UTC Aerospace Systems provides critical control systems for Orion

UTC Aerospace Systems' employees helped build NASA's Orion spacecraft, which completed its Exploration Flight Test (EFT-1) from Kennedy Space Center in Florida. The team provided critical control systems, including active thermal control, pressure control, power control and switching hardware for the Orion spacecraft, as well as key systems for the Delta IV Heavy launch vehicle. UTC Aerospace Systems is a unit of United Technologies Corp. (UTX).

"We are honored to partner with Lockheed Martin and United Launch Alliance in this important milestone for NASA," said Allen Flynt, General Manager, Human Exploration and Launch Vehicles. "Orion is the vehicle for the next generation of space exploration, and our employees are helping to make that a reality."

The active thermal control system provides pumps and thermal expansion control of fluid circuits for cooling of the avionics boxes. The power control and switching hardware provide power connectivity from external power sources, conditioned power to the crew and service modules, and communication to environmental control and life support systems components.

The pressure control equipment consists of a negative pressure relief valve, which allows for pressure equalization between the vehicle interior and the outside air during reentry in the event the cabin pressure has leakage.

"These systems are key to crew and craft survivability," said Flynt. "Results of this flight test will help inform the development of the crewed version of the Orion spacecraft, which our employees are already working on, for its first un-crewed exploration mission (EM-1)."

The Orion multi-purpose crew vehicle will eventually take humans farther into space than any other space vehicle to date. It will be capable of low-earth orbit and lunar or deep-space mission.

UTC Aerospace Systems also provides critical systems for the United Launch Alliance Delta IV launch vehicle that put the Orion capsule into orbit. These include: the hydraulic power systems that provide hydraulic fluid to steer the launch vehicle; the power control and switching elements; fluid sensing units; and telemetry subsystems for both the common booster cores and the upper stage of the Delta IV heavy launch vehicle.

UTC Aerospace Systems designs, manufactures and services integrated systems and components for the aerospace and defense industries. UTC Aerospace Systems supports a global customer base with significant worldwide manufacturing and customer service facilities.

United Technologies Corp., based in Hartford, Connecticut, provides high technology products and services to the building and aerospace industries.

NATO ministers boost support for Ukraine

BRUSSELS: NATO foreign ministers announced new support for Ukraines military and slammed Moscow for backing rebel forces Tuesday in a meeting that also focused on the alliances upcoming move to a training mission in Afghanistan. We strongly condemn Russias continued and deliberate destabilization of eastern Ukraine in breach of international law, said a statement from the NATO ministers and Ukraines Foreign Minister Pavlo Klimkin, who attended by videoconference. NATO chief Jens Stoltenberg said they agreed to activate four trust funds which will help pay to upgrade Ukraines logistics, cyber warfare, command and control and medical services, and added a fifth to support wounded Ukrainian soldiers. Despite Ukraine and pro-Russian rebels saying Tuesday that they had agreed a new truce in the eastern rebel stronghold of Lugansk and were discussing a similar truce in Donetsk province, the ministers also pushed Moscow to honor a wider peace deal agreed in September. Russia must use its influence over the separatists to ensure they stop their attacks and abide by the cease-fire, the statement said, referring to the earlier deal. A NATO official said implementation is key to any new cease-fire. EU foreign affairs head Federica Mogherini, attending the meeting, said that if confirmed, the new truce accords would obviously be very good news. The NATO ministers were meanwhile also discussing plans to set up an interim quick reaction force to help the Cold War-era alliance to deal with new challenges of hybrid warfare and political upheaval, such as Islamic State militants in Iraq and Syria. At a September summit NATO leaders agreed to launch a spearhead force of around 4,000 troops by 2016 but on Tuesday they were discussing plans for an even faster, smaller force to be operational by early 2015. Norways Stoltenberg, who took over from Denmarks Anders Fogh Rasmussen as NATO chief on October 1, said the ministers aimed to agree on how to drive our alliance forward in a changing world, ready to deal with any challenges from the east or from the south. They also reviewed NATO efforts to reassure eastern members such as the ex-Soviet Baltic states and former Warsaw Pact member Poland by rotating aircraft, ships and troops through the region. The question of NATO membership for Ukraine was strictly off limits, diplomatic sources said. Stoltenberg stressed that it was up to individual countries to decide on their own if they wanted to join the alliance and that he would respect any decision taken. Kievs new government wants to restart the membership process interrupted by ousted leader Viktor Yanukovych, but Russian President Vladimir Putin has repeatedly warned against such a move. As NATO prepares to end combat operations in Afghanistan its longest ever mission ministers were to close their meeting Tuesday in the presence of new Afghan President Ashraf Ghani and chief executive Abdullah Abdullah. NATO has agreed with Kabul on a training and advisory force of some 12,500 troops, mostly US, which will remain for several years. US Secretary of State John Kerry chairs a meeting of the 60-strong US-led coalition against IS at NATO headquarters on Wednesday, although NATO is not involved in the coaltion.

NSA AURORAGOLD ops aimed to weaken all cellphone networks

JC Torres

When your job involves spying on other people's conversations, it is in your best interest that such lines of communications remain open to your snooping. That is pretty much the principle used in one of NSA's operations, codenamed AURORAGOLD, that virtually aimed to weaken the world's networks so that it will always have a backdoor to use, no matter the country. This is just one of the latest revelations unearthed from the documents provided by whistleblower Edward Snowden regarding the NSA's almost godlike power and reach.

By now, many of the NSA's activities and methods have been brought to light, but this more recent analysis has an even bigger and potentially more dangerous side effect. The NSA has been revealed to not only have spied on communications, both abroad and in the country, but it also specifically targeted communications between companies and organizations that are charged with actually securing phone networks against such activities.

The principle is simple really. Spy on networks and their employees in order to remain abreast of the latest developments in security and encryption. If possible, covertly work to actually introduce vulnerabilities or at least keep vulnerabilities from being patched up. This way, the NSA will always be in the loop and won't be caught unaware of the latest developments and technologies that would curtail its powers. AURORAGOLD is carried out by still undisclosed NSA units, like the Target Technology Trends Center, whose motto is ominously "Predict, Plan, Prevent".

According to leaked materials, one of the prime targets of AURORAGOLD is the GSM Association, a UK-based global trade group made up of more than 800 companies spread out in 220 countries, including the US. The GSMA takes it upon itself to develop technologies and policies to protect consumers, as well as businesses, and is therefore ripe for AURORAGOLD's purposes. The organization has yet to make a formal statement or any legal action, pending analysis of the leaked documents.

Thanks to AURORAGOLD, the NSA, as well as other members of the "Five Eyes" surveillance alliance (UK, Canada, Australia, and New Zealand), have been able to break the most commonly used cellphone encryption algorithm, the A5/1. The more recent and stronger version, the A5/3, is now the target of their efforts. But no matter how the NSA claims its purpose is to actually protect the country and its allies, AURORAGOLD actually exposes the country to danger even more. Any backdoor that the NSA creates or keeps open is practically available for terrorists or other governments to use.

Without openly admitting the existence of AURORAGOLD, President Obama directed the NSA not to take action, or inaction, that would weaken software and to even disclose such vulnerabilities to companies. Of course, there's a "but", when clear national security is involved, one that could probably be used and abused as a loophole in the future. The NSA naturally remains silent on the existence or continued existence of operation AURORAGOLD.

New Kensington shooting victim refuses to testify; charges withdrawn

New Kensington Detective Lt. Jim Klein climbed up and down the emotional spectrum from anger to disgust to frustration Friday.

Frustration finally took hold as Klein sat in his office discussing how, about an hour before, police were forced to withdraw charges against two New Kensington men accused of trying to kill a third city man.

You feel like you've had your heart ripped out, and now you're fearful of what might happen next if this beef hasn't been settled, Klein said.

This is not on us, Klein said firmly. We're doing our job.

He said the charges were dropped because the shooting victim, Jadrian Race Toochy Wade, refused to testify, Klein said. We were even exploring the possibility of giving him immunity.

He said that was because Wade, 21, had indicated he would invoke his Fifth Amendment rights against self-incrimination if he testified.

But we were advised by Mr. Wade's attorney that he wasn't even able to meet with Mr. Wade to discuss what he was seeking immunity for, Klein said.

When we were at the magistrate's a couple of weeks ago, the victim had an attorney, and the attorney advised me the cIient would not testify on Fifth Amendment grounds, said Westmoreland County Assistant District Attorney Larry Koenig. In other words, him testifying might incriminate him on other matters, including the shooting, itself. He did not tell myself or Detective Klein that himself, but his attorney did, and we had to respect that.

Wade's attorney, Fred Rabner of Pittsburgh, did not return a Valley News Dispatch reporter's call seeking comment for this story.

A Woodmont Avenue resident, Wade was shot three times in Proctor Alley around 1:30 a.m. on Aug. 3.

Volokh Conspiracy: Panel discussion on the future of the Fourth Amendment

I recently participated in a provocative and interesting panel on the Fourth Amendment and new technology during a conference at Georgetown Law. My co-panelists were Judge Richard Posner, Judge Margaret McKeown, DOJs Michael Dreeben, and Georgetowns David Cole. Georgetowns Laura Donohue moderated. You can watch the whole thing here via C-SPAN.

If you only want to watch the highlight, check out this 6-minute excerpt over the value of privacy between Judge Posner and David Cole. We had been talking about searching cell phones, and Posner expressed his view that cell phone privacy was no big deal. Cole disagreed, and the two of them debated the issue. I score this Cole 1, Posner 0.

Orin Kerr is the Fred C. Stevenson Research Professor at The George Washington University Law School, where he has taught since 2001. He teaches and writes in the area of criminal procedure and computer crime law.

Walker should push to restrict subsidies for bad behavior.

Taxpayers should have rights, too

A FEDERAL APPEALS COURT has upheld a trial court ruling that Floridas law requiring public assistance applicants to submit to drug tests as a condition of receiving aid is an unconstitutional violation of Fourth Amendment search-and-seizure protections.

The court ruled that the collection and testing of urine intrudes upon expectations of privacy that society has long recognized as unreasonable. ... By virtue of poverty, TANF (Temporary Assistance for Needy Families) applicants are not stripped of their legitimate expectations of privacy.

During his successful campaign for re-election, Gov. Scott Walker promised to pursue a similar drug-testing policy for Wisconsin. We dont think he should give up.

SUBSTANCE ABUSE IS one of the more common and severe barriers to finding and keeping a job. Its also one of the social pathologies disproportionately affecting at-risk populations. Police officers and prosecutors will tell you its one of the primary drivers behind criminal behavior. And prison officials will say a disturbingly large percentage of those entering the corrections system are substance abusers.

So, explain again: Why is society wrong to raise the bar and insist that people seeking tax-funded assistance are drug-free?

The legal system largely amounts to this: What one clever lawyer can put together, another can tear apart, and vice versa. So maybe theres a tweak or a turn to the Florida approach that could reach the same goal of discouraging drug abuse without running afoul of the Constitution.

We believe in Fourth Amendment protections as much as anybody, but we also believe taxpayers have no obligation to subsidize bad behavior. Governor Walker should continue looking for a way to keep his promise.

Idaho nurse gains backing of EFF and ACLU in fight against the NSA

Usually it's the big guys, or at least national and international organizations, that stand up to fight against the government. But on Monday, a nurse from Idaho will continue to fight the case she brought against Barack Obama and government intelligence agencies. Anna Smith says her Fourth Amendment rights were violated when the NSA collected data about her from phone records.

A district court ruled against Smith when she first started to fight the case, but now she has the backing of the Electronic Frontier Foundation (EFF), the American Civil Liberties Union (ACLU) and the American Civil Liberties Union of Idaho.

The original case dates back to June 2013, shortly after the activities of the NSA first came to light. Now the EFF, ACLU, the American Civil Liberties Union of Idaho, and Smith husband have worked together to craft an appeal. The case will be heard at the United States Court of Appeals for the Ninth Circuit and will center on several areas.

One argument is that "neither Smith nor any other precedent authorizes the suspicionless collection of call records in bulk" and that the collection of such data is an invasion of privacy. The appeal also says that the government's mass collection of phone data violates the fourth Amendment and is unconstitutional "because it is warrantless and lacks probable cause".

This is not the first time the Electronic Frontier Foundation has become involved in a case against the government and the NSA, and it is unlikely to be the last. This appeal starts on Monday 8 December at 9:00 AM PST, and we'll be following along to see what happens.
