Insurance information needed for taxes
The Affordable Care Act rolled out last year with the promise of health coverage for those who hadnt been able to get it before. That was the good part. Now comes the penalty phase: Those who didnt have health coverage in 2014 will probably owe the Internal Revenue Service money this year.
As tax-filing season opens, Americans are beginning to realize that President Obamas signature health-reform law was as much about taxes as health insurance. Experts estimate that as many as 30 million Americans 10 percent of the population will be affected by the changes it made in the tax code this year.
How that shakes out how many will pay penalties or be exempted from them, how many will see their tax refunds increased or decreased by the filing day of April 15 remains to be seen. But as ignorance and confusion give way to surprise at the laws impact on consumers pocketbooks, the political repercussions could be significant.
Im afraid this is going to be the third strike, said Linda Schwimmer, vice president of the New Jersey Health Care Quality Institute. First was the discovery, in the fall of 2013, that those who liked their current insurance coverage wouldnt necessarily be able to keep it despite President Obamas promise to the contrary. Next was the debacle, during the first open-enrollment period, of HealthCare.govs computer problems. Now comes the collision of the health law and income taxes.
I think this is a real vulnerability for the Affordable Care Act and its proponents, said Schwimmer, whose nonpartisan group advocates for accountability and transparency in health care.
But most people dont know what it means yet for their households. While the majority of taxpayers will merely have to check off a box attesting that they had insurance the entire year, others will find it a whole lot more complicated.
Our research indicates that many consumers may be in for a surprise at tax time, said Kathy Pickering, executive director of H&R Blocks Tax Institute. The majority of taxpayers wont figure that out until the moment they sit down to file their taxes this tax season, she said.

Shopping is usually relatively simple: you decide what you want, look up a few prices online to find out where you can get the best deal, buy and move on with your day.
It isnt nearly that easy when what you need to buy is health care services, for a host of reasons. The possibility of complications, questions about your insurance and the way billing is set up all can make it difficult to figure out what you will pay for a procedure, but there are steps you can take to try to lower your costs, or at least have an idea of what they should be before going under the knife.
Kevin Han, chief financial officer at Stormont-Vail HealthCare, said the hospital offers the average charges for some common procedures on its website, but those are only a starting point. Customer service representatives can help patients to come up with a most accurate estimate of their out-of-pocket costs, he said.
The charge is not the same as what youre going to end up owing, he said.
Health care reform requires hospitals to make their charges available to patients. Average charges dont account for different services that a patient might need along with a procedure, however, Han said.
There is a lot of variability in the services performed even if the procedure is pretty much the same, he said.
Officials with St. Francis Health couldnt be reached for comment about their billing practices.
The provider, such as a surgeon or obstetrician, also bills separately, so patients who know they are going to have a procedure in advance should get an estimate from their provider, Han said. All of the Cotton-ONeil clinic physicians have the same contracts with Stormont-Vail, but independent doctors who use the hospital might have a different arrangement, he said. The anesthesiologist also bills separately, if one is needed for the procedure.
Insurance plans vary in the types of charges patients are responsible for. Three of the most common are copayments, co-insurance and deductibles. Copayments and co-insurance both are a portion of a service the patient has to pay for. The difference is that a co-pay is a flat charge, such as $15 per office visit, while co-insurance is a percentage of the total bill, such as charging patients 20 percent of the cost of their hospital stay. The deductible is how much the patient has to pay in a given year before insurance begins paying for most services.
How much a patient pays can change from month to month if he or she hasnt yet met the insurance deductible, Han said. If you have a procedure before you have used many health care services this year, you may pay more out of pocket than if you can have it done after you have met your deductible.

Advocates of the Affordable Care Act have been workingfor more than a year to encourage members of the LGBT community to get insured under the health-care law. But now, the Illinois health insurance marketplace is taking that appeal to the airwaves -- during the Golden Globes, no less.
This weekend Get Covered Illinois is launchingan ad specifically aimed at letting same-sex, married couples know they can enroll in health plans in the same way a heterosexual couple could.
In the ad, Illinois residents Jake and Allen -- a real couple who are friend's with the commercial's director,Quriosity Productions' David Gil -- recount how their relationship developed.
"We leveled up: stranger to boyfriend to civil union to a marriage," Jake recalls. "In Illinois we can enroll in affordable care together. The sign-up process took minutes, and after being uninsured for years, I had appendicitis."
"Having affordable care was sincerely a life-saving moment,"Jake adds.
The ad, which ran during prime time in Chicago Friday night and will be running in different markets throughout the state, is part of a broader "National LGBT Outreach and Enrollment Week" effort the Obama administration and its allies are launching Monday.Out2Enroll, a collaboration among theCenter for American Progress,Federal Agencies Project and Sellers Dorsey Foundation, will be holding events throughout the country in an attempt to make further inroads amongthe lesbian, gay, bisexual and transgender community.
Get Covered Illinois Executive Director Jennifer Koehler said in an interview Friday the exchange decided to launch the ad because "we're in a really historic time in Illinois." The state legalized civil unions in 2011 and same-sex marriage two years later, though that law didn't take effect until June 2014.
"Were making sure all families across Illinois understand what their new benefits are, what their new options are under theAffordable Care Act," Koehler said.
Nationally, LGBT advocateswill be touting a new Health and Human Services policy that took effect Jan. 1, which states that legally married same-sex couples have access to the same plans astraight couple would in every state, even if the state doesn't recognize the couple's marriage. Out2Enroll has also launched a new Web tool during the law's second enrollment period whereindividualscan put in their zip code and identify trained LGBT-friendly assisters in their region.
Recent researchfrom CAP shows the uninsured rate among low- and middle-income LGBT people who are potentially eligible for federal subsidies declined by almost a quarter between 2013 and 2014, from 34 percent to26 percentuninsured.
