A rainy night cleared up just long enough for the Bahamas to secure their third win and claim the top spot in Group A of the CONCACAF Beach Soccer World Championships.

Lesly St Fleur continued his offensive dominance in the tournament with another hat trick and powered the Bahamas to a 3-2 win over Jamaica in last nights finale at the national beach soccer stadium.

Tied 2-2 for much of the third, St Fleur drew an interference call when he attempted a bicycle kick and was awarded a free kick.

His strike sailed by the outstretched arms of Jamaican Krik Porter for the Bahamas go ahead score with 2:45 left to play.

After dominant performances in their first two matches of the draw, Jamaica presented the toughest test for the Bahamas.

After finishing first in Group A, the Bahamas will now have to wait for the quarter-final draw - hosted at the conclusion of tonights final game - to learn their next opponent.

Beach soccer is a fun sport so each team you play its going to get tougher and tougher so you just have to go out there with a mindset that youre going to play hard, St Fleur said. It doesnt matter who we play next, we just have to go out there and play hard, get to the semis and take our shot at the final.

We just have to go out there and represent the country with pride. We know its going to get tougher and tougher and go out there and have some fun and win while doing that.

Veteran national team member Nesley Jean was key on the defensive end, stifling numerous opportunities for Jamaica in the third period.

Defence comes first. Im just happy everyone is playing together and Im proud of these guys, he said. Itll always be a rivalry between us and Jamaica. Jamaicas a very good team and we have played them numerous times, but they have improved and we have improved, we were able to come out on top this time.

Jean said the team is prepared for whoever they face in the next round.

Whoever comes out of the draw comes, we are prepared. We are ready and we are going to give it all for the country, he said. Im glad Bahamians are coming out and watching the games. The more they come out the more we can show them about the sport.

In the first third, Bahamian midfielder Gary Joseph was shaken up early on and after an interference call, drew a free kick. He drove home what an enthusiastic crowd thought was the first goal, however it was called back due to encroachment by a Bahamian player.

Bahamian goalkeeper Ivan Rolle again had an impressive game in the net for the home team.

After the Bahamas was called for a four-second penalty, Jamaicas Rohan Reid was awarded a free kick that was just deflected by Rolle to keep the game scoreless.

The Bahamas also missed several opportunities to add to their lead highlighted by team captain Gavin Christies shot which deflected just off the right post and they took a 1-0 lead into the second.

Jamaica scored the equaliser on the second possession of the second period with Reids shot at the 11th minute.

Dameion Benjamin took the lead for Jamaica with his goal at the 2:51 mark but St Fleur would score almost immediately at the 2:14 mark when he beat the keeper to tie the game for the Bahamas headed into the third.

In the early moments of the third period, St Fleur left a shot short for what looked like the certain go ahead score.

Rolles saves and Jeans effort on the defensive end highlighted the third for the Bahamas before St Fleurs late-game heroics.

Benjamin was called for a yellow card to place the tournaments leading scorer in scoring position.

In other matches on the day, Trinidad and Tobago defeated the USVI 5-1, the USA defeated Antigua and Barbuda 7-2, Panama and El Salvador drew 4-4, Guyana defeated Belize 4-1 and Costa Rica defeated the Turks and Caicos 8-2.

After a day off today, the Bahamas will return to the pitch in the quarter-final round on Friday.

CSA Ocean Sciences Inc. (CSA), along with team members Oasis and TNO, has been awarded a contract from the Bureau of Ocean Energy Management (BOEM) for the project entitled, A Parametric Analysis and Sensitivity Study of the Acoustic Propagation for Renewable Energy Sources and Projects (PASS). The main objective of the PASS study is to standardize modeling approaches for sound propagation from activities associated with offshore renewable energy development for the Atlantic Outer Continental Shelf. More specifically, the projects aim is three fold: 1) characterize the sensitivity of the sound field to known variability in propagation conditions for wind farm installation activities, including but not limited to pile driving; 2) improve understanding of shallow water propagation characteristics and the sound field caused by pile driving and related activities; and 3) provide a harmonized methodology for estimating the volume of ocean impacted from each activity.

Environmental compliance documents are prepared by BOEM for US offshore renewable energy projects, and underwater acoustic modeling is an integral element of these documents to understand potential acoustic impact on marine life. Acoustic modeling is conducted by different contractors, using a variety of models and approaches, which results in diverse estimations of predicted sound fields, thus, making it difficult to understand to what degree predictions are within acceptable norms.

Ultimately, this study will recommend a consistent underwater acoustic modeling approach and quantify the acoustic impact volume associated with the construction of renewable energy facilities. These results will assist BOEM with unifying, understanding, and validating the range of acoustic modeling results used for compliance documents through determination of the salient environmental parameters that influence predicted acoustic fields and, hence, mitigation needs. Understanding the limits and strengths of the acoustic modeling approaches will increase understanding and lead to harmonization of approaches as well as facilitate a reduction in inconsistency.

McDermott International, Inc. (NYSE:MDR) announces it has acquired the newly built pipelay and construction vessel Amazon to better position the Company for ultra deepwater and SURF projects.

This is a great opportunity for the Company to expand the technical capabilities of our global fleet and grow in the deepwater and SURF markets and greatly increase our ultra deepwater project coverage, said David Dickson, President and Chief Executive Officer of McDermott. Due to current market conditions and the opportunistic nature of the transaction, we were able to acquire what is essentially a new, enabling asset at a fraction of the original build cost.

McDermott plans to upgrade the vessel to address the ultra deepwater market with a state-of-the-art J-lay system outfitted with the latest vessel technology. In the near term, the Company plans to make minor capital expenditure investments to bring the vessel up to Company standards. As McDermott finalizes its upgrade plans, the Company plans to use the vessel on existing construction and pipelay projects.

Funding for the vessel acquisition has been secured through a sale and leaseback arrangement under which McDermott has control of the vessel in exchange for a daily charter-hire rate. The planned upgrade to the state-of-the-art J-lay system and related financing are expected to be considered in line with market conditions.

Completed in 2014, the Amazon is equipped with 49,514 square feet (4,600 square meters) of deck space complete with two 440-ton (400-tonne) cranes, a service speed of 12 knots and accommodation for up to 200 crew and service staff.

Pharos Offshore have recently completed the development and enhancement of a 2,500m rated SMD-built tracked (or free-flying) jet trencher, which has subsequently been named the UTV400.

The 400hp Trenching ROV (TROV) set the benchmark for cable maintenance scopes when it was first introduced in to the offshore market. Pharos Offshore have now brought the system back in-line with current working practices by modernizing the equipment and doubling the burial capabilities.

Craig International has signed a global agreement with energy major, Shell to provide services for equipment stock resale.

The oilfield procurement specialist recently launched Craig Collaboration to provide companies with the opportunity to reduce wastage and duplication, recoup financial outlay and sell unwanted items which are often sitting in storage, this is considered a radical shift in the approach to procurement in the oil and gas industry.

Fugro has been awarded a contract by Shell/BG Kenya for the execution of a seabed survey to detect natural leakages of hydrocarbons. The seeps survey complements a seismic exploration programme that was completed recently offshore Kenya.

Fugro Discovery

Undertaking a four-week campaign of multibeam data acquisition and precise sampling, Fugro will mobilise its specialised survey vessel, Fugro Discovery, to Kenya in March. Seabed sampling will be carried out using a drop corer and multibeam data will be acquired with the latest deepwater high resolution multibeam echo sounder, installed in a newly designed gondola on the vessel hull.

The project is one of many seeps campaigns completed in the worlds oceans for Shell by Fugro and demonstrates the added value of consistent execution of site works and standardised deliverables. Managed under a joint Fugro-Shell Safety Leadership programme, the project optimises both companies expertise in efficient and safe delivery.

Olympic Shipping has chosen Kongsberg Maritimes new K-Walk integrated vessel gangway solution for installation aboard the Multipurpose Offshore Vessel (MPSV), Olympic Orion. Designed to significantly increase efficiency and safety for Walk-to-Work duties, K-Walk will be integrated with the advanced Kongsberg Information Management System (K-IMS) and the existing K-Pos Dynamic Positioning system on board Olympic Orion, which will be upgraded as part of the installation in the latter half of 2017.

Olympic Orion will utilize the innovative K-Walk solution following its launch as part of KONGSBERGs new Integration Strategy in Fall 2016. Through integrated mission planning, automated vessel maneuvering and gangway hook-up, K-Walk introduces a step-change for increasing efficiency and productivity of the Walk-to-Work operations that are integral to Wind Farm Construction and Maintenance projects. While providing a completely safe, motion compensated gangway for the fast transfer of personnel and materials, integration enables more efficient approach and settlement at wind turbines and more effective logistics. The system is activated prior to entering a wind turbines safety zone, reducing vessel speed and launching the K-Walk hook up process during approach. Because of the integration with the DP, the gangway is able to move into position while the vessel is still moving, positioning it safely as the vessel arrives on station.

The integration of K-Walk with K-IMS is a unique approach that enables in-depth mission planning, resulting in increased productivity and efficiency by finding the most preferred route for increased service capability within the wind farm. The system will be fully connected with Olympic Orions DP system, offering increased operability with a new condition based operator environment, which requires less manpower and has minimal training requirements. The K-Walk solution for Olympic Orion will also improve time for mobility and safety with an integrated lift system for transfer of people and goods, including electric trolleys (under design) for movement of pallets across the gangway. Overall, K-Walk significantly enhances operational time efficiency, which improves productivity with the ability to serve more wind turbines within the same time frame.

For the execution of this contract, BOURBON is subcontracting key suppliers, mainly Cortez Subsea, for pipelay equipment and Wood Group for the pipeline design and pipelay engineering. Operations are scheduled to start in Q2 2017 offshore Gabon with an MPSV from the Bourbon Evolution 800 series. ROV services and a PSV, all provided by BOURBON, will also support survey and air diving operations for spool and riser installation.

Ulstein and SeaOwls have launched a pioneering heavy-lift jack-up vessel design. The cruciform structural lay-out makes the solution more than 10% lighter than conventional designs. The concept aims to install the next generation 10-12 MW wind turbines in the same time frame as used today for installing 6-8 MW units.

SeaOwls and Ulstein launched SOUL at the Offshore Wind Journal Conference on 7 February 2017. In combination with a high capacity crane, SOUL enables operators to take the next step in developing offshore wind farms.

The development of this novel jack-up vessel is the logical next step in our strategy to widen our portfolio and become a leading company in supporting the offshore wind industry with more efficient assets, says Tore Ulstein, deputy CEO at Ulstein Group. Combining the vast track record in heavy lift vessel designs from our Dutch Ulstein branch with SeaOwls experience in jack-up technology, resulted in an innovative jack-up vessel concept based on proven technologies.

Scaling-up conventional heavy lift jack-up vessel designs proves challenging due to the disproportional weight increase compared to gain in Variable Deck Load (VDL).

We noticed this created uncertainty with turbine manufacturers, wind farm operators and installation contractors on how to install the future generation wind turbines, as floating vessels are not a viable alternative, comments Erik Snijders, founder and managing director at Rotterdam based SeaOwls. So we went back to the optimal jack-up design, a square platform with the legs spaced out as much as possible. Rotating the platform by 45o provided a natural bow shape with two legs and the crane on vessel center line.

This seemingly simple twist in the design allowed to make a huge improvement in operational aspects as well, adds Bram Lambregts, deputy managing director at Ulstein Design & Solutions BV. With the main crane around the stern leg, optimal main deck reach and over-the-side lifting capabilities is created. And as the hull now houses much larger leg footings, bearing pressures on the seabed are reduced, while the wake of the spud cans does not interfere with the inflow to the propulsion thrusters.

The SOUL series will come in various sizes, allowing the transport of 3 up to 6 of the 10-12MW wind turbines. Still, all loading and installation operations can be performed without the need of ballast water.

A preview of the SOUL concept has been presented to a select group of industry players, which resulted in valuable and very positive feedback from prospective clients, such as: One of the most viable new solutions to meet the installation challenges the offshore wind industry is facing.

Statoil awards Simon Mkster Shipping AS contracts for three emergency response and rescue vessels (ERRV), and Havila Shipping ASA for one ERRV. The contacts have a total value, included options, of NOK 2.7 billion. The vessels will be part of Statoils area-wide emergency response on the Norwegian continental shelf (NCS).

The emergency response vessels play an important role in addressing government authorities and the companys own requirements for rescue, hospital, fire-fighting, emergency towing and oil spill preparedness.

Statoil has an extensive emergency preparedness system on the NCS, and through the contracts we have secured four vessels that are tailored to our waters. I look forward to continuing our long-standing and good partnership with Simon Mkster Shipping and Havila Shipping, says Philippe F. Mathieu, Statoils senior vice president for joint operations support.

The contracts will run for seven years, with five one-year extension options. The three vessels from Simon Mkster Shipping are Stril Poseidon, Stril Merkur and Stril Herkules. Havila Shipping has been awarded a contract for the vessel Havila Troll. Statoil has a total of six ERRV vessels on the NCS, and one vessel currently being upgraded to an adequate relief vessel.

The vessels will cover emergency response services on the NCS together with the 24-hour operations center at Sandsli. In addition, Statoil has five operative SAR helicopters on the NCS.

Safety and emergency preparedness are top priorities in our operations. Through the new contracts we are well prepared for important emergency response tasks on the NCS in the years to come. The contracted vessels incorporate some of the most sophisticated technologies for emergency response offshore, says Mathieu.

The area emergency response vessels are fitted with two MOB boats, fire-fighting equipment, minimum 110-tonne towing capacity and an emergency hospital. In addition, the vessels carry oil spill response equipment such as oil booms and skimmers, and storage capacity for oil spill clean-up in accordance with NOFO requirements, in addition to oil dispersing equipment. The vessels also have a stern lifeboat recovery system, and a helipad. In the bid process fuel efficiency has been part of the evaluation criteria.

All contracted vessels have been performing similar tasks for Statoil for many years, and shipping companies and crews are therefore well acquainted with the tasks to be performed.

Statoil is working closely with several private and public players about the emergency preparedness system on the NCS. Through the Norwegian Clean Seas Association for Operating Companies (NOFO) the company has access to oil spill response resources along the entire coast.

Global demand for liquefied natural gas (LNG) reached 265 million tons (MT) in 2016 enough to supply power to around 500 million homes a year. This included an increase in net LNG imports of 17 MT.

Many expected a strong increase in new LNG supplies would outpace demand growth during 2016. Instead, demand growth kept pace with supply as greater than expected demand in Asia and the Middle East absorbed the increase in supply from Australia, according to Shells first LNG Outlook.

Global LNG trade demonstrated its flexibility time and again in 2016, responding to shortfalls in national and regional gas supply and to new emerging demand, said Maarten Wetselaar, Integrated Gas and New Energies Director at Shell. The outlook for LNG demand is set to grow at twice the rate of gas demand, at 4 to 5% a year between 2015 and 2030.

China and India which are set to continue driving a rise in demand were two of the fastest growing buyers, increasing their imports by a combined 11.9 MT of LNG in 2016. This boosted Chinas LNG imports in 2016 to 27 MT and Indias to 20 MT.

Total global LNG demand increased following the addition of six new importing countries since 2015: Colombia, Egypt, Jamaica, Jordan, Pakistan and Poland. They brought the number of LNG importers to 35, up from around 10 at the start of this century.

Egypt, Jordan and Pakistan were among the fastest growing LNG importers in the world in 2016. Due to local shortages in gas supplies, they imported 13.9 MT of LNG in total.

The bulk of growth in LNG exports in 2016 came from Australia, where exports increased by 15 MT to a total of 44.3 MT. It was also a significant year for the USA, after 2.9 MT of LNG was delivered from the Sabine Pass terminal in Louisiana.

LNG prices are expected to continue to be determined by multiple factors, including oil prices, global LNG supply and demand dynamics and the costs of new LNG facilities. In addition, the growth of LNG trade has evolved into helping meet demand when domestic gas markets face supply shortages.

LNG trade also is changing to meet the needs of buyers, including shorter-term and lower-volume contracts with greater degrees of flexibility. Some emerging LNG buyers have more challenging credit ratings than traditional buyers.

While the industry has been flexible in developing new demand, there has been a decrease in final investment decisions for new supply.

Shell believes further investments will need to be made by the industry to meet growing demand, most of which is set to come from Asia, after 2020.

In China, a government target has been set for gas to make up 15% of the countrys energy mix by 2030, up from 5% in 2015. Meanwhile, Southeast Asia is projected to become a net importer of LNG by 2035, a significant transformation for a region which includes Malaysia and Indonesia currently among the major LNG exporters in the world.

Hornbeck Offshore: A Consolidator In The Offshore Supply Vessel Industry – Seeking Alpha

Investment thesis

Shares of Hornbeck Offshore Services (NYSE:HOS) are an attractive security, even if the industry is in trouble. Unlike its competitors, HOS is well positioned to survive the market downturn.

What is going on?

The outlook for the worldwide Offshore Support Vessel market is bleak and turning darker every day. Shares of Hornbeck Offshore Services plummeted by 22% on February 16 after the company posted its earnings. On that single day, the trading volume reached over 8 million shares, which is one-fourth of the total shares outstanding.

The OSV market is extremely oversupplied. Currently, close to 200 vessels face demand for less than 100.

Over a year ago, HOS already showed signs of strength compared to its competitors: a cleaner balance sheet, a much newer and high-spec fleet, excellent management, and relatively late debt maturities. Now, the market has come to recognize this situation, and even after the recent cut in market prices, HOS still has the largest capitalization among its competitors.

During the earnings call, Hornbeck Offshore's CEO, Todd Hornbeck, made a very interesting comment:

"Third, and as I said earlier, we believe value creation in the offshore vessel space cannot begin, again, without meaningful acquisitions of high-spec assets and businesses over the overleveraged industry players. Given our ultra high-spec fleet profile, successful operating track record, ample cash position, and public company platform, we think we are the natural acquirer in such a transaction, especially in the domestic Jones Act market.

Earlier in this cycle, the industry mantra was lower for longer. The message we have recently been hearing from our customers, almost uniformly, is that they now see oil prices as lower forever. They no longer view this as a U-shape recovery, but an L-shaped recovery, or so we're told.

Deepwater projects can work in that kind of world, but not at economics that drive key pieces of the supply chain out of business. Lower forever must also mean greater efficiencies and reliability in this supply chain. Smart acquisitions can achieve those objectives in the OSV space, given the high operating risk and capital-intensive nature of this business. And for this industry, such acquisitions are necessary."

This has puzzled a few fellow investors. (How can a company in such dire situation turn to acquire "assets and businesses"?) But actually, Mr. Hornbeck has already stated multiple times that he could use the revolving credit facility to finance acquisitions.

Let's take a look at some key balance sheet items:

Cash on hand is certainly not enough to repay the debt. The company's cash position has decreased by $43 million in the last year, or 16%. But the debt starts to mature in late 2019. There is plenty of time for a recovery and for management to find options and creative solutions.

Let's compare Hornbeck Offshore's situation with Tidewater, the largest player in the industry. Tidewater has not defaulted only because the debtholders are granting limited waivers for covenant compliance. Its current liabilities are $2.3 billion, and current assets are $1.16 billion. The company is struggling for survival and is at the mercy of its lenders, but still paid $3 million to management for "Talent Retention".

Looking ahead

We can get a glimpse of the future if we look at the North Sea OSV market, where Solstad Offshore recently acquired 3 competitors. Among those are Farstad Shipping.

Farstad Shipping could not meet its obligations, so the debtholders converted to equity. This meant a wipeout for shareholders, because the shares outstanding jumped from 39 million to 4.9 billion.

Immediately after that, all shares of Farstad were converted into class B shares of Solstad Offshore (the acquirer). The combined Solstad plus Farstad is much larger, and the former debtholders of Farstad can cash out by simply selling their new Solstad shares in the open market. Solstad did not need to lay out cash, and the company acquired very clean assets.

GOM situation

The Gulf of Mexico offshore industry will always need some OSVs, and someone must be there to manage those assets. When debtholders take over failed competitors, they will probably take the logical steps towards maximizing value and cashing out as much as they can.

Many companies that operate in the Gulf have extremely negative cash flows. Some are unable to meet 2017 commitments - like Island Offshore and Gulfmark. As the saying goes, "If something cannot go forever, then eventually it must stop". There are too many companies operating in the OSV market - too many vessels, too many headquarters, and too many G&A expenses.

Consolidation in the industry is going to happen, and there will be a lot of pain for shareholders.

One Bright Side

In the US zone of the Gulf, offshore operations are forced to hire Jones Act-qualified vessels. Those vessels must be owned, crewed and operated by Americans. And if they are owned by a foreign entity, even for one day, the vessels stop qualifying forever.

In order to maximize value in the event of a consolidation, all the assets need to be put under a competent American management with long experience in this industry. This points to very few companies, like HOS and SEACOR Holdings (NYSE:CKH).

Takeaway

My thesis is this: By now, a significant portion of debtholders in the industry are hedge funds that have acquired the debt (i.e., the companies!) at a very low cost basis. They will merge them with the survivors, just like it happened in the North Sea, and sell their new shares in the market.

(That's why they want to do it with a company that is already public - there is no point in merging with Edison Chouest and then be stuck with an illiquid stake in a private company.)

Some facts about HOS:

Yes, there are other companies besides Hornbeck that could be acquirers. Also, HOS could go to zero and be wiped out. But the story is getting better every day. I believe that at current prices, even after a some dilution of current shareholders, the stock could bring a very reasonable return in a few years.

For investors, this has been an exciting roller coaster ride, and the development of this crisis stirs both our interest and our nerves.

Dream of Offshore US Wind Power May Be Just Too Ugly for Trump – Bloomberg

Offshore wind companies have spent years struggling to convince skeptics that the future of U.S. energy should include giant windmills at sea. Their job just got a lot harder with the election of Donald J. Trump.

The Republican president -- who champions fossil fuels and called climate change a hoax -- has mocked wind farms as ugly, overpriced and deadly to birds. His mostvirulent criticism targeted an 11-turbine offshore project planned near his Scottish golf resort that he derided as monstrous.

Companies trying to build in the U.S., includingDong Energy A/S and Statoil ASA, are hoping to change Trumps mind. They plan to argue that installing Washington Monument-sized turbines along the Atlantic coast will help the president make good on campaign promises by creating thousands of jobs, boosting domestic manufacturing and restoring U.S. energy independence.

We are a billion-dollar heavy industry that is set to build, employ and invest, Nancy Sopko,manager of advocacy and federal legislative affairs for the industry-funded American Wind Energy Association, said in an interview. We have a great story to tell to this administration.

The push to win over the Trump administration comes as offshore wind is on the brink of success in North America after a decade of false starts.Costs are falling dramatically. Deepwater Wind LLC completed the first project in U.S. waters in August. And in September, the Obama administration outlined plans toease regulatory constraints and take other steps to encourage private development of enough turbines to crank out 86,000 megawatts by 2050. Thats about the equivalent of 86 nuclear reactors.

We are an industry on the rise,ThomasBrostrom, Dongs general manager of North America, said in an interview. We want very much to come in and explain to the new administration what we can do for job creation and energy independence.

A White House spokeswoman did not respond to requests for comment.

The stakes are significant. Dong, Statoil, Deepwater and other companies secured a total of 11 leasesto build offshore wind farms. To move forward, developers will need permits from multiple agencies and, in some instances, federal grants to refurbish ports. For instance, Deepwaters 30-megawatt wind farm off Rhode Island benefited from a $22.3 million U.S.Transportation Department grant to upgrade piers and terminals for use as a staging area.

To be clear, installing turbines at sea requires years of planning, and Trump may be out of office by the time some developers need federal approvals. State governments, meanwhile, remain the biggest drivers of renewable energy development, because they can mandate that utilities get a certain amount of power from offshore wind or other sources.

Nevertheless, offshore developers need a basic level of cooperation in Washington to keep the nascent industry moving forward. "They dont want to lose the progress that theyve made, said Frank Maisano, a Washington-based energy specialist for the lobbying firm Bracewell LLP.

Shoring up Trump administration support will require developers to shedclimate change talking points and dispel any notions that offshore wind is an environmental relic of the Obama administration, said Timothy Fox, an analyst at Washington-based ClearView Energy Partners LLC. It may help that two of the biggest developers -- Dong and Statoil -- have deep roots in offshore oil and gas.

"Logically there should be a good match here with the Trump administration," Kit Kennedy,the Natural Resources Defense Councils director of energy and transportation, said in an interview. "We will see if ideology gets in the way."

Persuading the president himself could be challenging. The bare-bones energy plan posted on the White House website calls for increasing coal, oil and natural gas production -- but makes no mention of wind or other forms of clean energy. Trump in 2012 tweeted: Not only are wind farms disgusting looking, but even worse they are bad for peoples health.

Ultimately its unclear whether Trumps 140-character appraisals of wind energy will translate into U.S. policy, or if they were simply reactions to windmills potentially spoiling views from his golf coursein Aberdeenshire, Scotland. Either way, the commander-in-chiefs personal support may not be crucial for developers in the U.S.

The key figures for offshore wind companies to persuade are deputy secretaries, directors and others within the Interior and Energy departments. A central player is the yet-to-be-named director of the Bureau of Ocean Energy Management, an Interior Department agency responsible for granting leases to offshore oil, gas and wind developers.

The industry may already have a few key allies. Rick Perry, Trumps proposedenergy secretary, oversaw a record expansion of wind energy during his time as Texas governor. And at least one high-ranking official who has supported offshore wind at the Bureau of Ocean Energy Management -- Acting Director Walter Cruickshank -- remains in place.

We have a lot of experience with this,said Danish ambassador Lars Gert Lose,who is helping Fredericia, Denmark,-based Dong with lobbying efforts. There is a misconception that wind energy is all driven by climate change. But this is a very competitive industry.

A bombshell hidden in the detail of the 2017 Budget review relates to the taxation of offshore trusts. It refers to the 2015 Budget review in which it was announced that measures would be introduced to the tax treatment of foreign companies held by interposed trusts. No specific countermeasures were however introduced and the 2017 Budget review proposes that such countermeasures be introduced to curb abuses.

What appears to be targeted is the fairly common situation in which an offshore discretionary trust is established and holds the shares in an offshore company. Most often, funds are advanced to the offshore trust which subscribes for shares in the offshore company, or funds are advanced direct to the offshore company. The offshore company then invests in foreign shares or other assets. Profits accruing to the offshore company are effectively converted into foreign dividends in the hands of the foreign trust, which escape South African income tax.

The 2015 Budget Review stated that consideration would be given to taxing such foreign companies as controlled foreign companies (CFCs). However, as mentioned above, no countermeasures were enacted.

The implication of treating such a foreign company as a CFC would be that a South African resident or residents would potentially be taxed on the underlying net income of the foreign company (determined as if the foreign company were a SA tax resident) in proportion to their participation rights in the foreign company. If the foreign company had invested in minor holdings of less than 10% in other foreign companies, for example foreign listed securities, then the South African resident would potentially be subject to income tax on dividends received from such foreign listed securities at a maximum effective rate of 20% and capital gains tax on the disposal of such foreign listed securities.

The proposal does not specify the circumstances in which South African residents would be deemed to hold participation rights in the offshore company so that the CFC rules might apply. For example, most foreign trust structures are set up such that the trustees, the majority of whom are foreign resident, have full discretion with regard to the vesting and distribution of income and capital. In such a case the deeming of a South African resident or residents to control the foreign company represents a legal fiction.

It is unclear whether the proposal is likely to seek to tax the beneficiaries of such a discretionary trust on a notional proportion of the net income of the foreign company or to tax the founder of the trust.

However it should be borne in mind that in the majority of cases, funds are introduced into the foreign trust or company by way of a loan. Such loan if made between a South African tax resident and the foreign trust or foreign company on non-arms length terms and conditions would generally give rise to the transfer pricing rules in terms of which the loan is deemed, for fiscal purposes, to be on arms length terms and conditions. An arms length rate of interest is therefore deemed to apply to the loan which interest is subject to income tax in South Africa in the hands of the lender.

If an arms length rate of interest on the loan is subject to income tax in South Africa then hopefully the proposal would not either not apply or compensation would be made for the inclusion of the interest in the hands of South African tax residents.

Clarity will be provided when the first draft of the Taxation Laws Amendment Bill of 2017 is released, most likely to be in June 2017.

W&T Offshore's Upcoming 4Q16 Earnings Release: What to Expect PART 1 OF 9

W&T Offshore (WTI) is set to report its 4Q16 and fiscal 2016 earnings on March 1, 2017, after the market closes. For 4Q16, excluding one-time items, the current consensus EPS (earnings per share) estimate for W&T Offshore is -$0.13. W&T Offshore is expected to cut its losses by more than 48% in 4Q16 from the adjusted EPS of -$0.44 in 4Q15.

On a sequential basis and excluding one-time items, W&T Offshores 4Q16 current EPS estimate indicates ~26% lower losses than the adjusted EPS of -$0.24 in 3Q16.

Although W&T Offshore reported negativeincome in 3Q16, it washigher thanin 3Q15. Correspondingly, W&T Offshores adjusted EPS were higher in 3Q16, at -$0.24, compared with -$0.82 in 3Q15.

W&T Offshores 3Q16 adjusted net income excludes one-time charges and benefits of ~$68 million. Most of that total was related to the impairments of natural gas and oil properties, tax-related adjustments, and a gain on exchange of debt. Including these one-time items, W&T Offshores net GAAP (generally accepted accounting principles) income was $46 million ($0.48 per share) in 3Q16, compared with -$478 million (-$6.29 per share) in 3Q15.

Peers Diamondback Energy (FANG) and EOG Resources (EOG) reported net income of approximately -$2.2 million (-$0.03 per share) and -$190 million (-$0.35 per share), respectively, in 3Q16.

In fiscal 2016, excluding one-time items, Wall Street analysts expect W&T Offshore to report adjusted net income of approximately -$141 million, compared with -$223 million in 2015. Excluding one-time items, Wall Street analysts expect W&T Offshore to report EPS of -$1.86 in 2016, compared with -$2.94 in 2015. Two boats towed in harbor in high seas – Cayman Compass

One boat ran aground and another half sank in choppy waters, but both were rescued by tenders from Caribbean Marine Services, which moved between 10,000 and 12,000 cruise passengers through the stormy harbor on Wednesday.

Six cruise ships carrying almost 15,000 passengers docked Wednesday in George Town, braving high seas not sufficiently rough to reroute them to the Spotts anchorage in Prospect, but roiled enough that tender operators had to work slowly, navigating bouncy conditions.

Red Sail Sports Coral Spirit dive boat ran into trouble during the afternoon, leaving its bow submerged and its stern protruding above the surface. One of Caribbean Marine Services 16 tenders plying the harbor towed the vessel to safety.

Red Sail Account Manager Bill Edwards blamed the mishap on the high seas. No one was injured, he said.

While on the way to safe harbor in South Sound a 42-foot custom dive boat experienced a few waves over the bow which filled her front end with excessive seawater.

Luckily, CMS tenders were on the spot to assist her to safety in South Sound at which point a group effort of Harbour House, Red Sail and CMS crews worked to have her floated by 8 p.m.

As of today, Mr. Edwards said Thursday, the vessel was running but remains in South Sound with plans to be moved to the marina when sea conditions allow. Fortunately, no one was injured and Red Sail Sports is very thankful to all those who lent a helping hand.

Caribbean Marine Services General Manager David Carmichael said, You can never leave anyone stranded. Its a service we provide. Anyone that is stranded, we are always the first to go out.

Caribbean Marine Services also towed off Hog Sty Bay beach a tender from the 721-passenger Seven Seas Explorer driven ashore by the high seas.

We are responsible for four of the ships, Mr. Carmichael said, but not for the other two, the Nieuw Amsterdam and the Seven Seas Explorer, but we ended up helping out with the Seven Seas.

Port Authority Security Manager Joseph Woods said the weather 0.34 inches of rain in one hour, waves between 4 feet and 5 feet and wind gusts up to 30 knots meant difficulty for some of the smaller tenders, as they moved passengers across heaving gangways alongside the anchored ships.

It took a little longer, but no one was hurt, he said.

Caribbean Marine Services 16 boats 12 with a capacity of 250 and four that carry 80 suspended operations between 2 p.m. and 3 p.m. as a severe squall crossed the harbor.

But we knew it was coming, Mr. Carmichael said, explaining that a weather buoy transmits updates every 10 minutes.

National Weather Service Meteorologist Shamal Clarke said the rain had fallen in a single hour, with winds from the south southeast, driving wave heights.

Mr. Woods said the port authority canceled Thursdays three cruise arrivals carrying 8,776 passengers due to continuing inclement weather.

The marine archaeologists from Orkney Research Centre for Archaeology (ORCA), the University of the Highlands and Islands Archaeology Institute and colleagues from SULA Diving completed a dive on the German High Seas Fleet scrap sites last Friday, February 17.

The team sailed out into Scapa Flow, on board local dive boat MV Halton to complete the second phase of the German High Seas Fleet Scrap Sites project.

Sandra Henry, marine archaeologist for ORCA, said: We concentrated on sites located through side scan sonar survey completed in phase one and we recorded and documented extensive remains of the First World War fleet that still lie on the seabed.

The conditions underwater were perfect and visibility was good, allowing the divers to take some excellent photographs and video footage while recording and surveying the wreckage left behind following the inter-war salvage efforts on the scuttled German High Seas Fleet.

Archival research will shed further light on the debris itself and will identify from which ships the wreckage originated.

The salvaging of the German High Seas Fleet in the 1920s-40s raised battleships, battlecruisers and destroyers from the seabed for scrapping at dockyard sites further south such as Rosyth.

Today the remains of these ships and their associated salvage lie on the seabed, continuing to tell the story of the High Seas Fleet in Scapa Flow, adding to the story, and creating an interesting heritage resource.

The project is designed to showcase the significant wreckage of the scrap sites of the German High Seas Fleet and was conducted on behalf of Historic Environment Scotland.

NASHVILLE, Tenn. (WKRN) Cohousing communities are gaining popularity across the country, including right here in Music City.

Diana Sullivan gave News 2 a tour of her cohousing development located in Germantown.

She has lived in the community for about a year-and-a-half.

Sullivan said she first learned about the concept of cohousing while attending a conference in Boulder, Colorado, in 2010.

It is an intentional community. We decided we wanted to have a community that was structured in a very high functioning way because research shows that these communities are very healthy and very thriving, Sullivan explained.

In Germantowns cohousing community, everyone buys their own home, but they share common spaces.

There is a playroom for children, a kitchen to enjoy meals together and extra rooms that the homeowners in the community can reserve for visiting family and friends.

We have community dinners a couple of times a week. A couple of households will become a cook team, will set our menu, buy our food and then host the dinner, said Sullivan.

By sharing meals the group is able to cut costs.

They are $5 or $6 a meal, and it is incredible food, said Sullivan.

Dot Dobbins also lives in the community. She said after her husband passed away in 2008 she began researching different living arrangements because she did not want to be alone.

Dobbins met Sullivan and decided she wanted to be part of the community. Dobbins told News 2 her grandchildren love where she lives and that they enjoy visiting her and playing in the courtyard.

Last spring and summer we had butterflies all over. It was great, it was lovely, Dobbins recalled.

When this community started there were 15 families interested in living in there. Now, there are 25 families in the cohousing development.

When you have housing that is constructed in a way that is supportive of people to reduce poverty, homelessness, reduce alcoholism and drug addiction and its just the housing structure and you can implement that its huge, said Sullivan.

In the United States, there are about 160 cohousing developments. The one in Germantown is the first of its kind in Tennessee.

Currently, there is a lot of momentum to build more of these types of developments in Nashville.

Sullivan told News 2 there is a waiting list of about 650 people who would like to move into the Germantown community.

She said an additional list of 350 people is interested in developing these types of communities in other parts of Middle Tennessee.

The national conference on cohousing will be held in Nashville this May.

TRAPPIST-1: How Long Would It Take to Fly to 7-Planet System? – Space.com

The discovery of seven Earth-size planetsaround a nearby star, TRAPPIST-1, is certainly exciting news. But what would it take to visit one of these potentially Earth-like alien worlds?

TRAPPIST-1 is 39 light-years away from Earth, or about 229 trillion miles (369 trillion kilometers). It would take 39 years to get there traveling at the speed of light. But no spacecraft ever built can travel anywhere near that fast.

That said, people have sent some pretty fast vehicles into outer space. With today's technology,how long would it take to get to TRAPPIST-1?

Characteristics of the seven TRAPPIST-1 worlds, compared to the rocky planets in our solar system.

Given a spacecraft's speed, calculating the amount of time it would take to travel to TRAPPIST-1 is simple. Because speed is equal to distance divided by time, the total travel time must equal the distance to TRAPPIST-1 (39 light-years) divided by the spacecraft's speed.

New Horizons, the fastest spacecraft ever launched, flew past Plutoin 2015 and is currently traveling out of the solar system at 14.31 kilometers per second, or about 32,000 mph, according to NASA's New Horizons tracking page. At this rate, it would take the Pluto probe about 817,000 years to reach TRAPPIST-1.

NASA's Juno spacecraft actually flew faster than New Horizons during its approach to the gas giant Jupiter in 2016. With the help of Jupiter's gravity, Juno hit a top speed of about 165,000 mph (265,000 km/h) relative to Earth, making it the fastest human-made objectever (though New Horizons' initial speed was faster than Juno's speed after launch).

Even if Juno were constantly traveling that fast not just getting a speed boost en route it would take the spacecraft 159,000 years to reach TRAPPIST-1.

Voyager 1, Earth's most distant spacecraft, left the solar system and entered interstellar space in 2012. According to NASA, it is currently speeding away at 38,200 mph. For Voyager 1 to get to TRAPPIST-1, it would take the spacecraft 685,000 years.

But Voyager 1 isn't going there anytime soon, or ever. Instead, the spacecraft is heading for a different star, AC +79 3888, which lies 17.6 light-years from Earth. It will fly within 1.7 light-years of this star in about 40,000 years.

NASA's space shuttletraveled around the Earth at a maximum speed of about 17,500 mph (28,160 km/h). A spaceship traveling at this speed would take around 1.5 million years to get to TRAPPIST-1.

So for a human mission to the TRAPPIST-1 solar system, the space shuttle would not be a practical mode of transportation.

One ultrafast spacecraft that could reach TRAPPIST-1 in a much shorter time span is an interstellar mission dreamed up by Stephen Hawking in his Breakthrough Starshotinitiative.

Hawking's tiny, laser-propelled probes could theoretically fly as fast as 20 percent of the speed of light, or 134 million mph (216 million km/h). That's about 4,000 times faster than NASA's record-breaking New Horizons spacecraft! A spacecraft that fast could reach TRAPPIST-1 in less than 200 years. But that concept has yet to leave the ground.

With today's technology, there's no way that anyone alive right now could make it to TRAPPIST-1 in a lifetime. While discussing the new discovery at a news conference today (Feb. 22), NASA officials suggested that it would likely take at least 800,000 years to reach the TRAPPIST-1 system.

So don't start making any interstellar vacation plans anytime soon.

When we discuss artificial intelligence, the digital technology that makes it happen, and singularity the idea that both of them will exponentially take over the progression of society we refer to them in singular. This is not a coincidence. Both, science and fiction have portrayed AI as a particular form of reason, digital technology as an autonomous driver of change, and singularity as a unidirectional technological revolution. However, none of them are necessarily as singular as they appear.

Rather, the different contexts in which digital technologies come to matter create a broad variety of knowledge and social effects. For example, digital technologies are currently used for predictions of any kind: from the spreading of pandemics to political elections and crime mapping. Not only does each of these predictions produce their specific societal effects: they influence whether or not we get vaccinated, for whom to vote or where to park our car. They also produce more complicated effects, some of which actually make us question their predictive power. Filter bubbles and fake news are just some of them. But what exactly makes these social effects complicated?

While the way in which digital technologies work is no longer intuitive to understand and question, the abovementioned effects also reveal that humans are still an important part of the game. And this complicates things. Digital technologies and the knowledge they produce are not as singular and independent of social processes as the term singularity suggests. After all, it is us who provide both data and context knowledge for predictions, and in many cases it is still humans who decide which parameters are included in prediction algorithms. This goes to show that the simplified idea of computer-versus-humans doesnt really hold. The production of intelligence through digital technologies doesnt happen outside social and political situations, but in relation to them.

In interviews I have conducted on predictive policing methods it became quite clear that digital technologies are closely linked to social and political situations. Both, police officers and programmers decide which crime data to collect, how to feed it into the computer and how to present the outputs of algorithmic calculations. All of these decisions taken by humans are part of defining which kinds of crimes police focuses on, even though the actual crime predictions are eventually generated by a computer. It shows that political and social data and context knowledge feed into digital technologies and influence the intelligence they generate. And vice versa digital technologies and the intelligence they produce again influence political and social situations in specific ways. One striking characteristic of digital technologies is, for example, that any knowledge they produce has to be calculable and captured in numbers. Even though this seems obvious, it still does determine and limit the ways in which digital machines can produce knowledge. For predictive policing this means, for example, that correlations and patterns are the main knowledge tools for algorithms to predict crime. This means that correlations and patterns influence actual policing decisions, for example where to mobilize personnel and which locations to focus on. In essence: how digital technologies work is specific to the social situation they are used in, and digital technologies create specific effects on society. This means that humans and machines co-produce the progression of society rather than dominating over each other.

Once we have understood how social situations are actually reflected in the way we engineer digital technologies and create digital knowledge, it may be more appropriate to explore the many specificities of the situations in which digital technologies and society influence each other instead of presuming a singularity.

Last month Morgenbladet published an engaging special edition on artificial intelligence. I followed up with an op-ed which was published in a later edition of the paper. This blog post provides further critical comment.

Damon Wayans Jr. Joins FX Sci-Fi Comedy Singularity – Den of Geek US

Damon Wayans Jr. will star inSingularity,a science fiction comedy pilot for FX. According to The Hollywood Reporter, theHappy Endingsalum had several other pilot offers on the table, but went with the Seth Rogen-backed comedy which is certainly a vote of confidence for the strength of the pilot.

Singularityis set in a future where AIs have passed humans in intelligence, resulting in big changes to society as we know it. (ThinkHumans, but with waymore jokes?) Wayans Jr. will star as Doug, a Yezzy streetwear-wearing dude who is totally fine with the turn humanity has taken. He enjoys being reliant on AIs to augment his day-to-day life.

The science fiction pilot comes from Sonny Lee, who has previously worked onSilicon Valley, It's Always Sunny, and 2 Broke Girls. We can expect a comedic tone similar to feature filmThis Is the End.Lee approached Seth Rogen and Evan Goldberg to produce the project because of its tonal similarities to their end-of-the-world film. The producers currently have two other TV projects on the air: AMC's Preacher and Hulu's Future Man.

We'll have to wait to see ifSingularitygets picked up to series, but with Wayans Jr. starring, Rogen and Goldberg behind the scenes, and Lee writing the pilot, it's hard to imagine it not getting more episodes. Prior to landing at FX, the project was part of a network bidding war with at least five other interested parties.

AMD Radeon RX 580 Ashes of the Singularity Benchmarks Leaked 4K, Ryzen Combo, CrossFire and More! – Wccftech

The Ashes of the Singularity benchmark results for AMDs upcoming RX 580 were leaked yesterday and while I am posting this slightly late, I promise I have a sweetener to make up for it. The RX 500 series is the generation of GPUs that is going to succeed AMDs current RX 400 series with the RX 580 being the direct successor to the RX 480. There were initially some rumblings and confusion on whether it will simply be a Polaris refresh, or the cut down Vega core, and this leak hopefully points us in the right direction.

The Radeon RX 580 graphics card was tested on an Intel i7 5820k hexa-core processor with a base clock of 3.3 GHz. The RX 580 manages to score an average framerate of 72.3 fps. The performance shown here is significantly faster than the RX 480 and roughly in the same league as the GTX 1070. The performance bump that we can see here leads me to suspect that this is probably a cut-down Vega core (Vega 11) and not a revised version of the RX 480. You cant really hope to gain multiple double digit performance bumps from simply an improved revision or better binned GPU. (The first and the last screenshot is courtesy of Videocardz.com)

It does however mean that this is an RX 480 successor through and through and will probably be priced in the same range. It also means that we have yet to see the real flagship of AMD, the full-fledged Vega GPU, which will probably take on the name of the Radeon RX 590 graphics card. AMD has already revealed the new logo for the GPU and since Ryzen has already launched, we should be expecting it any time now since the company promised both as a combo.

This is also where the sweetener I promised comes in. Here below, we have the benchmark results of the Ryzen + CrossFire RX 580 combo (that is using an engineering sample clocked at comparable speeds to the Intel counterpart). This is really the ultimate AMD 4K setup you are looking at here in terms of value. A hexacore Ryzen processor as well as two RX 580s in crossfire and boy does it perform:

The interesting thing about this benchmark is that the processor is clocked at almost exactly the same clock as the Intel counterpart and of course, has the same core count. This would have been an almost perfect apples to apples comparison if not for the fact that we are looking at the 4K resolution, as well as a CrossFire combo of the RX 580. With an average framerate of 82.5 fps, we are looking at impressive 4K performance to say the least.

Last up, we also have the benchmarks of the RX 560 graphics card. Given AMDs past trend, this card has a very high probability of being a Polaris refresh and I wouldnt be surprised if it proves to be a revised version of the same. We are seeing an average score of 34.3 on 1080p which is more or less an acceptable result considering this is DX12 and AotS. With NVIDIA gearing up for the Ti launch soon, it looks like the company will be able to hold on to the performance crown uncontested for a little while longer before it faces any competition from Vega.

Remix Singularity is Jide’s Android answer to Windows Continuum – SlashGear

Our smartphones have become so powerful and their apps so sophisticated that they could even be used to power basic desktop computing activities. There have, in fact, a few attempts at actually making that a formal thing, like Microsofts Continuum, Ubuntus Convergence, and the Andromium, now called Sentio, Superbook. Most of these, however, have sometimes arbitrary limitations on what users can do. Remix Singularity, however, promises to be different, giving users the exact same apps and familiar Android experience, just in different forms depending on what the phone is attached to.

Microsofts Continuum would turn a Windows 10 Mobile interface into a familiar Windows 10 desktop UI but only allowed the use of a very limited number of UWP (Universal Windows Platform) apps. While Ubuntus Convergence has no such limitations, allowing you to run regular desktop apps, sometimes even in a small phone screen, the seam that divides the two worlds of mobile and desktop software is sometimes to painfully visible.

Jides Singularity immediately has one advantage over these two. There is no dichotomy between apps. Technically, there are no desktop apps to speak of. Its all Android, whether on the phone or in PC mode. The difference is how the interface is presented, something Jide has down to a T with Remix OS. For years now, Jide has been the champion of an admittedly niche Android PC segment that wants to formally make Android work for work beyond simply having split screens.

What makes Remix OS for Mobile, a.k.a. Singularity, different is that its meant for, well, mobile, that is to say, phones. Previous Jide products made the assumption of large screens, be they built-in like a tablet or laptop, or externally attached to a mini PC. This time, Remix OS has to work on the more constrained space of a phone and as a regular Android phone interface. When you connect it to an external monitor, however, it switches to the normal Remix OS desktop interface.

Remix OS for Mobile is still in the early stages of development, so details are intentionally scarce. Initial target devices are the Nexus 5X and 6P though it could expand at a later date. It will come in a custom ROM that promises to stick as close to stock Android as possible. At least for the phone part. Whether it fares better than the likes of Maru OS and Andromium, which so far havent exactly taken off, remains to be seen, but Jide at least has a solid foundation to build upon.

Engineer says Ascension Parish elevation standards for … – The Advocate

GONZALESParish consulting engineer Michael Songy concluded Thursday that a new parish analysis of the August flood suggests the parishs elevation standards for new construction are sufficient for much of the parish.

But pressed by some council members about parish flood mitigation rules, Songy also acknowledged that to avoid flooding in the parishs lowest areas, it might be worth looking at requiring builders to elevate homes on piers or try other home-raising methods that dont require dirt.

Songy warned, however, that such rules would have to apply equally across a region or a subdivision so that all homes follow them and some are not later allowed to build on slab homes raised with dirt.

I certainly think it can be done, but it has to be done globally with an entire area or an entire development. Based upon what Im seeing here, yes, I think theres merit to that discussion, Songy said.

Songy offered the assessment at a council workshop as he presented a new analysis of the August flood in Ascension and how high the water got.

Louisiana State Climatologist Barry Keim also spoke to the council about the weather system that dropped all the rain that resulted in the flooding. Keim said rain in some areas north of Ascension Parish grossly exceeded what would be expected to fall in a 1,000-year rainfall event, or a rain that has a 0.1 percent chance of happening in a given year.

Councilmen Todd Lambert and Benny Johnson used the analysiss findings to raise questions about how the parish requires developers to account for the flooding impact on mounds of dirt used in new construction.

The fill and other drainage development rules prove controversial because residents often blame the fill required for elevation of new homes for neighboring drainage problems.

The August flood has been no exception, but Songy, as many parish officials and developers have in the past, defended the rules because no dirt can be imported into a new project and detention ponds must be built to account for the lost drainage storage capacity created by development.

Stirring the question about the elevation policies was Songys new flood analysis, which compiled a variety of data to come up with flood elevation measurements across the parish.

The analysis found that, with the exception of a limited area which roughly corresponds with the St. Amant and Lake areas near the Amite River, water levels matched within a foot to what would have been expected in a 100-year flood.

But, in the St. Amant and Lake areas of far eastern Ascension, flood water rose up as much as 2 feet higher than the predicted height of the 100-year flood.

I think the fact that if water got pretty well right to the 100-year (flood elevation) and youre asking them to build their structures 1 foot above, I think, you know, thats certainly appropriate, Songy said of the elevation standards.

When Songy offered his take on the parish elevation standards, he noted an exception for the St. Amant and Lake areas.

Parish standards require new homes be built 1 foot higher than the elevation expected in a 100-year flood, which is a flood that has a 1 percent chance of happening in a given year.

Questioned later, Songy said his firm did not yet know why those areas of St. Amant and Lake saw much higher water but are a topic for further study.

The 100-year-flood is deemed the benchmark risk level on federal flood insurance rate map. Those within the 100-year flood plain must have flood insurance on their homes if they have bank loans.

Ascension Parish community members helped take the fight against cancer forward by hosting the second annual Gonzales Gala, Saturday, Jan. 28 at Houmas House Plantation and Gardens.

The $150,000 raised will benefit local patients at Mary Bird Perkins Cancer Center in Gonzales, as well as advance local flood relief efforts.

The Gonzales Gala is a signature event of the newly founded Gonzales Area Foundation, which was established by DeEtte DeArmond, Ronnie Daigle, Wendy Daigle and Melanie Boudreaux. The gala planning committee consisted of dedicated community volunteers, representing various industries and geographic locations, along with DeArmond and Ronnie Daigle serving as co-chairs.

Our committees mantra has always been: the more we give, the better life gets in Ascension Parish, and especially for Mary Bird Perkins Cancer Center patients, DeArmond said. People we all know and love are being treated at the Center in Gonzales. And many of them have expressed to us how comfortable, convenient, and reassuring it is for them to be treated locally and receive the highest quality care. We want to ensure these services are always there for anyone in the area who needs them.

A sold-out crowd enjoyed a festive evening, including dinner, a live auction and musical entertainment. Speakers provided an update on the Centers progress and how funds raised will directly impact the more than 750 patients treated each year.

Mary Bird Perkins and St. Elizabeth Hospital have partnered for years to provide high-quality cancer services in Ascension Parish. Today, the Center offers the most advanced cancer-fighting technology and vital on-site services including nutritional and social services, early detection and outreach and patient financial counseling.

We practice without compromise, and we provide care for everyone who needs us. Fundraisers like the gala allow us to continue doing that, said Maurice King, MD, radiation oncologist at the Center. A highlight of the event was the triumphant ringing of the Sound of Hope bell by a breast cancer survivor in front of all gala attendees. NASA selects new technologies for flight tests for future space exploration – Space Daily

NASA has selected five space technologies to test on low-gravity-simulating aircraft, high-altitude balloons or suborbital rockets. The opportunity to fly on these vehicles helps advance technologies closer to practical use by taking them from a laboratory environment to the real world.

The selections were made for NASA's Flight Opportunities program which organizes chances to fly and selects experiments for NASA support twice each year. The program selects promising space technologies to test through relatively low-cost ways that simulate spaceflight or just reach the edge of "space" on commercial suborbital launch vehicles, reduced gravity aircraft and high-altitude balloon flights.

"These selections allow companies and academia to demonstrate technologies of interest to NASA in a much more realistic environment than what they could get in ground-based simulation facilities," said Stephan Ord, the program technology manager for NASA's Flight Opportunities program.

This program is a valuable platform for NASA to mature cutting-edge technologies that have the potential of supporting future agency mission needs."

Two topics were included in this call for research. Under the first topic, which requested demonstration of space technology payloads, NASA selected four proposals:

+ Protein-Drop Pinning in Microgravity Amir Hirsa, principal investigator, Rensselaer Polytechnic Institute, Troy, New York Demonstration of a system for maintaining protein solutions in liquid samples involved in the study of diseases such as Parkinson's and Alzheimer's without using a container, which often influences scientific measurements.

+ Rapid Calibration of Space Solar Cells in Suborbital Environments Justin Lee, principal investigator, The Aerospace Corporation, Los Angeles Demonstration of an automated solar cell calibration platform, using a device attached to a high-altitude balloon to capture the solar spectrum and characterize the performance of the solar cells at high altitude up to 22 miles.

+ Guided Parafoil High Altitude Research II Garrett "Storm" Dunker, principal investigator, Airborne Systems, Pennsauken, New Jersey Demonstration of a new parafoil design that can be used for precision delivery or mid-air retrieval of scientific payloads, tested from a high-altitude balloon. Once the parafoil is deployed at 60,000-foot altitude, it will select its landing point and perform an automatic precision landing.

+ Strata-S1 - Refining a Testbed to Evaluate the Behavior of Regolith Under Microgravity Conditions Adrienne Dove, principal investigator, University of Central Florida, Orlando Demonstration of a regolith compression mechanism with transparent tubes, which contain beads and pebbles that simulate regolith, to evaluate behavior at various gravity levels during suborbital flights.

Under the second topic, demonstration of vehicle capability enhancements and onboard research facilities for payload accommodation, NASA selected one proposal:

+ BioChip SubOrbitalLab: An Automated Microfluidic and Imaging Platform for Live-Cell Investigations in Microgravity Daniel O'Connell, principal investigator, HNU Phototonics LLC, Kahului, Hawaii Demonstration of an automated platform to visualize in real time how live cells will react to the different phases of a rocket launch. Cell cultures with fluorescent genes will be pumped through channels and recorded by an optical microscope camera during flight.

Awards will be made for payload integration and flight costs, as well as limited payload development costs.

These investments take technologies from the laboratory to a relevant flight environment, facilitate technology maturation, validate feasibility and reduce technical risks and enable infusion of key space technologies into multiple future space missions. The next call for proposals in this series, called the REDDI Flight Opportunities, will be released by the spring of 2017.

The Flight Opportunities program is funded by NASA's Space Technology Mission Directorate in Washington and managed at NASA's Armstrong Flight Research Center in Edwards, California. NASA's Ames Flight Research Center in Moffett Field, California, manages the solicitation and selection of technologies to be tested and demonstrated on commercial flight vehicles.

Wednesday's announcement of the discovery of seven planets that might sustain life, founding orbiting a dwarf star, should give a boost to interest in space exploration.

Astronomers say the planets, each about the size of our Earth, could be at the right temperature to sustain oceans of water. And they are about 40 light-years away, which sounds far but is close enough to allow study.

Scientists heralded it for its potential to help determine if there is life out there.

It comes on the heels of Sunday's successful launch of a SpaceX rocket, which sent into space a payload bound for the International Space Station. The first stage of the rocket safely returned to the launch pad in Florida, the same Kennedy Space Center pad from which Apollo astronauts bound for the moon left in the 1960s and 1970s. Watching the booster return and touch down on the launch pad may have been even more interesting than the launch.

The SpaceX Dragon is expected to send an unpiloted crew capsule on a test flight later this year, preparing to carry astronauts next year.

NASA, on its website, noted: "The intangible desire to explore and challenge the boundaries of what we know and where we have been has provided benefits to our society for centuries."

And while the space race of the 1960s was rooted in competition between the United States and the Soviet Union, today space exploration helps "foster a peaceful connection with other nations," the agency said.

That earlier space race pushed scientists to solve myriad challenges to sending a human into space, creating many new technologies and inventions. It advanced interest in the sciences.

Today's interest in space has focused far beyond the moon, to the possibility of putting humans on Mars or returning them to the moon, but at the International Space Station research also is looking into matters that could help us on Earth human physiology, plant biology, materials science and physics.

"This is the beginning of a new era in space exploration in which NASA has been challenged to develop systems and capabilities required to explore beyond low-Earth orbit, including destinations such as translunar space, near-Earth asteroids and eventually Mars," the NASA website said.

There are some who say we must leave the Earth in order to understand it.

Study of these seven newly found planets as well as the work taking place on the International Space Station may help us better understand the planet we call home.

When Did WW3 Start? Let’s Talk About Sanctuary Cities and the … – Reason (blog)

ViaMoi/flickr"When did World War 3 start?" asked an afternoon CPAC panel featuring Milwaukee County Sheriff David Clarke. He was relevant because the panel was the first of two on WW3. Today's was on "the threat at home" and tomorrow will be "the threat abroad." The panel didn't turn out that way.

"How many people feel scared?" panel moderator Ginni Thomas of the Daily Caller asked the audience at the beginning of the panel. "Can I get an amen?" Security, she noted, was a primary reason many people vote.

Clarke spoke first because, according to Thomas, he had the most Twitter followers, which was how Thomas determined the order. Clarke focused mostly on sanctuary cities and border security, saying the time had come to begin to "aggressively enforce the rule of law in America."

"Sanctuary cities are havens for criminals," Clarke insisted, ignoring the history of sanctuary cities as a policy supported by law enforcement to secure the cooperation of illegal immigrants in criminal investigations.

Clarke never got around to explaining how illegal immigration connected to WW3. He did not bring up, for example, overblown claims popular in the right-wing echo chamber about terrorist fighters crossing in from Mexico.

Instead, Clarke suggested prosecuting one mayor for the sanctuary city policy, saying that would have a chilling effect on other sanctuary city officials.

The second panelist, New Zealand author Trevor Loudon, led with the WW3 hook. "WW3 started about 1400 years ago, and it got a big boost during the Bolshevik revolution," Lauden suggested, because of Islamists and communists.

He went on to praise the U.S. for defending freedom in the South Pacific during World War 2. The U.S. "keeps all of the world stable and all of the world free," Loudon insisted, repeating tired talking points about Barack Obama's foreign policy aiding U.S. enemies and hurting U.S. allies, a strange point to hold on to during the nascent Trump administration, given President Trump's willingness to talk tough to traditional U.S. allies like Australia or NATO.

Loudon pivoted to the "radical left" plan to undermine America, tying anti-Trump protests to that effort. He called on attendees to support Trump through social media if they "cared about America," saying the medium made it possible to combat all kinds of radicals.

Former CIA employee Claire Lopez, of the Center for Security Policy, spoke third, talking about "civilization jihad."

"We are not fighting terrorism," Lopez insisted, "we are fighting the forces of Islamic jihad and sharia."

She insisted the U.S. was fighting for individual liberty, equality for all, human dignity, and the consent of the governed, saying those concepts were "anathema and even blasphemy" for Islamists. Fears over sharia law, however, are anathema to some of the ideals Lopez herself said the U.S. fought for.

It went downhill from there. Lopez claimed, without providing any specifics, that the government and national security apparatus, and even local law enforcement, were "deeply penetrated" by the Muslim Brotherhood, a common right-wing bugaboo.

The last speaker was acting Federal Trade Commissioner Maureen Olhausen. How did she fit into the theme of World War 3? She came to speak about intellectual property and warn about the effort to "devalue" intellectual property rights in the U.S., which she said discouraged investment at home and encouraged intellectual property theft abroad. Olhausen mentioned China in passing as one of those countries, but did not make it her focus nor did she place China within a working theory of a World War 3 that had already started, sticking to more generic descriptions of the U.S. being "under attack" by those who would steal intellectual property.

"It's gonna be fight every day, I'm up for it," David Clarke said during the concluding remarks. "Are you?"

The panel was disappointing. The framework of a putative World War 3 can be an interesting one through which to think through U.S. foreign policy issues and options. One could argue WW3 started on 9/11, or during the First Gulf War, or in 1979 during the Islamic revolution in Iran, or even further back. Any of these starting points could yield interesting questions about and critiques of U.S. foreign policy.

Arguably, even, neither World War 1 nor World War 2 have completely played out. Many of the tensions arising from NATO's role in the world come from it being a post-war, Cold War-era alliance operating in a post-Cold War world. Many of the geopolitical issues in the Middle East, meanwhile, can be traced to the collapse of the Ottoman Empire, which chose the losing side in WW1.

Instead of any of that however, perhaps unsurprisingly, the panel became a hodgepodge of security-related issues not connected by any over-arching theme other than fear. While today was supposed to be about "the threat at home," not even that became a unifying theme for the panel.

Tomorrow's panel on WW3 and "the threat abroad" starts at 8:15a.m.
