Winchester approves longevity bonuses

Some city employees finally got a longevity increase thanks to a measure approved by the Winchester Board of Commissioners Tuesday night.

The city met in special session Tuesday after rescheduling its January meetings last month.

The approved order moves the cap for employees serving for longer than 25 years, giving each pay grade a wider range of pay. This allows employees who had already reached the maximum salary to continue to get time-in-service bumps for working more than 25 years.

Their only opportunity for an increase is if theres a budgeted across-the-board raise, said J.R. Wilhite, interim city manager. There are just a handful of employees that this would impact, so its not a significant cost.

Wilhite said the measure would immediately affect about five employees and cost the city less than $3,000.

Its continuing the same step increases that are available for them in their first 25 years of service, he said. You certainly want to do what you can to encourage folks who have good experience to stay working.

In other business, the board also:

Approved a measure reclassifying property at 134 S. Maple St. and 103 W. Hickman St. from residential to downtown business.

Approved orders appointing Nick Bailey to the Winchester Tree Board, accepting the resignation of Doug Beltzner from the same board and appointing Drew Graham to finish Beltzners term.

MELBOURNE, Australia (AP) -- Kimiko Date-Krumm is amazed she's still playing Grand Slam tennis at 42.

''It's a miracle,'' she said.

After a week of setting age-related records and becoming the media darling of this year's Australian Open, the Japanese player lost her third-round singles match on Saturday.

''It was a great tournament for me,'' Date-Krumm said after a 6-2, 7-6 (3) loss to 21-year-old Serbian Bojana Jovanovski.

In a sport dominated with women half her age, it was a great tournament for Date-Krumm.

This was her 43rd time playing a Grand Slam tournament - and she was the oldest woman in the draw by about a decade. The only other player who came close was 33-year-old Greta Arn of Hungary - who lost in the first round.

Date-Krumm is ranked 100th but defied the ranking system. She created a stir by beating No. 12-seeded Nadia Petrova - who is 30 - 6-2, 6-0 in the first round and becoming the oldest woman to win a singles match at the Australian Open.

During the week, she held court at packed press conferences and fielded questions about her secrets to longevity.

''Sleep a lot. Drink water a lot. It's nothing special,'' she said, noting that she's older than some of her opponents' mothers.

Date-Krumm, who is married to German race car driver Michael Krumm, took a 12-year break from tennis and returned in 2008. When she came back, she never planned to play at the Grand Slam level.

Bunheads creator and executive producer Amy Sherman-Palladino knows about the criticism surrounding the first season. In fact, she welcomes it.

"I wake up every day wanting someone to call me nihilistic and crazy," the Gilmore Girls alum jokingly told reporters at ABC's winter TV preview Thursday.

"I'm an old, tired broad. I do my thing. I know what I am, but television has changed," said Sherman-Palladino, who added that Bunheads' slow pace was similar to her previous hit. "Gilmore Girls was three acts and a teaser. We are six acts and a teaser. The actual structure of television has changed. ... There is just now more plot pushed into shows."

Just because television has changed doesn't mean Sherman-Palladino plans to shift with it. "I've never written to act breaks. It's not my style," she said. "I want the story to unfold the way I hear it in the 20 voices in my head."

Although she noted "nobody's dying at the end of every single act," she did point to the eventual midseason finale, in which Sasha returned to class, Boo and Carl (finally) got together, and Michelle left town after accidentally spraying her dance students with mace. "I've always believed that if you burn through all of your plot in one episode, how do you get five years out of a show?" she said. "Longevity is important for someone with my Neiman's bills."

Bunheads airs Mondays at 9/8c on ABC Family.

This Conglomerate Is Inclined Toward Longevity

While General Electric (NYSE: GE) still remains the largest U.S. conglomerate and arguably one of the most renowned names in the global space, a section of pundits have, for the past several years, questioned its ability to deliver utility for its shareholders. This argument is founded on the lackluster, yet steadily improving, performance that General Electrics stock exhibited at the wake of the dreaded 2008 financial juncture. In addition, some analysts argue that Jeff Immelt, the CEO, played a key role in suppressing General Electrics performance over the years. Indeed, the last ten years have been characterized by a lower-than-average kind of performance.

The graph below offers a deeper insight, showing General Electrics performance relative to key benchmarks:

As detailed, General Electric has performed relatively lower than the S&P 500 and the Dow over the years. Nonetheless, whats more notable is the distinct correlation between General Electrics performance and the general performance in the market. This suggests that General Electrics performance is more influenced by broader market conditions than it is by shifting tendencies in its internal environment.

With this in mind, making Immelt take the bullet for the outgoing decade is blatant finger pointing. General Electrics performance is more reliant on macro factors and as such, shouldnt be predominantly analyzed from a historical performance perspective. Prospective investors should look at some other compelling elements in General Electric like longevity and size. Albeit taken for granted, these are some of the factors that assure an investor that their money is not only safe but also poised to double over the years.

Rosy relationship with the government brightens long term outlook

The government is one of the high priority deep-pocketed customers in General Electrics stable, spending millions of dollars each year. To further fortify an already solid relationship, General Electric and the government have inked a contract worth $138.3 million. This amount, which will greatly add to General Electrics top line, will secure the conglomerates engineering, technical and logistics services in support of the high priority T700 series turbine engines.

To further accent this already lucrative deal, the electronics heavyweight secured a $242 million contract in February last year. The contract required General Electric to overhaul and upgrade the T701D and T700 engines. This was then succeeded by another remunerative September repair contract worth $105.2 million.

Arbitrator says no to extended longevity pay for school district employees

An independent arbitrator has decided that longevity pay is not a given for classified employees of the Douglas County School District.

On Dec. 20, San Francisco arbitrator William E. Riker ruled in favor of the district office that long-standing step and longevity salary increases are subject to negotiation and therefore do not automatically extend beyond the term of an employment contract.

First and foremost is recognition by the parties that at the expiration of the term of a collective bargaining agreement, unless specifically exempted, all of the articles of a contract are on the table, Riker wrote in his decision. Frankly, recognizing the reality of the district's funding sources, as well as the financial circumstance the school district may be facing in 2013, the association's position on step increases is not the more reasonable.

The decision was the result of an impasse in negotiations between the district and the Douglas County Support Staff Organization. According to arbitration proceedings, union membership rejected a tentative agreement last summer because of one sentence in the contract regarding step increases.

That sentence stated that step increases would last only for the life of the two-year contract, which expires in June 2013, meaning affected employees would receive checks retroactively for the preceding fiscal year as well as increased salaries this year.

The union protested to the word only, which later was deleted from the draft language, but also to the sentence itself that limited step increases to the contract period.

This position was supported at the hearing through the testimony of Ms. Haskins (DCSSO Past President Debbie Haskins), wrote the arbitrator, when she responded to questions while under cross-examination that: We have just always been given our five-year step increase, our one, two, three, four, five, 10, 15, and 20 step raises, so the concern or the knowledge that, really, the district's intent was to take away our longevity raise, I didn't even have a concept of that because it has never been that way, and never had they threatened to take it away.'

The district's response, according to the proceedings, was that step increases do not exist outside contractual negotiations:

On July 30, 2012, the district's superintendent (Lisa Noonan) wrote to Ms. Haskins that: Step increases are a form of compensation. There is an additional cost to the district's budget each year if step increases are provided. Compensation is a required area of bargaining. I am not aware of anything in NRS or in the current contract that makes step increases mandatory or automatic.'

According to DCSD Human Resources Director Rich Alexander, the step increases in question would affect only 74 of roughly 400 classified employees in the district and would cost about $56,000. That includes a 2-2.5 percent pay raise each year in the first five years of employment, and a 5 percent raise in the 10th, 15th and 20th year of employment.

Action needed, not investigation

The article Thursday about poor longevity in the U.S. echoed what the World Health Organization has been reporting for many years [Under 50? Living in U.S. is risk to health, page one, Jan. 10].

The WHO ranks the U.S. at the bottom of developed nations in healthy longevity. How can this be? We have the finest health care in the world, right? Wrong.

The drug companies run the show, and their products are, on average, not as efficacious or benign as the natural medicine that prevails in less advanced cultures, not to mention being a lot more expensive.

If people will step outside the box and pursue prevention and therapy at the hands of naturopaths and enlightened MDs, they will not be captured by these miserable statistics. Of course, the usual suspects, like diet, obesity and lifestyle, must also be dealt with.

The route to better health and longevity is clear. We simply have to take it.
