ABSTRACT

Targeted alpha therapy (TAT) is a promising tumor therapy that can specifically transport particle to the vicinity of tumor cells while the normal cells are only slightly irradiated. Mesothelin is a highly promising molecular signature for many types of solid tumors including malignant mesothelioma, pancreatic cancer, ovarian cancer and lung adenocarcinoma etc., while the expression in normal human tissues are limited, thus making mesothelin a promising antigen for TAT. Previously we developed a theoretical model that could predict and optimize in vitro screening of potential TAT drugs. The aim of the study is construction and preclinical evaluation of 211At labeled anti-mesothelin antibodies as potential TAT drugs. Mesothelin expression of two tumor cell lines were confirmed by flow cytometry, and their radiosensitivities were also evaluated. We used two kinds of anti-mesothelin antibodies, ET210-6 and ET210-28, to construct TAT drugs. Then, radiochemical purity, stability in vitro, affinity of the conjugates and mesothelin expression level were assessed. The specific killing of mesothelin-positive cancer cells treated by 211At-ET210-28 and 211At-ET210-6 were studied via Cell Counting Kit-8 assay and colony formation assay. 211At-ET210-28 and 211At-ET210-6 revealed excellent affinity and stability in both phosphate buffer saline and fetal bovine serum environment. Radiolabeled antibody conjugates bound specifically to mesothelin-positive cells in vitro. Both 211At-ET210-28 and 211At-ET210-6 could specifically kill mesothelin-positive cells with negligible damages to mesothelin-negative cells. Our findings provide initial proof-of-concept for the potential use of 211At labeled ET210-28/ET210-6 anti-mesothelin antibody in specific killings of mesothelin-positive tumor cells.

The cry of 'prick your ears up' is a familiar sound to day-dreaming children, but until now, no one believed humans really could move their ears like a dog or a cat.

However, scientists have now found we have more in common with our household pets when we thought.

Researchers from the Systems Neuroscience & Neurotechnology Unit in Germany have found for the first time that we make minute, unconscious movements of our ears that are directed towards the sound want to focus our attention on.

The study, published in the journal eLife,measuredelectrical signals in the muscles of the vestigial motor system in the human ear.

Despite the function to move the outer part of our ears evolved out of human ancestors 35 million years ago, the brain still sends signals to the ears to try and 'prick' them up when a sound is interesting enough.

NeuroscientistProfessor Danial Strauss, who led the research, said: "The electrical activity of the ear muscles indicates the direction in which the subject is focusing their auditory attention.

"It is very likely that humans still possess a rudimentary orientation system that tries to control the movement of the pinna (the visible outer part of the ear). Despite becoming vestigial about 25 million years ago, this system still exists as a 'neural fossil' within our brains".

The researchers were able to record the signals that control the tiny movements of the pinna using a technique known as surface electromyography (EMG).

They used sensors attached to the subject's skin, to detect the electrical activity of the muscles responsible for moving the pinna.

Subjects then had two types of attention tested, with automatic reaction when we hear unexpected sounds measured by exposing them to noise at random intervals while they silently reada monotonous text.

Goal-oriented attention also caused ears to 'prick'; to test this,the participants were asked to listen to a short story coming from one laterally positioned speaker, while ignoring a 'competing' story from a speaker located on the opposite side.

Professor Strauss said this research could help with the development of better hearing aids.

He explained: "These devices would be able to amplify the sounds that the wearer is trying to hear, while suppressing the noises that they are trying to ignore. The device would function in a way that reflects the user's auditory intention."

Heading to the newly reopened Las Vegas Strip?

The choice of places to grab a drink and eat, if you have a large party may shrink substantially beginning late Friday under new coronavirus restrictions announced by Nevada Gov. Steve Sisolak late Thursday.

Bars are returning to Phase 1restrictions under the state's reopening plans at 11:59 p.m., PDT meaning those without food have to close except for curbsidepick up where applicable. Nevada is the latest in a series of states to pause or rollback reopening plans.

Restaurants must close their bar areas, even if they have tabletop video gaming machines, andcan no longer serve parties larger than six people inside. Restaurants can still serve alcohol but for now, you can't grab a drink at the bar while you wait for your table.

"We know that COVID-19 can easily spread when people are congregating for long periods of time, like inside a bar,'' Sisolak said in announcing the new measures. "In states where we have seen significant spikes, such as Arizona, Texas and Florida, they have all taken actions to roll back bars.Recently,Dr.Fauci, the U.S.'s top infectious-disease expert,advised that congregating in barsposesa significant riskand is one of the most dangerous things people could do right now. We must heed his advice."

Nevada is one of 19 states whose citizens being asked to quarantine upon arrival in the New York metro area and Chicago due to its recent surge in COVID-19 cases. According to the state health department, Nevada has more than 25,900 cases and 579 deaths. The Reno Gazette-Journal, part of the USA TODAY Network, reported Friday that the state had more than 1,000 cases in the last 24 hours.

It's unclear how the restrictions will affect casino bar and restaurant operations, a staple of any visitor stay. Given the last-minute notice and Sisolak's pledge to provide more details Friday,Las Vegas' majorhotel casinos say they are still working out the details.

"We first saw the new guidelines last night, and we are reviewing them this morning,'' Caesars Entertainment spokesman Robert Jarrett said via e-mail.

A big concern, of course: The new restrictions will likely spark trip cancellations as the tourism hotspot struggles to get back on its feet after a nearly three-month closure. Casino hotels only reopened five weeks ago.

The topic of closing the bars again came up Thursday night at The Bar at Times Square, a popular piano bar at New York-New York Hotel & Casino on the Las Vegas Strip.. A guest who was there told USA TODAY the piano player told visitors to "enjoy it while you can'' since the bar would close Friday.

Asked by phone early Friday how the shutdown would affect guests at the luxe Bellagio, a customer service representative had to talk to a manager. She came back on the line and said the hotel is still awaiting clarification but added that visitors can still get drinks in the casino.

"Even though bars are closing, you can still have drinks while you're playing (casino games),'' she said.

Dream of Fight Island set to become reality at UFC 251 – Las Vegas Review-Journal

Fight Island has gone from an absurd idea tossed out by UFC president Dana White during a TMZ interview in April to a reality that will come to fruition on Saturday when it plays host to UFC 251.

Well, Danas come up with some great ideas over the years and I put the Fight Island concept at the very top of that list, UFC COO Lawrence Epstein said this week. Its been incredibly fun to take this thing from his vision to the reality of putting on four events at two weeks on Yas Island in Abu Dhabi.

Finding the location was the first challenge for the UFC, which will continue doing domestic events in Las Vegas in August, but needed a place outside the U.S. where international fighters could travel. While the marketing and social media memes stoked visions of remote locales, the insane logistics of putting together this type of event dictated a need for an easily accessible airport, modern lodging and conveniences and infrastructure for broadcasting worldwide.

It just so happened the UFC has had a longstanding relationship with a government in Abu Dhabi that had a desire to show it could stage large-scale events and prove it is open for business for all sports and eventually, international tourists. Those officials were willing to not only welcome the events, but make a hefty financial investment to show it was capable of putting together such an elaborate spectacle in the midst of a pandemic.

The emirate secured and funded 22 charter flights from four hub cities across the world, Las Vegas, London, Sao Paulo and Moscow. Those boarding the flights bound for the safe zone on Yas Island had to arrive the night before the flight and pass the first of five coronavirus tests scheduled for each attendee, from fighters to corners to UFC staff, a group that totaled 630.

Inside that 10-mile safe zone, a room quarantine period is enforced at one of seven hotels until two negative tests are administered and then face coverings must be worn in all public areas and social distancing is enforced.

The area, which is closed to the public, includes a beach, a golf course, multiple training facilities and more than a dozen dining facilities.

There is also an arena where the fights will be held and an octagon set up on the beach that can be used for training, but has become more of a photo op due to the incredibly high temperatures.

There are three medical facilities and 17 medical personnel in the safe zone. UFC officials expect 3,300 COVID-19 tests to be administered throughout the process.

Were lucky to have a tremendous partner in Abu Dhabi that has helped us with their national airline, the hotels and the extensive testing protocols and the immigration-type issues involved with international travel, Epstein said. And then the Abu Dhabi ministry of health has got tremendous experience in dealing with COVID-19 testing. Theyre really a leader in the space, so its just been incredible to partner with them and its made it, frankly, a lot easier for us.

Epstein and White both said they have heard from just about every sports league to inquire about how theyve been able to put on eight domestic events already and are now set to host four international cards over the next two weeks while other leagues struggle to gain traction.

While putting on fight cards with no pushback from players associations or collective bargaining agreements gives the UFC an edge, they are more than willing to share.

We know we will do better when baseball and basketball and hockey and all the sports are up and running because there is a synergistic effect associated with getting promotion off other sports, in particular with our broadcast partners, Epstein said. So, whatever weve done, we consider it open source code and we are sharing with everybody because we want everybody in the sports and entertainment landscape to get back on their feet as soon as possible.

Saturdays pay-per-view event, headlined by a welterweight title fight between Jorge Masvidal and champion Kamaru Usman, will be followed by televised cards on Wednesday, July 18 and July 25.

Henry Ruggs III leads all rookies in receiving yards

This achievement may require some wishful thinking but based on the expectation that Henry Ruggs III will be the Raiders number one receiver as of Week 1, it is a realistic one. Ruggs was never the number one receiver in his years at Alabama but was able to capitalize on his lesser targets with some huge averages.

Over three years, his average reception was 17.5 yards thanks to his incredible speed and quickness that let him turn a 5-yard slant in to a 50-yard touchdown. If his targets go up as expected, then his yardage totals should as well.

In 2019, 56 rookie receivers recorded at least one catch and Tennessee's AJ Brown led them all with 1,051 yards over 16 games. Hunter Renfrow incidentally was 7th and outperformed many of his fellow rookies who were drafted before him.

Since 2010, only eight rookie wide receivers have eclipsed the 1,000 yard mark so if Ruggs wants to achieve this milestone he will need to be at his best. He will also need to outperform the 34 other wide receivers drafted and the countless others who will catch passes as undrafted free agents.

In his three years at Alabama, Ruggs's highest total was just 740 yards over 14 games but as mentioned, he was not the number one target or WR with the Crimson Tide. This should not be the case in Las Vegas as he joins a team desperate for true number one receiver.

Leading all rookies in receiving yards may be an unfair expectation to place on Ruggs but with high draft picks comes high expectations.

OSHA reports finding greater compliance with COVID-19 safety rules – Las Vegas Review-Journal

Fifty out of 56 businesses passed a second check this week after receiving warnings for not complying with COVID-19 safety requirements, state officials said Thursday.

Nevadas Division of Industrial Relations Occupational Safety and Health Administration reported earlier this week that Southern Nevada businesses showed a 66 percent compliance rate with public mask-wearing mandates after Gov. Steve Sisolaks June 26 order.

That was an improvement from the 49 percent compliance rate OSHA reported last week.

Between Monday and Wednesday, OSHA officials visited 56 businesses that previously received notice for possible noncompliance with measures such as face covering and social distancing requirements, the agency said, and found an 89 percent compliance rate on the second go-round.

During each visit, officials made observations at the businesses and compared them with OSHA guidelines and the governors directives, Nevada Department of Business and Industry spokeswoman Teri Williams said.

That included checking to make sure physical distancing requirements were followed or enforced and that employees wore masks while interacting with customers and warned those customers that masks were required before entering.

Williams said officials also factored in the odds of spotting an employee or customer who may be exempt from mask requirements in their observations, based on a reasonable expectation and the specific circumstances at the business.

Businesses received a warning if OSHA officials found evidence of noncompliance during the first visit and information on possible penalties for continued problems, the agency said.

Penalties are assessed based on the violation and the situation but can reach up to $134,940 per violation if businesses are found to demonstrate a willful indifference to the health and safety of their employees.

If investigators find serious persistent violations, businesses can be fined up to $13,494 for each instance.

Since the initial observations began in late June, OSHA officials have found 85 percent compliance in Northern Nevada and 72 percent compliance in Southern Nevada over the course of 1,564 initial visits statewide.

Details of noncompliance investigations, such as business names and locations, are confidential, OSHA said, but can be released after the cases are formally closed.

Several visited sandbar party and tested positive for COVID-19 – Traverse City Record Eagle

RAPID CITY Health officials have identified the weekend-long Torch Lake sandbar party and a period of time at a local casino as possible exposure sites for the pandemic disease caused by the novel coronavirus.

Officials at the Health Department of Northwest Michigan on Friday announced several people who tested positive for COVID-19 indicated they participated in the parties at the Torch Lake sandbar during the Independence Day holiday weekend.

However, those infected could not identify everyone with whom they came into close contact as part of the case investigations, officials said.

"This situation reminds us of how important it is to take precautions such as avoiding large gatherings whenever possible especially without social distancing and masking," said Lisa Peacock, the department's health officer.

The possible exposure period at the Torch Lake sandbar is the duration of the holiday weekend. Anyone who attended the festivities there is advised to monitor for symptoms of COVID-19 and potentially seek testing.

With three law enforcement entities policing the party, Antrim County Sheriff Dan Beale said enforcing social distancing at the annual party that draws thousands wasn't possible.

"What do you expect to happen when you have that many people?" Beale said. "People have been cooped up for so long and individuals were willing to take the chance whether they would get sick or not."

The almost-certain presence of the virus was the reason Beale said the department did not have officers walking the sandbar to patrol like they have had in year's past.

Brandon Nichols, owner of Dockside Bar and Restaurant on Torch Lake, said his business was back open that day after being closed out of caution for extensive cleaning.

It came with a change, however, as he said his staff made an effort to sanitize and limit the restaurant's capacity, beyond what they've done so far this summer, that Saturday in particular.

"As far as the sandbar goes, we were worried about that coming into the summer," Nichols said. "There's really no way to stop that many people going down there."

Additionally, the Grand Traverse County Health Department announced a possible COVID-19 exposure at Turtle Creek Casino during the recent weekend.

Anyone at the blackjack tables at the casino in Williamsburg between 8 and 9:15 p.m. on July 5 should also monitor for COVID-19 symptoms and both seek testing and quarantine should any develop.

Casino security workers confirmed the guest who tested positive for the disease was temperature tested at the door and wore a mask for the duration of their visit.

"While exposure to our employees and guests is limited because of our mask requirements, plexi-shield precautions, social distancing, continual and deep cleaning, and maximized ventilation systems, we want to inform the public as soon as possible to ensure safety on everyone's behalf," said Michael Schrader, the casino's chief executive officer, in a released statement.

He said casino workers are working with health department officials for contact tracing.

The Michigan Department of Health and Human Services announced 612 new cases of COVID-19, the states most since May 20. On Wednesday it announced 610 cases.

MDHHS did not report any deaths within the last day for the second time in a week. The 15 deaths announced were through the process of a vital records review.

Just 35 deaths were announced this week, the lowest 7-day average of the pandemic, outside of those attributed to a vital records review.

Regionally, 11 cases were announced. There were four cases announced in Grand Traverse County, two in Emmet County and one in counties of Crawford, Manistee, Missaukee, Montmorency and Roscommon.

On the same day the Health Department announced community exposure sites at the Sandbar party, the Governor signed an executive order on Friday, reiterating a previous order that masks are required to be worn in enclosed public spaces in order to limit the spread of COVID-19. It also added the requirement to wear a mask in crowded outdoor areas.

For any business that is open to the public to refuse entry or service to people who refuse to wear a face covering, with limited exceptions. Businesses now must post signs at all entrances instructing customers of their legal obligation to wear a face covering while inside.

Similar orders have been filed by several city, county and state governments nationwide.

The Governor faced questions from reporters in a state press conference on Thursday criticizing the enforcement of the states prior mask order.

We do actually have penalties under the law, the problem of course is making sure that we are enforcing and have compliance, Whitmer said. That relies on assistance at the local level, and I think as we see our numbers continue to rise that locals are going to get more active in assisting on this front.

Nichols said he thought his restaurant would get pushback when the initial mandate went into effect, requiring patrons to wear masks until they reached their tables.

That's not been the case, he said.

"It's been really cool because everyone's kind of just doing their part," Nichols said. "Everybody has had a little bit of a wakeup call. We're kind of a bit in no-mans-land and everybody was like 'okay, it's real, we need to be safe, we need to protect ourselves and we need to protect other people."

The executive order takes effect at 12:01 a.m. on Monday, July 13.

On July 2, Texas Governor Greg Abbott issued an executive order mandating the wearing of face masks across the state, whether indoors or outdoors, when six feet cannot be maintained between people. In the governors decree, he cited a rise in Covid-19 cases, a rise in test positivity and a rise in hospitalizations as justification to force people to cover their faces in public.

The move is not only a violation of the civil liberties of all Texans. Abbott may have based his executive order on inaccurate information about a rise in Covid cases due to the Texas State Department of Health Services changing the definition of what constitutes a Covid case.

Thanks goes to Collin County Judge Chris Hill for blowing the whistle on what appears to be a move in mid-May to redefine what was a Covid case to open the door to a massive increase all to match the mainstream media line that a second wave was on the way.

In a Commissioners Court hearing for Collin County on May 18, it was revealed that while previously the determination of a Covid case was a confirmed test result, the definition was suddenly changed to count probable cases as cases. At the same time, the threshold for determining probable was lowered to a ridiculous level.

As Judge Hill said at that May 18 meeting, If you have a subjective fever and you have a headache and you live in Collin County, you now meet the qualifications to be a probable COVID patient. It is remarkable how low the standard is now.

Even worse, once a probable case was determined based on possibly unrelated subjective criteria, up to 15 people in possible contact with that probable case were also listed as probable cases. And probable cases were considered cases.

Repeat that farce across Texas and is it any wonder there was a spike in cases?

Also, Governor Abbotts claim that hospitals were being over-run by Covid patients was refuted by the Houston hospital directors themselves, who said they were nowhere near actual capacity and in fact were about the same level as they were last year.

The basis for Abbotts unconstitutional executive order has been shown to be false. Will he admit his mistake?

It is encouraging to see so many local and county officials across Texas announcing they will refuse to enforce Governor Abbotts unconstitutional face mask order. Thankfully, the spirit of freedom and love of liberty is still alive in Texas.

The second wave is driven by propaganda. Across the country, Covid testing increased from about 150,000 to more than 700,000 per day. You cant drive through Houston without seeing a flurry of signs advertising Free Covid test! Results in 15 minutes! Last week, Reuters reported that tests shipped around the country by the federal government were contaminated.

Deaths from coronavirus even the deaths with coronavirus rather than deaths from coronavirus are down more than 90 percent since the peak in April. The decline in deaths continues. That means we are closer to the herd immunity that will finally kill this virus. Yet, Governor Abbott and others across the country see this as a reason to lock the country back down.

What that statistic wont tell you is that while overall arrests are down, the number of arrests for women has increased by 750 percent since 1985.

Since 1970, the number of women in U.S. jails has increased 14-fold, according to the Vera Institute of Justice.

Ohio is on course with the national trend.

There are 4,500 women in Ohios prisons today with many factors contributing to the spike in incarcerated women. They all stem from the criminalization of womens and girls responses to abuse and trauma.

To understand the landscape of the criminal justice system and women, we need to have a bit of cultural and historical context.

We have far to go to get beyond performative actions, but we cant ignore collective enlightenment in recent years.

Black Lives Matter, Pride and MeToo Movements have all been critical in our duty to ensure a world where justice and privilege arent inextricably linked.

However, these revelations havent translated into widespread criminal justice reform.

Starting in the juvenile justice system, incarcerated girls are most often locked up for truancy and running away from home, according to a report by Prison Policy Initiative. These are common responses to abuse.

When we look closer, we see that Black girls are more likely to be incarcerated than white girls.

This is largely attributed to the adultification of Black girls.

Black girls are seen as older and more responsible than white girls.

This stems from years of enslavement in America when white children were allowed to be kids, while Black children particularly Black girls were already in caretaker roles and bearing children, often against their will.

A staggering 80 percent of women in prisons in the United States today have endured abuse of one or multiple forms.

Coping mechanisms include violence against an abuser, substance abuse, depression, rage, and self-harm, among so many others.

These behaviors dip into the territory of criminal activity in small, incremental, tragic, or life-changing ways. But instead of mental health services that prioritize healing, women and girls are met with punitive measures.

According to the Sentencing Project, more than 40 percent of women experiencing incarceration in this country is due to drug charges. The war on drugs has ravaged the Black community for my entire lifetime. Today, it is also being used as a tool of mass incarceration to target women, many of whom are also the victims of crime themselves.

While the value of women is so often unfairly couched in her proximity to a man, it is impossible to ignore that 70 percent of incarcerated women are mothers.

For that reason and many others, the war on drugs and the abuse to prison pipeline are also a war on the well-being of our nations families, children, and the future.

Militarised Criminal Networks in Mexico and the Challenges They Present to theMilitary and Police

The Background

Last year, in discussing Australian Armys contribution to Defence Strategy as a part of Accelerated Warfare, the Chief of Army Lieutenant General Rick Burr stated, Army must contribute to managing or resolving contests before conflict starts. This includes understanding that everything Army does and who Army is people, culture, training, regional partnerships, and joint and interagency contributions all contribute to success in competition. Military Police, as the expeditionary provider of land based policing effects in support of Australian Defence Force (ADF) operations, are uniquely placed to provide a strategic effect through regional partnerships and interagency capacity building to support the types of resolutions Lieutenant General Burr speaks to above.

The 1st Military Police Battalions May edition of the Warrant Officer Class One Ken Bullman OAM lectureseries discussed militarised criminal networks, presented by Dr John P Sullivan. Dr Sullivan, a career Police Officer and former Lieutenant in the Los Angeles Sheriffs Department also specialises in emergency operations, counter-terrorism and intelligence. He is an instructor at the Safe Communities Institute as a part of the Sol Price School of Public Policy at the University of Southern California, a Senior El Centro Fellow at the Small Wars Journal and a Member of the Scientific Advisory Board of the Global Observatory of Transnational Criminal Networks. Dr Sullivan discussed the criminal threat in the context of the ongoing Mexican drug wars, and the challenges presented to both the military and civilian police.

The history, intricacies and specifics of the Mexican drug war are complex; much study and writing has been devoted to this topic. The reader should acknowledge that this topic cannot be summarised entirely into a single paper or one hour talk, but note that a multitude of further readings are provided at the end of this document for those interested in this dynamic situation.

The What

Mexico is a contemporary depiction of what is being defined as a criminal insurgency which has plagued the country since late 2005. Authorities in the region estimate that upwards of 40% of the country suffer chronic insecurity, characterised by homicidal violence, kidnappings, a significant death rate and high levels of population displacement. While Mexico is not widely considered a failed state, there are clear examples of sub-state failure with a multitude of non-permissive areas that are not under control of the legitimate state and have been contested for many years. The evolution of organised criminal networks, otherwise known as the cartels in this context, in Mexico can be described in a three generational model focusing on three metrics: the degree of political activity undertaken, the internationalisation or level of global reach, and level of sophistication in the establishment of alliances, conduct and the use of high-end technology. The motivation for criminal activity, regardless of its complexity, still remains as profit and power.

Cartels have evolved over time through three phases of evolution. The first-phase cartels, exemplified by the Medelln cartel, began in Colombia during the 1980s and arose as an outcome of increasing demand for cocaine. The first in Mexico however was the Guadalajara cartel, founded by Miguel ngel Flix Gallardo, a former federal police officer who worked for drug traffickers brokering the corruption of state officials. The Cali group, a second-phase cartel that emerged in the late 1980s, is a more subtle group with a distributed network organisation and decentralised leadership. The lack of a distinct figurehead or chain of command creates organisational clusters that are difficult to identify and target, similar to non-state actors observed in counter insurgency operations. These types of criminal groups are sophisticated in their illicit activities as they rely on corruption, rather than violence, to achieve their end state. A third-phase cartel type exemplified by global connections and criminal enclaves is confronting the state in Mexico. These cartels interact with a range of gangs and criminal enterprises, including street gangs, global mafias, and prison-street gang complexes. Like cartels, gangs can evolve over time from local turf gangs in the first generation to market gangs in the second. The third generation gangs, which rose to prominence in the 1990s, are cross-border or transnational mercenary gangs with the power and financial acquisition aspirations to act as a shadow criminal state. A third-generation gang has evolved political aims to secure its position and operates at the global end of the spectrum, using its sophistication and network to garner power and financial resources, and engage in military-type activities.

Ultimately, these cartels and gangs will always have a relationship with the state that will vary with time, place and severity. In the first instance, cartels will seek to avoid the state for a variety of reasons, including to avoid imprisonment; however they will use the prison system to recruit and train members. When avoidance tactics do not work, they attempt to co-opt or corrupt the state. One such example is Flix Gallardo, who, as a former federal police officer, was known to bribe and extort government officials. When these avenues fail, cartels will challenge and confront the state with military-like force, as is the case in Mexico now. Such brazen challenges to order have created failed communities by straining government capacity, overwhelming both police and the legal systems and perhaps most critically, challenged the legitimacy of the state in the eyes of the local population.

As the country has increased its efforts to combat the war on drugs since 2006, conflict between the Mexican police, military, cartels and various criminal elements has resulted in the deaths of 200,000 people and have challenged the states authority and legitimacy. This situation shows no signs of slowing down. The month of April 2020 has been the deadliest yet, despite the ongoing pandemic, with 105 homicides recorded on 19 April 2020 alone.

When the state cannot provide goods and services to the community due to the actions of the gangs and cartels, the cartels act as surrogate governments. They will extract resources, charge street taxes and dominate the economic sector. They achieve this by establishing small businesses and using violence and corruption to compete with legitimate businesses, thus achieving their goal of dominating the region both economically and eventually politically.

So What?

Clashes between the cartels and the state leads to insecurity in the country and the region. Corruption fuels the insecurity and is exacerbated by the violence. In many areas, the cartels operate with multifaceted violence that creates such a drain on state resources that the legitimacy of the state is threatened. The cartels employ conventional and unconventional military tactics including: armed assaults; targeted assassinations; ambushes; raids; blockades; combined arms assaults; and the use of crude car bombs. These actions are amplified with brutal messaging techniques including hangings from bridges, beheadings and dismemberment. Messaging is often affixed to corpses left in public places as a way of shaping the population towards their political goal. The cartels show adaptation and drive their own innovation in tactics, techniques, and procedures. Thus, criminal insurgent behaviour poses major strategic challenges for those attempting to bring stability to the region. The biggest difference between what military forces train to defeat and the criminal insurgency is a strategic one: the criminal insurgents sole political motive is to gain autonomy and economic control over their territory in what becomes a Narco State.

Policing in such situations is complex. As counterinsurgency teachings illustrate, the military establishes the conditions for stability and order to then transition social control to civil police or transitional gendarmerie or police forces. The level of corruption and militarisation in Mexico makes this impossible as the country is in a state of on-going, high intensity criminal violence: police and the military are equally challenged by criminals and gangsters who operate with near impunity. This is compounded by the challenge of operating within a failed and compromised community, led by corrupt officials and a multitude of security leaks. To effectively operate in this environment, both police and military forces need to rapidly evolve and employ new skills across the tactical, operational, and strategic levels.

Now What?

The requirement to conduct Law Enforcement operations to counter criminal activity is present in all theatres of operations; however if a criminal insurgency presents itself, the ADF needs to be able to pivot to take a greater role in Law Enforcement and adjust between permissive community patrols and non-permissive combat. The ability for soldiers on the ground to operate at opposite ends of the force continuum and transition immediately as the situation presents itself is vital in order to be truly effective. Supplemental investigations would prove effective in feeding the intelligence cycle in a full-spectrum policing effect. This skill set is largely absent among civil police in Mexico, but is essential for countering the level and intricate threat presented in the region.

As the ADFs expeditionary policing capability, the 1st Military Police Battalion is uniquely positioned to contribute to such a mission. At the tactical level, due to the inherent combat survivability, the 1st Military Police Battalion has the capacity and the capability to integrate with combat force elements to provide law enforcement effects and to contribute to host nation police capacity building. The 1st Military Police Battalion also has an existing and developing network with organisations such as the Australian Federal Police, thus enabling the ability to contribute to a Whole of Government approach at the national strategic level. Military Police are able to support the political legitimacy of the host nation in the context of the three generational models metrics as discussed above through the existing legal framework; however should be empowered through other legal instruments such as Memorandums of Understanding and Status of Force Agreements.

Mexico as a case study is an excellent opportunity to explore criminality in the battlespace and how criminal activities, when not addressed effectively, can become strategic wicked problems. It also provides the opportunity, as Military Police, to explore the potential to adapt, modernise, and prepare for an often underestimated consequence of warfare, the security vacuum.

White House drug czar Jim Carroll toldPoliticoearlier this week that an Office of National Drug Control Policy analysis findsan 11.4 percent yearoveryear increase in opioidrelated overdose deaths during the first four months of 2020. Kentucky has seen a25 percent increase in overdose deaths during the first four months of this year, and West Virginia saw a50 percent increase in deaths since the beginning of the year. The data are incomplete at this point, and not all states have reported in.

Mr. Carroll attributed much of the increase in the overdose rate to anxiety, social isolation, and depression resulting from the COVID-19 pandemic. But he also noted that, after aoneyear pause in 2017, the overdose death rate resumed its climb inlate 2018 and 2019. And methamphetaminerelated deaths have been surging for the past few years.

Researchhas shown that overdose deaths from the nonmedical use of licit or illicit drugs have been on asteady exponential increase since at least the late 1970swith different drugs predominating at different periods. And there is no evidence the trend is slowing.

While it remains popular to attribute the opioidrelated overdose crisis to doctors prescribing pain relievers to patients, the evidenceshowsthere is no correlation between prescription volume and the nonmedical opioid use or opioid use disorder.

To be sure, the COVID-19 pandemic is exacerbating the situation. People with substance use disorder need to feel connectedness with others as well as themselves to overcome the problem.Isolation, loneliness, and the anxiety and depressionassociated with quarantines, lockdowns, and the resultant economic dislocations are the opposite of what people suffering from addiction require.

Add to that the fact that the pandemic response hashampered the smooth operation of harm reduction programs, despite efforts to mitigate the disruption with the temporaryrelaxationof many federal regulations. And the Substance Abuse and Mental Health Services Administrationreportsthe sobering fact that many first responders are reluctant to respond to overdose calls with the antidote naloxone, fearing they may contract COVID-19 during the resuscitative process. Of course, this is yet another argument for having the Food and Drug Administration reclassify naloxone asover the counter.

But it should not go without notice that many chronic pain patients have been unable to follow up with their physicians, whose offices have been closed (or office hours restricted) in order to reduce the spread of COVID-19. And many elective procedures to treat or eliminate these painful conditions have been postponed or cancelled because of blanket bans on elective procedures. This was discussed at aCato onlineeventin May. In desperation, many patients might be seeking relief in the dangerous black market fueled by drug prohibition.

Speaking of prohibition, the drug czar told Politico that the pandemic response has caused Customs and Border Patrol agents to reduce screening for drugs smuggled across the border.

The effect of the COVID-19 pandemic on substance use, substance use disorder, and overdose deaths must not be ignored or underemphasized. But, at the end of the day, thedriving forcebehind overdose deaths has always beendrug prohibition. Andso it will remain, until it is repealed.

My Turn: Dean M. Esserman: Time to rethink what we ask of police – The Providence Journal

Blue is my favorite color. It has always been, since I was a child.

For 25 years, I have proudly worn the blue uniform as the police chief in four police departments: New York State MTA, Stamford, Providence and New Haven. I now serve as the senior counselor of the National Police Foundation.

I am also the father of a daughter and two sons, one of whom is white and the other is Black. They are treated the same when they are inside my home, but not once they walk out the door.

Use of excessive force by police officers, only some of which is captured on video, is unforgivable.

Almost always, its a blue uniform using force and a Black man receiving it. And now a call has risen in communities across our nation to limit the police, to protest the police and to defund the police.

We cannot be deaf to these cries, nor dismissive of them. They are the voices of people demanding to be heard. We would do well to remember the word of James Baldwin many years ago when he cautioned: "Not everything that is faced can be changed, but I know that nothing can be changed until it is faced." The issue of the legitimacy of American policing is being questioned. This must be faced.

Recent events beg us to pause and reflect on why we have police.

American police departments trace their history back to the founding of the London Metropolitan Police. In 1829, all members of the Metropolitan Police received a manual authored by Sir Robert Peel in which he identified the nine principles of policing. The principles opened with the following two: 1) To prevent crime and disorder, as an alternative to their repression by military force and by severity of legal punishment. 2) To recognize always that the power of the police to fulfill their functions and duties is dependent on public approval of their existence, actions and behavior, and on their ability to secure and maintain public respect.

American policing was founded on Peels guiding principles. Policing in our country was never a national effort; rather it took root in every town and county, established by local ordinance.

We are at risk of losing the consent of the people and, in particular, people of color in our country.

The badge and the blue uniform no longer automatically confer trust and legitimacy to many Americans.

The responsibility for this mistrust falls on many of us over many generations. Some of it goes back to years of enforced segregation in all of our institutions and some of it goes back to what America asked of its police. The police were asked to lead the fight in the War on Crime and then later in the War on Drugs and willingly accepted. Asked to regulate the speed of cars and traffic laws, asked to break up fights and disturbances on the streets and inside of citizens private homes and monitor and control demonstrations. And primarily in Southern states, asked to be slave patrols and preside over lynchings. They were asked to enforce the segregation laws. And they willingly accepted that as well.

Today, the police are being asked to address homelessness and a mentally ill person in crisis. All willingly accepted. The police in every community have become the agency of last resort. America can call 911 for any problem. The police can legally use force and the threat of force to gain compliance. They can arrest.

We must rethink what we have asked. As Peel warned in 1829, "to recognize always that the power of the police is dependent on public approval of their existence, actions and behavior and to maintain public respect." We would do well to remember his words.

The road ahead is still long, but in Providence, I can see blue sky ahead.

Antifa, YPG/PKK ties threaten national peace in West – Anadolu Agency

Many Western countries support the idea of backing the YPG/PKK in Syria but Turkish officials reject aiding a terror group to beat another, ISIS/Daesh.

A recent report released by the Turkish National Police Academy warned that countries of origin might face serious security challenges once foreign fighters in Syria return home.

The YPG is the Syrian offshoot of the PKK terror group that has the blood of tens of thousands of Turkish citizens on its hands.

But warnings by Ankara have fallen on deaf ears and the YPG continues to recruit more and more foreign fighters.

The report written by academics Murat Tinas and Ahmet Demirden cautioned the international community against the possible tragic outcomes of the return of these foreign fighters.

Anti-racist demonstrations in the US following the death of an unarmed Black man George Floyd under police custody in the US in May, and related violent incidents could serve as a wake-up call for Western countries as citizens of some of them went to Syria to fight for the YPG, including affiliates of Antifa, a far-left group with sympathizers across the globe.

US President Donald Trump said on May 31 that Antifa would be designated a terror group after he accused it of inciting protesters who fueled violent confrontations between police and demonstrators.

Whether the presidents argument is true or not, there is an overt fact: Affiliates of far-left and right organizations have a presence in the Syrian conflict and they might pose a serious threat to national security systems once they return home with combat experience and traumatic disorders.

The 54-page report -- titled Foreign Terrorist Fighters in PKK/YPG in Syria: Violent Extremism Backfires -- shed light on how foreign fighters recruited by the terror group could cause significant backlash when they return home.

It said Trump's statement might sound like something new to Western audience but Middle East observers are not alien to the possible threat growing out of the return of foreign fighters.

According to the report, the PKK and its affiliates in Syria have recruited many individuals of far-left organizations, including Antifa groups operating in European countries along with the US, Canada and Australia.

"Some Antifa adherents have ideological similarities to the PKK and its offshoots in Syria -- PYD, YPG and YPJ. Since the rise of terrorist organization Daesh [ISIS] in Syria, there have been reports that many far-leftists including Antifa elements joined the YPG as foreign terrorist fighters (FTFs). Especially under the protection of the international coalition assisting the YPG on the pretext of fighting Daesh, these FTFs received significant training and combat experience in the conflict zone," it stated.

When the flow of FTFs was reversed and they became returnees in their home countries, the risk they pose also became more visible.

Regardless of their ideology or the groups they join, they can plan, direct or conduct terrorist attacks, create new terrorist organizations, radicalize and recruit new terrorists, according the report.

Potential to cause mass casualties due to actual combat experience

FTFs gain first-person combat experience and might witness a killing or themselves kill others amid clashes, according to the report.

And they may suffer severe traumatic conditions that pave the way for further radicalization in their cause, constituting a great risk for native countries.

Their numbers, combat experience and the offences that they commit in the war zone all remain mostly unknown; and therefore unmonitored.

In this regard, the potential risk that they pose to their countries of origin upon their return requires considerable attention, the report stated.

"The threat perception related to returnees is very high. Indeed, the involvement of returnees in terrorist attacks in their home countries is interestingly limited in numbers, yet even a small number of returnees have the potential to cause mass casualties because they have actual combat experience," it added.

One might assume the YPG/PKK terror group appeals only to far-leftist militants given the fact its ideology revolves around radical left perspective.

But the report argues that it is far from the truth as the YPG/PKK also recruits militants with far-right ideology by using persecution of Christians and other minorities by the Daesh/ISIS terror group as a pretext.

They utilize different narratives based on their ideologies, for instance, far-left terror groups create anti-fascist narratives whereas far-right groups craft anti-communist narratives, the report noted, adding the two groups could build unexpected allegiances and exploit the same tragic public event to promote their narratives, referring to the death of Floyd as a possible example.

The authors argued the foreign fighters presence in Syria did not just come out of the blue as international media outlets and states glorified the YPG/PKK fight against Daesh/ISIS, while ignoring the fact that its branch in Turkey is an internationally recognized terror organization.

Also, the PKK terror group can freely have a presence on social media and appeal to foreigners for further recruitment while depicting itself as freedom fighters in an attempt to justify their acts of terrorism.

"Another important factor for foreigners in the YPG is the glorification of YPG militancy in international media.

The act of volunteering with the YPG was not only perceived as harmless in international media but also framed as an act of bravery for various political reasons," it added.

The PKK has been prosecuting a terror campaign in Turkey for more than three decades and is responsible for the killing of 40,000 people, including women, children and infants.

It is designated a terror group by Turkey, the US and EU, however, the global community apparently does not adopt the same attitude toward the YPG which enjoyed support from the international coalition during the Syrian civil war.

The YPG/PKK today controls vast swathes of territories in northern Syria and controls a significant amount of oil fields.
