Freedom From Religion Foundation quadruples space, adds staff

MADISON Several years ago, when the Freedom From Religion Foundation first pondered a need for more space, it considered selling its headquarters downtown and buying a larger building elsewhere.

Annie Laurie Gaylor, a foundation co-president with her husband, Dan Barker, said she hoped they might buy a vacant church.

But after evaluating 20 or so sites, the couple decided to stay put and construct an addition to the nonprofit organizations current building. All for the better, they now say.

The addition, which staff members began moving into last week, keeps the organization at the corner of West Washington Avenue and North Henry Street.

The prominent spot is near Overture Center and the Madison Central Library and just blocks from the state Capitol and the UW-Madison campus.

We like to be in the thick of things, Gaylor said.

Indeed they do.

The organization, founded in 1976, promotes the separation of church and state with a tenacity that delights some and exasperates others.

Its second goal, to educate the public about atheism and agnosticism, elicits less public vitriol but is no less important to the organizations members.

Both goals now will be easier to pursue with the expansion, Gaylor said.

Alleged Russian Spies Detained Near NATO Air Base In Lithuania

Alleged members of a purported Russian spy ring were detained in Siauliai, Lithuania, after being suspected of infiltrating the Lithuanian army. The accused spies were captured Wednesday near NATOs Zoknai air base, a facility that offers protection to Estonia, Latvia and Lithuania.

While authorities have described the espionage as the work of an unidentified foreign intelligence service, media speculation is that they were working for Russia, Newsweek Europe reported.

Lithuanian Lt. Col. Vidmantas Raklevicius told the Russian news agency Tass that one of the detainees was one of his own officers, who had been in the Lithuanian air force for 10 years. Another man, believed to be the ringleader, has also been detained.

Lithuanian authorities have launched an inquiry into the apparent breach, and officials have not ruled out Russia as its source.

The incident comes at a time when more Russian spies are believed to be operating in Eastern Europe than have been since the Cold War ended.

Moscow is thought to have ramped up its undercover espionage while it pursues apparently expansionist policies in Crimea and Ukraine -- with violent consequences.

US President Barack Obama's plan for overhauling the National Security Agency's phone surveillance program could force American telcos to collect and store customer data that they are not currently legally obliged to keep, officials say.

One complication arises from the popularity of flat-rate or unlimited calling plans, which are used by the vast majority of Americans.

While the US Federal Communications Commission requires phone companies to retain records on "toll" or long-distance calls for 18 months, the rule's application is vague for subscribers of unlimited phone plans because they do not get billed for individual calls.

That could change if the Obama administration pushes through with a proposal to require carriers instead of the NSA to collect and store phone metadata, which includes dialled numbers and call lengths but not the content of conversations. Under the proposal, phone companies would be required to turn over the data to the NSA in response to a court-approved government request.

US officials said the carriers might be forced to create new mechanisms to ensure metadata from flat-rate subscribers could be monitored. They said these issues will require further discussion between the White House, Congress and industry.

"These are very complex systems," said one industry source familiar with data storage policies. "I doubt there are companies out there that have a nice, neat, single database that can tell you how long records are kept universally."

To great fanfare last month, the Obama administration unveiled a proposal to end the NSA's bulk collection of millions of records of phone calls. But the announcement glossed over key practical issues in implementing the new procedures.

The potential gap in records for flat-rate subscribers, as well as the telcos' strong opposition to onerous data retention requirements, underscores the still-fluid nature of the NSA reforms.
