BRITAIN has a staggering 100,000 modern day slaves, a damning report has found.

The shocking figure is ten times bigger than the official number accepted by the government.

William Hague, the former Tory leader, said 200 years after the formal abolition of slavery, the terrible crime continues hidden in sweat shops and brothels across the country.

The findings come after shocking reports that sweat shops churning out clothes for brands like Boohoo were behind the Leicester coronavirus spike.

The report, by the Centre for Social Justice and the charity Justice and Care warned the slavery scandal will only get worse in the wake of the pandemic.

Lord Hague said: Most people find it hard to believe that, nearly 200 years after Britain formally abolished slavery, the terrible crime of holding another human being enslaved is still widespread here.

That is because modern slavery is hidden from view, even though it is all around us.

The report found that modern slaves were used by gangs as sweat shop workers, for sex trafficking, and to carry out benefits fraud.

Victims were often controlled with alcohol and drugs and may be forced to beg in the streets.

What we have heard are known stories - there will be many more that are yet to cross the path of police, local authorities or charities.

Whilst the UK has made progress fighting modern slavery, not least in the passing of the Modern Slavery Act five years ago, so much more work is needed to combat the issue in the UK.

How to catch a glimpse of the comet NEOWISE dazzling the skies right now – The Verge

For any early birds who have ventured outside in the US this week, you may have seen a tiny yet spectacular sight in the pre-dawn sky. A comet with a bright, opulent tail has been gracing the skies in the wee morning hours before sunrise, and its been giving photographers quite the show for the last week.

The comet is known as Comet C/2020 F3 NEOWISE or just NEOWISE for short. Scientists just discovered the rock on March 27th. It gets its name from the NASA mission that discovered it, also called NEOWISE, for Near-Earth Object Wide-field Infrared Survey Explorer. The mission consists of a spacecraft in orbit around Earth thats tasked with cataloging as many asteroids near Earth as possible especially any that might be potentially hazardous to our planet. But when the team behind the NEOWISE mission spotted this object, they knew they had found something special.

In the discovery images, it immediately was obvious that something was up, Amy Mainzer, the principal investigator for NEOWISE at the University of Arizona, tells The Verge. Instead of [appearing] as a point-like dot, it looked distinctly fuzzy. And thats a good sign that this is a comet as opposed to an asteroid.

The difference between an asteroid and a comet mainly comes down to ice. Asteroids are typically pretty rocky in nature. While they may have some ice trapped inside of them, they look more or less like big chunks of dry rock. Comets, on the other hand, are often a mixture of rock and all sorts of ices including water, carbon dioxide, ammonia, and more. These ices are pretty well mixed throughout a comet, and its this material that gives comets their trademark fuzzy tails. The Sun heats up the ice, turning it into gas that envelopes the comet.

Thats whats happening with NEOWISE right now. On July 3rd, NEOWISE came closer to the Sun than the orbit of Mercury, and that flyby caused much of the icy material to cook, erupting as gas and dust. NEOWISE is a pretty sizable comet, too, measuring about 3 miles (or 5 kilometers) across, which is why we can get this great view of it from Earth. You take something thats a really big hunk of ice and rock all mixed together, and you park it very close to the Sun, its gonna set off some fireworks, says Mainzer. Not enough to destroy it, we dont think, but enough to really make the surface sizzle and throw off a lot of material.

NEOWISE doesnt pose any threat to our planet. In fact, this is really the only chance any of us are going to get to see this comet with our own eyes. The path that NEOWISE takes around the Sun takes nearly 7,000 years to complete. This is truly a once-in-a-lifetime event. Once in our lifetimes and our great, great, great, great, great, great, great grandkids lifetimes, jokes Mainzer.

For much of last week, NEOWISE has been showing up just above the northeastern horizon, about an hour or so before sunrise in the Northern Hemisphere. People have been able to spot it best with binoculars, though some claim to be able to see it with the naked eye. And many astrophotographers have captured stunning images of the comet in all its gassy glory just before the Sun comes out, including the astronauts aboard the International Space Station.

Around July 11th, though, the comet will start to appear in the evening just after sunset. Itll be in the northwestern sky, below the Big Dipper constellation (or Ursa Major). Mainzer expects the comet to be visible for at least another week, maybe even longer. But it all depends on how the comet behaves. Comets are very funny, fickle creatures, and it really depends on what this comet decides to do or what it does in reaction to this close passage by the Sun, says Mainzer. If were really lucky, its going to stay nice and active, and it should stay very bright for us.

But this wont last forever. NEOWISE is cruising steadily away from the Sun, and eventually, itll disappear from view, never to be seen by our generation again. The bright tail will drop away as the comet gets farther away from our Solar Systems heat source. The comets outer layers will start to settle down again, and it will go back into the cold dark space that it came from, says Mainzer.

Since this is such a fleeting moment, Mainzer really encourages everyone to try to catch a glimpse of this tiny piece of our Solar System, especially given what comets represent. These space rocks have been around since the Solar System first formed 4.6 billion years ago, so they carry with them the ancient history of our cosmic neighborhood. And experiencing a little awe about the origins of our cosmic neighborhood may be a nice respite from the hardship that the world is facing right now with the COVID-19 pandemic.

Comets are a way for us to get in touch with that history and understand where we came from a little bit, says Mainzer. And even though this moment in time is difficult, it connects us to the bigger universe.

Twitter scrambles as celebrities are hit in bitcoin attack – Los Angeles Times

The attack announced itself one account at a time. Elon Musk. Kanye West. Bill Gates. Joe Biden. Barack Obama. Within a span of minutes Wednesday, some of social medias biggest power users posted near-identical messages soliciting bitcoin payments with an offer to pay back twice as much.

As more and more giant accounts chimed in Warren Buffett, Jeff Bezos, Apple it quickly became apparent the tweets were part of a coordinated attack, although it wasnt immediately clear who was behind it, how it was perpetrated or whether it had a purpose beyond bilking some gullible Twitter users out of cryptocurrency.

By late afternoon, with the scam having already extracted more than $100,000 in cryptocurrency, Twitter determined the only way to protect its most prominent users was to silence them, at least temporarily. We are aware of a security incident impacting accounts on Twitter, the company tweeted. We are investigating and taking steps to fix it.

Among those steps was blocking accounts of verified users a group that includes most celebrities, news organizations and major brands from tweeting.

Social media has often been styled a great equalizer, a tool that gives nobodies the kind of broadcasting power once limited to presidents and sports stars. In reality, internet fame has mostly served to amplify the voices of the already famous.

But for the two hours before Twitter restored tweeting privileges to so-called blue checkmarks (the badge indicating an account is verified), the timelines belonged to the little people. Meanwhile, massive accounts such as NBC News, with followings in the millions, were left to tweet from alternate or temporary handles to cover the story of the hack.

Twitter, which saw its shares decline as much as 3.8% after the market closed, blamed a coordinated social engineering attack by people who successfully targeted some of our employees with access to internal systems and tools.

Tough day for us at Twitter, Chief Executive Jack Dorsey tweeted. We all feel terrible this happened.

This is definitely one of the largest hacks of high-profile accounts on a single day that I can remember, said Theresa Payton, former White House chief information officer and now chief executive of Fortalice Solutions, a cybersecurity consulting firm.

The question is was this an inside job, or was it sophisticated cyber operatives perhaps nation states who took advantage of Twitter authorization? Payton said.

The effect on Twitters reputation will depend on how the company follows up, she said. Beyond repaying anyone who fell victim to the bitcoin fraud, Payton said the company owed a complete investigation to the people whose accounts were hacked, adding that the bitcoin scam messages could be just the most obvious sign of malicious activity.

They also serve as a wake-up call. If today had been a week before the presidential election and the accounts of Bill Gates and Barack Obama and Joe Biden were taken over and they said something completely outrageous, that could have had an impact on the psyche of voters going into the voting booths, Payton said. If today was not the tsunami bell going off for all social platforms and all political campaigns, I dont know what will be.

Twitter users have been subject to hacks before, but theyve often taken the form of broad data leaks or takeovers of individual high-profile accounts.

A 2013 hack gave attackers access to 250,000 users email addresses and usernames, and in 2016 news outlets reported that 32 million users login credentials had been hacked and posted online, but the accuracy of the compromised data came under dispute.

Targeted hacks of major accounts have also plagued the site over the years. In 2011, Fox News Twitter account was taken over to tweet false news that President Obama had been assassinated, PayPals British account was hacked and the profile photo changed to a pile of feces, and hackers took over NBC News account to tweet fake news of a plane crash at Manhattans Ground Zero.

Similar hacks occurred in 2013, when the accounts of Burger King and Jeep were taken over to tweet that they were being acquired by McDonalds and Cadillac, respectively. That year, Twitter added two-factor authentication, which requires users who enable it to verify their identity with a phone number.

Although that measure improved security for accounts that enabled it, hackers were able to take over the account for the U.S. militarys Central Command in 2015 to tweet pro-Islamic State messages and hints they had access to military documents and private information on military personnel.

After a large hack of LinkedIn user data in 2016, attackers used that information to gain control of the accounts of celebrities such as Mark Zuckerberg and Kylie Jenner. And in 2017, a number of prominent Twitter accounts, including Duke University, Forbes, and Amnesty International, were taken over to tweet a message that included swastikas and a Turkish message accusing the Dutch of being Nazis.

The highest-profile hack in recent memory came in the summer of 2019, when Dorseys account was taken over and used to retweet pro-Nazi and hacking-related tweets.

Twitter has also faced a number of cryptocurrency-related hacks. In 2017, controversial antivirus and cryptocurrency entrepreneur John McAfee saw his account hacked and used to promote obscure cryptocurrencies, and in 2018 hackers took control of Targets Twitter account to tweet a bitcoin scam message similar to the one deployed Wednesday.

In 2017, a contract worker in Twitters Trust & Safety division used his access to briefly deactivate the personal account of President Trump. After restoring Trumps account, Twitter said it had put in place additional safeguards to prevent this from happening again. Trumps account was not among those compromised in Wednesdays attack.

Queens WW3 speech exposed amid imminent nuclear threat: Let’s pray for our country – Express

The address for Her Majesty was written by Whitehall officials at the height of the Cold War, as the US and Soviet Union jostled to become the ultimate global superpower. The document, released by the Government under the 30-year rule in 2013, was drawn up as part of a war-gaming exercise in the spring of 1983, which worked through potential scenarios. It came in the same year that US President Ronald Reagan enraged Moscow with his denunciation of the Soviet Union as the "evil empire" and the text of the Queen's address written to be broadcasted at midday on Friday, March 4, 1983 would prepare the country for World War 3.

It reads: "The horrors of war could not have seemed more remote as my family and I shared our Christmas joy with the growing family of the Commonwealth.

"Now, this madness of war is once more spreading through the world and our brave country must again prepare itself to survive against great odds.

"I have never forgotten the sorrow and the pride I felt as my sister and I huddled around the nursery wireless set listening to my father's [George VI's] inspiring words on that fateful day in 1939.

"Not for a single moment did I imagine that this solemn and awful duty would one day fall to me.

"But whatever terrors lie in wait for us all, the qualities that have helped to keep our freedom intact twice already during this sad century will once more be our strength."

Striking a personal note, the script continues: "My husband and I share with families up and down the land the fear we feel for sons and daughters, husbands and brothers who have left our side to serve their country.

"My beloved son Andrew is at this moment in action with his unit and we pray continually for his safety and for the safety of all servicemen and women at home and overseas.

"It is this close bond of family life that must be our greatest defence against the unknown.

"If families remain united and resolute, giving shelter to those living alone and unprotected, our country's will to survive cannot be broken."

The speech concludes by saying the Queen's message to the nation was "simple".

It adds: "As we strive together to fight off the new evil, let us pray for our country and men of goodwill wherever they may be. God Bless you all.

In the war games exercise, Orange bloc forces representing the Soviet Union and its Warsaw Pact allies launched a chemical weapon attack on the UK.

Blue forces representing NATO retaliated with a "limited-yield" nuclear strike, hoping to force Orange to initiate a peace process.

But, had this hypothetical scenario actually happened, Britain would have also been put on alert along with other countries in NATO to expect an imminent nuclear missile attack from the USSR.

There were several tense moments between 1946 and 1991, where the possibility of a nuclear attack looked more than possible from both nations, but arguably nothing came closer than the period of unrest between 1981 and 1983.

Soviet fears were originally born out of World War 2, when US President Harry Truman kept a secret from Joseph Stalin about the true force of his nuclear weapons that were later dropped on the Japanese cities of Hiroshima and Nagasaki.

As a result, the Kremlin scrambled to arm itself with a nuclear arsenal capable of matching that of their new rivals.

By May 1981, these fears had reached an all-time as Soviet leader General Secretary Leonid Brezhnev and KGB chairman Yuri Andropov bluntly announced that the US was preparing a secret nuclear attack on the USSR.

Mr Andropov announced the KGB would begin Operation RYaN (Nuclear Missile Attack) the largest, most comprehensive intelligence operation in Soviet history.

Consequently, mass paranoia set in among Soviet leaders regarding the US plans, as memories of Nazi Germany's surprise invasion of the USSR still haunted them.

These fears were not helped by the actions and rhetoric of Mr Reagan.

Asides from his evil empire comments, he also announced a new medium-range nuclear missile to be introduced into Europe Pershing II which could reach the Soviet Union from West Germany in six minutes.

He then sparked a period of psychological warfare, where US fighter jets would test the reactions of the USSR by briefly flying into their airspace.

Just two weeks later, Reagan announced one of the most ambitious and controversial components to this strategy, the Strategic Defence Initiative, popularly known as Star Wars.

While Reagan portrayed the initiative as a safety net against nuclear war, leaders in the Soviet Union viewed it as a definitive departure from the relative weapons parity of Detente and an escalation of the Arms Race into space.

At the start of September, the psychological warfare had dire consequences when Korean Air Lines Flight 007 was shot down by a Soviet interceptor when it entered Soviet airspace.

All 269 passengers and crew aboard were killed, including Congressman Larry McDonald, a sitting member of the United States House of Representatives from Georgia and President of the anti-communist John Birch Society.

On September 26, 1983, the Soviet orbital missile early warning system (SPRN) reported a single intercontinental ballistic missile launch from the US, believed to be an act of retaliation.

Lieutenant Colonel Stanislav Petrov, who many have since hailed a hero for saving the world from complete destruction, was on duty that night.

While many in the bunker that night believed the launch to be a genuine retaliation from the US, one man kept a cool head.

Despite three warnings of an imminent attack, Petrov remembered his nuclear training, knowing the US would launch more than three rockets in the event of a real nuclear war.

The timing of NATOs yearly Able Archer exercise could not have come at a worse time for the USSR.

In November, Able Archer 83, an exercise to simulate nuclear war, was carried out by NATO forces.

While it was simply a communications test, paranoid Soviet agents believed this was exactly how the US would mask a real attack.

The Soviet politburo believed their only chance of surviving a NATO strike was to preempt it, and so readied its nuclear arsenal.

The CIA reported activity in the Baltic Military District and in Czechoslovakia, and it determined that nuclear-capable aircraft in Poland and East Germany were placed "on high alert status with readying of nuclear strike forces".

Days later, on November 11, 1983, Soviet fears were ended upon learning the Able Archer exercise had finished thanks to double agent Oleg Gordievsky.

Mr Reagan would later comment: "I don't see how they could believe that but it's something to think about."

Despite this, many historians including Thomas Blanton, Director of the National Security Archive, and Tom Nichols, a professor at the Naval War College, have since argued that Able Archer 83 was one of the times when the world has come closest to nuclear war since the Cuban Missile Crisis in 1962.

The Soviet Union and the US later negotiated a reduction in the number of nuclear weapons, as the Cold War came to an end, but it was Mutually Assured Destruction (MAD) that would ultimately stop the pair from an all-out nuclear war.

Today's agreement, which covers the period from 2023 to 2027, paves the way for a series of collaborations between the two armies aimed at improving cooperation in the face of the constantly evolving nature of modern warfare.

The signing took place at the Ministry of Defence in Whitehall, where Armed Forces minister Mr Heappey and Ryan D McCarthy, the US Secretary of the Army discussed in detail the plans to work together to modernise systems.

Mr Heappey said: "In an age of great power competition and constant conflict, there is an even greater onus on us to work together with our greatest allies.

"This agreement signals our shared determination to develop the novel capabilities that will give us that battle-winning edge and opportunity for the defence industry on both sides of the Atlantic.

"It is a reminder that, in a more challenging and uncertain world, Global Britain remains the United States partner of choice."

Mr McCarthy added: "The United Kingdom, one of our strongest allies, has helped secure our shared interests and values since the World Wars of the last century.

The review will look at the best ways of modernising military equipment and improving the capability of the UK's armed forces and intelligence agencies.

Assessing the scope of the Integrated Review in an analysis published by the Royal United Services Institute (RUSI) earlier this month, Professor Peter Roberts, Director of Military Sciences, said: "The requirement for the Review to take a position on the UKs role in the world remains central: there is still a pressing need to move beyond glib assertions of Global Britain and provide some substance.

"For, while the Reviews task remains unchanged, the answers may now be different."

"The world certainly looks different now as the perceptions of threats (or at least our understanding of their impact) change."

Additionally, once as parts of the world emerge from the health crisis at different speeds to others and with different implications for their economies, there was likely to be a shift in the balance of power between different states, Mr Roberts warned.

He added: "This may intensify challenges to the existing international order, as those striving for change gain in relative influence.

"For status quo powers such as the UK, the need to define a new set of strategic objectives becomes an imperative."

Dominic Cummings, Mr Johnson's senior adviser, is believed to be a driving force behind the review.

A frequent critic of the MoD, he outlined his concerns is a scathing blog last year, in which he said: "The officials in charge of multi-billion processes are mostly mediocre, often appalling.

"In the MoD corruption adds to the problems."

Peterson has the second highest cap hit on the Arizona Cardinals, behind only All Pro Chandler Jones.

Thats why he earns the spot as the third worst cap hit heading into 2020.

Its not the Petersons past performances didnt earn him this contract, its that his current performance has not held him up to the standard of his contract.

Petersons cap hit for 2020 is the ninth highest among corners in the NFL.

Yet, youd be hard pressed to find him among the top 10 corners in the NFL in the league based off 2019.

Thats why 2020 is such a pivotal season for Peterson and the Cardinals.

The team cannot justify paying the talented yet nearly 30 year old corner as a top 5-7 player at his position when he has not played that way.

Peterson can quickly rid himself and the team of those concerns if he comes out and plays well in 2020, but he has to show he still has it over 17 weeks if he wants to cash in one more time.

IFPD arrests man after he reportedly breaks womans jaw – Idaho State Journal

On July 12, shortly after 1:00 a.m., Idaho Falls Police Officers responded to a residence in the 2000 block of 12th street for a report of a physical disturbance that had just occurred.

When Officers arrived they found a woman with clearly visible injuries to her face, including a bloody and swollen jaw. When the woman opened her mouth, Officers could see a clear break in her bottom jaw.

The woman was able to tell Officers that she and Lambert Peterson had an argument about a phone when Peterson became upset. According to the victim, the argument turned physical and Peterson punched her multiple times in the face before she fell on the ground. When she fell on the ground Peterson kicked her in the mouth, which she believed was when her jaw was broken.

The Peterson and the victim then moved outside the residence where the verbal argument continued. Peterson then left the residence in a vehicle.

Idaho Falls Fire EMS responded and provided medical aide to the victim and transported her to an area hospital. Hospital staff confirmed the victim had sustained a broken jaw and would need to undergo surgery.

Idaho Falls Police Officers believed that Peterson may come back to the residence. Officers waited in the area for Peterson to return and after a short time, they witnessed the vehicle he had left in return and park in the parking lot.

Officers approached and stopped the vehicle. Peterson was located hiding under a blanket in the back seat and was taken into custody at that time.

Peterson told officers that the victim had struck him with a baton and brass knuckles. Officers observed that Peterson had scratches to his face consistent with defensive wounds, but no injuries consistent with brass knuckles or a baton.

Lambert Peterson, a 28-year-old New Mexico resident, was arrested for Felony Aggravated Battery Causing Great Bodily Harm, Resisting and Obstructing, and on an outstanding Felony Bench Warrant from New Mexico for Robbery.

Judge blocks first federal execution in 17 years after victims’ family raises concerns over virus – CBS News

A judge on Friday blocked what would have been the first federal execution in 17 years after a petition from the victim's family asked the court to consider their risk to COVID-19 by traveling to attend the execution.

Daniel Lewis Lee, a former white supremacist who robbed and murdered a family of three, including their 8-year-old daughter, was scheduled to be executed on Monday. But now his death sentence has been put on hold after the court granted a preliminary injunction from the family of Lee's victims.

Earlene Peterson lost her daughter Nancy Mueller, and her granddaughter, Sarah Powell, in the crime for which Lee was convicted. She, along with her surviving daughter and granddaughter, filed a petition with the court, explaining that traveling across the country during the pandemic to attend the execution would put them at risk of contracting the coronavirus.

Chief Judge Jane Magnus-Stinson, of the Southern District of Indiana, halted the execution, writing that going forward could irreparably harm Peterson. "The harm to Ms. Peterson ... is being forced to choose whether being present for the execution of a man responsible for the death of her daughter and granddaughter is worth defying her doctor's orders and risking her own life," the judge wrote.

As of Friday, the facility where the execution will take place, U.S. Penitentiary Terre Haute, has four inmates who are currently positive for the coronavirus, according to the Bureau of Prisons.

The court's order says a new date for Lee's execution will be set when the Bureau of Prisons can show "reasonable consideration" for Peterson and her family's right to be present at the execution. But late Friday, the Department of Justice appealed the decision and has asked the court to stay its decision pending a ruling from the 7th Circuit.

Peterson, a supporter of President Trump, has been a vocal advocate against the execution of her daughter's killer and has even asked that Mr. Trump commute Lee's sentence to life without parole.

Attorney General William Barr announced he had directed the Bureau of Prisons to restart the enforcement of the death penalty last July. "The Justice Department upholds the rule of law and we owe it to the victims and their families to carry forward the sentence imposed by our justice system," Barr said in a statement at the time.

But as one of those families, Peterson said this has never been what she wanted. "Yes, Daniel Lee damaged my life, but I can't believe taking his life is going to change any of that," Peterson said in avideo statement in September. "I can't see how executing Daniel Lee will honor my daughter in any way. In fact, it kinda, like, dirties her name because she wouldn't want it and I don't want it. That's not the way it should be."

Peterson and her family are not alone in their belief that Lee was improperly sentenced. In 2014, the federal judge who oversaw Lee's trial and the lead prosecutor on the case, wrote separately to then-Attorney General Eric Holder arguing the disparity in Lee's sentence compared to that of his co-defendant.

Lee's co-defendant, Chevie Kehoe, was the mastermind behind the crime and evidence at their joint trial showed he was the one who murdered 8-year-old Sarah Powell after Lee had refused to do so. However, Kehoe was not sentenced to death, a dichotomy that advocates attribute to Kehoe appearing more "clean-cut" at trial, while Lee, who lost an eye in a fight and has a triskelion tattooed on his neck, looked more "like an outlaw."

Lee's execution was not the only one set to take place this summer. Three other men on death row are still scheduled to be executed by lethal injection, two of which are still planned for next week.

Wesley Ira Purkey, who was convicted in 2003 for the rape and murder of a 16-year-old girl, and the violent death of an 80-year-old woman, will be executed on Wednesday. His spiritual advisor of 11 years, Reverend Seigen Hartkemeyer, a 68-year-old Buddhist priest, has filed a similar lawsuit to Peterson's, arguing that he would be at risk of COVID-19 if he attends the execution.

"Rev. Hartkemeyer must decide whether to risk his own life in order to exercise his religious obligation to be present for Mr. Purkey's execution," the lawsuit argues. No ruling has been made yet in this case.

In December, the Supreme Court temporarily blocked the Trump administration's initial attempt to resume the death penalty after a lower court found the execution method may have violated the Federal Death Penalty Act. But in June, the court cleared the way for the executions to go forward after they denied hearing a last-ditch petition brought by four inmates who aimed to block the use of a new protocol used in their executions.

Earlier this month, more than a thousand faith leaders signed a statement calling on Mr. Trump and the attorney general to halt the executions. "As our country grapples with the COVID 19 pandemic, an economic crisis, and systemic racism in the criminal legal system, we should be focused on protecting and preserving life, not carrying out executions," their statement said.

According to the Death Penalty Information Center, there are 62 federal prisoners currently awaiting execution on death row.

Pekins Peterson moves to IUPUI – Pekin Daily Times

PEKIN -- Pekin grad Adam Peterson survived a turbulent season last year with the Western Illinois men's swimming and diving team.

Two coaches were fired. A graduate assistant ran the team on two occasions.

Peterson stayed focused through the upheaval, setting school records in the 50 freestyle (:20.08) and 100 freestyle (:44.57) in February at the Summit League championships in Sioux Falls, S.D.

The sophomore earned All-Summit honors in the 50 freestyle and 200 medley relay, finishing in third place in both events at the league championships.

After getting assurances from Western Illinois administrators a few months ago that a new coach would be hired, the student-athletes on the mens swimming team were informed late last month that the program was suspended for the upcoming season.

"The decision to suspend was due to challenges related to COVID-19, which impacted the search for a coach, recruitment, and the (athletic) department's budget," read a news release from the school.

As for the future of the mens swimming team, "The decision will be re-evaluated within the next year," according to the news release.

The suspension stunned Peterson, not just because he wouldn't be able to swim this coming season for the Leathernecks.

He has a dream to be a firefighter, he said, and Western Illinois is one of the few colleges in the country that offers a Division I swimming program and a fire science degree.

"I had a choice after I learned about the suspension. I could sit back and be sad, or go to work and find something better for me," Peterson said.

He's certain he's found something better.

Just eight days after Western Illinois' suspension announcement, Peterson announced he will be resuming his swimming career this coming season as a junior at IUPUI, a Division I program.

Here's the translation for that long acronym: Indiana University-Purdue University Indianapolis.

IUPUI was one of about 50 schools that Peterson contacted after the Western Illinois suspension. He seriously considered a commitment to about 10-15 of those schools.

"IUPUI was on my radar when I was looking into colleges coming out of high school," Peterson said. "I wouldn't say I was on their radar, though.

"IUPUI has an amazing swimming facility. I saw it twice last season when we (Western Illinois) had meets there. Also, the swimming program there is well-funded."

The Indiana University Natatorium, which seats 4,700 in its eight-lane, 50-meter competition pool and has an instructional pool, is indeed an amazing swimming facility.

With room for additional seating of 1,500 on deck, it's the largest indoor pool in the U.S.

It has hosted Division I men's and women's swimming and diving championships, USA Swimming, USA Diving and USA Synchronized Swimming championships, and 11 Olympic trials in swimming, diving and synchronized swimming.

World records have been broken there.

Peterson will major in public health management at his new school. While that's not fire science, it will allow him to stay on course to become a firefighter.

Former standout Western Illinois swimmer (1996-2000) and ex-Peoria resident Damion Dennis is IUPUI's men's swimming coach.

He got the Jaguars job in 2019 after an 11-year stint at West Virginia, where he was associate men's swimming coach.

Breaststroke also is a Peterson specialty. He holds the Pekin school record in the 100 breaststroke (:59.06).

His brother, Ryan Maas, is a former Pekin basketball player who played for Western Illinois.

Everyone wants answers. Everyone wants to know immediately the skinny for college football in the 2020 fall. Whos trying to play a full schedule? Whos scrubbing non-conference opponents? What happens if everyone doesnt test for COVID-19 comparably? Will some football programs whose names we actually recognize, shut it down?

The FCS Ivy League said last week that no football will be played this fall. The FCS Patriot League was expected to do likewise Monday. Could the FCS Missouri Valley, of which Northern Iowa is a member, be on the verge of announcingalterations to its fall football schedule?

I posedsome of those questions early Monday to Iowan Troy Dannen, the newest member of the prestigious NCAA Division-I football oversight committee. Hes been the AD at Northern Iowa. Hes now the AD at Tulane. Hes an up-and-comer in the college football administration world. He knows his stuff.

So what about it?Whats the prognosis for fall football, as weve known it for years and years?

Iowa State is doing its darndest to play,as long as it can continueto keepfootball players and staff as healthy as possible.

While we cannot eliminate all of the risk associated with athletic competition, under current conditions we believe that moving forward with fall sports can be accomplished, athletics director Jamie Pollard wrote in a letter to fans. We understand that the COVID-19 pandemic presents a constantly changing decision-making environment and changing health and safety conditions may not allow sports to proceed.This is why it is so important to discuss and develop contingency plans should the pandemic worsen.

In the last six weeks, our football team and medical staff have proven how we can successfully combat the COVID-19 virus if we collectively commit to the necessary precautions.

Since the football team returned to campus in early June for voluntary workouts, we have recorded just three positive cases among 160 football players and staff.

Thats great news. Updates are important. All Power Five conferences should be on the same page or at least reading from the same book. Are all Power Fives testing the same, for example?

How many positive tests equal no game? What happens if someone needs a last-minute opponent replacement, whos in charge?

In a crisis where there is no captain, its every man for himself, Dannen told the Des Moines Register. And basically, thats where were at. Theres five captains the five commissioners.

Hes referring, of course, to the NCAA assuming no leadership in college football. Hes talking about the commissioners of the five major conferencesthe ACC, Big 12, Big Ten, Pac-12 and SEC having their own rules, doing what they want, and like last week, possibly even surprisingtheir peers.

Thats what happened when the Big Ten declared it would play conference football games only, and the Pac-12 followed.

Big 12 Conference commissioner Bob Bowlsby last week told Dennis Dodd of CBSSports.com that its a little early to be making a decision like that.

"We need to do what our doctors and our scientists are telling us, which is move slowly ahead and constantly reevaluate," Bowlsby told CBS after the Big Ten announcement. "The virus is going to decide whether we're ready and able to play."

Conference-only announcements led to a public relations fiasco, people wanting to know why the other Power Five conferenceswerent immediately doing likewise. If its right for the Big Ten and Pac-12 to dramatically shorten schedules, why isnt it right for the others?

No ones in charge, thats why.

Now, its hard to tell what anybodys going to do, Dannen said.

I reached Dannen before he started a round of radio interviews. Hes the new guy at the committee table. And second Iowan, for those keeping score. The other is Mountain West deputy commissioner Bret Gilliland (an Iowa State grad) from Adel.

Everybody wants decisions, but my thought is we have to wait until we get the most information, Dannen said. Even if things seem inevitable, prudence demands you wait as long as you can to make decisions. Get all the available information.

SEC administrators were expected to meet Monday. Big 12 athletics directors meet Tuesday. Both were planned before the Big Ten/Pac-12 announcements. All conferences have discussed schedules ranging from uninterrupted (long shot) to conference games only (more likely). Theyve talked either formally or informally about moving the 2020 fall football season to the 2021 spring.

There are no guarantees that well be virus-free in the spring, said Dannen, emphasizing that hes speaking for himself and not the committee. All of a sudden will it be fixed? Maybe.

Hopefully.

Theres adverse implications for the fall of 2021 season by adding games to the spring 2021 season, Dannen said. Could it happen? Sure, but a lot more discussion is warranted.

Dannen stressed more than once that hes giving his own opinion, and not the opinion of the committee.

It could be interesting this week, Dannen, of Marshalltown, said. Much like last week, we didnt have expectations. Nobody knows whats going to happen this week.

Tighten your seat belt. It could be a wild ride.

Recent Amendments To The Private Funds Law 2020: Are You Now In Scope? – Finance and Banking – Cayman Islands – Mondaq News Alerts

In January, we published an article detailing draft legislation namedthe Private Funds Bill on 8 January 2020 (the'Bill').

In March, we published another article after the Bill was enactedinto law as the Private Funds Law 2020 on 7 February 2020 (the'Law').

The Law has now been further amended by the Private Funds(Amendment) Law, 2020 which was enacted into law on 7 July 2020(the 'Amendment') and this article hasbeen updated to reflect the most recent amendments.

By way of a reminder, the Law sets out requirements for theregistration of closed ended funds (funds in which investmentinterests are not redeemable at the option of the investor) withthe Cayman Islands Monetary Authority('CIMA'). This brings closed ended fundswithin the scope of a regulatory regime for the first time in thisjurisdiction.

The majority of closed ended funds with more than one investorcome within the scope of the Law. Specifically, the Law applies to'Private Funds'. Non Cayman IslandsPrivate Funds are also captured by the Law if they invite thepublic in the Cayman Islands to subscribe for investmentinterests.

'Private Fund' means a company, unittrust or partnership that offers or issues or has issued investmentinterests, the purpose or effect of which is the pooling ofinvestor funds with the aim of enabling investors to receiveprofits or gains from such entity's acquisition, holding,management or disposal of investments, where:

(a) the holders of investment interests do not have day-to-daycontrol over the acquisition, holding, management or disposal ofthe investments; and

(b) the investments are managed as a whole by or on behalf ofthe operator of the Private Fund, directly or indirectly.

The Law helpfully excludes several 'non fund'arrangements from its scope. The 'non fund' arrangementswhich are specifically excluded from the Law are:

programmes or schemes to similar effect;

over-the-counter-market) specified by CIMA by notice in theGazette;

The Schedule provides that these 'non fund' arrangementswill be defined in rules and guidance issued by the Ministry ofFinance but to date no guidance has been forthcoming. A full listof the 'non fund' arrangements is set out in the scheduleto the Law, which can be found here.

In addition, entities registered or licensed under the followingare excluded from the Law:

The changes to this definition are significant in four respects.All of the changes widen the definition of a Private Fund, meaningthat some entities which were not previously caught will now becaught. Those changes are:

It is not expected that the Amendment will affect entities thatwere previously classified as in scope of the Law as there are noadditional carve outs.

Under the Law, where International Financial Reporting Standardsor generally accepted accounting principles of the United States ofAmerica, Japan, Switzerland or a non-high risk jurisdiction permitconsolidated or combined financial account reporting, and a PrivateFund choses to report as such with an Alternative InvestmentVehicle, that Alternative Investment Vehicle will not be requiredto comply with the following requirements: (1) audit; (2)valuation; (3) safekeeping; (4) cash monitoring; or (5)identification of securities.

An Alternative Investment Vehicle('AIV') is defined as 'a company, unittrust, partnership or other similar vehicle that:

Similar entities formed to hold or dispose of assets which areestablished in the Cayman Islands but are related to a fund inanother jurisdiction (Delaware being a common example) or relatedto a fund which is a registered mutual fund, do not benefit fromthese reduced requirements and may be required to register, unlessthey fall outside of the definition of a private fund.

Existing private funds must be registered by 7 August 2020 (the'Transition Date').

Following the transition period ending on 7 August 2020, a newlyestablished Private Fund will be required to submit an applicationto register with CIMA within 21 days after it accepts capitalcommitments from investors and in any event, may not accept capitalcontributions from investors until the Private Fund is registeredby CIMA.

Helpfully, a Private Fund may engage in oral or writtencommunications and enter into agreements with potential investorswho are high-net-worth persons or sophisticated persons prior tothe submission of its registration application to CIMA.

Applications for registration of Private Funds will need to besubmitted electronically through CIMA's REEFS web portal.

In order to apply to be registered with CIMA, as part of itselectronic application submission, a Private Fund will need tosubmit a copy of its certificate of incorporation/registration (asapplicable), constitutive documents, offering memorandum/summary ofterms/marketing materials (as applicable), auditor's letter ofconsent, administrator's letter of consent (if applicable) anda structure chart for the entity, together with payment of theprescribed registration fee to CIMA. Private Funds which registerby 7 August 2020 will be liable to payment of a registration fee ofUS$365.85 while Private Funds which register following 7 August2020 will be liable to payment of a registration fee ofUS$4,634.14.

Once CIMA receives a complete application from a Private Fund,it will consider the application and register the Private Fund oncesatisfied. The Law sets out that CIMA will communicate its decisionto register a fund as soon as reasonably practicable after itsreview of the application and the registration date of the PrivateFund will be the date of submission of the complete application forregistration to CIMA.

A summary of the ongoing obligations of a registered PrivateFund are set out below:

CIMA has published the rules setting the parameters as to howthe Law will be implemented in relation to the segregation ofassets and the contents of marketing materials.

Based on the Rule on Contents of Marketing Materials all PrivateFunds, save for AIVs, will be obliged to include certaininformation in their marketing materials. 'Marketingmaterials' are defined as any document which is used to solicitinvestors to invest in a fund. Private Funds are not required toprepare an offering document and this is not a pre-requisite toregistration.

An existing Private Fund which is in liquidation / being woundup or that has commenced the liquidation / wind-up process prior to7 August 2020, and which submits evidence (in the form ofresolutions, auditor confirmations etc.) to CIMA that itsliquidation / winding-up will be completed prior to 7 August 2020,will not be required to apply for registration under the Law.

The Law provides CIMA with new supervisory and enforcementpowers to ensure the requirements of the Law are complied with. Forexample, if CIMA deems it necessary to comply with its functionsunder the Law, it may request additional information from a PrivateFund, carry out on-site inspections, impose additional conditionsor apply to Court for an order to take any action it deemsnecessary to protect the interests of the investors. Failure tocomply with the provisions of the Law may result in the impositionof fines on a Private Fund and / or its operators.

'Indicative' means the Government does not have to act on the outcome of the referendum.

One example of this was the citizen-initiated corporal punishment referendum of 2009, when 87.4 percent of respondents answered 'no' to the question: "Should a smack as part of good parental correction be a criminal offence in New Zealand?"

Despite the result of the referendum, the Government did not change its anti-smacking laws.

The cannabis legalisation and control referendum, which you will have the opportunity to vote on at the same time as the euthanasia referendum, is also indicative.

The End of Life Choice referendum will be held alongside the general election and the cannabis legalisation and control referendum on September 19, 2020.

However Seymour, whose work resulted in this year's referendum, told Stuff the results are misleading because the question asked did not reflect the nature of the End of Life Choice Bill.

"The majority of New Zealanders have seen bad death and they're saying, 'when my time comes, not for me - it's my life and it should be my choice'," he told Newshub.

Euthanasia is not an issue that sits neatly along party lines.

In the End of Life Choice Bill's third reading, the majority of MPs were allowed a conscience vote. It was this vote that saw the Bill put to a referendum.

This meant National MPs Maggie Barry and Chris Bishop - Parliament's most outspoken critics and supporters of the Bill respectively - were able to vote truthfully on an issue deeply personal to them.

Labour, too, voted on conscience.

New Zealand First all voted in favour of the Bill in its third reading, after leader Winston Peters agreed that his MPs would do so only if the issue was put to a public vote.

The Green Party voted as a bloc to support the Bill, conditional on an amendment that made eligibility for euthanasia more narrow. It said in 2016 that it would support voluntary euthanasia if it got into government.

The ACT Party, with Seymour at the helm, is in favour of legalising voluntary euthanasia.

In the wake of her daughter's death, a Pennsylvania lawmaker is calling for anyone who encourages a person to commit suicide to face steeper penalties than those currently on the books.

State Representative Dawn Keefer (R) was alarmed to learn from a constituent that her 25-year-old daughter committed suicide at the instruction of chatroom operators.

"They walked her through her suicide step by [step], down to buying the products off of Amazon, the amount to take and how to take it, and [they] continued to give her support," Keefer shares. "At another point they encouraged her; when she was apprehensive, they said to jump the bus. 'You should do it. Go ahead. You'll be better off. We'll see you on the other side.'"

The parents knew nothing until they observed their daughter's online contacts after her death.

Rep. Keefer explains that under current law, "if you cause, or even if you assist somebody with suicide, it's graded as a second-degree felony or a second-degree misdemeanor, and that's punishable by five to ten years in prison and a $25,000 fine for the felony or two years in prison and a $5,000 fine for the misdemeanor."

She has introduced House Bill 1785 to increase that penalty for anyone who aids or encourages a person with an intellectual disability or anyone under age 18 to kill themselves. The House has passed and sent the bill to the first step in the Senate, the Judiciary Committee.

Keefer encourages everyone in the country to be aware of the chatrooms and to urge their state lawmakers to pass legislation to deal with them.

Skewed stats

Meanwhile, stats revealed in an annual report on doctor-assisted suicide show 20% more Californians killed themselves in 2019 than in the previous year. Brian Johnston of the California Pro-Life Council tells OneNewsNow that while 405 such suicides were reported, that's not likely an accurate figure.

"A doctor doesn't have to send in the report; there's no penalty for failure to report," he reports, "and this is absolutely significant because it clearly skews the answers we get."

Johnson also points out there is a third party involved who could be involved in intentionally killing a patient. That, says Johnston, is a form of euthanasia.

"It is ostensibly volunteer euthanasia, but it's euthanasia [nonetheless]," he adds. "And once the person is dead, there's no way to determine just how voluntary it was." In other words, there's no follow-up and if euthanasia has taken place, there's no investigation, no accountability, says Johnston.

The pro-life activist concludes by noting that a question remains unanswered: What is the impact of this on the medical community?

"We are witnessing a complete inversion of the medical practice of our state and nation and unless you're aware of that, you and your loved ones will be at risk. This is a very serious change in our cultural values."

The problems cited in California's practices are about the same as those in other states and Washington, DC, where it is legal.
