For example, a bedroom over a garage will tend to get colder faster than an interior space. Or, a guest bedroom may only need increased warmth when visitors stay. Plus, different people have different comfort levelssomeone may always be hot while another always cold.

With zone heating, supplemental warmth can be added only where and when its needed, said Hopkinson. The result in an overall reduction in energy consumption compared to having to run the furnace longer or higher.

In addition to controlling temperature comfort at the room level, ECO-heaters wall panel heaters offer quiet performance. Unlike typical space heaters, they do no use fans that cause unwelcomed background noise. Rather, the air between the panel and the wall is heated then rises, which causes cool air to be naturally drawn up from below the unit, which in turn is heated and rises, so as the cycle repeats warm air is circulated silently throughout the room. The effectiveness of the heater can be improved with a heat reflector that is included with ECO-heater. The heat reflector adheres to the wall behind the unit, so the reflector prevents warm air from being absorbed into the wall and keeps more warm air circulating in the room.

In August 2013, Fire Station 21 opened with fanfare. The building, at 7320 Dublin Blvd., was billed as the city's premier eco-project, energy-efficient with a graywater system designed to use treated laundry and shower water for a community garden.

But the garden hasn't been built, and the Colorado Springs Fire Department has dropped the idea of feeding vegetables with second-hand water. Instead, the station's used water will irrigate, via drip system, the station's landscaping, and newly installed fresh-water spigots will provide water for gardens yet to be built.

"After consultation with the director of Pikes Peak [Urban] Gardens, and El Paso County Health Department," Deputy Fire Chief Ted Collas says in an email, "we concluded that greywater cannot be utilized for consumable agriculture."

PPUG director Larry Stebbins oversees five gardens across the city, and acknowledges telling the department that "we would have to back off."

"Firefighters come back and wash up after a fire," he explains. "They're dealing with people in accidents. There's body fluids involved. That would go out in the graywater."

So where did the misunderstanding come from? Well, project architect Jim Fennell points out that graywater can be used to irrigate gardens if done with an underground drip system. He's spoken with the county Health Department several times, most recently in mid-November, to confirm as much.

That's true, Stebbins says, but other places have said "under no circumstances" should it be used on edible crops (although subterranean irrigation of orchards is common). And, Stebbins says, "I think we need to err on the side of caution."

The website greywateraction.org says water can be reused for gardening, including berry bushes, though it advises, "Greywater should irrigate the roots, not be sprayed or dumped onto the plant itself. Greywater is not safe to drink, and thus should not touch the part of a plant someone would eat."

Given the differences of opinion, Fire Capt. Steve Oswald says the city opted to "take a conservative approach" using the graywater on landscape greenery only.

The good news is that since graywater will be used on-site, the U.S. Green Building Council still views it as a LEED (Leadership in Energy & Environmental Design) project. In fact, says Fennell, it "is still scored platinum," the highest rating.

Swiss widely reject eco-linked immigration-cap: initial results

Geneva (AFP) - The Swiss on Sunday flatly rejected a call for dramatic immigration cuts in the name of saving the environment, along with bids to scrap tax breaks for rich foreigners and hike the country's gold reserves.

Results from a majority of the country's 26 cantons showed voters spurning the so-called Ecopop initiative, which called for slashing immigration to reduce urban pressure on the Alpine nation's idyllic landscape.

Initial results nationwide showed 73 percent of voters said 'no' to Ecopop -- far above the 56 percent seen in the latest opinion poll.

According to initial results, 61.6 percent had also rejected the call to ditch tax breaks for wealthy foreign residents, while and 76,8 percent turned down the bid to force the country's central bank to boost its gold reserves to at least 20 percent of its holdings.

While the final results were not yet in, the fact that a majority of cantons had clearly dismissed the three initiatives meant they were doomed.

Most voters in Switzerland cast their ballots by mail in advance, so counting votes can often be done quickly after polls close at noon (1100 GMT) on frequent voting days in the country renowned for its direct democratic system.

Although opinion polls had hinted the Swiss would vote 'no' across the board Sunday, supporters of the Ecopop initiative had voiced hope silent support from the masses would lead to a surprise win.

That happened less than a year ago, when voters in February caught many off guard by voting to impose quotas for immigration from European Union, throwing non-member Switzerland's relations with the bloc into turmoil.

But voters clearly were not swayed by the Ecopop argument that immigrants are swelling the country's population and thus threatening its environment.

MSI B85M ECO Review: Aiming Green at $73

Whenever we talk about processors and silicon, one of the key major points is efficiency and performance per watt. One issue to consider is that while that new CPU uses 10W less, it makes little difference if the motherboard or other components eats up the difference. To that end, MSI previewed their ECO range at Computex, promising a power reduction over the normal but primarily aimed at various business customers with a green and white color scheme. We got the B85M ECO and a few low powered Haswell CPUs in to test the claims.

Saving energy is a topic to which many column inches are dedicated every month, let alone the incredible amount of money to fund more efficient methods of energy generation, travel or even LEDs. Not only does the product have to be more efficient, but the energy used to create it in the first place should not increase either, unless it acts as a stepping stone to bigger things (insert various arguments relating to Prius batteries vs building the electric car economy to drive costs down and research investment up). To a large extent, the ends can justify the means. But while cars and LEDs are big topics in most discussions, data centers are still one of the worlds biggest suckers of juice, and that juice comes from various methods of energy production. The heart of a data center is the CPU or PCI co-processor, but when you are dealing with 100,000 systems, every milliwatt in DRAM and motherboard design counts as well.

The B85M ECO and MSIs ECO range are aimed at both the data center and the office. I cannot find the last time we reviewed a B series motherboard at AnandTech (in my tenure we did some H67 back in 2011, and a mini-ITX H series more recently), but the B85 chipset is the current Haswell/Broadwell chipset for businesses that integrate features such as vPro and Intels Small Business Advantage platform while retaining full SATA 6 Gbps and USB 3.0 functionality. Even for small businesses, every watt over every system in a tower block can make a difference, and offers the company a platform to promote green practices.

The claim MSIs ECO range is making is a 40% reduction in power consumption while retaining 100% performance when compared to other boards. This is meant to be achieved by using fewer or more efficient components at every stage of the design, as well as software and BIOS options to disable unused ports or headers when not in use. The end result is that the boards cost ~20% more than usual but are TV certified for energy efficiency and long term stability. Like other energy efficiency investments, it takes time to recoup those 20% costs but for most use cases one would hope that occurs within a 3-5 year use cycle. We put some numbers to those claims to test for ourselves. To add to the mix, MSIs standard 3 year warranty can be bolsteredwith their Customer Service Model, allowing businesses to order replacements and repairs with a quicker dispatch cycle.

Another poignant point to add was as a result of our initial coverage of the ECO range at Computex. At the time MSI was experimenting with different colors for the PCB and slots, going with a green and white theme. Unfortunately it looks like the green PCB has been dropped for a dark brown one on the B85M model at least, but the green and white theme still gets the idea across despite the main use scenario for the ECO range will be generic boxes under the desk.

Aside from our discussion about the power consumption differences later on in the review, the MSI B85M ECO felt like a good point if you wanted to just get something up and go. With it being a B85 model it means no overclocking and no MultiCore Turbo, but it still ran all our normal benchmarks a treat on the i7-4770K at stock and our range of low powered S/T CPUs.

In terms of hardware, full two DIMM per channel support might not always make it onto a motherboard at this price but the B85M ECO will accept 32GB quite easily. The only extra controller to speak of is an ASMedia PCIe to PCI bridge using one of the chipset lanes to make a PCI slot, but the PCIe x16 is fully Gen 3.0. In the interests of keeping costs down (or perhaps because it is more efficient), we get an ALC887 audio codec and Realtek NIC rather than anything further up the stack. As this board is aimed at the business crowd, PS/2 is supported along with VGA, DVI-D and HDMI. There is an LPT board at the bottom for good measure, and a TPM between the PCIe layout.

Performance wise, when we set up the system similar to our other LGA1150 motherboards, the system acted like an i7-4770K without MultiCore Turbo as expected, but we did get some interesting system results. DPC Latency was excellent at 53 microseconds, and POST times hovered around 12 seconds. Audio came in as expected, as did USB speeds. Ultimately the B85M ECO comes in at average performance but with a few good parts.

Software and BIOS are green themed to go along with the ECO mentality. Without overclocking options the BIOS seems a bit thin, but both the BIOS and the OS can perform the ECO savings. The BIOS gets use of MSIs updated fan control system which is good to see, as well as Board Explorer. The OS also gets MSIs software jewel, Live Update.

The announcement came in spite of an international court ruling that previous hunts were illegal.

Japan did also slash the quota for it what it calls its scientific whaling programme.

Joji Morishita, Japan's commissioner to the International Whaling Commission, said the new proposal, which calls for taking 333 minke whales instead of 900, is Japan's latest attempt to pursue sustainable whaling according to scientific principles.

"The whaling issue is seen as a symbol of a larger issue sometimes in Japan ... You might have heard the word 'eco-imperialism'," Mr Morishita told a news conference.

"When you go out and ask ordinary Japanese about the whaling issue, they're going to say 'I don't eat whale meat, however I don't like the idea of beef-eating people or pork-eating people saying to Japanese, stop eating whales'."

The International Court of Justice ruled earlier this year that Japan's decades-old whale hunt should stop. Japan cancelled its Antarctic hunt in response.

It carried out a scaled-down version of its Northern Pacific hunt this summer.

Japan has long maintained that most whale species are not endangered and that eating whale is a cherished part of its food culture.

Heating chaos hits Derwenthorpe eco homes

RESIDENTS at a flagship York housing development are angry after again losing their heating supplies - while also facing a hike in their heating bills.

Householders at Derwenthorpe have complained that the eco-friendly centralised system, which uses a biomass boiler to deliver heating and hot water to their homes, has continued to break down as winter draws in.

One resident contacted The Press to say the Joseph Rowntree Housing Trust's 'dream' development was becoming a 'nightmare,' with some residents having experienced two weeks without heating and hot water.

She said: "The Eco system breaks down on average once every three months, and yet homeowners have been asked to increase their payments; in some cases this payment represents over 100 per cent more than the original bill."

Residents also vented their anger on Derwenthorpe's Facebook page. One called for a public meeting at which it could be explained why the system was so susceptible to continuous faults.

Another posted: "This situation is now beyond a joke and no longer laughable, as this has happened over approx 50 times now."

John Hocking, executive director at the Trust, said an engineer from system operators Dalkia had attended within 90 minutes of a fault being reported on a Sunday and, when he left the site, the system was operational.

"Further reports of no hot water were received the following day and a Dalkia engineer attended site at 8am," he said. "The nature of this fault, within the control system, meant that significant diagnostic works were required to identify the fault, and engineers worked throughout the day to resolve the problem, which was done by 4pm."

He said that as part of a continual review of the scheme, the required level of standing charge to be charged to customers had been assessed in order to guarantee low carbon, low cost energy in the long term.

"We have written to residents to inform them of the contribution they are required to make through a standing charge that will be charged at 350 a year, and covers all maintenance, repair and replacement of plant and equipment."

360 Eco-Loop: New Way to Get Around Filinvest City

Eco-friendly rides are slowly becoming a trend in the local scene, but it was the Filinvest City in Alabang that launched the countrys first integrated , electric-powered, public transport system which features the new vehicle called 360 Eco-Loop.

Manila Standards Today reports that the 360 Eco-Loop will pick-up and unload commuters in 24 pick-up point scattered around the vicinity every day of the week. Below is the 360 Eco-Loops trip schedule:

Monday to Friday 6AM to 10PM Saturday and Sunday 6AM to 11PM

Northgate Cyberzone residents, along with the people who are working in the area, can also take advantage of 360 Eco-Loop during night time. The eco-friendly vehicle will be available to commuters in the area from 10PM until 5AM during Monday until Friday and 11PM to 6AM during the weekends.

Swift RX gets a bit of style

The money-spinning eco car market is about to witness accelerated competition with the introduction of the second phase of the programme that allows both old and new manufacturers to churn out even more attractive models.

The first model in the Eco Car Phase 2 programme will be the award-winning Mazda2 that's set to be formally launched early next year. And although this car's price range may be considerably higher than eco cars on sale now, it rings a warning bell for other automakers to quickly shift into higher gear.

Suzuki was one of the first marques to offer a car under the first eco car project. The Swift five-door hatchback quickly gained cult status, witnessing more orders than Suzuki's plant could supply. Due to the high popularity, buyers had to wait months to take delivery on their cars.

Unlike several other eco cars that are cute small cars for the city - like the Nissan March, Honda Brio, Mitsubishi Mirage and Suzuki's own Celerio - the Swift boasts a larger body.

It is actually a B-segment car but can take advantage of eco-car privileges because it can fulfil all the requirements - fuel economy of 20 kilometres per litre, CO2 emissions of 120 grams per kilometre and Euro crash standards.

Toyota's Yaris, which was the last model to be sold under Phase 1, also fits the criteria, and now, the Mazda2 is set to take on the competition. It's a matter of engine downsizing.

The Swift is powered by a 1.2-litre, four-cylinder engine capable of producing 91 horsepower and 118Nm, which is basically what you would get from that displacement. The engine is mated to a fuel-saving continuously variable transmission (CVT).

With the competition heating up, Suzuki has decided to offer a new flagship model for its Swift range, which had been available with five trim levels at prices ranging from Bt434,000-Bt564,000.

The new Swift RX gets additional equipment upgrades and although final pricing has not been released, Suzuki executives say they will try to "keep it under Bt600,000" at the grand launch during the Thailand International Motor Expo later this month.

The main upgrades in the Swift RX include paddle shifters, cruise control and new headlights, making the price increase pretty acceptable for what you get.
