BFI STANDARDS NOT THERE ON INEQUALITY: The British Film Institute's diversity standards are lackluster, according to a new report that looked at 235 films that passed their criteria. The standards have been adopted by BBC Films, Film4 and BAFTA, but a study found that 50 percent referenced race or ethnicity as a factor in their story/content, compared with 63 percent for gender. Just 40 percent of projects cited race/ethnicity in off-screen employment, compared to 71 percent for gender. "This report acknowledges that the BFI Diversity Standards is an evolving concept and to this end, has performed as a crucial intervention in policy approaches to diversity in the film sector from 2016," the report surmised. "The Diversity Standards represents the most ambitious and wide-ranging attempt to respond to the issues of diversity with the sector. However, this research reveals a number of issues and area for improvement with both its methodology and uptake."

Leila Slimani’s New Book Reckons With Sex in the Arab World – ELLE.com

Moroccan-born, Paris-based author Lela Slimani uses writing to take the cultural temperature. Her first novel (published in English as Adle) examined sexual addiction in a twist on the Dominique Strauss-Kahn debacle. Her follow-up, The Perfect Nanny, unpacked social hierarchies and was inspired by the true story of a caregiver who killed her young charges. It was a widely translated bestseller and won the prestigious Prix Goncourt in 2016.

Sex and Lies: True Stories of Women's Intimate Lives in the Arab World

Slimanis latest work, Sex and Lies: True Stories Of Women's Intimate Lives in The Arab Worldpublished in 2017 in France and translated into English this year with a new prefacecompiles firsthand accounts of repressed desires and forced discretions, collected while on a Moroccan book tour in 2015. Slimani relays the stories alongside her own impassioned commentary: a call-to-arms for legal reform in Morocco and a reset of antiquated, misogynist values that drive people to dangerous duplicity. One of the women interviewed, a doctor and theology researcher, summed up the situation thusly: We are fed a zealots diet of Islamic discourse of whats halal and whats haram and which, while claiming to cover women up, manages to effectively hyper-sexualize them.

Moroccos punitive laws regarding virginity (Article 490), marriage (Article 491), heteronormativity (Article 489), and abortion (Article 449) are anchored in traditions that dont match modern-day conduct and relationships. The laws act in service of a morality thats both penny-pinching and vague, Slimani states, and are upheld arbitrarily. People are sick of the injunction to lie about their private lives, she writes, which only engenders violence and confusion, inconsistency and intolerance.

In the book, out in the U.S. today, Slimani thoroughly explores the ambivalence of North African countries to confront these issues. Below, she discusses the socialization of shame, the new wave of ambition young women, and how her anger prevents her from ever feeling defeated.

Right now, the most important thing is to change the laws. It would be a utopia to think, "First we wait for society to be ready for this change"I don't believe that. We need first to change the law and then society will accept the situation. Because right now it is an emergency. Every day there are 600 abortionsillegal, of course. There are so many rapeswithin marriages, of young girls who don't dare go to the police because they are in fact more afraid of their own families and how people are going to look at them.

When the journalist Hajar Raissouni was arrested at a clinic, along with the medical staff tending to her, it was a huge scandal in Morocco. A lot of people defended her. My friend Sonia Terrab, a director and writer, and I decided it was important to shed light on the hypocrisy of Moroccan society, and even more so on the Moroccan government. This is the paradoxit is impossible to apply these laws. Because they know that we are all outlaws. We have sexual intercourse while not being married. We have abortions.

When we published the manifesto, we were surprised by how successful it was; we got responses from all over. The Moroccan constitution gives us the opportunity, once we have 15,000 signatures, to propose a change of the law to parliament. Thats exactly what we did. Now, with the virus, the parliament is closed; but when everything starts up again, we can continue to fight.

What makes me optimistic right now is that the best students in Morocco are young women. I spoke with many, and they all tell me the only solutionthe only way to be emancipatedis by studying. The truth is a lot of parents, especially fathers, are very proud of their daughters; more than of their sons. Boys can go out, but the girls are at home studying. If they become doctors or lawyers, its upward social mobility that reflects well on the family. I think this generation of women is going to change a lot of things; they are going to educate their own daughters in very different ways than how they were educated themselves.

What is interesting is that in France, for example, people have said to me: "Oh, but I love Morocco! I go there on holidays Moroccans are so nice at the hotels I go to," or some kind of ridiculous comment.

[Laughs] I think through cinema and literature, you have more and more stories about North African women, and how they fight to gain a place in society. Thats what Im trying, also, to do with this book. I didn't just want to say: "Moroccan women are suffering." No. I wanted to say: "We want to change the situation. We are fighting every day, and we try to find ways to love, to make love, to have children or not have children."

People were impressed by the women in the book, by their strength. Many are anonymousbut some of them gave their real names, and thats a risk.

For one, there is the concept of hshouma, the idea of honor. Women have to assume the burden of hshouma all the time, ever since theyre little girls. Women grow up with this idea that any mistake she makes will have terrible consequences not only on herself but on her family and in the eyes of the neighborhood. There is this idea that you are responsible for everyone. You don't have the right to intimacy or privacy. But I think that is something very important for women: to have the right to have secrets. A woman is thought to be a mother or a wife, full of love and sacrifice for others. But its important to be able to say: you don't know everything about me. I have a secret mind.

Victor BoykoGetty Images

Exactly. When you are humiliated in your body, and people want the right to know who youre having sex with and where; you feel you have no place in society. Its very, very violent.

I also think the big problem is that we don't consider sex in terms of consent. The question around sex is not "did you consent?" but "are you married?"and if youre not, you go to jail. Sex should only be illegal based on consent. The rest does not matter.

You can't fight if you don't have hope. Im optimistic by convictionI force myself to be optimistic. I don't want to accept what the Islamists and especially the terrorists are trying to do. They want you to be afraid, to be hopeless, to think that nothing can change. I would never accept that. Never. For me, its something very subversive. Its like a violence towards them, to tell them, "I think we will win and I think things will change." I can't imagine that women will not have this freedom. It feels so important to me. Of course Im full of hope.

Britons tip the work-life balance – The Economist

Working Britons have less time for leisure than other Europeans. Covid-19 is changing that

Jul 18th 2020

FOR 23 YEARS, Richard Ramseys working life had the same essential rhythm, one that will be familiar to office workers everywhere. The hours changed, the pay changed, sometimes the job changed. But he always got into a car in the morning, spent 30-40 minutes crawling the four miles into the office, in central Belfast, and came back the same way each evening, ready to sleep and repeat. His colleagues at Ulster Bank had started to work more flexibly in recent years. But, as its chief economist, he assumed that the office was the only place he could work: he needed to be close to his beloved Bloomberg terminal.

It turns out he was wrong. In March, when covid-19 began to spread rapidly in Britain, everyone at the banks headquarters, like millions of other British office workers, was ordered home. Mr Ramsey experienced teething problems for a week, but he soon replicated his office set-up. When the office reopens, he will mostly stay at home, perhaps going in once or twice a week for meetings. He misses the camaraderie of the office, but that is outweighed by the time he saves on commuting and the flexibility to walk the dog at lunchtime. Its not going to go back to the way it was, he says.

Workers everywhere find it tricky to juggle the competing demands of work, family and social life. But evidence suggests Britons find it trickier than most of their European counterparts (see chart). According to an index produced by the OECD, a typical Briton spends roughly an hour a day less sleeping or at leisure than workers in comparable European countries. And 12% of them work more than 50 hours a weeka larger proportion than in America and nearly three times as many as in Germany. Despite all this toil, Britains productivity lags behind its competitors.

The pandemic has upended these norms. Millions of staff have been furloughed; thousands of redundancies are being announced each week. But even the majority who have kept their jobs are doing them in different places and in different ways. On July 10th Boris Johnson began encouraging workers to return to their offices, in part to revive plummeting demand for firms that depend on old working habits, such as sandwich shops. That will be hard going since, on the whole, employees are keen on working from home. According to a YouGov poll published in May by Skillcast, a compliance-training firm, two-thirds of Britons would like to continue doing so, at least some of the time.

Until now, employers were the biggest obstacles to such flexibility. Research by the European Commission in 2018 found that while Britain has among the highest share in Europe of workers who want to work flexible hours or at home, a fifth of workers who had this option had never taken it up. Roughly a third of workers said doing so was discouraged by managers or would be viewed negatively by colleagues. In many cases they were right. We did try to be flexible, says Mark Read, chief executive of WPP, an advertising giant. But there was a large feeling by senior executives that people werent really working when they were working from home.

Lockdown quickly changed that. The majority of office workers have spent the past four months exclusively at home and, according to the YouGov poll, more than two-thirds of them think they can be at least as productive as in the office. Like many bosses, Mr Read eventually wants to introduce a hybrid model, with most staff working some days in the office for collaboration and camaraderie and some at home. But, he says, the number one question Im asked in all our town halls is can we work remotely or from home more in future. The answer is going to be yes. That is partly to help retain and attract employees and partly because it could save the firm some of the 650m ($818m) or so it spends each year on office space.

If such a mixed model is widely adopted, workers will spend a lot less time in traffic jams or on crowded buses and trains. Britons spend longer commuting than people in any other European country. Londoners have it worston average they spend an hour and 20 minutes a day getting to and from work, eight minutes more than the average New Yorker. If they worked from home instead, they would save 297 hours a year, according to an analysis of official statistics by the Trades Union Congress, a labour-rights umbrella group. If they sleep for eight hours a day, thats 19 days, or three and a half working weeks.

Whatever model emerges, it will not be a Utopia. Indeed, 38% of Britons reckon it is harder to strike a work-life balance when working remotely. Things will probably improve as children return to school, but a significant minority of workers are likely to struggle, especially graduates who want to learn on the job, those whose homes are not big enough to make work pleasant and people who live on their own. A 47-year-old market researcher, who lives alone, says he is bored stupid at home. He is desperate to go back to work for a change of scenery. A gender divide is emerging. Whereas 22% of British men find working from home difficult, according to official statistics, only 13% of women do so.

But workers are already voting with their feet. A recent survey by Unilever, an Anglo-Dutch consumer-goods group, found that half of staff in countries where offices were reopening did not yet want to return. Only 8% wanted to go back to the office full-time; the rest said they would like to come in for one or two days a week. In five years time, if youre an employer that tries to implement a strict office-based culture, youre going to really struggle for talent, predicts a work-policy wonk. Now they have tried flexible working, Britons seem unlikely to surrender it easily.

Brilliant

Biden pledges New Deal-like Economic Agenda, (July 10). Great. I just hope the AP and the Idaho Press will also publish excerpts from the candidates Unity-Task Force Recommendations, released on Wednesday. In the Protecting Communities by Reforming our Criminal Justice System section, Lines 2-3 of the second paragraph on page 8, state: We believe that if you arent old enough to drink, you arent old enough to be sentenced to life without parole. If that had been the law in Colorado in April 1999 (Columbine High School massacre), maybe Dylan Klebold and Eric Harris would be paroled by now. Brilliant.

Jody Millette-Larned, Eagle

Utopia?

The leftists and mainstream media are using Nazi tactics to push their utopia society. Silence people from speaking freely (the lefists call what they disagree with hate speech and therefore must be abolished), burn books (remove content from the internet thereby obliterating ideas), reframe history to support their ideology (use Wikipedia and text books to slant narratives about moral views and historical facts), shame people into complying, and get the populace to tattle-tell on each other.

Tom Buuck, Nampa

Americans first

I was disappointed to read in the July 4 edition of the Idaho Press that an African American Chamber of Commerce is being created for the State of Idaho in the Treasure Valley. This would seem to be counter-productive to race relations as it serves to segregate business based upon race . Are the existing Chamber of Commerces in the Valley excluding Black Americans? There was no mention in the article of this, only subjective reasons based upon feelings and emotions.

What are we to conclude then? Either the existing Chamber of Commerces in the state are practicing discrimination, Black Americans need special help to run a successful business for some reason, or the Aftrican American business community is seeking special privileges. But business is business; the color of ones skin does not affect whether a business succeeds or fails. Businesses must assess the market for their products and services, create a viable business model, and manage their cash flow to be successful. I thought that the existing Chambers of Commerce already provide resources to help with these things for any business in their geographical area.

It is time to stop dividing people by race and focus on integrating them around common goals. Especially at this time in American history we all need to come together and identify simply as Americans, independent of race.

Scott White, Caldwell

Not so

I must respond to the article titled, Nampa proposes no property tax rate increase in $202M budget, ran in the Thursday, July 9, 2020 Idaho Press.

I feel it is totally wrong to not cover the REAL property tax issue. As I understand, the rate increase is limited to 3% per year, HOWEVER, the property evaluations are NOT. We have personally witnessed 20% to 30% evaluation increases in the last 3 years on our 50 year old manufactured home which we had to declare as real property in 2008. Lets be honest with the public and address the REAL property tax increases.

With all the new housing construction, why must our homes continually be hit with such large tax increases due to the evaluation increases. I was once told by the city that since everyones evaluations increase the effective rate would be decreased. This just IS NOT SO.

In response to Ted Evans of Meridian (July 11), you clearly dont get it do you? I want to make sure I get this straight. You wont support Black Lives Matter because there is some rioting going on by people OF ALL COLOR?

MLK once said in a speech, The Other America given at Stanford, April 1967, riots do not develop out of thin air A riot is the language of the unheard. Maybe you should stop and listen, and then there would be no riots. Maybe you should ask them how they feel, and there would be no riots. Maybe you should understand what it is like to be a person of color in this county, and there would be no riots. YOU are the reason society cannot move on. This is no longer your daddys white America.

You stated at the end of your letter to the editor, Dont expect me as a white man to support them until they get their act together. Then dont expect me as a human to support you until you do the same.

Explanation needed

The incredible rant by an ultra leftist member of the Boise City Council, to wit; Lisa Sanchez, as published in the Idaho Press on July 11th, relating to the Michal Wallace incident, establishes what many Boise residents have suspected for some time. Ms. Sanchez is arguably and evidently a white hating racist. If not, she must explain herself. I quote from her published Facebook statement addressed to Wallaces parents: You and your son won the Race Lottery! Many Black and Brown families do not enjoy the same experience. . . He tested the boundries of his white supremacy and privilege etc, etc. Statements regarding white supremacy are generally thrown at Nazis not 18 year olds who may have fired a weapon into the ground by accident as far as we know. Wallaces misdemeanor case has yet to be litigated. If such statements were made by a white Counsel Member and directed at a black or brown citizen (regardless that the target of the attack was previously charged with a misdemeanor), the current social justice mob would call for the tar and feathering of such a white bigot! Ms. Sanchez should reign or be re-called unless she can somehow defend such language. Her obvious bias and interference in a pending criminal case will cost the taxpayers tax dollars in all likelihood, based on the necessity to move the case to another entity for prosecution. Regardless of the facts, there is simply no excuse for such demeaning bigotry being aimed at citizens in the Treasure Valley, even if they happen to be white.

Why Hagia Sophia, Turkey And The Charismatic Figure Of Erdogan Bristle With Resonances For India – Outlook India

The reconversion of the Hagia Sophia into a mosque by Erdogans Turkey is a historic event. It marks the rebirth of an Islamic Turkey, and the further retrenchment of universalist values of liberalism and secularism in a world increasingly composed of majoritarian nation-states.

Unfortunately we are not secular any more, Orhan Pamuk, the Nobel Prize-winning Turkish novelist, told BBC on Friday. It all looks so familiar from India. A year ago, in a mirror to the judgment in Turkey, Indias Supreme Court essentially sanctified the majoritarian desire to have a Ram temple built at the site of the demolished Babri Masjid. Like the Hagia Sophia, the issue was not about religious structures, but competing visions of the Indian Republic. The Supreme Court order confirmed to both chauvinistic Hindus and gloomy Muslims what they already suspected: the secular republic had given way to a Hindu India.

Bartholomew I, the usually reticent Patriarch of the Eastern Orthodox Church at Istanbul, issued a stern condemnation of the absurd and harmful reconversion of Hagia Sophia. A place that now allows the two peoples to meet and admire its greatness can again become a reason for contrast and confrontation, Bartholomew said, warning that it will push millions of Christians around the world against Islam. The angry reactions from Greece and Russia, countries with historical ties to the Cathedral, seemed to confirm his fears. Right-wing parties across Europe, which often use Turkey as a bugbear for their nativist politics, would be licking their chops. The Indian right wing, which anyway does not need any excuse to hate Muslims, has also chimed onto the Hagia Sophia issue. What international precedent does Hagia Sophia set for Kashi and Mathura? Shouldnt Parliament pass a law for reclamation of sacred Hindu sites and rebuild temples demolished by Muslim rulers? tweeted Delhi University Professor Abhinav Prakash.

Not that any of this much concerns Erdogan, who has long fashioned himself as a latter-day Ottoman Sultan, systematically dismantling the secularist republic of Mustafa Kemal. The global condemnation only plays into his image as a doughty defender of national causes in the face of external pressure. We will never resort to seeking your permission or your consent, said Erdogan, responding to warnings from other countries on Hagia Sophia. Do you rule Turkey, or do we?

Erdogan has also tried to sell himself as a global protector of Muslims, much like the Ottoman Caliphs, reorienting his foreign policy since 2011 towards what experts have termed pan-Islamism. Sure enough, his Arabic statement glided smoothly beyond Turkey: The revival of Hagia Sophia is a sign towards the return of freedom to Al Aqsa mosque.

There are obvious similarities between Modi and Erdogan (and BJP and AKP). Both espouse religious nationalism, are implacably opposed to democratic institutions such as a free judiciary and a free press, and use repression of minorities as a way to consolidate political support. Arguably, Erdogan has been even more ruthless than Modi in curbing civil liberties (although the gap is fast narrowing)helped by the fact that Turkey only has a brief experience of democracy. Erdogan has jailed more journalists than any other country in the world, used the coup to pack courts with loyalists, and changed the constitution through a referendum granting himself sweeping executive powers.

There are differences though between the two countries. First, Turkey is more evenly divided between secularists and Islamists, an enduring legacy of the long Kemalist rule. Even in the recent moves at Hagia Sophia, while 47 per cent of the public supported turning the monument into a mosque, 38 per cent wanted it to stay as a museum. The urban educated middle classes, who form a large part of Turkey, generally dislike the influence of religion in politics and dislike Erdogan. In a Pew survey, 68 per cent of Turks with a post-secondary education disapproved of Erdogan, compared with only 44 per cent of Turks without secondary education. In India, the educated middle classes are the biggest ideological supporters of Modi and Hindutva. The secular, liberal elite here is tiny, hardly found outside isolated spheres of media, academia and social media.

Second, Erdogans politics of majoritarianism, while imbued with religion, uses repression of ethnic minorities (the Kurds) to buoy his political support. This is mainly because there is no significant religious minority (the Christians now make up only 0.2 per cent of Turkey). And to be sure, Turkish political parties across the spectrum are hostile to Kurds, and persecution of the Kurds has long been a central feature of the Turkish republic. When Turkey launched a gruesome bombing campaign last year on Kurds in northeast Syria, the political opposition swarmed around the military, and the largest anti-government newspaper ran the image of burning Syrian houses with the headline Traitors burnt to smoke. In fact, ironically enough, it was Erdogan who at first went further than anyone to initiate peace with the Kurds in 2010-15.

Yet, when he sensed that his political position was weakening (reflected in the 2013 Gezi protests) and his outreach to Kurds costing him votes, he dramatically reversed himself. When he lost his parliamentary majority in June 2015, he launched a war on the PKK, which helped him regain his majority five months later. Since then, he has been bombing Kurdish villages in northern Iraq, northeast Syria, and carrying out military operations in the Kurdish stronghold of southeast Turkey, where thousands have died. He has also jailed the leaders of the main Kurdish opposition (HDP) party, as well as thousands of its activists. The spike in conflict with the Kurds has helped him shore up his political support at key moments, such as before the 2017 referendum. Of course, this is similar to how Modi uses hostilities with Pakistan, or in Kashmir, or Hindu-Muslim tensions, to rally Hindus behind him at critical moments.

The Hagia Sophia move also comes at the moment when Erdogan is flagging in polls owing to a bad economy and the coronavirus pandemic. When populist strongmen have little else to offer, they offer pride.

It was unsurprising though that all the symbolism of an occasion of pride for the Muslim ummah also sparked celebration among some sections of Indian Muslims. It was partly a desperate latching on to some sense of vindication and Muslim pride at a time Muslims worldwide are subject to cruel forms of oppression. Across the border in China, at least a million Muslims find themselves in detention camps. But it was also partly a reminder that liberal and secular values, in principle (as opposed to pragmatism), are lacking in large sections of every community in India. At another level, it was a muted echo of how Turkish politics of religion had shaped Indian history.

Exactly 100 years ago, the Mahatma Gandhi-led Congress joined the Khilafat movement demanding the restoration of the Ottoman Caliphate. It was a fateful decision with profound historical consequences: it helped birth the non-cooperation movement, encouraged Hindu-Muslim unity, and brought Muslim masses into the anti-colonial struggle. But it also had less beneficial consequences.

First, it cast a long shadow on how Indian secularism would deal with minorities. Secularism often became a byword for accommodating the religious sensibilities of Muslims (often innocuously symbolic but sometimes regressive like in the Shah Bano case), which took precedence over their material rights. Second, the pan-Islamist discourse of the Khilafat movement also arguably contributed to the growth of Muslim nationalism which found its culmination in Pakistan. Naseem Qureshis deeply researched book Pan-Islam in British India: The Politics of the Khilafat Movement, 19181924 argues that pan-Islam (embodied in the Khilafat movement), even though it proved chimerical in the end, played a central role in mobilising Indian Muslims for mass politics and in so doing contributed decisively to the development of Muslim nationalism in the long run.

The Hagia Sophia reconversion ultimately points to the failure of the Kemalist project of top-down secularism. Much like the state secularism of nationalist authoritarian leaders in Egypt, Iran, Iraq etc had failed to lead to the secularisation of the wider society, it seems Turkey is no longer the exception it was long hoped to be. More fundamentally, the failing secularism of Turkey and India begs the question: is secularism even possible in non-Christian/non-Western societies? Without the Western experiences of Reformation and the Enlightenment, hard-fought victories as they were, can non-Western societies value the principles of freedom and secularism? Why is it that, unlike in the West where democratisation and secularism went hand in hand, greater democratisation has seemed to only bring religious chauvinism in India and Turkey?

The answers to these questions are perhaps disturbing, and cannot be obscured by the charge of Eurocentrism, which has long been used to justify reactionary leaders. But what is clear is that the modern reconquests of religious structures are not being effected by sultans and generals, but by the democratic will of the majority. Historical wounds are being opened afresh, and nations being made anew. Both the processes are linked, of course, and values of liberal humanism are offering little resistance.

Quantum Computing to Be Harnessed in Climate Control Effort – Karma

Within the next decade, quantum computers will help create the chemicals needed to make energy-efficient fertilizers and significantly cut carbon emissions, an expert told a technology panel last month.

Quantum computers may create molecules that replace chemical catalysts needed for fertilizer production, Jean-Franois Bobier, a Boston Consulting Group partner said at a presentation during the Quantum.Techs Digital Week online conference. Those catalysts consume 3%-5% of the worlds natural gas, cost nearly $300 billion a year and are responsible for 2% of annual worldwide CO2 emissions, Bobier said.

Its a really frustrating problem because we know there is a better way, said Bobier, head of Boston Consultings research and development initiative on quantum computing and technology. Nature is able to do it for free, using just water, air and sunlight. Its just that we can reproduce it at scale in a factory setting.

Todays classical computers, which process information in bits or zeroes and ones, would take over 800,000 years to model the molecules to replace these chemicals. A quantum computer, which processes information in qubits or the superposition of its basis vectors, would require a day, Bobier estimates.

The first replacements for chemicals to synthesize fertilizers, or catalysts, modeled on quantum computers are within our grasp, Bobier said. Although they wont be carbon-neutral, they will be far more carbon-efficient than the 100-year old catalysts in use today.

Quantum computers have the potential to tackle carbon storage, carbon capture and energy production issues that will help stem the tide of CO2 emissions needed to meet the Paris Agreements goal of limiting global warming to less than 2C.

Quantum computers arent quite there yet. Still, Googles quantum computer last year solved in just over 3 minutes a math problem that the tech giant claimed would take the best supercomputer 10,000 years to solve.

Googles quantum computer has 54 qubits. While powerful, this is far from the millions of qubits needed to operate a universal quantum computer with the potential to model the world in a way envisioned by Nobel prize-winning scientist Richard Feynman.

These early quantum computers may be enough to model smaller and less complex molecules such as catalysts.

Catalysts are small molecules, up to 250 atoms, Bobier said. That will be within the grasp of the qubits we will have.

Big corporations are taking note of these first quantum machines under development by Google, IBM, Canadian start-up D-Wave and others which may have enough power to provide an advantage for the development of climate-fighting technologies.

Fertilizer chemical giant BASF teamed up with quantum software consultants HQS to explore algorithms to solve complex problems that may eventually run on quantum computers. Aerospace giant Airbus, automotive company VW and chemical company Evonik, are also exploring the use of quantum computer algorithms now for when the hardware becomes available.

Yes, it will be a long time, and yes, we are going to have to be patient for the use cases, but we need to be prepared now, Bobier said.

Almost One-Third of Life Science Companies Set to Begin Quantum Computing Evaluation This Year – Lab Manager Magazine

BOSTON, MA July 14, 2020 New survey results fromthe Pistoia Alliance, the Quantum Economic Development Consortium (QED-C) and QuPharm show almost one-third (31 percent) of life science organizations polled are set to begin quantum computing evaluation this year. A further 39 percent are planning to evaluate next year or have quantum computing on their radar, while 30 percent have no current plans to evaluate.

The three organizations have collaborated to establish a cross-industry Community of Interest (CoI) to explore the opportunities for quantum computing to enhance the efficiency and effectiveness of biopharma R&D. The CoI aims to support companies that need help navigating the pathway to quantum computing and will facilitate collaboration between stakeholders, propose new ideas for quantum computing projects, and help interested parties define and articulate potential use cases.

The interest in quantum computing across many sectors is high, yet most biopharmaceutical companies are only just beginning the journey and exploring the potential for accelerating discovery, commented Emir Roach, one of the leaders of QuPharm. Quantum computing is a completely new paradigm of computing, and our mission is to accelerate its implementation in life sciences. We are looking forward to working with the Pistoia Alliance and QED-C to help educate the life science and health care industry on the benefits.

The survey showed that more than four out of five respondents (82 percent) believe quantum computing will impact the industry within the next decade. The same proportion of respondents believe discovery and development will be first to benefit from quantum computing deployments in the biopharmaceutical industry.

Quantum computing is likely to have a profound impact on precision medicine, enabling accelerated genomics and proteomics correlation, as well as the calculation of multiple probabilities and outcomes. It will also help organizations deliver new molecules and therapies to market faster by streamlining the discovery process and enabling quantum energy calculations for molecules, as predicted in the Pistoia Alliances 2030 vision report. In the future, such technology could help the industry more quickly and accurately model disease pathways caused by novel coronaviruses.

The CoI has come together to help organizations address the key issues that need to be solved if the extraordinary benefits of quantum computing are to be realized. Potential barriers identified in the survey include a shortage of skills and a lack of access to quantum computing infrastructure (both cited by 28 percent of respondents) and the need for clearly defined use cases (31 percent).

There are myriad opportunities for quantum computing in life sciences and health care, and through this community of interest the pharmaceutical and quantum computing sectors can work together to identify and communicate areas of early and high potential, commented Celia Merzbacher, deputy director at QED-C. While quantum computing is still emerging, now is the time to jointly define use cases and challenges in pharmaceutical discovery and development that quantum computing can address. Better understanding of the pharmaceutical bottlenecks can accelerate quantum computing hardware and software development for overcoming those.

Given the interest in quantum computing amongst our members, we wanted to create the community of interest to address their needs and questions. We are now looking for more companies to get involved and commit resources to help us explore use cases, commented John Wise, a member of the Pistoia Alliance Operations Team supporting the new quantum computing CoI. The shared-risk, shared-reward advantages of pre-competitive collaboration are an ideal way for companies to explore the opportunities and challenges of quantum computing. Those organisations that do not begin to evaluate quantum computing now are at risk of being left behind once its value is realized. Those that are equipped to adopt the technology when it matures will be significantly ahead.

The research survey was conducted at the Community of Interests inaugural webinar in June 2020. More than 240 attendees from life science and quantum computing organisations across the US and Europe participated. To find out more about the CoI and help to steer future projects on quantum computing, please contact John Wise at the Pistoia Alliance via john.wise@pistoiaalliance.org or Celia Merzbacher via celia.merzbacher@sri.com.

Peter Thiel’s New Man In The Defense Department – Defense One

The new head of defense research and engineering comes from the White House with a relatively light resume.

Updated: 10:20a.m.

The Pentagons new 33-year-old head of research and engineering lacks a basic science degree but brings deep connections to Donald Trump and controversial Silicon Valley venture capitalist PeterThiel.

Defense officials announced Monday that Michael Kratsios, the White Houses chief technology officer, would serve as acting undersecretary for research and engineering, a post that oversees top-priority projects in hypersonics, quantum computing, microelectronics, and other fields. He will continue to serve in his White Houserole.

In seeking to fill this position we wanted someone with experience in identifying and developing new technologies and working closely with a wide range of industry partners, said Defense Secretary Mark Esper in a statement on Monday. We think Michael is the right person for this job and we are excited to have him on theteam.

Kratsios came to the White House in 2017 as deputy CTO, and moved up to CTO last year. He led efforts to further White House investment in artificial intelligence and quantum science and to expand U.S. partnerships in those areas. As the COVID-19 pandemic took hold, he helped launch a project to apply U.S. supercomputers to the U.Sresponse.

But Kratsios was a weird pick for these senior technical roles, according to one person who has served as both a senior White House and Defense Department official advising on technologyissues.

Kratsios graduated from Princeton with a bachelors degree in political science and a focus on ancient Greek democracy. The person hes replacing, Michael Griffin, holds a Ph.D. in aerospace engineering and served as a NASA administrator. Indeed, Kratsios will be less academically credentialled than most of the program-managers he oversees. So how did he gethere?

After Princeton, he went to work for Peter Thiel, soon becoming CFO of Clarium Capital Management, Thiels investment company. He then became chief of staff for the tech billionaire, who was an early backer of the Trump campaign and who has played a key role in the administrations approach totechnology.

Thiel-backed ventures like Anduril and Palantir are playing a growing role in the Defense Department. The former official said theoverlap between Thiel-backed defense contractors and his protege Kratsios need not be a cause for concern. The Department has spent years trying to improve its relationship with the private tech world from which Kratsios emerged. But the official said Kratsios might not prove to be the most effectiveambassador.

Its not clear to me that Kratsios is warming up Silicon Valley, the former official said. I dont know how the rest of Silicon Valley thinks ofKratsios.

Thiel has made a variety of enemies in the tech world and beyond; for example, he has slammed Google as being too accommodating toChina.

The development, however, is good news for the Peter Thiel portion of Silicon Valley, the former officialsaid.

Demonstrations Are Necessary: The Wire Creator David Simon On Policing In America – CBS Baltimore

NEW YORK (CBSNewYork) Former Baltimore journalist and The Wire creator David Simon spoke to CBS New York about policing in America and the war on drugs.

I think the demonstrations are necessary, Simon said, who was a reporter for 15 years at The Baltimore Sun.

I want to start here David with your take on whats going on right now in society, people in the streets, more police killings it seems by the week. What are you seeing? asked CBS2s Maurice DuBois.

The thing that has changed in a profound way and necessarily for the better is the power of the cell phone, of the smart phone, with its camera, with its video camera, said Simon. The fact that everyone has one. The city is awash in visual imagery, in an immediate agency.

Simon is best known for creating the hit HBO TV series The Wire, a drama about drugs plaguing Baltimores neighborhoods thats told from the perspectives of the cops and drug dealers. Simon believes the war on drugs is at the root of the problems were facing today and it leads police to arrest Black and brown men for petty crimes and minor offenses.

A lot of people are saying you know what, people of color and poor people are being over-policed, said Simon.

To the people who say look, drugs are destroying African-American and Latino communities across the country, youre almost saying its a victimless crime. What do you mean by that? asked DuBois.

It absolutely is a victimless crime. Its a medical condition, said Simon. The drug war is effectively a war on the poor. Its a means of using social control on people of color and people in poverty by the ruling class. Thats all it has ever been. Im not here to defend drugs. Drugs do an inordinate amount of damage.

Guangdong authorities said late on Monday that from July 15 visitors arriving from the worlds biggest gambling hub would no longer have to undergo a 14-day quarantine. The border with mainland China has been effectively shut since late March.

Hong Kong-listed Wynn Macau (1128.HK) soared, up 7% in Tuesday late morning trade while MGM China (2282.HK) climbed 5%. The stocks are, however, still down 25% and 21% respectively for the year to date.

Some analysts were upbeat about recovery prospects.

We expect demand from Guangdong can recover quickly to 70% of normal levels, assuming visas resume reasonably soon, said DS Kim, an analyst at JPMorgan in Hong Kong said.

But Vitaly Umansky, an analyst at Sanford C. Bernstein, noted hurdles to movement into and out of Macau remain.

Individuals coming to Macau from outside of Guangdong would face difficulties in travel as they would likely need to stay in Guangdong for two weeks prior to traveling home, which will severely restrict visitation, he said.

Visitors must also still test negative for the coronavirus in the previous seven days and must hold green health codes for Macau and Guangdong.

The loosening of restrictions for Guangdong, which accounts for close to 50% of Chinese visitation into Macau, comes as nearby Hong Kong imposes new strict measures to contain the spread of the coronavirus.

Macau has not had a new local coronavirus case for over 100 days and all its 45 COVID-19 patients have been released from hospital. In comparison, Hong Kong has seen a sharp spike in the number of cases. Ferry services between Hong Kong and Macau remain halted.

Covid-19 tests for casino workers to roll out starting today – Macau Daily Times

The Covid-19 nucleic acid testing for frontline casino workers will likely roll out gradually from today, Dr Leong Iek Hou, coordinator at the Center for Disease Control and Prevention, disclosed.Testing is expected to start July 16 at the earliest, Leong told yesterdays Covid-19 press conference. The government and casino operators are in close discussions to ensure work rolls out in an orderly fashion. She added that the two parties will evaluate the number of workers at each casino operator and deploy teams to collect samples accordingly. Work will be done in an orderly way, she reiterated. As the number of frontline casino workers is considerable, testing can only be carried out in phases. Following effective requirements and measures, untested staff will still be allowed to work. They will be updated on the time of their tests. The Covid-19 nucleic acid test is now required for anybody who wants to enter a casino. A negative result is required alongside a green Macau health code. However, non-Chinese Macau ID holders have been having difficulties booking tests because the Home Visiting Permit, more commonly known as the home-going card, has been required as part of the booking form.Leong referred to the field concerned on the booking form and pointed out that an alternative option has been provided. Under the concerned field, there is a note that reminds people without a home-going card to type in a code, the medical doctor pointed out. According to Leong, the code is M99999999, or M followed by eight 9s.She explained that the field was included because the platform was initially set up to cater to cross-border travelers. Their test result has to be linked to the Guangdong health code platform with their home-going card number. The medical director of the public Conde So Janurio Hospital, Dr Alvis Lo, added that the Social Welfare Bureau is offering help to people who have difficulties signing up for the test. Finally, Leong reminded staff working in the catering and retail industries to wear a mask during their work period. This is to protect them from potential risks, as their duties require them to face customers, especially as an increase in tourist arrivals is expected due to the relaxed border control measures. From 6 a.m., when the border control restrictions were relaxed, until 4 p.m. yesterday, the four border checkpoints connecting with Zhuhai saw about 1,600 visitor arrivals. Compared with same period Tuesday, it was about a 60% increase, the Public Security Police Force announced. When questioned on the matter, the police expressed their confidence in maintaining order and security in the city amid anticipated increases in visitor arrivals to Macau. To embrace the new quarantine-free reciprocal measures between Macau and Guangdong, the Macao Government Tourism Office (MGTO) will soon resume advertising and promotions in the province to attract tourists to Macau. The main focus will be on Guangdong Province for the time being, the MGTO added. On the other hand, with regards to the inquiry into the possible extension of the special ferry service to and from the Hong Kong International Airport, the MGTO put off any anticipation and proposed that people can consider taking transit flights so that they can depart from or arrive in Macau directly.

Gaming sector will take years to recover as China and HK economies reel from pandemic -Consultant – Macau Business

[Corrected to change quote reference from Wilfred Wong to Davis Fong]

With the Chinese and Hong Kong economies expected downturn even after quarantine restrictions are lifted, the local gaming sector will take years to recover, business and gaming consultant Sudhir Kal, told Macau News Agency.

The founder of GamePlan Consultants and former advisor to Sands China, Wynn Macau, Galaxy and Melco, Kal said that despite the recent easing of restrictions between Macau and Guangdong, with the tightening of policies for Hong Kong, and while the issuing of individual and group visas for mainlanders does not resume, the current situation will get a lot worse before it gets better.

Starting from Wednesday, people travelling to Guangdong from Macau will no longer have to undergo the mandatory 14-day quarantine in the Chinese Province if they can provide a negative Covid-19 test and make a declaration of their good health through the health codes of both regions.

This same week, authorities indicated that anyone coming from Hong Kong will have to present a valid negative Covid-19 test to be allowed to enter, having still to complete a 14-day quarantine afterward.

At the height of the casino boom, we had US$46.8 billion in gaming revenues. It will be a huge downturn. Im not very optimistic about things picking up for the rest of this year or even for next year [] Hong Kong used to be a relatively big market after Mainland China for Macau, and I think Hong Kong will be in a recession in the foreseeable future, partly because of Covid-19 but more because of the protests. I think that revenue will be less than half even after restrictions are lifted, Kal noted.

Macau received 39.4 million visitors in 2019, of which 71 per cent were from Mainland China with about half coming through the Individual Visit Scheme and 18.7 per cent coming from Hong Kong.

The government, as well as the casinos, like to portray a positive outlook than what reality is. [Legilsator and researcher] Davis Fong, was quoted as saying that Macau would be able to do US$1 billion a month. I think were far from that.

Macau reported some MOP716 million (US$89.4 million) in gross gaming revenues for June, a 97 per cent year-on-year drop.

China is one of the few economies poised to grow in 2020, according to the International Monetary Fund, but the 1.2 per cent growth forecast for the country is a sharp slowdown from the countrys economic performance in previous years, with a downturn expected for Hong Kong.

According to Kal, there is an interesting correlation between the volume of Chinese government loans and capital introduced in the construction sector and the performance of junket operators, with the downturn expected to reduce the usual cashflow running towards local casinos via the VIP sector.

If you look at the VIP and premium mass segments, and the people that make these two segments in Macau, they tend to be politicians or business owners [] but the money is not going to be available. Their working capital is going to be so constrained that I dont think there will be a lot of demand in the junket sector or premium mass, he added.

However, despite the decrease, while incurring large operational expenses and unable to lay-off local workers, local gaming concessionaires find themselves in a tight spot, as they are unable to put a hold in their scheduled non-gaming investments, under the risk of running afoul of the local government before the expected gaming license renewal.

Every company is losing a lot of money. Wynn is losing about US$2 million a day, Sands China about US$3 million. When I was working in Sands China, across all our properties we had about 200,000 people coming through our doors, across all properties every day, and today were getting about 15,000 or 17,000 people. That has been a great change, and of course, it will take a huge toll, the consultant noted.

There is your continued investment in terms of your fixed capital, for example, what is happening with The Londoner and other properties where Sands said, Well it doesnt matter, we will continue to invest US$2 billion renovating Cotai Central into The Londoner.

Still, the gaming consultant noted that concessionaires have considerable cash reserves and can also sustain themselves for months with reduced revenue by negotiating credit with their financial partners.

Recently brokerage Morgan Stanley predicted that all six gaming operators will report negative property earnings before interest, taxes, depreciation, and amortization (EBITDA) in the second quarter of this year, for a total of MOP1.03 billion in losses.

Contingency plans for hard times

In order to face the dire current situation, Kal made some possible contingency plans that gaming operators could put to use; namely, widening their market, weaning themselves out of VIP, and broadening their definition of premium mass.

-Widening their market

With President Xi tightening his power, I think we will have more and more bold moves to control capital flows from Mainland China. It will get even worse and we know not all money that arrives in Macau comes from very legal and legitimate means. Theres already a tightening in terms of UnionPay cards and jewellery shops, he added.

That being the case, companies need to widen the geographic base of their market. There will be markets like Indonesia and Singapore, Malaysia, India. Dont put all your eggs in the same basket of China.

-Weaning themselves out of VIP

VIP looks good on paper because its a very large amount of revenue, but the profits are negligible. Considering the thin profit margins, you are also exposing yourself to a lot. After you pay the commissions and everything, baccarat becomes an almost even money game for the operator. [] Cast a wider net.

-Broaden your definition of premium mass

Where its been HK$3,000 a hand, maybe include people betting HK$1,000 per hand and include them in your premium mass and share all the perks. In the current environment, if you are welcoming 50 to 60 guests in your casino, if you take the lower limit players and treat them well and increase player investment, they will become loyal to you. In the past, we got too spoiled with people making huge bets and even casinos got addicted to the big betters. What people can afford has changed and this will remain maybe for two or three years at least. You should look at the people with lower betting limits and try to establish a strong consumer franchise with them and make them loyal to that particular casino.

Spain to honour its 28400 coronavirus victims – Macau Business

With a watchful eye on the latest virus outbreaks, Spain pauses Thursday to honour its 28,400 victims at a state ceremony joined by top EU and World Health Organization figures.

Barely three weeks after coming out of lockdown, Spain has seen a surge in cases and health officials monitoring more than 120 active outbreaks.

The most worrying is in and around the northeastern city of Lerida, where the Catalan regional government has issued a stay-home order affecting 160,000 people.

Authorities there and in several other regions have stepped up precautions, with mask-wearing compulsory in public at all times, even if the safety distance can be respected.

Among those attending will be EU Council head Charles Michel, European Commission president Ursula von der Leyen, European Parliament leader David Sassoli and top EU diplomat Josep Borrell.

WHO chief Tedros Adhanom Ghebreyesus will also attend out of respect for the great number of people who lost their lives to COVID-19 in Spain and the world, and to stress the UN health bodys support for those fighting the virus, a spokeswoman said.

During the memorial, an orchestra will play Spains national anthem along with Brahms Sacred Song and people affected by the pandemic will also speak.

The government, which has been severely criticised for its management of the crisis, declared a 10-day mourning period for the victims in late May the longest since Spain returned to democracy after the fall of Francos dictatorship in 1975.

Spain suffered a particularly deadly outbreak of the coronavirus which has officially claimed more than 28,400 lives, making it the seventh worst-hit country in the world in terms of death toll.

However, figures provided by the National Statistics Institute (INE) and the Carlos III Health Institute showed that in recent months, the death toll in Spain had been between 43,000 and 44,000 higher than the monthly average.

But the government says such figures include those who died of other causes or had COVID symptoms and never had a PCR test a key requirement for being added to the official count.

With the population back on the streets and the borders with Europe and a dozen other countries now open, Spain has seen the number of new infections rising.

When the epidemic first hit, the government of Prime Minister Pedro Sanchez declared a state of emergency on March 14, allowing it to impose one of the worlds tightest lockdowns.

But it has ruled out any renewal of the measure, saying the regional health authorities will be able to control outbreaks.

With the peak behind us, the regions have the necessary tools to tackle particular situations. Fresh outbreaks were expected and are occurring in all countries, deputy prime minister Carmen Calvo said on Tuesday.
