Liberty – Wikipedia, the free encyclopedia

Liberty is the quality individuals have to control their own actions. Different concepts of liberty articulate the relationship of individuals to society in different ways. Some concepts relate to life under a social contract, existence in an imagined state of nature, and therefore define the active exercise of freedom and rights essential to liberty in corresponding ways. Understanding liberty involves how we imagine, and structure, individual's roles and responsibilities in society in terms of free will and determinism, which involves the larger domain of metaphysics.

Classical liberal concepts of liberty typically consist of freedoms of individuals from outside compulsion or coercion, also known as negative liberty. This conception of liberty, which coincides with the libertarian point-of-view, suggests that people should, must, and ought to behave according to their own free will, and take responsibility for their actions. In contrast, social liberal conceptions of liberty (positive liberty) place an emphasis upon social structure and agency and is therefore directed toward ensuring egalitarianism. In feudal societies, a "liberty" was an area of allodial land where the rights of the ruler or monarch were waived.

Liberty is a historically controversial philosophy. One understanding of liberty asserts that freedom is found in a person's ability to exercise agency, particularly in the sense of one having the freedom to choose what authorities one will submit to agency with in exchange for rights derived from that authority to develop resources to carry out their own will, without being inhibited; Social Contract. According to Thomas Hobbes, for example, "a free man is he that... is not hindered to do what he hath the will to do."

However, John Locke rejected that definition of liberty. While not specifically mentioning Hobbes, he attacks Sir Robert Filmer who had the same definition. According to Locke:

John Stuart Mill, in his work, On Liberty, was the first to recognize the difference between liberty as the freedom to act and liberty as the absence of coercion.[2] In his book, Two Concepts of Liberty, Isaiah Berlin formally framed the differences between these two perspectives as the distinction between two opposite concepts of liberty: positive liberty and negative liberty. The latter designates a negative condition in which an individual is protected from tyranny and the arbitrary exercise of authority, while the former refers to having the means or opportunity, rather than the lack of restraint, to do things.

Mill offered insight into the notions of soft tyranny and mutual liberty with his harm principle.[3] It can be seen as important to understand these concepts when discussing liberty since they all represent little pieces of the greater puzzle known as freedom. In a philosophical sense, it can be said that morality must supersede tyranny in any legitimate form of government. Otherwise, people are left with a societal system rooted in backwardness, disorder, and regression.

The concept of negative liberty has several noteworthy aspects. First, negative liberty defines a realm or "zone" of freedom (in the "silence of law"). In Berlin's words, "Liberty in the negative sense involves an answer to the question 'What is the area within which the subjecta person or group of personsis or should be left to do or be what he is able to do or be, without interference by other persons." Some philosophers disagree on the extent of this realm, while accepting the main point that liberty defines the realm in which one may act unobstructed by others. Second, the restriction (on the freedom to act) implicit in negative liberty is imposed by a person or persons and not due to causes such as nature, lack, or incapacity. Helvetius expresses this point clearly: "The free man is the man who is not in irons, nor imprisoned in a gaol (jail), nor terrorized like a slave by the fear of punishment... it is not lack of freedom not to fly like an eagle or swim like a whale."

The dichotomy of positive and negative liberty is considered specious by political philosophers in traditions such as socialism, social democracy, libertarian socialism, and Marxism[citation needed]. Some of them argue that positive and negative liberty are indistinguishable in practice, while others claim that one kind of liberty cannot exist independently of the other. A common argument is that the preservation of negative liberty requires positive action on the part of the government or society to prevent some individuals from taking away the liberty of others.

In 1980, Gerald MacCallum argued that proponents of positive and negative liberty converge on a single definition of liberty, but simply have different approaches in establishing it. According to MacCallum, freedom is a triadic relationship: "x is/is not free from y to do/not to do or become/not become z". In this way, rather than defining liberty in terms of two separate paradigms, positive and negative liberty, he defined liberty as a single, complete formula.

The question is whether this formula fully captures what positive liberty means. Positive liberty, understood as internal forces that determine how a person must act"[4] is saying more than 'x is free to do z.' One is free when one becomes the ideal of oneself, which includes MacCallum's triadic relation; but the latter alone is insufficient to fully capture what positive liberty means.[citation needed]

Liberty Mutual has bought the remaining portion of the former Quinn Insurance and announced the creation of 150 jobs in Dublin.

Liberty, based in Boston, and IBRCs predecessor, Anglo Irish Bank Corp, took control of Quinn Insurance two years ago, after the Irish insurer was placed into administration in 2010 amid concerns about the companys solvency. The sale of the remaining stake in the company, since renamed Liberty Insurance, is a result of IBRCs liquidation, ordered by the State in February.

CEO of Liberty Insurance Patrick OBrien said that the developments were a sign of the companys commitment to Ireland.

We are pleased that Liberty Mutual has confirmed its commitment to Ireland with the completion of the acquisition of 100% of Liberty Insurances parent company. Over the past two years Liberty Insurance has made substantial progress in the Irish market and todays announcement positions us for further growth, he said.

Minister for Jobs Richard Bruton said that they were targeting the international financial services sector as part of the plan to get Ireland back to work

International financial services is a sector which we have targeted as part of our Action Plan for Jobs, and over recent months we have seen significant jobs growth in this area, he said.

Chief information officer of Liberty Mutual Insurance Group James McGlennon said that Irelands geographic location allowed them to provide support globally around the clock.

Expanding our IT operations in this way strengthens our global software engineering and advanced development capabilities. It also enables a follow the sun strategy for technical support and security operations. The decision to invest in Dublin reflects the quality of IT graduates and experienced professionals available to support future growth.

2 arrested in vandalism of Comcast lines in Liberty

Liberty police have arrested two people suspected of cutting fiber optic cable, interrupting TV, phone and Internet service to thousands of Comcast customers, authorities said.

Benjamin Michel Alexander, 38, of Liberty, and Bobby Lynn Nettles, 33, of Crosby, were arrested Dec. 12 on charges of criminal mischief, a state jail felony, according to a news release from the Liberty Police Department.

Alexander was released on bond, while Nettles remained Tuesday in the Liberty County Jail on $5,000 bond, according to online law enforcement records.

An investigation into the vandalism, which has no clear motive, continues, said Liberty police detective Jennifer Bowles.

The latest incident, which caused an estimated $12,000 in damage, occurred Dec. 6 near U.S. 90 at Texaco Road in Liberty, Comcast officials said in a news release.

"We applaud the efforts of the Liberty Police Department in their apprehension of these two individuals," Ralph Martinez, senior vice president for Comcast's Houston region, said in a prepared statement. "Over the course of the last several months, there have been continued incidents of fiber optic cables being intentionally severed. In each case the disruption of service prevents people from utilizing the 9-1-1 system to contact the first responders sworn to protect them."

Police investigators are working with Comcast and the Harris County Sheriff's Department on cases with similar circumstances, the Comcast release said.

Last month, Crime Stoppers of Houston and the Harris County Sheriff's Office announced a reward of up to $30,000 for information leading to the filing of felony charges or an arrest of a suspect.

In Harris County, the incidents started in September in unincorporated areas.

Comcast urged the public to contact local law enforcement if they see anyone who appears to be working on the cables but is not clearly identifiable by a company vehicle, uniform or badge.

Liberty Mutual enters Mexico with acquisition of Primero Fianzas

Liberty Mutual Insurance, a Boston-based property and casualty insurer, said Wednesday that it has acquired the Mexican surety company Primero Fianzas from Grupo Valores Operativos Monterrey, a private investor group.

The acquisition enables Liberty Mutual Surety, a Liberty Mutual business, to expand its extensive international presence by entering Mexicos $600 million surety market, the company said in a press release.

Financial details of the transaction are not being disclosed, and the acquisition is subject to approval by Mexican regulators.

Primero Fianzas is the fourth largest surety writer in Mexico based on 2012 market share and ranks first in the Mexican credit surety segment, the release said.

Liberty Mutual enters Mexico with acquisition of Primero Fianzas

2 long-time Liberty officials retiring

LIBERTY TOWNSHIP, Ohio (WKBN) - Liberty Township Fiscal Officer John Fusco has retired after serving the township for nearly 30 years.

He was elected in the November 1983 election and in his 29th year and eighth term. He decided to leave to prevent losing any of his pension because new pension laws kick in next year.

"If I stay, I will lose some of my hospitalization, so I have to go," Fusco said.

The township recently got out of fiscal emergency. Fusco said cuts in state and local funding played a role in the township falling in the red for a few years.

"We've lost a lot of money. Before, we could put $200,000, $300,000 on roads. So those days are gone I think," Fusco said. "Our main money comes from our motel tax, inheritance and our local government funding. But they've cut a little bit too."

With the motel tax, the township would pick up about $75,000 a year on one motel, saying the Metroplex used to be its biggest moneymaker. But the Metroplex facility will be going up for auction on Wednesday.

And thanks to a $400,000 inheritance tax payment, the township was able to get out of financial trouble.

Also retiring because of the new pension laws is Liberty Township Road Department foreman Michael Adler, who served for 28 years.

The road department has gone from nine men to five since he started.

"So we're working leaner. We're working harder. But we're working smarter also," Adler said.
