Seton Hall Works with City of East Orange, Jamila Davis, Tamika Mallory and Yandy Smith to Bring Virtual Summer Work Experience Program to Area Youth…

Seton Hall University is working with the City of East Orange and the Mayor's Office of Employment and Training on the city's new Virtual Summer Work Experience Program, which runs between July 13 and Aug. 21.

The virtual work experience program is being offered through VIP Online Academy, which was started in response to COVID-19 by author and entrepreneur Jamila Davis in partnership with civil rights activist Tamika Mallory and Love and Hip Hop's Yandy Smith. The East Orange program is under the direction of Mayor Ted Green and Professor Juan Rios, director of the Department of Social Work at Seton Hall University.

The program was made available to 300 East Orange residents between the ages of 14 and 20 and participants are paid $10 per hour for a 20-hour week Monday through Thursday. Capacity for the program was reached quickly.

Professor Rios spearheaded the initiative at Seton Hall, identifying faculty presenters, assessing presentation themes from faculty and also presenting in weekly workshops within the cohort.

In addition to workshops on the cultivation of mental well being and the benefits of higher education and job opportunities within the academic world, the presentations often highlight the narratives of faculty members of color at Seton Hall who have "beaten the odds" to take their place in the academic world. As Seton Hall is home to the Leadership program named #1 in the nation by HR.com for five years in a row, naturally faculty workshops have also included effective leadership training.

Professor Rios has also developed the means to track and gauge the success of the program, measuring self-efficacy through a pre/post-test assessment model to provide data points on the outcome variables, thereby allowing for success-based adjustments in programming for subsequent iterations in East Orange and other cities.

"This is an extraordinary opportunity for us to reach into the community and begin to make a real difference in the lives of our youth," said Rios. "This isn't about preparing students to achieve only in the future, but now with real marketable skills and the wherewithal for them to flourish personally, within the community and in the economy at large. This partnership between community leaders, entrepreneurs, activists of color and a university is a model that is innovative, current and absolutely necessary."

Regular program participants and mentors from Seton Hall also include Majid Whitney, associate dean and director of Seton Hall's Educational Opportunity Fund and Freshman Adviser and ROTC Military Science Instructor Julius Moore, who retired from the U.S Army at the rank of Sergeant First Class after 24 years of service which included three combat tours in Iraq and Afghanistan.

The virtual Summer Work Experience program offers six modules: OSHA 30 for construction and labor; Media/Podcast; Music Development; Personal Care for hair, makeup, etc.; Web/Graphic Design; and Wellness/Physical Fitness. Students choose one module and receive certification in that area upon completion of the six-week program. A small number of interested applicants have also received traditional on-site employment with the city's Department of Public Works and the East Orange Water Department.

"I cannot tell you how excited I am to be able to provide our students with a relevant job training experience that can translate into income long after this program ends," Mayor Green said. "We've had to shut down and cancel so much over the past few months, but there was no way we were going to allow COVID-19 to stop us from giving our young people a chance to learn and earn this summer." He continued, "As successful as this program has been so far, we're looking for meaningful ways in which to expand this partnership with Seton Hall, VIP and some of the many business leaders that have expressed an interest in doing more to bring marketable skills and employment to our youth."

The online program, which emphasizes personal accountability, entrepreneurship and job training as well as academics, was started by Jamila Davis as a supportive resource to incentivize students to do well in school, discover viable career opportunities and learn to avoid poor choices. VIP Online Academy is the COVID inspired virtual follow up to Davis' work over the last three years with Yandy Smith and Tamika Mallory conducting community engagement services, providing workshops in schools, communities and cities throughout the country that teach students various specialized skills sets to help them to be successful and make sound decisions.

"Partnering with Seton Hall and the City of East Orange will allow us to empower our students to choose the right road, right now," said Davis. "And now is the time. It costs more than $60,000 per year to incarcerate someone in New Jersey, and even more in New York as a society, we simply can't afford to lose another generation to the streets. How much better would it be to help create a generation of business owners, entrepreneurs and employees?"

Those who would like more information or would like to talk about additional partnership opportunities are encouraged to contact the VIP Online Academy directly, which functions under the auspices of the nonprofit, Partners Uplifting Our Daughter & Sons, at info@viponlineacademy.com; or the City of East Orange at (973) 677-8914 or eastorangeswep.org.

Cyberpunk 2077 Developer Comments on BLM’s Influence on the Game – ComicBook.com

Cyberpunk 2077 is based on the Cyberpunk 2020 IP. As a result, many are expecting, the game will depict the themes of the source material and the cyberpunk genre in general, which explores things like inequity, technology, and the sexual revolution. That said, while the game looks poised to explore all of this and more, CD Projekt Red claims the game in itself is not a political statement.

The topic came up during a recent interview between Polish website Spider's Web and the game's Quest Designer Pawel Sasko. More specifically, when the website asked Sakso if the Black Lives Matter (BLM) movement and the recent protests have led to any changes to the game, the quest designer clarified that it's far too late for changes to the game's story.

"The important point is that we already have a recorded game at this stage, actually for a long time," said Sasko. "This is the last stage in which we do not change anything in the story we are telling, add nothing, or remove anything. These events, as you noticed yourself, took place very recently."

Sasko continued:

"The second point is, for us, Cyberpunk 2077 and The Witcher are games that show our philosophy as a studio. The game we are working on is an entertainment medium to a large extent, but for us, it is also an art - a work that shows our vision. It is difficult for me to imagine the events that would have to happen for us to suddenly find that we are changing or moving something in order not to touch any specific elements. Anyway, I think you saw elements in the game that touch it, so you could find out for yourself. For me, the most important thing is that our game is not a political statement, a political thesis. For me and my team, Cyberpunk 2077 is a work of art and I always stick to it, I always say it to my designers. I don't feel like I'm producing something, I feel more like I'm painting a picture or making music, stories, movies. This is art for me, and art is the stories we tell the player, and this is the most important thing for us. As a studio, we are such an amalgam of different people who have different approaches to political, religious, spiritual, and internal life, also when it comes to sexual orientations or political sympathies. As a studio, we always try to cultivate openness and approach it in such a way that everyone can have a say and that each of these shades can be represented, as long as it is, of course, within the law and reason - so that each player can find here something for everyone and find answers to your own questions."

As you can see, Sasko hints that the game touches upon topics like racism, police brutality, and inequality, but none of this has been influenced by the recent BLM protests. That said, we do know two large expansions of the game are in the works, so perhaps there's a chance that what's going in America and around the world right now will have a greater impact on these bits of additive content.

Cyberpunk 2077 is in development for PS5, PS4, Xbox Series X, Xbox One, PC, and Google Stadia. Barring any unexpected delay, it will release worldwide on November 19, 2020.

Racial and Ethnic Disparities in Genetic Testing at a Hereditary Breast and Ovarian Cancer Center. – Physician’s Weekly

Prior studies suggest that referral to genetic counseling and completion of genetic testing vary by race/ethnicity; however, the data are limited. We sought to evaluate patterns of genetic testing and clinical outcomes across race/ethnicity at a hereditary breast and ovarian cancer center. The medical records for all patients undergoing genetic assessment at a hereditary breast and ovarian cancer center were reviewed and stratified by self-reported race/ethnicity (non-Hispanic White, Hispanic, non-Hispanic Black, and Asian).A total of 1666 patients met inclusion criteria (non-Hispanic Whites, 1367; Hispanics, 85, non-Hispanic Blacks, 101; Asians, 113).Demographics, patient characteristics, and referral patterns for patients who underwent genetic testing were analyzed using Kruskal-Wallis tests, chi-square test, or Fishers exact tests, stratifying by self-reported race/ethnicity. Pathogenic mutations and variants of unknown significance (VUS) were reviewed. Outcomes of patients with genetic mutations and personal history of breast and/or gynecologic malignancies were compared.Non-Hispanic Whites were more likely to be referred due to family cancer history compared to all other ethnicities while Non-Hispanic Blacks, Hispanics, and Asians were more likely to be referred due to personal history of cancer (p<0.001). Non-Hispanic Blacks and Hispanics were more likely to have advanced-stage cancer at the time of genetic testing (p<0.02). Rates of mutations did not differ by race/ethnicity when Ashkenazi Jewish patients were excluded (p=0.08). Among patients found to have a BRCA1/2 mutation, Non-Hispanic Whites were more likely to undergo cancer screening and risk-reducing surgery compared with all other ethnicities (p=0.04).Minority patients were more likely to utilize genetic services following a cancer diagnosis and less likely due to family cancer history, suggesting a missed opportunity for mutation detection and cancer prevention in this population. Efforts to eradicate racial/ethnic disparities in early access to genetic testing and guided cancer prevention strategies are essential.

Genetic Differences by Ancestry and Prostate Cancer Therapies – Medscape

There are genetic differences when comparing prostate tumors from African American men and European-American men, but none of these differences are of clinical significance for the genetically targeted treatments available to date, according to an analysis published in Clinical Cancer Research.

"[N]o significant differences were seen in clinically actionable DNA repair genes, MSI-high [microsatellite instabilityhigh] status, and tumor mutation burden, suggesting that current therapeutic strategies may be equally beneficial in both populations," wrote study author Yusuke Koga, of the Boston University, and colleagues.

"Since these findings suggest that the frequency of targetable genetic alterations is similar in patients of predominantly African versus European ancestry, offering comprehensive genomic profiling and biomarker-based therapies to all patients, including African American patients, is a critical component of promoting equity in the management of metastatic prostate cancer," said Atish D. Choudhury, MD, PhD, of the Dana-Farber Cancer Institute in Boston, who was not involved in this study.

Mr. Koga and colleagues noted that, when compared with European-American men, African American men have a higher incidence of prostate cancer, present with more advanced disease at an earlier age, and have increased mortality. These differences persist even after adjustment for socioeconomic covariates. That raises the question of the role of genetics.

"There is emerging evidence that, across some clinical trials and equal-access health systems, outcomes between AFR [African-American] men and European-American men with prostate cancer are similar," the investigators wrote. "Although these data suggest that disparities can be ameliorated, there is limited knowledge of the genomic alterations that differ between groups and that could impact clinical outcomes."

To get a handle on the issue, the investigators performed a meta-analysis of tumors from 250 African American men and 611 European-American men to compare the frequencies of somatic alterations across datasets from the Cancer Genome Atlas, the African Ancestry prostate cancer cohort, and the Memorial Sloan KetteringIntegrated Mutation Profiling of Actionable Cancer Targets panel.

The team also compared prostate cancer sequencing data from a commercial platform, the Foundation Medicine assay, from 436 African-American men and 3,018 European-American men.

In the meta-analysis, mutations in ZFHX3 and focal deletions in ETV3 were more common in tumors from African American men than in tumors from European-American men. Both genes are putative prostate cancer tumor suppressors, the investigators noted.

TP53 mutations, meanwhile, were associated with increasing Gleason scores in both groups, suggesting "that if TP53 mutations are found in low-grade disease, they may potentially indicate a more aggressive clinical trajectory," the investigators wrote.

In the analysis with the commercial assay, MYC amplifications were more frequent in African American men with metastatic disease, raising "the possibility that MYC amplifications may also contribute to high-risk disease in this population," the team wrote.

Deletions in PTEN and rearrangements in TMPRSS2-ERG were less frequent in tumors from African American men, but KMT2D truncations and CCND1 amplifications were more frequent.

"Higher expression of CCND1 has been implicated with perineural invasion in prostate cancer, an aggressive histological feature in prostate cancer. Truncating mutations in KMT2D have been reported in both localized and metastatic prostate cancer patients with unclear clinical significance," the investigators noted.

"The genomic differences seen in genes such as MYC, ZFHX3, PTEN, and TMPRSS2-ERG suggest that different pathways of carcinogenesis may be active in AFR [African American] men, which could lead to further disparities if targeted therapies for some of these alterations become available," the team wrote.

They noted that the meta-analysis was limited by the fact that some cohorts lacked matched tumors from European-American men, which limited the investigators' ability to control for differences in region, clinical setting, or sequencing assay. Furthermore, age, tumor stage, and Gleason grade were unavailable in the cohort analyzed with the commercial assay.

This research was funded by the Department of Defense, the National Cancer Institute, and the Prostate Cancer Foundation. Two authors are employees of Foundation Medicine.

Co-founder of influential conservative group: Trump’s tweet floating election delay is grounds for impeachment – WICZ

By Paul LeBlanc, CNN

The co-founder of the conservative Federalist Society said Thursday in a blistering New York Times op-ed that President Donald Trump's tweet musing about a delay to November's presidential election is grounds for impeachment.

Steven Calabresi, a Northwestern University law professor who has offered broad defenses of the President in recent years, wrote, "I am frankly appalled by the president's recent tweet seeking to postpone the November election. Until recently, I had taken as political hyperbole the Democrats' assertion that President Trump is a fascist."

"But this latest tweet is fascistic and is itself grounds for the president's immediate impeachment again by the House of Representatives and his removal from office by the Senate," he said.

It's a significant break from the co-founder of one of the most influential groups in Republican politics. The Federalist Society has emerged as a leading conservative and libertarian voice in recent years, urging a limited role for judges in society's problems.

The group has also worked closely with Republican administrations to influence the selection of judges. Its leaders advised the George W. Bush administration on appointments and, for Trump, have become an even closer partner in screening candidates for the bench.

The scathing assessment comes hours after Trump explicitly floated delaying November's election in a tweet claiming without evidence that the contest will be flawed.

"With Universal Mail-In Voting (not Absentee Voting, which is good), 2020 will be the most INACCURATE & FRAUDULENT Election in history. It will be a great embarrassment to the USA," he wrote. "Delay the Election until people can properly, securely and safely vote???"

Trump has no authority to delay an election, and the Constitution gives Congress the power to set the date for voting. Lawmakers from both parties said almost immediately that there was no likelihood the election would be delayed.

"President Trump needs to be told by every Republican in Congress that he cannot postpone the federal election," Calabresi wrote. "Doing so would be illegal, unconstitutional and without precedent in American history. Anyone who says otherwise should never be elected to Congress again."

The op-ed, paired with an array of meaningful pushback on Trump from congressional Republicans on Thursday, offers a rare look at the limits on loyalty to the President within the GOP when it comes to defending his more extreme political urges.

Senate Judiciary Chairman Lindsey Graham, a South Carolina Republican and Trump ally, told CNN when asked about the President's call to delay the election: "I don't think that's a particularly good idea."

And Majority Whip Sen. John Thune of South Dakota, a member of Republican leadership, told CNN that there will be an election in November despite the President's tweet.

"I think that's probably a statement that gets some press attention, but I doubt it gets any serious traction," Thune said. "I think we've had elections every November since about 1788, and I expect that will be the case again this year."

Even with scores of Republicans openly challenging Trump's tweet, Calabresi's op-ed stand outs as a striking defection given his long history in the GOP. While he's offered some criticism of the President in the past, Calabresi has gained significant notoriety in recent years for his forceful repudiations of special counsel Robert Mueller's investigation as well as Trump's impeachment over his conduct with Ukraine.

Asking the Clergy: Why is patience a virtue in difficult times? – Newsday

As COVID-19 continues to affect nearly every aspect of our lives from mask wearing in public to attending worship services online at home Long Islanders can be forgiven for feeling a touch of pandemic fatigue. This weeks clergy discuss how faith can help us persevere until the discovery ofan effective treatment or vaccine.

Erik Larson

Teacher, Global Harmony House (Brahma Kumaris), Great Neck

Patience is a power. It helps me to perform positive actions no matter what situation I am in and is, therefore, virtuous. When I have the power of patience, I dont get caught up easily in upheaval. Patience makes me realize what I have to do. It helps me not to react in any situation. One who never reacts is very, very sensible. Patience makes me sensible, but without ego.

When I am patient, while listening, I can feel the feelings of another and witness their situation. It is supportive. Patience also gives me time to think, choose wisely and navigate the circumstances to make the best of any situation.

The Brahma Kumaris believe this is a time of tribulation and resolution. Spiritual effort, or living with spiritual truth, knowing our self as soul, is needed, but we don't always succeed. Patience is necessary for one aspiring to be better, so attention is focused on doing better, changing our self, rather thinking about our mistakes and imperfections.

The Arabic word for patience is sbr. Humanity is reminded of this virtuous attributenumerous times in the Quran. In the Islamic tradition, the act ofsubmission to Gods will is interwoven with the commission of patience, which isconsidered an act of worship. O you who have believed, seek helpthrough patience and prayer, indeed God is with the patient ones. (Quran 2:153)

These are indeed challenging times, when the whole of humanity is faced with tribulationsin the form of a pandemic; people have suffered the loss of their loved ones, livelihoodand the comfort of social interaction, leading us to a state of anxiety and anguish.

As we are people of faith, the virtue of patience is imperative as it helps us recognize our human limitations and guides us in understanding and acknowledging the bounty of GodAlmighty. Patience is an all-encompassing, comprehensive virtue that leads us toenlightenment, forbearance and restraint while enhancing the human traits of kindnessand compassion towardeach other.

In these trying times, the best resolve is to exhibitpatience with grace, dignity and God-fearing attributes, which will give us a pause toreflect.

Rabbi Joel M. Levenson

Midway Jewish Center, Syosset

Were all living with uncertainty, but the Jewish people are quite familiar with this. Our ancestors were driven into exile, and instead of despairing they waited waited for decades until they could go back to the land from which they had been driven. Several centuries later, they went into exile for a second time. They were scattered over every land. Again they waited for 19 harsh centuries to be restored to the land that lived in their memories, their rituals, their prayers and their hopes. What a remarkable capacity to wait and a legacy for us today!

Long ago the Prophet Isaiah first enunciated the Jewish faith in a day when nations shall beat their swords into plowshares and the spears into pruning hooks, a day when justice would cover the Earth as the waters cover the seas. And while generations of Jews experienced little peace or justice, they reaffirmed their faith in the coming of these things and waited. They cultivated a vision of a messianic age and persisted in faith.

We have to be patient. We will get through this of this Im certain.

The L.A. River in augmented reality – Los Angeles Times

Fifty-one miles of territory. Thousands of years of evolution. How to grasp the complexity of the Los Angeles River, its history and its geological diversity in a single sitting?

Well, theres an app for that.

Rio de Los Angeles is a new augmented reality app produced by RYOT, a production studio run by Verizon Media that specializes in interactive and immersive experiences, in collaboration with digital studios Vrai Pictures and Superbright.

The app is an interactive experience for iPhone and iPad that walks a viewer through some of the rivers history from the pre-historic era to the present. Point it at a flat surface, and a 3-D map of the Los Angeles Basin materializes on the screen. From there, a menu of options walks you through the rivers history, from the shifting waterway on a broad flood plain to the channelized water body encased in concrete.

With the touch of a finger, the viewer can make rain fall or access vintage video of historic Los Angeles floods including the deadly flood of 1938 that killed dozens of people, inundated roads and washed away homes and bridges. That floods ferocity led the city to implement measures such as channelization hence todays apocalyptic river in a concrete chute.

Rio de Los Angeles augmented reality app trailer

Jessica Brillhart, founder of Vrai Pictures, a studio that has worked on virtual reality projects in the cultural arena including a cosmic visualization of Beethovens Fifth Symphony with Londons Philharmonia Orchestra says she was intrigued by the story of the L.A. River after paying a visit to architect Frank Gehrys studio and learning about his firms work on the river master plan.

These mediums have the potential to show data sets in a whole new ways, she says of augmented reality. As an augmented reality project you could understand the river on so many different levels.

The app was built using data from a variety of sources, including historic archives and the LA River Index, a research database assembled by River LA, one of the many groups involved in the planned redevelopment of the river.

Jake Sally, head of development at RYOT, which focuses on creating immersive content, saw an educational opportunity in the project taking assembled information but finding a fresh way to present it.

The L.A. River is amazing, but its also hundreds of pages and graphs and data sets, and they are not accessible, he says. So can we build a depth of understanding? ... How can people who are in the immediate proximity to the river have a greater understanding of how their small piece fits into the larger context?

The app, which is free, also helps make augmented reality experiences accessible to the everyday user; all you need is your phone.

Its about how do we democratize these new technologies? says Sally. How can we create these one-of-a-kind experiences that connect the digital and physical worlds?

Rio de Los Angeles had a soft launch earlier this month and is available for download on the Apple app store.

Boston Red Sox TV team adjusting to new virtual reality with broadcasting – Berkshire Eagle

By Howard Herman, The Berkshire Eagle

Jerry Remy says the brave new world of Major League Baseball broadcasting has him missing interactions with players inside the Boston Red Sox locker room.

What he doesn't miss?

"As far as flights go and going to hotels, I don't miss that at all," Remy said. "I have no desire to go on an airplane to go to another town. I've been going since I was 21 years old.

"That's enough for me."

Remy, along with play-by-play broadcaster Dave O'Brien and analyst Dennis Eckersley will be broadcasting Red Sox games on the New England Sports Network, not from Fenway Park, but from the network's studios in Watertown.

Every Major League TV crew will broadcast their team's road games remotely. Those broadcasters will work home games live, and then go to their home parks to broadcast road games. Some, like the Red Sox, will do all games remotely.

The trio, with Eckersley being added to what had historically been a two-person booth, made its debut on Wednesday during the Red Sox-Toronto exhibition game.

"[Tuesday] night, in all honesty, I missed being at the ballpark," O'Brien said during a Zoom conference with the broadcasters. "I missed being in a full ballpark. I think we're all going to have that same feeling as the rest of the summer moves on."

O'Brien, however, has done games remotely before, so this isn't a new world for him.

"I did during the 2006 World Cup," O'Brien wrote in a text to The Eagle. O'Brien worked for ESPN from 2002-2017, and in 2006 was the network's voice of soccer.

"Called a match remotely and they had to stick us in a closet with one monitor in Munich. Occasionally I handed out brooms," O'Brien wrote. "Not ideal."

Unlike that game, O'Brien and his colleagues won't be dealing with one lone monitor when they broadcast games.

"We have everything we have in a typical game," O'Brien said. "We also have our giant monitor which gives us Fenway from center field into home plate. Short of being there and hearing the crack of the bat and flight of the ball ... I don't think we want for anything in terms of angles."

Article Continues After Advertisement

The trio also has a very large monitor that looks out from behind home plate at the entire field, giving the broadcasters a similar view to what they would see from the broadcast booth high atop Fenway Park from behind home plate.

"I don't really feel like I'm missing much. I think, if anything, it's when you're at the ball park and I think from Dave's point of view, it probably effects him more than us is when there's a home run hit, you can almost tell on contact whether that ball's going to be gone or it's not going to be gone by the way it sounds," Remy said. "I think that's going to be a little more difficult on your home TV that we're basically watching."

O'Brien, Eckersley and Remy were also asked about the piped-in crowd noise that NESN is using during broadcasts.

"As soon as I put my headset on and had that little buzz of being at the ball park, the crowd noise, which is huge," Eckersley said. "When the game kind of peaks at certain times, and last night there was a bases-loaded situation that the Red Sox could have opened it up a little bit, that's when you don't get being at the ball park and hearing the crowd kind of knowing when the game is coming to a head. You've got to have that energy that comes with it.

"That's going to be the hard part."

Two years after Janus, more workers are exercising their freedom of association – Long Beach Press Telegram

Two summers ago, in Mark Janus v. AFSCME, the U.S. Supreme Court struck down as unconstitutional the arrangement that forced government workers to pay union fees for the privilege of keeping their jobs.

The court ruled that forced dues violate government employees First Amendment rights because public-sector unions are political organizations, bargaining with public officials over such matters as government spending, employee discipline, budgets, and taxation.

The Janus decision is a necessary check on government unions, which are among the most potent political forces in the country today. Their influence is especially strong in California. Golden State government unions collect hundreds of millions of dollars a year in dues, and spend millions on political activities that help elect candidates, who, once in office, pass laws that increase union power and funding.

For instance, the California Teachers Association gave $1.2 million directly to Gov. Newsoms 2018 election campaign. In return, the governor has waged war on the states charter schools, which are independently run and often forgo union labor. In this mutual backscratching exercise, no one represents taxpayers, who see their taxes rise and freedoms curtailed as unions and politicians work in tandem to advance their respective interests. Unlike the role of management in the case of private-sector unions, nobody is on the other side of the bargaining table countering public-sector union demands just politicians who have been bought and paid for by union leaders. Lets call this corruption what it is.

While the broader impact of the Janus decision is immense, its direct impact on government unions is difficult to tally. The Bureau of Labor Statistics, in its annual report on union members, quantifies the number of union members nationwide. Yetit doesnt distinguish between private- and public-sector union membership by state. This report also suffers from the traditional limitations of surveys, including potential respondent misunderstandings of the question: Are you covered by a union or employee association contract? While thisdatademonstratesthat the share of unionized workers in California has dropped since the Janus decision, our own research gives a more complete picture of the change.

To quantify the drop in payers to government unions post-Janus, the California Policy Center has been issuing Public Records Act requests to nearly all the government agencies in the state including counties, cities, and school districts to ask about the number of union dues payers before and after the Janus decision. We now have records covering about one-third of the states public-sector workforce.

Our finding: The Janus decision has reduced the number of Californians in government unions by about 13 percent. Some unions, such as those representing public safety officials, have seen small decreases.Others, such as SEIU, which represents service-sector employees who have more trouble coughing up monthly dues payments, have seen larger drops.

A 13 percent drop in dues payers represents a significant curtailment of union power. Would we like the number to be higher? Given the fiscal threat that government unions pose to the state, yes.

But union-backed Democrats in Sacramento have passed a web of laws designed to thwart workers trying to exercise their Janus rights. Exhibit A is Senate Bill 866, signed into law by Gov. Jerry Brown on June 27, 2018, the same day as the Janus decision.

That law bars employers and managers in government from discussing employees Janus rights in the workplace. CPC has sued the government over this gag law on First Amendment grounds, and we expect to win. As workers learn about their rights to stop paying unions with whom they disagree, the number of dues payers will fall further.

The Janus decision was monumental, and it is already paying handsome dividends for California taxpayers and workers. Happy second anniversary to all California government workers.

Will Swaim is the president of the California Policy Center.

The economic substance exemption: escaping the claws of the Cayman tax – Lexology

With about 800 codes, a Belgian income tax return is not for the faint-hearted. When the Cayman tax is involved, even more attention is needed. Read all about it here and avoid the Cayman tax pitfalls in your income tax planning. This week, we analyse the anatomy of foreign entities with economic substance!

Snacks that stick in the caymans throat

Earlier in this documentary we already figured out some of the caymans favourite food. This week, we learn that the cayman must not get too greedy, as some of the snacks might stick in its throat.

As with some of the caymans snacks, foreign entities that are in fact targeted under the Cayman tax can nevertheless escape some of its obligations.

Before continuing the dissection of the preys of this predator in the following episodes, we first analyse the anatomy of these adverse animals.

Analysing the anatomy of adverse animals

Targeted foreign entities can avoid certain obligations under the Cayman tax when the following two conditions are cumulatively met:

A foreign entity will only have sufficient economic substance for Cayman tax purposes when its income is mainly derived from one or more actual economic activities. The management of the wealth of the founder(s) is an excluded activity.

Also, the entity must have premises, employees and equipment at its availability that are proportionate to its actual economic activities.

Whether or not a targeted entity meets the requirements must be assessed on an annual basis.

Privileges of ponderous preys

In principle, the Cayman tax consists of a reporting obligation, a transparency measure (look-through-tax) and a tax on (deemed) distributions.

Belgian residents who are the founders of foreign entities that meet the economic substance requirements can however benefit from a light-version of the Cayman tax.

In the light-version of the Cayman tax the look-through-tax is not applicable, meaning that the founder is not taxable on the income received by the targeted entity.

Moreover, the founder cannot be taxed on a deemed distribution when the targeted entitys assets, shares or economic rights are contributed or when the targeted entity is transferred to a state with which Belgium does not have an agreement on the exchange of information in tax matters.

Such Belgian residents must however still comply with the reporting obligation. In addition to the regular reporting obligations, the appropriate box must be ticked in the income tax return to confirm that the reported entity qualifies for the economic substance exemption.

Also, the tax on distributions must still be considered when such an entity makes an actual distribution.

Book a hotel in the Seychelles

When Julia travelled to the Seychelles for the first time, she fell head over heels in love with the islands. Completely smitten with the deep blue waters and white sandy beaches, Julia decided to stay and started working in a hotel.

While enjoying the island life, Julia worked her way up and took over the flourishing hotel with infinity pool when the former owners retired. Julia owns the hotel via a company in the Seychelles and employs a couple of dozen employees.

Many years later, Julia became homesick. She found a manager who could run the hotel for her and moved back to Belgium.

As the corporate income tax paid in the Seychelles by Julias company amounts to less than 15% of the (fictitious) Belgian taxable basis, the company is targeted by the Cayman tax.

However, since Belgium concluded a double tax treaty with the Seychelles and the conditions for the economic substance exemption are met, Julia will not have to report the profits of the hotel in her annual income tax return as the look-through-tax is not applicable.

Evidently, Julia must still report the existence of the company in her annual income tax return and must check the box to confirm that the company meets the economic substance exemption requirements.

The winner does not take it all

Although the cayman is king of the quagmire, caution is required with certain co-inhabitants as the cayman cannot bite off more than it can chew.

As with such adverse animals, foreign entities with sufficient economic substance float on more friendly waters as the look-through-tax and the tax on deemed distributions will not be applicable.

Be prepared for next week, when we go on a hunt for hybrids!

Expedition removes 25 tons of waste from remote Aldabra Atoll – UNESCO.org

Marine debris accumulates on the beaches of even the most remote and pristine UNESCO marine World Heritage sites, including Aldabra Atoll (Seychelles). Through action, education and research, the Seychelles Island Foundation removed 25 tons of waste, including 60,000 plastic flipflops.

Aldabra Atoll was inscribed on the UNESCO World Heritage List in 1982 as one of the largest raised coral atolls in the world, home to the largest giant tortoise population. Its population of endangered green turtles has increased 500% to 800% in recent decades. Due to its remoteness and inaccessibility, the atoll has remained largely untouched by humans for the majority of its existence.

However vast quantities of plastic litter have been accumulating on Aldabras coast and this has dramatically accelerated in recent years. This litter is having devastating impacts on the otherwise near-pristine ecosystems, including by clogging up key turtle nesting beaches.

In response, the Seychelles Island Foundation and the Queen's College, Oxford, set up the Aldabra Clean-Up Project. They raised the necessary resources to collect waste and bring it from the remote atoll to the main island of the Seychelles. A team of 12 young volunteers collected 25 metric tons of waste, including 60,000 individual flip-flops and discarded fishing gear.

Watch the documentary

The project allowed to raise global awareness on the issue of marine debris and plastic pollution. The President of the Seychelles and patron of the Seychelles Island Foundation distributed pictures of Aldabra Atolls beaches covered with marine litter during a 2018 G7 meeting. Some of the collected waste was recycled or reused by conservation groups, artists and schools. Scientists also hope to learn more by investigating the degraded plastic, while engineers will test the marine litter on certain circular economy applications. The Aldabra Clean-Up Project demonstrates how UNESCO marine World Heritage sites can challenge all of us to think differently about waste management and how our society is organized.

The project was recently highlighted during an online meeting organized by the UNESCO Regional Office for Eastern Africa. The case study also inspired other marine World Heritage managers during their first workshop to discuss impacts of marine litter and exchange best practices on marine litter monitoring, clean-up campaigns and awareness-raising. A 2018 report indicated marine litter to be present in almost all of the 50 marine World Heritage sites. On Aldabra Atoll alone, an estimated 500 metric tons of marine plastic pollution remains.

Visitors to the Penn Yan Community Garden (PYCG) this spring will notice a new feature designed to make the garden more welcoming and accessible. The spacious new sun shelter, built by Lester Hoover and funded by a grant from the J.M. McDonald Foundation, provides shade and seating for visitors and PYCG members. At 10x10the wood structure serves as an open-air retreat for garden gazing and a place to take a break protected from the sun. It will also help the Yates County Master Gardeners to host programs and activities. As the garden receives full sun throughout the day in the hot summer months, the sun shelter will serve as an outdoor classroom for gardening or food preparation demonstrations, guest speakers, and group discussions.

Located at the end of Pleasant Avenue a short distance from downtown Penn Yan, the Penn Yan Community Garden mission is to improve access to garden space and nutritious, affordable, local food, to provide gardening and environmental education for kids and adults, and to promote cooperation, self-sufficiency, and personal empowerment in a greener and more beautiful community.

Its not too late to become a member of the PYCG! An annual Garden Membership is pay-as-you-can sliding scale from $0$25, and your membership entitles you to one 4-foot by 10-foot raised garden plot, compost, water supply, access to the tool shed and garden tools, fencing, a share of compost (when available), and use of a dedicated member parking lot. Many vegetable varieties can be planted in July and August for fall harvest. Members and visitors can also pick up helpful hints about what to grow next year by viewing the Vegetable Varieties for Gardeners demonstration beds. Labeled with informational signs, these beds are tended by the Yates County Master Gardeners as part of our support of Cornell Cooperative Extension.

In a time of concerns about public health, the need for physical distancing, and the cancellation of many summertime community events and activities, the Penn Yan Community Garden is an ideal place to enjoy the outdoors and get your hands dirty growing your own fresh and tasty produce. Gardeners of all skill levels are welcome, and your participation will help support and build this community asset. Stop by for a visit, enjoy a bit of shade, and plan your new garden!

One year after triple talaq was outlawed – Oneindia

India

oi-Vicky Nanjappa

| Published: Friday, July 31, 2020, 11:09 [IST]

It's been a year since the Narendra Modi government ensured gender justice for Muslim women by abolishing triple talaq, making it a criminal offence. Numerous women have benefitted from the move since then. Gender justice is a fight that unites women across the world transcending religious, ethnic, political and social divides. It is a demand to correct the wrongs committed over centuries.

Describing western thought on women, which believed Eve came out of Adam's rib, feminist thinker and writer Simone de Beauvoir asserts in The Second Sex, "One is not born, but rather becomes, a woman... Therefore, the patriarchal culture surrounding Eve in Paradise Lost, in fact, forces her into submission to the point where she internalises it, making her 'become a woman." In Indian thought, both men and women have individual souls. The right to equality and equity has been taken ahead in India from here and it is for this reason that reforms in personal laws have happened from time to time.

In 1955, the Hindu Marriage Act laid out the conditions for a valid Hindu marriage. One of the conditions introduced was that neither of the parties to the matrimonial alliance should have a living spouse at the time of marriage. It has taken unrelenting fight from women to claim their right to exist as individuals and not be seen merely as an entity in conjunction with men. The job of governments is to provide women an enabling environment to be what they want to be. This was a gender just law. As has been the abolition of triple talaq, which allowed men to desert women at whim without any liabilities.

This year, rather just this month, the government the Ministry of Defence has issued the formal government sanction letter for grant of permanent commission to women officers in the Indian Army. The move will pave the way for empowering women in Army to shoulder larger roles in the organisation. The government has made women the centre of welfare schemes by ensuring women in families are receivers of the benefits. The amount of empowerment it has given women in immeasurable. The first term of Modi government started with Beti Bachao Beti Padhao Yojna because education is what gives people the confidence to be on their own. In 2016, the government extended maternity leave for women from 12 weeks to 26 weeks. This was not just for women working in government sector, but also those in private jobs. From Ujjwala Yojana, to Mahila Haats, to the preference given to women in Mudra schemes are ways in which women across India are being empowered to see claim their existence as individuals.

This is an endeavour which has miles to cover...

Minnesota census workers reassure the undocumented as Trump memo renews fears – MinnPost

Before Mnica Hurtado could persuade anyone to volunteer personal information for the 2020 census, she had to be persuaded herself. And three years ago, she was a big skeptic.

We know how deep is the distrust of BIPOC [Black, Indigenous and people of color] communities of big systems, said Hurtado, the racial justice and health equity organizer at Voices for Racial Justice. At the time, it became apparent that the Trump administration was intent on adding a citizenship question to the census, which added to her hesitancy. So because of our own fears, we said theres no way we are going to participate in this work.

Mnica Hurtado

Now, she is once more seeing similar fears around community safety play out. Early last week, President Trump ordered the Secretary of Commerce, who oversees the Census Bureau, to exclude unauthorized immigrants from data to be used in the upcoming process of redrawing congressional districts. His July 21 memo says, For the purpose of the reapportionment of Representatives following the 2020 census, it is the policy of the United States to exclude from the apportionment base aliens who are not in a lawful immigration status under the Immigration and Nationality Act.

Article continues after advertisement

It was a move that may again serve to discourage immigrants from filling out the census.

People, not having the time to understand the whole piece and understanding that, yes, the memo is out there but what is the real impact to them? said Hurtado. What are the data sets that the government can use to remove what they are calling undocumented people from the districts?

Its unclear whether the Census Bureau can actually make those exclusions in time for apportioning congressional seats at the end of the year. Experts say its an enormous task for the Census Bureau to accurately determine who in the country does not have proper documentation. Legal scholars also doubt the constitutionality of the directive, and at least four lawsuits from local governments and other organizations have been filed against the Trump administration over the order.

There is no data source that would allow the administration to carry out this memo. The data just dont exist; theres no list of people who are undocumented and living in Minnesota, said Susan Brower, the state demographer.

Susan Brower

Its my expectation that [determining who is undocumented] will not be something that the Census Bureau can operationalize in the amount of time that it has left, Brower said. But it may have an impact just through the mechanism of raising fears of people who are already hesitant to respond to the census.

The fear may complicate getting households with undocumented residents to answer, likely leading to an undercount of already hard-to-count populations.

Rodolfo Gutierrez, the executive director of Hispanic Advocacy and Community Empowerment through Research (HACER), a research nonprofit, has spent several years building connections with the Latino community throughout southern Minnesota.

Article continues after advertisement

Undocumented immigrants who live and work there worry that answering the census will expose them and their relatives to Immigration and Customs Enforcement, said Gutierrez, who has a background in demography. Immigrant advocacy groups also caution households not to answer questions from government officials who come knocking, a caution that may carry over to the census.

Further, the uncertainty caused by discussions about adding a citizenship question has not yet faded.

Just being asked, are you a citizen? What does that mean? Whos going to be looking at that question? And what is the purpose of that question? That is still resonating, Gutierrez said, citing that he still gets calls about whether the census form asks for citizenship information.

We need to explain no, it was removed, it was not accepted, or whatever happened. And then they are still pretty uncomfortable, Gutierrez said. The Supreme Court blocked the citizenship question from appearing on the 2020 census last year, writing that the Trump administrations reason for adding it seemed contrived.

Rodolfo Gutierrez

Depending on the variables the Census Bureau uses to approximate who is undocumented, citizens who live with unauthorized non-citizens could get excluded as well, Gutierrez said. Over 64,000 U.S. citizens in Minnesota lived in mixed-status households between 2010 and 2014, according to the Center for American Progress.

The outcome of the census will determine whether Minnesota hangs onto its eighth seat in the U.S. House. Projections by Pew Research Center show the state would keep its seat if apportionment did not include undocumented immigrants, while California, Florida and Texas would each lose a seat.

Estimates have Minnesota losing a seat by about 20,000 to 23,000 people, but thats a number the state could still make up, according to Brower. Apportionment will also depend on how other states do, and even in the middle of the pandemic Minnesota is leading the nation in response rates.

It looks like its possible that we could lose a seat, but its not a foregone conclusion because its not such a huge gap that we could never make it up, Brower said.

Article continues after advertisement

Still, community organizations that have been working to count all groups worry that the exclusion would leave out the voices of people of color when it comes time to make policy decisions.

Hurtado said she will continue telling people about the laws that protect their privacy and the importance of completing the census.

I think everybody benefits if we are counted, because we will have the resources, the political representation to create good policies that improve the lives of the ones that are being left behind. And we will not go through what we went through with the George Floyd murder.
