Philippines up 10 notches in 'economic freedom' list

Manila (Philippine Daily Inquirer/ANN) - The government's anti-corruption efforts helped push the Philippines' global ranking in terms of economic freedom by 10 notches to 97th among 177 countries and territories.

This was according to the editors of the 2013 Index of Economic Freedom, jointly released by Washington D.C.-based The Heritage Foundation and The Wall Street Journal.

Based on the latest annual index, the 19th since it first came out in 1995, the Philippines scored 58.2 out of 100 points.

Such score keeps the Philippines in the category of "mostly unfree" countries or those within the range of 50 points to 59.9 points.

"(The) score is 1.1 points higher than last year, with notable improvements in investment freedom and freedom from corruption outweighing a decline in business freedom," the editors said in a statement.

They added that such score was below the global average of 59.6, but noted that the Philippines' improvement provided contrast to the world's 0.1 point gain.

"The global advance toward economic freedom has ground to a halt," they said. "Since reaching a global peak in 2008, economic freedom has continued to stagnate."

Even then, the editors observed an overall positive trend in 2012, with 91 countries improving their scores compared to 78 that declined.

As for the Philippines, they noted that the government has pursued a series of legislative reforms toward an improved business environment that encourages broader-based job growth.

Still, the editors said Philippine institutions needed "deeper commitment to reform."

AJACCIO, Corsica The bombs exploded across hundreds of miles of Corsican coastline, gutting two dozen villas nearly simultaneously on some of Europes most beautiful and valuable land. Elsewhere on the same French island off the Mediterranean coast, a young man was shot to death in his car, his stepson wounded beside him.

The night of violence in early December epitomized the problems of Napoleons native island today: Organized crime is gaining ground, spreading beyond the usual vices on the mainland to real estate, tourism and politics back home. And separatists, who extinguished themselves in a spasm of deadly infighting in the late 1990s, have come back with a vengeance, as they wage a desperate battle to prevent mob-dominated mass tourism from dooming their dreams of self-rule.

Corsican coastal land prices have risen as much as five times in as many years, and the number of tourists also has shot up as a once-exclusive haven for the wealthy and their yachts and private vacation homes became a destination for cruise ships and budget flights. Corsican mobsters infamous in mainland France and the United States for their ties to gambling, nightclubs and drugs saw a killing to be made back home.

Gang warfare over Corsican spoils and the separatist bombing campaign have created a climate of lawlessness, although the combatants have been careful not to turn the violence on the tourists themselves.

The state has completely failed, said Dominique Bianchi, a former nationalist leader who recently stepped down as mayor of the southern village of Villanova. In this world, theres only one thing that counts: how to divide the loot.

Shaken by the bombings, and the recent assassinations of a defense lawyer and community leader, the Paris government is making new promises to clean things up on an island where separatist sentiment has simmered ever since France officially took charge in 1769. Corsica has emerged as a jewel of French mass tourism only recently: More than 4.2 million tourists visited the island last year, compared to 2.4 million in 1992. The 2013 Tour de France, the worlds premier cycling competition, will begin here adding to the sense that Corsica has joined the big leagues as a top travel destination.

Complicating the challenge for France is what mainland officials describe as a code of silence known as omerta that also runs through areas of mafia-plagued southern Italy. Locals say its fear, not omerta, that keeps people silent.

Of the 85 gangland killings and attempted assassinations in Corsica in the past eight years, only one case a plot against a former nationalist turned president of Corsicas biggest soccer team has ended in conviction.

Both the mob violence and the bombings claimed by militant nationalists have the same root, Corsicans say: the land.

Three-quarters of the coastline is untouched, the beaches and Mediterranean views achingly empty of a human presence just a 90-minute flight from Paris as developers were scared off by gangland warfare and separatist militancy. Where else could you go and have this kind of virgin land? It doesnt exist anymore, said Dominique Yvon, who is part of an anti-corruption group on Corsica.

Takeaway: For decades pundits have been describing optical fibre networks as the nervous system of the planet, but none could have guessed just how prophetic that would be.

Its not just the linking of cities, towns, villages, offices and homes, or indeed the coupling of IT equipment, internal rack wiring, and chip to chip communication that make optical fibre so unique and so vital a component of our future. There is much more to the linking of everything.

Obviously, bandwidth and connectivity matters for people and commerce. As an essential element of any modern civilisation, it now differentiates the First, Second and Third Worlds as a key part of the infrastructure along with roads, rail, air, energy and water. But the importance of this connectivity to the machines, and therefore us, is going to be even greater.

It turns out that sensors and sensor networks are not only vital for the managing of future resources in industry and farming, they will be core to our very existence in terms of health, care, logistics and commerce in the broadest sense.

Our gadgets, domestic appliances, homes, office and cars already utilise sensors, and many are online and feeding information about us and our environment back to numerous invisible bodies. This trend will accelerate as we move toward smart manufacture, supply, energy, offices, homes and living.

Paranoia and Big Brother aside there is another angle here in the direction of Artificial Intelligence (AI). In the equation of smarts it turns out that sensors and their interconnectivity outguns the importance of memory and processing power. In short:

And a confederation of sensors is even more powerful than the singular. For example; we hear, see, feel, smell and taste in combination to elicit the best information we can about a situation or event. That combinatorial sensing is now finding its way into the artificial sensor world we are building. A world that has multiple AIs as a default future!

At this point I should point out that this is highly unlikely to be some form of SkyNet from The Terminator; more a network of independent and distributed intelligence embracing us and the planet. A global jelly fish if you will! Much more than the AI that controls your car engine, the elevator scheduling, aircraft you fly in, or the production line that provides your food, but much less than some global malevolence determined to take over the planet.

ST Aerospace Secures C130 Contract from Royal Air Force of Oman

Singapore, 15 January 2013 ST Aerospace today announced that it has secured a contract to provide the Royal Air Force of Oman (RAFO) with a full scale maintenance and modernisation solution for three of its C130 Hercules aircraft. ST Aerospace will undertake both modernisation and maintenance work at its facility in Paya Lebar, Singapore.

The contract includes major servicing of the aircraft, repair and overhaul (R&O) of aircraft components as well as the Rolls-Royce / Allison T56 / 501 engines and its accessories. A significant part of the contract also involves the modernisation of the aircraft cockpit, which is complex in nature and involves extensive aircraft wire tear down and re-wire. The first aircraft is expected to be inducted in the third quarter of 2013, targeting for redelivery in the first quarter of 2014.

Under the modernisation programme, ST Aerospace will equip RAFOs fleet of C130 aircraft with an avionics suite that is Global Air Traffic Management (GATM) compliant. The avionics suite will include a six-display full glass cockpit, digital flight control system, and flight management system. With this, the aircraft would be able to navigate safely, efficiently and accurately through CNS/ATM-regulated airspace worldwide, significantly improving its operational readiness, despatch reliability and operational efficiency. RAFO will benefit through improved operational efficiency and lower maintenance requirements, while enhancing its overall aircraft availability.

An integrated service provider, ST Aerospace leverages its maintenance, repair and overhaul (MRO) expertise, as well as its strong in-house engineering capability, and value adds through performing depot level maintenance and cockpit modernisation simultaneously.
