A young woman runs up to the camera, frantic. She begs the viewer not to look away from her, to steady their eyes but then, in the corner, a flash. And then another one, just out the corner of your eye. And she continues to beg, the viewer finds it harder and harder to focus, until eventually, most give in and glance over. With an ominous warning, she disappears, replaced by a fearsome monster.

Or at least, thats what generally happened. For those viewers at last years Comic-Con who chose the straight and narrow path, the main character of the MTV show Teen Wolf rewarded them by killing the monster with her weaponized scream. The piece, which was sponsored by AT&T, was viewed by thousands at the event and drew almost a million unique views when it was posted on YouTube and Facebook the following day.

The most interesting part of the experience was that the user didnt know their actions had any impact on the story. Done overtly, gaze-activation can lend a choose your own adventure sheen to a piece, which is fine if thats the aim. But done covertly, it can provide fascinating insight into the human mind, not to mention a subtle way to make an experience interactive without having to hand someone controllers.

Gaze activation can also provide valuable data to both developers and the brands who fund their content. Heatmaps are great, but gaze activation allows those on the back end to see exactly what cues people responded to in order to change a narrative, even if the cues we subtle. For those who want to test certain messages or plot points, it can be fascinating to see what makes people look away or focus on something else and of course, any psychology student would have a field day with the data from an experience like Teen Wolf alone.

For AT&T, underwriting the experience was a chance to connect with a younger audience and stand out in the crowded field of Comic-Con. As VR emerges, brands can take advantage of the fact that the technology is so new to create memorable experiences for users, who will then recall their first immersive experience, hopefully with great fondness and brand awareness. Adding something like gaze activated technology also allowed them to create further points for discussion, as friends who did the experience were likely to compare endings and try to figure out why they saw different things.

Its not enough for a brand to just make a 360 experience and expect people will pay attention anymore. Both developers and brands need to explore breakthrough technology like gaze activation in order to push content to the next level of interactivity and immersion.

Girl injured by firework plans big donation for Nebraska Medicine – KMTV – 3 News Now

OMAHA, Neb -

Dozens of people were treated for fireworks injuries at Nebraska Medicine during Fourth of July celebrations this year.

One little girl and her dad who were badly burned, returned home with a desire to do more to help kids being treated at that hospital.

"She was on fire for about 5 seconds before I could track her down, get her on the ground, and roll her around," recalls Todd Bertucci.

On July 1st, a faulty firework at a neighborhood display exploded into the crowd between 7-year-old Paige and her father Todd.

Paige spent 11 days at Nebraska Medicine undergoing skin grafts for 2nd and 3rd degree burns covering 10% of her body.

"The day of the surgery is always a little bit scary for a 7 year old," said Todd.

Those fears were eased by specialists at the Child Life Program, which helps children going through traumatic events at Nebraska Medicine.

"They brought her games, they brought her iPads. They brought her movies. Anything that would distract her. Anything that would keep her calm. All the things that we want for our kids when they're scared," explained mom Kelly Bertucci.

The support continued when Paige got home. Neighbors and friends put up banners, chalk messages, and a giant greeting from Card My Yard, courtesy of Paiges brothers basketball team.

"They send messages, kind of like, in a big way. It was a very exciting thing for Paige to see when we all got home from the hospital that night," said Kelly.

Now at home, Paige is recovering fast...

"My skin's growing through; you can see it now!" she exclaimed.

...and wants to give back to the Child Life Program with the help of Card My Yard.

"We basically got it going until the end of the month. All the orders in Paige's name, 20% of those orders are going to give back to Child Life," explained Alisa Pinkerton, owner of Card My Yard Omaha, and a good friend of the Bertuccis.

When all the donations are collected, Card My Yard will take Paige on a shopping trip to buy games and toys for the kids in the Child Life Program.

"They just hashtag Love Our Paige and we'll know that that order goes to the donation drive."

Medicine shortage hits health posts in Rukum – Republica

RUKUM, July 23: Health posts in remote areas of Rukum district are facing severe shortage of life-saving drugs. Health officials informed that lack of transportation during monsoon has led to this dire situation.

Even the previous stock of medicines has depleted, making the situation more problematic, said Shishir Khadka, in-charge of Banfikot Health Post. We lack medicines for even common health problems such as fever, typhoid, and diarrhea. All of our attempts to refill the medicine stocks have been fruitless so far, he added.

The health institutes are facing shortage at a time when rain-induced diseases like typhoid, fever, and skin diseases are on the rise.

According to Khadka, they have been demanding medicine supplies from the District Health Office (DHO), Rukum. But the DHO has not been able to provide us with the necessary medicines.

There are 44 health institutes in the district, including the District Hospital, Rukum. At present, most of these institutes are reeling under severe medicine crunch, according to the DHO.

Locals complain that their only choice is to visit private clinics and pharmacies, which charge them hefty amount for the same medicines.

It's really ironic that we find medicines in private pharmacies but not in government health institutes, said Laxman Pun, a local of Aathbiskot Municipality.

According to health workers, they are prescribing lesser quantity of medicines even to the needy patients so that the few remaining stocks of medicines can be distributed fairly. They also acknowledged that such practice may hamper health of patients instead.

Rajendra JC, chief of the DHO, stressed on the need for better connectivity and said strengthening road network can make medicines available. We have been facing shortage of medicines since the past month. The medicines could not be brought despite our repeated demands, he added.

BROWNSVILLE The University of Texas Rio Grande Valley School of Medicine welcomed its second cohort yesterday in Brownsville, during a special White Coat Ceremony for its newest 50 students.

Today you will embark on a tremendous journey and arrive at a destination in four years, where you will have earned and are granted the great privilege of all: being called doctor, said Dr. John H. Krouse, the new dean of the School of Medicine and vice president for Health Affairs.

Throughout the ceremony that marks the beginning of the medical students education and careers, Krouse and fellow School of Medicine leaders emphasized the importance of staying humble and showing compassion.

Learn from each other, from nurses, from other healthcare professionals, but most importantly, from your patients, Krouse said. Let them be your teachers, let them guide you and let them show you the way.

Be kind to yourself so that you can be kind to others. Always hold humanity, and humility, as unwavering values that you live by every day.

Dr. Steven A. Lieberman, who served as interim dean of the School of Medicine before Krouse arrived earlier this month, echoed Krouses message on humility.

There are two tools vital to physicians, he said, a compass, and a map that will help guide them through moral dilemmas they will face in their profession. Above all else, he told them, remain humble and treat all patients with respect and compassion.

Apply your talents with the sense of obligation and integrity you would want to be shown, Lieberman said.

After the cloaking, medical student Adrian Barrera, of Rio Grande City, led his fellow medical students in taking the Hippocratic Oath which acknowledges their primary role as caregivers in the presence of their loved ones, school leaders and peers.

White Coat ceremonies serve as a rite of passage for medical students. Families, School of Medicine faculty, local dignitaries and others in attendance at the TSC Arts Center cheered and gave a standing ovation to the students after they received their white coats.

The Arnold P. Gold Foundation started the White Coat Ceremony in 1993 to welcome new medical students to the health care profession. Today, almost all medical schools in the United States, as well as schools for other healthcare professions, perform such ceremonies.

SOME WORDS FROM THE SECOND COHORT

Before the ceremony, medical students said they were excited to start their lifelong dream of becoming doctors.

I really like science and I really like people, so I figured this would be a great way to integrate the things that I love, said DAndrea Dede Ceasar, a Houston resident who earned her undergraduate degree in health science studies at Baylor University. I had a grandfather who died of cancer. Seeing the way his doctors and nurses took care of him really helped reinforced why I wanted to go into medicine.

Ceasar said she chose to attend the UTRGV School of Medicine because of the opportunities it provides medical students to interact with patients earlier in their education than other medical schools.

Stacy Sebastian said she was inspired to pursue medicine while growing up in a predominantly Hispanic neighborhood in Houston. Sebastian, who earned her undergraduate degree in environmental health science at Baylor University, said she noticed disparities in access to health care in her community.

There were definitely medical resources that were lacking, especially in healthcare problems like obesity and diabetes that could be very easily controlled, but were not because of healthcare access, Sebastian said.

I have a huge passion to work with the medically underserved and, when I came down here on my interview day, I saw the community, how the (medical) students were really involved and how the community needs the medical school here.

Man arrested, accused of stabbing Nebraska Medicine employee – KETV Omaha

OMAHA, Neb.

Omaha police took a man into custody Friday after he was accused of stabbing a Nebraska Medicine employee.

The incident was reported around 8:30 a.m. at the fourth floor of the Lied Transplant Center.

The employee, a 30-year-old phlebotomist, was attempting to draw blood from the man at the time. The man, identified as Zacherey Dvorak, 37, refused to have his blood drawn and attacked the employee with a weapon he had made from "ordinary items found in his room," a spokesperson from Nebraska Medicine said.

Other staff members and members of the center's security team restrained Dvorak until police arrived.

The injured employee was taken to the emergency room, where she was treated for a small laceration to her face, which required stitches.

Dvorak was booked at Douglas County Corrections for assault of a healthcare professional and use of a weapon to commit a felony, Omaha police said.

We certainly understand that substance abuse is a tragic and devastating disease, the statement said. But we are also bound to our responsibilities as a university to take the necessary actions concerning Dr. Puliafitos status.

Attempts to reach Dr. Puliafito on Saturday were unsuccessful. A phone number listed in public records with a Pasadena, Calif., residence was disconnected. A faculty page for him on the Keck School of Medicine website had been taken down.

The Los Angeles Times reported that he was seen on videos apparently smoking methamphetamine and consorting with addicts and criminals.

One woman told The Times that he was with her when she overdosed in a hotel room and that he had taken her to his campus office to use drugs. The woman, Sarah Warren, who worked as a prostitute, said they were constant companions after meeting in early 2015.

He resigned as the dean of the medical school less than a month after Ms. Warren overdosed. The Times, citing the Keck website, reported that he continued to accept new patients at campus eye clinics after his resignation.

A renowned eye surgeon responsible for several breakthroughs in ophthalmology, Dr. Puliafito led aggressive fund-raising efforts that garnered more than $1 billion for the medical school.

The university also announced on Friday that it had hired Debra W. Yang, a partner at the law firm of Gibson, Dunn & Crutcher in Los Angeles and a former member of the Los Angeles Police Commission, to investigate the doctors conduct and the universitys response.

Our priority now is to obtain a clear picture of exactly what happened and to ensure the well-being and trust of our students at U.S.C., the patients at the Keck School and our entire university community, the university said in an email on Saturday.

On Tuesday, a day after The Los Angeles Times published its report, C. L. Max Nikias, the university president, wrote in an open letter that Dr. Puliafito had been placed on leave and could not treat patients.

We are concerned about Dr. Puliafito and his family and hope that, if the articles assertions are true, he receives the help and treatment he may need for a full recovery, he wrote.

Reports of high-powered executives, doctors and others with substance abuse issues have become all too common individuals who function in their workplace but have serious issues affecting their personal lives.

Police searching for Liberty bank robbery suspect – WFMJ

Liberty Twp. -

Police departments in the areas surrounding Liberty are on the look out for a robbery suspect Saturday morning.

A little after 10 am, a bank teller at the Home Savings on Belmont Avenuepressed the emergency button twice to alert police of the robbery after a man handed over a note demanding money and showed a silver handgun.

Police in Liberty and Youngstown began searching the area around Home Savings Bank on Belmont Avenue for a robbery suspect with a K-9 Unit from Youngstown.

The departments are asking for help finding the suspect who is described to be a black male in his mid to late 30's. Police say he was wearing a red, white, and black plaid hat, a brown jacket, blue jeans, and black framed glasses. He is described to be about 5'8" and 200 lbs.

Bank employees weren't able to tell police what was taken at the time they called 911.

Police were first searching the cemetery behind the bank, as well as the surrounding areas.

Dig for dinosaur bones at Liberty Public Library Aug. 3 – Times Herald-Record

LIBERTY On Aug. 3 at 6:30 p.m., the Liberty Public Library at 189 N Main Street in Liberty will be hosting a real, hands-on Dinosaur Dig inside the library. To get the children ready for the dig, the program will start off with a 30-minute interactive fossil talk presented by Field Paleontologist, Mike Straka. During the talk Mr. Straka will cover how and where we find fossils and will show some amazing fossil discoveries from the time of the dinosaurs to the time of the ice age.

He will then assist children in digging for real dinosaur bones, identifying the bones and placing them on top of a Triceratops cut out. Please note that while this program is free, the hands-on dig workshop is limited to 50 participants, ages 5-11. Weather permitting; the dig will be set up outside the library so children should come dressed in play clothes. After the dig, children will have an opportunity to spend time looking at the expanded fossil museum set up in the library.

Aegean earthquake: Two aftershocks spark panic on Greek island of Kos after two killed and 500 injured – The Independent

Two strong aftershocks have struck the Greek island of Kos within minutes of each other, sending startled residents and tourists scurrying away from homes and restaurants.

A tremor measuring a preliminary 4.4 magnitude struck at 8.09pm local time(6.09on BST), sending restaurant customers scurrying toward the middle of the town's main square, as far away as possible from buildings.

Sixteen minutes later, a second 4.6-magnitude tremor struck, the Athens Geodynamics Institute reported. The first tremor had its epicentre only 13milesnortheast of Kos at a depth of 6 miles.

Hundreds of residents and tourists spent Friday night sleeping outdoors on the island, too afraid to return to their homes or hotels after the quake that struck early on Friday, killing two men on Kos and injuring almost 500 others in Greece and Turkey.

Many camped out in parks and olive groves, or slept in their cars or on beach and swimming pool lounge chairs.

The aftershocksmeant that many would spend a second night outdoors.

During the day in Kos, churches, an old mosque, the port's 14th-century castle and other old buildings that suffered in the quake were being checked by archaeologists and experts from Greece's Culture Ministry.

The USGeological Survey measured Friday's earthquake at magnitude 6.7, with Greek and Turkish estimates a fraction lower. Two men, a Turk and a Swede, were killed when a wall collapsed into a popular bar in the Old Town of Kos.

The most seriously injured in Greece were airlifted to hospitals on the mainland and the southern island of Crete, and at least two were still in critical condition on Saturday.

The Turkish man's parents were on the island making arrangements to repatriate his body home by boat, possibly on Sunday.

Panagiotis Bekali, a 30-year-old resident, spent the night sleeping in an olive grove with relatives while his five-year-old son and 16-year-old nephew slept in the family car.

There were cracks in the house (from the earthquake) so we went straight out, he said. We were afraid to stay indoors, so the whole family slept outside.

Dozens of aftershocks have shaken the island.John Grant, a 60-year-old tourist from Britain, said he felt safer sleeping outside.

Coming from somewhere that doesn't have earthquakes, you don't understand, he said from his makeshift bed on a lounge chair. So to me it was very frightening being in the building. But being outside, I know I'm safe.

About 350 of the injuries occurred in Turkey, in Bodrum and other beach resorts, as people fled buildings and as a sea swell flung cars off the road and pushed boats ashore. Seismologists said the shallow depth of the undersea quake Friday was to blame for the damage.

In Kos, the quake damaged the island's main port, so ferries were being diverted to the smaller port of Kefalos on the island's southwestern coast.

Serif Damadoglou Soukri, the imam of Kos, said the greatest damage to Kos mosques was sustained by the central 17th-century Defternatar Ibrahim Pasa mosque, whose minaret, restored a few years ago, collapsed completely. Ancient columns also toppled over in the southern part of the 2nd-century agora in the main town.

Greek Orthodox Priest Vassilis Hlampanis said one of the damaged churches was repairable.

The greatest damage was sustained mainly in part of the sanctuary, in the middle part which fell, but there are also other sections around the external brickwork and certainly also internally, he said.

Kos Mayor Giorgos Kyritsis said island's biggest infrastructure problem was the damage to the main port. Coast guard divers were on the scene inspecting the jetty.

Life on the island is returning to normal, Kyritsis said. The infrastructure problems are being repaired.

The mayor said Kos hadn't seen many tourist cancellations as a result of the quake.

(Visitors) are touring the island with their tour guides. We don't have a big problem. The ferry connection has been restored with the port of Kefalos and we are waiting as soon as possible to repair the damage at the port, he said.

Gift shop owner Giannis Manoutkos said life on the island had returned to its easy-going ways.

Everything is normal now. The situation was bad for two days ... we are coming to a normal life again, he said.

Estonia allocates 638000 to small islands – ERR News

The aim of the small islands program is to make vital services better available to the communities of the islands, and to improve their quality. We want life to be good on the small islands, so we support very different projects, ranging from the improvement of transport and rescue capabilities to the renovation of necessary buildings, Minister of Public Administration Jaak Aab (Center) said in a press release earlier this week.

The small islands program is in effect for the seventh year in a row. In this years call for proposals, applications for 1.3 million in funding came in.

The approved initiatives this year include projects for a hovercraft for the Lake Peipus island of Piirissaar, rescue equipment for the island of Aegna, developing the port of Vikati Vilsandi, the renovation of a store on Piirissaar, new furniture for the school on Ruhnu, setting up a filling station on Abruka island, a fire water station for Manija, and improving the maritime rescue capability on the island of Vormsi.

The small islands program covers 12 islands: Naissaar, Prangli, Aegna, Osmussaar, Vormsi, Kihnu, Manija, Kesselaid, Vilsandi, Ruhnu, Abruka, and Piirissaar.

Eligible for the support are municipalities, not-for-profits, foundations, state institutions, and businesses.

Prime Minister Jri Ratas is visiting the islands this week, stopping at Ruhnu, Saaremaa, Abruka, and Vilsandi between Thursday and Sunday.

Dog owners can now give pets a DNA test to see if their pooch overeats – Mirror.co.uk

Pet owners are getting their furry friends DNA tested to discover if they have a deadly disease, what their ancestral background is and even discover if they have a GREEDY gene.

Costing about 40 for a postal test, where you swab your pets cheek with a little brush, dogs are the domestic animals most commonly screened but it is also possible to get your cats DNA examined.

The Animal Health Trust (AHT), a charity which fights disease and injury in animals, offers over 30 DNA tests, reinvesting profits for further research.

Cathryn Mellersh, head of canine genetics at the organisation, explained: Our focus is on health and preventing disease. For dog breeders, having their animals DNA tested, which you only need to do once in their lifetime, is responsible because it means they can make sensible breeding decisions.

Vets use the DNA test to help diagnose what the dog has wrong with it, so they might find out a dog has two copies of the mutation that causes a particular eye disease.

For owners, it can be useful to know that the dog is going to develop a disease. If my dog has the inherited glaucoma gene its better to have regular eye tests so the early signs can be spotted.

Cathryn says DNA testing is continually developing and the AHTs brand new test shows a glimpse of the future for dog owners.

Our most recent DNA test is for a mutation that has been shown to make a dog more interested in food, more greedy and more likely to become obese, she says. Think labradors and flat-coated retrievers.

Were aiming that test really at the dog owner and in particular the puppy buyer. If you know your puppy has two copies of that mutation, on average they are about 4kg heavier than dogs without the mutation.

You can be aware throughout that dogs life they are likely to be extra greedy, so you can keep an eye on its treats and make sure it gets lots of extra exercise.

Pet DNA testing can also be undertaken for more lighthearted reasons.

If youve got a dog from a rescue centre that looks a bit like a Labrador you can have its DNA tested for about 50 or 60, Cathryn explains. They will estimate for you what its breed make-up is.

I have a crossbreed and they were able to tell me one parent was probably a German Shepherd and the other parent was a Greyhound crossed with a Saluki. But it depends how much of a Heinz 57 your dog is, that will determine how much information they can give you.

A new company in the States, Embark, will tell you where the dogs ancestors came from. Certain breeds were developed in Asia, some Africa. DNA has quite distinct signatures.

Developments in DNA testing for pets can even help to advance human genetic research.

Sometimes the research that we do points us to genes that may be responsible for the same disease in humans, explains Cathryn.

A couple of years ago we found a mutation that caused a neurological disease in Parson Russell Terriers and Jack Russell Terriers.

Since we published our findings people working on humans have found mutations in the same gene cause the same disease in humans.

Cheaper, Better Health Care Is In Our Grasp. Why Don’t We Grab It? – Newsweek

For decades, US health reform has failed to address root causes.

Republican proposals such as the Better Care Reconciliation Act of 2017 and Democratic efforts such as the Affordable Care Act have focused on financing reform, re-jiggering the rules by which insurance products are designed, offered, and priced.

Little, if anything, has been done to address the underlying prices of health care goods and services.

As a result, regardless of the Senate bills fate, it seems the US has committed itself to an inexorable march toward ever-more health care spending. It is essential that the American people recognize what we are foregoing by our choice to let health care spending grow unchecked.

As most readers now know, roughly 18 percent of the USs gross domestic product (GDP), $3.23 trillion annually, is spent on health care. Many industrialized countries achieve consistently superior health outcomes by spending only 12 percent of their GDP on health care.

What if, hypothetically speaking, the US were to follow suit? No one could accuse the US of skimping as 12 percent of the GDP is approximately $7,180 to be spent per capita, topping nearly every industrialized country even after adjusting for purchasing power parity.

At 18 percent of the economy absorbed by health care, we have little room for other health-promoting investments. Our work suggests that directing these resources towards social service delivery could be a strategic way to bolster health system performance and improve outcomes.

Countries and states that allocate more of their total spending to social services in comparison to health services tend to achieve better health.

An impressive 2012 paper titled A Health Dividend for America by Jeffrey McCullogh and colleagues at UCLA lend some shocking figures to this debate.

For $57.8 billion annually less than half of one percent of our current health care spend a host of social investments, all health-producing in themselves, could be made.

Head Start could be doubled in size to include an additional 900,000 children and universal pre-school education could be possible for all pre-k students who are not already enrolled in Head Start (cost: $12.8 billion).

Federal grants could be available to every small town in US so that the public library system could be expanded to reach 30.7 million additional beneficiaries over the next 10 years (cost: $6.9 billion).

Career training could be provided for one quarter of all unemployed people (cost: $18 billion). Job Corps could be doubled to serve an additional 45,000 people (cost: $1.7 billion) and nutritional assistance could be expanded to all 50 million food-insecure individuals in the US (cost: $18.4 billion).

These investments would leave a hundred billion more dollars available to be directed towards debt reduction, tax breaks, or other causes receiving bipartisan support for still less than half a percent of US GDP.

The investments enumerated above generate valuable social ends in their own right. In many cases particularly where spending is directed towards schooling, jobs, housing, and nutrition available evidence suggests that policymakers may expect substantial spillovers in the form of improved health and reduced health care utilization.

Food such as SNAP may provide a particularly illustrative example.

New research released this month by Dr. Seth Berkowitz and colleagues at the Harvard Medical School finds that food insecurity was associated with significantly greater emergency department visits, inpatient hospitalizations, and days hospitalized.

On average, people who were food insecure cost an additional $1,863 in health care expenditures per year, amounting to an excess $77.5 billion annually nationwide. Although not all of this gap could be closed through food supports, some savings could reasonably be expected.

We recognize that extracting health care dollars from our current system is a political challenge if not impossibility. Nevertheless, the public should be aware of the opportunity costs associated with health care spending.

The ongoing outpouring of public support for Medicaid is noble, and efforts to extend financial protection for health care expenses to all should continue; however, more honest discussions about the tradeoffs inherent in health care financing are warranted.

To date, our relentless focus on changing the rules of health care financing has ignored underlying price concerns and overlooked the crowding out of other worthy social investments. Until the public faces up to these uncomfortable truths, the nation is unlikely to make sustainable progress on health reform.

Senate Republicans will try to advance a stalled healthcare reform bill next week while the House takes up the first group of fiscal 2018 spending bills, funding for a southern border wall and a measure to roll back an Obama-era banking rule.

Senate Majority Leader Mitch McConnell, R-Ky., hopes to hold a vote next week on the Better Care Reconciliation Act, the Republican-authored proposal to repeal and replace Obamacare. Because several moderate and conservative GOP holdouts are refusing to sign on to the bill, McConnell is threatening a politically unattractive alternative: a vote on simply repealing Obamacare, which most of the GOP supported in 2015 when a veto was assured from former President Barack Obama. Several Republican lawmakers are unsure about a plain repeal now.

"We are going to vote on whether to proceed to the bill," Majority Whip John Cornyn, R-Texas, told reporters Thursday. "I know people are fixated on what bill to proceed on, but every senator can offer amendments to change the bill, so it really is irrelevant. This is strictly about whether we are going to start the debate. People can offer amendments so we can finish at some point."

The House, which passed its own healthcare bill and is waiting for the Senate to act, will deal with fiscal 2018 appropriations legislation.

Next week is scheduled to be the final House legislative session before a planned five-week recess, but Majority Leader Kevin McCarthy said he would call lawmakers back to Washington to consider a Senate-passed healthcare bill if one passed in the upper chamber. The Senate is scheduled to be in session until Aug. 11.

In the meantime, House lawmakers will vote on the Make America Secure"appropriations act, a measure that combines the fiscal 2018 spending bills for defense, energy and water, the legislative branch, military construction and veterans affairs.

It's a bill that Democrats are vowing to oppose despite the inclusion of a 2.4 percent pay increase for military personnel and a boost in funding for the U.S. Capitol Police.

Republicans plan to use a procedural maneuver to attach an additional $1.6 billion for President Trump's desired southern border wall, which he repeatedly promised during his 2016 campaign.

"Yes, we are taking action," McCarthy said last week. "Just as we said we would do."

Democrats do not support the wall funding. They also accuse the GOP of bringing up spending bills that will never become law because Democratic approval will be needed to get through the Senate.

"Instead of wasting floor time on a smoke-and-mirrors appropriations package that will do nothing to improve our security, the majority should immediately begin working with Democrats on a new budget agreement," said Rep. Nita Lowey, D-N.Y., the top Democrat on the House Appropriations Committee.

The House also plans to revive a procedure it has used more than a dozen times this year to reverse executive branch regulations. Republican leaders plan to vote on the repeal of a banking regulation under the Congressional Review Act, which allows Congress to undo certain executive branch actions with simple majorities in both chambers.

The targeted regulation was imposed in July by the Consumer Financial Protection Bureau, which is led by Obama appointee Richard Cordray. The regulation ends mandatory arbitration for consumers in legal fights with the banks, making it easier for individuals to sue.

The House vote aims to undo the new rule. Republicans say the regulation will force financial institutions to pay for costly class-action suits that benefit only trial lawyers, not consumers, who they say can collect more in arbitration than in court.

Democrats plan to oppose the bill.

"House Republicans are continuing their assault on the financial security of the American people by trying to deny consumers their right to go to court when wronged by a financial institution," said Minority Leader Nancy Pelosi, D-Calif.

Another key fight next week will be on whether to revoke the current authorization for the use of military force by the president. The House spending bill initially included a provision revoking that authority, which would have required Congress to take politically treacherous vote on a new war powers act.

However, Republican leaders used a procedural maneuver to strip it out of the bill and hid the move in the rule governing debate on the spending bill. The move angered Democrats who are likely to raise the issue during debate next week.

"The Republican Congress is subverting the legislative process and abdicating its solemn constitutional responsibility to debate and authorize the Trump administration's use of force," Pelosi said.

Instead of voting to eliminate the war powers authority, Republicans will instead hold a hearing in the House Foreign Affairs Committee on Tuesday on terrorism that will examine "grave threats and authorities that empower our men and women in uniform to carry out important missions that help keep us safe."

The GOP Health-Care Bill’s Byrd Rule Dilemma – The Atlantic

On Friday, Senate Democrats released a list of provisions in the Republican health-care bill that the Senate parliamentarian holds can pass via a simple, filibuster-proof majority vote. Among those provisions that didnt meet her scrutiny are the bills plans to defund Planned Parenthood, restrict tax-credit funding for insurance plans that provide abortions, and a six-month lockout period from purchasing insurance for people who dont maintain continuous coverage.

If this preliminary guidance holds, the Better Care Reconciliation Actwhich is already in dire straitsseems likely to fail.

The GOP Escalates Its Battle With the CBO

The final assessment of the parliamentarian, Elizabeth MacDonough, is a critical step in the GOPs strategy for passing their bill to repeal and replace Obamacare. Republicans have opted to pass their health-care legislation via the special reconciliation process, under which they can cut debate short in the Senate and thus eliminate indefinite filibusters, which Democrats would certainly use in order to block any attempt to repeal Obamacare. But bills have to follow a certain procedurecalled the Byrd Rulein order to pass by reconciliation.

Broadly, the Byrd rule states that reconciliation legislation can only include changes to laws that directly affect the federal budget, and can be scored by the Congressional Budget Office. So for example, Republicans could repeal Obamacare premium tax credits via reconciliation by making the credit $0 for everyone, but couldnt in theory use the same bill to eliminate the requirement for insurers that take premium tax credits to also take people with pre-existing conditions.

In practice, the parliamentarian reviews every provision of a reconciliation bill and outlines which ones pass muster under the Byrd rule by her own judgment. In this instance, according to the Democratic outline, MacDonoughs office ruled that abortion restrictions on the premium tax credit and the small business tax credit, and the language defunding Planned Parenthood, violate the Byrd Rule. Additionally, other provisions on the chopping block include the BCRAs six-month continuous-coverage lockout, and its sunset of minimum requirements for alternative private-administered Medicaid plans.

Still under review are the BCRAs provisions that allow states to waive certain essential health benefits for exchange plans, increase the age-rating scheme for older adults, and allow Medicaid funding to go to states in lump sum block grants.

Notably, all of these provisions that have either been challenged by the parliamentarians office or still await a final determination are those that were included in the BCRA to gain the support of hard-core conservatives, who, like their counterpart moderate faction have often criticized the bill and could harpoon any legislative action. Its hard to see how a bill that retains Planned Parenthood funding and the use of premium tax-credits for plans that cover abortion would proceed to debate through conservative objections.

There is hope among the backers of the bill that the parliamentarians guidance would allow them to rewrite the key provisions in a way that would allow them to pass the Byrd rule. But the clock is ticking, and substantive rewrites might have to pass CBO review again, and the CBO has been a thorn in Republicans side over the past few weeks.

Some Republicans are hinting at more radical steps to get past MacDonoughs review. Senator Ted Cruz of Texas has been floating the idea of simply ignoring the parliamentarians review for months now. The presiding officer of the SenateVice President Mike Pencetechnically makes the final call on parliamentary procedures, and could overrule the parliamentarians objections, although this would be a highly controversial break of Senate norms that hasnt been attempted for over 40 years.

But this seems to be the era of flouting norms, as evidenced by the increasing willingness of Senate Republicans to challenge the CBO scoring process, and perhaps even consider the filibuster nuclear option. Its hard to rule anything out at this stage.

The protesters were from a disability advocate group known as Atlantis ADAPT, according to The Denver Post.

Denvers NBC affiliate KUSA reported two protesters were escorted out.

No arrests were made, according to Denver police.

The latest healthcare protests come after Gardner was subpoenaed to appear in court for cases of five protesters who were arrested at his Denver office.

Gardner is one of many Senate Republicans facing heat for the conferences ObamaCare repeal and replace legislation.

Major portions of the bill require 60 votes, according to the Senate parliamentarian, meaning they most likely will not survive on the Senate floor.

Wyoming delegation differs over best health care approach – Washington Times

CHEYENNE, Wyo. (AP) - Members of Wyomings all-Republican congressional delegation disagree whether they should vote to repeal the Affordable Care Act without a replacement law lined up.

Sens. Mike Enzi and John Barrasso say they might support a bill that would repeal President Barack Obamas signature health care reform legislation with no replacement law in sight. Both have been closely involved in writing a Senate repeal-and-replace bill.

But Rep. Liz Cheney says a replacement law is important. Its really important we dont pull the rug out from people, Cheney told the Casper Star-Tribune.

Neither approach appears likely to pass when the Senate votes on Tuesday.

Some Republican senators say repealing the law without a replacement would be too hard on those covered under the act. Others wont consider repealing the law only to see it replaced by a similar one.

The Congressional Budget Office estimates the latest bill put forward by Senate Majority Leader Mitch McConnell would lead to an additional 22 million additional uninsured people by 2026 and drive up premiums for many older Americans.

The repeal-only bill would leave an additional 32 million additional people uninsured over a decade and double average premiums.

Despite disagreeing with Barrasso and Enzi, Cheney praised their work on health care reform.

Wyoming couldnt have two better people in the position theyre in to make sure we get something that works for Wyoming, Cheney said.
