Police Chief Anticipates D.C. Will Issue Concealed Carry Permits

D.C.'s police chief expects to issue concealed carry permits after the application process opens later this month, despite concerns from Second Amendment advocates that the law is too restrictive.

At a Council hearing on the License to Carry a Pistol Amendment Act, created in response to a court ruling that found D.C.'s ban on carrying handguns in public to be unconstitutional, Metropolitan Police Department Chief Cathy Lanier suggested three changes to the law as written.

Lanier wants the bill to limit the concealed carry of handguns on the grounds and in the parking areas of government buildings, and doesn't want taxi drivers to be able to carry while transporting passengers. The bill currently prohibits carrying handguns in certain buildings, like schools and bars, and on public transportation.

Much more complicated is the limiting of carrying near motorcades and the process through which people with permits should be notified.

"Licensees will be required to know about law," Lanier said, adding that pedestrian movement and traffic is limited when motorcades are going through an area. "It's a very visible shutdown."

Lanier said that police should not have to notify a person with a concealed carry permit verbally that they cannot carry near motorcades or well-publicized events that prohibit guns. "Event organizers should not have to hire police officers to say guns are prohibited," she said.

The question of licensing people with mental illnesses was also a sticking point.

In addition to searching national and local databases, Arthur Parker from the Office of the Attorney General said the city will rely on self-disclosure to discover mental illnesses that would prohibit concealed carry.

"I wish i could tell you there's some guarantee, but there's not," Lanier told Councilmember Yvette Alexander of keeping guns out of the hands of people with a dangerous mental illness.

Under the bill, applicants will have to prove they have a "legitimate need" to carry a handgun in public. This would not include living in a neighborhood where crime is common, but being the victim of stalking would be a legitimate reason, according to officials.

Noriegas Call of Duty lawsuit an outrageous offense to basic protections, Giuliani says

Former New York City mayor Rudy Giuliani, now defendingActivision Blizzard inManuel Noriegas Call of Duty: Black Ops II lawsuit, called the legal matter an outrageous offense to the first amendment during a recent press conference (via The Hollywood Reporter). Giuliani spoke following a hearing at the Los Angeles Superior Court in which the Activision Blizzard legal team arguedfor a special motion to strike on the grounds that the games inclusion of Noriegas likeness is protected under the first amendment.

Giuliani contended that, should thelawsuit succeed, it would send us down a dangerous, slippery slope toward censorship. The reason Im involved in this case is I see the significance of the First Amendment, he said. Should Noriega be allowed tosucceed, it would virtually destroy the historical novel, the historical movies like The Butler and Zero Dark Thirty, inwhich historical figures are portrayed. If Noriega were to succeed in this case, as I told the judge,Bin Ladens heirs would be able to sue for Zero Dark Thirty.

His response then turned into a personal attack on Noriega:I think a man that engaged in selling $200 million of cocaine in the United States, who knows how many children he killed, a man who was a dictator of his country in which he tortured people for nine years, a man who laundered money in France, a man who chopped the head off of one of his allies and then was convicted in three countries, who is sitting in jail in Panama, trying to recover because he is a minor, minor figure in a very excellent game, Call of Duty by Activision, is an outrage,

Noriega, for his part, responded to Activision Blizzards motion to dismiss with a statement clarifying his position.I first became aware that my image and likeness was being utilized in Call of Duty: Black Ops II, the former Panamanian dictator explained,when my grandchildren played the game and asked why, in the video game, their target was to capture my character.

The Bitcoin market had an exciting week with the market value breaking over the $400 mark againbut its been hovering above and below the $400 band since that happened. Canada received an amazing talk from Andreas Antonopoulos, previous Chief Security Officer at Blockchain.info and author of Mastering Bitcoin, who spoke to the Canadian senate with an impassioned explanation of Bitcoin and its innovative future.

In the legal corner of Bitcoin news, Dorian Nakamotoa man outed by Newsweek alleged to be the Satoshi Nakamotois seeking a lawsuit against Newsweek for what happened after the article that brought attention to him. Still no word on who or what the actual Satoshi Nakamoto happens to be. And, Butterfly Labs is striking back against the Federal Trade Commission after a complaint shut down the business as part of an investigation into its practices.

Last, but not least, a new website has launched that gives an up-to-date measure of historical Bitcoin volatility at btcvol.info.

When the market value of bitcoin fell below $400 near September 27th, it must have led to a community-wide depression. It seems this way because now that the market value has risen, once again, above $400 (sometime midnight Sunday) it triggered a few joyous posts on reddit.

Since then, the price has hovered near $400, rising and falling in a band between $415 and $395.

Andreas Antonopolous last week went in front of the Senate of Canada and spoke to the government body about the regulating Bitcoin. The first eleven minutes is Antonopoulos speech and the remaining almost hour-and-a-half of the video is questions. Even if you dont have two hours to watch, its worth watching his opening statements.

Antonopoulos argues against tight regulation on Bitcoin because it will stifle innovation and during the questions segment rebutted numerous queries about crime and money laundering by discussing the nature of privacy and security with Bitcoin. He especially did a good job of showing how while BItcoin is more transparent than fiat money it can also be more secure.

The senators ask interesting and extremely thoughtful questions, most of which center around consumer protection and economics; but amid the most enlightening was Who are Bitcoins biggest detractors around the 41:20 mark.

In an attempt to resolve the hunt for the legendary Satoshi Nakamotothe mythical Batman and inventor of BitcoinNewsweeks Leah McGrath Goodman claimed that Dorian Nakamoto of California happened to be the mythical Bitcoin inventor. This led to a major disruption of Nakamotos life.

This has happened before. A reporter for The New Yorker interviewed Michael Clear, another cryptographer with a math backgroundyet also denied being Satoshi. However, Dorian Nakamoto had the benefit of a very similar name.

Gibson and Touloute Re-Sign with Comets

October 17, 2014 - Major Arena Soccer League (MASL) Missouri Comets INDEPENDENCE, MO (September 24, 2014) - The Missouri Comets have announced the re-signing of long-time forward Leo Gibson, who agreed to a three-year contract extension after being an essential piece to the Comets first ever MISL Championship. Along with Gibson, the Comets have announced the signing of forward Max Touloute, who signed a one year agreement. Per league and team policies, additional contract details were not disclosed.

Gibson, a Monrovia, Liberia native, signed with the Comets in 2010 as a part of the new era for the franchise and has become one of the fan favorites thanks to his high-energy and dynamic play on the field.

"He [Gibson] is the hardest working player I've ever been around," said Comets Head Coach Vlatko Andonovski. "He is the first person to show up at practice and always stays after to work on his game. His importance to the team is immeasurable."

In his first season with the Comets, Gibson won the November MISL Offensive Player of the Month before having to play on the back line forced by an injury situation halfway through the season. Gibson showed his versatility on the field displaying great defensive skills but still showing his offensive side. That season, he had 51 points and 22 blocks in 23 games and was named to the First Team All-MISL.

In his second season, Gibson kept the ball rolling and at the end of the season he was named to the Second Team All-MISL.

The 2012/13 season marked Gibson's best year as a Comet and in his professional indoor soccer career after being named to the First Team All-MISL for the second time while winning the January Defensive Player of the Month and two Player of the Week Awards. He also made MISL history that season by scoring the most points in a single game with 16 and most goals in a game with 6 including an unforgettable bicycle kick goal on January 19, 2013 against the Rochester Lancers.

Last year, he led the league in both points and assists as he finished the season on top of the individual points race with 76. Gibson also took home the assists crown with a late surge that saw him record eight helpers in his final five games to give him 25 for the season, which were vital for the team to lift the MISL Championship trophy and for him to make the First Team All-MISL for the third time since joining the team.

Max Touloute joined the Comets via trade from the Pennsylvania Roar on February 19, 2014. He joined the Roar in January of 2013. In the five games he played with Pennsylvania, Touloute tallied 16 points and seven goals. In 2012 he played seven games with the Wichita Wings in a reserve role.

The Haitian forward played four regular season games for the Comets last season and recorded 15 points after tallying 7 goals and one assist. During the playoffs, Touloute appeared in all six games recorded 6 points courtesy of 2 goals and 1 assist, which were vital for the team to lift the MISL Championship trophy.

Gibson and Touloute, along with the rest of the Comets team will be in attendance this Monday, October 20th at the Independence Events Center from 2-3 p.m. for an open to the public press conference where the team will unveil their new home and away jerseys as well as other important information.
