Prime Minister John Key trod delicately around the risk of a diplomatic and trade row following revelations of a cyber attack on the governments National Institute of Water and Atmospheric Research (Niwa).
The IP (internet protocol) address identified as the source of the attack was in China but that did not mean it originated from there, the PM told his weekly post-cabinet press conference.
I would be very wary of attributing it to any country, he says.

It is very very difficult to know where these come from they often hide their identity through an IP address they used and sometimes it might look as though it comes from a particular country but they might just be the host.
The IP address on this particular case was China although that does not mean at all it is from a Chinese entity.
Last week the US Federal Bureau of Investigation indicted Chinese citizens (three army officers and two civilians) on charges relating to cyber espionage aimed at numerous American firms and unions and said numerous cyber attacks had been linked to members of Chinese Peoples Liberation Army. The indictment itself is seen as Quixotic (there is almost zero chance China will extradite the men to face charges), but is seen by most commentators as a warning shot, and an attempt embarrass China into changing its (alleged) pattern of attacks.
However, Mr Key says there is no evidence the NIWA attacks came from China.
The number of cyber attacks on New Zealand have nearly doubled in the last year, he says from 134 in 2012 to 219 last year.
But these come from a wide range of sources and most - around 70% - are aimed at private businesses and not government institutions.

One of the biggest challenges when learning a second language is picking up enough vocabulary.
To help those taking the DSE feel more confident about the English exam, computer students from the Institute of Vocational Education (IVE) have developed an award-winning app which helps students identify which words are most likely to appear on the paper.
But what makes the app so groundbreaking is that the creators have tapped into the "cloud". That's where information can be stored and then accessed from anywhere in the world.
The cloud is a way of storing huge amounts of data, far more than you could fit on one computer. Analysing "big data" can teach us things we never knew before.
The DSE English Learning App is the work of four final year computer systems administration students from the Department of Multimedia and Internet Technology at IVE.
Solomon Yan Chun-shan, Alfred Lai Chun-yin, Ding Lam Chun-wai and Ron Tam Hoi-kit wanted to create an app which would make studying for the DSE easier.
The students studied 22 years of HKCEE and HKALE English exam papers to develop the app. To analyse such a large amount of data would normally require a super-computer which would be too expensive for them.
But by using cloud computing, the students could carry out complex analysis of large amounts of data.
"It was the dream of many IT students to have their own super-computer," says Lai. "Now this dream has come true with the use of cloud technology.

Bob Baittie is a community guest blogger for the Pioneer Press. He lives in Vernon Hills and runs his graphic design business out of Skokie. Baittie shares posts from his personal blog Tremors in the Universe, where he explores spirituality and life after being diagnosed with Parkinsons in personal and heartfelt anecdotes. He answered a few questions for us about how blogging fits into his life, his path towards turning his blog into a book and his enduring sense of humor in the face of lifes challenges.
Q. How did you get started writing your blog?
A. Upon receiving a diagnosis of Parkinsons disease I was struck by my overwhelming sense of relief. In an effort to try and understand my emotions, I decided to begin journaling my thoughts. It became important to me to document and put into words my outlook, thoughts and views of life. I feel that I have a unique viewpoint which may inspire other patients who have received the same diagnosis.
Q. What was it like when you sat down to write your first post?
A. Frightening. I fought against a lot of feelings of who am I? to offer this viewpoint on something so widely experienced by so many.
Q. How has documenting your experiences of life after being diagnosed affected you?
A. This process has been a huge learning experience. It has been humbling and empowering. Overall it has opened my eyes to the importance of relationships and connections within my life. Ironically Parkinsons has shown to diminish connections-yet this blog has widened my connections with others. Documenting my experiences has allowed me to reflect upon my reactions. I have learned that you cannot control what life brings you, but you can control how you react to it.
Q. Youre looking for a publisher to have your blog turned into a book. Can you talk a little about how that came about and how its going?
A. The idea to transform this blog into a book became a reality due to the overwhelming encouragement of my followers, friends, and family.
More recently I have made the decision to self publish while continuing to search for a traditional publisher. I feel by transforming my writings into a publication I can potentially gain a broader audience.

Russia is developing a national program of manned space explorations which will replace the International Space Station (ISS) program after 2020, the Russian Federal Space Agency, Roscosmos, said Thursday.
"The development of the national strategy of manned spaceflight is underway now. Along with the Russian Academy of Sciences and the industrial sector we are preparing a certain concept beyond the ISS," Roscosmos Deputy Chief Sergei Savelyev told reporters at the 18th St. Petersburg International Economic Forum.
China and the European Space Agency, he added, were seen as the potential partners in the new strategy, but the key role will belong to Russia.
Russian Deputy Prime Minister Dmitry Rogozin, who is in charge of space and defense sectors, said earlier in the week that Moscow had no plans to extend the operation of the ISS beyond 2020, though the United States had proposed to extend ISS cooperation after that year.
On Tuesday, Rogozin also threatened that from June 1 Moscow would shut down 11 U.S. Global Positioning System (GPS) base stations on Russian territory in response to Washington's anti-Russia sanctions and its refusal to plant Russian Glonass ground base stations on U.S. territory.
Meanwhile, Roscosmos plans to resume talks over the placement of Glonass stations in the United States over the next few weeks, Savelyev said.
"I think it will happen in the very near future, over the next two or three weeks ... It would still give us a chance to walk away from the unpleasant situation over sanctions and continue cooperation," the Interfax news agency quoted the official as saying.
