I wholeheartedly agree with Paul Levines letter dated July 13 regarding scofflaws and their firework fun during the July Fourth weekend.Mr. Levine clearly reported thoughtful state laws and city codes that govern us and the many complaints received.

A homeowner since 2005, I was literally astounded and unnerved by how insensitive, dangerous and stupid people were with incessant fireworks. It was disheartening to hear and see the actions of so many who demonstrated a lack of caring, consideration and civility.

In my area at the edge of Old Town, it was simply out of control. While observing the beautiful full moon that night when walking near my home, within feet, I witnessed two small fires that could have been clearly disastrous with the considerable heat and recent dry lawns and brush. Residents locals I presume but possibly tourists were intentionally inflammatory and potentially flagrantly destructive with fireworks that blasted on Friday and Saturdayto late hours of the night. I also see that the singular holiday has become a 30- to 60-day time of revelry.

This was more than irresponsible, on all sides.The city should have done better as they were aware firework sales were up considerably.No official ostensibly anticipated or had a plan for any mishaps. In fact, after calling the city manager and two council members one councilperson did not return my call and another council member said that I should offer a solution.Hmmm, isnt that within your scope of practice?

Ill be watching for a thorough after-action review and clear future changes as Sgt. Brown indicated would happen.He and other officials admitted they simply did not have the manpower to enforce the current ordinances nor was there wide and direct messaging proactively about consequences for disobeying the law.There were no citations given, no disincentives provided that this wont happen again not one citation.

We expect rights to be inextricably linked with responsibilities.This current biological tragedy has been prolonged because somehow personal liberty has become more important when collective civic concern is needed.

We are a nation in deep need of self-evaluation and correction in so many areas.Such painful times test the foundation of our democracy and challenge the American ideals we all should value strength, resilience and compassion.Good and necessary citizenship means living up to those ideals and values.

Firefighting crews contain small blaze on Friday afternoon above Liberty – Standard-Examiner

LIBERTY Firefighters battled a small blaze on U.S. Forest Service land in the Ogden Valley on Friday afternoon, declaring it all-but-contained that evening.

Weber Fire District crews were initially dispatched to the area at 1:31 p.m. Friday and were quickly joined by firefighters from North View Fire District as well as the Forest Service, which took command of the fire. A helicopter equipped with a water bucket was also utilized.

The fire started at one of the pullouts on the Avon-Liberty Road, where people often go for target shooting, according to Barry Locke, assistant fire warden with Weber Fire District.

Thats what the cause of the fire was, target shooting, Locke said. The start of the fire was actually witnessed by Forest Service personnel.

Locke said the Forest Service employee was crossing over the divide when he saw a man target shooting and stopped to speak with him.

The man put his gun down and turned to talk to him, Locke said. When he looked back over his shoulder, the fire had started.

Kathy Jo Pollock, public information officer with the Uinta-Wasatch-Cache National Forest, said the fire got into the oak and maple brush in the area. She confirmed the fire was started by a shooter.

We can say it was human caused, and we can say that it was target shooting, she said.

Pollock said the fire was pretty much contained by early Friday evening, and they expected full containment later that night.

Locke described the fire as small. He estimated it at just over a half-acre.

Fortunately, there was a road above where it started, so it got to the edge of the road and pretty much stopped, he said.

Crews were also able to position firefighting equipment on that road above the fire and laid down hose throughout the area.

Ill bet we had 2,000 feet of hose stretched around that mountain, Locke said. We just worked the edges of the fire until wed controlled and surrounded it.

A Bureau of Land Management Helitack crew dropped buckets of water scooped from a nearby pond.

We had nine bucket drops on that fire at 100 gallons a bucket, thats a lot of water, Locke said.

About 30 firefighters fought the blaze, using an assortment of a half-dozen fire engines and brush trucks, according to Locke.

It was pretty textbook when everything started getting into play everybody knew their job and did it well, Locke said. We had the personnel here pretty rapidly, and the helicopter was dispatched quickly. If not for them, it could have gone much worse.

Pollock said crews would keep tabs on the area throughout Saturday to make sure there were no hot spots or flareups.

Pollock said she didnt know if any charges would be brought but that anytime somebody causes a wildland fire, they could have to pay the costs of suppressing the fire.

Pollock implores those out target shooting to take the necessary precautions make sure the area is clear of vegetation, dont shoot at rocks, make sure to have a backstop, and no exploding targets or tracer rounds.

They should also have a fire extinguisher, shovel or water, just in case, she said.

Review: The Rental, a thriller starring Dan Stevens, is worth the stay – San Antonio Express-News

Airbnb, Couchsurfing and similar platforms where you vacation in someones house instead of a hotel have taken a major hit due to COVID-19. Not only are people not traveling much but what used to be these apps primary appeal getting to play like a local in some exotic, far-flung destination now feels to some like playing Russian roulette.

Now comes The Rental, an effectively chilly little thriller about a vacation gone very wrong that is, for the home-sharing business, like a poisonous, little cinematic cherry on top of an especially toxic pandemic parfait.

Charlie (Dan Stevens), wife Michelle (Alison Brie), his business partner Mina (Sheila Vand) and his brother/Minas boyfriend, Josh (Jeremy Allen White) are urban, millennial Oregonians who decide to take a getaway weekend to somewhere along the states rugged coast.

Charlie and Mina, who have some sort of start-up thats about to pop, have long hours ahead of them so why not a little downtime before the real work starts? And theyre all best friends and that beautiful, well-appointed house online right along the beach above the crashing waves looks so perfect and its not going to book itself. What could possibly go wrong?

If you say everything, you certainly dont need a weatherman to know which way this wind is blowing.

As directed by actor Dave Franco, in his feature debut, from a script by Franco and Joe Swanberg (the director of Drinking Buddies and Digging for Fire), The Rental is a lean, well-crafted ensemble piece where the horror is less about jump scares and as much about what frights comes from within our two, picture-perfect couples arent quite what they appear as without.

But, yeah, there is something weird about this place. It could be the rangy, intolerant guy, Taylor (the always solid Toby Huss, Halt and Catch Fire) who manages the house for his brother. He turned down an online request from Mina, whos Middle Eastern, to rent the property but approved Charlie a mere hour later.

Mina wants to make a stink about that but everyone else minimizes her feelings, telling her basically to get over it. I mean, look at this house! Check out that view! Have you seen the hot tub?

Or it could be something else altogether thats the problem.

Though the stories are different, The Rental is reminiscent of the 2015 film The Gift, the feature-film directorial debut of another young actor, Joel Edgerton. Both feature tight-knit ensembles and psychological tension that comes from situations that feel emotionally and physically authentic. The Rental even has the added benefit at clocking in at less than 90 minutes so theres little wasted time.

Having said that, there is one big logic flaw in The Rental that might have you ready to throw the remote at the screen but, thankfully, the rest of the film is diverting enough that its not completely weighed down by it.

If nothing else, The Rental might make you pause for a few seconds, with a finger hovering nervously over the mouse, before booking that next dream vacation.

Methamphetamine arrest in Roulette – The Wellsboro Gazette

Adam Ryan Sallade, 32, of Roulette, was charged with seven counts of possession of a controlled substance following a fire investigation on River Street in Roulette on February 16. As officers investigated, there was evidence of a fire in a bedroom where Sallade was residing. Drug paraphernalia and evidence of drug activity were observed in the residence. Based on the materials that were observed in the bedroom, police believed the materials could have been used in a methamphetamine lab. Residence was closed until deemed safe by a separate investigatory team after which police proceeded with fire investigation. The investigatory team removed numerous items related to drug activity. Based upon the evidence a conclusion according to the Erie Regional Laboratory stated, The items that were seized contained the key ingredients and supplies necessary for the clandestine manufacture of methamphetamine. A preliminary hearing is scheduled for July 28.

Memories of ‘Russian roulette’ for family as lorry and car crashed into home – Burton Mail

Not again! was the thought of a shocked homeowner after two vehicles ploughed through their property in the space of just one week.

The incidents happened on a bad corner on the A444 in the tiny hamlet of Acresford near Donisthorpe and Overseal in May 1982.

The first incident on a Thursday morning involved a car carrying three people from the Tamworth area which ploughed through the dining room of Mick and Hazel Underwood after leaving the road.

All of the occupants of the vehicle escaped without serious injury.

Following this crash, the Underwood family, including their five-year-old son William, went to stay with family in Castle Bromwich for the weekend.

When they returned on Monday morning they found a cement tanker in their garden after the lorry had left the road and ploughed through a garage, which had purposely been built as a buffer in case such an accident occurred.

The lorry was driven by a man from Albert Village who was described as having a lucky escape after he was thrown through the windscreen of the truck cab suffering just minor cuts and bruises.

Eye witness Pamela Pizzey of Cricket Cottage said: I was in the bedroom at the time doing my hair and I heard this screeching. I shot to the window and saw the lorry screeching towards the fence.

Speaking in 1982, homeowner Mick Underwood, age 39, said: It has just about ruined us. My wife said she would certainly not return after Thursdays accident and she will never return now.

Im pleased in a way because it strengthens my case about the dangers of the corner. But I wont be coming back it would be like playing Russian roulette.

Following the incidents, villagers pressed for extensive road improvements on the bend to reduce the dangers.

Roanoke schools’ digital ‘town hall’ will address school reopening questions Thursday evening – Roanoke Times

Roanoke families, teachers and community members will be able to have questions answered Thursday about Roanoke City Public Schools proposed reopening plan during a virtual town hall hosted by Superintendent Verletta White.

The district has pledged to answer as many questions as possible during the town hall from 6:30 to 8 p.m.

The plan tentatively involves sending students to the classroom four full days per week, Mondays through Thursdays. A fully remote, online option also will be available.

The plan is contingent on at least 30% of students choosing the remote option, leaving parents wondering how the plan may change if that doesnt happen. Although that threshold was met in the districts initial survey, only 60% of the districts enrollment completed the survey, so the figure could shift as the district collects formal responses.

The Roanoke Education Association, a local chapter of the Virginia Education Association, published a statement Monday calling for the district to scale back its plan to a maximum of two days per week of in-person learning or 100% virtual.

The statement focused on the increasing COVID-19 case numbers in the Roanoke Valley, especially in younger people. While younger people are less likely to die of COVID-19 or become severely ill, President Bettye Bell questioned whether the district was willing to take the risk: Are we playing Russian Roulette with the lives of our students?

This Satellite Tow Truck Could Be the Start of a Multibilion-Dollar Business – Air & Space Magazine

On Monday, February 24, 2020, at about 9 p.m. U.S. Eastern time, a robotic spacecraft named MEV-1 is traveling some 22,000 miles above the Pacific Ocean in a geosynchronous orbit. A satellite at that location holds a fixed position over the equator because its speed matches that of Earths rotation. At the moment, MEV-1, which stands for Mission Extension Vehicle-1, is in pursuit of its client, a $200 million satellite called IS-901.

Intelsat owns and operates the satellite, which was launched 19 years ago. In December, IS-901 reached the end of its expected lifespan, and because it was low on fuel and unable to remain stationary over the equator, Intelsat commanded onboard thrusters to push the satellite 185 miles farther from Earth, into the so-called graveyard orbit, where geo spacecraft go to die.

Such is the fate of satellites, Joe Anderson tells me. Anderson is vice president of SpaceLogistics, LLC, a Northrop Grumman subsidiary. The vast majority of satellites are decommissioned primarily because they have run out of fuel, he says. Others in the graveyard orbit may have experienced technical hiccups. Like a magic lamp releasing a genie, satellites must unfold various components after separating from their launch vehicles. But things can get stuck. It might be a solar array or antenna that doesnt deploy correctly, and it simply needs a nudge, he says.

Satellites also suffer component failures, such as decayed batteries and computers, or malfunctions in propulsion and attitude-control systems.

The decision to retire a satellite versus fixing or refueling it is a straightforward calculation that measures future revenue against the servicing cost. Many commercial satellites generate millions of dollars per year in revenue, explains Joseph Parrish, program manager for the Defense Advanced Research Projects Agency (DARPA) Robotic Servicing of Geosynchronous Satellites program. So, if you could extend the life of those spacecraft for just a few years at a cost thats significantly less than their revenue over that period, its a win-win for both the servicer and the client.

Northrop Grummans MEV-1 was sent to extend a life. The first robotic spacecraft designed to rescue ailing satellites, it was assigned to dock with IS-901a feat never before attempted between two uncrewed commercial spacecraftand then function as a jet pack, as Anderson puts it. Fueled with xenon gas, MEV-1 will use its electric-propulsion thrusters to tow IS-901 back to geo orbit, then haul it halfway around the world to a new position over the Atlantic Ocean, where it will take over for another aging Intelsat spacecraft.

Industry analysts at Northern Sky Research in Cambridge, Massachusetts last year projected revenues for the in-orbit satellite servicing market would reach $4.5 billion by 2028. They predicted growth in salvage operations, defunct satellite disposals, robotic repairs and inspections, orbital relocations, and refueling services. Their projections are bullish considering that today most satellites still are helpless when something goes awry. Northrop Grumman is hoping to change that.

MEV-1 was launched in October 2019 and took 139 days to reach IS-901. (Electric thrusters are dreadfully slow but extremely efficient.) Now, in late February 2020 at Northrop Grumman in Dulles, Virginia, the Mission Operations Center is bustling with ground controllers and engineers overseeing the MEV-1 docking. Anderson is here for the big moment. His eyes are glued to wall-mounted monitors receiving live video feed from eight cameras aboard MEV-1.

When IS-901 first comes into view, its a shimmering speck amid a black void, like a diamond in a tar pit. MEV-1 stops at its far hold position, about 260 feet from IS-901.

The MEV has been in development since the mid-2000s, when aerospace firm Alliant Techsystems, or ATK, began exploring the feasibility of servicing spacecraft in geo, where some 500 satellites are in orbit. Anderson, who had spent 20 years at Intelsat, moved to ATK in 2012, believing it had the money and expertise to make the MEV happen. After a series of mergers and buyouts endemic to the aerospace industry, the projectand Andersonwound up at Northrop Grumman.

Developing the necessary rendezvous and docking technologies took time and money. We suffered a classic innovators dilemma, Anderson says. We had no financing because we had no customer commitments, and we had no customer commitments because we were not financed. It wasnt until 2016 that ATK decided to fund the development and launch for the first MEV. Just a couple of months later we had our first contract for five years of life-extension service with Intelsat.

Now, eight years after the first serious considerations of satellite servicing, MEV-1 is about to dock with IS-901. Assuming the mission succeeds, it will not only make history but also herald the birth of an entirely new industry.

Station to Station

Satellites need fuel to perform station-keeping maneuvers using small chemical or electric thrusters. Their orbit is always changing because of gravitational forces from the Earth, sun, and moon, explains Anderson. Most satellites are doing maneuvers weekly, and thats why they run out of fuel. Before launch, fuel is added through a port called a fill/drain valve: The tank is topped off and a cap is sealed to the inlet (the drain is for emergencies while still on the ground).

A thick multi-layer insulation blanket, or MLI, is wrapped around the satellite to further protect it from dust and debris, sealing it up like a submarine swaddled in tinfoil. With the blanket in place, it would be hard for a repair robot to access any components that arent attached to the bus exterior, such as solar arrays, radio antennas, sensors, and cameras.

Its for this reason that Northrop Grumman opted to make MEV perform more like a tow truck than a mechanic, albeit a tow truck that stays affixed to the car long-term. We believe in keeping it simple, Anderson says. MEV-1 will remain attached to IS-901 for five years, at which point it will return the satellite to the graveyard orbit, where itll be decommissioned. Then MEV-1 will fly to its next client and repeat the docking and renewal procedure. By this time, a second mission-extension spacecraft, MEV-2 will be in geo orbit, hitched to another Intelsat client. Each MEV can service up to 10 satellites, or remain with the same one for the entirety of its 15-year design life. Weve built it to be compatible with about 70 to 80 percent of all geo satellites, Anderson says. If the satellite uses one of the common cone-shape liquid apogee engines, then MEV-1 can very likely latch on to it. Satellites that use a different engine design would stymie the repair craft.

Anderson wont tell me how much Northrop Grumman charges for this service, but assures me the business model is compelling to satellite operators. We could service low Earth orbit too, he says. If theres a market there, well go.

History Has Its Eyes on You

Northrop Grumman isnt the only group preparing to service satellites. NASA and DARPA are also planning missions, and DARPAs Parrish tells me, The entire on-orbit servicing community is watching [MEV-1s] progress with great interest, hoping for the very best on that mission.

Thats part of what makes Anderson nervous while he waits for MEV-1 to move from its near-hold position 60 feet from IS-901 to the capture box position roughly three feet from the client. The journey between the two points takes about 45 minutes. At the end of that period, IS-901s controllers place it into a free-drift state, meaning simply that they are no longer controlling its attitude.

Now the moment of truth has arrived: Northrop Grumman controllers send the MEV-1 the command to begin its autonomous docking procedure. Now the seconds feel like minutes to Anderson. This is where my heart really starts beating, because its the point of no return, he says.

Having received the command to commence docking, MEV-1 is untethered from its puppeteers in Virginia. Both satellites are now in tight formation, drifting in tandem at thousands of miles per hour. The most minute maneuvering error could be catastrophic. Thats because the distance between Earth and geo orbit creates a communications delay, or latency, of about 540 milliseconds round-trip. A half-second doesnt sound like much, but its way too long for an operator in Virginia to safely mate two spacecraft 22,000 miles away. Hence the need for both spacecraft to be placed in an autonomous state. The reason we go open loop is so there are no other forces in the system, Anderson explains. Having a human in the loop would just get in the way.

Hes been awake for nearly 20 hours when ground controllers declare that IS-901 has been captured at exactly 2:15 a.m. EST on Tuesday, February 25, 2020. IS-901 returned to service in its new orbit on April 2.

Northrop Grummans success gives satellite operators like Intelsat their first proof that servicing in orbit is possible. Its also deeply encouraging to engineers at DARPA and NASA, who are pursuing considerably more ambitious and complex satellite-servicing missions.

Roadside Assistance in Orbit

At NASA Goddard Space Flight Center in Maryland, the OSAM-1 mission is in planning. Formerly known as Restore-L, with the L denoting low Earth orbit, OSAM-1 (the acronym is for On-orbit Servicing, Assembly, and Maintenance) is focused not on geo, as the MEVs are, but on low Earth orbit, home to approximately 2,200 active satellites. The OSAM-1 spacecraft is scheduled to launch in 2023. Once in orbitat an altitude of about 435 milesit will attempt to refuel the $500 million Landsat 7, an Earth-imaging satellite launched in 1999 and operated by the U.S. Geological Survey and NASA. OSAM-1 will be equipped with three robotic arms: two built at NASA Goddard (one is essentially a backup for the other) and a third built by Maxar, a space technology company in Westminster, Colorado. Maxars apparatus, called SPIDER (for Space Infrastructure Dexterous Robot), is based on similar arms the company has built for NASAs Mars landers.

We are flying a robot arm for the first time that will manipulate a fill/drain valve on a satellite, says Brent Robertson, the OSAM-1 project manager. The NASA arm will grab a ring encircling the base of Landsat 7, a Marman clamp that fastened the spacecraft to its launch vehicle. Next, the arm will guide Landsat 7 into so-called berthing posts, where it will be secured to its rescue satellite. Now free from holding Landsat 7, the arm will use its tool set to cut away the insulation blanket, snip locking wires around the fill/drain valve, and unscrew its cap. Then OSAM-1 will add 254 pounds of fuel. That will allow Landsat 7 to maintain its orbit for years, and eventually to perform de-orbiting maneuvers. OSAM-1 will carry more than 6,000 pounds of biopropellant fuel to allow it to intercept and dock with other clients should its one-year mission be extended.

Besides refueling, the OSAM-1 spacecraft will demonstrate assembly and manufacturing. Because there is no dirt in space, its possible for OSAM-1 to disassemble and reassemble a satellite for servicing with little contamination risk.

This is where SPIDER comes in. OSAM-1 will carry a segmented radio dish antenna into orbit, which SPIDER will put together. Were going to send a [radio] signal through that antenna to ground stations, Robertson explains. And then were going to disassemble the antenna and assemble it again to show its a repeatable task. Next, OSAM-1 will manufacture a rigid 10-meter beam, extruding fused carbon from a device that works something like a Play-Doh squeeze press. The beam will have the associated stiffness appropriate for assembling a spacecraft, Robertson says.

The tough part of OSAMs missionrefuelingis not on the to-do list of DARPAs Robotic Servicing of Geosynchronous Satellites program. Its an incredible technical feat to be able to do that, reckons Parrish. The [OSAM-1] team has spent years developing the technology. Theyve done numerous experiments and demonstrations in space to back up their analyses and simulations on the ground. Instead, the RSGS is inventing an orbiting handyman. The spacecraft will carry dual six-foot-long robotic arms that can extend, flex, and rotate with seven degrees of freedomnearly identical to human dexterity. There is also a wrist mechanism that allows for tools to be interchanged, Parrish notes.

After it launches in late 2022, the geo-orbiting RSGS spacecraft will employ powerful radar and sensors to inspect satellites. We can fly around the client and take images without ever touching it, explains Parrish. If it spots any damage, the RSGS will grasp the Marman clamp on a client satellite with one arm, leaving the other free to make repairs. The RSGS craft also could move its client to a new position in geo or relocate a dead satellite to the graveyard orbit, like a trash collector hauling away space junk.

I ask Anderson whether our military could convert a servicing satellite into a weapon, perhaps using it to dismantle an enemy spacecraft. After all, its DARPA, I point out, thats developing satellites with the most complex and versatile robotic capabilities. He quickly dispels my proposition. Its really in the realm of science fiction, he says. To do it without the cooperation of a client would essentially mean the termination of my servicing vehicle. It would be impossible to maintain a safe separation between both spacecraft, since the enemy satellite would have to be in an open loop for a docking to succeed. Its very easy for someone to see an MEV approaching another spacecraft because its moving so slowly [relative to the other spacecraft], says Anderson. You cant really do this in secret.

Parrish believes the RSGS could handle almost any type of servicing job because its robotic capabilities can be augmented later. We dont have to imagine every tool we might ever need because we can fly up new ones on future spacecraft, he says. But among the most prized achievements would be saving a brand-new multi-million-dollar satellite that encounters a glitch not long after it enters orbitone that would be fatal without servicing. Says Parrish: We can gallop in with our robotic system to the rescue. Now that would be a great day!

Made in Space

Refueling and repairing satellites could extend their lifespans significantly, sparing operators the exorbitant expense of replacing them. The task would be easier if satellite builders adopted technical standards. DARPA has funded an industry organization called CONFERS (Consortium for Execution of Rendezvous and Servicing Operations) to develop such standards. But not all members agree on how to proceed. There are two sides to the coin, Anderson tells me. One side says that setting standards too early will stifle innovation. The other side believes standards can help grow the market. Parrish adds: Its always been a chicken and egg situation. Spacecraft developers didnt [design their satellites to be serviceable in orbit] because there was no servicer. And there was no servicer because there was nothing up there that was accommodating. In the future, we hope that satellites will be designed to accommodate on-orbit refueling. That will make this operation much simpler, take less time, and be more economical than the operations needed to refuel an unprepared spacecraft.

Because OSAM-1 is focused on refueling, Goddard engineers have developed a robot-friendly fuel cap. We call it the cooperative servicing valve, Robertson says. We wouldnt have to cut wire or MLI blankets. It would require one tool to refuel, as opposed to flying six right now. NASA has licensed its design to satellite manufacturers, which plan to integrate it into future spacecraft. Were actually going to fly it on OSAM-1 to allow us to be refueled, says Robertson.

What gets program managers most excited, however, is the promise of in-orbit assemblyand not just for satellites. NASA is paying Maxar $142 million to design and build the SPIDER arm for OSAM-1. But Al Tadros, vice president of space infrastructure at Maxar, tells me his engineers envision much broader applications. The mission is very much to advance technology for NASA and for the U.S. industry, he says. For humans going to Mars, or maintaining the [International Space Station], or building new, much larger telescopesto enable these missions you need this core capability. According to Tadros, once the RSGS demonstration mission is completed, Maxar will offer in-orbit assembly to its commercial customers.

Send Up the Specialists

The various approaches to satellite-servicingtow truck, refueling, and robotic repairsserve specific niches, contend the experts. I think there are good and valid applications for each, Anderson says. Our customers are risk-adverse. Our MEV is a small increment of technology development and, therefore, much lower risk than the satellite surgery required to perform refueling on a satellite that was not originally prepared for refueling.

But he also believes that OSAM-1 will definitely have business benefits. Once proven feasibleit will be able to refuel a vehicle and extend the lives of several satellites per year, while our MEV can only extend one satellite a time. Refueling may be a better solution for many healthy satellites due to the potential for lower costs than a dedicated MEV, or for satellites that have special operational needs, like many military satellites. But there is definitely need in the market for both types of services.

Northrop Grumman is also working with DARPA and its RSGS program to develop so-called Mission Extension Pods, or MEPs. These are self-contained servicing pods designed to do propulsion and attitude control.

The servicer installs the MEP to the client and then flies away, Parrish explains. This operation doesnt tie up the servicer for an extended period. At the same time, he isnt betting on any specific approach just yet. I dont think that anyone knows how this is going to play out, Parrish says. When I first entered this domain, refueling was the application everyone was focused on. But, so far, weve seen only one commercial servicing operation and that is MEV-1 doing attached life extension. I think the role of the technologists and the servicing system designers is to develop a wide variety of servicing modalities and then let the market decide which is best.

At Northrop Grumman, Anderson shows me where technicians conduct vibration and acoustic tests on new spacecraft. Every satellite must withstand the violent forces experienced during liftoff from Earth.

Thats where youd be wrong. Northrop Grumman has hired the company to simulate the ear-pummeling, bone-rattling sonic barrage of a rocket launch. The formal name for this procedure is Direct Field Acoustic Testing.

They build these towers of speakers requiring one million watts of power, Anderson says. When they do it, stuff in my office shakes.

Spacewalking astronauts replace old space station batteries as part of years-long upgrade – Space.com

Two NASA spacewalkers swapped out vital solar array batteries on the International Space Station Thursday (July 16), nearly completing the extensive replacement work needed to keep the orbiting lab powered through at least 2024.

NASA astronauts Chris Cassidy and Bob Behnken zoomed through their tasks, removing six aging nickel-hydrogen batteries on the far starboard S6 truss of the ISS. The duo also installed three lithium-ion battery replacements and placed a new high-definition camera outside the orbiting lab. (The lithium-ion batteries are twice as efficient as their predecessors, so only half as many of the new ones are needed.)

The astronauts concluded the 6-hour spacewalk, or extravehicular activity (EVA), at 1:10 p.m. EDT (1710 GMT), about 30 minutes earlier than planned. Near the spacewalk's end, Cassidy and Behnken noticed some possible oddities with the pins holding the Quest airlock hatch in place; the astronauts took pictures for mission control to analyze later. Another NASA spacewalk is planned for July 21.

Behnken and Cassidy, each on their ninth spacewalk, were originally supposed to remove five of the six nickel-hydrogen batteries on the S6 truss. But after 4.5 hours outside of the orbiting lab, they were an hour ahead of schedule and had time to tackle a little extra work.

Calling to the duo from NASA's Johnson Space Center (JSC) in Houston, Canadian Space Agency astronaut Josh Kutryk relayed happy news from ground teams.

"There is a plan coming together down here to consider doing the final battery," said Kutryk, who was assigned to guide the spacewalkers through their tasks.

Minutes later, the astronauts dove in, quickly removing the battery. The spacewalkers began joking about the ease of their work: "There's got to be another removal. It never ends."

With laughter ringing behind him in mission control, Kutryk let the crew continue talking for a moment before joining into the banter: "We cautiously share your optimism."

It seemed the worst problem the spacewalkers faced was dealing with the bright sun while pulling the first new lithium-ion battery off an external pallet delivered by Canadarm2, a robotic arm directed by NASA astronaut Doug Hurley from inside the ISS.

"You've got that sun," Behnken commented while watching Cassidy, who was unbolting the battery while directly facing the light.

"Worst sun you can have," Cassidy said, not moving from his perch.

"Right in your face," Behnken confirmed.

Cassidy finished the unbolting and carefully removed his boots from a portable foot restraint holding him in place. Floating free, he added, "I think there was an EVA questionnaire a couple of years ago asking, 'Do you really need this hard [spacesuit] visor?' I think the answer is yes, just like in baseball."

"Copy that," Kutryk laconically responded.

Over the past 3.5 years, multiple spacewalk teams have removed 48 old ISS batteries and replaced them with 24 new ones. One recently installed lithium-ion battery shorted out in April 2019 and will be replaced during a future spacewalk, a NASA TV broadcaster said.

The agency did not disclose a replacement date, but added that the fresh battery is waiting for installation on the space station after being launched on a SpaceX robotic resupply mission in December 2019.

Once that last battery replacement is finished, the long upgrade job will finally be complete, giving the space station ample power to continue work until its planned operational end in 2024. (Several partners, including NASA, are considering extending ISS operations to at least 2028.)

Powering the station depends on keeping the batteries in good shape. The ISS passes into orbital darkness 16 times a day as it circles our planet. When the station's solar panels are not in direct sunlight, the batteries are needed to distribute power for experiments and basic functions like cooking.

The fresh lithium-ion batteries are rated to last 10 years and will therefore need to be replaced less often than the less efficient nickel-hydrogen batteries, which only have about 6.5 years of useful life. Some of the older batteries are now on the external pallet, which will later be released to burn up naturally in Earth's atmosphere. The other old batteries will be stored permanently on the ISS.

This was the third spacewalk conducted during the orbiting lab's current Expedition 63, as Behnken and Cassidy also performed battery replacements on June 26 and July 1. All three spacewalks have worked with lithium-ion batteries shipped to space in May aboard Japan's HTV-9 robotic freighter.

Assisting the crew at JSC was flight director Allison Bolinger, Kutryk and NASA astronaut Anne McClain, who served as ISS CapCom ("capsule communicator"). In space, Hurley and Russian cosmonaut Ivan Vagner assisted with spacesuit operations.

Thursday's excursion was the 230th spacewalk overall in support of ISS assembly and operations, according to statistics provided during the NASA broadcast.

Hurley and Behnken both arrived at the ISS on May 31 aboard a SpaceX Crew Dragon capsule. Their Demo-2 test mission is SpaceX's first-ever crewed spaceflight. Cassidy, Vagner and Russian cosmonaut Anatoli Ivanishin launched to the ISS on a Russian Soyuz spacecraft April 9.

Here’s why the United Arab Emirates launched a mission to Mars – Live Science

The United Arab Emirates' probe Hope is on its way to Mars, marking the first planetary science mission led by an Arab country.

A July 19 launch from Japan marked the start of Hope satellite's journey to Mars. But the project (named Al-Amal in Arabic, which translates to Hope in English) has been underway for six years, since UAE president Sheikh Khalifa bin Zayed Al Nahyan announced the project in July 2014. Hope will orbit the Red Planet, collecting data on its atmosphere in order to offer scientists better information about Marss possible life-giving past and more barren present.

We chose the epic challenge of reaching Mars because epic challenges inspire and motivate us," Mohammed bin Rashid, vice president and prime minister of the country, said in a 2014 statement, as Live Science sister site Space.com reported. "The moment we stop taking on such challenges is the moment we stop moving forward."

For the UAE, the Hope project offers an opportunity to build a more robust scientific community, to build national prestige, and to contribute directly to the global effort to uncover historical life on Mars, according to the Emirati space agency.

The UAE is a young nation with a population of less than 10 million (according to Global Media Insight) on the southeastern part of the Arabian peninsula, bordering Saudi Arabia and Oman, and across the Persian Gulf from Iran. It formed in 1971 out of seven smaller nations, or emirates, that had until then been under British colonial rule. (Hope's 2021 arrival at Mars is scheduled coincide with the UAE's 50th anniversary.)

Abu Dhabi and Dubai, the largest emirates, account for most of the Emirati population, but about a third of all people in the UAE live in the other five emirates: Sharjah, Ajman, Ras al-Khaimah, Fujairah and Umm al-Quwain.

The UAE is a wealthy oil producer and, like neighboring Saudi Arabia, has long been an ally and trading partner of the United States. The country has cash to spare on major national projects like the world's tallest building in Dubai, artificial Islands and an indoor ski resort in the middle of the desert.

Hope has been part of a loftier national project that has also seen the construction of the Mohammed bin Rashid Space Center which runs the Hope mission the establishment of an astronaut program and Emirati citizen Hazzaa Ali Almansoori's eight-day stint as an astronaut aboard the International Space Station in 2019.

Hope, a joint project between UAE and the University of Colorado Boulder, University of California, Berkeley, and Arizona State University, is in essence a very advanced weather satellite, according to Space.com.

It's designed to create a long-term, planet-wide picture of the Martian climate, showing how the planets weather patterns shift over days and years. Scientists hope to use its data to work out the mechanisms that leached oxygen and hydrogen out of the Martian atmosphere over eons.

Those processes left the planet dry, frigid and barren. But the hunt for life on Mars relies on the assumption backed up by evidence from the planet's surface that billions of years ago it was warmer and wetter with plenty of oxygen to go around. Understanding how the atmosphere is changing today could, researchers hope, help flesh out the picture of a more ancient Mars where life may have developed.

More immediately, the goal of the space program is to build up the UAE's standing in the global scientific community and establish serious research institutions in the country, the UAE said.

The Mohammed bin Rashid Space Center lists Hope mission goals on its website, including to "encourage and inspire young generations to be successful in STEM projects" and "promote a culture of research and passion for exploration and innovation."

So far, the UAE's efforts seem to be paying off.

"With no previous domestic space exploration experience, planetary science capacity or suitable infrastructure, the nation managed to put together a delivery team of 100% local, Emirati staff with an average age of under 35," University College London researchers Ine Steenmans and Neil Morisetti wrote for The Conversation. "And setting a deadline of six years rather than ten, as most comparable missions do, it pulled the launch off on time and within budget."

Steenmans, Morisetti and their colleagues published a glowing review of the mission, saying that the Hope effort had driven a small scientific explosion for the UAE, with over 50 peer-reviewed space science papers coming out of the country in the last six years.

In the process, the UAE also developed the know-how and manufacturing infrastructure for other, similar projects in the future, the researchers wrote in their reveiw. More students in the UAE have enrolled in graduate science degree programs; more funding is available to scientists in the country; and research looks like a more attractive career than it did before this mission took off, they said.

"One of the lessons is therefore that when embedded within a long-term, national strategic vision, space exploration can in the short-term generate major benefits close to home," they wrote. "While space may appear to primarily be about missions for science, when designed in this way, they can be missions for national development."

The UAE isn't alone among post-Cold War powers using space exploration to mark their status and power, and elevate national ambitions. China, despite being locked out of collaboration with NASA, has built its own space stations and landed rovers on the moon. Israel's Beresheet lander failed spectacularly when it crashed into the moon in 2019 (though the crash did send thousands of dried-up tardigrades onto the lunar surface). And India has launched several satellite probes, including the Mars Orbiter Mission that has been circling the Red Planet since 2014.

As Forbes reported in 2018, only about 40% of all Mars missions in history have been successful. So it remains to be seen whether Hope, due to arrive in February 2021, will be seen as a total success for the UAE's scientific ambitions.

On this day in 1969, Americans Neil Armstrong and Edwin Buzz Aldrin became the first humans to walk on the moon. They were the first of a select group of Americans to be the only humans to do so. Fast forward to more recent times: in May, the world saw America return to launching Americans to space with the SpaceX launch to the International Space Station. Now, in just ten days, NASA will launch its Perseverance rover to Mars, the latest in a fleet of American vehicles on the red planet. The historic anniversary of Apollo 11 and NASA current activities remind us of both Americas dominant history as well as its current dynamism in space.

Under NASA Administrator Jim Bridenstines strong leadership, NASAs long-awaited Commercial Crew Program (CCP) has come to fruition with the May 30 launch of two NASA astronauts to the station and subsequent successful dockingsignifying Americas return to putting people into space under its own flag, and not relying on the services of othersespecially countries like Russia that are strategic competitors. Moreover, this return occurs with an embrace of the dynamism of the free market. NASA is getting out of the business of putting astronauts and material into low-Earth orbit. Not only can NASA buy these services at competitive market rates from American firms, stimulating a new sector of the U.S. economy, it can now focus on its greater national priorityexpanding U.S. access to deeper spacethe Moon, Mars, and beyond.

This represents the next generational leap for NASAApollo took Americans to the moon, and the space shuttle cemented American leadership in building the International Space Stationbut NASA was stuck in low-earth orbit. By transitioning the earth to orbit taxi/freight business to American commercial launchers, it can now take Americans to the Moon, Mars and beyond. This major shift in NASAs operations gets lost in media commentary, coming at the same time that Chinas space program has made great strides.

Chinese announcements come frequentlyplans for Chinese landers, Chinese crew on the Moon, new Chinese space launchers, Chinese plans for a space station, and an upcoming Chinese launch to Mars. It all sounds impressivebut lets remember, as NASA has learned, it is easier to announce plans than it is to accomplish them. In considering most of Chinas ambitious plans, its worth noting that NASAs already done all of thatmost of it decades ago.

China on the moon? Lets look back forty yearsNASA put Americans on the Moon in six crewed missions between 1969 and 1972; and is sending Americans back by 2024, with a sustained American presence on the moon through the Artemis program by 2028. Overall, more than fifty missions to the Moon have failed, including recently by an Israeli company. While talking about the Moon is easy, getting to the Moon is hard.

China plans for space launch? Setting aside its long history, America has revolutionized space launch in recent years through both commercial and government launchers, with SpaceX (and others working on it) re-taking the low-earth orbit launch market and building the worlds current heaviest launcher, the Falcon Heavy, and NASA building the Space Launch System which will be the heaviest still when it launches with a third more lift capability in 2021.

A Chinese space station? Over twenty years, NASA evolved the U.S. space station Freedom into a U.S.-led international coalition for the $100 billion International Space Station with Russia, Japan, Canada and eleven members of the European Space Agency. The United States shouldered over half of the overall cost of building it, including thirty-six space shuttle missions. It has been continuously manned for almost twenty years (it will be twenty years in November 2020)with 151 Americans (three times more than the next highest nation, Russia with about fifty).

A Chinese Mars mission? NASA has had eight successful Mars landers/rovers (Viking I/II, Pathfinder, Spirit/Opportunity, Phoenix, Curiosity and InSight) and launched at least six successful Mars orbiters, including some which have returned exquisite science about the planetthe Mars Reconnaissance Orbiter (MRO) includes the HiRISE (The High Resolution Imaging Science Experiment at the University of Arizonathe powerful HIRISE camera takes pictures that cover vast areas of Martian terrain while being able to see features as small as a kitchen table. Only two nationsthe United States and the former USSRhave successfully landed a spacecraft on Mars (and the Soviet lander, Mars 3, failed twenty seconds after landing), and only four have successfully put spacecraft in orbit: the United States, the former USSR, European Space Agency and India. More than twenty-eight missions to Mars have failedand China will try again this year, after having last tried to reach Mars in 2011. Since then, with three rovers (Spirit, Opportunity, and Curiosity) and one planned for launch in July (Perseverance), Mars has been an American frontier. Getting to Mars is hard, too.

NASA runs the most comprehensive space exploration program of the solar system, with more missions than the rest of Earth combined. For a quick survey of the solar system, NASAs Mariner 10 and MESSENGER spacecraft are the only missions to have explored Mercury but the European Space Agencys BepiColumbo is on its way. The United States and USSR both sent missions to explore Venus in the 1960s, 1970s, and 1980s, followed by the European Space Agency and Japan in the 2000s. Mars has largely been an American frontier not only for its rovers but for its orbiters as well, including theOdyssey, Mars Reconnaissance Orbiter, Mars Orbiter Mission, andMAVEN. America collaborative projects,Mars Expressand Trace Gas Orbiter, have been successfultoo.Others are launching to Mars this year, with the UAE, India, and China sending missions that could join the Americans there. The only ten missions to Jupiter and Saturn have been U.S. missions, although some required the participation of the European Space Agency, and America is the only nation to send missions to Uranus and Neptune (Voyager 2) and Pluto (New Horizons).

As China is making new developments in space, NASAs dominance in that region makes it the envy of the planet. Fla. County Seeks To End Suit Over COVID-19 Beach Closures – Law360

Law360 (July 22, 2020, 8:34 PM EDT) -- Florida's Walton County has urged a federal court to toss a suit brought by a group of property owners including former Arkansas Gov. Mike Huckabee over an ordinance that barred the use of private beaches because of the COVID-19 pandemic, saying the since-rescinded restrictions were constitutional and reasonable.

The county argues in its motion to dismiss, which was filed late Tuesday, that the property owners' requests for declaratory judgments that the county overstepped its authority or was preempted by the state emergency orders should be thrown out as moot since it lifted the restrictions as of May 1.

The county, which is located in Florida's Panhandle, also contends that the ordinance did not amount to a compensable taking or seizure of property by the government and that the property owners were not denied due process by its implementation.

"Given the governor's executive orders and the county's emergency powers under the [State Emergency Management Act], the mere enactment of the ordinance did not [affect] a seizure of plaintiffs' property," the county said. "More importantly, any alleged 'seizure' was reasonable in light of the emergency situation posed by the global COVID-19 pandemic."

The plaintiffs, who all claim their properties extend to the mean high-water line of the Gulf of Mexico and include "dry sand beach," filed suit April 6 in Pensacola. They asked the court to throw out the Walton County Board of County Commissioners' April 2 amendment to an emergency ordinance that extended temporary pandemic restrictions on the use of county beaches to "any person."

In addition to arguing that the amended ordinance conflicted with two executive orders issued by Florida Gov. Ron DeSantis, the property owners also argued that it violated their rights under the Fourth, Fifth and Fourteenth Amendments of the U.S. Constitution, as well as their right to privacy under the Florida Constitution.

But the county argues in its motion to dismiss that the property owners have not plausibly pleaded that the county's actions amounted to a taking claim that can be brought under the Fifth Amendment.

"At most, the amended complaint alleges that the ordinance interfered with their ability to use the beach portion of their property for 29 days and that enforcing agencies encroached on their private beach during that time," the county said. "The ordinance did not authorize third parties to occupy private property, nor otherwise appropriate the property for public use."

If the ordinance is interpreted as having temporarily denied the owners use of the entirety of their properties, the state and local emergency orders, which were attached to the complaint, show that this was done pursuant to the powers conferred to the county through the State Emergency Management Act and triggered by the COVID-19 pandemic, the motion said.

"Even a regulation that temporarily denies an owner all use of their property does not necessarily constitute a taking. '[T]he county might avoid the conclusion that a taking had occurred by establishing that the denial of all use was insulated as a part of the state's authority to enact safety regulations,'" the county argued, quoting from the U.S. Supreme Court's 2002 decision in Tahoe-Sierra Preservation Counsil, Inc. v. Tahoe Planning Agency.

The county also compared the current circumstances to those considered by the U.S. Supreme Court in 1958's United States v. Central Eureka Mining Co., in which the justices found no taking had occurred when the government issued a wartime order requiring non-essential gold mines to shut down to conserve equipment and labor.

"A global pandemic would seem akin to a war in that respect, the county said. "As in Central Eureka Mining Co., the actions of Walton County in restricting the use of all beaches in the county cannot be seen as a taking within this context."

The property owners' due process claims fail, the county argued, because they received all the procedural due process they were entitled to through the county's legislative process, and the county's adoption of the ordinance was supported by the governor's emergency order, which specifically included "beach closures at the discretion of local authorities."

Additionally, the county contended that Supreme Court case law makes clear that the open beach portions of the properties are not covered by Fourth Amendment protections against unreasonable seizure of real property, and nevertheless, the alleged "seizure" was reasonable in light of the pandemic.

Outside counsel for the county on Wednesday said he had no further comment, and a county spokesman said it is county commission practice not to discuss ongoing litigation.

Counsel for the property owners did not immediately respond to a request for comment Wednesday.

The plaintiffs are represented by D. Kent Safriet, Joseph A. Brown, Edward M. Wenger and Kristen C. Diot of Hopping Green & Sams PA.

The county is represented by William G. Warner, Timothy M. Warner and Eric A. Krebs of Warner Law Firm PA.

22 States and DC Sue HHS for Overturning Some ACA Protections – Medscape

Attorneys general from 22 states and Washington, DC are suing the Trump Administration, seeking to stop a rule from going into effect that they say overturns protections for LGBTQ individuals, women seeking abortions, people with disabilities, and low-proficiency English speakers.

The lawsuit, filed in the US District Court for the Southern District of New York, says the rule is "arbitrary, capricious, and contrary to law" and violates the equal protection guarantees of the Fifth Amendment.

"This is a mean and unconstitutional rule in any context," said California Attorney General Xavier Becerra, on a call with reporters. "But to authorize discrimination in our healthcare system at this time when our nation is suffering through a pandemic is unbelievably immoral," he said.

The US Department of Health and Human Services (HHS) first proposed in 2019 to eliminate the protections afforded by section 1557 of the Affordable Care Act. The department made the policy final on June 19, despite 200,000 comments, many of them negative, said New York Attorney General Letitia James on the call.

Section 1557 prohibits healthcare providers and health programs/healthcare facilities that receive federal funds from discriminating on the basis of race, color, national origin, age, disability, or sex.

The Obama Administration in 2016 issued a rule interpreting the section, stating that health plans, insurers, and health providers could not discriminate against LGBTQ people, women and individuals seeking reproductive health care, individuals with low English proficiency, and people with disabilities.

Becerra, James, and Massachusetts Attorney General Maura Healey told reporters that the new rule interpreting section 1557 was part of the Trump administration's campaign to destroy the ACA and to target transgender people in particular.

"We have no doubt that this rule was simply motivated by the Trump Administration's animus toward the transgender community," said James. "Additionally, the president has never, never, hidden his contempt and disrespect for women and their access to reproductive health care," she said.

The attorneys general believe they have a good standing, given that the US Supreme Court on June 15 ruled in Bostock v. Clayton County that Title VII of the Civil Rights Act prohibits discrimination on the basis of sexual orientation or transgender status.

"I think the Bostock decision makes clear that this kind of discrimination is illegal under current law," said Healey.

The rule goes into effect August 19. The attorneys general are asking the court to block HHS from implementing the rule, James explained.

In addition to California, New York, Massachusetts, and Washington, DC, the following states joined the suit: Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, North Carolina, Oregon, Pennsylvania, Rhode Island, Vermont, Virginia, and Wisconsin.
