Southeast Asian leaders decided Sunday to ask China to start formal talks "as soon as possible" on crafting a legally binding accord aimed at preventing an outbreak of violence in disputed South China Sea territories, a top diplomat said.
Leaders of the Association of Southeast Asian Nations made the decision during their annual summit in the Cambodian capital of Phnom Penh, ASEAN Secretary-General Surin Pitsuwan said.
The South China Sea territorial disputes, which many fear could spark Asia's next war, have overshadowed discussions at the summit, where the top agenda items included human rights and expanding an Asian free-trade area.
Four countries in the 10-member ASEAN Brunei, Malaysia, the Philippines and Vietnam have been locked in long-unresolved territorial rifts with China and Taiwan in the resource-rich waters, where a bulk of the world's oil and cargo passes. Since Chinese and Vietnamese naval forces engaged in deadly clashes in the region in the 1970s, the disputes have settled into an uneasy standoff.

But fresh territorial spats involving China, Vietnam and the Philippines starting last year have set off calls for ASEAN and China to turn a nonaggression accord they signed in 2002 to a stronger, legally-binding "code of conduct" aimed at discouraging aggressive acts that could lead to dangerous confrontations or accidental clashes in the busy region.
ASEAN member countries have submitted features they each want to see in such an accord and were now ready to sit as a bloc to discuss with China how the agreement could be drafted. The crucial talks could start immediately, even right after the Cambodia summit, according to Surin.
Cambodian Prime Minister Hun Sen, host of this year's summit, would convey the bloc's decision to his Chinese counterpart, Wen Jiabao, who would fly to Cambodia later Sunday to join expanded ASEAN meetings in the next two days.
"They would like to see the commencement of the discussion as soon as possible because this is an issue of interest, concern and worry of the international community," Surin told reporters. "It's an issue between ASEAN and China to resolve together ... It needs two to tango."
U.S. President Barack Obama, would also fly to Cambodia to attend on Tuesday the so-called East Asia Summit, an annual forum where ASEAN leaders and their counterparts from eight other nations, including China and the United states, would discuss security and economic concerns. Washington has backed calls for the drafting of a South China Sea nonaggression pact.

Washington, November 17 (ANI): A study has provided new evidence which suggests that Neanderthals, or even older Homo erectus ("Upright Man") might have sailed around the Mediterranean, stopping at islands such as Crete and Cyprus.
The evidence indicted that these hominid species had cognitive skills to build boats and navigate them.
"They had to have had boats of some sort; unlikely they swam," Discovery News quoted Alan Simmons, lead author of a study about the find, as writing in this week's Science.
"Many of the islands had no land-bridges, thus they must have had the cognitive ability to both build boats and know how to navigate them," he added.
Simmons, a professor of anthropology at the University of Nevada, added that there is no direct evidence for boats dating back to over 100,000 years ago. If they were built then, the wood or other natural materials likely eroded.
However, other clues hint that modern humans may not have been the first to set foot on Mediterranean islands.
On Crete, for example, tools such as quartz hand-axes, picks and cleavers are associated with deposits that may date to 170,000 years ago.
Excavations at an Akrotiri site on Cyprus have turned up ancient thumbnail scrapers and other tools dating to beyond 9,000 years ago. There is also a huge assembly of fossils for a dwarf pygmy hippopotamus, which might have been a good food for the earlier islanders. It's possible they hunted the small, plump animal to extinction.
"Conventional wisdom used to be that none of these islands had too much settlement prior to the Neolithic because the islands were too impoverished to have supported permanent occupation. This likely is untrue. Hunters and gatherers can be pretty creative," Simmons said.
Other evidence outside of the Mediterranean supports that pre-Neolithic humans could sail. Simmons, for instance, pointed out that these individuals "must have been able to cross substantial expanses of sea to reach Australia by at least 50,000 years ago."

This makes life easier for people in Sumba who work in Vgur. If you visit Sumba when the weather is nice you should take the road over the mountains. On the mountain in a height of 400 meters there is a high radio-mast. From there it is possible to walk the 50 meters to the west coast. From top of the bird-cliffs there is a magnificent view over the sea and rocks deep below. The cape of Beinisvord rises vertically 470 meters from the sea. It is possible to climb Beinisvord from the backside even if it is pretty steep. In 1975 part of the top fell into the sea. South of Sumba on the south-tip of the island is a place called Akraberg. In present time there is just a lighthouse in Akraberg but a Frisian colony was there from year 1040 until The Black Death killed all of them in 1350. These are said to be cuts from the swords of French pirates who robbed the church in Trshavn in 1677. In the sea 10-20 meters of the shore of Hvalvk the wreck of an old wooden ship can be seen. Streymnes Population 199 Streymnes lies on Streymoy #39;s east coast in a valley that it shares with the village Hvalvk that lies to the south.
