Voters in Red Oak cast ballots for Iowa Senate District 12

DES MOINES, Iowa- Voting is underway today in Senate District 12 to find a successor to now U.S. Senator-Elect Joni Ernst. The Red Oak Republican resigned in November from her Iowa Senate seat, after she was elected to the U.S. Senate.

Seeking her seat are three candidates, including Republican Mark Costello of Imogene, Democrat Steven Adams of Red Oak and Libertarian Party candidate, Don Brantz of Glenwood.

Voter turnout is described as light today. Ringgold County Auditor Amanda Waske said as of mid-afternoon they had a total of 140 people voting county-wide. Waske said voters told her due to the short window for this election, they just dont feel like they know the candidates.

Democrat Candidate Steve Adams, of Red Oak spent part of the day campaigning in Red Oak. I feel like voters in the 12th District need to have an option, for 20 years weve had a Republican- led majority I just think we need another voice, another option, maybe some different ideas, said Adams.

Republican Mark Costello has served two years in the Iowa House of Representatives. He says staying on budget is important. I believe in being responsible that way, and Im pro life, any pro-life legislation Id be behind, said Costello. Id kind of like to see some income tax reform, added the cattle rancher from Imogene.

Libertarian Candidate, Don Brantz of Glenwood said he got interested in running thanks to Libertarian Governor Candidate, Dr. Lee Hieb. I had always been frustrated with the Republican Party, said Brantz. They seem to be RHINOS ( Republican in Name Only) and for every regulation that came down the pike most of them, said Brantz.

Senate District 12 is made up of six counties in southwestern Iowa. The counties where voting is taking place today include; Mills, Montgomery, Page, Taylor, Fremont, and Ringgold.

Polls are open from 7 a.m. to 9 p.m.

One of the candidates is facing charges from an incident back in October.

BEIJING, China Beijing on Tuesday, December 30, launched a website for an uninhabited island chain in the East China Sea, in its latest bid to assert sovereignty over an archipelago controlled by Japan.

The new website, http://www.diaoyudao.org.cn, was unveiled by China's National Marine Data and Information Service.

Featuring a Chinese flag on its front page, the site displays legal documents, maps and a timeline dating back to 1403, the year Beijing claims the islands' Mandarin name first appeared in writings.

The documents on the website "provide strong evidence, from both a historical and legal perspective, that the Diaoyu Islands are China's inherent territory since ancient times," the official Xinhua news agency wrote.

It added that the site, which is currently available only in Chinese, will soon be launched in at least seven other languages, including Japanese.

Beijing and Tokyo have been engaged in a bitter and longstanding battle over ownership of the island chain, known as Diaoyu in China and Senkaku in Japan.

The dispute was exacerbated when Japan nationalized some of the archipelago nearly two years ago, and the sea and air around the contested isles have seen increasingly dangerous standoffs since then.

Tokyo sought to further its claim to the territory in August by naming five of the islands, an act decried by Beijing as "illegal and invalid".

China urges Japan to respect fact as record emerges on disputed islands

BEIJING, Dec. 31 (Xinhua) -- Japan should recognize history and respect facts concerning the disputed Diaoyu Islands, Foreign Ministry Spokeswoman Hua Chunying said in Beijing on Wednesday.

She was responding to a question at a regular press briefing about newly declassified records that show China and Japan did reached understanding and consensus on handling the disputes decades ago.

China and Japan normalized bilateral relations and sealed a treaty of peace and friendship in the 1970s. In that treaty, the older generation of leaders of the two countries reached major understanding and consensus on this issue, Hua said.

Official records declassified by the British National Archives on Tuesday show that China and Japan agreed to "maintain the status quo" on the Diaoyu Islands.

According to the records, then Japanese Prime Minister Zenko Suzuki said in a private conversation with his British counterpart Margaret Thatcher on Sept. 20, 1982 that Japan and China had reached agreement on shelving disputes over sovereign claim on the Diaoyu Islands.

"This advice was based on his experience of dealing with the disputed territory of the Senkaku Islands(Diaoyu) on which, when dealing directly with Deng, he had easily reached agreement that the two governments should co-operate on the basis of their major common interest and leave aside the differences of detail", the record quoted Suzuki as saying.

Also attending the meeting with Thatcher was Yoshio Sakurauchi, at that time foreign minister, and Kiichi Miyazawa, then chief cabinet secretary and later a prime minister, according to Kyodo reports.

But the Japanese government has openly denied there is any agreement with China to shelve the issue of the Diaoyu Islands.

Spokeswoman Hua said the China has noticed relevant reports. She said the Chinese stance has always been clear that the Diaoyu Islands have been an inherent part of Chinese territory since ancient times.

"We hope that the Japanese side should recognize history, respect facts and make effort to properly resolve the issue of the Diaoyu Islands," Hua said.

Nestled between the Indonesian islands of Kalimantan (to the north), Java (to the south), Sumatra (to the west), and Sulawesi (to the east), the Java Sea is already a graveyard of sorts.

In January 2007, a local Indonesian flight carrying 102 souls on board lost contact with air traffic control over the Java Sea.

Ten days later, debris from the plane was found off the coast of Sulawesi. There were no survivors.

It was later determined that the plane went down due to pilot error.

There have also been a series of ferry accidents.

In November 2009, a ferry carrying passengers between the Indonesian islands sank in stormy waters off the coast of Sumatra.

Though more than 200 people were rescued, 30 people were killed in the rough waters.

In December 2006, a ferry carrying over 600 people broke apart as it was tossed among the waves in the Java Sea. More than 400 perished.

A passenger ship also sank in this corner of the ocean in 1981. The KMP Tampomas II caught fire while sailing from Jakarta to Sulawesi and sank near the Masalembu Islands, hundreds died in the incident.

Japan, China had agreement to maintain Senkaku status quo, Suzuki-Thatcher files show

LONDON Japan and China agreed to maintain a status quo on the Senkaku Islands and avoid any discussion over their respective sovereignty claims, the late Prime Minister Zenko Suzuki was quoted as saying in a 1982 conversation with British Prime Minister Margaret Thatcher, according to British government files released this week.

The comment was reportedly made during a private conversation on Sept. 20 of that year.

According to the record, Suzuki offered advice to Thatcher on how she should handle the Chinese in negotiations over Hong Kong, then a British territory.

The document, prepared by Thatchers private secretary, notes that His (Suzukis) advice to the prime minister was to deal directly with (Chinese leader) Deng Xiaoping on the matter, with as few other people present as possible.

This advice was based on his experience of dealing with the disputed territory of the Senkaku Islands on which, when dealing directly with Deng, he had easily reached agreement that the two governments should cooperate on the basis of their major common interest and leave aside the differences of detail: in consequence it had been agreed that, without raising the matter concretely, the status quo should be maintained, so that the issue was effectively shelved.

The prime minister welcomed Mr. Suzukis advice on the method to deal with Deng, but commented that in the case of Hong Kong it would not be sufficient to shelve the issue if the confidence of investors in Hong Kong was to be maintained.

Also attending the meeting was Foreign Minister Yoshio Sakurauchi and Chief Cabinet Secretary Kiichi Miyazawa, a future prime minister.

In May 1979, as a Lower House politician, Suzuki met Deng in China. This is thought to be the meeting referred to in his discussions with Thatcher.

The Japanese Foreign Ministrys website states: Japan has consistently maintained that there has never been any agreement with China to shelve issues regarding the Senkaku Islands. This is made clear by published diplomatic records.

The assertion that such an agreement exists directly contradicts Chinas own actions to change the status quo through force or coercion.
