Cayman Islands-owned Mangakahia Forest lists harvest by 60 percent , sales up 35 percent

May 28 (BusinessDesk) - Greenheart NZ Forestry, the Northland forester whose ultimate owner shifted from failed Sino-Forest Corp to a Cayman Islands based company this year, has lifted its annual harvest by 60 percent and sales by 35 percent, its 2012 accounts show.

Greenheart operates the 13,000 hectare Mangakahia Forest, which it acquired from former parent Sino-Forest in 2011 for US$73 million in shares and debt. It was among assets transferred from Sino-Forest to Cayman Islands incorporated Emerald Plantation Holdings as part of a Canadian deal with Sino-Forest's creditors in January.

Greenheart NZ's accounts show the group harvested about 558,550 cubic metres of wood in calendar 2012, up from 348,620 cu m in 2011. Total revenue climbed 35 percent to US$37.7 million, of which about US$34 million was in export sales.

Operating costs rose to US$34.2 million from US$23.6 million, of which the bulk was harvest and distribution costs. Net profit fell to US$977,000 from US$2.46 million a year earlier, once one-time accounting adjustments and interest costs are included.

Interest-bearing debt of about US$57 million included a US$40 million loan from former immediate parent Mega Harvest International

Sino-Forest filed for bankruptcy protection in Canada in March last year. Under a plan agreed by its creditors, its assets were transferred to Emerald, owned by the creditors. The transfer included 66.6 percent of Hong Kong-listed Greenheart Group, triggering a requirement for Emerald to make an offer for the remaining shares, which it did this year.

The Toronto Stock Exchange listed shares of Sino Forest tumbled in June 2011 after short-seller Carson Block of Muddy Waters Research alleged the company had been inflating its assets and earnings. The shares were subsequently suspended from trading by the Ontario Securities Commission.

Shareholders of Sino-Forest had included Richard Chandler Corp, the investment vehicle of kiwi-born investors Richard Chandler.

New Zealand's total exports of logs and wood fell 1.2 percent to $3.16 billion in calendar2012, according to government figures.

Congressman Barrows Plan: Put the IRS in Charge of Your Healthcare. Fed Up?

The NRCC this week sought to explicitly tie the Internal Revenue Service scandal to the presidents health-care law, targeting four possibly vulnerable Democratic lawmakers with mobile billboards in their congressional districts.

The lawmakers are John Barrow of Georgia, Ann Kirkpatrick and Ron Barber of Arizona and Collin C. Peterson of Minnesota. Barrow and Peterson would seem to be odd targets because both voted against the Affordable Care Act, a.k.a. Obamacare.

But the NRCC justifies the attack because both men have voted against repealing the law. (The lawmakers say they would like to fix a bad law, rather than toss it out completely.)

But what about the key claim that the IRS would be in charge of a persons health care? Does that make sense? Lets take a closer look.

The Facts

Until the scandal erupted over the IRSs targeting of conservative groups applying for a tax-exempt status, few people had paid much attention to IRSs role in the health care law, including the NRCC. But it has an important role in implementing the law, particularly in collecting the taxes and penalties that help fund the expansion of health care to millions of Americans.

Revenue provisions contained in the legislation are designed to generate $438 billion to help pay for the overall cost of health care reform, said the Treasury Department Inspector General in a report this year. More than 40 of these provisions added to or amended the Internal Revenue Code and represent the largest set of tax law changes the IRS has had to implement in more than 20 years.

Health care safety net: County leaders protest governor's proposal to remove $300 million statewide this year

Alarmed at the threat of a big tear in their health care safety nets, leaders of Bay Area counties and public hospitals are opposing Gov. Jerry Brown's plan to take an estimated $2.5 billion from county health programs over the next three years.

Brown argues that the counties will no longer need this money for indigent care because several million Californians will become newly insured as major provisions of the national health reform law take effect beginning Jan. 1.

But county health leaders from around the Bay Area said Tuesday they expect thousands of their residents to remain uninsured -- and in need of government-funded health care. The debate is another indication of the most powerful dynamic affecting

Brown wants to use the money to help pay for other programs the state is shifting to the counties.

But county health leaders urged the governor not to shift the money until everyone has a clearer idea of how the national health care reforms will affect Californians.

"We're not greedy in San Mateo -- if there are savings, we're happy to share them with the state," said Jean Fraser, chief of the San Mateo County Health System. "But the governor is assuming everybody (who is eligible) will be enrolled and it will be a perfect world. Whether there are any savings is completely uncertain."

She estimated

Other Bay Area counties stand to lose much more. The impact in Contra Costa County would be about $7 million this year and rise to $25 million in 2015-16.

Santa Clara County would lose about $60 million annually and expects 100,000 to 150,000 residents will remain uninsured, said Rene Santiago, director of the Santa Clara Health and Hospital System.

>>> pretty shot of washington, d.c. very nice. capitol hill . with us now, the ceo of athena health. also with us, economic policy reporter for the "new york times," annie lowry. she wrote about the recent economic phenomenon and writes this. one of the economic mysteries has been the bigger than expected slowdown in health spending . a trend that promises to help close the wide federal deficit over the long-term. but only if it persists. while economists have cheered the flattening, families have assumed more and more of the health care burden, even if households benefit in the long-term, they might suffer in the long-term as their out of pocket health costs rise at a painful economic time to begin with. it is a painful economic time for most people even though the indicators show an upturn in so many ways. for the very rich.

>> yeah.

>> obama care obviously and the middle of the big debate, it still continues day in and day out. what's the future look like?

>> well, when you put that many sort of centrally administered little hooks and twists into anything of that scale, you're going to have a huge number of unintended consequences. some will be good and some bad.

>> which democrats very concerned right now, that kathleen sebelius may not be able to respond quickly. she has to respond quickly.

>> yeah. the basic problem right is you have an access problem that was driving the democrats. i got to get everybody something. this is 40 million people. too late. the market didn't work. we're stepping in and we're going to push everybody on to something. the other side of the argument is now you're going to forbid it from becoming affordable. you've boxed it in so you can't do a lot of things. so health plans aren't allowed offer to discount packaging. you can't have a no frills hmo. it's illegal not to have unlimited stage four cancer care in your package even though you cost it 25% more than not. that is the constriction that's going to make it harder for market forces to get in there and make it more affordable, but if the gravitational pull remains strong, if people remain feeling this is too much money and people somehow remotely are paying for it or can keep in mind they're paying for it, the entrepreneurial energy can still pull there. there are still things you can do to make it cheaper.

>> and annie, you obviously wrote an article talking about health care costs going down independent of the president's health care plan. i mean, people can obviously take credit for that, but for some reason a couple of years ago, it started to tick down about 2%. does that continue even after the recovery?

>> yeah, so there's a lot of evidence this happened independent of the health care law and of the really, really deep recession. so, the recession slowed the growth of health care cost, it's obviously a lot of people lost their insurance. they were very, very strapped economically, so they didn't want to spend a lot on procedures that were kind of on the line. but on top of that, you had slow growth because of changes in the medicare and medicaid programs and it looks like there are some things hospitals are administrating themselves to slow costs down.

>> i think she was right in that article, that we don't know, but there is this split. that the biggest phenomenon that happened during the slowdown is people who were insured, but at work when people are getting cut, didn't want to take time off to go get that hip or knee done because they wanted to be out on the floor. i'm killing it here, boss, when we're deciding how to meet our numbers.

>> how much do you think we could save if more doctors, hospitals, had online records? if you get sick in california, how much could we save? why haven't we done it.

Sheryl: Sure. Informally, I'm often referred to as Ford's "In-House Futurist," which is a bit of a misnomer, because I am the person that spends most of their time reminding people that no one can predict the future.

What I try to do is help give input to strategic discussions. What are the assumptions that are built into our plans? What happens if the assumptions that we have are wrong?

To challenge those things, I look at trends -- global trends -- through the lens of social, technological, economic, environmental, and political arenas, because while we'll never be able to predict the future, we know those are the five things that will shape the landscape.
