Editorial: Ohio Senate bill on free speech goes further than it should – The Columbus Dispatch

There are good reasons the Ohio General Assembly should prod the states public universities to update their free speech policies to guarantee free and robust discussion of ideas.

But Senate Bill 40, approved unanimously last week by the Ohio Senate, is a poorly conceived and undeserved bludgeon. The Ohio House should be more judicious.

Sponsored by Sen. Andrew Brenner, R-Powell, the bill would prohibit Ohios 14 public universities from taking any action or enforcing any policy that limits or restricts the free expression rights of its students, student groups, faculty, staff, employees, and invited guests in public areas of campus.

The legislation declares all outdoor areas of campus to be public forums and would prohibit universities from charging security fees to a student or student group based on the content of expression or the anticipated reaction to that content.

It also would require universities to keep an updated, online record of how it is complying with the bills provisions and to report any alleged infractions. And much more.

In sponsor testimony, citing no Ohio examples, Brenner said the law is needed because, In recent years, the rigor with which opposing views have been presented has lessened on college campuses. Our students are being taught what to think instead of how to think. In particular, it has been conservative ideologies that have been stifled by the administrations of colleges and universities due to bias, fear or both.

However, in an interview with The Dispatch, Brenner said the bill was inspired by the University of Californias (Berkeley) 2017 decision to cancel a speaking invitation to right-wing provocateur Milo Yiannopoulos.

In seeing what was going on in other states and other universities throughout the United States, we felt (the bill) was needed to be brought here to Ohio so we can protect the freedom of speech for students on campus, Brenner said.

Its true some of Americas colleges and universities, in adopting anti-harassment and anti-bullying policies, were overzealous and went too far in limiting speech.

Over many decades, in dozens of cases, the U.S. Supreme Court has reinterpreted the First Amendment to sometimes narrow but more often broaden free speech protections.

Not until 1939, nearly a century and a half after the birth of the First Amendment, did the Supreme Court rule public places must be open for assembly, allowing citizens to discuss public questions freely. Authorities could reasonably regulate access, but not discriminate.

In 1969, the court held authorities could limit student free speech only by showing it constituted significantly disruptive conduct that would interfere with the schools educational process.

In 1999, in an Ohio case, the court ruled speech could be prohibited only when incitement could reasonably lead to violence.

Case law on free speech will continue to evolve. For this reason alone, its unwise to embed in state law any current First Amendment understanding or practice.

The General Assembly would do far more good to enact a law giving firm but simple directives to Ohios public universities, such as:

Adopt a free speech policy consistent with updated case law on the First Amendment and regularly educate faculty, students and staff on it.

Prohibit so-called free speech zones that limit where public demonstrations and protests are permitted.

Faculty asked Zimmer for an open forum to discuss UChicago’s free speech policy. Here’s what they got instead. – The Chicago Maroon

In the spring of 2018, as the Universitys famed "Chicago Principles on free speech were gaining traction nationwide, a group of University of Chicago faculty members asked President Robert Zimmer for a public forum on campus to debate the Principles.

It is our belief in the importance of freedom of expression and freedom of inquiry that leads us to call for addressing these issues in a public venue, they wrote, in a letter to the editor about the invitation published later in The Maroon.

The president never granted the request. Instead, he offered the professors a few private, invite-only discussions at locationsincluding the Neubauer Collegium and the Quadrangle Club.

One of those faculty members, English professor Kenneth Warren, had also helped write the Chicago Principles as a member of the Committee on Free Expression. In a recent interview withThe Maroon, Warren described Zimmers move as part of the administrations unwillingness to meet with faculty and students in open, ongoing discussions...in some sense, to assess whether or not the document is doing what it was supposed to do.

The incident, new details of which have come to light through recent interviews with faculty members, highlights professors struggle with communicating with an administration they feel has stonewalled them.

This is, faculty say, a contradiction of the very doctrine the Principles enshrine: the Universitys solemn responsibility to promote...lively and fearless freedom of debate and deliberation.

The Chicago Principles and the Universitys free speech brand

Concerns about civility and mutual respect can never be used as a justification for closing off discussion of ideas, reads the Chicago Principles, the statement issued in 2014 as a crystallization of UChicagos ideals regarding free speech.

The original document was titled, simply, the Report of the Committee on Free Expressionthe seven professors tasked by President Robert Zimmer with drafting it. The report gained the Chicago Principles moniker as it was exported nationwide.

According to the nonprofit Foundation for Individual Rights in Education (FIRE), eighty-two American universities have since adopted or endorsed variants of the Principles.

Free speech has become, in many ways, a cornerstone of UChicagos public personaas much a part of the schools hallowed history as neoclassical economics or the first nuclear chain reaction. Outlets from The Washington Post to The Economist have covered the Principles.

The topic shot up in national prominence during the summer of 2016, after Jay Ellison, Dean of Students in the College, sent incoming first-year students a made-for-the-headlines letter denouncing trigger warnings and safe spaces.

A year later, New York Times columnist Bret Stephens (A.B. 95) dubbed Zimmer Americas Best University President because of his stance on free speech. Since the Principles publication, Zimmer has toured campuses from Ohio to Colorado to tout them.

The desire for a public forum

Mathematics professor Denis Hirschfeldt was one of the six professors who sent the original invitation to Zimmer.

Given the role that Bob Zimmer has had in advocating a very particular viewand...given that this is not uniformly embraced by members of the community, including in the faculty, we think that there should be a discussion of this, Hirschfeldt told The Maroon.

One of the reasons we wanted this...is because absent a discussion, theres a feeling on the part of a lot of people that a lot of whats happening with President Zimmers advocacy is publicity.

The professors envisioned a forum that would see Zimmer onstage in conversation with a slate of faculty members who hold diverse opinions on free speech. They asked administrators if Zimmer would be available sometime over the next two quarters, or over the full year.

The administration responded with a no. What Zimmer wanted, Hirschfeldt said, was instead a series of closed conversations with groups of faculty who would be handpicked by top administrators to attend.

All six professors were invited, as were several other faculty members drawn from across the University. The invitees received an email from Zimmers secretary, Susan Huie, giving a date, time, and location.

As Hirschfeldt tells it, when he realized the conversation would replacenot precedean open debate, he opted not to attend. He sent a note to Huie saying so.

If these conversations are a preliminary to having a public [conversation], something where you were going to figure out what the parameters should be, then thats great, then Id come, Hirschfeldt told The Maroon. The problem is that this was instead of [the public event].

Hirschfeldts email received no response. Since then, no on-campus public conversation about the Chicago Principles implementation has materialized.

The closest approximation to one would be a student forum in International House in April 2018. After Student Governments request for a public conversation with Zimmermade with support from the six professorsadministrators consented to a moderated public event for students to ask questions about free speech.

But the event was far from the open forum with faculty and student voices that the professors had envisioned. Zimmer took questions alongside Dean of the College John Boyer, who discussed free expression in relation to the philosophy of liberal education undergirding the Universitys Core Curriculum. The event was moderated by Institute of Politics Director David Axelrod, whereas the six professors had pressed for the inclusion of faculty who have divergent views on what constitutes real freedom of speech on university and college campuses.

The rare public appearance by Zimmer, open only to College students, drew large numbers of graduate student protesters. Inside the event, students clamored to bring up other concernsmost notably the shooting of a student, just two days earlier, by a UCPD officer.

Discussion behind closed doors

Meanwhile, faculty were attending the series of one-hour events the administration had scheduled.

English professor Elaine Hadleyanother of the professors who had, with Warren, invited Zimmer to discuss free speechwas invited to a session held at the Quadrangle Club, a social club for University faculty and affiliates.

Much of the initial lecture at the faculty discussions, by Zimmer and University Provost Daniel Diermeier, focused on the national context for the Chicago Principles, not their implementation on campus.

One example, discussed at length, was the 2017 student protest at Middlebury College that shut down a lecture by conservative author Charles Murraybest known for The Bell Curve, the controversial 1994 book that linked race to IQ.

Several of the invitees were unsure what the event was, let alone why theyd been selected.

It was clear, from some of the remarks of people in the room, that many of them werent quite sure why they had been anointed, Warren said.

Hadley said, A few seemed to know little to nothing about the Free Speech policythe purpose of the discussion.

The professors were drawn from across a variety of divisions and schools. Some were glad for the opportunity, like philosophy professor Gabriel Lear. Im interested in free speech issues and have thought about them in the context of my interest in Platos and Aristotles theories of civic virtue, but I rather doubt the President and Provost knew about that, Lear told The Maroon. She added that the discussions offered the chance to speak with colleagues from parts of the University I dont normally interact with about a topic I think is quite important.

Some points of contention did surface. At the event they attended, Warren and Hadley brought up the question of unionization, which the professors had cited in their April 2018 public letter about the proposed forum.

I said something like, for me, free speech also encompasses the right of students to vote to unionize, and once the vote is overwhelmingly yes, the university should recognize an election they sanctioned, Hadley told The Maroon. And [Zimmer] said, I dont think thats about free speech. And he said it very forcefully.

Warren said he was interested in discussing the risks of the Universitys growing dependence on wealthy donorswhether that represented, in some sense, a potential threat to freedom of expression. Diermeiers response was that it didnt.

It had, in his view, not been the case that the experience of the university with respect to donors trying to determine what happens with the money that they put forward on campus was an issue, Warren said.

UChicagos free speech brand has itself become a lure for major donors.

Citadel founder Ken Griffin, for example, cited the Universitys shunning of safe spaces and trigger warnings as one motivation for his $125 million gift to the economics department in November 2017.

The Chicago Principles as the facilitator of broader conversation

The broader question at the heart of the open-forum proposal, faculty say, is what role the Chicago Principles themselves should play in discourse on higher education. To what extent is the document specific to UChicago, and furthermore, how should it be used in setting University policies?

Warren described in stark terms the administrations response to the Principles, which he helped to write. Especially as the statement has increased in visibility nationally, its been used in ways that I think are inimical to the values it wants to promote, he said.

Furthermore, the document was promulgated with the presumption that it was actually going to support the values expressed within it, Warren added. And that expectation requires ongoing evaluation and discussion. Are students feeling that they have a clearer sense of what values they are expected to uphold? Do those values work in practice? That seems to me to require ongoing discussion and review. And thats not what weve seen here on campus.

To Warren, this has in part stemmed from FIREs instant latching on to the document. That endorsementfollowed by a flood of support from other institutionshas lent it a sort of legitimacy hes not sure it warrants.

The call from FIRE for other institutions to adopt the document has given it more of a status of a kind of loyalty oath than a support for freedom of expression, he said.

Apart from Zimmer, perhaps the Universitys major figurehead of free speech is Law School professor Geoffrey Stone, who has authored several books on the First Amendment and who led the drafting of the Chicago Principles as the committees chair.

Stone said that he has been amused and delighted, if initially surprised, by the documents national fame. He also doesnt feel the Universitys marketing of free speech poses a threat to varied opinions about the topic on campus.

Nothing stands in the way of students or faculty who want to talk about these issues, he said. Thats completely okay, thats at the very heart of what the Principles are about.

He noted that he was completely unfamiliar with the professors public forum proposal and the closed faculty discussions, though he described the six professors who made the inviteapart from Warren, whom he knows wellas leftwingers with a restrictive view of what constitutes free speech.

I dont think this administration, at this university, would be reluctant at all [to hold a public forum], Stone said.

That doesnt mean that the administration would organize this, but if faculty members wanted to do it, theyd be perfectly free to do it. And if they wanted to invite the Provost and the President to come and speak and they were available, I assume they would.

Stone added, however, that in planning a public debate, I dont think theyd get very far, frankly. My sense is that the substantial majority of faculty members endorse [the Chicago Principles].

The document itself, Stone said, reflects one hundred years of campus history and is meant to be a longstanding principle to guide the University. This is perhaps a different interpretation than the purpose Warren gestures toward: an engine of further dialogue, to be continually revisited as it plays out on campus.

If it feels Im dancing around the word hypocrisy, its only because I think that the upper administration feels that its commitment to freedom of expression is genuine, Warren said.

I think they take that seriously. But in practice, they have worked very hard to limit the scope of what kind of discussion we can have on campus regarding those principles.

No, Boris is not the most ‘sinister’ threat to media freedom – Spiked

We have witnessed plenty of bizarre things lately in the Through-the-Looking-Glass world of UK politics. Few, however, have been more surreal than yesterdays spectacle of the illiberal, press-hating Labour Party and its media allies posing as champions of press freedom and free speech against the Tory government. It was almost as if Corbyns Remainer Labour had suddenly started attacking Boris Johnson for not being sufficiently pro-Brexit.

This all started when the lobby the elite group of accredited political journalists who cover parliamentary and government business had a fall-out with Johnsons advisers and walked out of a planned briefing. Since some self-important lobby scribes apparently believe that they are the news, this tiff was broadcast as if the barricades were going up at the end of Downing Street.

According to the journalists, the government blocked certain members of the press from attending a briefing. Labour and the even-less-liberal-minded Scottish National Party quickly denounced this as a sinister, Trump-like assault on press freedom the cornerstone of our democracy. All of which might make you wonder why Corbyns Labour stood in the General Election on press-bashing policies that promised to reduce that democratic cornerstone to rubble.

What happened on Monday was that, after the governments normal morning press conference, 10 Downing Street planned a technical briefing on trade negotiations with the EU for some political editors. The select group included pro-Boris newspapers such as the Telegraph, the Sun and the Mail, alongside anti-Johnson outlets such as the BBC and the Guardian. This was not the first time the government has held a selective briefing, and Johnsons is not the first government to pick and choose which parts of the media it talks to.

This, however, took place in the context of rising tensions between parts of the media and the government. Johnson has barred his ministers from appearing on Today BBC Radio 4s flagship current-affairs programme and reportedly banned them from socialising with political journalists. His team recently infuriated the lobby by committing the cardinal sin of moving their daily briefings from parliament to just up the road in Downing Street. The prime ministers big Brexit Night message to the nation was also filmed by his own Downing Street team and broadcast on social media, with the miffed Remainstream TV channels refusing to carry it live.

Against this background, some lobby members excluded from Mondays meeting from titles including the Mirror, the i, HuffPost, PoliticsHome and the Independent showed up at 10 Downing Street and demanded entry to the trade briefing.

According to the Guardian, journalists on the invited list were asked to stand on one side of a rug, while those not allowed in were asked by security to stand on the other side. The horror, the horror. The invited journalists, including BBC political editor Laura Kuenssberg and Robert Peston of ITV News, then crossed the rug and walked out in solidarity with their excluded colleagues.

Now, lets be clear: this was a stupid and unjustfiable thing for the Tories to do. No doubt they are right to look upon the BBC and the rest of the Remainstream media as political opponents more than objective reporters. But so what? Press freedom is a universal liberty that needs to be upheld for all, warts and all, whether we like what publications say or not. Staging such a public show of excluding some journalists made Johnsons team appear petty-minded, petulant and proscriptive hardly a demonstration of its claim to be the most transparent government in decades.

None of that, however, explains the hysterical reaction of the opposition parties and their media allies yesterday. Desperately groping around for something / anything with which to hit back at the dominant Boris, they have shamelessly tried to pose as champions of press freedom and free speech to accuse Johnson of leading us down the road to authoritarianism.

Labour culture spokesperson Tracy Brabin (no, me neither; apparently she used to be in Coronation Street and EastEnders), raised the lobby spat in the House of Commons, declaring that press freedom is a cornerstone of our democracy and journalists must be able to hold the government to account. A senior Labour source accused Boris Johnson of using Trump-like tactics to avoid media scrutiny. If members of the Cabinet truly believed in freedom of speech, they would stand up to No10 and call out this disgraceful behaviour. SNP culture spokesman John Nicolson agreed: Its an approach to the press borrowed from Trump. Its sinister.

Invoking the dreaded name of Trump is of course meant to suggest that there is something almost fascistic about the Tory attitude to media freedom. Yet if there is a truly sinister threat to that lifeblood of democracy in British politics today, it comes from the likes of the Labour Party, the SNP and their elitist allies.

One of the few clear statements that the gormless Jeremy Corbyn made during the election campaign was when he declared that, I ask our media, as good journalists, to just report what we say. Corbyns Labour was outraged by the freedom of the media to ask awkward questions, reveal embarrassing truths and hold politicians to account. Thats why Labour promised to stage another Leveson II showtrial of the popular press and to implement punitive laws to force publishers to sign up to Britains first state-backed press regulator since 1695. Corbyn once even dreamed of effectively nationalising the news, with state-funded media outlets promoting public interest journalism as defined by the authorities, not the public, of course.

In short, Corbyn said that if you want to read government-approved journalism in a state-sponsored media vote Labour. What was that about authoritarianism?

Anybody who imagines this will change under a new Labour leader should recall that the apparent front-runner, Sir Keir Starmer, was the director of public prosecutions who launched the biggest state witch-hunt of journalists in a modern democracy. Dirt-digging Sun journalists were arrested in dawn police raids on their homes and spent years in limbo, before being cleared by juries who found them guilty only of doing their jobs.

The media must indeed be free to hold the Tory government to account, and we need to defend media freedom for all. But we also need to settle accounts with the more sinister enemies of free speech in British politics, and not let Labours authoritarians get away with staging a phoney war for press freedom as an anti-Tory stunt.

Removing Section 144 Will Lead to ‘Chaos’, Free Speech ‘Not Absolute’: Ahmedabad Police – The Wire

New Delhi:The Ahmedabad police on Thursday defended the continuous imposition of Section 144 of the Code of Criminal Procedure in the city, which prohibits the assembly four or more persons, saying that a stay on its implementation would lead to chaos.

The restriction has been imposed continuously in Ahmedabad since at least 2016.

The city police, in its affidavit filed before the Gujarat high court, also asserted that although the right to freedom of speech and expression is a fundamental one, it is not absolute. According to the Indian Express, the police referred to the 2002 riots, the Patidar quota agitation, Dalit protests after the Una attack and protests against the movie Padmaavat to make its case.

The polices reply was in response to a petition filed in December last year by five people, including professor Navdeep Mathur of the Indian Institute of Management, Ahmedabad, against the repeated imposition of Section 144,

The affidavit filed by the Ahmedabad city police added that such restrictions are necessary to maintain law and order in the city.

The right to freedom of speech and expression is a fundamental right. However, it is not absolute and there are restrictionsThe petitioner has not given a single instance which shows that the freedom and liberty or any constitutional right of any citizen is taken away, the reply stated.

After taking the reply on record, Justice Umesh Trivedi posted the matter heading on February 13.

Mathur was among the 50-odd persons detained by the city police on December 16 for taking part in a peaceful protest outside IIMA campus against the controversial Citizenship (Amendment) Act and the police crackdown on the students in Delhi.

The petitioners had sought quashing of orders passed by the city police commissioner under Section 144 of CrPC. The petition also sought a stay on the implementation of any such order currently in force.

As The Wire has reported before, the petition says that the police commissioner has been issuing these orders claiming that it seems that there is a need to maintain public order in [the] city of Ahmedabad at the beginning of each order, but with no explanation of why the renewal is needed. The commissioner has no authority to issue such orders and that the power to do so lies with the district magistrate, a sub-divisional magistrate or any other executive magistrate, they argue.

The petitioners had stated that the police order banning assembly of more than four people needs to be quashed to enable them, the residents of Ahmedabad, exercise their right to freedom of expression, right to peaceful assembly and right to move freely under Article 19(1) of the Constitution.

It was also contended that people in general do not even know that police have issued such notification banning such assembly. Petitioners argued that orders are passed in a routine manner, as a new notification is issued with almost the same text as soon as the tenure of the old notification comes to an end.

In their defence, Ahmedabad police said that any stay on the implementation of the notification would lead to chaos in law and order situation in the city and there is always a requirement of maintaining law and order situation in the city.

The city had witnessed several protests, agitations and rallies in the past, the latest being those against as well as in favour of the CAA. Despite heavy police deployment, some protesters assaulted on duty police officers and damaged public and private property, it said.

If the police starts using its powers, then protesters would be behind bars in such situation and a number of FIRs would be lodged. But due to the restrictions imposed under section 144, the police controls the unlawful assembly and only detains them, the affidavit said.

It added that even some of the petitioners who had organised the rally without permission (outside IIMA in December) were detained and released without any FIR registered against them.

This provision is not used for restricting public rallies. Permission was given by the police for 10 anti-CAA rallies and even today two protests against CAA are going on at different locations in Rakhiyal area, the reply said.

Replying to the allegation that people are not aware that such restrictions are in place, the police said the notifications are displayed at all the police stations and it is also shared on social media.

Police all over the country have been accused of misusing Section 144 at their own convenience. The Supreme Court too has noted this, and said in 2011, Refusal and/or withdrawal of permission [for a public gathering/protest] should be for valid and exceptional reasons. The executive power, to cause a restriction on a constitutional right within the scope of Section 144 Cr.P.C., has to be used sparingly and very cautiously.

Lawyer Sarim Naved wrote in The Wire about how the police misuse the section to justify violence:

This is the real danger posed by Section 144. You have a body, namely the police, which is not trained or known for its restraint in the face of the disadvantaged. The consequences of the violation of Section 144 have to be legal, including prosecution for wilfully disobeying a public servant and for any other offences which may be committed.

The imposition of an order under Section 144 does not grant authority to the police to become violent. The police can use violence to disperse an unlawful assembly only if the situation warrants so. Otherwise, the procedure has to be the same as committing any offence under the IPC. File an FIR and prosecute.

From snake oil to science: I peddled ‘clean’ eating, wellness until I learned the facts – USA TODAY

I bought into the marketing, manipulation and misinformation about organic food vs. GMOs, and sold it to my clients. Then it all came crashing down.

For years, I was deeply embedded in the wellness world in my own life. Then I decided to work in the industry as aholistic nutritionist,praising and promotingthe newest alternative health treatments and products.

But not only was I unable toback it all up, I was dripping with self-righteousness over my lifestyle.

At the time, I thought my credentials were sufficient. In Canada, where I live, there is noprofessional governing organization for holistic nutritionists and I had only a year of education before I was certified in 2015 nowhere near what it takes toqualifyas a medical practitioner. My program discouraged us from sayingtreat," "cure," "heal" or "preventwhen addressinghealth-related issues. Although I was very careful to abide by these guidelines, many others in wellness are not.

Clients came to melooking for advice on meal plans, supplement recommendationsand general guidelines on how to live a more natural and holistic life. They would usually have a specific issue they wanted to address, such as increasing energy levels, sleeping betterand coping with food intolerances. Clients filled out a detailed form about their dietary and lifestyle habits, and I had themchartto see how they were eating in a week.

Sometimes I hadone-time consultations where I would assess the individual needs of each client and provide them with a comprehensive lifestyle and nutritional plan, including a meal plan and anysupplements I recommended. Other clients I saw more often.

My work as a holistic nutritionist "holistic" because I was trying to improve clients' health by addressing the "whole person," including their mind, body and spiritwas primarily online.I had a successful blog, but found prospective clients primarily through an Instagram account I started in 2014, when I was in nutritional school. Keeping up my image of wellness online was crucial to my business.

During this phase, a meal in my home would have included only organic and non-genetically modified organisms (non-GMO) foods. I thought this wasthe best way to rid your diet of toxins and pesticides. In reality, this isnt quite the case. The U.S Department of Agriculture (USDA) has a list of synthetic substances that organic growers are permitted to use on their cropsand still maintain their organic label.

Marketing thatorganic food is cleaner isall around us. Just take a look at the campaign Skip the Chemicals. Itencourages consumers to fear the scary-sounding names of chemicals and adopta better-safe-than-sorry attitude toward their food. Ultimately, though, itsteers consumers towardmore costly organic foods, although there is no evidence that organic foods are more nutritious.

Healthier meat, healthier climate: Don't go vegan to save the planet. You can help by being a better meat-eater.

The Dirty Dozen list is another marketing ploy. Not only did I have this list stuck to my fridge at home,I also encouraged my clients to download and share it. Using pesticide residue data from the USDA, itranks food by the levels of detected pesticides to generate a list of the top 12 fruits and vegetables consumers should avoid in their conventional versions.

Take strawberries, which topped the list in 2018. The USDA published test results on tens of thousands of nonorganic fruit and vegetable samples across the country.Most of the samples of strawberries showed residues of at least one kind of pesticideand, in one sample of strawberries,22 different pesticide residueswere detected but that doesnt mean the pack ofstrawberries you buy at the grocery store will have 22 pesticides.

"Remember, though, that the presence of a residue is not equal to the presence of risk! wroteJoe Schwarcz, director of McGill University's Office for Science and Society. What matters is not the variety of residues detected, but whether these are in excess of the amounts regulatory agencies deem to be safe." In fact, there are "virtually no cases in which the levels deemed to be safe are exceeded.

But this important contextual information isn't included. After all, scared consumers send donations.

A 2011 study in The Journal of Toxicology foundthat the levels of residuedetected are 1,000 to 30,000 times belowthe Environmental Protection Agencys already conservative safety limits (known as tolerances).Nonorganic versions of these foods are incredibly safe for us to eat.

Youll see this label on other goods like lettuceand blueberries, even though genetically modified versions of these products dont exist in the marketplace.

I was baffled to learn thatgovernment agencies,international health organizationsand thescientific community haveaffirmed the safety of genetically modified foods.But the science position is losing people's hearts and minds. A 2015 Pew Research Center surveyfound that only 37% of the general public believed that genetically modified foods were generally safe to consume, versus 88% of American Association for the Advancement of Sciencescientists polled.

What prompted me to start looking into genetically modifiedfoods was the uncertainty I was encountering with my clients.

Many of them were missing the basics: sleep, water,fruits and vegetables. They were also avoiding real food out of a fear of GMOs and taking a multitude of supplements(a $35 billion business in the United States)to replace missing nutrients. My clients were confused by the contradictory information they were getting on the internet.

I started looking into the sources of my sources, only to find anecdotes being presented as evidence andantiquated, and outdated studies being used to confirm biases.

I also found myself sacrificing my general quality of life to justify the heavy financial burden of eating organic. I was eating beyond my means andchoosing organic avocados over occasional meals out with friends. Striving to live up to the idealnatural and holistic lifestyle started to take a toll on my well-being.

In 2017, I eventually made the difficult decision to turn away from the fad-dietand corporation-hating lifestyle I was living and ended my business. My intention is not to demonizethe organic food industry I simply incorrectly believed that my dogmatism against toxins and pesticides wasbased on solid science. But I was actually rejecting science. I sought out media that only confirmed my preexisting bias.

Do what I wish I had donesooner and open yourself up to the research. Dont take the word of a parent you met at your kids soccer practice or from a theory you overheard in yoga. Choose based on facts. Your pocketbook and peace of mind will thank you.

Bulking: What It Is and How to Do It – Healthline

Bulking is a term commonly thrown around by bodybuilders.

It generally refers to a progressive increase in the number of calories consumed beyond your bodys needs in combination with intense weight training.

Whereas some people claim that bulking is unhealthy, others insist that its a safe and effective method for gaining muscle mass.

This article explains everything you need to know about bulking, including what it is, how to do it safely, and which foods you should eat and avoid.

Bodybuilding is both a recreational and competitive sport that rewards muscle size and definition.

The three main phases in bodybuilding are bulking, cutting, and maintenance. Among competitive bodybuilders, preparation for their contests can be considered a fourth phase.

Bulking is the muscle-gaining phase. Youre meant to intentionally consume more calories than your body needs for a set period often 46 months. These extra calories provide your body with the necessary fuel to boost muscle size and strength while weight training (1).

To varying degrees, body fat tends to accumulate during bulking due to excess calorie intake (1).

Cutting, or the fat loss phase, refers to a gradual decrease in calorie intake and increase in aerobic training to reduce excess body fat from the bulking phase, allowing for improved muscle definition (2).

During the cutting phase, bodybuilders eat fewer calories than their bodies require, which puts them at a disadvantage for building muscle. The goal of this phase is generally to maintain not gain muscle mass (2, 3, 4).

One review found that the average calorie intake of bodybuilders during the bulking phase was 3,800 calories per day for men and 3,200 for women, compared with 2,400 and 1,200 calories during the cutting phase, respectively (5).

Bodybuilding consists of three main phases bulking, cutting, and maintenance. Generally, bulking is meant to increase muscle mass and strength, whereas cutting is intended to shed excess body fat while maintaining muscle mass.

Bulking requires consuming more calories than your body needs.

You can estimate your daily calorie needs by using a calorie counter, which considers your weight, sex, age, height, and physical activity level to estimate your daily calorie needs.

Experts recommend consuming 1020% above your daily weight maintenance calorie needs during the bulking phase for an average weight gain of 0.250.5% of your body weight per week (1, 6, 7).

For example, if you need 3,000 daily calories per day to maintain weight, you should aim to consume 3,3003,600 instead, depending on your experience level. For a person who weighs 150 pounds (68 kg), this equates to an increase of 0.40.8 pounds (0.20.4 kg) per week.

While novice bodybuilders who have 6 months or less of weight training experience should aim for the higher end of this calorie range, bodybuilders with several years of experience should target the lower end to limit increases in body fat (8, 9).

If youre gaining less or more than 0.250.5% of your body weight per week, you should adjust your calorie intake accordingly.

Once you establish the number of calories you need for bulking, you can determine your macronutrient ratios.

Macronutrients carbs, fats, and proteins are the nutrients that are needed in larger quantities in your diet. Carbs and protein each contain 4 calories per gram, while fat packs 9.

For example, if you decide you need to eat 3,300 calories per day, your diet would contain:

While you can make adjustments based on your dietary needs, the proportion of calories from protein should remain at 3035% to support optimal muscle growth (4, 6).

You can use calorie tracking apps to help you stay within your calorie budget and macronutrient ranges.

Experts recommend consuming 1020% more calories during bulking than your body needs. Carbs should comprise the largest percentage of your diet, followed by protein and fat.

Many people view bulking as unhealthy because it can increase fat mass, particularly when your calorie surplus is too high.

While bulking, some bodybuilders also tend to eat calorie-dense, nutrient-poor foods that are typically not consumed during the cutting phase, including sweets, desserts, and fried foods.

These foods, especially when eaten as part of a high calorie diet, can increase markers of inflammation, promote insulin resistance, and raise levels of fat in your blood (10, 11, 12, 13).

However, proper bulking is not about extreme overeating or giving free rein to every craving.

It can be performed in a healthy manner if you maintain a proper calorie surplus and focus on eating nutrient-dense foods. These foods contain a high amount of nutrients for their calorie count.

Remember that bulking is also intended to be followed by a cutting phase to decrease your fat levels.

When bulking, its easy to eat high calorie, nutrient-poor foods like desserts or fried foods to rapidly achieve a calorie surplus. Yet, healthy bulking is possible as long as you focus on nutrient-dense foods.

Your diet is essential to bulking the right way. Remember that just because a food is high in calories and will lead to a calorie surplus doesnt mean that its great for muscle gain or your overall health.

Including nutrient-dense, whole foods in your diet ensures that you get adequate vitamins and minerals, healthy fats, and quality protein.

Here are examples of foods that should comprise the majority of your diet:

Beverages with added sugars, such as sweetened coffee, tea, or regular soda, can be enjoyed in moderation.

While a bulking diet allows for most foods, some should be limited because they contain very few nutrients. These include:

These foods dont need to be avoided completely but should be reserved for special occasions and events.

Supplement use is highly prevalent among bodybuilders (18).

Bodybuilders take supplements for various reasons, including to boost overall health, immune function, and exercise performance (19, 2).

While theyre a convenient way to increase your calories, theyre often poorly balanced, containing too high a percentage of carbs compared with protein and fats.

While occasional use is fine, most people shouldnt make them a regular part of your routine.

When bulking, be sure to include a variety of nutrient-dense foods in your diet to support muscle growth and overall health. You should limit alcohol, added sugars, and fried foods, though certain supplements can be useful.

Young Azerbaijani opposition candidates have a plan for that – Eurasianet

Cavid Qara, a candidate for parliament in Azerbaijans northern Quba region, admits that many of his would-be constituents arent moved by his declaration of a climate emergency.

But he says that when he frames it in terms that rural voters relate to water quality, irrigation, pollution they get it. We have to word it in a different way, to link it to farming and how global warming will affect farming and how its affecting it already, he said. When you link it like that, its interesting for them.

In previous elections, Azerbaijans opposition politicians have traditionally been focused on a single message: the need to get rid of the corrupt, authoritarian ruling regime in Baku. What, precisely, would be the plan after that has not been a large part of the discussion.

But Qara, 28, is one of a group of young activists who are taking a novel approach in the upcoming February 9 vote: a focus on ideas and ideology. Qara has put environmental issues at the forefront of his campaign.

Im the only candidate in our district that has a clear platform, the other ones have short brochures with some abstract claims, he told Eurasianet.

The activists are mostly part of a new bloc, Hereket (Action), that is non-partisan but definitely opposition-leaning, in the words of Turgut Gambar, one of the blocs founders and himself a candidate in the election. Hereket includes a wide variety of ideologies, from the leftist Togrul Veliyev (the Azeri Bernie Sanders) to the libertarian Samed Rahimli.

The emergence of Hereket has been one of the few notable developments in an otherwise unremarkable election season, which an interim report by OSCE monitors described as low key with limited visibility.

Compared to the last parliamentary elections in 2015, the current electoral period is accompanied by increased political activeness in the pre-election period, where some positive elements are noticed, wrote one independent group, the Election Monitoring and Democracy Studies Center, in a pre-election report. Especially, the participation of the growing number of young opposition-minded candidates in the elections in an independent manner has drawn attention.

What we see now, for 20 years the general anti-government campaigns havent worked, Rahimli said. Thats why were trying a different strategy left, or right, or libertarian, or Marxist, or social democrat, some kind of coherent ideology. Ideology is important without ideology, pragmatism doesnt work.

Rahimli, a prominent human rights lawyer, has been taking his message of small government decentralization, lower taxes and abolishing military conscription to tea houses and cafes in his Baku district. He said he has faced skepticism from voters about whether the ideas are workable. Many people say, this is a very crazy thing for Azerbaijan, it cant be done in Azerbaijan. And I say: I know, but we should talk about it.

Despite their disagreements on principles, the activists in Hereket cooperate on logistical matters like making promotional videos or posters and in organizing election monitoring the day of the vote. Rahimli said that in a freer political environment, he would be competing against a leftist, not cooperating with him. But because of the political reality, we are in the same electoral bloc, he said.

Not everyone in Hereket believes that ideology should be the focus of the campaign.

Nurlana Jalil describes herself as a feminist, and as she campaigns for a seat representing Zaqatala, in northwestern Azerbaijan, empowering women is a plank on her platform. But its behind more technocratic promises like budget transparency and agricultural development.

Jalil said that, in an environment of heavy government oppression, political parties and civil society groups have barely been able to form.

In this situation how can we develop an ideology? she asked. In this moment, we independent young politicians have to build a new era in Azerbaijan. First, we can enter parliament and be the voice of the population, and maybe then after some years we can create the field for some ideologies. Maybe in five years, in the next election, we can run on ideologies. But in this case, its impossible.

There is room for both approaches, Gambar said.

The main argument was that yes, we can all have different political points of view and ideologies, but first its necessary to solve the issue with the government and then we will have elections and we will know whos who, he said. This is still a very popular approach, and I dont necessarily think that its wrong, because only in a truly democratic society where elections are free, the political party system and ideological system can truly develop. At the same time, I think its very good that there are people challenging this view and who want to do their work based on ideological lines. I think thats good as well.

It remains unclear whether any of this will matter on February 9. Independent monitors have reported that, in spite of the governments rhetoric that it is modernizing and liberalizing, significant obstacles to a free and fair vote remain. One of major opposition blocs, the National Council of Democratic Forces, is boycotting because it believes the conditions are unfair. Candidates supported by President Ilham Aliyevs ruling New Azerbaijan Party benefit from substantial support from state institutions and it will be a major upset if any opposition candidate is elected.

The young, independent candidates have faced varying levels of official harrassment. Jalil was the target of an online campaign attacking her, which she attributed to government troll armies. Qara said police in Quba invited him to the station for a conversation on February 5, but he declined, and said he hasnt suffered any repercussions. He also said he is bracing for fraud on election day, but has organized dozens of observers to watch polling places.

The Baku-based candidates have faced fewer problems. In general, they [the authorities] ignore me, Veliyev said.

The day before speaking to Eurasianet, Veliyev had knocked on 300 doors in his Baku district, spreading the word about his platform of eliminating university fees and raising pensions, among other proposals. My campaign is based on leftist ideas, he said. Were thinking about people, not the economy in general.

Voters are receptive to new voices, he said. People are tired of the old faces, the same faces, he said.

There can be some confusion about leftist ideas, though. While canvassing, Veliyev met some government supporters and told them he was a socialist. They said oh, socialism, we love Stalin! We said no, we are not Stalinists, we are socialists, we want a more equal society, he said with a laugh. They said they would vote for us.

Even if they dont achieve success on election day, the candidates say their strategy is a long-term one.

Parliament is not our main goal. Our main goal is society. We change society, we change the culture, and we will change our future, Rahimli said. Because we are younger, we have a lot of time, this isnt the last election for us.

Jalil said she may not win this time. But, she added: This is not the end for me. Next elections I will run and I will win and I will sit in parliament.

Our birthdays, wedding anniversaries and Christmas are all celebrated with special gifts. Yet we ignore the day that provides our most important possessions of freedom, security and the opportunity to attain prosperity.

That very special anniversary is Sept. 17 Constitution Day.

The Constitution of the United States was written in 1787 and ratified in 1788. This year we will celebrate the 232nd birthday of our countrys constitution. The Constitution of the United States is the worlds longest-surviving written charter of government. Its first three words, We the People, proclaims the intent of the United States government is to serve the citizens.

According to an old joke: A patron went into a library and asked for a copy of the French Constitution, only to be told that the library does not stock periodicals. A bit of an exaggeration? Maybe. Although, according to statistics, the average lifespan of the worlds constitutions is a mere 17 years. Poorly written constitutions have even shorter life spans.

France holds the world record in the field of new constitutions. Since 1789, she has been changing her constitution after about every 12 years. Between 1789-1858, France had 16 constitutions, one of which, in the year,1835, remained in force for only 21 days.

Why do many countries frequently change their constitutions? As we all know, correcting a problem often creates a new set of problems. For instance, in 1917, the 18th Amendment (Prohibition) became part of our Constitution. Its intent was to curb production, distribution and sales of recreational alcohol. Which it did. However, by deterring the use of legal alcohol, the Mafia moved in to fill the needs with their illegal underground network that still exist today.

Recently we are hearing from those that would take away our right to bear arms legally. This action will create the similar illegal response from organized crime, as did Prohibition.

In 2004, legislation was passed that required teaching, in federally funded schools, the contents and meaning of the US Constitution. It is the legal obligation of those schools to provide students with programs that define the meaning and importance of the Constitution in our society. If taught properly, students can understand the true meaning of their rights and the vital constitutional amendments that protect those rights.

Teaching the Constitution in our public schools, as it was written, without editorial comments, and slanted half-truth interpretations, is a must. Too often, professors and educators insert their slanted personal viewpoints when presenting the Constitution to students. A survey of college political science professors found that 68% preferred Socialism over Capitalism.

How free would we be without our Constitution? How would our government operate without it? These questions should be answered with education programs, not only on Constitution Day the 17th day of September, but every day of the school year.

Our youth must learn and understand how amazing this nation is. Thomas Jefferson said: Enlighten the people and tyranny and oppression will vanish like evil spirits at the dawn of day.

George Washington said, of the Constitution: What duty is more pressing than communicating it to those who are to be the future guardians of the liberties of the country? It is We the People Who Preserve Our Constitutional Rights. The Founding Fathers agreed the youth of America must learn about the document that makes their success possible.

As times change, one thing should remain constant: the guarantee of our inalienable rights as free citizens. Our basic rights are not given to us by a government, they belong to us as part of the human experience.

Certain politicians have forgotten or ignored how the US Constitution protects our rights and freedoms. It is only through teaching in the schools that We the People can ensure that ourselves and our children know the principles of liberty and self-destiny. It is through education we are capable of taking our freedom into our own hands.

Power belongs in the hands of the people, not the government. When our students understand the US Constitution, they will better understand what our government can and cannot do, and if a law is unconstitutional and must be removed.

The US Constitution, together with the Declaration of Independence, is the foundation of our nation. Using it to guide us we stand free of oppression and tyranny, including that of our own government. Not only does our Constitution protect our national sovereignty, but it also protects our religious freedom, freedom of speech and guarantees the right to own property and to bear arms.

Our countrys Constitution was created to protect citizens from external as well as internal tyranny. The Founding Fathers took special efforts to create a system of checks and balances that prevented any one branch of government from gaining power over the others. Our founders brilliant constitutional control systems assure us that our country will not fall prey to a dictators uncontrolled rule.

Also, our nations founders did not create our Constitution to protect the government quite the contrary, our Constitution was created to protect We the People.

The Primary Mechanism of Oppression is Not Hidden – Consortium News

I write a lot about government secrecy and the importance of whistleblowers, leakers and leak publishers, and for good reason: governments which can hide their wicked deeds from public accountability will do so whenever possible. Its impossible for the public to use democracy for ensuring their government behaves in the way they desire if they arent allowed to be informed about what that behavior even is.

These things get lots of attention in conspiracy circles and dissident political factions. Quite a few eyes are fixed on the veil of government opacity and the persecution of those brave souls who try to shed light on whats going on behind it. Not enough eyes, but quite a few.

What gets less attention, much to our detriment, is the fact that the primary mechanism of our oppression and exploitation is happening right out in front of our faces.

The nonstop campaign by bought politicians, owned news outlets, and manipulated social media platforms to control the dominant narratives about whats going on in the world contribute vastly more to the sickness of our society than government secrecy does.

We know this from experience: any time a whistleblower exposes secret information about the malfeasance of powerful governments like NSA surveillance orCollateral Murder, we see not public accountability, nor demands for sweeping systemic changes to prevent such malfeasance from reoccurring, but a bunch of narrative management from the political/media class.

Retraining Attention

This narrative management is used to shift attention away from the information that was revealed and onto the fact that the person who revealed it broke the law or misbehaved in some way. Its used to convince people that the revelations arent actually a big deal, or that it was already basically public knowledge anyway.

And its used to manipulate public attention on to the next hot story of the day and memory hole it underneath the white noise of the media news churn. And nothing changes.

Weve seen it happening over and over and over again. The narrative management machine has gotten so effective and efficient that its been able to completely ignore the recent revelation that the U.S., U.K. and France almost certainly bombed Syria in 2018for a completely false reason. A few half-assed Bellingcat spin jobs and an otherwise total media blackout, and its like the whole thing never happened.

What this tells us is that our first and foremost problem is not the fact that conspiracies are happening behind a curtain of government secrecy, but that the way people think, act and vote is being actively manipulated right out in the open.

Government secrecy is indeed one aspect of establishment narrative control, but controlling the publicsaccessto information is only one aspect. The bigger part of it is controlling how the publicthinksabout information.

The reason people never use the power of their superior numbers to force real change, even though theyre being exploited and oppressed in myriad ways by the ruling class, is because theyve been propagandized into accepting the status quo as desirable (or at least normal).

The propaganda of the political/media class is therefore the establishments front line of defense. It is its most powerful, and essential, weapon.

This is important for dissidents of all stripes to understand, because it means were not just passively waiting around for another Manning or Snowden or an Ian Henderson to give us information which we can use to fight the oppression machine.

Those individuals have done a great public service, but the battle to awaken human consciousness to whats really going on in our world is in no way limited to leakers and whistleblowers. It is not at the mercy of government secrecy.

If you are engaged in any type of media, you are engagingthe narrative matrixwhich keeps the public asleep and complacent. It doesnt matter if you have a Twitter account, a Youtube account, some flyers or a can of spray paint: if you are capable of getting any kind of message out there, you are able to directly influence the mechanism of your oppression.

You are able to inform people that they are being lied to, you are able to explain why, and you are able to point them to where they can find more information.

This is extremely empowering. You do not need to wait around hoping that some bombshell piece of information makes it past all the various security checks and spinmeisters and triggers a real social awakening. You canbethat information. You can become a catalyst for that awakening.

The key to turning this ship around does not lie hidden somewhere behind a veil of government opacity. It lies in you. It lies in all of us. We can begin awakening our fellow humans right now by attacking the narrative management of the propaganda machine that sits right in front of us, unarmored and unhidden.

Iran intensifies its campaign of oppression against the Baha’i community – New Europe

The government of the Islamic Republic of Iran has stepped up its pressure on the countrys Bahai community by preventing members of the faith from obtaining national identity cards, confiscating their property, and arresting and searching their homes.

According to the Bahai World News Service, these measures are part of the increased persecution of the Bahais community in Iran.

In the past few months, the Bahai minority in Iran no longer have the right to receive new smart national ID cards after the countrys Revolutionary Guard Corps removed the other option for religious affiliations other than Muslim from Irans new application forms.

This change has brought a series of hardships to the Bahai community, which was founded in Iran in the middle of the 19th-century. Without a national identity card, a member of the Bahai community is barred from obtaining a drivers license, acquiring a passport, and opening a bank account or transferring money.

The Islamic Republic has also seized houses and farmland from the Bahai community, most of which have been owned by members of the faith for generations.

A court has ruled that all properties belonging to Bahais in the village of Ivelsome of which they have owned since the mid-19th Centurybe confiscated on the basis that Bahai have a perverse ideology and therefore have no legitimacy in their ownership of any property, according to a report from the Bahai World News Service.

Bani Dugal, the Principal Representative of the Baha International Community, has called upon to the international community to shine a spotlight on these issues, which represent a major further deterioration

UN Special Rapporteur to Iran, Javaid Rehman, stated that the Bahai are considered unprotected infidels by the Islamic Republic.

According to UN estimates, there are about 350,000 Bahai believers in Iran, making it the countrys largest religious minority. Bahais are usually imprisoned on vague charges and denied public education on the basis of their faith.

The Bahai faith, based on Shiite Islam, believes the values of unity and equality of all people. The Bahai also believe that religion is orderly and progressively revealed by one God through the Manifestations of God,who are the founders ofmajor world religionsthroughout history;Buddha,Jesus, andMohammad. Three principles are central to these teachings: the unity of God, the unity ofreligion, and the unity of humanity.

The Polish people have fought for centuries to secure their freedom from dictatorship. In the 20th century, a short period of independence was followed by the horrors of Nazi occupation and four decades of Soviet oppression, ending in 1989, when the mass movement inspired by the Solidarity trade union successfully overthrew totalitarianism.

The years since may well have been the best in Poland's modern history. At first glance, then, it seems hard to understand why so many Poles now support a populist PiS (Law and Justice party, in its Polish acronym) government intent on undermining democracy and rule of law.

Since taking power in 2015, the PiS has pushed through a series of laws designed to bring the independent legal system under its control. The government claims its 'reforms' are necessary to speed up the court process in Poland, which is indeed too slow.

But their changes do not involve introducing the modern IT equipment and increased support staff that would solve the problem. Instead, the PiS government has focused on grabbing control over judicial appointments, a step that does little to increase efficiency but plenty for exerting political influence.

As part of this plan, the government has tried to force a mass retirement of judges, claiming that the judiciary still needs to be "de-communised". This makes no sense because most current judges were teenage students when the communist era ended.

The PiS has also instituted a new disciplinary chamber, which it says is needed to punish judges who commit offences such as drink-driving. That might be more believable had the chamber not been used almost exclusively so far against judges who have made decisions that PiS does not like.

The government's latest gambit is to put their justice minister in ultimate charge of directing which judges hear which cases - the legal equivalent of giving Manchester United the right to appoint their own football referees (help they would no doubt welcome at the moment).

Unsurprisingly, the government's relentless attempt to undermine judicial independence has generated strong protests from judges, lawyers and those who cherish the rule of law.

PiS' actions have also put it on a collision course with the EU. Having a free and fair legal system is a basic requirement of EU membership, with decisions of the European Court of Justice having to be implemented by member countries without political interference. This condition is essential to protect the integrity of the EU's rules-based system and allow its components such as the single market to function.

EU membership remains popular in Poland but could ultimately be terminated if its government continues on its present path. Although other serious penalties such as a suspension of Poland's EU Council voting rights and the withdrawal of its EU funding are more likely to be imposed in the near future.

Despite this, the fears about the government's attempts to suppress the rule of law do not seem to have reached everyone in society. PiS and its allies are still polling comfortably above 40%, a level that would preserve their solid majority in any election. The reasons for this support are various.

Unusually for a populist party, PiS does not have a charismatic leader. The party chief, Jarosaw Kaczynski, is an oddball character who claims not to have a computer and to have never opened a bank account until 2009.

He has largely eschewed the limelight since losing his beloved twin brother and political partner, Lech, in a plane crash in Russia in 2010 and his mother, Jadwiga, with whom he lived almost up until her death in 2013. Kaczynski has not occupied the role of president or prime minister since then. But through his leadership of the party he maintains considerable influence. Observers of Polish politics have described how he makes sure to put up front men and women who are unlikely to exert too much appeal in their own right and remains a behind the scenes string-puller par excellence.

Beyond its more successful cities where open attitudes and liberal politics are prominent - notably the old Solidarity stronghold of Gdansk - much of Poland remains socially conservative. Traditionalist Catholicism still has a stronger presence here than perhaps anywhere else in Europe. Critics have accused PiS and its supporters of playing on this expertly, stirring up prejudice against foreigners and sexual minorities in order to strengthen the party's position.

To do so, they makes full use of the other anti-democratic measures the party has enacted. Since PiS took office in 2015, Poland has fallen from 18th to 59th place in the world press freedom index compiled by the independent watchdog Reporters Without Borders.

One significant reason for this slump was PiS' seizure of the main public television station, TVP. Some surveys estimate that TVP is the sole source of news for 50% of Poles living in rural areas.

Media manipulation helps Kaczynski and the PiS to portray the legal profession as being part of a distant metropolitan elite who do not share the interests of ordinary Poles.

As often seems to be the case with populists of his type, there is a certain shameless hypocrisy in this. A native of the capital, Kaczynski is himself a lawyer by profession, with a PhD from the University of Warsaw.

As well as attacking judges, PiS and its supporters smear political opponents as being in cahoots with the wealthy business figures who abused their old-regime connections to prosper in the post-communist years. Marrying this array of dark propaganda to genuine economic success is part of a magic formula for electoral triumph for PiS.

While some Poles lack the time, inclination or information to grapple with the complexities of how a free and fair legal system should be run, everyone can understand the benefits of a booming economy that puts more zotys in their pocket.

The economy has grown by an annual average of 4% since 2004. Real incomes have tripled over that period. Unemployment is at a historic low of 3.2% and employers are imploring Poles to return from the shambles of Brexit Britain to fill vacancies at home.

This success predates PiS' current term in office but power puts them in a perfect position to claim the credit. And some credit is deserved because they have gone much further than merely maintaining what they inherited.

Last year, Poles under the age of 26 years old who earn less than 85,528 zoty a year (20,000 euros) were exempted from income tax (it is worth noting that this earnings threshold is significantly higher than the average wage in Poland of 60,000 zoty).

This follows PiS' generous "500+" child benefit policy. This programme makes monthly payments to families of 500 zoty (117 euros) for every child from the second one onwards (and for all children of poorer families). The next piece of wealth redistribution will be the implementation later this year of an extra "13th month" pension for the elderly.

Some economists are still sceptical about the cost and effectiveness of the government's initiatives. But with the economy growing strongly and the budget deficit at a record low of 0.5%, PiS can reasonably argue that its measures are affordable. And by sharing the wealth with the less well-off in ways that no recent democratic Polish government has ever contemplated, PiS can make a compelling political claim to be the party of the people.

Unless Poland's disjointed opposition parties can cohere around a similarly convincing economic appeal to the broad mass of Polish people, it is hard to see them seriously challenging PiS anytime soon.

All of which makes Kaczynski and his PiS party's determination to control every lever of power so reckless and potentially tragic.

The impartial rule of law underpins sustained economic success by ensuring that rules are respected equally, contracts are enforced and wrongdoers are punished.

Poland's economic boom is also closely tied to its EU membership status, which will certainly be damaged if its government persists in undermining the legal system. By doing so, PiS risks wrecking Poland's hard-won democracy and the genuinely popular achievements it has itself contributed to the country's current golden era.

The officials attributed the delay partly to inconsistencies in the reporting of results and stressed that it wasnt because of hacking. Weve pieced together the events that led up to what one former state Democratic official called a systemwide disaster.

Background: After a razor-close finish in Iowa between Hillary Clinton and Bernie Sanders in 2016, new standards this year required officials to submit three numbers rather than one from each of the states 1,600-plus precincts. That change, and a new app, slowed the reporting of results.

Closer look: People who were briefed on the app by the Iowa Democratic Party told The Times that it hadnt been tested properly. A spokeswoman for the state party denied that the apps failure had played a role in the delays.

DES MOINES I was in a tree.

It was November and I had been in Iowa for less than a month, and set out to profile someone who could bring Iowa to life for our readers. Rob Sand, the state auditor, pitched himself as a subject and then took me bowhunting.

That turned out to involve climbing a tree and quietly waiting for a deer. As my fingers and toes lost feeling in the cold, I thought, not for the last time: What am I doing here?

My goal was to understand the people of Iowa and the issues they care about, in addition to the candidates campaigning in the state and their volunteers, staff members and strategists.

I learned that many Democrats here want above all to beat President Trump a desire that made it extraordinarily difficult for them to choose a candidate. Some Republicans and independents wanted that, too.

I learned that cars with all-wheel drive can still fishtail in the snow and that pizza from Caseys General Store is delicious. (But no, I did not try the breakfast pizza, a particularly polarizing Iowa delicacy.)

It might be more practical, and less expensive, for The Times and other news organizations not to move reporters to Iowa before the caucuses. But there is no substitute for spending a lot of time here, experiencing the all-consuming nature of the run-up to the states caucuses firsthand.

UK to host spyware firm accused of aiding human rights abuses – The Guardian

The British government is helping a controversial Israeli spyware company to market its surveillance technologies at a secretive trade fair visited by repressive regimes, the Guardian can reveal.

The government will host the NSO Group, which sells technology that has allegedly been used by autocratic regimes to spy on the private messages of journalists and human rights activists, at the closed Security and Policing trade fair in Hampshire next month.

The NSO Group is due to be an exhibitor at the three-day fair, where police and security officials from abroad can browse commercial stalls selling surveillance and crowd-control equipment.

Around 60 foreign delegations are typically hosted by the British government to the fair. In the last four years they have included countries whose human rights records have been criticised such as Saudi Arabia, Egypt, the UAE, Oman, Qatar and Hong Kong. The identities of this years delegations are not known as they are usually announced on the opening day of the fair.

NSO has faced allegations that its technology is used to target human rights activists and reporters around the world. At least three UK residents are among those who are alleged to have been targeted using spyware sold by NSO. Among them is a prominent London-based satirist who is suing Saudi Arabia in the UK courts alleging that the Riyadh regime targeted him using malware developed by the firm.

The company is being sued in the US by WhatsApp, the popular messaging app, which has alleged that 1,400 of its users were hacked over a two-week period last year. NSO has denied the allegation.

The companys signature spyware has also allegedly been used to target journalists, including a recently revealed case involving a reporter for the New York Times who is alleged to have been targeted by Saudi Arabia using NSO technology. NSO has denied the allegation.

Last week Reuters reported that the FBI was examining whether NSO technology was used against Americans. The firm said it was not aware of any inquiry.

The annual trade fair is organised by the Home Office and the Department for International Trade. The NSO Group has attended previously.

The general public have been barred from the fairs. Whitehall memos show that the government has a strict criteria for selecting who attends and exhibits. Last year Lloyd Russell-Moyle, a Labour MP who was sitting on the parliamentary committee examining arms exports, was denied entry.

The Home Office bills the fair as THE official government global security event, offering a world-class opportunity to network with government officials and buy technology from commercial firms.

More than 300 firms, mainly from the UK, are due to exhibit their products at this years fair, which will open on 3 March at the Farnborough airport exhibition centre.

Brochures from previous years show how firms were seeking to sell equipment for many kinds of surveillance, from software that intercepts national phone and internet systems to traditional bugs that can be attached to cars or hidden in walls. Some exhibitors are promising immersive experiences to help sell their products.

Ministers are due to give keynote addresses at the fair, which is also attended by senior government officials.

In its promotional material for the fair, the NSO Group calls itself a global leader in the world of cyber-intelligence, data acquisition and analysis. It says it sells its technology to selected intelligence agencies, militaries and law enforcement organisations around the world to fight crime and terrorism.

It says it is committed to the proper use of its technology to help governments strengthen public safety and protect against major security threats.

There are three cases of NSO technology allegedly being used to target British residents. They include Ghanem Almasarir, a satirist known for mocking the Saudi royal family, Faustin Rukundo, a British citizen who is a member of a Rwandan opposition group and lives in exile, and a lawyer who is involved in a civil case against the Israeli surveillance company. NSO has said its technology is only intended to be used to fight crime and terrorism.

Martyn Day, a lawyer representing Almasarir, said: Unless the government is prepared to take a stand and make it clear that it is inappropriate for such software to be sold to oppressive regimes then we are nothing short of colluding with those very regimes in their oppression of dissidents.

A Home Office spokesperson said in a statement: The government will do all it can to help keep British people and British interests safe in the UK and overseas.
