker and Cessna Citation.

Expertise in business jet engine nacelles is represented on the NBAA booth by an inlet for the nacelle system for Honeywell Engines HTF7000 series turbofan engine. As well as manufacturing this multi-application nacelle system, GKN Aerospace undertakes full integration with the aircraft engine, delivering the complete HTF7500E propulsion system, podded into the nacelle, direct to the end customers airframe assembly line.

The companys NBAA display will also feature front windscreens supplied for King Air, Learjet and Cessna aircraft. These ultra-long range business aircraft will also be equipped with the companys composite winglets and ailerons. The extent of the companys expertise in composite design and manufacture is evident in the award, late in 2011, of a production contract for the composite, light-weight, bonded fuselage for the HondaJet advanced light business jet. This activity is supported by on-going development programmes aimed at bringing new composite damage detection and composite repair technologies to the market, to automate and speed the maintenance and repair process.

In metallics design and manufacture, the companys broad base of expertise has recently led to the award (June 11) of a contract to design and produce the metallic wing moveable surfaces for Dassault Aviations next generation business jet platform. A metallic business jet wing spar will be on display at NBAA.

In the drive to extend performance and endurance, effective de-icing is a significant concern. GKN Aerospaces electro thermal de-icing technology will be represented on the NBAA booth with the Boeing 787 wing de-icing slat structure. These are created by applying a Spraymat coating to composite component to form a lightweight, rugged smart structure. An electronic control system is then added, providing highly controllable electro-thermal ice protection.

NEW ORLEANS New animal studies provide additional support for investigating stem cell treatments for Parkinson's disease, head trauma, and dangerous heart problems that accompany spinal cord injury, according to research findings released today. The work, presented at Neuroscience 2012, the annual meeting of the Society for Neuroscience and the world's largest source of emerging news about brain science and health, shows scientists making progress toward using stem cell therapies to repair neurological damage.

The studies focused on using stem cells to produce neurons essential, message-carrying cells in the brain and spinal cord. The loss of neurons and the connections they make for controlling critical bodily functions are the chief hallmarks of brain and spinal cord injuries and of neurodegenerative afflictions such as Parkinson's disease and ALS (amyotrophic lateral sclerosis), also known as Lou Gehrig's disease.

Definiens closes funding round for digital pathology expansion

Definiens, a Munich-based developer of image analysis techniques and specialists in the growing field of digital pathology, recently closed a private funding round worth 10 million.

The funds will primarily be used for commercial expansion of its current business, as well as development and commercialization of products for use in clinical digital pathology procedures.

Gilde Healthcare Partners, a new investor, led the funding round, which also saw participation from existing investors and Definiens management.

Digital pathology involves the acquisition, management, and interpretation of pathology information generated from digitized tissue specimens and scanned microscopy images. As pathologists embrace digital workflows, digital pathology is rapidly becoming an essential technology for increasing productivity and improving treatment decisions and patient care, according to Definiens.

"Digitization of data is increasing across the whole field of medicine," noted Markus Rinecker of Definiens speaking to Optics.org. "Most pictures in radiology are digitized; MRIs and CT scans all are digital; the same is becoming true for the patient records and other kinds of visual information. Pathology has been one of the remaining 'analog islands'."

One reason for that has been the formidable demands on the hardware involved, since digitizing pathology images with a high enough resolution to allow meaningful analysis leads to very large files.

"The images can be enormous, with single files in the gigapixel or gigabyte arena," agreed Rinecker. "And you are unlikely to have one single picture per patient, so a patient's complete data set can easily total 1 terabyte of data. This is one reason why the field has taken a long time to evolve. Only in the last three years or so have digital scanners able to perform the task become available, from vendors such as Leica and Hamamatsu. Philips has introduced its own scanner, GE is likely to do the same and are investing heavily in the field, so big companies are starting to chase this market."

A developing value chain Once adequately scanned pathology images are available, whether from standard or confocal microscopy or other sources, Definiens digital pathology image analysis is designed to detect regions of interest. These can include specific morphologies, rare events, cells, and sub-cellular components.

"Our approach is completely different from our competitors," said Rinecker. "We analyze the pictures in a similar way to how a human being would look at it, examining objects in context, rather than strictly looking for pixels and patterns and matches. This makes the image analysis much more robust, and Definiens holds patents relating to this approach."

Cancer diagnosis is a particular focus, and an area singled out for mention in the announcement of the recent funding. "Digital Pathology combined with the right image analysis tools has the potential to transform cancer diagnosis," commented Janke Dittmer, partner at Gilde Healthcare Partners, at the time. Dittmer has now joined Definiens' supervisory board following the investment round.

MPs weigh-in on Nutrition North

It has been two weeks since the Nutrition North program came into full effect and Members of Parliament from various parties are weighing in on how it's working.

As of Oct. 1 the list of foods eligible for air freight subsidies shrunk. Items such as canned fruits and vegetables, dry pasta and rice are no longer covered.

Interim Liberal leader Bob Rae visited a grocery store in Kuujjuaq, Quebec last week. He said too many family staples are no longer covered by the subsidy.

Well its pretty astronomical. I think people in the south just dont get it if you dont see it for yourself, Rae said.

The government I think is trying to present it as sort of a nutrition program, but really its more about price and affordability and about the cost of living. Rather than the nanny state telling people, well well cover this food but we wont cover that food.

New Democrat MP Romeo Saganash wants all stakeholders government, retailers and consumers to work together.

The Prime Minister needs to call a summit so that everybody can sit down [and] discuss this and see how we can fix this problem once and for all, Saganash said.

The parliamentary secretary for Aboriginal Affairs and Northern Development, Conservative Greg Rickford, said the government wants to make sure people understand the program first. Then, Rickford says, the program is designed to be flexible and change with conditions over time.

Nutrition North representatives say that since the new program started the price of a northern food basket dropped by eight per cent. Rickford is not sure when the first annual report from the Nutrition North advisory board will be released.
