Libertarian Ron Paul headlines Manning Networking Conference

The big draw guest at this year's Manning Networking Conference is former Republican congressman and presidential candidate Ron Paul. He's best known as the world's most prominent libertarian politician.

But are libertarian values a large part of politics in Canada?

In the annual Manning Barometer report, less than 1% of Canadians identified as libertarian. This is despite the fact the majority of respondents indicated a preference for small government over big - the hallmark of libertarian philosophy.

While many small government proponents may end up siding with big tent conservative parties - like Ron Paul did throughout most of his political career - Canadians on both sides of the border also have the option of electing outright libertarians.

While not widely reported, the official Libertarian vote more than doubled in the United States' 2012 presidential election to 1.3 million votes. Their candidate was former New Mexico governor Gary Johnson.

The Libertarian Party of Canada was founded in 1973 and received registered status after fielding 50 candidates in the 1979 election.

The party has yet to capture a sizeable number of votes. In the 2011 federal election the party received 6,017 votes, down from their 1988 peak of 33,000.

"I didn't become a libertarian until 2008 because I didn't know the party existed," says Allen Small, current leader of the provincial Ontario Libertarian Party. "The most important thing we want to do is raise the profile."

Falkland Islands defy Argentine sovereignty push with referendum

BUENOS AIRES (Reuters) - Voters in the remote British-ruled Falkland Islands hold a referendum on their future on Sunday that seeks to challenge Argentina's increasingly vocal sovereignty claim.

Thirty-one years since Britain and Argentina went to war over the windswept archipelago in the South Atlantic, tensions between London and Buenos Aires are running high. That has unsettled some of the roughly 2,500 islanders and strengthened patriotic feeling.

Just 1,649 Falklands-born and long-term residents are registered to vote in the two-day referendum starting on Sunday in which they will be asked whether they want to remain a British overseas territory.

A near-unanimous "yes" vote is likely, prompting Argentina to dismiss the referendum as a publicity stunt. British bookmaker Ladbrokes described the result as "the biggest certainty in political betting history" and said no one had placed a bet on a "no" vote.

But high turnout is expected as islanders embrace the ballot as an opportunity to make their voices heard.

"People feel strongly about this. It's our chance to make a unified stand on something that affects us deeply," said Kerri Jamieson, a Falklands-born small business owner who has been selling commemorative referendum T-shirts.

So far she has sold about 50 T-shirts bearing the logo "Our Islands, Our Decision," and the orders keep coming in.

Jamieson lives in a remote West Falkland settlement, where a mobile voting station will be flown in to allow the handful of residents to cast their ballots.

In the quiet island capital of Stanley, where most islanders live, the post office has produced a line of official stamps to mark the occasion.

"For the Argentines, it's just an academic exercise, but for us, it affects us enormously," Jamieson said.

Falkland Islands wolf: Scientists solve 320-year-old mystery

The mystery of how the Falkland Islands wolf became the only land-based mammal on an isolated island was first brought up by British explorers in 1690. Scientist Charles Darwin then made the species conundrum prominent after his interaction with the tame wolves during his voyage on the HMS Beagle in 1834.

Three hundred and twenty years later, researchers at the University of Adelaide have finally solved the mystery. The scientists, who are part of the University's Australian Centre for Ancient DNA (ACAD), used tiny pieces of tissue from a skull that Darwin himself collected. They compared that with DNA that was found in a specimen that was being stored in the attic of the Otago Museum in New Zealand.

"The Eureka moment was finding evidence of submarine terraces off the coast of Argentina. They recorded the dramatically lowered sea levels during the Last Glacial Maximum (around 25-18,000 years ago)," said study leader Professor Alan Cooper in a statement. "At that time, there was a shallow and narrow (around 20km) strait between the islands and the mainland, allowing the Falkland Islands wolf to cross when the sea was frozen over, probably while pursuing marine prey like seals or penguins. Other small mammals like rats weren't able to cross the ice."

The previous hypothesis was that the closest relative to the Falklands Islands wolf was the maned wolf from South America, and that the island species made its way over in an unknown fashion, possibly a now removed land bridge.

This time around, researchers matched the DNA to an extinct species, Dusicyon avus, who lived in neighboring Argentina and Chile. The scientists proved that they were the closest relative to the island wolf.

Islands in the sun beckon

The pirates of the Caribbean knew where to hang out in the countless islands and cays that dot these tropical waters between the Bahamas and the northern coast of South America.

And so do today's cruise lines, with itineraries to allow landlubbers to discover some of the cutest little coves, the best beaches and prettiest ports this alluring, warm body of water has to offer.

No treasure of the swashbuckling buccaneers of yore can compare with the richness of the West Indies and its value to the cruise-line industry.

I chose a 14-day cruise with Holland America (HAL) out of Tampa because it offered the most ports of call with the fewest full days at sea.

The itinerary took us from Tampa to HAL's privately leased isle of Half Moon Cay in the Bahamas, and then to San Juan (Puerto Rico), St. Thomas (U.S. Virgin Islands), Antigua, St. Lucia, Curaao, Aruba, the Cayman Islands and back to Tampa.

It would cost you and arm and a leg, like it did some of the pirates, to visit all these archipelagos on your own, but cruising gives you an overall taste of what the following islands and ports of call have to offer so you can come back on your own and stay longer in your favourite tropical hideaway.

Half Moon Cay, Bahamas

This crescent-shaped island is our captain's favourite place to visit, and I can see why. As our tenders ferrying passengers came closer to shore, the water changed colour from a steely dark blue to turquoise. And the cream-coloured beach extended along the shore as far as the eye could see.

Named after British explorer Henry Hudson's ship, Half Moon, the cay has no permanent residents, but locals from the other Bahamian islands come on shore to assist in catering to the tourists.

Health care board sets its course for future

Newly elected Mark Twain Health Care District board member Randy Smart said the district is moving forward in a positive direction and hopes to tackle a number of important issues over the coming months.

The Mark Twain Health Care District, a public agency, was formed by a vote of the people of Calaveras County in a special election held Aug. 27, 1946. The political boundaries of the Mark Twain Health Care District comprised all of Calaveras County.

In 1989, the district partnered with St. Josephs Hospital in Stockton and that partnership affiliated with Catholic Healthcare West.

Mark Twain Health District retains 50 percent ownership in all of the facility assets while the day-to-day operations of the hospital are the responsibility of the Mark Twain Medical Centers Dignity Health Corporation. The operational lease agreement with the corporation expires Dec. 31, 2019. The board appointed an ad hoc Lease Review Committee to determine the best process to use as it moves forward in evaluating an extension or renewal of the current agreement.

The district receives a property tax allocation each year from Calaveras County, which has been more than $1 million at times, and provides funding to provide direct support and education for the health care needs of the communities served by the district.

The agreement between the district and Dignity Health is perhaps the only one like it in the state, according to district CEO Daymon Doss. Robert Campana was largely responsible for negotiating the agreement, and one of the most interesting clauses written into the contract was the district would receive a portion of whatever profits the corporation earned during the lease.

Whatever the profits over the history of the lease, the district is entitled to 50 percent of those profits, Doss said. To date, our share is $17 million.

Smart said such an arrangement is extremely unusual.

I dont know exactly where the money is, or how accessible it is. My understanding is its being kept in the coffers of Dignity Health, he said.

Smart said the energy level and dynamic is completely different this year.

The veteran actor, famous for his trademark Cockney accent, turns 80 on March 14 and has been acting in films since the 1950s.

In a break with tradition, the special service did not take place at the Guildhall but at the Museum of London , which has just unveiled an exhibition onCaine's life and times.

Beverley Cook, the museum curator, said: "Sir Michael Caine is one of London's most loved and recognisable characters.

"He was the first actor to bring an authentic London accent to the big screen, and although Hollywood success made him an international star, he remains inextricably linked to his London roots.

"This exhibition will celebrate how the city influenced both Caine's life and his career."

Commenting on the new exhibition, Sir Michael said: "I think the Museum is great for London, and I am so proud to be included."

Caine's popularity has endured over the years and in recent years he has appeared in box office hits like The Dark Knight Rises and Inception.

USS Freedom to visit Hawaii next week

The U.S. Pacific Fleet announced Thursday that the Navy's first littoral combat ship USS Freedom will visit Hawaii on Mar. 11 after departing her homeport of San Diego on March 1 for her maiden deployment to the Asia-Pacific region.

Making good on a pledge made initially by former Secretary of Defense Robert Gates at the 2011 Shangri-La Dialogue in Singapore, Freedom will deploy to Southeast Asia and Singapore for approximately eight months. Marking the first of many planned rotational deployments to the Western Pacific for the new LCS platform, Freedom will conduct maritime security operations with regional partners and allies.

"Freedom's maiden deployment is another clear signal of the Navy's enduring commitment to maintain security and stability in the vital Asia-Pacific region," said Adm. Cecil Haney, commander of the U.S. Pacific Fleet on March 1. "Rotationally deploying our new littoral combat ships improves our warfighting capability and directly supports the Navy's rebalance strategy to the Asia-Pacific.

"Even in the face of potential budget cuts, there should be no doubt that the U.S. Pacific Fleet remains on watch and that we will continue to deploy our most capable units forward to operate with our allies and partners."

After making initial port visits in Hawaii and Guam, Freedom is expected to participate in the International Maritime Defence Exhibition and Conference (IMDEX) in Singapore and in select phases of the Cooperation Afloat Readiness and Training (CARAT) exercise series in Southeast Asia.

During the first-ever LCS deployment, Freedom will demonstrate her operational capabilities and allow the Navy to evaluate crew rotation and maintenance plans. Fast, agile, and mission-focused, LCS platforms are designed to employ modular mission packages that can be configured for three separate purposes: surface warfare, mine countermeasures, or anti-submarine warfare. Freedom will be initially manned by her "Gold" crew of 91 Sailors to include mission package personnel and an aviation detachment to operate an embarked MH-60 helicopter.

"We are genuinely excited about our deployment," said Cmdr. Timothy Wilke, Freedom's Gold Crew commanding officer on March 1. "The men and women of Freedom have worked extremely hard to get us to where we are today, and I couldn't be prouder. We're ready to get out there, work with regional navies and show the world what this ship can do."

Freedom will remain homeported in San Diego throughout this rotational deployment to Southeast Asia. Midway through Freedom's deployment, a crew-swap will be conducted with her "Blue" crew, commanded by Cmdr. Patrick C. Thien.

Freedoms first-ever appearance in the NCS ended last night in a 4-0 loss to top-seeded De La Salle in Concord.

No matter how this game went, and we are all hurt and suffering inside, nothing can take away the fantastic season that we had, said Freedom head coach Sal Acevedo. We made history, and the boys fought as hard as they could. I couldnt ask for anything more from these guys. They finished with dignity.

Cyrus Cylinder, ancient decree of religious freedom , starts U.S. tour

WASHINGTON (Reuters) - The Cyrus Cylinder of ancient Persia, a landmark in religious freedom and a potent symbol of Iranian national identity, will begin its first U.S. tour with an exhibit that opens Saturday in Washington.

The barrel-shaped clay artifact, 2,500 years old and only 9 inches long, has been described as the first declaration of human rights and an influence on leaders from Alexander the Great to Thomas Jefferson.

It has been celebrated by the shah of Iran and that country's post-revolutionary leaders, as well as by the ancient Hebrews and the founders of modern Israel.

"The Cyrus Cylinder and Ancient Persia" exhibit, opening at the Arthur M. Sackler Gallery, "is about understanding the way Iranians see themselves in the world, and that's obviously important at the moment," said Neil MacGregor, director of the British Museum, which loaned the piece.

The artifact bears inscriptions proclaiming the victory of Persian ruler Cyrus over Babylon in the sixth century B.C. It records the Persian emperor's restoration of shrines dedicated to different gods and his intention to allow freedom of worship to people displaced by defeated ruler Nabonidus.

Such declarations of religious tolerance were not uncommon at the time, but Cyrus' was unique in its nature and scope.

"The cylinder has acquired a special resonance, and is valued by people all around the world as a symbol of tolerance and respect for different peoples and different faiths," the British Museum says on its website.

More than a million people flocked to see the cylinder when the museum lent it to Iran in 2010, in one of the most-viewed exhibits in the country's history.

Cyrus' proclamation was written in spiky Babylonian cuneiform on the soft clay cylinder, which was buried in Babylon, now in modern-day Iraq. It was dug up in 1879 and has since been in the British Museum.

The exhibit runs through April 28 at the Sackler, which is part of the Smithsonian Institution, then travels to Houston, New York, San Francisco and Los Angeles.

Sharks Shut Down Florida Beaches

A huge swarm of sharks that shut down beaches in Florida is migrating up the East Coast in a display that, while stunning, has spring breakers staying out of the water.

Tens of thousands of the predators -- mostly blacktip and spinner sharks -- are now coming to shore, and towards swimmers, during their annual migration north.

"We saw something moving in the water and everybody was saying, 'ahh! sharks!,'" one witness in Palm Beach, Fla. told ABC News.

Craig Pollock, a lifeguard supervisor in Palm Beach, said that sharks for the most part don't disturb the area beaches.

"We don't have a sandbar. A lot of times when we have a sandbar the sharks stay off of the shore a little further," he said.

Shark sightings are not uncommon for South Florida beaches.

"Every year we expect annual shark migration to come through this area," Pollock said.

But the migration from Florida to North Carolina usually starts and ends sooner -- well before Florida's prime beach season. But that's not the case this year.

Researchers at Florida Atlantic University say they have now counted some 15,000 sharks. Most of them were seen less than 200 yards from shore.

Florida beaches open again after shark threat passes

PALM BEACH, Florida Several beaches in South Florida have reopened to the public after thousands of sharks were spotted swimming close to the shoreline.

For the last two days, three beaches in Palm Beach County were declared off-limits to swimmers after the shark migration.

The beaches reopened Thursday, though unseasonably chilly temperatures likely will keep most swimmers away anyway.

When sharks are spotted near shore, lifeguards close beaches for at least a half-hour.

CBS 4 Miami reported the marine predators, mostly blacktip and spinner sharks, had been spotted from Boca Raton to Jupiter since the start of the month.

Shark sightings off South Florida are not uncommon this time of year.

Once a shark appears near the shore, a lifeguard will close the beach and keep it closed until half hour after the last shark is spotted.

If you're swimming at a South Florida beach, be sure to swim along beaches where lifeguards are present. Also, leave your jewelry on the shore. Scientists say sharks are attracted to silver, along with the colors yellow and gold.

Thousands of sharks, heading north after migrating to the south for winter, prompted beach closures along South Florida's Atlantic coastline. NBC's Brian Williams reports.

Several beaches along South Florida's Atlantic coast line were closed after thousands of sharks were seen migrating in the waters.

The sharks were migrating from Boca Raton to Jupiter since the beginning of March, marine biologists told NBC Miami.

Biologists said the sharks are going north after migrating to the south for the winter.

Lifeguards at Midtown Beach saw spinner sharks in the waters and put up red flags to tell beachgoers they couldn't enter the water.

"It's dangerous. It's not what you would expect. Families come out here to enjoy the weather, beach, and sand, but now they can't.They have to travel a little bit further than they should," said beachgoer Guirlene Exantus.

Doctors at St. Mary's Medical Center in West Palm Beach told WPTV that they see about five to six shark bite victims annually. These bites are usually minor, but can put the victim at risk for infections.

Swimmers are advised to swim close at beaches with lifeguards and take jewelry off before getting in the water as experts say sharks are attracted to silver, yellow and gold.
