Quinnipiac's Medical School, Griffin Hospital Reach 5-Year Agreement

The new medical school at Quinnipiac University will send students to Griffin Hospital in Derby for clinical rotations beginning in the summer of 2014, under a five-year clinical affiliation announced Wednesday.

Griffin physicians working with the students will be named clinical professors at the school, the Frank H. Netter MD School of Medicine in North Haven, which opened this year.

The Netter school already has clinical affiliations with St. Vincent's Medical Center of Bridgeport, its principal clinical partner; MidState Medical Center of Meriden; Middlesex Hospital of Middletown; Waterbury Hospital; and Jewish Senior Services, The Jewish Home of Fairfield. It also has a research partner in Hartford Hospital.

Dr. Bruce Koeppen, founding dean of the medical school, said in a written statement, '[Griffin's] Planetree model of health care delivery, which organizes care around the needs of patients, will provide a valuable and unique experience for our students."

Griffin already is a clinical site for Quinnipiac's School of Health Sciences and its School of Nursing.

Patrick Charmel, president and CEO of Griffin Hospital, said in the announcement, "The medical school's commitment to preparing medical students to pursue primary care is consistent with Griffin Hospital's commitment to primary care and preventive medicine graduate medical education training."

Liberty County mom arrested after twin girls found locked in a room

Police arrested a Liberty County woman whose two young children were found locked in a room, naked and without food or water.

Brandy Dominguez, 20, was taken into custody about 1:15 p.m. Tuesday after Liberty County Sheriff's deputies served an arrest warrant at her home in the 200 block of County Road 2283.

Prosecutors charged her with abandonment/endangering a child by criminal negligence, authorities said.

Dominguez is on pre-trial release on a human trafficking charge. The children, twin 2-year-old girls, were discovered in unsanitary conditions when federal probation officers made a check at the home.

Dominguez was not home when the probation officers arrived. Her sister, Amy Castillo, allowed them inside where they later found the naked children in a locked room.

They had no toys, water, food or means to use the bathroom, officials said.

Castillo was taken into custody at that time and also charged with child endangerment.

Dominguez was taken to the Liberty County Jail where she is being held without bail on the state jail felony.

AG lambasts civil libertarian's 'bleating'

A public spat has erupted between the nation's top civil libertarian and Queensland's attorney-general over new anti-bikie gang laws.

Australian Council for Civil Liberties president Terry O'Gorman has called Jarrod Bleijie "a disgrace" and says he "doesn't give a rat's" about the high office he holds.

He's accused the attorney-general of rushing through laws that threaten freedom of association, without consultation or scrutiny.

The attorney-general has hit back, accusing Mr O'Gorman of "bleating" about the new laws because he didn't get his way.

He even suggested Mr O'Gorman may have contributed to the problems Queensland is now facing.

"I took the view parliament should deal with the matter as soon as possible," Mr Bleijie said on Wednesday.

"People are sick and tired of the likes of Mr O'Gorman bleating every time he (Mr O'Gorman) doesn't like something the government is doing because he didn't get his way.

"Well, he had his way for the last 20 years and that's in essence some of the issues we have now and we are trying to fix."

Parliament passed a suite of new laws on Wednesday aimed at dismantling criminal bikie gangs.

Among other things, they ban members and associates from gathering, and carry additional jail terms of 15 to 25 years for bikies who commit serious crimes.

NEW YORK--(BUSINESS WIRE)--

Fitch Ratings takes the following actions on the ratings of the U.S. Virgin Islands:

--Affirms the 'BBB' rating for the U.S. Virgin Islands (USVI) Public Finance Authority (VIPFA) bonds (Virgin Islands gross receipts tax (GRT) loan note) (senior lien);

--Affirms the 'BB' implied general obligation (GO) bond rating for the USVI. There are no outstanding stand-alone GO bonds of the USVI.

The Rating Outlooks remain Negative.

SECURITY

The GRT revenue bonds issued by VIPFA are secured by a pledge of GRT collections from the USVI deposited to the trustee for bondholders prior to their use for general purposes. The bonds also carry a GO pledge of the USVI.

KEY RATING DRIVERS

GRT SECURITY INSULATED FROM GOVERNMENT OPERATIONS: Bonds issued by the VIPFA and secured by the GRT have been insulated from general fund operations through a collection process that allocates pledged revenues to a separate escrow account. Debt service coverage remains satisfactory, even through stress scenarios. The USVI's action to raise the rate in fiscal 2012 appears to have offset the severity of declines due to the loss of Hovensa, the USVI's former largest employer and taxpayer; however, the linkage to the weak USVI economy maintains the rating Outlook at Negative. In addition, over-leveraging of the GRT to support general fund operations would weaken credit quality for these bonds.

ECONOMIC AND FINANCIAL STRAIN: The below investment-grade implied GO rating and Negative Outlook reflects significantly strained fiscal operations and the intractability of longer-term fiscal challenges that are now compounded by severe economic difficulties from the closure of Hovensa.

Health care law could inflate insurance costs for Pinellas schools

LARGO Businesses across the nation, including the Pinellas County school district, are adjusting their health care plans to comply with the Affordable Health Care Act, but one variable may end up costing the school district millions: substitute teachers.

By 2015, the act requires the school district to provide health care benefits to all employees who work at least 30 hours a week. The school district has provided health care for employees who may work two different jobs in different school district departments that add up to 30 hours a week but not substitutes or other part-time employees who work randomly at different locations, Ted Pafundi, director of risk management and insurance for the school district, said at Tuesdays School Board workshop.

Last school year, there were 1,798 part time employees, including substitute teachers, working in instructional and administrative positions, according to the school district.

We have substitutes that work on a regular basis and over a certain period of time may average that 30 hours that will be eligible for benefits at an additional cost to the board, Pafundi said. Were looking at potentially millions of dollars of additional benefits coming in.

The school district does not have a way to track how many substitute work 30 hours a week but will begin working on projections of how the health care law will affect it, said Superintendent Michael Grego.

That information would also help identify where substitutes are working for long periods of time, the school system can fill that spot with a full-time teacher, said School Board member Rene Flowers.

Paying for substitute teachers health care is an issue that has left school districts across the nation scrambling. Many school districts have resolved the problem by hiring one or two permanent substitutes per school and ensuring that others who work in emergency situations do not work a full 30 hours, Pafundi said. Others in Nevada, Tennessee and New Jersey are limiting substitute teachers to only working four or fewer days a week.

Officials are working on a report about what to do next. Its an officials school administrators say they need to figure out.

A good substitute you can work every single day somewhere, said School Board Chairwoman Carol Cook.

School district officials also discussed other changes that will take effect in 2014, when all U.S. citizens will be required to have health coverage or pay a penalty that will rise in following years unless they receive qualified coverage from an employer, such as the school district. Next year, waiting periods for employer-sponsored health plans will be limited to 90 days, and there will be no annual limit on what a health plan pays for essential benefits, although daily and frequency limits may still apply.
