Newark Mayor Cory Booker said Hurricane Sandy prevented him from thinking too much about jumping into the Gubernatorial race in 2013. David Giambusso from The Star-Ledger reports that Booker expects to decide by mid-December.

Free beaches for all?

Somerset State Senator Michael Doherty (R-Somerset) says he wants a law that requires any shore communities that use federal or state money to rebuild after Hurricane Sandy to make their beaches free to the public.

Mack aide testifies

The Times of Trenton reporter Alex Zdan reports that Carmen Melendez testified before the federal grand jury Thursday as the panel considers whether to bring an indictment against Trenton Mayor Tony Mack. Melendez has worked as Trenton's Housing & Economic Development Director.

Hamilton corruption trial

Hamilton Township Mayor John Bencivengo declined to take the stand Thursday as testimony ended in his federal corruption trial. There will be no activity in the courtroom today as attorneys prepare for Monday's closing arguments.

Honeywell expansion debated According to a story by NJ.com's Lou Hochman, the Morris Township battle over Honeywell's corporate campus isn't over. When the township committee voted to rezone the campus property last month, it took what was nearly the last step needed to entice Honeywell to stay at the site. It's a move proponents argue will massively boost tax revenues, and keep 1,000 high-paying jobs in New Jersey.

Municipal power play

JCP&L's second consecutive flap over their work and response times in the face of natural catastrophes is leading some municipalities to consider making their own power play. Brendan Kuty, of nj.com, writes that Madison and Butler officials want to start their own utility companies.

Dune size determined extent of storm damage on NJ beaches

MONMOUTH BEACH Just three weeks after Hurricane Sandy ripped apart the Jersey Shore, a beach replenishment project is getting under way in Monmouth Beach.

The beach project had been planned before the storm hit, but state and local officials say the hurricane proved in a very urgent way the need for these efforts to continue.

The Army Corps of Engineers has spent the weeks after Hurricane Sandy examining dunes up and down the Shore to see what they can learn from their engineering projects.

One thing everyone agrees on: Where the dunes were high and wide, there was little if any damage to the homes and businesses behind them. The most destruction, they said, came to the towns with low, narrow dunes.

"If you look at the towns that have had engineered beaches, up and down the state, those are the towns whose damage was minimal," Gov. Chris Christie said during a visit to Monmouth County last week. "Other towns that didnt, the damage was much greater. I think thats a lesson for us as we move forward."

Stewart Farrell, director of the Coastal Research Center at the Richard Stockton College of New Jersey, has studied the states dunes for more than two decades. After Sandy, he dispatched three teams from the center to inspect dunes at all of its 105 study sites.

Although state Department of Environmental Protection Commissioner Bob Martin said Army Corps-built beaches held up the best against Sandys storm surge, Farrell said those arent the only beaches that fared well. In Barnegat Light, for example, where the dunes have grown by accretion, there are no signs of a hurricane. Farrell said thats because with the design of the walls of the Barnegat Inlet, sand becomes trapped on those beaches and had naturally built dunes some 2,400 feet wide. For comparison, the Army Corps builds dunes 150 feet wide.

By contrast, the Ortley Beach section of Toms River had the lowest and thinnest dunes 10 to 12 feet high and less than 50 feet wide and it sustained the most damage on the coast, Farrell said.

In Mantoloking, where three inlets were cut and many of the 147 oceanfront homes have been destroyed or seriously damaged, town officials had let the dunes grow naturally, with the largest at 22 to 23 feet high and 100 feet wide, Farrell said. The homes that were decimated were behind dunes at least half that size, Farrell said. The houses behind the highest dunes had little or no damage.

"Where the skimpiest dunes were, thats where the inlet formed," he said.

Fortifications remained concentrated around ports until late in 1943 when defences were increased in other areas. Organisation Todt, which had designed the Siegfried Line (Westwall) along the Franco-German border, was the chief engineering group responsible for the design and construction of the wall #39;s major fortifications. Early in 1944, Field Marshal Erwin Rommel was assigned to improve the Wall #39;s defences. Rommel believed the existing coastal fortifications were entirely inadequate and he immediately began strengthening them. Under his direction, a string of reinforced concrete pillboxes was built along the beaches, or sometimes slightly inland, to house machine guns, antitank guns and light artillery. Mines and antitank obstacles were planted on the beaches themselves and underwater obstacles and mines were placed in waters just off shore. The intent was to destroy the Allied landing craft before they could unload. By the time of the invasion, the Germans had laid almost six million mines in northern France alone. More gun emplacements and minefields extended inland, along roads leading away from the beaches. In likely landing spots for gliders and parachutists, the Germans emplaced slanted poles with sharpened tops, which the troops called Rommelspargel ("Rommel #39;s asparagus").
