Republicans are ready for their comeback as Net freedom fighters.
Once champions of the Internets Wild West, a re-envisioned movement has left them behind. Now the GOP is digging in its spurs as it seeks to rebrand a party viewed as technology illiterate and gain redemption for backing much maligned anti-piracy legislation.
Its also a convenient sounding board for just about everything else.
Internet freedom now gets linked to tax bans, United Nations treaties and small government. Lawmakers have tied the term to everything from Justice Department investigations to American pride. Reinvigorated by the revolt of a region, Web rights have gone on to embody a much broader political agenda.
People use it for their own purposes, said Gigi Sohn, co-founder of Public Knowledge, an organization that pushes for open Internet. Republicans especially, she said, take it to mean absolutely no government, consumer competition protection and no regulation whatsoever.
Lawmakers see a born fit.
The Republican Party is a natural for Internet freedom, Rep. Darrell Issa (R-Calif.), one of the most vocal GOP online rights supporters, told POLITICO.
He noted that it wasnt the Democrats whose campaigns have become a wizardry of data analysis and online resources but the GOP that first established an Internet freedom platform.
Granted, tech advocates had trouble swallowing the partys opposition to net neutrality standards. And Democrats unleashed their platform just days after.
But as society weighs new questions of privacy and access, the resurging online freedom talk has made for an effective Republican Party tool.

FEB 10 Press freedom helps to fortify democracy and good governance in a country. How do you measure press freedom? What indicators do you use? Discussions on measuring press freedom will come up on National Press Day on Feb. 9, observed in Manado, the capital of North Sulawesi.
The Paris-based Reporters Without Borders, better known by its French initials RSF, and Freedom House in Washington, are two organizations that publish annual worldwide press freedom indexes.
For its World Press Freedom Index, RSF prepares a lengthy questionnaire. It lists 74 questions and additional sub-questions in six core criteria: pluralism, media independence, environment and self censorship, legislative framework, transparency, and infrastructure. Journalists, researchers, human rights activists and 150 RSF correspondents worldwide answer the questionnaire.
Sample questions are: do privately owned print and TV networks exist? Are there any kinds of limits from owners or governments? The index also attempts to show restrictions on the free flow of information on the Internet.
RSF uses a logarithmic formula applying a weighting system to give a country score. The score ranges from 0 100 with 0 the best possible score on the state of press freedom and 100 the worst.
Outside the questionnaire, RSF staff also assess the level of violence against journalists. The violence score with a given weight of 20 percent is factored into the score of six criteria for the final score. The outcome is a ranking of 179 countries.
Meanwhile, Freedom House does not use a globally distributed questionnaire as its main tool. It uses input from its own travel, professional contacts and the findings of human rights and press freedom organisations.
To assess press freedom levels in a given country, Freedom House uses 23 methodology questions and 109 indicators in three categories: the legal environment, the political environment and the economic environment.
Specimen questions are: Is there implicit impunity for those who commit crimes against journalists? Is there government control of state-run media outlets? For each methodology question, the lower number of points, the freer the situation.
A score of 0 to 30 places the country in the free press group, 31 to 60 in the partly free press group and 61 to 100 in the not free press group.

At this exact moment, Tim McGraw is the third most-popular country artist of the Soundscan era, behind only George Strait (whom he will one day eclipse) and Garth Brooks (whom he won't).
But he's also 45 years old, badly dinged by a drawn-out legal battle with his former record label and dogged by younger -- but by no means superior -- hat acts such as Jason Aldean and Luke Bryan, who are hard on his heels.
This all goes a long way toward explaining "Truck Yeah," a musical speed bump on his otherwise great new album, "Two Lanes of Freedom." The song is a shiny ode to chicks, trucks, chicks in trucks, beer, football and general redneckery. If it sounds familiar, it's because it's one minor chord away from being a 1989 Bon Jovi song, and because almost every male artist in Nashville has recently released a song just like it.
And it raises a question: These days, is it possible for a country singer to avoid the obligatory, shameless pander about how country-proud he is, and also how much he loves his truck? Even if he's one of the most successful musicians of all time? Pose this question to an otherwise good-natured McGraw, and he'll say, in a state of semi-exasperation, "Look, you take all those things into consideration."
Which is another way of saying no, you can't avoid it.

The Jimmy Carter Centre wants to assess the effectiveness of the act and how the Scottish Government in particular responds to it.
Carter has written to Scotland's First Minister Alex Salmond to ask the Scottish Government to take part in the study. The centre will work with Scotland's first Information Commissioner, Kevin Dunion, who is now executive director of the Centre for Freedom of Information at the University of Dundee, on the research which will then be available to governments and public bodies worldwide.
Dunion told the Sunday Herald: "The Carter Centre, which has been working on the issue of freedom of information for many years, is developing an implementation assessment tool.
"The idea is that this is a matrix that governments reviewing the functionality of the freedom of information laws and procedures, or governments who are implementing new laws, can use to carry out a kind of internal audit or assessment of how well they're doing.
"Scotland is recognised as having an effective and effectively implemented freedom of information law, and they have a mix of countries taking part.
"The intention is there will be meetings with officials in the Scottish Government and discussions with people in civil society, journalists, and the Information Commissioner.
"The Carter Centre are not looking to say is it a good law or what information people are getting, they're focusing on the mechanics, because there is a lot of evidence that there are some very highly praised laws out there which simply don't work in practice. Scotland has a good law and it works in practice."
The quality of public information and access to it varies wildly across the globe, and the hope is the results of the research, which will be concluded by the end of March, will improve the process across the world.
Dunion added: "There are 93 countries with a freedom of information act -There's some discussions that some countries perform well when you see their law in a league table, but everybody's experience tells us that this is out of all proportion to what happens on the ground.''
A spokesman for the Scottish Government said: "We are delighted that Scotland's world-leading credentials when it comes to freedom of information and open government have been recognised by no less an authority than President Carter, and we will be happy to provide information to help with this assessment.

OAKLEY -- Freedom High School has moved into the finals of a national competition that could bring it a truckload of technology.
And anyone who wants to see that happen can give the Oakley campus a thumbs up with the click of a mouse.
Environmental sciences teacher John Sierra and his students this week entered the final phase of Samsung's third annual Solve for Tomorrow, a contest designed to foster students' interest in science, technology, engineering and math by challenging them to come up with projects that tackle real-world environmental problems in their communities.
As one of 15 finalists, Freedom High is in contention for approximately $110,000 worth of technology, a grand prize that will be awarded five high schools in March.
A panel of judges will choose three of the schools, Samsung employees will select the fourth, and the general public will decide the last one by voting online.
People can choose which project they think merits top honors by going to http://smsn.us/samsungsolve, which features videos describing each school's project.
Individuals can vote once a day after entering and verifying their email address.
The deadline is midnight March 4.
The winners will be announced on an as-yet undisclosed date next month.

When Freedom High student Marc Berson isn't studying or swimming, you can bet he is performing a community service project somewhere.
In the past three years, Marc has traveled to Israel, Jamaica and Africa on independent goodwill missions. Here at home, he serves as president of Caf Freedom, a student organization that works to increase interest in reading among schoolchildren.
"I have been involved in service work for a very long time," Marc, 17, said.
The Freedom High 11th-grader saved his money to travel to the African country of
Ghana during his Christmas break in December. He visited several schools, where he handed out books and school supplies he collected to give to schoolchildren.
After seeing the school conditions in Cape Coast, Ghana, Marc has a new appreciation for student life at Freedom High. The learning environments at schools in Ghana was light years from what he is accustomed to, Marc said.
"They took me around to some of the classrooms," Marc said. "They are lacking in some of the basic supplies."
Marc also had stuffed animals for the schoolchildren, who were 4 to 6 years old. They had not seen a panda bear before and were frightened by it. The children began warming up to the black and white stuffed animal after Marc persuaded them to touch it to see how cuddly it was.
Marc's connection to the country grew from a relationship he established with a professor at the University of Cape Coast in Ghana who shares Marc's passion for community service. He contacted Marc to learn more about Caf Freedom and his work with generationOn, a national youth advisory council.

THE COLD War ended and the good times began the big powers stopped using their veto in the UN Security Council, the number of wars fell dramatically, human rights improved all over the world including in Russia and the number of democracies increased substantially.
Where have all the flowers gone? The veto has returned. The number of civil wars has started to rise again. The number of democracies has begun to decrease. Perhaps better human rights practices are still holding their ground in China they are improving slowly, including a more open Press and more freedom for academics in the universities, but in Russia after some opening up under the presidency of Dimitri Medvedev freedoms are now retreating under Vladimir Putin.
The Arab Spring continues its uncertain course with Egypt awash with uncertainty. Only in Tunisia does freedom seem secure.
Freedom House has a long history of measuring progress on some of the key human rights indicators democracy, freedom of the Press and the courts. It has produced some interesting results in its new report.
Still, all is not right with Freedom Houses report. The organisation does have flaws. One mans judgment is another mans poison, although that is to put it too strongly.
When I look at its report on Nigeria, a country I have visited a dozen times over 30 years, I think back on my visits and recall that every time I go I feel astonished by its progress both political and economic. Its only 14 years ago that it was ruled by a brutal dictatorship. Under its first elected government freedom of the Press and assembly were instantly granted. A strong attack was made on its embedded corruption. The courts were freed to do their job and steadily improved their quality.
The first election was flawed but since then there have been three general elections and each time they have become fairer. The legal system has improved and the government has been challenged in the courts, including over the election results when the court in one knife-edged judgment decided there had been a good deal of fraud in the election but that the cheating wouldnt have altered the results. Newspapers have become more daring in their criticisms.
The deeply embedded culture of corruption continues unabated. Prosecutions on Nigerian soil have only netted one imprisonment. But Freedom House dont mention the successful conviction of a big time politician in a UK court, with the evidence supplied by Nigeria. Moreover, the sense of impunity has diminished. The cabinets of the three governments have been almost corruption-free.

In New Freedom, where a train has not operated in more than a decade, some residents and a business owner worry about how Steam Into History Inc. might affect the small town.
The nonprofit organization plans to operate a replica of a Civil War-era steam train that will help to educate tourists about York County's history.
It is expected to run six days a week from May to Labor Day and on weekends and for special events during most of the rest of the year. The operation will shut down in January and February, said Robert Gotwols, chief operating officer for Steam Into History.

Swartz said she wonders how the town, which does not have a traffic light, will handle the influx of thousands of visitors the train is expected to draw. Where will they park?
Amie Lebo, who runs the childcare center, remembers when a dinner train operated in town years ago. She couldn't take the children outside because the diesel engines were so loud. The children would hold their ears shut.

Down 1-0 after Heritage junior Kylee Smith scored a goal in the eighth minute, the Falcons established themselves as the top team in the BVAL on three straight goals by seniors Bianca Corona, Selena Gonzalez and MacKenzie Tovani. Both teams came into the game 4-0-2 in league play; the Patriots hadnt lost since Dec. 29 against Livermore.
The game was bruising from the outset. Smith put the Patriots ahead on a goal that saw her collide with Freedom goalkeeper Tess Harrington.
After tying the game at one in the 21st minute on a goal in traffic by Corona, Freedom scored its next two on free kicks by Gonzalez in the 35th minute and Tovani in the 51st. Senior Viviana Diaz pulled Heritage within a goal on a free kick in the 79th minute, but the final whistle blew immediately thereafter.
The physical aspect of the game was a challenge for us, said Heritage head coach Randy James. I felt the good soccer was not in our favor tonight as far as the play. Physical soccer took over, and that was the difference for us, unfortunately.
Harrington tallied seven saves for Freedom, while senior Addison Orloff finished with four in defeat.
Heritage bounced back Tuesday night, defeating Antioch 3-0 on goals from Demi Gonis in the 23rd minute, Alyssa Rodriguez in the 27th and Jamie Baron in the 46th. Orloff made two saves in the victory. The loss dropped Antioch to 8-13; 1-6-2 in the BVAL.
Freedom still holds a one-game lead in the league standings following Tuesdays action. Although Freedom is destined to win a BVAL title for the second year in a row, both teams are expected to make the North Coast Section playoff when seeds are announced Feb. 10.
Freedom and Heritage finished off their seasons Thursday against Deer Valley and Liberty, but results were not available as of press time.
