DoJ, Solicitor General to take over agencys functions

MALACAANG on Thursday backed the planned abolition of the Presidential Commission on Good Government (PCGG), the agency tasked to recover the ill-gotten wealth of former president Ferdinand Marcos, insisting there was no politics behind it.

In a news conference, Palace spokesman Ernesto Abella said the proposed PCGG abolition was driven by the need to streamline government.

Its a question of streamlining. Theres no politics there, Abella told reporters.

Let me stress, its not a political question, its a question of streamlining and being able to consolidate functions so that there will be no overlap, he added.

Abella made the statement a day after Budget Secretary Benjamin Diokno bared that the administration was mulling the dissolution of the PCGG.

Diokno said the abolition could happen with the passage of the Rightsizing the National Government Act of 2017, one of the bills President Rodrigo Duterte had identified as priorities of his administration in his second State of the Nation Address.

There are many specific recommendations for policy actions under the rightsizing bill. One such proposal is to abolish the PCGG and to transfer its remaining activities to the Department of Justice, Diokno said on Wednesday.

Based on government records, the PCGG has been able to recover $4 billion of the estimated $10 billion ill-gotten wealth of the Marcoses, since it was formed in 1987 by the administration of President Corazon Aquino.

Justice dept, SolGen to take over

Abella was confident the Justice department and the Office of the Solicitor General (OSG) would be able to devote enough attention to recovering ill-gotten Marcos wealth alongside other cases.

Actually the Office of the Solicitor General, handles the cases filed to run after the Marcos ill-gotten wealth, while the PCGG actually handles the administrative function, he said.

So based on their proposal, the OSG can also handle the administrative functions as well, the Palace official added.

Aside from PCGG, Duterte had threatened to abolish the Commission on Human Rights (CHR).

The commission, however, is an agency created by the 1987 Constitution and cannot be abolished even by legislation.

Abella said the Presidents threat was borne out of his anger at the apparent biases of the rights body.

Hes actually expressing his frustrations regarding the CHR. However, it is a constitutional commission and it cannot be abolished by mere legislation. The chairperson and his members however serve at the pleasure of the President, he said.

PCGG hits back at Diokno

The PCGG on Thursday hit back at the Budget secretary for accusing it of being non-performing, pointing out that the commission had raised revenues for the government.

PCGG is surprised at the recent questions regarding its performance, relevance, and efficiency. Aside from the fact that it was awarded as the best DOJ [Department of Justice] performing agency for three straight years, what other government agency can effectively raise non-tax revenues? the PCGG said in a statement.

Why is there a question on its budget and relevance when PCGGs cost-to-recovery ratio is exemplary as shown by these numbers? Of all agencies? Figures do not lie, the commission said.

Lawmakers from the militant Makabayan bloc also criticized the plan, claiming it was meant to sanitize the Marcoses.

The mandate of the PCGG is take back the ill-gotten wealth of the Marcos. Their work is not yet done. Theres a lot of ill-gotten wealth to recover. When will President Duterte stop paying his debt of gratitude to the Marcoses? said Rep. Carlos Zarate of Bayan Muna.

Rep. Antonio Tinio of Alliance of Concerned Teachers party-list said: We need to make people accountable, including the Marcoses. We cannot just move on without justice being served.

PRESIDENT Rodrigo Duterte might just replace at his pleasure the work force running the Commission on Human Rights (CHR), Malacaang said on Thursday.

Presidential Spokesperson Ernesto Abella said the President merely wants to vent his frustrations over the CHRs apparent biases, since abolishing the commission cannot be done.

The President is simply expressing his frustration regarding the apparent biases of the commission Hes actually expressing his frustrations regarding the CHR. However, it is a Constitutional commission and it cannot be abolished by mere legislation, Abella told reporters.

The chairperson and his members however serve at the pleasure of the President. Technically, they may be replaced at his pleasure, he added.

Abellas statement came after Duterte warned on the sidelines of his second State of the Nation Address on Monday that he might abolish the CHR for being one-sided in its investigations.

The President said he would not allow the commission to probe the police and military in its operations launched in war-torn Marawi City, stressing that they were merely doing their job in good faith.

When the time comes, the CHR, its office here, you are better abolished. I will not allow my men to go there to be investigated. Remember this Human Rights commission, you address your request through me because the armed forces is under me and the police is under me. So if you question them for investigation, you have to go first to me, Duterte said.

Do not make it a one-sided affair. I will not allow it. As President, I will not allow it. We are equal. Justice for all, he added.

Responding to Dutertes threat, the CHR said the 1987 Constitution has to be amended first before the Chief Executive can abolish the commission.

CHR chairperson Chito Gascon also maintained that the commission, serving as watchdog of the government, is just fulfilling its mandate to investigate all forms of human rights involving civil and political rights in the country. (SunStar Philippines)

Art auction to support local charities – La Crosse Tribune

Paula Caucutt opened Natural Connection at 1012 Superior Ave., Tomah, 12 years ago. She describes the store as an alternative health emporium that sells vitamins, supplements and essential oils. She also carries beauty aids and organic foodstuffs. A very popular feature of the store is the old-fashioned soda fountain, where customers can get a good cup of coffee, mango smoothie or glass of Wisconsin wine.

Sandy LeCoursiere is a familiar local artist who has been on the Tomah art scene since 2002. While her art work is for sale, she is probably more well-recognized for the charities and organizations to which she contributes her creations. To name a few?

I donate a painting to the Hospital Foundation Golf Outings silent auction each year, she said. She is also a major supporter of the annual Wine into Water event, part of the Jesse Parker Foundation program, and she does the artwork for the Jesse Run theme each year.

For the last few Aprils, Paula has held an art show and sale as a fund raiser to support her daughters Chileda school in La Crosse. (The Chileda Institute provides progressive education and personal empowerment to children with developmental challenges.)

Sandy has been a major contributor to Paulas spring art shows. This year, however, she was unable to exhibit.

I felt bad that I couldnt participate, Sandy recalled.

So, over smoothies a few weeks ago, the long-time friends discussed ideas for selling Sandys art, while supporting local, area and national charities and bringing business into Natural Connection.

Im excited that Sandy came up with a unique idea, Paula said.

Beginning in August and continuing throughout the year, a piece of Sandys art will be on display each month at Natural Connection, with a chance to bid on it by patrons and visitors to the store. Fifty per cent of the final bid will be donated to a different charity each month.

The charities earmarked for the year are: Chileda School; Chasing Daylight; Family Promise; Families First; St. Clares Mission in Sparta; the Jesse Parker Foundation; Boys & Girls Club; Remedy Event, a La Crosse HIV/Aids Awareness group; Americana Music in the Park in Tomah; Feed My Starving Children; Last Paw Rescue, a national organization to save pets; and ACT, Tomahs theater group.

The first painting is on display now, and Paula said someone has already put a bid on it.

Asked whether the paintings will have seasonal themes, Sandy laughed.

I wont be painting a picture of Santa Claus for the December sale, she said.

How do the women see this project play out? Paula thinks bidding will be done by people enamored of Sandys artistry. Sandy, more modestly, believes that people who might have a special place in their hearts for the mission of Chasing Daylight, for instance, will bid on the picture highlighted the month that charity is featured. Either way, the program hopefully will bring people into the store to enjoy its friendly atmosphere over a morning Joe, indulge their interest in original artwork and contribute to worthy charities.

Susan Lake and Laura Meeks, both life coaches who focus on living ones dream and personal empowerment, tell their stories at the Idyllwild Library.

Lake is small and energetic, using her career as a writer/designer artist as a platform to coach her audiences about how to use their creative energies to find personal fulfillment.

Meeks, a Minnesota native, is tall, laid back and folksy, telling her story of change with gentle humor, humility and total absence of ego.

Lake began her career as a music educator, with a degree in Music Education from the University of Bridgeport. She fashioned a successful career as a performer, teacher, educator, director, producer and designer.

Meeks dreamed as a kid in rural Minnesota of flying planes, because, as she remembered, If you can fly planes, you can get out of Minnesota. That dream would lead Meeks to becoming one of only 25 people in the U.S. certified to occupy all four seats on a B-52 bomber pilot, copilot, navigator and bombardier.

But that was when Laura was Laurence and that is the story shell be telling of how she realized a truth about herself, and, with the help of her wife Annie, was able to authentically embrace that truth.

When I met Annie, we were both in the Air Force, said Meeks. But early on in our marriage, I started to recognize this fantasy of being a woman. Annie and I talked. I remember this specific discussion. Annie asked, Do you want to live as a woman? I answered I didnt know. Then, Annie said, Heres the deal. I will continue step by step forward and giving it my best. Then I said, Ill slow this down so that we have time to adjust. Weve been married for 31 years.

Both Lake and Meeks counsel on finding the courage and support structures to dream and become ones most creative and authentic self. Lake and Meeks have their own takes on how to do that. Both are published authors and have built successful careers as life coaches.

Meeks, after retiring as a major in the Air Force, formed a multi-million-dollar consulting firm ThinkQ Inc. with wife Annie. Meeks now uses that corporate expertise and management experience as part of her life-coaching presentations.

Lakes transformational and self-empowerment discussions are driven by her artists point of view. She teaches creativity as a keystone to living a life that matters to the individual, and contributes to the wider community and the world. We are all artists and its accessing our creativity that helps us manifest who we are from the inside out, said Lake.

Meeks talks of how freeing it was to have the support of Annie as she made her transition from Laurence to Laura. Do you know how hard it is for most men to keep a secret like that? she asked. Its like holding a brick at arms length for 24 hours a day. Annies an incredibly powerful woman and together we were able to choose a path that was worth living. We grew up together in our marriage.

Jamaican-born educator and leadership coach Dr Karren Dunkley, who was in 2016 named among the seven best principals in Philadelphia, Pennsylvania, USA, will share her strategic life plan when she addresses women at A New You Empowerment Boot Camp in Mandeville, Manchester, on Saturday.

Known for her leadership skills, which have led to places being oversubscribed at Parkway Centre High School in Philadelphia, for which she is principal, Dr Dunkley was the only Jamaican among the seven principals who were named for the principal's award from the Christian R and Mary F Lindback Foundation in the United States last year.

A release from the organisers of the seminar said the award is given in recognition of principals in the district who have made significant leadership and humanitarian contributions to his/her students, staff and community.

An international speaker, Dr Dunkley is expected to address women at the Empowerment Boot Camp/Seminar, on 'How to Develop a Life Plan How to Get What You Want in Life.

The event, which is being staged by SUPHER (Sisters United for Prayer, Healing, Empowerment & Restoration) at the Lester & Mavis Reid Hall at Mandeville New Testament Church, is sponsored by the Jamaica Observer and aims to transform the inner and outer woman.

Founder of SUPHER Marie Berbick and Image Consultant/Essence Cover Girl Althea Laing will facilitate the event, with presentations from Dr Dunkley, anti-ageing physician Dr Sandra Knight, former CEO of the Child Development Agency Carla Francis Edie, and Bishop Romeon Facey.

We are aiming to achieve complete renewal for women who want to achieve their goals but are being hampered by personal or professional setback. The event will encompass presentations and exercises aimed at dealing with the inner and outer woman, getting women to discover their gifts, refocus, build confidence, re-energise, and bounce back from setback, Berbick explained.

While Dr Dunkley will focus on developing a life plan, the release said Berbick's presentation will focus on helping women to identify their gifts, and rebranding themselves. Dr Knight will look at health and wellness, skincare and body aesthetics while Francis Edie is expected to present on building self-esteem and belief in self, and Bishop Facey will teach women how to 'Bounce back from Setback Breaking Spiritual Barriers'.

There are many hurting women who need more than regular counselling and physical help to get back on their feet. Bishop Facey has an anointing for working with hurting women.

We have brought Bishop Facey on-board to provide guidance to participants who may be struggling to bounce back from any kind of setback. He will bring a different, but very important, perspective that is often ignored in the rebuilding process. Sometimes the struggles we face have spiritual aspects that are often ignored and thus the cycle keeps being repeated in our lives. Many people are not aware of this, so bishop will open the eyes of the participants to that reality and prophesy to them as the Lord leads, Berbick said.

Co-facilitator Laing said the day's activities will be geared towards helping women to take charge of their lives and get past issues that have damaged their confidence, and distracted and weighed them down, including unhealthy relationships.

In addition, we will focus on the importance of image and its role in building confidence, she said. Many women are able to feel empowered when they choose an assortment of colours or outfits which enhance their God-given beauty, allowing them to glow and accept who they are amidst the negative situations of life. We will focus on building a wardrobe on a small budget by identifying wardrobe essentials and accessories.

According to the release, participants will be treated to makeovers and a fashion show.

This event will be an eye-opener to many who participate, Berbick said.

Each month we will gather with an array of Goddess Healers who will offer their sacred unique gifts and lead in varieties of Yoga, Meditation, Shamanic Drumming, Reiki, Aromatherapy, Massage, Dream Journeying, Healing Dance, and more. We gather to release, to celebrate, and to truly connect.

This particular Green Lodge included womb meditation and movement for sexual empowerment facilitated by Ashley Asatu, Reiki healing and Light Work Healing from Reiki Master Lauren Unger, a vulva confidence workshop and vulva gazing experience led by me, and finally a create your own ritual experience with Shannon from Jambo Superfoods. Mama Sailene hosted the dab bar with delicious flower rosin and the ladies from Quim Rock had a table showcasing their cannabis-infused pleasure topical. Each lodge has its own specific metaphysical medicine for the evening with a specific animal, crystal, goddess, and plant. For the LA lodge, the plant was Red Raspberry, the animal energy was Dolphin, the crystal was Garnet, and the goddess was Hathor. These were chosen to reflect the theme of love and sexual confidence.

Each activity was carefully curated and intentionally crafted to deepen connection both between the attendees and healers and within each woman in the circle. We were called to tune into our knowing and personal wisdom and to reflect that light back around the circle. It was powerful. I loved watching Ashley Asatu lead the movement exercises while sharing her experiences growing up in a sex-shaming family and the power she has found as she has reclaimed her body and voice. At one point she looked up, slightly sheepish, and said I know that vulvas are your thing, Ashley, so I dont want to go too far into this subject and I just smiled and said vulvas are ALL of our thing as I looked around the circle. Everyone laughed. I think its wonderful when other educators and practitioners talk about sexuality, bodies, and empowerment. Anyone who tries to claim that something is their thing is living in a mentality of scarcity. I prefer to live in a mentality of abundance theres room for all of us.

When it came time for my portion of the evening, I had no script. No outline, nothing specific prepared other than wanting to cover some general pleasure based anatomy and then set the stage for our vulva gazing activity. I spoke from the heart, which felt appropriate given the surroundings. I shared about my trauma history and how that shaped the way I moved through the world sexually. I explained that mindful cannabis use has helped me get back into my body, to counteract the symptoms of PTSD that I live with daily, and to help me feel empowered to center my pleasure and experience rather than just being a vehicle for someone elses pleasure. We talked about the messages people with vulvas constantly receive that there is a specific look, smell, taste, or hair aesthetic thats normal while variants are not and how those messages are complete nonsense. I encouraged everyone to meditate on the affirmation, my pussy is fucking awesome! and Mama Sailene actually recorded herself saying it for her Instagram story! I passed around a few books with photographs of vulvas in them so that everyone could see the beauty in the differences. As my portion came to its climax (so to speak,) I was honored to have Corinne Loperfido, an educator and collaborator on Pussy Powerhouse events, act as my demo model for a vulva gazing exercise. Youve heard of eye gazing this is similar in theory. The model is naked from the waist down and spreads their legs so that the vulva is fully visible. Attendees are encouraged to gaze at the vulva and notice what comes up for them. Anxiety? Shame? Excitement? Wonder? Bliss? There was no touching, but questions were welcomed and encouraged. I saw a few women shed tears. Many shared that this was the first time theyd seen a vulva in this context as opposed to in porn or in the locker room or when someone was giving birth.

I asked Maggie if she had any parting thoughts on the Green Lodge LA edition. She responded, I am always blown away by the women that attend because they are literally answering a calling. Thats the intention I put out with each lodge. My favorite moment was when Lauren Unger thanked everyone for showing up for themselves and experiencing each woman feeling they deserve to do that. The energy of the SoCal event was so vibrant and I know the autumn will bring me back to California with some powerful Raven and Rhiannon medicine.

Seaforth empowers students to achieve personal greatness – Daily Item

LYNN When Tony Seaforth attended Lynn Classical High School, his mother went to all of his football and basketball games, and track tournaments; but looking at his report card and holding him accountable for his actions were not always her priorities.

Aside from my coaches and teachers, I didnt have anyone to help me with college applications, said the lifelong Lynn resident. Everything that I had done to graduate from high school, I did by myself.

After receiving a football scholarship to Bentley University, and studying business management and marketing, Seaforth graduated in 2005. The desire to support student athletes from low-income communities, like himself, was always a passion of his.

The most important thing for me is to give kids a positive adult figure in their lives, said Seaforth, 35. Sometimes thats all the motivation they need to get over a hump, get on the honor roll, or want to go to school every day.

In 2011, Seaforth founded No Ceilings, a non-profit organization that provides academic advising, advocacy, tutoring, and support for middle and high school athletes. Since then, he has served some 500 students, helping athletes with building character, integrity, conflict resolution skills, etiquette, and self-confidence.

I embody the demographic that I serve. I was one of those kids who were at high-risk, high need, and came from a low-income household. Ive been in their shoes, Seaforth said. I want to understand what theyre going through and how I can help. Its important because without this, a lot of kids would slip through the cracks.

For a year, Seaforth worked for free to ensure the success of his program, working as a substitute teacher, offering therapeutic mentoring, learning how the school system works, and consulting guidance counselors and principals.

Seaforth, who monitors students grades, is proud of the lasting relationships he has made through No Ceilings, and seeing students reach their fullest potential.

Its a great resource for students because they have an advocate, said Seaforth, who understands the responsibilities of a student athlete. A lot of kids I serve dont have parental support academically. Im like the liaison between coach, player, teacher, and administration.

Seaforth empowers students by giving them the resources to help them achieve personal greatness and fulfill their post-graduate aspirations.

The goal of the program is to instill academic and life goals, so when they graduate, they have the opportunity to be employed or have an opportunity at a college, Seaforth said. I try to bring their academics up to where their level of motivation for sports is.

No Ceilings is not a traditional after school program, but more of an extension of the school day, promoting literacy to teenagers, and encouraging peer leadership. Through workshops and group mentoring, No Ceilings gives student athletes the tools to advocate for themselves and make the right decisions when faced with academic, family, or emotional issues.

Its a 360-degree program, Seaforth said. Theyre getting the after school support, but in school theyre getting held accountable as well. Ive seen a reduction in discipline infractions. Im very excited because they are great kids and deserve to be recognized.

Seaforth hopes to receive more funding in the future to expand his programs services, hire student athlete coordinators for each school, and offer leadership summits, empowerment workshops, college visits, and group mentoring sessions.

Seeing the light: Researchers seek to improve solar cell technology using new materials and nanowires – Phys.Org

Researchers at Rochester Institute of Technology are expanding solar cell technology using nanowires to capture more of the sun's energy and transform it into usable electricity. Comparable to ultra-thin blades of grass, nanowires added to today's conventional materials are capable of capturing more light and can be cost-effective solutions for adopting solar energy into the broader consumer market.

One of the larger global challenges today is meeting energy demands, and alternative energy solutions such as solar power are being sought. Using nanowires for solar cells has been an active field for nearly 10 years. Until now, few researchers have conclusively demonstrated how different materials beyond silicon and nanowire arrays can be used to achieve increased solar energy. An RIT research team is exploring an unconventional process to improve solar power conversion efficiencies to convert sunlight into useful electrical energy. Their work focuses on maximizing how much of the solar spectrum can be taken in using tandem junction solar cells based on III-V compoundsmetallic and non-metallic elements on the Periodic Table to supplement silicon, said Parsian Mohseni, assistant professor of microsystems engineering in RIT's Kate Gleason College of Engineering.

"III-V tandem devices are the best in the world, but because of the manufacturing and initial materials costs, they are very expensive to produce. Therefore, they are not used in consumer markets. They are used in niche applications such as space technologies. You are not going to see today's III-V devices on large solar panels on people's rooftops, because they are so expensive," said Mohseni, who has experience developing solar cells using III-V materials and researching these materials' capacity to absorb a wider range of the total solar spectrum. He was recently awarded nearly $300,000 for an Early Concepts Grant for Exploratory Research (EAGER) from the National Science Foundation for "Two Dissimilar Materials (TDM) solar cells: bifacial III-V nanowire array on silicon tandem junction solar cells." EAGER grants support high-risk but potentially high-reward transformative technologies. Mohseni's research into combining III-V compounds with siliconexpanding the means to collect energy from the sun for optical and electronic devicescould also open new paths toward next-generation integrated photonics and high speed transistors. These technologies are only two of the key research and development strategies in RIT's Future Photon Initiative.

Tandem junction solar cells are groupings of multiple sub-cells each of which can absorb a particular range of a wider solar spectrum band. Mohseni's team has been able to grow a variety of different III-V compounds for solar cells using the selective area epitaxy technique using a metal-organic chemical vapor deposition system, also referred to as MOVCD, located in the Semiconductor Manufacturing and Fabrication Lab, a high-tech clean room and teaching facility in RIT's engineering college. Installed at RIT in 2015, the MOVCD is operated by the NanoPower Research Lab (NPRL), led by Mohseni's co-principal investigator on the project, Seth Hubbard, NPRL director. The MOVCD is an important piece of equipment that produces crystalline III-V semiconductors. These III-V compounds refer to a set of elements from the Periodic Table that are being introduced into the development of higher capacity semiconductors. Crystals produced have conductive properties similar to or higher than silicon, which is currently the primary component of microelectronics, and RIT's research to solve structural, manufacturing and cost challenges is expected to advance the technology.

"There is a lot of science and engineering that goes behind making tandem junction solar cells and there are some real challenges in doing that," he explained. "How we can grow this in a single monolithic structure is very tricky from a technical stand point. The analogy I use in my class is trying to stack Lego blocks together."

Individual Legos have different separations between the protruding cylindrical knobs on top and the openings on the bottom of the block where the two parts come together. Legos interlock accurately because all the blocks have the same diameter and equal separations between the cylinders and the openings.

"The problem is, nature does not cut us that break," Mohseni said, referring to the new III-V materials being developed and the challenges to find ways to combine them as precisely as the Lego blocks.

His team is developing the engineering processes on the crystal growth side to make these dissimilar materials fit together to decrease defects and gaps. By changing the architecture entirely, and using nanowires instead of thin films, this process could alleviate defects that form along conventional hetero-epitaxial bulk materials and thin films, and allow for saving nearly 90 percent of the material used to make the devices. Mohseni and his research team will utilize vertical nanowire structures having a diameter of approximately 100 nanometers, and lengths up to several microns, a replacement for the thin films that are currently being used for semiconductor development.

"If you are trying to absorb material in a film, you want that film to be thick enough to capture more light. If light is not absorbed, it can bounce or reflect off the film surface," Mohseni explained. "With nanowires, if light comes in, it can still be absorbed, but if it bounces off one wire in the array, instead of going off into infinity, it can be captured by the nearby wire and be re-absorbed. This effect of multiple scattering interactions increases the light-trapping capabilities of the nanowire array. Even though we are using 90 percent less material, we can absorb light better than a thin film structure."

The project, which will be conducted over two years, aims to expand the scope of III-V solar cells beyond niche markets, eventually incorporating the technology into homes, electrical grids or transportation systems, for example.

"It is sort of giving power back to the people - taking real energy and power-conversion technologies and putting that in the hands of the people. That's the big picture, the long-term goal. This is one potential step toward that," Mohseni said.

New technology expected to shorten security lines at Sea-Tac – KOMO News

SEATAC, Wash. - Travelers can expect shorter lines through security at Sea-Tac Airport within a couple of years following the installation of a new technology to inspect carry-on luggage faster.

The new procedure will allow faster passengers to get around slower ones, thus speeding up the security lines for everyone.

The technology already is used at airports in Chicago, Atlanta and London. Instead of one passenger at a time, the new automated screening lanes will allow up to five people to unload their belongings into bins simultanesouly. And here's the best part - the person who is ready first can push their bin forward to move ahead in line.

Port of Seattle commissioners approved the $30 million upgrade earlier this week.

But some travelers remain skeptical that the change will actually benefit them.

"It seems like things will be more streamlined for the faster people to go," said Danielle Castagna, who was flying out of Sea-Tac on Thursday. "But then, I have a 3-year-old, and it takes me a while, so I feel like I'm going to be jumped. And then still going to lose my spot in line."

Sea-Tac is taking bids for the installation of the new system - and it will then be phased in at security checkpoints between now and 2019.

In the meantime, Transportation Security Administration agents soon will be taking a closer look into carry-on bags - focusing on electronics as they look to tighten preboarding security.

Passengers now will have to remove any electronics over the size of a phone from their carry-on and place it in a separate bin. That includes tablets, e-readers and game consoles. They will be run through security separately just like you already have to do with laptops.

According to TSA officials, having these items in separate bins allows for a clearer X-ray image and greater scrutiny. The Department of Homeland Security says terrorists were becoming better at hiding explosive devisces inside electronics, and thus these changes will help to combat that threat.

One exception - the process will not affect TSA precheck lanes. Those passengers can keep their electronics inside their carry-ons.

TSA officials are adamant that these changes will not make the preboarding process take any longer, and passengers may see extra personnel at the front of X-ray machines to help speed up this process.

TSA officials say the changes will be phased in over the coming months to allow for proper training.

Advanced transportation technology projects receive $600000 in grants – Crain’s Detroit Business

Seven advanced transportation technology projects have secured a share of $600,000 in grants that intend to help developers and researchers commercialize their product.

The grant is funded in part by Michigan Translational Research and Commercialization's advanced transportation innovation hub at the University of Michigan and the Michigan Economic Development Corp.'s Entrepreneur and Innovation initiative.

Five projects will get a $100,000 grant and two others will receive $50,000 each with the chance to receive additional funding, which are being led by faculty at UM and Michigan State University.

The following projects received funding, according to the news release:

"These teams have made the connection between their research and future transportation systems, and are working hard to get their technology to market," UM MTRAC Program Director Eric Petersen said in a statement. "Investing in projects and people will help the state retain leadership in the transportation industry as vehicles become electrified and as autonomous systems are proposed for moving people and goods."

The advanced technologies innovation hub, which is jointly run by the Center for Entrepreneurship and the Office of Technology Transfer, is one of five hubs situated at a university. Michigan State University, Michigan Technical University and Wayne State University also run MTRAC programs that focus on the agriculture biology, advanced applied materials, life sciences, advanced transportation and biomedical industries, the news release said.

MTRAC is a statewide initiative that funds translational research to take new technologies from higher education, hospital and nonprofit research institutions to market, the release said.

"Having this many projects qualify for funding is an incredible sign that the program is working and an excellent representation of the type of intellectual talent we have in our universities across the state," MEDC University Relations Director Denise Graves said in a statement. "Being able to move transportation technologies from research to market is essential in growing Michigan's economy. Combining our state's brainpower with resources like MTRAC is a great example of providing commercial focus to research projects that can be translated into real world products."

Graves said an eight-person oversight committee, made up of industry and venture capital executives, makes the advanced technologies program successful. They are responsible for reviewing proposals, selecting finalists and scoring the proposals at a presentation or funding. The seven projects will receive funding Aug. 1, which will be available to them until July 31, 2018. The advanced transportation innovation hub will begin accepting new proposals in January.

President Donald Trump on Thursday cited big progress on ridding the U.S. of MS-13 gang members, a policy being worked on by Attorney General Jeff Sessions, whom Trump has criticized in recent days. Trump also warned Republicans not to let the country down by failing to pass a health-care bill, and awarded medals of valor to officers who responded to the shooting involving House Majority Whip Steve Scalise.

BIG PROGRESS ON GANGS AND A COMMENT FROM SESSIONS

Trump said on Twitter that progress was being made on getting gang members out of the U.S., as Sessions was in El Salvador holding meetings about quashing MS-13. Trumps tweet, which didnt explicitly praise Sessions but hailed an initiative he is working on, came after days of criticism of the attorney general over his recusal from the Russia investigation. ANOTHER HIT ON THE FAILING NEW YORK TIMES

Trump tweeted that the failing New York Times as he often calls it had dubbed Fox & Friends the most powerful T.V. show in America. That description of the program appeared in a July 19 article by the Times television critic titled Watching Fox & Friends, Trump sees a two-way mirror, in which the author wrote that the programs stars offer Trump flattery, encouragement and advice.

Trumps tweet came the same day that the New York Times Co. NYT, +8.72% said it beat profit expectations for the second quarter.

MEDALS OF VALOR AWARDED

Trump recognized officers who responded at the scene of the June 14 shooting involving House Majority Whip Steve Scalise, a Louisiana Republican. Scalise and four other people were wounded in the attack. The congressman was discharged from a Washington hospital on Wednesday.

The Skill works by saying Hey Cortana, ask Fitbit how I am doing today, and you can also ask how you slept or how much water youve consumed in a day. Where the Cortana and Fitbit integration gets interesting is the ability to log activities directly to Fitbit with your voice. You can say Hey Cortana, tell Fitbit to log I had an omelet for breakfast and Cortana will add this to your Fitbit account. Amazons Alexa skill for Fitbit doesnt currently support this two-way interaction, and its something that would be particularly useful on a Cortana-powered speaker or the Amazon Echo.

You can enable the new Cortana Fitbit skill over on Microsofts Cortana site, but its only available in the US for now. Microsoft says other markets will be added over time.

Elizabeth Warren’s CFPB: This Is Progress? | Stock News & Stock … – Investor’s Business Daily

For a century now, American law has recognized the freedom of the parties to a contract to agree to submit disputes to arbitration. Arbitration allows experts chosen by the parties to consider and rule on the issues, much more quickly and at much lower costs.

The American Arbitration Association was established nearly a century ago in 1926 to provide such arbitration services, under well-established rules of due process.

Today, more disputes are settled through such private dispute resolution services than through all the federal and state courts combined.

But progressives are certain they know better. Earlier this month, the Consumer Financial Protection Bureau (CFPB) issued a ruling barring contractual, mandatory arbitration clauses for class action lawsuits.

That means parties to a contract can no longer agree to arbitration for such suits.

Sen. Elizabeth Warren, D-Mass., was the intellectual godmother of the CFPB, established in the Dodd-Frank legislation of 2010. She carefully designed it so that it constitutes a thorough violation of the Constitution's separation of powers doctrine, not answerable to the president, the Congress, or even another so-called independent agency.

The president cannot remove the director of the CFPB for policy disagreements, but only for "inefficiency, neglect of duty or malfeasance in office."

Congress does not appropriate funds for the CFPB, so it cannot exercise oversight through its usual power of the purse. The CFPB is funded by a stream of revenue from the Federal Reserve Board.

The Founding Fathers crafted the separation of powers doctrine to prevent abuses of liberty seen in England in the 17thand 18thcenturies. They saw tyranny whenever the powers of the executive, legislative and judicial branches were combined in the same government authority.

This is exactly what Sen. Warren designed in the CFPB, to exempt it from any political influence.

But political in this context means democratic. Progressivism was originally all about extending democratic power and control. An original progressive project was amending the Constitution to provide for the direct election of senators. So was extending the vote to women.

But Warren's CFPB restrains democratic power and control. It not only combines executive, legislative and judicial powers in one agency, but even in one person, the CFPB director, who is currently Warren's hand-picked Richard Cordray, former Ohio attorney general.

On Oct. 11, 2016, the DC Circuit Court ruled that this combination of powers in the same agency, and in the hands of one person, is exactly what the Constitution prohibits in its separation of powers doctrine.

In PHH Corporation v. Consumer Financial Protection Bureau, PHH was a mortgage company that also sold mortgage reinsurance through a subsidiary providing protection to mortgage insurers who insured risky, low-down-payment mortgages.

This was a longstanding, common practice in the mortgage business, which had long been recognized as legal, as long as the rates charged for the mortgage reinsurance were reasonable, and not inflated in comparison with the risk insured.

But the literally out of control Cordray/Elizabeth Warren CFPB ruled suddenly that PHH's reinsurance rates, though not providing for excessive, unreasonable, market returns, nevertheless constituted an illegal kickback under the Real Estate Settlement Procedures Act.

The rogue CFPB consequently imposed a $109 million fine on PHH. PHH sued, claiming that the CFPB constituted an unconstitutional violation of the Constitution's separation of powers doctrine.

The DC Circuit agreed, correcting the violation by ruling that the director of the CFPB could be fired by the president at will, just as for any other officer of the executive branch.

Defenders of the CFPB try to analogize it to the Federal Reserve. But the Fed is designed precisely to be independent of democratic rule, because of a long history of democratic abuse of the currency, which is supposed to be maintained at a stable value, without inflation or deflation favoring any political interest.

There is no such interest in insulating regulators from democratic control. Just as with any other government agency, democratic control over the CFPB is necessary to prevent regulatory abuse of the public.

Serving my country was always about something bigger than me. I put my life on the line to protect the rights and freedoms of every single American, because regardless of who we are individually, we are bound by our love for our country, and united by values that eclipse our differences: freedom and liberty.

Our Commander in Chief doesnt have the same understanding of service in this country.

As a former Marine Corps Scout-Sniper (STA platoon, Echo Co., 2nd battalion, 4th Marines, 2nd Marine Division), I lived every day driven by the sense of honor, dutyand courage that comes from putting on our nations uniform. I served alongside other brave Americans who wore that uniform with as much pride as I did, and despite representing different ethnic backgrounds, faiths, genders, and perspectives, when we put that uniform on, we were Americans.

As a transgender member of the military, giving myself to my country also meant suppressing who I was, and spending every minute terrified I would get caught or outed. Getting caught would mean that I would have been involuntarily discharged.

Despite living every day with this fear, I put myself in this position because serving my country, defending our freedoms, and wearing that uniform was something that I believed was more important than a short-sighted and discriminatory policy.

As we see today, when transgender people are able to serve in the military as themselves, our nation is stronger for it. It allows us to grow our military, bolstering its expertise, talent, knowledge, and empowering its members to focus on their work, committing the energy and focus required to succeed, without fear of persecution.

In short: transgender people have always served in our military.

We have always worn our nations uniform, just like we have always been teachers, doctors, and nurses. We have always been neighbors, friends, and coworkers. We have been here forever, and will continue to be here forever, despite the short-sighted, discriminatory and foolish decisions made by our nations elected leaders.

It appears as though one such decision was made yesterday.

His reason: he thinks we are a disruption.

It takes a lot of arrogance and audacity to minimize and downgrade the sacrifices made by the bravest Americans, who selflessly risked their lives in the name of all that is America. It takes a lot of malice and spite to reduce members of our military to a disruption, especially while perched atop a life of privilege and luxury.

Perhaps that is why the military services are pushing back and resisting changes to military policies based merely on Trump's tweets.

President Trump is the master of distraction,and lashing out against transgender Americans strikes me as a classic Trump attempt to distract from issues hed rather not talk about, at the detriment of our military.

Trumps tweet came on the exact anniversary that President Truman issued an executive order to integrate the military a decision that was put off for years because it was feared to be a distraction.

Today, under the leadership of a man who clearly does not get what makes our American military families tick, this sadly comes as no surprise.

Trump will undoubtedly continue to try to stamp out the historic progress made in the last few years by the LGBTQ community, but his reckless assault on civil rights will continue to be met with opposition, resistance, and fight.

President Trumps actions have not deflated me -- theyve only reinforced my commitment to fighting for this country. He has reminded me of whats at stake, fueling me to fight even harder to defend our country, and reminding me what I learned during my time in the military: never let your guard down, an ambush can come at any moment and from anywhere.

So thank you, Mr. Trump. I have re-enlisted in the fight to save our country.

Athletics: Russia making progress but still needs to admit doping past – WADA president – Reuters

LONDON (Reuters) - Russia has made progress in its fight against drug cheats, but still needs to admit it had a problem before it can be declared completely compliant, the president of the World Anti-Doping Agency (WADA) Craig Reedie told Reuters on Thursday.

It is one month since WADA lifted its suspension of RUSADA, Russias anti-doping agency, which was banned from testing in November 2015 after an independent investigation accused it of systematically violating anti-doping regulations.

That was before the release of a more thorough and damning WADA commission report last year by Richard McLaren. This alleged a state-sponsored doping program in Russia, which the Kremlin has denied.

RUSADA is still deemed non-compliant by WADA but is now able to resume testing, under the supervision of international appointed experts and the UK anti-doping agency (UKAD), after meeting conditions set down by the global anti-doping body.

Reedie said that there were now crucial resources in place to root out drug cheats.

"There's progress from our point of view... So there'll be a much, much bigger and stronger testing exercise in Russia now that there are more people to do it. One of the problems we had, was there simply wasn't enough capacity in Russia to do all the checks that we wanted. There aren't enough independent testers in Russia," said Reedie.

The 76-year-old, who is also a member of the International Olympic Committee, said that there was still a crucial element that needed to be fulfilled before Russian teams could once again compete in athletics or the Paralympics.

Both the International Association of Athletics Federations (IAAF) and the International Paralympic Committee (IPC) still regard Russia as non-compliant.

"One of the conditions for renewed compliance is actually an admission that there was a problem and hopefully some declaration of contrition," Reedie said. "And that's a condition thats applied by the IAAF and it's a condition applied by the International Paralympic Committee, as well as by WADA.

"So the Russian authorities are aware of that and we encourage them to do something about that and I hope they do it as soon as possible because that's another box ticked and we can move on."

Russian president Vladimir Putin denied in December last year the existence of a state-sponsored doping program, or that the government had ever supported the doping of its athletes.

He did, however, say that Russia, like every other country, has experienced problems with doping.

"If that's an admission, then it's an admission," Reedie said. "Other people wouldnt regard it as a sufficiently full admission. I don't think there's much doubt in our minds that they know what they have to do and we await their response with interest."

A total of 19 Russian athletes have been approved by the IAAF to compete under a neutral flag at next month's world athletics championships in London, after demonstrating they have been operating within an effective testing system.

Coleman is Blaine's first cousin on her mom's side. She told BuzzFeed News that while he has been living with the family for about 15 months, her parents have only recently gained guardianship of him.

Within 30 days, the adoption process will be finalized, and Coleman will officially be apart of the Hamilton family, she said.

Coleman had surgery for his diagnosis of pyloric stenosis, a condition that affects the gastrointestinal tract and can cause a baby to projectile vomit.

"He was...malnourished and exposed to harmful drugs," Blaine's mother, Kaysi, told BuzzFeed News. "He was taken by care flight to a children's hospital at 8 weeks old."

"He was my brother's son, so knowing that he is with his biological family and that he will grow up with his grandparents, aunts, uncles, cousins, etc. is comforting and rewarding to us," Kaysi said.

The Hamiltons said they had about a week to prepare to bring a baby into their family.

Even though everyone was excited to welcome Coleman, Kaysi and her 19-year-old daughter Bailey both said it was also an "overwhelming" and challenging time.

"People we knew we live in a really small town actually showed up and brought us stuff," Blaine said. The extended Hamilton family has also assisted in helping to raise Coleman.

"Its been a big change, but we love him so much," Blaire said.

The toddler is no longer affected with pyloric stenosis, his family said, and has gained a healthy amount of weight.

"We nicknamed him 'our little trooper,'" Kaysi said.

Royals making progress on trade for Francisco Liriano – Royals Review

The Royals and Blue Jays are making progress on a trade that would send left-handed pitcher Francisco Liriano to Kansas City, according to Jon Morosi of Fox Sports. MLB.com reporter Jeffrey Flanagan reports the Royals have scouted his last two starts. The 34-year old Blue Jays starting pitcher has struggled mightily in the last year of his three-year, $39 million deal, with a 5.99 ERA and 4.90 FIP but was very good as recently as 2015 when he was a 3.6 WAR pitcher, according to Fangraphs, posting a 3.38 ERA and 3.19 FIP.

Liriano can miss bats and the Royals may see him as a sixth man in the rotation, ready to step in if there is an injury or anyone else is ineffective. The Royals dont need another lefty in the pen with Mike Minor and Scott Alexander already pitching well, and Brian Flynn and Richard Lovelady ready in the minors. But Liriano could serve as a long-man and work out any mechanical issues with Dave Eiland before stepping back into a starting role. The Royals could also see newly acquired Trevor Cahill as more of a bullpen option, preferring to add another lefty in the rotation. Lirianos numbers are poor, but they could see him as a good buy low option that could turn things around.

Because his numbers are so poor, it shouldnt take a lot to get Liriano. Morosi says other teams are interested, but it shouldnt take even good prospects to get Liriano, as long as the Royals are willing to pay most of the $4 million or so owed to him this year. SB Nation reporter Chris Cotillo opines that the Jays may be interested in bringing back pitcher Glenn Sparkman, who they selected from the Royals in the Rule 5 draft last winter, but returned to the Royals after just one start.

Mourinho satisfied with United’s progress despite Barca loss – Reuters

(Reuters) - Manchester United ended their pre-season tour of the United States with a defeat to Barcelona but manager Jose Mourinho was satisfied with his team's overall performance and fitness level ahead of the new season.

Barcelona secured a 1-0 win with a first-half goal from Neymar, who capitalized on United full back Antonio Valencia's mistake in the 31st minute to score from close range.

The Spanish side were in control during the first half but failed to extend their lead with United goalkeeper David de Gea forced to make six saves to keep his side in the match.

Anthony Martial, Paul Pogba and Andreas Pereira had their chances on goal to equalize for United in the second half but failed to test Barcelona stopper Jasper Cillessen.

United's defeat at the FedexField was their first in their pre-season campaign.

"It's very important to lose a match in pre-season," Mourinho told reporters after the match.

"I think it would be very bad for us to leave the U.S. without a defeat, playing against teams like Real Madrid, Barcelona, Manchester City, it would be very bad to go home with just victories.

"I think in the game we did some very good things and we did bad things. The very good things are to keep and the bad things are to improve."

Mourinho was particularly impressed with another solid display from midfielder Paul Pogba, who the Portuguese manager believes is among the best players in the world.

"(Lionel) Messi and Neymar, there is only one; there is not two. (Luis) Suarez, (Andres) Iniesta, (Gerard) Pique, (Cristiano) Ronaldo, (Gareth) Bale, (Luka) Modric, Toni Kroos; there is only one so they can only play for one club, not for two clubs," said Mourinho.

"We can't have them, they belong to the clubs. But I have to say that Paul Pogba showed the level... he showed he belongs to that level."

The United manager also confirmed midfielders Juan Mata and Ander Herrera will resume training when they return to Manchester on Saturday.

Mourinho's side will next visit Norwegian side Valerenga on Sunday before facing Italian Serie A team Sampdoria in their final pre-season match in Dublin on Wednesday.

They kick off their competitive campaign with a UEFA Super Cup meeting with Real Madrid on Aug. 8 in Skopje.

The Senate’s Skinny ACA Repeal Shell Game – Center For American Progress

As the Senate continues to hold votes on repeal of the Affordable Care Act (ACA), it appears more and more likely that Senate leadership plans to offer a skinny version of ACA repeal as the final version that senators must vote on. This version would reportedly repeal the individual and employer mandates and the medical device tax.

This plan is simply a feigned retreat; the Republican leaderships end game most certainly includes cutting financial assistance for people buying insurance in the individual market, ending the ACAs Medicaid expansion, and capping federal support for the remaining Medicaid program. Both the House-passed American Health Care Act (AHCA) and the Senate-introduced Better Care Reconciliation Act (BCRA) include these draconian changes.

If senators fall for this maneuver and pass the skinny ACA repeal bill, a limited number of senior senators and their counterparts in the House of Representatives would then meet in a conference committee, during which they would make changes to the House and Senate-passed versions of the ACA repeal legislation so that both versions are identical. At that point, Republican congressional leaders could execute their plan to re-insert provisions that lower financial assistance, end the Medicaid expansion, and cap support for the program. The version approved by the conference committee would then be voted on by both the House and the Senate, with no opportunity for further changes or amendments. If the bill passes, it would then go to the president for signature into law.

But the skinny repeal bill alonewithout the reinsertion of provisions from the AHCA and the BCRAwould still have devastating effects on health insurance coverage if it became law. It would jeopardize consumer choice in the individual market by creating chaos and uncertainty for issuers in the marketplace and increasing premiums.

Based on a Congressional Budget Office (CBO) analysis, the Center for American Progress estimates that the so-called skinny bill would raise premiums $1,238 higher than it would otherwise be under current law. The benchmark premium for a 60-year-old, for example, would be about $2,014 higher in 2018 under mandate repeal. Among states, these increases would be highest in Alaska because of its already-high premium levels. (see Table 1)

Consumers who were not subsidized, including those who buy their coverage outside the marketplaces, would pay the full premium increase from mandate repeal. For consumers eligible for subsidies, any 2018 premium increase would largely be mitigated by increased premium tax credits, and therefore borne by taxpayers.

Because insurers must finalize their 2018 rates in just a few weeks, any further changes to the market rules for 2018 could force some to withdraw altogether. The repeal bill poses an even greater risk in states with fewer insurers offering plans in the individual market. In 2017, for example, there was just one insurer offering marketplace plans each county throughout Alaska and Arizona. Many counties in other states, including Colorado, Nevada, Utah, and West Virginia, also have just one insurer. Given the uncertainty created by congressional action on repealing the ACA and the administrations repeated actions to sabotage the law, insurers remain very nervous about participating in the marketplaces nextyear. As of July 26, 2017, four counties in Indiana, 14 counties in Nevada, and 22 counties in Ohio were at risk of having no insurer in the marketplace in 2018.

Voting for the skinny repeal bill authorizes Senate Majority Leader Mitch McConnell (R-KY) and other opponents of the ACA to finalize in secret an ACA repeal bill that will harm millions of Americans. Senators should not fall for this political maneuvering.

Methodology

To estimate what average premiums would be next year, we used information on the 2017 average premium and inflated it to 2018 rates. Among states that reported average 2017 premiums to the Centers for Medicare and Medicaid Services, the average was $471 per month, or $5,652 annually. To estimate premiums for a 60-year-old, we started with the U.S. Department of Health and Human Services report on state average benchmark silver plan premiums and then adjusted those averages to reflect premiums for a 60-year-old. Average premium and benchmark premium data were not available for all states.

Under implementation of the ACA, including continued payment of cost-sharing reductions and enforcement of the individual mandate, premium increases next year would reflect mostly increases in medical trend. The consultancy Oliver Wyman predicts that premiums should rise about 8 to 11 percent in 2018. We used the midpoint of this prediction, 9.5 percent, to estimate 2018 average and benchmark premiums. To apply the CBOs estimate that premiums would increase by 20 percent relative to current law, we applied that increase to expected 2018 premiums under the ACA implementation. We estimate that without the mandate, the national average marketplace premium would be $7,427 next year, $1,238 higher than it would otherwise be.

GOP negotiators hint at progress on tax reform this week – Washington Examiner

Congressional Republican leaders and administration officials suggested that there would be movement this week in their tax reform talks, but remained tight-lipped about what form that progress could take.

"Wait and see," National Economic Council Director Gary Cohn told reporters Wednesday upon leaving House Speaker Paul Ryan's office after a nearly hour-long meeting.

Cohn didn't rule out that the "Big Six" of congressional GOP leaders and administration officials would release an outline of or guidelines for a tax reform plan this week, a possibility reported by several publications earlier in the day. "We're all on one page, one unified page," he said.

Kevin Brady, the chairman of the House Ways and Means Committee that has jurisdiction over taxes, indicated that the group would release something this week, but declined to give any indication of what form that update would take.

The "Big Six" comprise Cohn, Brady, Ryan, Senate Finance Chairman Orrin Hatch, Treasury Secretary Steven Mnuchin, and Senate Majority Leader Mitch McConnell.

They have engaged in regular talks at the Capitol to hammer out a unified Republican plan, discussing issues such as the the target for lowering tax rates, which tax breaks to eliminate, and how comprehensive the plan will be. So far, they have kept their deliberations to themselves. On Wednesday evening, they remained discreet, but talked up their progress.

"Excellent meeting. Continue to make a lot of progress," said Mnuchin, breezing past reporters assembled outside Ryan's office.

Republicans have said that their goal is to pass tax reform in 2017.

"We're going to be submitting a tax bill in the very near future," President Trump said earlier in the day at an event at the White House.
