WASHINGTON The United Arab Emirates arranged a secret meeting in January between Blackwater founder Erik Prince and a Russian close to President Vladimir Putin as part of an apparent effort to establish a back-channel line of communication between Moscow and President-elect Trump, according to US, European and Arab officials.

The meeting took place around Jan. 11, nine days before Trumps inauguration, in the Seychelles islands in the Indian Ocean, officials said. Though the full agenda remains unclear, the UAE agreed to broker the meeting in part to explore whether Russia could be persuaded to curtail its relationship with Iran, including in Syria, a Trump administration objective that would likely require major concessions to Moscow on US sanctions.

Though Prince had no formal role with the Trump campaign or transition team, he presented himself as an unofficial envoy for Trump to high-ranking Emiratis involved in setting up his meeting with the Putin confidant, according to the officials, who did not identify the Russian.

Prince was an avid supporter of Trump who gave $250,000 last year to support the GOP nominees campaign, records show. He has ties to people in Trumps circle, including Stephen K. Bannon, now serving as the presidents chief strategist and senior counselor. Princes sister Betsy DeVos serves as education secretary in the Trump administration. And Prince was seen in the Trump transition offices in New York in December.

US officials said the FBI has been scrutinizing the Seychelles meeting as part of a broader probe of Russian interference in the 2016 election and alleged contacts between associates of Putin and Trump. The FBI declined to comment.

The Seychelles encounter, which one official said spanned two days, adds to an expanding web of connections between Russia and Americans with ties to Trump contacts that the White House has been reluctant to acknowledge or explain until they have been exposed by news organizations.

We are not aware of any meetings and Erik Prince had no role in the transition, said Sean Spicer, the White House press secretary.

Erik had no role on the transition team. This is a complete fabrication, said a spokesman for Prince in a statement. The meeting had nothing to do with President Trump. Why is the so-called under-resourced intelligence community messing around with surveillance of American citizens when they should be hunting terrorists?

Prince is best known as the founder of Blackwater, a security firm that became a symbol of US abuses in Iraq after a series of incidents including one in 2007 in which the companys guards were accused and later criminally convicted of killing civilians in a crowded Iraqi square. Prince sold the firm, which was subsequently rebranded, but has continued building a private paramilitary empire with contracts across the Middle East and Asia.

Prince would probably have been seen as too controversial to serve in any official capacity in the Trump transition or administration. But his ties to Trump advisers, experience with clandestine work and relationship with the royal leaders of the Emirates where he moved in 2010 amid mounting legal problems for his American business would have positioned him as an ideal go-between.

The Seychelles meeting came after private discussions in New York involving high-ranking representatives of Trump, Moscow and the Emirates.

The White House has acknowledged that Michael Flynn, Trumps original national security adviser, and Trump adviser and son-in-law Jared Kushner met with the Russian ambassador to the United States, Sergey Kislyak, in late November or early December in New York.

Flynn and Kushner were joined by Bannon for a separate meeting with the crown prince of Abu Dhabi, Sheikh Mohamed bin Zayed al-Nahyan, who made an undisclosed visit to New York later in December, according to the US, European and Arab officials who spoke on the condition of anonymity to discuss sensitive matters.

In an unusual breach of protocol, the UAE did not notify the Obama administration in advance of the visit, though officials found out because Zayeds name appeared on a flight manifest.

Officials said Zayed and his brother, the UAEs national security adviser, coordinated the Seychelles meeting with Russian government officials with the goal of establishing an unofficial back channel between Trump and Putin.

Officials said Zayed wanted to be helpful to both leaders who had talked about working more closely together, a policy objective long advocated by the crown prince. The UAE, which sees Iran as one of its main enemies, also shared the Trump teams interest in finding ways to drive a wedge between Moscow and Tehran.

Zayed met twice with Putin in 2016, according to Western officials, and urged the Russian leader to work more closely with the Emirates and Saudi Arabia an effort to isolate Iran.

At the time of the Seychelles meeting and for weeks afterward, the UAE believed that Prince had the blessing of the new administration to act as its unofficial representative. The Russian participant was a person whom Zayed knew was close to Putin from his interactions with both men, the officials said.

When the Seychelles meeting took place, official contacts between members of the incoming Trump administration and the Russian government were under intense scrutiny, both from federal investigators and the press.

Less than a week before the Seychelles meeting, US intelligence agencies released a report accusing Russia of intervening clandestinely during the 2016 election to help Trump win the White House.

The FBI was already investigating communications between Flynn and Kislyak. The Washington Post first disclosed those communications on Jan. 12, around the time of the Seychelles meeting. Flynn was subsequently fired by Trump for misleading Vice President Pence and others about his discussions with Kislyak .

Yousef Al Otaiba, the UAEs ambassador in Washington, declined to comment.

Government officials in the Seychelles said they were not aware of any meetings between Trump and Putin associates in the country around Jan. 11. But they said luxury resorts on the island are ideal for clandestine gatherings like the one described by the U.S., European and Arab officials.

I wouldnt be surprised at all, said Barry Faure, the Seychelles secretary of state for foreign affairs. The Seychelles is the kind of place where you can have a good time away from the eyes of the media. Thats even printed in our tourism marketing. But I guess this time you smelled something.

Trump has dismissed the investigations of Russias role in the election as fake news and a witch hunt.

The level of discretion surrounding the Seychelles meeting seems extraordinary given the frequency with which senior Trump advisers, including Flynn and Kushner, had interacted with Russian officials in the United States, including at the high-profile Trump Tower in New York.

Steven Simon, a National Security Council senior director for the Middle East and North Africa in the Obama White House, said: The idea of using business cutouts, or individuals perceived to be close political leaders, as a tool of diplomacy is as old as the hills. These unofficial channels are desirable precisely because they are deniable; ideas can be tested without the risk of failure.

Current and former US officials said that while Prince refrained from playing a direct role in the Trump transition, his name surfaced so frequently in internal discussions that he seemed to function as an outside adviser whose opinions were valued on a range of issues, including plans for overhauling the US intelligence community.

He appears to have particularly close ties to Bannon, appearing multiple times as a guest on Bannons satellite radio program over the past year as well as in articles on the Breitbart Web site that Bannon ran before joining the Trump campaign.

In a July interview with Bannon, Prince said those seeking forceful US leadership should wait till January and hope Mr. Trump is elected. And he lashed out at President Obama, saying that because of his policies the terrorists, the fascists, are winning.

Days before the November election, Prince appeared on Bannons program again, saying that he had well-placed sources in the New York City Police Department telling him they were preparing to make arrests in the investigation of former Representative Anthony Weiner, Democrat of New York, over allegations he exchanged sexually explicit texts with a minor. Flynn tweeted a link to the Breitbart report on the claim. No arrests occurred.

Prince went on to make a series of unfounded assertions that damaging material recovered from Weiners computers would implicate Hillary Clinton and her close adviser, Huma Abedin, who was married to Weiner. He also called Abedin an agent of influence very sympathetic to the Muslim Brotherhood.

Prince and his family were major GOP donors in 2016. After the Republican convention, he contributed $250,000 to Trumps campaign, the national party and a pro-Trump super PAC led by GOP mega-donor Rebekah Mercer. The Center for Responsive Politics reported that the family gave more than $10 million to GOP candidates and super PACs, including about $2.7 million from his sister, DeVos, and her husband.

Princes father, Edgar Prince, built his fortune through an auto-parts company. Betsy married Richard DeVos Jr., heir to the Amway fortune.

Erik Prince has had lucrative contracts with the UAE government, which at one point paid his firm a reported $529 million to help bring in foreign fighters to help assemble an internal paramilitary force capable of carrying out secret operations and protecting Emirati installations from terrorist attacks.

The Trump administration and the UAE appear to share a similar preoccupation with Iran. Current and former officials said that Trump advisers were focused throughout the transition period on exploring ways to get Moscow to break ranks with Tehran.

Separating Russia from Iran was a common theme, said a former intelligence official in the Obama administration who met with Trump transition officials. It didnt seem very well thought out. It seemed a little premature. They clearly had a very specific policy position, which I found odd given that they hadnt even taken the reins and explored with experts in the US government the pros and cons of that approach.

Michael McFaul, former US ambassador to Russia, said he also had discussions with people close to the Trump administration about the prospects of drawing Russia away from Iran. When I would hear this, I would think, Yeah thats great for you guys, but why would Putin ever do that? McFaul said. There is no interest in Russia ever doing that. They have a long relationship with Iran. Theyre allied with Iran in fighting in Syria. They sell weapons to Iran. Iran is an important strategic partner for Russia in the Middle East.

Following the New York meeting between the Emiratis and Trump aides, Zayed was approached by Prince, who said he was authorized to act as an unofficial surrogate for the president-elect, according to the officials. He wanted Zayed to set up a meeting with a Putin associate. Zayed agreed and proposed the Seychelles as the meeting place because of the privacy it would afford both sides. He wanted to be helpful, one official said of Zayed.

Wealthy Russians and Emirati royalty have a particularly large footprint on the islands. Signs advertising deep-sea fishing trips are posted in Cyrillic. Russian billionaire Mikhail Prokhorov owns North Island, where Prince William and Catherine, Duchess of Cambridge, went on their honeymoon in 2011. Sheikh Khalifa bin Zayed al-Nahyan, president of the UAE, built a hilltop palace for himself with views across the chain of islands.

The Emiratis have given hundreds of millions of dollars to the Seychelles in recent years for causes including public health and affordable housing. But when the Emirati royal family visits, they are rarely seen.

The jeep comes to their private jet on the tarmac and they disappear, said one Seychellois official who spoke on the condition of anonymity because he did not want to be seen as criticizing the Emiratis.

Zayed, the crown prince, owns a share of the Seychelles Four Seasons, a collection of private villas scattered on a lush hillside on the main islands southern shore, overlooking the Indian Ocean, according to officials in the Seychelles. The hotel is tucked away on a private beach, far from the nearest public road.

Current and former US officials who have worked closely with Zayed, who is often referred to as MBZ, say it would be out of character for him to arrange the Jan. 11 meeting without getting a green light in advance from top aides to Trump and Putin, if not the leaders themselves. MBZ is very cautious, said an American businessman who knows Zayed. There had to be a nod.

The Seychelles meeting was deemed productive by the UAE and Russia but the idea of arranging additional meetings between Prince and Putins associates was dropped, officials said. Even unofficial contacts between Trump and Putin associates had become too politically risky, officials said.

The fair which recorded a number of 15,231 visitors, is set to be the confirmed point of reference for the fishing lovers, thanks to its contents, numbers, meetings and number of associations attending - 25 for this edition.

International sport and recreational fishermen enthusiastically return each year to these waters that already boast world records for striped bonito, bonefish, giant guitarfish, tuna and many other.

Seychelles has also become the epicenter of salt water fly fishing on the magnificent shallow flats of the outer islands and blue-water fly fishing is also becoming increasingly popular.

The fair was the perfect platform to promote the richness of the archipelago. This year much attention was also given to sustainability with the contribution of scientists and experts, exploring new ways to develop this sport without harming the ecosystem.

Seychelles is proud of its long-standing enlightened conservation policies, adopted to ensure protection of fish stocks through best practice in the fishing arena. One example of this is a total ban on the use of spear guns in its waters or the ban on fishing in protected areas.

The fair featured also 210 commercial activities promoting and selling specific fishing and hunting gears as well as the latest novelties on the market, on a surface of 25,000 sqm and four pavilions.

Special activities for children were organized to attract families and attention was put on gastronomy with Caccia&Pesca in Tavola, a series of meetings and courses to learn new recipes using the various catch of the day.

Great enthusiasm was given to the novelty of this year the Tenkara Village, a pavilion dedicated to this new fishing technique from Japan, with popular guests and international experts.

Seychelles stand received great attention from members of the public who were new to the idea of booking a holiday in the tropical paradise enriching the stay with thrilling fishing excursions and experiences.

The aim was to widen Seychelles tourism prospects and in the next months other related projects will follow to increase the visibility of the islands in this niche sector.

Hartman Jerk Center hoping to be Caribbean culture hub – Wilkes Barre Times-Leader

WILKES-BARRE Hartman Jerk Center is about more than just food; its about culture. At least thats what one of the owners, Carleen Hartman, said.

Carleen, 44, of Wilkes-Barre, celebrated the grand opening of the restaurant on Saturday with her husband, Garfield, 52.

The couple both hale from Caribbean nations, with Carleen originally coming from Jamaica and Garfield from Guyana, and the restaurant serves, as Carleen says, anything Caribbean, ranging from things like curry goat, oxtail and, of course, jerk chicken.

We didnt have an authentic Caribbean place, Carleen said, explaining why they wanted to open the restaurant. We just wanted a place where we could meet and greet and talk with other people in the community.

The Hartmans say that the restaurant was busy in its first few hours of business. The Jerk Center, set up in a similar manner to other quick-service restaurants, where workers prepare your meal in front of you, had over 50 patrons in its first three hours. This rush caused the cooks to do two complete cookings of all food.

But, Carleen said, the amount of people caused a real sense of community to develop.

You get to meet so many people from your own country here, and some you didnt even know were from there, Carleen said. Its like, Oh, youre Jamaican too?

The Hartmans said that opening the restaurant had been a dream of theirs for a long time, with Garfield, the restaurants chef, especially looking forward to it. They previously sold their jerk chicken on Main Street, but they didnt have an established place for seating.

Now that they have that space, they are very glad to be in the community.

We are very, very happy to be in downtown Wilkes-Barre, Carleen said.

Members of the couples family came out in support, including Carleens brother, Ian Gayle, 44, of New York City.

We came here in support, Gayle said. The food was great, and now were just hanging out, enjoying Wilkes-Barre.

One patron, Supreme Bey, 42, of Scranton, had just finished a dinner of curry goat, saying that the food was delicious.

I had to come to support the community, Bey said.

A new restaurant on Main Street, Hartman Jerk Center, a Jamacian food establishment, held a grand opening on Saturday.

In early May, Weight Watchers International Inc. is hosting a seven-night, wellness-themed Caribbean cruise aboard the 4,300-passenger MSC Divina, sailing from Miami.

Yeshang with us, herea company dedicated to weight loss is joining forces with a purveyor of expansive buffets to market cruising as a viable vacation for those aiming to shed pounds. And many, many people are battling bulges unsuccessfully, with more than a third of Americans medically obese, according to the U.S. Centers for Disease Control and Prevention.

As Weight Watchers transformsfrom a pure weight-loss enterpriseinto a health-and-wellness company, the idea of embarking on its first cruise was a logical thing to do, said Ryan Nathan, the companys vice president of products, licensing, and e-commerce.

We did a lot of research, and we looked at our member base, and our member really is the cruising base, Nathan said. The typical Weight Watchers member is female, from40 to 60 years old, with an average household income slightly above the U.S. average. The cruise is not slim-down camp, he said, and the company is setting no goals for members in terms of whether the trip is aimed at losing weight, maintaining weight, or keeping any gain from the cruise to a minimum.

Despite the abundance of food, drink, and sloth that mass-market cruise lines sell, a week in the Caribbean also offers the opportunity to take the opposite approach: Sleep well, exercise more, and peruse more menu options, with more relaxed lunches and dinners than most people faceat home. The ship also offers members an exercise bicycle that faces the sunrise anda jogging track on the open deck, said Rick Sasso, chairman of MSC North America.

Its a natural for us to go on this endeavor to show our members: Hey, you can have fun and eat great food, Nathan said. And you dont have to feel like diet is deprivation.

The company, ofwhich entertainer Oprah Winfrey owns nearly 15 percent, reformulated its business focus in late 2015 with a Beyond the Scale campaign that aims to help customers shift their mindset from weight loss to overall fitness, encouraging everything from becoming less sedentary to eating better. New York-based Weight Watchers said its members lost 15 percent more weight in the first two months following the new program, compared to results with the prior program.

Cruising is also an effective marketing tool for a publicly traded company that has repeatedly sought to reinvent itself amid the vicissitudes of both the equity and weight-loss markets.The new efforts to broaden Weight Watchers market appeal startedin late 2015, several months after the former talk show host acquired her stake and became a director, with plans to promote the company via her celebrity and her personal weight-loss efforts. Weight Watchers has credited Winfrey with helping spur new enrollments and stronger financial results; its stock has gained 39 percent this year.

Prices for the MSC cruise began at $945, and all of Weight Watchers 500-cabin bloc on the cruise has been sold, a spokeswoman for Weight Watchers said. MSC was stunned by how quickly half the Weight Watchers' block sold out, Sasso said. A second MSC-Weight Watchers cruise is planned for November, with additional sailings likely.

MSC is also offering menu options that will list Weight Watchers points values to help cruisers know whether their selections fit within their personal weight-control plans. Ive asked the entire organization here to embrace this, Sasso said in a telephone interview. Every aspectfrom our master chefs down to the waiters.

On board, Weight Watchers staff will host meetings for real-time guidance and support and present customized fitness programs, cooking demonstrations, and seminars from wellness experts. The week-long voyage will also have four ports of calls at whichpassengers can hike, snorkel, dive, and pursue other physical activities, Sasso said. The May Divina itinerary willstop in Jamaica; Grand Cayman; Cozumel, Mexico; and the Bahamas.

I think this is more a perfect scenario than the other type of vacation that one can take, Sasso said, calling the cruise a controlled environment for Weight Watchers members. Were making our cruise products already have this wellness aspect. The May wellness-themed cruise, he said, is just an enhancement.

For Geneva-based MSC, and for suchlarger U.S. peers as Carnival Corp., Norwegian Cruise Line Holdings Ltd., and Royal Caribbean Cruises Ltd., shifting the publics notion of cruising as an oceangoing gallery of gluttony to one of an upscale holiday that embraces fine dining and active lifestyles is critical to attracting a younger, more affluent demographic.The cruise industry of the 1980s, for example, is nothing like today's cruise lines offerings. The industry has been working feverishly to tout that message and to increase its customer base, with an estimated 25.3 million people expected to cruise this year, up from 15.8 million a decade ago.

Cruise ships also offer no more dietary vice than the average U.S. city, given anabundance of food and drink choices that are far from healthy, Sasso argued. That temptation is everywhere you go, he said. Unless you go to an isolated place in the jungle, youre going to have temptation everywhere.

The newer ships also devote increasing real estate to their spasa revenue source, to be sureand most have extensive gyms stocked with equipment, Sasso noted. When you have 20,000-square-foot spas on a cruise ship, that is unparalleled in the hotel industry, unless youre in some huge resort.

For cruise lines, affinity groups of the wellness sort that Weight Watchers is heading also tend to mean higher revenues, and margins. The $945 minimum fare on MSC, for example, is higher than the company would otherwise command for many of its berths for the same week. Thats one reason for the proliferation of theme cruises, from Star Trek to country western music to a Holland America Line Alaska cruise focused on O, The Oprah Magazine, Winfreys monthly lifestyle periodical.

If a weight-control or sci-fi cruise seems extraordinarily niche-y, they get even more specialized. In November, starting at 799 ($852) per person, you can join TV actor David Hasselhoff in the Mediterranean for a five-day Official World Fan Cruise.

Not only will we be at sea, which is really sexy, were going to be rocking and rolling, Hasselhoff says in a videopitch for the cruise.

Rather than focusing on often poorly defined financing gaps, the report advocates for addressing service gaps, according to countries development priorities. This means putting in place efficient ways of addressing these needs, and developing clear rules for deciding when taxpayers should finance services, instead of users.

Spending more efficiently could have enormous benefits. In the case of the energy sector, where transmission and distribution losses are high, LAC would need $23 billion per year if it were to follow the same investment path of the past. Costs would at least halve under an approach that favors efficiency, climate resiliency and renewable energy solutions.

According to the report, many of the causes for inefficient infrastructure investment have roots beyond the sector, including lack of institutional capacity for planning, regulatory uncertainty, and budgeting and implementation issues in many countries. Inefficient procurement processes, for instance, contribute to excess costs.

Adequate pricing for infrastructure services is another important potential area for increased efficiency. The report argues that pricing should go beyond simple cost recovery and take into account issues like social acceptability, quality, equity and attraction of commercial financing. In order to preserve tax-payers money, the report says that public and concessional resources should only be deployed where commercial financing is not viable or cost-effective.

Finally, the report concludes that allowing infrastructure operators to diversify their revenue can contribute to easing the fiscal cost. Oil Traders Drain Hidden Caribbean Hoards as OPEC Cuts Bite – Bloomberg

During the oil price rout, islands in the Caribbeanwere exhibit A for the longest-lasting glut in three decades,with millions of barrels stored there. Now, that oil is flowing again, a signthe market is rebalancing.

Since mid-February, between 10 million and 20 million barrels have left the Caribbean, according to estimates from traders who asked not to be named because their data is proprietary. The draw, hardly noticed by most in the market,reflects the impact of the output cuts orchestrated by OPEC and Russia.

Low taxes and the Caribbeans proximity to U.S. and Latin America oil centers have made it into one of the worlds largest oil storage centers, holding as much as 140 million barrels. While a lack of official data can make the area invisible to some, the information is key in framing a full picture of global supply and demand at a time of market uncertainty.

"Caribbean and other storage has drawn down rapidly over the past weeks," said Amrita Sen, chief oil analyst at Energy Aspects Ltd., in a note to clients. "The first indications that the rebalancing has begun are here."

On Sunday,Mohammad Barkindo, OPECs Secretary-General, said he remained "cautiously optimistic the gap between supply and demand was starting to tighten. The Organization of Petroleum Exporting Countries and the 11 countries that agreed to trim production in the first half of the year are now weighing whether to extend the cutbacks to the end of 2017.

West Texas Intermediate oil fell 0.7 percent to $50.24 a barrel in New York on Monday. Oil prices have fallen about 10 percent this year as crude stockpiles in the U.S. have since December grown by almost 55 million barrels to 534 million barrels, the highest since 1929.

Grand Bahama, Aruba, Bonaire, Curaao, St. Eustatius and St. Lucia, mostly known for the beaches that draw sun-chasing visitors from around the world, all have significant depots to store crude and refined products.

Chinese oil companies, which lease millions of barrels of storage in the southern Caribbean sea, are leading the stock-draw from those islands, the traders said. PetroChina Co. used the super-tanker Nectar last month to remove stored crude from Aruba and Curaao, according to ship-tracking data compiled by Bloomberg. It also loaded the Maxim, another very-large crude carrier (VLCC), with crude from storage in the Caribbean Sea.

Indian oil refiners are also taking crude out. In a rare shipment, Reliance Industries Ltd. receivedEcuadorian crude stored in the island of Grand Bahama in theDHT Condor super-tanker. More recently, another giant tanker, the Amphitrite, took Venezuelan crude from a terminal in St. Eustatius, also for Reliance.

"Globally, crude stocks are coming down," said Mike Loya, the Houston-based top executive at Vitol Group BV, the worlds largest independent oil trader.

The Caribbean outflows also reflect a change in the relationship between spot and forward oil prices. For much of 2015 and 2016, the shape of the oil curve showed spot prices below forward prices. In a contango market, traders can buy barrels, place them on storage and lock in a profit by selling them forward in the futures market.

The price difference between Brent crude oil for immediate delivery and the one-year forward, a key contango yardstick, reached more than $11 a barrel in January 2015. But after OPEC and Russia announced their output cuts in late last year, the contango has all but dissipated, with the one-year Brent price spread at just about 80 cents a barrel on Monday.

"Less visible inventories have been drawing," Martijn Rats, oil analyst at Morgan Stanley in London, said in a note to clients.

Cruise ship passenger missing off the Bahamas – Sun Sentinel

A 32-year-old man was seen jumping from a cabin balcony off the cruise ship Carnival Liberty early Friday when the vessel was about 10 miles northwest of the Berry Islands, in The Bahamas, officials said.

Reco Scott of Decatur, Ga., went overboard about 4:53 a.m., the cruise line said.

The Carnival Liberty turned around, began its own search and notified the U.S. Coast Guard, which sent a helicopter and the cutter Charles David Jr. to look for Scott, the cruise line and Coast Guard said.

Early Friday afternoon, the Coast Guard released the Liberty to resume course for Nassau, a Carnival Cruise Lines spokeswoman said.

Well continue to search as long as we think we can find him alive, said Petty Officer Eric Woodall.

Liberty departed Port Canaveral on Thursday and has one scheduled port of call, to Nassau. It will stay there overnight Friday and before sailing back to Port Canaveral.

WHEN the Bahamas Judo Federation breaks ground today with the hosting of CARIFTA Judo for the first time, Team Bahamas is confident that they will keep the title here at home.

The two-day competition will get started 9:30am today at the Kendal GL Isaacs Gymnasium with the preliminary rounds, followed by the opening ceremonies at 1pm and the finals at 6pm.

On Saturday, the mixed team competition is scheduled for 10am.

The Bahamas Open will feature over 200 athletes from nine nations, including Aruba, Trinidad and Tobago, Curacao, Guyana, Suriname, Barbados, Martinique and the Bahamas.

The USA and otherCaribbeanteams will participate in the Bahamas Open and the teamstournament. Haiti will be participating in the training camp with all of the aforementioned countries 2-4pm on Saturday.

The following athletes will represent the Bahamas:

Parotti, the second vice president of the BJF and head coach of the Abaco Judo Club, said the team is looking good and will definitely put their best foot forward.

I think the team is looking poised to bring a big shake up to the world of judo and to reveal to the Bahamian a new and exciting Olympic sport because judo is an Olympic sport, she stressed.

With Carifta staged here, Parotti said it would be a bonus for the federation because they have the luxury of fielding a very large team at less expense as opposed to traveling.

Keeping them focused is easy because these athletes who have been chosen are very dedicated, she reflected. They have the spirit, the heart and the big commitment to the sport.

From the team selected, Parotti said theres no reason why the team should not live up to their expectations.

I think the international exposure being around other competitors from other countries will only be a plus for them, she stated. They will get a chance to interact and so I think its going to be very exciting for the team.

Team Bahamas will feature four competitors, including Kaylee Roberts, a 13-year-old from the Forrest High Academy, who will be making her international debut in just six months competing in the sport.

It will also showcase veteran Rachel Rolle, the great, great great grandniece of legendary sailor Sir Durward Sea Wolf Knowles.

Rolle, who turns 15 in August, has been competing in the sport for the past seven years, having attained multiple gold, silver and bronze medals from participating in events such as the US Open, Cherry Blossom Tournament and in Barbados.

I expect to do well, hopefully get a gold medal, Rolle said. But Im just going to do my best, hopefully it will be good enough.

I think the competition will be hard because all of these competitors earned their spots just like me so I know they will be good.

Unfortunately, Rolle has been moved up to the under-70 kilos as they advanced from the cadet to junior division where she will get the chance to perform arm bars as a part of her fighting technique.

Ive never fought these people in this division before and every division have a different fighting style, she pointed out.

As for Team Bahamas, Rolle said she likes the make up because there are some very good competitors representing the Bahamas, especially with it being at home.

Its just great to be a part of this team, insisted Rolle, who doesnt anticipate seeing Sir Durward Knowles on the sideline cheering for her as hes not up to it physically.

Dion Pugh will be one of the competitors competing in the Bahamas Open. The 18-year-old student from Doris Johnson High is excited to be making his international debut after competing in the sport for the past year and a half.

I feel great having the event in the Bahamas because I will get to meet new people and experience their level of competition, Pugh said.

Two of my friends showed me a trick or two when I was in high school in Abaco and after I went to watch them, I decided to do it. Im very pleased with my progress and Im hoping that I can win the gold medal for the Bahamas.

Like him, Pugh, who only did a lot of swimming in the past, said all of his teammates have the mentality that they can win, so they are all looking forward to the competition getting underway.

And Karra Hanna, a 17-year-old, said its only been five months since one of her uncles encouraged her to get involved because of her size.

The former basketball player at both RM Bailey and Doris Jo9hnson High Schools said two previous international events shes participated in will help to propel her to become a champion this weekend.

The training and the time that I put into it and the help from my fellow teammates and coaches, Im pretty sure that I can win, she projected.

I just have to stay focused, keep my mindset on the goal and I know I can do it.

Looking at Team Bahamas, Hanna said they are all in a position to do something big.

They cant get any better than this, she quipped. Weve been training six days a week and there was no slacking off. We put in the work. So everyone is selected deserves to be there.

With the games being held at home, Hanna said she just hope that the Bahamian public will come out and throw their support behind them and get to see the hard work that they put in.

I know Im just excited and I hope that I can get the gold and the Bahamas can be victorious, Hanna summed up.

MTSU lost justnearly $2,000after spending more than $1.5 million in back-to-back offshore bowl trips, according to an open records request.

The only loss in money came from expenses from the Bahamas Bowl where the Blue Raiders lost a total of $1,951, according to a financial recap.

MTSU spent$592,003 on the Bahamas Bowl trip and were reimbursed $573,167 by Conference USA and gained $16,885 in ticket sales.

Ticket sales actually helped MTSU avoid a net loss when it came to Hawaii Bowl expenses, according to the recap. Documents show ticket sales were reported at $21,915.

The university spent $1,083,824 on the Hawaii Bowl trip and will get an estimated $1,066,126 back from C-USA.

Although the only loss of money came during the Bahamas Bowl, the reimbursement for the Hawaii Bowl is just an estimate at this time and could change at a later date.

MTSU became the first NCAA school to play in back-to-back offshore bowl games in different locations this past season.

Athletic director Chris Massaro said while expenses are expected to go down next year, so will the C-USA reimbursement.

"I would assume so our reimbursement would go down," Massaro said."What C-USA is designed to do, they structure reimbursements so (school) do not losemoney on the bowl game."

When asked whether he'd prefer his football team playing in a mainland bowl next year, Massaro just said he's looking forward to being back in a position to be in a bowl game.

"If we do (make it back to a bowl game), we'd love to go to a place where our fans, bands and community can go and celebrate with us," Massaro said.

MTSU lost both the Bahamas and Hawaii bowls, and both were played on the past two Christmas Eves. The Blue Raiders have gone1-5 in bowl games over the past decade and have not won a bowl game since the 2009 New Orleans Bowl.

TEAM Bahamas finds itself in another uphill battle after Spencer Newman and Philip Major Jr lost their opening round singles matches as the American Zone II Davis Cup tie playoff got underway Friday.

In the first day of the playoffs at the Club de Tenis Santa Cruz, Santa Cruz, Bolivia, Newman, the top seed, suffered a 6-2, 6-0, 6-2 loss to Bolivias No.2 seed Hugo Dellien, while No.2 seed Major Jr fell 6-2, 6-2, 6-4 to Bolivias top seed Federicio Zeballos.

Both players indicated that it wasnt what they expected, but they gave it their best shot under the circumstances.

It was a tough day for The Bahamas, Spencer said. We took a little too long to settle into our matches. We had a little problem getting used to the softer court and heavy balls, but were down 2-0 and looking forward to tomorrow.

Going into the tie, Major admitted that he was doing more training and playing less matches and it showed in his performance.

At the end, I was preparing for myself in the long run, but also give my countrymen my best, he quipped. Im in the workshop, but today it didnt go too well, but I fought until the end.

Like Newman, Major is also looking for a brighter day on Saturday. Thats when the doubles will be played. Team captain Marvin Rolle and Justin Lunn are listed as the Bahamian duo, but that could change just before the match is played.

The Bahamas will have to win to push the tie to the final day on Sunday when the reverse singles are played. However, if Bolivia wins the doubles, they would clinch the tie.

A loss in the tie would relegate the Bahamas to Zone III for 2018. A win would keep them in Zone II.

Last year, the team of brothers Baker and Spencer Newman, Kevin Major Jr and captained by Marvin Rolle pulled the Bahamas out of Zone III. But both Baker Newman and Kevin Major Jr were not available to travel because of school commitments.

The quartet of captain Rolle, Spencer Newman, Philip Major Jr and Lunn played the first round tie in February at the Doral Country Club in Doral, Florida where the team lost 5-0 to Venezuela.

The match was played on a neutral ground after hosts Venezuela were unable to play at home because of the civil unrest in the country.

The French athletics federation (FFA) has selected 26 athletes to compete at the IAAF/BTC World Relays Bahamas 2017 on 22-23 April.

The team includes Olympic 200m bronze medallist Christophe Lemaitre, who helped set a European record of 1:20.66 when placing third at the 2014 IAAF World Relays and then finished one place higher at the 2015 edition.

France earned European silver medals in the womens 4x400m and mens 4x100m last year and both teams are expected to feature highly in Nassau. At the 2015 IAAF World Relays, the French womens 4x400m team placed fourth while the mens 4x100m team finished fifth.

PORTLAND (AP) -- A proposal before the Maine Legislature would prevent the state from permitting an offshore wind energy project in the vicinity of Monhegan Island.

Monhegan Island is a tiny island about 12 nautical miles off of Maine's mainland that is well known as a home to artists, seasonal residents and lobster fishermen. Maine Aqua Ventus intends to install a two-turbine, 12-megawatt project off its coast.

Republican state Sen. Dana Dow, who represents the island in the Statehouse, wants to prevent the project from happening. His proposal would create a prohibited zone where an offshore wind energy test area would not be able to be located.

Dow's proposal would also prohibit the state from issuing a permit for an offshore wind project within 10 nautical miles of the Monhegan Lobster Conservation Area.

Bill could scuttle UMaine offshore wind project near Monhegan – Press Herald

A bill aimed at moving a wind energy test site farther from Monhegan Island would have the practical effect of ending Maines bid to build the countrys first commercial-size, floating wind turbines, according to a federal Department of Energy official.

If it moved, it would kill the project, Walt Musial, offshore wind program manager at the National Renewable Energy Laboratory in Golden, Colorado, told the Portland Press Herald. This is a unique site. If they had to start over, it would set the project back five years and spoil the economics.

Musial was commenting on a measure that would force the relocation of the Maine Aqua Ventus project. The University of Maine-led venture has spent years surveying wind and wave patterns, marine life and bird migration at a site in state waters, nearly 3 miles southwest of Monhegan.

Based in part on the data collected, the project has received $10.7 million in energy department funds and is eligible for an additional $40 million. If the project can win permits and secure enough money, the Aqua Ventus team hopes to begin testing a pair of floating turbines in 2019.

But a bill now awaiting a hearing in the Legislature would ban any offshore wind energy project within 10 nautical miles of the Monhegan Lobster Conservation Area. The wind project site is located at the southern edge of the lobster zone.

A spokesman for a group of island residents behind the bill said the university is responsible for the crisis by changing the scope of the project. What started in 2009 as a scaled-down, temporary experiment has grown to a 20-year, full-scale project with blades that would reach 576 feet above the waterline and an undersea cable to the mainland, at Port Clyde. A project that size, said Travis Dow of Protect Monhegan, cant help but impact the view for tourists and artists, who drive the islands summer economy, and the experience for birders, who flock in spring and fall for annual migrations.

Its unfortunate, but they set themselves up for this, Dow said. This project is very important for Maine, I agree. But they need to do it right, and it has outgrown its test site.

The conflict is taking shape just as ocean wind power ambitions are ramping up along the East Coast.

The nations first offshore wind farm went online last year off Rhode Island. Both New York and Massachusetts are seeking power from big wind ocean farms. These projects would be in shallow water, with turbine towers set in the sea floor using conventional technology used in Europe. Maine Aqua Ventus is pioneering the next generation of wind energy floating concrete platforms in deep water, far from land, where winds are steady and people cant see them.

Musial said that while a few floating platform designs are being tested in other countries, Maine Aqua Ventus is the only one in the United States and is using a technology unique in the world.

This has the potential to create a whole new industry in the United States, he said.

The bill, L.D. 1262, was printed last week and has yet to be scheduled for a committee hearing. In the coming weeks, Maine lawmakers will have to decide whether the short-term concerns of 30 or so year-round Monhegan residents and their supporters outweigh the projects long-term economic and energy potential, at least for the foreseeable future.

PROJECT CHANGES

The eight-year journey to this crossroads is long and convoluted. But these are some high points.

The Monhegan test site was selected through a state-run process that included locations off uninhabited Boon Island and Damariscove Island. Monhegan was picked because its 12 miles from the mainland, has steady winds, a limited number of fishermen and extreme electric rates.

The 2009 law that designated the site allowed up to two turbines, a maximum capacity of 25 megawatts and one transmission cable. In early meetings with island officials, though, the university promoted a one-third scale turbine, with no cable, and a test period of months.

But over time, the scope of the project changed. Engineers decided to test a one-eighth scale model of the concrete platform off Castine, in more-protected waters. Maine Aqua Ventus also won an energy department award for commercial-scale testing. That led to an upgraded design for two, 6-megawatt turbines on full-size platforms off Monhegan, with a cable to the mainland and the island.

To sort through the proposal, residents formed the Monhegan Energy Task Force. Members watched the Maine Public Utilities Commission approve a 20-year power contract in 2014. Then the project lost a bid for more federal funds, and the sense of urgency evaporated. A year later, a competitor for the federal grant fell away and the project was back on track.

Protect Monhegan formed last fall, after it became clear that the full-scale project might become a reality. Dow said at the time that the group was quickly able to raise $40,000, some of it from visitors and summer residents. It hired a veteran public affairs consultant, Ted OMeara, and Jon Doyle, a former assistant attorney general.

Theres debate on the island over how many of the 65 year-round residents support the group. Others are more interested in negotiating a community-benefits power deal. At 70 cents per kilowatt hour, island electric rates are among the highest in the country and five times above mainland averages.

Either way, Doyles law firm drafted the bill and the group asked Sen. Dana Dow, R-Lincoln (no relation to Travis Dow) to sponsor it. Asked his position on the bill, Dana Dow expressed the view that moving the project likely would kill it, but said it was his job to submit proposed laws for residents of his district.

I believe legislators need to listen to people on the island and make their decisions accordingly, he said. They need to decide what the majority group on Monhegan wants to do. And I dont know which that is, to tell the truth.

START FROM SCRATCH

The lobster conservation area earmarked in the bill is roughly 30 square miles and surrounds the island. It was created by state law 20 years ago to set aside an exclusive fishing ground for island residents.

In 2009, the university asked Monhegan lobstermen to map the part of the zone where they did the least amount of fishing. They identified a sector on the southwest tip, along the 3-mile state boundary. Thats where Maine Aqua Ventus established its test site.

According to the university, the site now is among the most extensively studied in the Gulf of Maine. But Travis Dow contends that past studies such as ones done for migrating bats and birds arent relevant now, because the blade height and rotor diameter have increased so much. He said the studies need to be redone, so they might as well move the project to Boon Island, 6 miles off York, or Damariscove, 5 miles off Boothbay Harbor.

But Jake Ward, the universitys vice president for innovation and economic development, said the federal grant money is linked to the Monhegan site.

Wed have to start from scratch someplace else, Ward said. Without a doubt, if we moved the site, wed lose the funding.

That sense was confirmed in an email to the Press Herald from the Department of Energy. The department said that an ongoing federal environmental review process needed to approve the project is site specific, meaning that changing the projects location may require additional baseline surveys. Moving the project outside the 3-mile state boundary into federal waters, the department added, would trigger an entirely new siting process by the Bureau of Ocean Energy Management.

The energy department plans to decide whether to award Maine Aqua Ventus up to $40 million in final funding early in 2018. To gather public input, federal officials came to Maine in late February and early March for meetings in Tenants Harbor and on Monhegan.

In its email response to the Press Herald, the department didnt indicate how it would react if the project were forced to move. But Musial, who has worked with the university on the engineering details since 2009, said Maine Aqua Ventus is part of an advanced demonstration program and has received investment and government resources over the years that wouldnt be replicated at another location.

It would have to start over as an independent, commercial project, if the site was moved, he said.

Controversies over abuses in Australias offshore detention regime could harm its multimillion-dollar bid for a seat on the UNs Human Rights Council.

Nauru whistleblowers have told a global womens event in New York that Australia should be blocked from winning a seat on the influential UN body, because of systemic physical and sexual abuse in the island camps, and the international law violations of its indefinite detention regime.

Speaking at the Women in the World conference in New York between the Scottish first minister, Nicola Sturgeon, and the former US presidential candidate Hillary Clinton Nauru whistleblowers Viktoria Vibhakar and Alanna Maycock detailed abuses they witnessed in the camps and said Australias attempt to secure a seat on the council was inconsistent with running an offshore detention regime.

The Australian government could demonstrate its respect for human rights by evacuating these camps and bringing people to safety, Vibhakar said. If they were to do so, we would all applaud and support their bid. But this [human rights] council is supposed to protect and promote the very same human rights laws that Australian governments detention camps so flagrantly violate.

I have seen the human rights violations myself, I have given hundreds of documents recording abuse to inquiries the government cannot say it is unaware of the harm being perpetrated against people in these camps.

How can Australias bid be taken seriously in the face of such ongoing and unlawful treatment of vulnerable people?

Jennifer Robinson, Australian human rights lawyer and co-founder of the Hakawati Project, said Australias offshore detention regime had already been criticised by the council. But she said Australia was acutely sensitive to international pressure, especially as the council vote approached.

I think theres hope for change Australia reacts to international pressure.

At the councils universal periodic review of Australia in 2015, when more than 100 countries commented on the countrys human rights record, many were critical of offshore detention.

Other arms of the UN, including the special rapporteur on the human rights of migrants, and the UN committee against torture, have criticised offshore detention as unlawful.

Australia will compete with Spain and France for two seats on the council in elections in November. The successful nations will earn a seat on the 47-member council for three years from 2018. Australia has a solid chance of being elected, particularly given no country from the Pacific has ever sat on the council.

Lobbying for a seat in a speech to the council in February, the minister for international development and the Pacific, Concetta Fierravanti-Wells, said Australias bid for a council seat, its first, reflected a commitment to advance human rights.

It is more important than ever for nations like Australia to ensure that human rights remain a fundamental pillar of our foreign policy and global outreach.

We see holding a seat on the council as bearing a significant responsibility: a responsibility to work with partners to address international human rights violations; to stand up for universal values globally and in Australia; and to hold those responsible for violations to account especially in grave situations of human rights abuses, such as North Korea and Syria.

Fierravanti-Wells said Australia would promote the empowerment of women and girls, as well as freedom of expression, good governance, the rights of Indigenous people and strong national human rights institutions.

The council is not without controversy. Current members include Egypt, China, Cuba and Saudi Arabia, all countries with their own human rights abuses including extrajudicial executions, arbitrary imprisonment and restrictions on freedoms of association, religion and speech.

Alpha Petroleum enters into FEED study agreement for Teekay … – WorldOil (subscription)

LONDON -- Alpha Petroleum Resources Limited, an upstream oil and gas operator focused on the UK sector of the North Sea and backed by private equity firm Petroleum Equity, has entered into a Front-End Engineering and Design (FEED) study agreement with Teekay Offshore Partners L.P. for its Varg Floating Production Storage and Offloading (FPSO) unit. Alpha intends to use the FPSO for the development of Cheviot oil field. Cheviot is 100% owned by Alpha Petroleum and is one of the largest undeveloped oil fields in the UK sector of the North Sea.

Alpha has also entered into an Exclusivity Agreement with Teekay Offshore and during FEED will negotiate a Lease and Operate contract for the entire expected life of Cheviot oil field. Alpha expects to achieve sanction for the development during third-quarter 2017 and is targeting first oil production in 2019 at an expected rate of at least 30,000 bpd.

The Cheviot development program will consist of a minimum of 18 wells: 13 production wells, two water injection wells and two gas injection wells. It also includes one production well established in the satellite Peel oil reservoir. Options exist to use additional processing capacity on the Varg FPSO, which will be considered during the FEED process. This would allow for infill wells to increase ultimate recovery. Development of Cheviot field is predicated upon rigorous evaluation of historical production data and new 3D seismic surveys. Alpha Petroleum has concluded that maximum recovery would be achieved via re-injection of produced gas and water and use of horizontal wells to minimize drawdown.
