Lawmakers to call for disciplinary action against judge – WPTV.com

WEST PALM BEACH, Fla. A Florida state senator and other elected officials called for disciplinary action on Friday against a Palm Beach County judge who sentenced a man to 10 days in jail for missing jury service.

15th Circuit Civil Judge John Kastrenakes sentenced 21-year-old DeAndre Somerville to 10 days behind bars last month, put him on probation for a year, and ordered him to complete 150 hours of community service after the young man overslept and missed jury service on Aug. 21.

But after Somerville read a poignant and heartfelt letter of apology in court, Judge Kastrenakes vacated and rescinded Somerville's contempt of court charge and punishment, meaning his record his now clean.

Despite that, State Sen. Bobby Powell (D - West Palm Beach) has called for the Judicial Qualifications Commission to investigate Judge Kastrenakes.

"I was upset, my heart was broken, and to see the reason why [Somerville] was there, I thought and knew it was unacceptable and knew something had to be done," said State Sen. Powell at a news conference Friday morning outside the Palm Beach Count Courthouse.

"I'm of the belief and understanding that Judge Kastrenakes, in an unjustifiable manner, moved to unfairly punish DeAndre Someville for missing jury duty," said State Sen. Powell.

On Friday, Powell joined Somerville, his attorney Edwin Ferguson, along with other elected officials and community leaders and called for disciplinary action against the judge, claiming he violated the Code of Judicial Conduct.

"It's understandable that the judge would be angry with the disruption," said Congresswoman Lois Frankel. "But with that said, the delay of court was minor, there was no apparent harm to the case. So it's not understandable why a young non-offender was thrown in jail for 10 days, potentially exposed to violenty criminals who would rape and beat him."

Rep. Frankel went on to call Somerville's punishment "cruel and unjust."

Earlier this week, Somerville expressed gratitude for Judge Kastrenakes' decision to rescind his conviction and punishment.

"I'm just glad that he did have a change of heart and he really knows the real me and he sees that I'm not a bad kid," Somerville told WPTV's Michelle Quesada on Tuesday. "I'm just someone who made a bad mistake."

WPTV has reached out to Judge Kastrenakes for a comment, but have not heard back.

In a tweet announcing Friday's news conference, State Sen. Powell wrote:

Court records show Keith Lattimore spent nine days in jail and was sentenced to three months probation after being found guilty of contempt of court back in April.

According to a court order from Judge Kastrenakes, Lattimore appeared for jury selection on Dec. 12, 2018.

However, Lattimore told workers in the court's jury administration office that "(1) he had better things to go than come to court; (2) he didn't believe in coming to court; (3) and he refused to participate in the process. Thereupon, he left the building without permission."

Lattimore "exhibited contemptuous conduct, which directly impeded the due administration of justice," the court order stated.

Peace Doves mural created in honor of victims of the Virginia Beach mass shooting – WAVY.com

VIRGINIA BEACH, Va. (WAVY) Two Pittsburgh men are hoping to heal the Virginia Beach community through art.

They are creating a vision that will answer the violence that hit the area on May 31. The mural will honor those whose lives were taken at the Virginia Beach Municipal Center.

The mural is called Peace Doves.

Its hard to see a silver lining in such a tragedy, said artist John Muldoon.

Its also hard to put into words the impact of the mass shooting in Virginia Beach, which is why Muldoon and fellow artist Sean Coffey are putting it onto a wall in the Rudee Loop in Virginia Beach.

Coffey said, Try to help them heal a little.

The artists designed the Peace Doves mural last spring, hoping to paint it on the outer wall of the Rudee Loop, but their design was not chosen by the City of Virginia Beach. However, when they heard about the shooting, they offered to paint it anywhere in the city for free.

It seemed a little bit like this was meant to be, Muldoon said.

The mural will have 12 origami doves.

The peace doves just being, you know, almost a worldwide sign of peace, Coffey said.

The doves are also a tribute to the 12 people killed in the shooting.

The mural will also have the shadow of hummingbirds, which are known for their resilience.

Muldoon said, We think this community has strength and we wanted it, we wanted it to carry on, we want it to keep going.

These Pittsburgh residents know something about carrying on. Their community was also impacted by a mass shooting nearly one year ago.

Its hard for everybody to find a balance again at the end of it, so were hoping this balance of color and light and peaceful thoughts can help everybody come to peace with the things that have happened, Coffey said.

They hope their art speaks for them: a message of peace and strength.

Coffee and Muldoon will spend about 30 hours on this mural. They hope to have it finished by Saturday night.

Loudoun Freedom AAU Basketball Program in Virginia

The Loudoun Freedom is an AAU basketball organization that has been catering specifically to the needs of female athletes since 2004. The Freedom offers quality coaching and provides players with a year-round opportunity to develop advanced basketball skills and knowledge while playing in very competitive environment. The organization emphasizes player development and welcomes all girls from 2nd grade through 11th grades who are interested in playing at a higher level. Our goal is to attract and develop the top talent from Loudoun and neighboring counties so that the best players are constantly challenging themselves and each other to improve their skills.

Spring 2019 Tryouts

The Loudoun Freedom will hold tryouts in Spring 2019 to form GIRLS' teams in the following grades: 3rd, 4th, 5th, 6th, 7th, 8th, 9th, 10th, and 11th.

Registration is OPEN. Interested families can pre-register their daughter online!

During a 13-week Small Groups semester, Freedom Groups gather weekly to discuss the Freedom Small Group curriculum, which is designed to equip you to live the victorious and abundant life Christ came to give you. Freedom Groups build on the foundation of your faith in Christ to help you embrace the truth of Gods Word as it relates to your worldview, your past, your sin, your personal value to God, and your purpose in His Kingdom. This group will help you remove every obstacle to intimacy with God and walk in true freedom.

The Freedom Curriculum focuses on six areas of personal growth:

God never wanted us to pursue dead religion, rather His heart is for us to know Him personally and live in our true identity as His children. You will learn what it means to live in the Tree of Life and how a simple but powerful perspective shift can impact every area of your life.

The Bible talks about the Spirit-led life, but this kind of living can feel hard to reach. Through Freedom, you will learn the principles of spiritual order and how feeding your spirit over your emotions and flesh is key to walking in the Spirit.

God calls us to love and serve Him above all else, and when we do, we see how we can grow in our purpose, live forgiven and forgive others, and receive His blessings. Freedom will help you learn how to surrender to Jesus and live in freedom daily.

Our words have power, and by learning to speak words of life that line up with Gods Word, your words can change your environment and relationships and break the power of the enemys words in your life.

God has a unique plan and purpose for our lives, but we also have an enemy who is trying to keep us from fulfilling this purpose. In your Freedom Group, you will learn how to stand in the authority of Jesus to overcome sin and the enemys schemes as you allow God to use your life for His glory.

We all worship something. Freedom will help you learn how to daily direct your worship to God and discover how it can influence the heart of everything you do.

At the end of the Small Groups semester, there is a Freedom Conference that every Freedom Group member is encouraged to attend. The Freedom Conference focuses on solidifying what you learned in Freedom by helping you take next steps to overcome your past and lay a foundation for walking in daily freedom.

Throughout the song, Beyonc alludes to herself as a force of nature who can empower other women like herself to break free of the bonds society places on them. About Us

To protect, restoreand manage Florida's coastal systems. The 825 miles of sandy coastline fronting the Atlantic Ocean, the Gulf of Mexico or the Straits of Florida are one of Floridas most valuable natural resources. Floridas beaches are deserving of this status because they serve several important functions, each being vital to maintaining the health of Floridas economy and environment.

The coastal sandy beach system is home to many species of plants and animalsdependent upon the beaches, dunes and near shore waters for all or part of their lives. For example, beaches are used by resident and migratory shorebirds for resting, foraging and nesting, and during the summer months, marine turtles come ashore to nest on the beach. There are over 30 plants and animals considered rare within the state that inhabit the beach and adjacent habitats. These plants and animals are adapted to living in the beachs harsh environment of salt spray, shifting and infertile sand, bright sunlight, and storms.

Floridas beaches are the primary attraction for the approximately 18.6 million tourists to the state each year (Economic Evaluation of Floridas Investment in Beaches, 2015). Both tourists and residents come to the beaches to relax and enjoy the sights and sounds of natural beauty. Others visit the beaches and nearby waters to engage in boating, fishing, divingand other recreational activities. Florida's beaches are an integral part of the state's economy.

The beach and dune system is the first line of defense against storms because it acts as a buffer between the storm waves and coastal development or infrastructure. During storms, waves encounter the beach and dunes prior to reaching upland property, therefore absorbing wave energy and reducing the damage suffered to upland structures.

In order to protect, preserveand manage Floridas valuable sandy beaches and adjacent coastal systems, the Legislature adopted the Florida Beach and Shore Preservation Act, contained in Parts I and II of Chapter 161,Florida Statutes. The Act provides three interrelated programs administered by the Department of Environmental Protection that work in concert to accomplish the task. Those programs are the Coastal Construction Control Line Program, the Beach Management Funding Assistance Program, and the Beaches, Inlets and Ports Program.

The Legislature recognizes that beach erosion is a statewide problem that does not confine its effects to local government jurisdictions.The department by way of the Engineering, Hydrology and Geology (EHG) Programis charged with the responsibility of identifying those beaches of the state which are critically eroded, and to develop and maintain a comprehensive long-term management plan for their restoration.The long-term management plan has several components to it that the department implements, including the Critically Eroded Beaches Report.

The department has an extensive historic shoreline database that has been collected since the early 1970s and continues to this day.Furthermore, the shoreline database has been contributed to extensively by private sector coastal engineering firms and hydrographic surveying firms as part of the monitoring protocol for beach restoration/nourishment projects.Additional information is collected on offshore sand sources and is housed in the departments Regional Offshore Sand Source Inventory (ROSSI) database.The ROSSI database enables users to make the most informed decision possible when it comes to the management of sand resources for beach restoration/nourishment projects. The ROSSI database is managed by the EHG Programs coastal engineering and geology staff.

Coastal habitat affected by critical erosion is typically restored through beach restoration/nourishment projects.Projects whether on the beach or inlet facing the Atlantic Ocean, the Gulf of Mexico, the Straits of Florida or associated inlets must apply for a joint coastal permit (JCP) through the Beaches, Inlets and Ports Program (BIPP).Activities that require a JCP include beach restoration or nourishment; construction of erosion control structures such as groins and breakwaters; public fishing piers; maintenance of inlets and inlet-related structures; and dredging of navigation channels that include disposal of dredged material onto the beach or in the nearshore area.BIPP also processes ERPs for navigational dredging of deepwater ports. These projects generally are below the mean high water line and extend into the sovereign submerged lands and are likely to affect the distribution of sand along the beach.

The departments Coastal Construction Control Line (CCCL) Program protects coastal resources from improperly located and designed structures and activities that can destabilize the beach and dune system, cause erosion, expose upland property to storm damage or interfere with public access. In addition, coastal construction activities must be designed and conducted in a manner that protects sea turtles and dune plants.The CCCL program applies special siting and design criteria to construction, excavation and related activities to minimize impacts to the beach and dune system. The CCCL location is set at the upland limits of the damaging effects of a 100-year coastal storm as predicted by coastal engineering models. Condominiums, hotels, homes, pools and boardwalks, etc., to be constructed seaward of the CCCL must meet the specific requirements of this program.

The department manages an interactive web-based mapping service known as Map Direct, which includes the latest aerial imagery and coastal attributes. Map Direct can be used to view projects or property along Floridas coastline. Alsoavailable are theCollection of Aerials and Shoreline Trends System (COASTS)as well ashard-copy maps, which are made available from COASTS for printing.

The Beaches, Inlets and Ports Program planning staff is charged with updating and maintaining the Strategic Beach Management Plan (SBMP) and assisting the coastal engineering and geology staff with establishing or updating the Inlet Management Plans (IMP) to address critical erosion along Floridas coastline.The strategies listed in both the SBMP and IMPs are considered eligible for state cost share and are considered components of the states long-term management plan for Floridas sandy coastline.The strategies listed in the plans address the erosion problems along Floridas sandy coastline with the best coastal engineering and environmental alternatives for a segment of coastline or inlet.

The Beach Management Funding Assistance Program (BMFAP) works in concert with local sponsors to achieve protection, preservation, restorationand nourishment of the sandy beaches fronting the Atlantic Ocean, the Gulf of Mexico and the Straits of Florida, and for the management of inlets to replicate the natural drift of sand interrupted by improved, modified or altered inlets.State funding is requested annually through a local government funding request application process.The BMFAP is tasked with executing funding assistance agreements for eligible feasibility, design, construction and monitoring tasks once appropriations are made by the Legislature.

There are many beaches in the state of Florida for people to enjoy, two of which can be found in the City of Cape Coral. The main beach is located within theYacht Club Community Parkon the southeast corner of Cape Coral at the end of Driftwood Pkwy. In addition to the Yacht Club public beach, visitors to the Yacht Club Community Park canenjoy a covered playground with equipment for children ages 2-12 that can accommodate persons with disabilities, as well as picnic tables and BBQ grills, the adjacent Yacht Club Pier, a public boat ramp and free vehicle parking (there is a small fee for boat trailers).

Cape Coral's newest beach is located atFour Freedoms Parkon the banks of Bimini Basin just south of Cape Coral Pkwy. Visitors to four Freedoms Park can enjoy fenced in playground equipment for children ages 2-12, picnic tables and BBQ grills. Alcohol is not permitted in either of the parks and animals are not allowed on the beach. Both the Yacht Club public beach and Four Freedoms beach are open from dawn todusk daily; however, there are no lifeguards on duty. Those who wish to go in the water should understand that they are both non-swimming beaches so going in the water is at their own risk.

For people who wish to swim, theYacht Club Community Poolis located just a few feet from the Yacht club beach and features a heated Olympic Size pool and a kiddy pool with interactive Dewdrop fountain and underwater bubblers. A daily fee is required to use the Yacht Club Pool, but fully trained lifeguards are on duty at the pool during all operating hours.

All of the above parks have picnic tables that are available on a first come, first serve basis, and sunbathing is permitted (swim suits are required).

The Sanibel Island beaches can also be a romantic place to hold your wedding or another special event with a beautiful landscape. Visit the marinas to see the many boats that are docked there.
