Saipan, NI delegation confirms council member from Northern Islands

By a vote of 20-0 with one absence, the Saipan and Northern Islands Legislative Delegation confirmed yesterday afternoon the appointment of Diego L. Kaipat as the third member of the Saipan and Northern Islands Municipal Council.

This makes it the first time for the municipal council to have a member who was born and raised in the Northern Islands, boosting efforts to resettle and develop the islands north of Saipan.

Kaipat, a former nurse for some 25 years, said he was born in Agrigan and grew up in Pagan.

One of his priorities is revisiting a Northern Islands resettlement and development plan as he personally supports moving back people there, he said.

Kaipat was surrounded by family, relatives, friends and supporters when delegation members voted one by one to confirm him.

Among those who testified to endorse his appointment were Saipan and Northern Islands Municipal Council chair Ramon B. Camacho, Saipan Mayor Donald Flores, Frances Sablan and Jerome Aldan from the Northern Islands Mayor's Office.

The crowd applauded when delegation chair Rep. Ray Tebuteb (IR-Saipan) announced Kaipat's official confirmation.

I am very.almost speechless at this time. I'm very excited, I'm happy to be confirmed as a member of the .municipal council, Kaipat later told reporters.

Gov. Eloy S. Inos administered the oath of office for Kaipat late yesterday afternoon.

MPs: Health care failing diabetics

Diabetes health care in England is failing thousands of people, a group of MPs has warned.

Almost half of people with diabetes are not getting the nine annual recommended checks, MPs said

Members of the All Party Parliamentary Group for Diabetes have called on ministers to take action on the "poor state" of diabetes care after its report highlighted "huge variations" in standards of care across the country.

It added that almost half of people with diabetes are not getting the nine annual checks recommended by the National Institute of Health and Clinical Excellence (Nice). The MPs said that without this care, patients are at higher risk of developing diabetes-related complications such as blindness, strokes or amputations.

The report calls for a national plan for better healthcare across the country and also says the Government should increase funding for type 1 diabetes.

Torbay MP Adrian Sanders, chairman of the group, said: "Diabetes is one of the greatest challenges we face yet diabetes healthcare is poor, patchy and expensive, and too many people with the condition are not getting the care or support they desperately need.

"It is completely unacceptable that barely half of people with diabetes are getting the nine checks and services recommended by Nice. This postcode lottery of care is leading to devastating health conditions and premature death for many people with the condition.

"While we welcome the Government's acceptance that care for people with diabetes is poor and must improve, we now need the Government to spell out exactly how they intend to make diabetes a priority so that everyone with diabetes receives the care and support they need.

"Unless this happens, thousands more people a year will be condemned to entirely avoidable debilitating complications and early death."

Barbara Young, chief executive of Diabetes UK, said: "Time and time again we hear about the depressingly poor state of diabetes healthcare, yet we are still waiting to hear how the Government intends to deal with what is fast becoming a crisis. The Government must designate diabetes as a priority and commit to ensuring everyone with diabetes gets good quality care so that they can live long healthy lives."

Arlington hospital may team with health care nonprofit

The Arlington hospital is joining with two other public hospitals, Island Hospital in Anacortes and Skagit Valley Hospital in Mount Vernon, to consider its options.

The three hospital boards are scheduled to give final approval tonight to seeking proposals from other regional health care organizations on how they might work together.

The meeting is scheduled to begin at 5 p.m. at the WSU Extension Center, 16650 Highway 536 in Mount Vernon.

One of the reasons Cascade Valley is considering the change is that smaller community hospitals have a tough time making it financially. Partnerships mean they can offer the services of other larger health care organizations, said Clark Jones, the hospital's chief executive.

"It's difficult to be a small hospital in a suburban or urban area," he said.

The type of services offered at Cascade Valley tend to be the day-to-day-services that people need most often, such as the emergency room or baby delivery services, he said.

Yet hospitals generally aren't paid very much by insurance companies or government programs such as Medicaid or Medicare to provide these services, Jones said.

Payment is better for specialty services such as heart surgery, brain and stroke services, and intensive care units for infants, he said. But these services are only provided in larger, nearby urban and suburban hospitals.

Letters requesting business proposals with the three hospitals will probably be sent to the area's major not-for-profit health care organizations, Jones said.

New Drama Club forms at Freedom Plaza

Freedom Plaza abounds in clubs both the kind that go into golf bags and the social membership type.

Residents, of course, bring their own golf clubs when they move in, and they also bring along their own leisure-time pursuits. Eventually they meet other residents with that common interest and a mutual desire to share it, voila a Freedom Plaza club is born.

At present there are 27 resident clubs listed at Freedom Plaza. They range from the Art League and several bridge clubs, shuffleboard and the Freedom Singers to poker, pickleball, the Knit-Wits and Wood Workers. And it goes without saying that Freedom Plaza hosts a men's and women's golf club.

Management supports all of the clubs by providing space for their activities and by advertising their meetings and events. Occasionally, when transportation is needed for a special club outing, that also is made available.

The newest "kid on the block" is the Drama Club, whose members are to be known as the Plaza Players. They have had several meetings, elected officers and are in the process of drafting their mission statement. They plan to pattern their organization on that of a repertory theater company, similar to Sun City Center's Pelican Players and Performing Arts Club.

The Plaza Players are already hard at work on their first presentation, a radio show where actors read their scripts before a live audience.

In forming their new club, Freedom Plaza thespians are following a growing trend among retirement-age citizens. Senior Theater USA, a national organization, has more than 600 registered groups. The group provides Internet access to materials such as scripts, suggests sources for costumes and sets, and offers general support.

Freedom latest victim in supermarket wars

Freedom Foods (FNP.AX), maker of soy, almond and milk products has seen its products suddenly dropped from 500 Woolworths Limiteds (WOW.AX) stores.

Despite selling really well, and growing at over 15%, Woolworths have decided to reduce the distribution of Australias Own Organic range of soy, rice and almond milks to less than 280 stores, said Michael Bracka, managing director of Freedom.

He says that he was never told the reason, but believes it may be because the giant supermarket wants to sell more of its own private label products.

Freedom is not the first to be squeezed out of the supermarket chains, and appears unlikely to be the last. Gourmet Food Group, the maker of iconic Rosella tomato sauce, was placed into receivership last year. Coles owned by Wesfarmers Limited (WES.AX) stopped selling Mainland cheeses produced by New Zealand dairy giant Fonterra (FSF.AX), last year.

A spokesperson for Woolworths said the Freedom decision was taken after the company decided to only stock products in stores where customers show a high degree of loyalty to the Freedom range.

Both Coles and Woolworths are trying to increase the number of home brand products on their shelves, as they attempt to increase their margins. Private label products have higher margins, because the supermarkets have greater control over producers and suppliers prices.

According to the Australian Food and Grocery Council, which represents suppliers, private labels were 25% of supermarket sales in 2010. Should Australia follow the trend in Europe, which has up to 50% of total sales in private labels. That could decimate Australian manufacturers.

Exports are also out of the question, because of the high Australian dollar, leaving manufacturers stuck between a rock and a hard place.

Foolish takeaway

Australias food manufacturing industry will be hoping that the Australian consumer and Competition Commission (ACCC) takes strong action against the supermarket giants. The ACCC is conducting an investigation into their practices after receiving a number of complaints from suppliers.

Lewis awarded freedom of London

Homeland star Damian Lewis has received the freedom of the City of London in recognition of his achievements as an actor.

The London-born actor picked up a Golden Globe award earlier this year for his role as Marine Sergeant Nicholas Brody in the hit TV series.

He said the honour was "one of the greatest I've ever received".

The freedom of the City dates back to 1237 and is offered to individuals to celebrate a significant achievement.

Other recent recipients include Sir Michael Caine and London 2012 Paralympian David Weir.

Receiving the award at the City's Guildhall, Lewis said: "It's remarkable, I'm still surprised. I wasn't quite sure if they'd got the right person, so I'm very happy to be here. It's a rare occasion."

Lewis, 42, was educated at Eton College and the Guildhall School of Music and Drama, from where he graduated in 1993.

The actor, also known for playing Soames Forsyte in ITV's The Forsyte Saga and Major Richard D. Winters in the US mini-series Band Of Brothers, said he felt strongly connected to London.

"I feel like a Londoner through and through actually. London is the greatest city in the world, I think."

Cris " Cyborg " Santos Gets New Opponent Ahead of Debut at Invicta 5

An injury has forced one of the major bouts at Invicta 5, which is coming up next weekend, to make a change as Ediane Gomes has suffered an injury and is out of her scheduled fight against former Strikeforce champ Cris "Cyborg" Santos.

Invicta officials announced Gomes' injury on Tuesday, but it didn't take long for them to find a replacement and it happens to be somebody else already scheduled for the card.

Fiona Muxlow, who was originally scheduled to face off against Julia Budd on the card, will instead face Santos as one of the featured bouts on the Invicta 5 internet pay-per-view.

The new fight was confirmed by Invicta officials on Tuesday evening.

Fiona Muxlow comes to Invicta with a 6-2 record overall primarily fighting out of her home area in Australia.

Ironically enough, Muxlow's last fight was a loss to current Invicta 145-pound contender Marloes Coenen at the DREAM New Year's Eve show to close 2012. Muxlow lost to Coenen by first round armbar in Japan.

The expected plan for the winner of the bout between Santos and Muxlow is to face Coenen next for the inaugural Invicta featherweight women's world title.

Muxlow is facing a tall order stepping in on short notice to face Santos, who returns to action after more than a year away from the sport after testing positive for a banned substance following her last fight in Strikeforce at the end of 2011.

Since that time, Santos has exited Strikeforce after the promotion dissolved, and with her fighting weight at 145-pounds, she's ineligible to sign with the UFC because they only currently have the 135-pound women's division.

Instead, Santos signed a multi-fight deal with Invicta with hopes of fighting next weekend, and then battling Coenen for the first ever featherweight title for the promotion.

Beaches open after shark scare

BEACHES have re-opened after a massive pack of more than 100 sharks was seen about 600m off popular Trigg Point earlier today.

The sharks were spotted about 12.25pm today by pilotson board the Surf Lifesaving Westpac Helicopter.

City of Stirling Beach services coordinator John Snook told ABC radio this afternoon the sharks were believed to be juvenile bronze whalers feeding on a school of baitfish.

He said the size of the school of sharks was "absolutely unusual."

Beaches 1km north and south of Trigg Point were closed for several hours with shark alarms going off to get people out of the water. They were reopened around 2pm.

Astronomy ‘s Newest, Biggest Stargazer

Its not often you get to see a telescope dance, but thats exactly what happened in the thin, dry air of Chiles Atacama Desert on March 12. Thats when astronomys newest, biggest, most powerful stargazing machine was formally dedicated, after more than a year of preliminary operations. As the speeches from various political and scientific dignitaries came to a close, the Atacama Large Millimeter-submillimeter Array, or ALMA a set of 57 radio dishes perched on the Chajnantor Plateau, some 16,600 ft. (5,060 m) above sea level began to swivel and sway, in perfect, choreographed unison, as music filled a tent packed with scientific VIPs.

OK, maybe it was a little over the top, but ALMAs creators, including scientists and engineers from Europe, North America, Asia and Chile had the right to make a fuss. The $1.3-billion array is a technological tour-de-force that will produce images ten times sharper than the Hubble; study galaxies from the dawn of time; tease out the secrets of solar systems as they form; and more. Within a decade, says Leslie Sage, Senior Editor for Physical Sciences at the journal Nature, ALMA will have revolutionized astronomy more than the Hubble ever has.

Actually, that revolution has already begun. Even as ALMAs dishes were performing their coming-out ballet, astronomers were announcing that during its earlier, shakedown runs, the telescope had discovered surprising numbers of so-called starburst galaxies, where new suns are being born at a prodigious rate, just a billion years after the Big Bang which is a billion years earlier than anyone had expected.

Last year, a team of observers used the array to detect the presence of unseen planets orbiting the star Fomalhaut, inferring the existence of the worldsby their effects on a ring of dust. These first results are spectacular, says Pierre Cox, ALMAs incoming director, and they were done with a limited number of antennasin the case of the planets, with just 15 of what will ultimately be 66 dishes, working in concert.

Thats one big reason the new telescope is so powerful: by combining the signals from all those dishes, ALMA can simulate a single dish as much as 10 miles (16 km) across. That makes ALMAs images preternaturally sharp. The powerful detectors at the heart of each dish, meanwhile, cooled to within a few degrees above absolute zero (-460F, or -273C) can sense the ping of incoming electromagnetic radiation with unprecedented sensitivity.

In this case, the radiation in question isnt ordinary visible light, but rather a form of light that lies in between the infrared and the microwave parts of the spectrum. Some astronomical phenomena, like the rings of cool dust that eventually turn into planets, naturally glow brightest in the millimeter-submillimeter part of the spectrum. Others, such as distant galaxies, start off with a smaller wavelength but their emissions are then stretched into the millimeter-submillimeter region as they cross a universe thats constantly expanding.
